The Brexit Secretary has confirmed that the government wa nts to has confirmed that the government wants to negotiate a temporary Customs Relationship with the eu for when the uk leaves, similar to current arrangements. The Eu Commission has welcomed the proposals, but Opposition Parties here save the document lacks detail. Britain would also seek to be allowed to negotiate trade deals with countries outside the eu. Although members of the Eus Customs Union are barred from striking such agreements. Adam fleming explains. Under the Customs Union, the eu has one external border for the import of goods from abroad. If import taxes, known as tariffs, are paid, they are paid when that product enters this area. It can then move around between countries with no further charges and very few checks. The British Government wants something as similar as possible to this arrangement for a temporary period after brexit in march 2019. The first option it describes as a highly streamlined Customs Arrangement. In plain english, using as Much Technology and as Little Red Tape as possible to speed the flow of goods between the uk and the eu. The second option the government calls a new Customs Partnership, that would be an unprecedented deal between the eu and the uk where both sides would agree to do virtually everything the same when it came to customs, which would mean there would be no need for a border for goods between the two. 0ur Correspondent emma vardy joins us from westminister. How clear are we today on the proposition by the government . Well, we are certainly a lot clearer about what the uk is now looking for. But what the uk is now looking for. But what it will be over to negotiate with the eu, well, that is another question. David davis, he is going to be sitting down to negotiate with the eu, in brussels once again at the eu, in brussels once again at the end of the mud in the next round of talks. What he has set out today if the aims of the interim Customs Union period which will basically keep things as close to possible as the current arrangement. There have been so much talk of this possible cliff edge, businesses have been calling for clarity. The aim here is to give businesses a period of time to give businesses a period of time to adjust to any possible new arrangements. You may ask though, how do we get the eu to agree to this kind of deal that the uk is setting out . David davis says it is much in the eus interest to agree to raise as it is fast, any interruption in trade could hurt us both. It is in their interests, i mean, bmw do not want to have to have a Customs Border that is going to slow down their sales or add administrative costs. Siemens is not going to want to do that, you know, so. And the Port Of Rotterdam is going to want to have an efficient operation, the biggest port in europe, its going to want to have an efficient operation so they have got an interest as well as us. You hear him arguing about both sides. Labour think the proposals are incoherent, the lib dems have been saying that all this does is just delayed the economic pain. These papers are one of a series of proposals that we are going to be getting over the coming months. It is important to say that actually in terms of our negotiation with the eu, we are only at the first obstacle, trade talks with the eu have not even begun yet. Thank you very much. We have to wait for the Position Papers which is coming out later today. What has been drilled so far, it is a step in the right direction. We we re a step in the right direction. We were not sure if were going to be in any kind of Customs Union come march 2019 and i think that is one of the big question that Automobile Manufacturers are asking, are they going to have to start to apply extra paperwork . Looks what the government are trying to privatise, the answer is no. We have to remember the Customs Union is only one fraction of what would need to be due to make sure trade continues as it does come brexit day. The focus on the Customs Union is one thing, you think the picture is more complex than people might think . Import tariffs are one of the things that customs tend to look at border. The other thing is compliant with regular g standards, for example, along the irish border, a lot of agricultural trade, veterinary inspections. That has to be discussed as well, i would expect the governor to address that is forecasting the forthcoming Position Papers. You say businesses will be reassured, they were only had to change the process as the government has those once, this could offer two 01 has those once, this could offer two or three years. Do you think we are ina or three years. Do you think we are in a position yet when we know but what happen what you think it is a little tantalisingly what happen what you think it is a little ta ntalisingly vague . I think that is much more vague that is what being allied as an interim period. David davis talking about negotiations, it is easy to think he sits with others from the eu and somehow that is it. They are just a handful of people on this. How confident are you that the government is being informed as much of it should be by the businesses who have an interest in this . How much are they being invited to take pa rt much are they being invited to take part in this process . We have seen a massive uptake in engagement, other businesses group, and the government since the election. Now we are getting down to detail, we welcome the fact there is going to be the glut of Position Papers coming out. We need a more permanent framework of engaging with the gamut on those details. They are still some work to be done on putting both permanent engagement in place. They are moving. The overwhelming message from david davis when he was interviewed on bbc breakfast this morning is almost as if we can