New laws, which aim to give people more protection online, will force Social Media Firms to delete information about their users, when asked to do so. Ministers say the Data Protection bill is intended to give people greater control over personal data. The Information Commissioner will be given the power to issue tougher fines for those who fail to protect information or who suffer a breach of privacy. Proposals included in the bill will make it easierfor people to give full consent for their to withdraw consent for their to withdraw consent for their painful personal data to be used. Our tech reporter Chris Baraniuk is here. There is already a right to be forgotten under eu law, if you want things taken off Search Engines. What is this new proposal . Would someone have to make a case for it to be removed or if someone asksis for it to be removed or if someone asks is an obligation for the information to be taken down . One of the reasons you can have to say that you want this removed is that you withdraw consent for it to be held. That is quite broad and could apply to lots of things. If youre holding data you have recourse to say, we think having this information perhaps online or publicly accessible, that is in the public interest, for scientific or historically Important Reasons and they can refuse under some circumstances to take the data off line. Circumstances to take the data offline. When you say withdraw consent for something to be held, presumably that relates to someone having a Facebook Page and putting stuff on it and were talking specifically about children to decide as they get older that they do not want it to be an ongoing reflection of their lives. I hear criticisms from some parts of the community including some of the people you have mentioned but what i will say is that that is based on, sometimes, ignorance that they dont understand properly how prevent works. Some of the criticisms come from sections of the community that do not, for a variety of reasons, political and otherwise, do not want prevent to work in the first place. Is it prevent to work in the first place. Isita prevent to work in the first place. Is it a case that if you keep calling something toxic, people think it is toxic . Absolutely, there was a certain element of that. I previously worked in child abuse and Sexual Offences where we have seen the young and vulnerable, women and children, all men, being subject to abuse. We have a similar system now called safeguarding were collectively policing and local authorities, we safeguard those individuals and protect them from harm. Prevent is exactly the same. It is not just harm. Prevent is exactly the same. It is notjust focused on the Muslim Community. Prevent goes across all communities. And almost one third of our interventions are around what i would call domestic extremism, extreme right wing individuals, i see the positive work of prevent. And without doubt, some of that work, if it had not taken place then i think it is a fantastic tool, and it has done well. Im joined now by our home affairs correspondent, danny shaw. He says that prevent has achieved fantastic results and criticism is based on ignorance. Talk us through what the statistics are around prevent. Some statistics we were given recently by the metropolitan Police CommissionerCressida Dick said that in 2015 16, prevent stopped 50 people travelling to syria and iraq. And she made clear, echoing what dean hayden had said that prevent is working and working well, and points out that it is not just about islamist extremism or terrorism linked to islamist extremism. 0ne terrorism linked to islamist extremism. One third of interventions that they undertake the Event Offices undertake in relation to the extreme right wing. 10 of the referrals are from teachers, doctors, Social Workers and other people in authority who refer cases to prevent, 10 of those are about people with extreme right wing views. So there seems to bea right wing views. So there seems to be a complete divergences here between the authorities on the one hand, police and security service, the home office and those saying that prevent is working, and then you get critics like the former senior Muslim Police officer, the muslim can britain, the former counterterrorism reviewer David Amerson who said the strategy needs to be reviewed, who do not believe it is working, and there is just this complete divide. In a nutshell, what is the criticism, is it because they think certain people are being u nfa i rly they think certain people are being unfairly targeted . They think certain people are being unfairly targeted . The criticism is that young muslims in particular have been unfairly targeted, and there was a sense of them being spied on. If they say a word out of place then they are going to be referred to prevent. And it is not about safeguarding. They believe it is about spying, not looking after people. You heard Dean Hayden Say that this is a safeguarding issue. To prevent people being drawn into terrorism. The problem is, prevent has become a label associated with something that large numbers of people dont believe is working. So it maybe more than simply a Rebranding Exercise that it needs. Davis a wholesale review of the government Counterterrorism Strategy going on at the moment. There is a wholesale review. This is before the attacks that we have seen since march, but there has gathered momentum since then and will no doubt incorporate some of the lessons that have been learned because of those Terror Attacks. It is due to report later this year, and it will obviously encompass a review of prevent and particularly any reforms that need to be made. But it did not have the confidence of the communities. Initially it was focused exclusively on muslims. It has now