All sales of new petrol and diesel cars will be banned from 2040, as part of efforts to reduce Air Pollution. The government is also expected to announce more than £250 million of funding for local councils to tackle emissions from Diesel Vehicles. The government will publish later its clean air strategy, favouring electric cars as part of a global shift towards replacing the old combustion engines. As our reporter Holly Hamilton explains. He drives up in a 1908 model t. Weve come a long way, in terms of design, but for 100 years weve been relying on vehicles with an internal combustion engine, burning petrol or diesel, but is that about to change . Several major car makers, including bmw, volkswagen and volvo, have already announced ambitious plans for electric cars, seen as a key way of tackling Air Pollution, and now the government is signalling the end of petrol and Diesel Engines in the uk, with a ban on sales by 2040. We have to get rid of petrol and diesel cars off our roads if were going to make sure not only that we deal with the Health Problems that Air Pollution causes, but also that we meet our Climate Change targets. And the good news is that the car industry is already moving in this direction. Its part of a £3 billion air quality strategy that also includes £255 million to help local authorities cut pollution. It will mean a ban on sales and production of new petrol or Diesel Vehicles in the uk, as well as a consultation on a diesel scrappage scheme. The move follows a similar pledge earlier this month by president macron of france, where the ban will also be introduced in 2040. Campaigners are likely to complain that the government hasnt gone far enough or fast enough, while labours saying nearly a0 Million People are living in areas with illegal areas of Air Pollution, and action is needed now, and not in 23 years time. The maker of london points out that on certain days this particular street in the heart of Central London has the worst pollution not just in Central London has the worst Pollution Notjust in the uk but in the entire world. The reason is it is used exclusively almost by buses and taxis. Some are beside me and they tend to use diesel which are emitting nitrogen dioxide fumes. In london they say they are introducing environmentally friendly buses and encouraging people to use bikes. And changing the road layout and charge people, starting to charge people who use older vehicles for coming into the city centre. That is in addition to the Congestion Charge. You get a sense from the government that there is no great appetite to start charging people to come into city centres. The reason is looking at pollution maps, rather than whole towns or cities, particular streets seemed to have an issue with pollution. That is why the government is making £235 million available. The idea is local councils will be able to apply for pa rt councils will be able to apply for part of the money to change the road layout, Traffic Lights so Traffic Lights run more smoothly, improve Public Transport and remove speed bumps. You dont get a great sense that charging is the way forward but they are looking at ways to improve particular hotspots like this one. But it is perhaps sluggish, as you say. Not growing as quickly as some might like. What factors a re quickly as some might like. What factors are driving it . Which sectors outperformed well and badly . The sector is doing best, the Services Sector, banking, it, restau ra nts. Services sector, banking, it, restaurants. Retail. The performance by shops was not so great in the first three months. In the second treatment, it picked up. That is positive. That affects the overall figures because services make up the biggest part of our economy and the strong growth as offset the fall in construction and manufacturing activity. Hes in our studio in newport. Is this figure roughly in line with your expectations . Good morning. We looked at the Consensus Forecast around the uk. Most of them for getting around 0. 3 . The official estimate is broadly in line with the consensus. What do you see as the Driving Factors . We were hearing from ben about the Service Sector in particular. Services did dominate the growth between april and june. Within services, the two biggest where retail after a slightly disappointing start of the year, recovering somewhat. What helps retail was the good weather injune on the high street. Sunny weather helped boost the sales. The second was Motion Picture and distribution. They had a bumper quarter. Blockbuster releases such as guardian of the galaxy, fast and furious eight, pirates of the caribbean. A good quarter. The movie industry, ingesting it can make a lot of difference . You have different activities. Distribution, and you and i going to the cinema, and you and i going to the cinema, and lots of different activities within the sector. With the releases all within one quarter, a big impact on the economy. This is a very slight improvement, what is the Bigger Picture . Like many others, i would love to have a crystal ball, economically. I do not. It is not ourjob to make forecasts. I think commentators will be looking at in particular, the reporting this morning already, is consumer spending. A rise in prices over the last six months. Wage growth is not keeping up. The amount of money people have to spend house falling. Is people have to spend house falling. Is falling. In 2016, people are spending on goods and services boosted economic growth. If that does not continue, looking at whether other parts of the economy will make up the difference. The Supreme Court has ruled the government acted unlawfully and unconstitutionally when it introduced new fees for taking claims to an Employment Tribunal. The case was brought by the union, unison, which argued the charges, which were brought in in 2013 Prevented access to justice, and were discriminatory. Dave prentice from unison says it is hugely significant. This is four years work. We knew from the beginning that these fees were unlawful because what they do is prevent low paid workers, vulnerable workers having access to justice. And in doing that, this government has acted according to the Supreme Court, its not only broken common law, its broken the constitutional law of the united kingdom, its even broken the 1215 magna carta as well as European Union law. This is an absolutely tremendous victory, its probably the biggst victory