have this arrangement, this new arrangement, very much like the old arrangement, very much like the old arrangement, this frictionless setup, but we have heard from the European Commission today, Frictionless Trade is not possible outside the Single Market and the Customs Union. Do you think ultimately we are slightly deluded if we accept what we are being told that somehow we will magically have a new arrangement that is very much like the old arrangement . a new arrangement that is very much like the old arrangement . I think what the commission are talking about is longer term, once we are outside of any Customs Union arrangement, not bound by eu Single Market legislation, that becomes a much more difficult question to answer. For an interim period, this is something that not the commission will welcome not only the commission, but making sure your Pain Companies can get behind as well. European companies. Pain companies can get behind as well. European companies. Some friction, where is the possible friction, where is the possible friction and what are the main concerns for businesses . The government had tied off some of that when they talk about having interim Customs Union. What businesses are worried about even if you have input ta riffs worried about even if you have input tariffs between the uk and the eu remaining legible, you would have a situation where Car Manufacturers would start to have to look at, do the components can towards having no duties continue . That is what happens when you dont have the same Import Tariffs maintain. That seems to be tied. The question will be around recklessly standards, product standards, do we continue to follow those for the interim . The office for National Statistics has released figures suggesting that millions of rail users in the uk will see a 3. 6 increase in Ticket Prices from january next year, following a rise in the rate of retail price inflation, which is used to set railfares, thisjuly. The government has announced some of the key details about the Public Inquiry into the Grenfell Tower fire which left at least 80 dead and confirmed that it will begin today. The inquiry will examine issues including what started the fire and the actions of kensington and Chelsea Council. The probe will not look at problems with Social Housing, but theresa may has insisted that no questions will be left u na nswered. In a Statement Issued this morning, sir Martin Moore Bick announced that the terms of reference for the inquiry. He said that it will consider the cause and spread of the fire, the design, construction and refurbishment of Grenfell Tower, the scope and adequacy of the relevant regulations relating to high rise buildings, whether the relevant legislation and guidance were complied with in the case of Grenfell Tower, the actions of the local authority and other bodies before the tragedy, and the response of the London Fire Brigade to the fire as well as the response of central and local government in the aftermath of the disaster. Sir martin said that broader questions on Social Housing policy should not be within the scope of the inquiry itself. 0ur Correspondentjoins us now. You have had a closer look at those. South west trains says it happened when a train was pulling away from a platform earlier this morning. No one was injured. My generation unfortunately has not talked much to the Younger Generation, our children, our grandchildren about the partition. It is high time that history did come out with it. We made the mistake but history shouldnt. Mrs singh feels that modern day india might not be quite what the countrys Founding Fathers had hoped for. Its a democratic country and so far it has been, it was a secular country, still it is. But then some elements always come and sometimes you feel that things are not the way they wanted. But for their grandson, india has an exciting future. In the coming decade, india is going to be the place to be because so much innovation and technology coming up, but at the same time i feel culturally it is a bit of a decline. Largely due to censorship. Pakistani Tv Programmes which they used to enjoy are now barred, he said. His cousin wants to know more about partition to understand why the two countries remain such suspicious neighbours. I have never felt the tension between an indian and a pakistani. I met pakistanis when i have travelled in the us and london and otherwise and we have gotten on perfectly well. Lets speak to labours Shadow International trade minister, bill esterson. You are not impressed by what you have heard today . No, im not. We saw at the weekend that the chancellor and the International Trade secretary were saying one thing, and then, this morning we have got the Brexit Secretary sing something completely different. What we are seeing is the Conservative Party all over the place, making announcements designed to deal with their own political problems, not looking after the interests of the british economy, whereas labours position is putting jobs and the economy first. We will come to labour ina economy first. We will come to labour in a moment, but what we have had today is an outline for a definite position, and enter them plan from march 2019 possibly up to 2022, and then a final structure to be confirmed. Whats does not appeal to you about that . It is time limited, the interim period, and it does not get over the problem ofa and it does not get over the problem of a cliff edge. Businesses need certainty, and at the end of that period, we have no idea on the government at this stage exactly what things will look like. We therefore have two options, which are mutually contradictory, and which will potentially cause enormous problems for business and jobs in this country. They have put forward two options, it highly streamlined border or a new partnership