Its tuesday, july 11th. Welcome to bbc Newsroom Live. A wide ranging review of the british workplace has urged the government to provide good work for all by creating more skilled, well paid jobs. The study led by a former adviser to tony blair recommends that people working in whats known as the gig economy should receive better protection and their employers should make National Insurance contributions. Theresa may, who commissioned the report, says the conservative government will always be on the side of hard workers and good employers. Labour say the review does not go far enough. The report calls for an end to the Cash In Hand Economy. Workers working in whats known as the gig economy should receive new Legal Protections and their employers should make National Insurance contributions. And low paid workers should not be stuck at the minimum living wage or face insecurity. In the last ten years, the economys generated record numbers ofjobs and the lowest Unemployment Rate in nearly half a century. But according to the man who led a government commissioned review, more jobs hasnt always meant more good jobs. In my view, theres too much work, particularly at the bottom end of the Labour Market, that isnt of a high enough quality and theres too many people not having their rights fully respected and there are too many people treated at work like Cogs In A Machine rather than being human beings and there are too many people who dont see a route from their currentjob to progress and earn more and to do better. The review will recommend that if someone is controlled and supervised then theyre classified as a worker, or dependent contractor, rather than Self Employed. Those workers may be entitled to benefits like holiday pay and employers may have to pay National Insurance at 13. 8 . Thats broadly in line with a Landmark Court ruling in a case brought by this former uber driver yaseen aslam. Uber is appealing the ruling. I dont think it helps me as a worker for what ive been fighting for in the tribunal, and thats whats concerning because the workers have not been involved in the process in this report. The review also makes a bigger point that Self Employed work, from plumbers to painters, yields far less tax for the treasury, especially if the work is cash in hand. You mention some of the reaction from the unions. Tell us more about that. What has been striking is that both business and the unions have not been entirely supportive of the reforms. Business somewhat cool because they fear unintended consequences from the extension of Employment Rights and the minimum wage and the unions because they ta ke wage and the unions because they take the view that many of these so called Gig Companies are hiding behind technology to avoid paying their employees the minimum wage and to pass on to the normal Employment Rights. In effect they are seeking to operate with casual labour where they are not required to pass on various Employment Rights. They are pressing for much more sweeping action such asjust pressing for much more sweeping action such as just banning outright serialise contracts. Similarly giving employers than rights to go to Employment Tribunal s without having to pay £1100 in advance. This is quite a symbolic moment for theresa may because it is one of those big issues which she was to say as Prime Minister she is now focused on tackling and all that is trying to inject a bit of momentum and ambition back into a premiership after that very bruising General Election. A large part of the conversation around this is about workers rights. Also what about the aspect of tax raising as a result of this . He does not specifically say in the Report Anything that would suggest the should pay National Insurance but clearly that underpins a lot of the argument around me today because a billion is being lost because these companies are not obliged to pay those National Insurance contributions. Given the very bruising recession the chancellor got when tries in the last budget to raise National Insurance contributions on small business, you suspect the government will be very wa ry suspect the government will be very wary indeed about looking again at possible changes, at least in the short term, to raising National Insurance on the Self Employed and small business. It has been seen by three people and information was passed on to the New York Times. That report is unconfirmed at this time. The e mail is said to have come from a man called rob goldsten. It was he who brokered the meeting between donald trump junior and the russian lawyer, according to the New York Times, a former publicist and tabloid journalist. It is clear this e mail would be of interest to congressional investigators. Today, both democrat and republican senators called for Donald Trumpjunior to testify before them as part of their ongoing enquiry into the Donald Trump Campaign and alleged links to russia. The bbc understands that President Trump is likely to come to the uk next year. Downing street and the white house are believed to be looking at options for the visit. Drinking coffee could help prolong your life according to Research Carried out by scientists in europe and the us. They found that of the people they studied those who drank at least three cups of coffee a day were significantly less likely to die during the course of the survey. The Scientists Say that although