In an open letter, the president of the organisation said governors were facing unacceptable stress. The letter comes after two days of unrest at the mount establishment in hertfordshire. Mark lobel reports. There have been days of disorder at prisons in wiltshire and hertfordshire where riot trained officers were deployed to subdue unruly prisoners. This past year has brought an average of 20 attacks a day on staff in prisons in england and wales, following a decline in the number of Prison Officers over the past few years and complaints over pay. Now the president of Prison Governors Association is publicly blaming the government for what she calls a crisis in many jails and unacceptable stress and anxiety amongst workers. In an open letter to Prison Governors, Andrea Albutt says the state has failed to help them cope with Population Pressures in prison, having changed the way the prisons are run for the worse. Ms albutt says the governments decision taken earlier this year to separate operational control of the Prison System from responsibility for policy was madness, leaving a gaping hole in operational intelligence. The Ministry Ofjustice says it recognises the long standing challenges facing prisons and that its recruiting more officers. But with only 75 more in place since last year, ms albutt said recruitment remains in a critical condition. Speaking to us just before she attended a prison she told us that governors faced unacceptable stress and anxiety. The violent statistics that came out last week were the worst ever. I dont expect them to be improved in the next quarter so the situation is bad and until we get sufficient staff in prison the situation we have and will continue so we will continue to try to control the situation but we will not be delivering in a significant number of our presence is good quality we have a list of resumes. Good quality regimes in a rehabilitation. The Ministry Ofjustice said we know that our presence have faced a number of long standing challenges which is why we have taken immediate action to boost Prison Officer numbers. The number of deaths in england and wales from Drug Poisoning reached a record level last year, according to new figures. The office for National Statistics says there were 3,744 Poisoning Deaths involving both legal and Illegal Drugs in 2016. Around two thirds of these were down to drug misuse. People in their 40s have now overtaken those in their 30s as the age group with the highest Mortality Rate from drug misuse. There were 371 deaths involving cocaine a i6 year on year increase. And as in previous years around two thirds of the deaths were men. North east england saw 77 deaths per Million People which is the highest Mortality Rate from drug misuse while the East Midlands had the lowest. Our Home Affairs Correspondent nick beake joins me now. Put these figures into context. These are record figures because more than 3700 deaths were registered in 2016, people dying from drug related illness or a dependency on drugs. The increase was actually 2 year on year but it isa was actually 2 year on year but it is a record breaking figure. The number of deaths from cocaine. Why is that . The office for National Statistics seems to think it is people taking a more pure form of the drug which is contributed to that category rising. There is this geographical category. In wales and the north east we have seen a rise. Has there been any reaction to this figure . Drugs charity has said that the government need to do more and young people going to nightclubs, potentially testing at those venues. Also making people aware that the purity of some drugs is getting stronger. We have seen the government ban psychoactive substances, known as legal highs. That remains active too. About half of all these deaths are people taking heroin, the most strong form of drugs. A short while ago the government outlined a strategy to try to tackle this problem. Some interesting trends emerging and some for concern. The Duke Of Edinburgh will carry out his final Public Engagement before he retires from royal duty this afternoon. The association of directors of Adult Social Services is calling for more money to be spent on nurses and carers so people can receive care in their own homes for longer. Samantha fenwick reports. Sam kirkby visits his nanjean in this care home every day. She moved into this Home Care Centre 12 months ago after her dementia deteriorated and sam could not look after her at home. She is really looked after, they provide her activities and take her on trips, she recently went to blackpool. Thats her favourite place. She was really happy with that. But in june, Bradford Council decided to close the home. It was supposedly too expensive to maintain, they are now looking for another place forjean to live. This is not an isolated case. One in 20 care home beds have closed in the uk in the past three years. In ten months time, work will be complete. I am standing in what will be a television room. There will also be 70 bedrooms with en suites. Research for the bbc suggests we are not building enough care homes like this, and we are facing a huge shortfall. The data suggests that by the end of next year, there will be a shortfall of 3000 beds. By 2026, they predict the industry could be 70,000 beds short. There are more People Living for longer. Next decade, there will be 2. 