with no border. Which of those do you think is impossible to work . Well, the new border. They have given us no idea of how thatll work, how that could set up in the time needed to avoid the kind of disruption that has already been seen on disruption that has already been seen on the motorways of kent, not to mention what would happen in ireland. We have no idea what that would look like, or what it would cost. But these two things are linked, that is what the uk will say on this you cannot talk about customs and trade and then work out about what is good to happen to the irish border. She looks obviously distressed, and as we continued to proceed, a man ran towards the vehicle, telling is that something terrible had happened, that had been a mudslide and thousands of lives had been lost. That was one we contacted the office to inform them that something serious had gone on, and that is when a lot of things came to light, that there was a tragedy happening. This is a devastating situation. What are Save The Children hoping to do to try and help . At the moment, we have got our Emergency Coordinator who is in a meeting with the office of National Security right now. The office of National Security archive on it in the process , Security Archive on it in the process, and they are in a situation where they have conducted four rapid assessments yesterday. They are currently giving feedback on the situation, and based on that feedback, different partners will advise is how to go forward. What are the kind of key challenges that you foresee . Our main challenge, i think, are for the families and children who suffered from flooding yesterday. Regarding the mudslide, we are not very optimistic in terms of lives that may survive that tragedy. However, with those that lost their homes and properties yesterday, our main concern now is homelessness. In terms of livelihood, families are now left with absolutely nothing, and the children now are more vulnerable. So this is really our concern in terms of how we provide support for these families that are in need in the rainy season. We are in the middle of heavy rains. What is so difficult as well as the number of people affected is as yet unknown. I believe a number of people are missing, including a member of Save The Childrens staff. Indeed, it has not been confirmed yet, but a member of the save the Children Team in freetown is still missing, and we are still waiting for news on the outcome of that situation. This is not what we voted for. President trunk. This is not what we voted for. We are being told by the Business Community that we need a contingency plan, so we do not have the cliff edge that you seem to be suggesting. I am not suggesting that at all. We do the majority of our business with non eu countries without being involved in a Customs Union with them. Yes, of course, we have got very difficult negotiations with the European Commission, who do not want to play ball does, but frankly, by going for this transitional arrangement, the big business will say it is great, but they will argue at the end of this transition that it should be a further three years, and we might find ourselves ten years down the road from brexit having not got what we wanted. Because there is no doubt that during this transitional movement, the Free Movement of people will continue, the European Court ofjustice will go on having judgments of british business, and of course, we will go on paying a membership fee. None of those three things are acceptable to brexit voters in any way at all. Follow through your line of argument. We do not have an interim period, what do we do instead . The incident needed was article 50. Article 50 was a two year period to sort all this out on taking us to the end of march 2019. That is nearly three years after the referendum on brexit. The idea that we extend this out to a minimum of six years just isnt good enough, and it is for governments to sort this out. You have made the point of looking back, that is a Retrospective Point that they have made a mess of the timing, but what do we do now . You are saying they have wasted time, but there is still a decision about what we do about Customs Arrangements. And the Port Of Rotterdam is going to want to have an efficient operation, the biggest port in europe, its going to want to have an efficient operation so they have got an interest as well as us. David davis arguing strongly that that the benefits of this, they go both ways. 0pposition parties have hit back today, the lib dems think all these proposals do is delay the economic pain. Labours Shadow International trade secretary has called the proposals incoherent. International trade secretary has called the proposals incoherentm is time limited, that does not get over the problem of a cliff edge. Businesses need certainty and at the end of that period, we have no idea from the government at this stage exactly what things will look like. Two options, mutually contradictory and which will potentially cause enormous problems for business and forjobs in this country. And borda to note, theres nothing final about this papers, more proposals over the weeks and months ahead. It is also important to say that actually be trade talks, talks with the eu, they are only at the very first stage. The uk has not even started discussing trade with the eu yet. But there is another calculation, that is the Retail Prices index and that came in at 3. 6 and, yes, you guessed it, the one thats used to determine how quickly our rail fares will go up is the higher one. So, from next january, the railfares, the regulated rail fares as theyre known, those are the ones that cover all sorts of things like commuting tickets, rail fares, Season Tickets, all that stuff, the regulated fares will go up by 3. 