The other possible effect is that on marginal routes where demand is lower, abolishing or amending the tax would make these routes more commercially viable and consumers would benefit through the maintenance of connectivity or Airlines Offering other routes which they currently do not offer. How much of an impact because it had in saving flybe . Flybe have a lot of their routes in the uk, they are very important in terms of regional connectivity so any changes or amendments to Passenger Air duty could be beneficial to flybe and help work towards protecting connectivity and the importance of Regional Service for the United Kingdom. The flybe network does cover a large proportion of uk domestic flights, half of them outside london so it is notjust a commercial consideration but part of the infrastructure but in terms of being, what would be the most protective two to protect flybe, do you think this is it . My understanding is that it is possible within the confines of the current regime to abolish air Passenger Duty. Some countries in europe have already done that and clearly it would be to the benefit of flybe to look it this again. Many airlines thought it had against it and said he did not think it promoted regional connectivity but flybe is joining the date when it comes to air service connectivity. A lot of the traffic is not concentrated on london so this is clearly something the government is looking at. The airline Passenger Duty is some form of taxation. Aviation is very under taxed when you compare it to real fuel taxation or driving. So this is not an appropriate response, given that we have got a planet threatening problem that we are trying to deal with, to be trying to use general taxation, changes on general taxation and air Passenger Duty, which would affect the whole aviation sector, when there is a problem with one airline. What about the environmental offsets which have been mentioned and there is expected to bed been mentioned and there is expected to be d two of them in the budget in march . Of course we dont know any detail about that. In general, the track record of offsetting is pretty poon track record of offsetting is pretty poor. There are no good systematic ways of removing Carbon Dioxide from the atmosphere once you have emitted it, like through travelling in planes. So i think we would need a very long and hard look at that. Some of the schemes which have been produced by governments and Oil Companies around tree planting, their track record is frankly rubbish. Is offsetting a waste of money . It is possible that some projects can do some good, but around 86 of these projects have been found to be of no value whatsoever in terms of carbon reduction. I mentioned at the beginning the reason the government is looking to do this is because of the importance of getting people around the uk. Its an important transport option for many. The study, which is the first of its kind from the office for National Statistics, collated data from bodies inluding government ministries, the nhs, the National Crime agency and the nspcc looked at the emotional, physical and sexual abuse of children. Lets have a look at those figures in more detail. The report found that about one in five adults in england and wales experienced some form of abuse as a child thats when theyre under 16. It also found that 3. 1 million 18 74 year olds were victims of sexual abuse before the age of 16. That number equates to about one in 13 or roughly 8 of adults in england and wales. 52 of those who experienced abuse as a child went on to then also be abused as an adult, while four in ten adults who experienced abuse as a child experienced multiple different forms of abuse be it emotional, physical, sexual or domestic. Explain more about how you have collated them and how you can be sure they are accurate. Where does that leave us, with these figures. It is an extraordinary statistic that one in five children have experienced abuse before they are 16 years old. Child abuse is an appalling crime but it is often not very well understood. The role of the ons is to bring all of these issues together, so we can support people who are working to improve the outcome for victims. It is notjust sexual abuse but also emotional abuse. Thats correct. The one in five figure you mentioned covers a range of offences. Emotional abuse would cover if someone was threatened with abandonment as a child, through to experiences of rape and physical abuse, so its a very broad category we look at for child abuse. It is an obvious thing that if someone has grown up in an environment where there are not normal boundaries, there are certain behaviours going on, they think thats normal and it perpetuates and thats normal and it perpetuates and thats something that also shows up in the figures. One of the things weve been able to highlight today is the nature of child abuse but also the impact. Those who have experienced abuse as a child, 51 went on to experience Domestic Abuse as an adult, that is compared with 13 of those who are not abused as a child. What would you hope would be the result of this . Is this ultimately about funding for organisations dealing with it . The role of the ons is to bring this together to fill the evidence gap, really, and we hope it supports those ongoing conversations about the actions that might need to be taken as people work to improve the outcome for victims. Obviously there are the organisations we have mentioned that come up with the data you have looked at, including the nspcc. Is it a surprise to an organisation like the nspcc the scale of this . What has been interesting is that lots of organisations hold part of the statistics and the value of today is bringing everything together to look at the bigger picture. We have heard before that people are not inclined to come forward to talk about this. There are more and more examples of issues around this being aired in the media, being discussed. Its perhaps becoming more easy for people to raise this as an issue . They are not pretending, no doubt about that. In