been extended to far right extremists as well. Its history was not done in conjunction with the community. It was imposed on the community. It was imposed on the community. The concerns people have are about a lack of transparency. It is not helpful to talk about critics being ignorant. You have Baroness Warsi, David Anderson, the former reviewer of terrorist legislation, andy burnham, the former Shadow Home 0ffice minister, and people like andy burnham and Baroness Warsi have talked about prevent becoming a toxic brand. Is it linked to the fa ct toxic brand. Is it linked to the fact that it started out specifically focusing on the Muslim Community, and although that has changed, is there still a perception that it changed, is there still a perception thatitis changed, is there still a perception that it is still that, and when you look at the numbers of people on the radar of prevent, one in three are actually on the far right, now. We dont have a great deal of transparency around what happens within prevent. People have asked foran within prevent. People have asked for an independent review. People are familiar with the story about a child who speaks about someone living in a Terraced House and misspells that as a Terrorist House and have been referred to the prevent programme. So there are a range of instances where individuals have been referred under prevent and it adds to their lack of confidence. Is there ever a problem where there is any doubt for something to be referred, if something is sort of looked at, dealt with effectively and, where there is a mistake it is left . All of us would rather be safe than sorry. Youre absolutely right. That is a fundamental point. The reality is, over 80 of referrals made are required not to have any further action. If you are having such a high number of referrals, that was a statistic that David Amerson, the independent reviewer of terrorism legislation, brought up. It is not a matter of saying that this is wrong, this is normal, sensible mainstream people like Baroness Warsi, David Amerson, andy burnham, saying that we have got concerns and we need an independent review. The flip side is, over 80 of referrals found to require no further action and nearly 20 of referrals to required. So it is picking up people who would not be picked up, necessarily, otherwise. 0ne picked up, necessarily, otherwise. One of the stats we heard was that of the people had been stopped from travelling to syria and iraq. What would you define as the things it is doing right, and how could it be improved overall to get a better result . Overall, it should be radicalisation that were talking about, Vulnerable People with Mental Health issues, whether it is young people or people going through a crisis, who are drawn to an ideology which it is crazy to want to take yourfamily to which it is crazy to want to take your family to syria, or to which it is crazy to want to take yourfamily to syria, or to be involved in that kind of world of extremism. There should be no excuse for that. But it seems that we look at vulnerability in terms of radicalisation separately to every other kind of vulnerability. For example if youre a child involved ina gang, example if youre a child involved in a gang, you will get referred to the mainstream agencies to with gangs. If youre worried about a child being drawn into Child Sex Exploitation it is done mainstream but if it is radicalisation it is done through separate channels, separate to the rest of the safeguarding issues. And peoplejust dont know who the providers are, they dont know what is being done, they dont know what is being done, they dont know what is being done, they dont know what the agreement is of someone involved so there is a com plete is of someone involved so there is a complete lack of transparency. It is unfairto complete lack of transparency. It is unfair to suggest people are ignorant. People are very well versed on the issues. The reality is, there was a complete lack of transparency. All that people are asking for, in the main, is an independent review that looks at all of these issues, and looks at what can be done to improve the system, and where there are challenges, and at the moment we dont have that transparency. So, how it was that arnold mouat died in his own property and wasnt able to be found isa property and wasnt able to be found is a Bit Ofa Property and wasnt able to be found is a bit of a mystery. But some information is coming out now. Is it knowing what the circumstances of how his body was found work . Was it well hidden . It was found on saturday so that is about a month that he was reported missing. He left the house shortly before midnight on the 7th ofjuly. My understanding is that his body was in what is being described as a very ha rd to in what is being described as a very hard to access location. In fact, my understanding is that specialist equipment has now been brought in to try to get to wons body out of that location so that a postmortem examination carried the carried out to determine exactly how he died. Police are saying, however, that there are no immediately suspicious circumstances to his death. So we will find out in the next few days how he died and also perhaps more information will come out about the nature of the location in which his body was found. This of course will be part of the investigation by them, an investigation that was occasioned by police got been preparing the matter to the investigating authority themselves and a report will go to the chief co nsta ble and a report will go to the Chief Constable when that investigation is completed. Thank you. The construction of new incinerators to burn waste could make it impossible for the uk to meet future targets for recycling. The Consultancy Firm eunomia has warned that new incinerators will need a constant stream of waste to feed them and that will undermine the uks stated ambition to recycle more rubbish. 