of a court in the whole history of Employment Rights in this country. Here is keith doyle at the Supreme Court. In landmarkjudgment . Absolutely. A significant and unanimous win for the union unison. These products by the conservative lib dem government. Fees from £390 to £1200, or even more if you wanted to £1200, or even more if you wanted to appeal that. The idea was to weed out unscrupulous or unreasonable claims. The evidence was overwhelming, the court said there was a sharp and sustained drop in Employment Tribunal fees that it was clear they were interfering with the Constitutional Rights to go to the court, adding to discrimination because women who were discriminated against because they were pregnant, for example, did not have a right to go to court. They say a ventilator was not fit through the front door, he would have to be taken off the ventilator when the annual unspools up to the door and they got inside. When the ambulance pulled up to the door. And they need an Intensive Care Team to be with him through the process. His pa rents be with him through the process. His parents have been appealing last night for a Paediatric Team to come and help them and allow him to die at home. France has appealed for help to fight the fires that are raging through the south of the country. There are reports that 10,000 people have been evacuated. The communities secretary sajid javid has announced details of the independent Grenfell Recovery Taskforce that will assist in developing and implementing a long term Recovery Plan following the tower block fire. The taskforce is made up of people with experience in local government, housing and the voluntary sector. Their focuses will include addressing residents Housing Needs and working with the local council to improve Housing Management and ensure that a Recovery Plan for the community is in place. Were going to continue to work with them and hope that by careful preparation and discussion, and so on, we can make them realise that we can give them justice by finding out what the facts really were. Lets talk a little more about the governments plans to ban at the end of next month it will be 20 years since the death of diana princess of wales an anniversary marked by her sons this week when they spoke in an itv documentary. At her funeral watched by millions all over the world the eulogy was delivered by her brother earl spencer, words that were more direct than anyone had expected, and which are even been taught as part of the gcse english syllabus. Earlier earl spencer told radio 4 about the funeral. There are aspects of royal life in those days which even 20 years on dont really make sense, and i have been a passionate advocate for william and harry not to have to walk behind their mothers body. I thought it was a very bizarre and cruel thing for them to be asked to do. Do you remember when you were told that that was the plan . I was liaising with some courtier at Buckingham Palace and he mentioned it, and i went, well, of course not, and of course they are not going to do that. He said, well, it has been decided. And i said, shejust would not want them to do this. And there was lots of sort of embarrassed coughing the other end, and various other conversations, and then eventually i was lied to and told that they wanted to do it, which of course they didnt, but i didnt realise that. He is in our Central London studio this morning. Thank you for being with us. What do you make of this . A bit of an improvement on the previous quarter though not much . Not much and in fa ct though not much . Not much and in fact this is the lowest, the slowest uk economy has been growing for the last five years in the last two quarters and it comes at a time where growth is growth is picking up where growth is growth is picking up around the world in the eurozone. We are not in recession, this doesnt show a huge ball in economic growth, but there are not particular buoyant figures. Just put them into longer term context if you like, where do you think we go from here . I think what this shows clearly is the ball and the Exchange Rate and the ball and the Exchange Rate and the fault in the pound that followed brexit and the resulting rise in the price of imports and inflation has clearly reduced consumer spending, dented confidence and led to a slowing in growth. That we knew, that predictable short term effect. But we know much less about is the medium to long term impact of brexit. It does now appear to be having an effect on business and Consumer Confidence and business investment, but we havent really seen investment, but we havent really seen that affect of brexit in the data yet so the real question is are we going to be singing those possible medium to long term effects of brexit coming through in the next year as a negotiation proceeds . Part of the reason we have had this growth in the figures is the Services Sector did pretty well. Retail, even things like the Film Industry we are hearing. That is right. The Film Industry showed very sharp growth in the last quarter. Guardians of the galaxy did quite well apparently, the sequel did quite well and that has boosted growth by a bit, so services is proceeding 0k and tourism of course, the flip side of the ball of the Exchange Rate which has pushed up prices of imports is it makes the uk are cheaper destination for people coming from abroad, so tourism and the hotels and restaurants are having a good time at the moment. Whether we will have the same breath of vehicle as today available in fully electric form by 2040 is debatable because todays announcement is bringing forward expectations. I suppose one of the issuesis expectations. I suppose one of the issues is the question of fuel tax, because tax on fuel raises so much money for the chancellor of the exchequer every year. I do not think that should be a block in terms of moving us should be a block in terms of moving us forward in this area. Ministers were taken to court by the trade union unison which argued that the charges prevented access to justice. A short while ago our correspondent keith doyle explained unison had been campaigning for four years to overturn tribunal fees. This is a significant and a unanimous win union unison. This comes from fees that were brought in by the conservative lib dem government in 2013. So, if you wanted to take a case against your employers these were anything from £390 right up to £1200 or even more if you wanted to appeal that. The idea was to weed out in effect unscrupulous or unreasonable claims, but the union unison said what happened as a result of that is that the number of claims overall went down by 70 and the proportion of those that were successful or not successful, wins and losses, they were pretty much the same as they were before, so what they were saying was that real cases were not being brought before these tribunals. They say that that is why they took this case to the Supreme Court. The Supreme Court unanimously agreed with unison, saying that they broke eu, uk and equality laws, and in the words of the court saying that the fees interfered unjustifiably with the right of access to justice. I am joined by the Assistant General Secretary of the union and a lawyer involved in this case. Why did you win this case . We won this case because the evidence was overwhelming. The court said that there was such a sharp and sustained drop in Employment Tribunal fees that it was clear that fees were interfering with the Constitutional Rights to go to the courts. They were adding to discrimination because women for example who were discriminated against because they were pregnant didnt have the right to go to court. But what are the wider implications though for this win . This decision has very wide implications. Firstly all workers, notjust Unison Members will benefit. Anyone who has a claim because they havent been paid, they have been denied holiday pay or they have been refused a rest break can go to a tribunal without paying a fee. But there are wider constitutional implications. The Supreme Court was unhappy with the way that the government had used a fees order, had used secondary legislation to take away rights given to citizens by parliament, and i think that will have implications for lawmaking post brexit. So it is quite a constitutional matter, but for actual workers, and, as someone who today is feeling aggrieved by their employer, what might the implications be for them . It has implications, because fees are unlawful, not just for today, the Supreme Court has said that fees are unlawful from 2013 when they were introduced. That means if you have put in an Employment Tribunal claim today, a fee should not be charged. It also means if you have paid an Employment Tribunal fee in the past you should be refunded that money. The other cases that the judge pointed out were that some of the cases where people were not necessarily after money but they were trying to show a point, that they felt they were being aggrieved by their employers. Those kind of cases werent being brought. Those kind of cases werent being brought and that isnt just bad for employees, but it is also bad for employers. And one of the positive aspects of the courts decision is it has stressed how important it is that laws that are made by parliament are implemented. Good employers cant be undercut by bad employers, so it is in the employers interest also that claims can take place. Unison, your union, saying this was one of the most significant victories in Employment History. It is a huge victory. Employment rights, they matter to all of us, whether you make sure you are getting the right pay, you are allowed to take holiday, you are allowed to have a break when you want, you are allowed time off for an antenatal appointment if you are pregnant. So it is a very, very significant decision. 0k, thank you. If you had taken the case in the last four years and you did pay those fees, you will get them back and it is claimed that the government will have to pay something in the region of £32 million back to people who have already paid those fees. The move would herald a shift to all electric vehicles, which now account for only about 1 of the market. Earlier on i spoke tojim holder, editorial director of what car and auto car, who said that one of the biggest questions is whether the uk infrastructure will be ready in time. They are aiming to have every new vehicle bought from 2040 being fully electric, so there would still be the fleet of around 40 million cars that will highly likely be powered by a combustion engine, so they will still be in use and on our roads, but they are looking to make that switchover from 2040 so every new vehicle is fully electric and they haventjust got to get the new vehicles available to consumers in time, but they have to get the infrastructure right and arguably that is the greater challenge, today there are around 5000 public Charging Points compared to 8500 fuel stations. To get that up to a number where you can recharge thousands of millions of electric vehicles every day is an incredible challenge. We can also talk to Simon Allcock from the Environmental Lawyers group client earth. What do you make of this announcement . We welcome the steps to cleaner vehicles but it is far too long away into future to have any effect on the Air Quality Crisis that we have today. I am afraid it seems we have got another Secretary Of State that doesnt get the urgency of this public emergency. He is Devolving Authority to local authorities, passing the buck to them, he is ignoring his own evidence and has given us the Headline Grabbing Measure for something 20 years away and is actually cheating people of the cleaner air today. You say it is too far away but actually it is a huge switch from petrol and diesel to electric cars and vehicles. You have to get industry, the Car Industry On Board First of all and we were hearing earlier there is only 5000 electric Charging Points. It is definitely the right thing to do but we also need measures to take the Public Health crisis of Air Pollution today. We need a National Network of clear air zones which would take the dirtiest cars from our most polluted cars towns and cities now but well and need support for people to switch to cleaner forms of transport, such as a scottish scenes or changes to the tax system, this needs to happen now. We have £40,000 your debts associated with Air Pollution, which is crazy in this day and age and we have to do something about this now, next week, tomorrow, not in 2040. Those changes would have an economic impact, wouldnt they . Yes, but they would also be an investment. Their pollution is costing our economy. The European Court ofjustice has ruled that a law requiring refugees to seek asylum in the first country they reach applies even in exceptional circumstances.