they cant confirm that coffee is good for you, there is an association between drinking the beverage and living longer. Sarah smith reports. Previous research has suggested Drinking Coffee can reduce risk of heart disease, diabetes and some cancers. Now two studies, one american and one european, have both come up with results that seem to show Coffee Drinkers live longer. The study of more than 500,000 people from ten European Countries found men who downed at least three cups of coffee a day were 18 less likely to die from any cause than non Coffee Drinkers. Women drinking the same amount benefited less but still experienced an 8 reduction in mortality. What the study doesnt show is what could be causing any apparent benefits. Its thought it could be the antioxidants that coffee contains. What it isnt is caffeine. The results came out the same for people who drank regular or decaf. Because there will always be people who are in work but finding it hard to make ends meet. 0ur social contract with those people should include dignity at work and the realistic scope to progress in the Labour Market. Because bad work, insecure, exploitative, controlling, is bad for health and well being and do something that generates cost of vulnerable individuals but also for wider society. Because as many Business Leaders recognise, low quality work and weak management is implicated in our productivity challenge. Improving the quality of work is an important part of our productivity strategy. And because Technology Like robotics and Machine Learning is is going to have a big impact Onjobs Learning is is going to have a big impact on jobs and task that make up those tasks and as we seize those technological opportunities as we must we should do so with the aim of Making Working Lives Better and taking with the drudgery and leaving the Human Contact and creativity that machines can provide. I am pleased that were joined today by staff and pupils from holyhead, and Are Sa Academy in birmingham. We mustaim Are Sa Academy in birmingham. We must aim for those pupils to be the beneficiaries of technological change and not its victims. And finally because everyone citizens who are engaged, responsible and active and to take back control, to coina active and to take back control, to coin a phrase, we should encourage those same barges in the workplace. 0ur idea of what it is to be respected citizens not stop at the office or the factory door. Those same practices in the workplace. 0ur Proposals include a new role for the low Pay Commission, exploring her to improve quality in sectors whether high proportion of low paid workers such as social care and hospitality. A National Framework for Employability Skills so we can develop the kind of transferable capabilities that can be acquired in both formal and informal education and on the job learning. The proposal that city mayors and local authorities combine in enabling health and well being at work. The right to information and consultation. If the ambition for good work is sincere we have to address the factors that make that more difficult. 0ne address the factors that make that more difficult. One of those factors isa more difficult. One of those factors is a lack of clarity. To increase clarity for business and workers we propose primary legislation to redefine the boundary between Self Employment and worker status and we suggest we might change the name of work that Independent Contractor. Moving towards aligning the categories used in tax and Employment Regulation and we argued that the Employment Status boundary should be defined as it is the tax boundary as it is primarily in terms of control and supervision experience by individuals. For the issues raised with us, the one that came through most strongly was one sided flexibility. Two way flexibility is great, it can enable people to work in the way they want when they want across their life cycle. Indeed this is why we have gone to some way to enable platform based models to continue to offer the flexibility, even if the individuals they engage are reclassified as workers. 0ne sided flexibility is where employees seek to Tra Nsfer Flexibility is where employees seek to transfer all risk onto the shoulder of workers in the way that makes people more insecure and makes their lives harder to manage. It is their lives harder to manage. It is the people told to be ready for work or travelling to work, only to be told none is available. People who have spent years working on zero our contacts, but without tickets guarantee of ours cannot get a mortgage or a loan. It is the people who feel that if they ever raising legitimate concern about their treatment, they will be denied the hours they desperately need. It is theseissues hours they desperately need. It is these issues that have led us to wa nt to these issues that have led us to want to explore a higher Minimum Wage Level for the guaranteed hours. It is also guaranteed. Along with a requirement the companies disclose how they have responded to such requests. There is nothing wrong with a zero hour and lower our contracts but there would be a means to two way flexibility, not a lazy way with those with market power to dump risk on those who lack the power. Finally we also take seriously the challenge of enforcement. Too often people do not enforcement. Too often people do not enforce their rights because theyd