0ur environment analyst, Roger Harrabin is here. Explain how these incinerators will work. At the moment they have been good for about 30 years or more in the uk and instead of dumping the waist and holes on the ground, you actually burn the waist and you get energy from it so you get some economic benefit. The consultancy said that in the past, when we were burning coalfriendly said that in the past, when we were burning coal friendly city in the uk, maybe you could make a case for this. Probably it was a greener option to bad rubbish than to burn coal cole is being phased out and the consultancy are saying, what is the consultancy are saying, what is the purpose of building more and more incinerators when we are trying to recycle more. The number of incinerators has doubled in terms of capacity since 2009. If we keep increasing capacity then it will undermine efforts to recycle because those plants being built will need more energy to be fed with it. Critics have said the government has not had a way strategy for sometime. A watchdog will get new powers and be able to levy bigger fines on companies that ignore the laws. The proposals included in the bill. 0ur our Technology Reporter explained how these proposals differ from the so called right to be forgotten rules which had already been introduced. This has been in the works for a long time. It is coming into force in may next year. All of the eu Member States have their own internet law. What the uk government is announcing today is their take on the regulations. There are things that they can tweak and do as they like. But generally this is an implementation of the general Data Protection regulation. How much of a leap forward is it in terms of what people can ask to have taken down . There are some big steps forward. The right to be forgotten that people will have heard about, it applies to listings in search results, mostly. Google having a lot to do with that. This legislation affects any business, technology or not, handling and holding personal data belonging to consumers and that can be anything from a name and address to data about their dna. Would someone have to make a case for it to be removed or if someone asks is there an obligation for the information to be taken down . One of the reasons you can have to say that you want this removed is that you withdraw consent for it to be held. That is quite broad and could apply to lots of things. If youre holding data you have recourse to say, we think having this information perhaps online or publicly accessible, that is in the public interest, for scientific or historically Important Reasons and they can refuse under some circumstances to take the data off line. How much more wideranging rds powers . These affect the whole of the economy which is digital, society is digital and data is at the heart of that. What this is about is providing a Legal Framework for responsible use, storage and control of data. Under these new rules, could anybody ask for anything held about them to be removed from any system . That is the implication. This is part of the Uk Implementing A European wide Data Management and privacy system and Data Protection regulations which needs to be put into effect by next may. It sounds like a huge headache for any Company Operating online. We dont see that way. The industry has been calling for exactly this kind of regulation and approach for a long time. Notjust Tech Companies, and social Media Companies, but any company that gathers data and so many do, these days. They need to have that data held responsibly, they need to have a trust relationship with the citizen, the consumer. But that is different from being told that they cant store the data. They can store it, subject to permission is, but they have to be explicit about how they get permission, and have a clear understanding of what they got the permission for, what does the consumer or citizen angry that they can gather the data for, and how they can use it. What has changed is that they now need to get the agreement of the user. Will this be the end of situations where companies have been hacked online and there has been a huge breach in terms of individuals online data . We say to people, youve got to be very clear, ask, what data have you got, Companies Often dont know and not just Tech Companies got, Companies Often dont know and notjust Tech Companies and social Media Companies but any organisation, a car rental company, even government agencies. Why have you got the data . Some people collect those incidentally, itjust happens in transactions, with increasing use of the internet of things type devices and mobile devices. And for whose benefit have you got the data . If the answer is no to any of those then youll got to think about that. There is the threat of huge fines but it will require individuals to be proactive, wouldnt it . On the other hand, responsible Companies Want to have a trust and confidence relationship with customers. They want customers to feel confident using their systems. If we lose customer confidence, either by Security Points by practice that. People using the systems at and that is hurting the uk. Estimates are that the uk will have a data economy of £240 billion a year by 2020 and the uk is £240 billion a year by 2020 and the ukisa £240 billion a year by 2020 and the uk is a world leader in this. We have some of the best Data Services through e commerce and Financial Services and medical Health Services and even government services. We are World Leaders in the provision of this. And it is all about trust. We think this regulation will help with that. It needs to be done by