5 million more people over 65. That means there will be anticipated demand for care homes. To fix that, we need to double the rates of delivery. As capacity decreases, there will be more pressure on nhs beds as elderly people are admitted to hospital because they cant cope at home. This Company Builds more care homes than any other provider. Every year they add 600 beds per year. But it isnt enough. In the future, those that need help might not be able to get it. Potentially, the commissioners will raise Eligibility Criteria to justify entry to care homes, so increasingly, we will see only the most dependent clients will meet the criteria in future. The government say they have given local authorities an extra £2 billion to help, but the fear is that they will end up in a similar situation to sam and his nan. This care home will close in the autumn, and they are struggling to find a new one. She is going to have to move. She has been crying in her bedroom. She is going to have to move. Shabia mantoo told us what she sees on a daily Basis Working for the Un Refugee Agency in the countrys capital sanaa. We are seeing more and more suffering and death and misery. Every day, 75 people are killed or injured because of conflict and now we are dealing with that cholera outbreak. We see the elderly, women, children, they are suffering the most. Lots of them are susceptible to cholera and disease. They are trying to escape to safety. They are on the move multiple times and they are living in unsanitary conditions wet cholera is easily transmitted. It is unsafe and people are going on hungry. We just see everywhere, people just dont have enough food to eat and they are lucky to get one meal a day and they dont know where their next meal is coming from. It is an inventory of misery in all aspects. Joining me is our Global Health correspondent tulip mazumdar. This is terrible scenes we are seeing there. She is saying it has been preventable and this is a man made crisis. Been preventable and this is a manmade crisis. This is a dire situation. A senior un official in yemen has described it as a train racing towards the edge of a cliff. It is because of these two years of conflict and it is one of the poorest countries in the middle east. Half the countrys Health Facilities have been damaged or destroyed. We have Sewage Systems, water and sanitation not working. Rubbish is piling up on the streets. All of this provides the perfect storm for cholera to thrive. Added to that, we have much of the country on the brink of famine. What we have been hearing is that1 million children underfive been hearing is that1 million children under five years old are severely malnourished. That makes them at least three times more likely to die of cholera because they are weak and have weakened Immune Systems and cant fight it off themselves. If you think cholera causes diarrhoea, even the small amounts of food is passing through them and they are not able to keep it in and this makes it deadly for them. It seems hopeless. Is there anything outside world can do . When you were in the country, it can feel that way but there are so many people working so hard to overcome this. Cholera can go away if you have access to clean water. The key things are they need to get their Water Treatment plants up and running of the Sewage System back up and running and people need to have access to clean water. This war has beenin access to clean water. This war has been in stalemate for two years and it can be a long way off. Diarrhoea centres have been set up. There is rehydration corners. Cholera is easily treated. You just need a rehydration salts and you can be well again within hours. If you dont get that help coming you can die within hours. The health system, doctors, nurses as well as water and sebastian sanitation employees, they havent been paid for almost a year now. They are having to find other ways to provide for their families. That needs to be dealt with. This situation is incredibly difficult. The un has asked for 60 million to deal with this and say so far they have been given 10 million. There is a massive shortage and the people suffering are the ordinary yemeni people. Supplies are being stemmed from coming in. There are blockades on ports and flights coming in and that is causing a problem which is why this is being described as a man made problem. This doesnt need to be the case. Un agencies and charities are calling foran agencies and charities are calling for an immediate ceasefire and for those blockades to end. Very grim situation. Thank you very much indeed. The labour shadow minister, andy mcdonald, has said the labour party have given a quite clear condemnation of what is happening in venezuela. In an open letter to Prison Governors, Andrea Albutt says the state has failed to help them cope with Population Pressures in prison, having changed the way the prisons are run for the worse. Ms albutt says the governments decision taken earlier this year to separate operational control