not do not know they have them, so on our proposals we suggesting new requirement that all mps and workers should be given essential information about their status, terms and conditions on day one of their employment. We believe this will mean many workers for the first time will be able to take up rights to holiday and sick pay. We asked hmrc to explore extending their Enforcement Role for the minimum wage to other car rights it was holiday and sick days. And we have puzzles for people to find it easier to enforce their Employment Status. The review is now complete. It falls to the Prime Minister, government and parliament to decide how to respond to our recommendations. In recent days i talking about our work to senior politicians and Trade Unionists and Business Leaders, i have engaged entrepreneurs and campaigners. Everyone will have their own view and it is already clear that no one will agree with every word of our report. But my hope is that in responding to the proposals, those people and the interest they represent can focus on what we agree about. In these challenging times, i sensed the public would evaluate that we can put aside our differences and focus ona put aside our differences and focus on a shared commitment for a better lives for our citizens. I have been asked what i would see our success. I would be proud to see our recommendations and acted. I would be happy if this was fully debated, but more than anything, more than anything, i hope this review will be seen as anything, i hope this review will be seen as marking the point at which good work becomes an accepted and widely supported national goal. If the government and the public come to recognise the vital importance of good work to socialjustice, to economic dynamism and Civic Engagement then the efforts of the review Tea M Engagement then the efforts of the review team and all who have supported us will have been richly rewarded. A year ago, i stood outside Downing Street for the first time as Prime Minister andl for the first time as Prime Minister and i set out the defining characteristics of the government i was determined to lead. A clear understanding that the Eu Referendum result was notjust understanding that the Eu Referendum result was not just a vote to leave the European Union but a more profound call for change across our country. A belief that at the heart of that change must lie a commitment to greater fairness in that country as we tackle the injustices and vested interests that threatened to hold us back and Make Britain A Country that works for everyone, not just the privileged few. And determination to address difficult issues and take Big Decisions in the long term interests of britain so we emerge from this period of Great National change stronger and better able to seize the opportunities ahead as we have filled the promise of brexit together. And to and though the result of the General Election was not what i wanted, my beliefs remain the same. My belief in the potential of the british people and what we can achieve together as a nation remains steadfast. And the determination i have to get to grips with the challenges posed by a changing world never more sure. Im convinced that the path i set out in my first speech outside number ten and what we have set ourselves as the government remains the right one. It will read to a stronger, fairer britain that we need, it will deliver the change people want, it will ensure we make the most of this opportunity to ask ourselves what kind of country we want to be and to answer that question with confidence, optimism and hope. And thatis confidence, optimism and hope. And that is why im so grateful to matthew for the report that he is publishing today. Because the issues it confronts go right to the heart of this governments agenda and write to the heart of our values as a people. The nature of employment is central to our economic success and also the lives we all lead. From the end of our childhoods until the age of retirement, if we dont win the national lotteryjackpot, the vast majority of us will expect to it devote at least half of our waking hours on most days of the week to work. A good job can be a genuine vocation providing intellectual and personal fulfilment as well as Economic Security. With good work and come dignity and a sense of self worth, it can promote good, mental and physical health and emotional well being. Good, mental and physical health and emotional well being. And our motivation for going out to work are deeply personal. It is how we provide for ourselves and our families, it is how we pay the mortgage or the ranch to keep a roof over our heads, how we put food on the table and provide for our old age. As matthew said in his report, work is a pathway out of poverty. Think of the household where a mum or dad, brother or sister moves in to employment. They can gain the security of a regular wage, the opportunity to plan for the future. A child can grow up seeing a parent go out to work everyday and inwardly from the expectation that they will do the same. Imagine a child a few years later, taking the step from education into employment and starting her working life on the front foot. She is setting herself on the road to a fulfilling career and a happier life. A matching her father, who might have been unemployed for years who might have given up all hope of working again, getting