may 2018 or we will have a problem with our relationship with the eu and that in the context of brexit is very important. We must have an adequate agreement with the rest of europe in order to trade with them. One of Scotland Yards most Senior Police officers has defended the governments prevent programme, which is designed to stop people being drawn into terrorism. Speaking to the bbcs asian network, commander dean haydon said the strategy has achieved fantastic results, and that criticisms are based on ignorance. In my view prevent does work. I hear criticisms from some parts of the community including the people you mention. I will say that that is based on, sometimes, ignorance that they dont understand properly how prevent works. Some of the criticisms come from sections of the community that dont, for a variety of reasons, political and otherwise, just dont want prevent to work in the first place. Is it a case that if you keep calling something toxic, people think it is toxic . Absolutely, there is a certain element of that. I previously worked in child abuse and Sexual Offences where we have seen the young and vulnerable, women and children, all men, being subject to abuse. We have a similar system called safeguarding work, collectively, policing and local authorities, they safeguard those individuals and protect them from harm. Prevent is exactly the same in terms of, prevent does not just focus on the Muslim Community. It goes across all communities. In fa ct it goes across all communities. In fact almost one third of interventions are around what i would call domestic extremism, extreme right wing individuals. I see the positive work of prevent and without some of that work, if it had not taken place, those individuals would have fallen into the hands of extremists or terrorists. I think It Isa Extremists or terrorists. I think it is a fantastic tool and i think it should stay. Some statistics that we we re should stay. Some statistics that we were given recently by the metropolitan Police CommissionerCressida Dick said that in 2015 16 prevent and stopped 50 people from travelling to syria and iraq. And she made clear, echoing what dean hayden and said, that prevent is working, and working well. And she points out that it is notjust about islamist extremism or terrorism linked to islamist extremism. 0ne third of interventions that they undertake prevent in relation to the extreme right wing. 10 of referrals of teachers, doctors, socialworkers and others in authority, who refer cases to prevent, 10 of those are about people with extreme right wing views. So there seems to be a complete ban of urgency between the authorities on the one hand, the police, security service, the home office and so on, saying that prevent is working, and then you get critics like the former senior Muslim Police officer, the miz loncar is what britain, the former counterterrorism reviewer David Amerson who said the strategy needed to be reviewed because it was not working, and there was a complete divide. In a nutshell, is a criticism because they think certain people are being unfairly targeted . They think young muslims in particular are being unfairly targeted, and there was a sense that they are being spied on if they say a word out of place, then they are going to be referred to prevent. And it is not about safeguarding. They believe it is about looking they do not believe it is about looking after people, but it is about spying. This is to prevent people being drawn into terrorism. The problem is that prevent has become a label known and associated with something that large numbers of people dont believe is working. So it may be more than simply a Rebranding Exercise that it needs. There is a wholesale review of the government Counterterrorism Strategy going on at the moment. This was going on at the moment. This was going on at the moment. This was going on before the Terror Attacks that we have seen since march. It has certainly gathered momentum since then and, no doubt, will incorporate some of the Lessons Learned because of those Terror Attacks. I believe it is due to report later this year and it will obviously encompass a review of prevent and particularly any reforms that need to be made. So a fierce, aggressive response coming from north korea in the face of those un sanctions passed against it on saturday. In manila, the Foreign Ministers of south korea and north korea briefly met last night at dinner. South Korean ForeignMinistry Officials have told the bbc that during that brief exchange, the north Korean Foreign minister actually said that the offer of talks from seoul is insincere. The president had offered to reopen military talks with north korea. The north Korean Foreign minister has said that that offer is insincere. Later today we will see the north Korean Foreign minister Making Remarks in manila at a gathering of Southeast Asian nations. All eyes will be on what he has to say. Earlier today, us President Donald Trump spoke to the south korean president and they spoke over the phone for over an hour about what they call the grave and growing threat coming from north korea and they both said they hope these new sanctions would induce pressure on north korea to halt its missile tests. North koreas key ally and top trade partner, china, also urged the country to halt its Nuclear Programme but experts that i have spoken to in seoul say that previously, sanctions have not really resulted in north korea letting up on any kind of testing so they are not very hopeful this time round, as well. The work started on saturday but today commuters have been facing some disruption and there has been a mixed response. Three hours so far, to come from greenwich. You have got a face that uncertainty every day but for the south west, it is not