a strange way invoking this procedure, is a way to buy time at a point when it is becoming increasingly clear that an agreement many people have said is on life support is slowly slipping away. What are the prospects of a new agreement . The Prime Minister and his rather typical upbeat way was trying to be positive, he said the europeans and others would back the agreement. He wants a new deal and said it could be the trump deal. Perhaps trying to pander to president trumps vanity. The problem is twofold, for the americans the deal must be much more restrictive. It must include the Iranian Missile programme and its regional behaviour, any timelines must be extended into the future. There is no chance of iran excepting that. Equally, if that were to happen, all of the pressure and economic sanctions would have to be lifted. Many people feel it is unlikely that mr trump we do that, not least when he sees people on the streets of tehran protesting against the Iranian Regime. As far as he and those close to him concerned, their policy of maximum pressure is working. A report published today, found significant shortcomings in the original investigations into her death and the abuse of other Vulnerable Children concluding that fears over Race Relations were a factor in the way police tackled the crimes, and that an investigation into the grooming of vulnerable teenage girls predominantly by asian men was under resourced. Andy burnham, the mayor of greater mancherster, confirmed the re opening of the investigation in a press conference this morning, saying i am truly sorry that the victims were let down in the way they were. Joint police and social Services Investigations should take place where theres evidence that a child is involved in commercial sexual exploitation. This should occur in all circumstances, including when a child refuses to make a complaint. There never must be an expectation that vulnerable young people can provide protection for themselves. Manchester council said the level of social work and management practice fell well below the high standards they now expect. How can they be sure this is not going on because the have been other areas were not much has changed . This is a very important step but we regard gambling as a Public Health issue so through that lens, regulatory legislative action such as the ones announced today are important but actually, we know that 2 million adults are suffering some level of gambling harm across the uk. So to bring more awareness to what is often a hidden addiction, it is just as important as taking a singular action such as today. The idea is to stop people being able to gamble with money they dont have, running up huge bills on credit cards, what are some of the worst exa m ples cards, what are some of the worst examples you have come across . That is sadly, this is an addiction, recognised by the World Health Organization as a behaviour addiction, gambling disorder. In an extreme, it can lead to people taking their own lives so we know this is something we have to take seriously and for that reason i welcome the action today by the regulator. People still be able to gamble online but isn they will have to use debit cards. Where does that leave us, with these figures. It is an extraordinary statistic that one in five children have experienced abuse before they are 16 years old. Child abuse is an appalling crime but it is often not very well understood. The role of the ons is to bring all of these issues together, so we can support people who are working to improve the outcome for victims. It is notjust sexual abuse but also emotional abuse. Thats correct. The one in five figure you mentioned covers a range of offences. Emotional abuse would cover if someone was threatened with abandonment as a child, through to experiences of rape and physical abuse, so its a very broad category we look at for child abuse. It is an obvious thing that if someone has grown up in an environment where there are not normal boundaries, there are certain behaviours going on, they think thats normal and it perpetuates and thats something that also shows up in the figures. One of the things weve been able to highlight today is the nature of child abuse but also the impact. Those who have experienced abuse as a child, 52 went on to experience Domestic Abuse as an adult, that is compared with 13 of those who are not abused as a child. What would you hope would be the result of this . Is this ultimately about funding for organisations dealing with it . The role of the ons is to bring this together to fill the evidence gap, really, and we hope it supports those ongoing conversations about the actions that might need to be taken as people work to improve the outcome for victims. Obviously there are the organisations i mentioned that come up with the data you have looked at, including the nspcc. Is it a surprise to an organisation like the nspcc the scale of this . What has been interesting is that lots of organisations hold part of the picture in their statistics and the value of today is bringing everything together to look at the bigger picture. We have heard before that people are not inclined to come forward to talk about this. There are more and more examples of issues around this being aired in the media, being discussed. Its perhaps becoming more easy for people to raise this as an issue . Is there a large historical nature to this, where people just havent previously talked about this . Is it more likely that people are open these days . One of the organisations we collaborated with was napac. They said that one in seven of the adults who told them about abuse had not discussed this with anyone previously. So that highlights your point that this is a hidden crime and is not something that in the past people have been comfortable speaking about. Now the Business News. In the Business News the plans to rescue flybe with a domestic duty tax cut has gone down badly in some quarters. It is a very good announcement, but it needs to be one of many to make the gambling industry safer.