6 , thats from january of next year. Already commuter groups, Passenger Groups says that this is not on, this is more than double the rise we saw last year when fares rose again and it is not fair once again to put pressure on consumers who are feeling a squeeze on their incomes. Remember when inflation, thats the measure of how quickly prices are rising, continues it means we feel worse off in our pocket, if wages do not keep up with inflation. The government has announced some of the key details about the Public Inquiry into the Grenfell Tower fire which left at least 80 dead and confirmed that it will officially begin today. 0ur Correspondent, frankie mccamley, is at Grenfell Tower in west london for us. What we know about the terms of this enquiry . This enquiry is much broader than we originally suspected. The retired judge she was going to be leading it took in 500, more than 550 britain responses. And extended the consultation period by three weeks to allow residents, local people and people who lived in the tower who may be traumatised to have a chance to say what these terms of reference will be. We have had those confirmed by Downing Street today and they will include because and the spread of the fire, how that happened, the design, deconstruction and bb servicemen, critically, as Grenfell Tower. Also how far regulations go when looking at high rise tower flats, notjust here but across the country and whether these were followed in the case of Grenfell Tower. The inquiry will also look at the actions of the local authority and other bodies in the run up to the fire so that will include the Tenants Management Organisation which ran this building. Also the response after the fire, that has been criticised looking at London Fire Brigade, how they responded, whether they have they responded, whether they have the right equipment but also the local government here and the council and gathered and Chelsea Council the sort of criticism in their response to that. Kensington and chelsea. It will not include the Social Housing issues that have been raised time and time again. People claiming there was discrimination towards the Social Housing tenants. We have got the housing tenants. We have got the Housing Minister. Very clear in terms of the inquiry is that they will be focusing on the cause and spread of the fire, looking at the refurbishment and the design of Grenfell Tower itself and wider issues around guidance and legislation. But what is actually been cleared as well from the white consultation that took place in coming up with the terms of inquiry is that people have raised issues about Social Housing policy more widely. Wide consultation that took place. Listening exercise across the country, talking to Social Housing tenants where Social Housing policy has worked and where it has not worked. Subject to the outcome of that, we will come forward with proposals in the coming months to do with the issues that have been identified. The systems are being upgraded according to the eu model. It could not been that difficult in 19 months to reach an agreement on something which worked fairly for both sides when we left. Alternatively, we can develop our own strong but transparent smooth working border systems, there are already systems allowing electronic registration of consignments by the main importers and exporters with the minimum of fuss that duvet and hes so when the lorry for the planes arrive. Bans dover and heathrow. All the things we know how to do, wejust heathrow. All the things we know how to do, we just need to discuss with the eu, the lease for the way of doing it in their interest than ours because they sell us much more than we sell them. From what you are saying, there is time to put something more definite in place. I almost refused the invitation, do you know that . Remembering happy times, but this family did live through trauma. Doctor singh and his wife fled pakistan as children but the events of that time have gone largely undiscussed. My generation unfortunately has not talked much to the Younger Generation, our children, our grandchildren about the partition. It is high time that history did come out with it. We made the mistake, but history shouldnt. Mrs singh feels that modern day india might not be quite what the countrys Founding Fathers had hoped for. Its a democratic country and so far it has been, it was a secular country, still it is. But then some elements always come and sometimes you feel that things are not the way they wanted. But for their grandson, india has an exciting future. In the coming decade, india is going to be the place to be because so much innovation and technology coming up, but at the same time i feel culturally it is a bit of a decline. Largely due to censorship. Pakistani Tv Programmes which they used to enjoy are now barred, he said. His cousin wants to know more about partition to understand why the two countries remain such suspicious neighbours. I have never felt the tension between an indian and a pakistani. And some of those people told me that they think guam is being used by the American Government as a sort of Military Base, and that President Trump has a callous disregard for the security of the 160,000 people who live here. So it is very divided, really split down the middle between those who support the American Administration and those who are very concerned. So the donations have been discussing what impact it has had on the lights, and i am pleased to say iamjoined by the lights, and i am pleased to say i am joined by a couple of the guests. Your story is slightly different, because your parents stayed in india, but they helped muslims get back to pakistan over the line was tron after the line was drawn in 1947. I am a sikh from the punjab area, and my parents were not married at the time, but they have similar stories to tell