of the Prison System from responsibility for policy was madness, leaving a gaping hole in operational intelligence. The Ministry Ofjustice says it recognises the long standing challenges facing prisons and that its recruiting more officers. But with only 75 more in place since last year, ms albutt said recruitment remains in a critical condition. In the open letter, the president of the Prison Governors AssociationAndrea Albutt said unrest was causing grave concern. Speaking to us on the way to a prison visit, she told us that governors faced unacceptable stress and anxiety. People in their 40s have now overtaken those in their 30s as the age group with the highest Mortality Rate from drug misuse. There were 371 deaths involving cocaine a 16 year on year increase. And as in previous years around two thirds of the deaths were men. North east england saw 77 deaths per Million People which is the highest Mortality Rate from drug misuse while the East Midlands had the lowest. Earlier i asked our correspondent nick beake about the year on year increase. The increase was actually 2 year on year but it is a record breaking figure. The number of deaths from cocaine. Why is that . The office for National Statistics seems to think it is people taking a more pure form of the drug which has contributed to that category rising. There is this geographical breakdown. Drugs charities have said that the government need to do more and with awareness for young people going to nightclubs, potentially testing at those venues. Also making people aware that the purity of some drugs is getting stronger. We have seen the government ban psychoactive substances, known as legal highs. That remains active too. About half of all these deaths are people taking heroin, the most strong form of drugs. A short while ago the government outlined a strategy to try to tackle this problem. If the service is in crisis, which is what they say, what else needs to be done . Give us the resources to do ourjob and quell violence. Give us the same level of protection as police constables. It doesnt make sense to keep prisons open. What we are getting off this government is a com plete getting off this government is a complete closure programme. There is a Growing Shortfall in the number of beds needed to care for the elderly across the uk according to a bbc investigation. By the end of next year up to 3,000 people wont be able to find a place in a care home. The association of directors of Adult Social Services is calling for more money to be spent on nurses and carers so people can receive care in their own homes for longer. Samantha fenwick reports. Sam visits his nanjean in this care home every day. She moved into this Home Care Centre 12 months ago after her dementia deteriorated and sam could not look after her at home. She is really looked after, they provide her activities and take her on trips, she recently went to blackpool. Thats her favourite place. We are really happy with that. But in june, Bradford Council decided to close the home. It was supposedly too expensive to maintain, they are now looking for another place forjean to live. This is not an isolated case. One in 20 care home beds have closed in the uk in the past three years. In ten months time, work will be complete. I am standing in what will be a television room. There will also be 70 bedrooms with en suites. Research for the bbc suggests we are not building enough care homes like this, and we are facing a huge shortfall. The data suggests that by the end of next year, there will be a shortfall of 3000 beds. By 2026, they predict the industry could be 70,000 beds short. There are more People Living for longer. Next decade, there will be 2. 5 million more people over 65. That means there will be anticipated demand for care homes. To fix that, we need to double the rates of delivery. As capacity decreases, there will be more pressure on nhs beds as elderly people are admitted to hospital because they cant cope at home. This Company Builds more care homes than any other provider. Every year they add 600 beds per year. But it isnt enough. In the future, those that need help might not be able to get it. Potentially, the commissioners will raise Eligibility Criteria to justify entry to care homes, so increasingly, we will see only the most poorly off clients will meet the criteria in future. The government say they have given local authorities an extra £2 billion to help, but the fear is that they will end up in a similar situation to sam and his nan. This care home will close in the autumn, and they are struggling to find a new one. She is going to have to move. It is a question of, is this going to be my bedroom . The problem is starting to become clear. It can harm the development of their lungs. But the governments plan to combat pollution includes paying councils to rip up speed humps installed to protect those same children. Here is why. Cars will typically break as they reach a hump and then accelerate their way out of it, increasing pollution in the process. Safety campaigners say if councils remove humps without replacing them with Something Else to slow traffic it will simply increase the risk for children.