looking good. It is a bit of a nightmare for tourists and for people that have to work. But a former senior Muslim Policeman, dal babu, said prevent had become a toxic brand because it was not trusted by communities. He explained his issues with prevent to me. First of all, i think it is really important to acknowledge that all sections of the community should be really focused on keeping us all safe and i think it had good intentions when it started but U Nfortu Nately intentions when it started but unfortunately it did not have the confidence of the community and initially it was focused exclusively on muslims. It is now been extended to the far right extremists as well. So its history was not in conjunction with the community. It was imposed on the community. Rob a bit was a greener option to burn rubbish than to burn coal but now cole is being phased out and the consultancy is saying, what is the purpose now building more and more incinerators when were trying to be cycle m o re . And if we give increasing capacity then will undermine efforts to recycle because those plants that are being built will need more energy to be fed with its kind of like feeding the beast. Critics have been saying that the government has not much of a Waste Strategy for some time. Currently, the uk strategy is being largely driven by the European Union which has this principle of what it calls a circular economy. In total this year 216 children under the age of 10 have been to the nhss only gender Identity Service for under 18s that figure has more than doubled over the last 2 years. Tra nsgender means someone who doesnt identify as the gender they were assigned to when they were born they may wish to be seen as a different gender or no gender at all. Thousands of dockless bikes have appeared up and down the country over the past few months. They are located using a mobile app, and can be unlocked and hired for as little as 50p. So, is cycle sharing and similar schemes really the future of getting around . Fiona lamdin reports. Communal cycling in our capital is a common sight. But now thousands of dockless bikes that can be parked anywhere are appearing on our streets. I have come to bristol because this is the first place in the country to have dockless bicycles. I have downloaded the app, and as you can see there hundreds available right now. Well find the nearest one. Just around the corner, as promised, it is waiting for me. With the app, i scan the barcode, the bike is unlocked, and im ready to go. They arrived three months ago, and already the take up is quite promising. They get ridden 1,500 times a day. We are the first dockless bike sharing initiative in the uk. There are some problems. One in eight have been vandalised. And some are found with wheels missing. Are people looking after them . Most are doing well but we have had issues. How many . About 100 cases so far. It is a diesel car, automatic. It is notjust bicycles we are sharing. This man has 28 cars. Today, he is giving one of them to will. I dont use them very often. When i do need one, it makes sense to use one someone else is not using. I had an injury and i couldnt walk. So i was sitting at home thinking i have two family cars in my driveway and they are not being used. I put them on a platform on the internet called hirecar and both of them were rented out. One day, i had rented them both out and we had none. My wife needed one. We bought a new one and soon i rented that out as well. But, like the bicycles, one of them has been damaged. I said, please be careful. One hour later he sent me a picture and said i have had an accident. It was heartbreaking. Many people are hiring out cars for as little as £15 a day. In 15 20 years time, it will be abnormal to have your own car. The cost ofjourneys will come down substantially as we go towards a future where cars are autonomous, electric, and shared. Not everyone agrees this is the only way forward for the future of transport. We need to recognise Human Behaviour in all of this. A lot of people like to own things and they will want to carry on owning things into the future. So, part of the future, not all of it. But with hundreds more rolling into our cities each month, it looks like dockless bikes will be on our roads for the foreseeable future. Every Arts Organisation wants to win over a younger audience, but Scottish Opera have taken that to new lengths. Their latest show at the Edinburgh Fringe is an opera for babies the latest in a successful strand which has been snapped up worldwide. Our scotland arts correspondent Pauline Mclean reports. This is opera for beginners. A shorter show, a more simple storyline and a chance for the audience to move around. All required when you are not yet two. Welcome to the latest show from Scottish Opera aimed at babies. We said we wanted it to be a true opera experience. It is babies, 6 18 months, but we wanted them to be able to say, when they were in their 20s, 30s, if someone said, when did you first see an opera . They would say, well, when i was ten months old. Every Arts Organisation wants to win over a younger audience, but for Scottish Opera its about more than that. We should aspire to make sure that every child in scotland has got the same kick off point. You know, the same starting point. So even if it doesnt make opera lovers of them, and that is not the be all and end all, although we would love that, it is more about setting a pattern for rest of their lives. And so far, the show has been a big hit at festivals and on tour. Not to mention with audiences big and small. She was totally transfixed, really. And it wasjust interesting to see how affected she was. Peaceful and tranquil, and obviously, you dont understand exactly whats going on, but you didnt need to. It wasjust beautiful.