about what went on when the partition happened. As i said earlier, from what my father told us, they still remained in the family home, but they had a muslim family next door to them. And that muslim family was actually terrorised, and when he had to move, when the wearer taken away, there was a big violence in the whole of the village. All they were wearing was the clothes that they had, they had to leave everything behind, and they were very traumatised with what was going on. And yourfamily traumatised with what was going on. And your family actually help some of these muslims escaped . My grandfather, my dads father, and my father and his brothers, and the whole village, they tried to hide the family. But there was worth going around, and they knew exactly which house belonged to which group, whether they were hindu, which house belonged to which group, whetherthey were hindu, sikh, or muslim, they were mainly targeting the muslim families. And they knew exactly which house to go to, and the women were pulled from the houses, pulled from the doorsteps, children slept to one side, and a woman to another. The following day, my grandfather said, when they went to the farmland, went to see me well, the well was full of blood. The bodies were laid on the floor, and there was a lot of blood in the well, in the water itself. Such a harrowing time for everybody concerned, along with those stories of helping each other, there was a lot of bloodshed. And you were born and raised in this country, and have those stories affected you today . They have definitely affected me. It is this unknown, and now we are catching up, 70 years later, seeing it through documentaries, and i am learning, andl it through documentaries, and i am learning, and i thought i knew, going back and seeing the borders, going back and seeing the borders, going back and seeing the borders, going back to the villages, but there is all this Hidden History that i am just so lucky we have this platform to share. I am also learning. Growing up, i have heard different studies, my mother has heard stories, and i cannot believe what they went through. This debate is today has been quite emotional, hasnt it . We are so protective, and i couldnt understand why my grandad always wanted to put us in cotton will and protect us. Now i understand, i will and protect us. Now i understand, lam will and protect us. Now i understand, i am so lucky to be here and live the life, i cannot imagine what he went through, and i hope i never have too. How would i feel . You go over here, and they go over there, i cannot imagine what he went through. It is difficult to get your head around it, for hours as british asians, to hear these stories. Now, just tell us briefly about your story. My stories of my grandfather, he is still here today, living in birmingham. He is part of now pakistan. We travelled with his five brothers, his sister, and his parents. They made it, they witnessed atrocities on route, and settled again in punjab and started a new life. For him to be here today and tell us the stories he has, and to tell my son, i feel very proud just to have him in my life. How do you think these 70 year old divisions and the violence that happened back then, do you think it has affected relationships today in this country between indians and pakistanis, hindus, sikhs, muslims . They have, due to media propaganda, but so long as we learn of what happened in 1947, we can keep positive for today and for the children for the future. We have got to send a positive message. Your pa rents, to send a positive message. Your parents, your grandparents i should say, they are from kashmir, which is still fought over by india and pakistan will stop what is your perception of what happened . You we re perception of what happened . You were saying before that he did not really know much about it, you had to search on wikipedia because you are not taught about it at school. Most of what i was taught was by my grandmother. She was talking about how there was loads of sikhs and hindus living in her area, how there was loads of sikhs and hindus living in herarea, who how there was loads of sikhs and hindus living in her area, who were driven out of the town. It was essentially genocide. She told me a lot about how before that, there was a peaceful coexistence, and then after that, given the time of partition, it was more like, who is a believer, who is a nonbeliever . Between hindus and muslims, there we re between hindus and muslims, there were simple things like, hindus worship cows and muslims eat beef, so worship cows and muslims eat beef, so fundamental differences were picked up on. They were made into a big issue. In your daytoday, in couege big issue. In your daytoday, in college or at school, do you feel like those divisions have carried on to your generation, do you feel people have managed to come through its i feel like the people i am surrounded with personally, they do not see these differences. The fact that i have got a bengali best friend, considering what happened between bengalis and pakistanis, that says a lot. I think most of our Younger Generation does not see that device, we are more open and willing to know one another. Thank you very much, all of you. It has been a very positive message coming from the people who have discussed this issue here in birmingham today, but of course, the difficulties between india and pakistan continue. The feeling certainly industry and today has been that the two countries need to come together. The feeling in this room. They stay the same language, eat the same food, and even though they are now two countries, three if you include bangladesh, they have a lot in common, that is what should be celebrated. A pensioner who was stabbed while trying to save the life of the labour mp, jo cox, has died.