a job thanks to the tailored support of universal credit. He will help himself, his family and the whole country. That is the real value of work, and we should never lose sight of it. At these same time, we will always back enterprising small and medium sized business owners. They are people who ta ke business owners. They are people who take risks with their own Economic Security in order to start and grow a business contribute to our National Success and provide employment to other people. The do not play it safe, they do not put faith in their talent they put faith in their talent they put faith in their talent they put faith in their talent and take a chance. When they succeed we all benefit. As an aspiration comes reality, as an idea comes an invoice, we will back those who Dare To Dream and dare to think big. And my message to them is clear and unequivocal, we respect the work you do and will always be on your side when you do the right thing. And our task informed by the work of matthew and his team is to make sure the high standards of our best employers become the benchmark against all employees. As the world of work changes, our practices and laws must properly reflects and accommodate the changes. Because good work is in the changes. Because good work is in the interest of good business. We know that Flexible Working opportunities help to ensure employee is do not miss out on the tale nt employee is do not miss out on the talent and skills of those of whoever would not be able to fit into the regular 95, and investment in learning and education. Is not just valuable employees that helps beast productivity. If we had to deliver our vision for britain as a high wage, high skill economy, we know we have to invest in good work. Asa know we have to invest in good work. As a conservative government, we will always be on the side of hard workers and good employers and just look at our record to date. We have introduced for the first time a National Living wage giving 1. 5 million workers the fastest pay rise in 20 years. We have created a new director for Labour Market enforcement to stamp out exploitation and help protect workers rights. We have banned Exclusivity Clauses and zero our in zero hour contracts. We have extended the right to Flexible Working and planned to leave so both parents can spend time with their children as important elements but carry on with their careers. We have worked with businesses to make sure there are more women on boards than ever before and working with them again to improve. All the while at the same time the amount of people in work is up by 2. 9 million. The Unemployment Rate is the lowest it has been since 1975. UnEmployment Rate is the lowest it has been since1975. And Unemployment Rate is the lowest it has been since 1975. And there are now over 800,000 fewer Workless Households since 2010, a reduction of 21 cents. Youth unemployment is down 375,000 since 2010 and long term use and implement is half. That is the record of this government and a record i am proud of. It is important to remember that almost three quarters of the rise in employment of the last seven years has been in full time jobs, and two thirds of the jobs created since 2010 have been permanent positions. But we do know that experiences of work and employment are changing and that driven by technology, they will go one changing in the years ahead. For many, the traditional model of a full time job with one employer is still the norm, but for others, full time job with one employer is stillthe norm, but for others, new and more flexible forms of work are increasingly common and that is why i commissioned matthew to produce this report for the government. And the result is a substantial piece of work and i want to thank matthew and his fellow Panel Members for producing it. They have travelled up and down the country, they have spoken at length to workers and businesses to get an informed picture and their work will make a major contribution to the much needed Public Debate on this issue. And what is clear from matthews report is that our response to the changing world of work cannot be to try to stop the clock. Much of our success is built on the fact we are an open and innovative economy. 0ne on the fact we are an open and innovative economy. One of the key findings is there is a great deal of goodin findings is there is a great deal of good in the british way, the model of employment we have here in great britain. It is flexibility and responsiveness, alongside clear and consistent protections for employees carol sources of strength, and in responding to the changes in the Labour Market, we need to do nothing to weaken them. But the report also highlights the flexibility cannot be one sided. With workers shouldering the requirement to be available at very short notice without any guarantee that work will actually be available or they will be rewarded for the flexibility. So while matthews report is clear many workers value the fax ability of zero hour contracts and banning the contracts would hammer more people thanit contracts would hammer more people than it would help, it is important that we continue to that employees do not use these to exploit be. We will also look at where the law has not kept up with practices, like those who take advantage of platform working. Just as often, it can be a case of picking shot existing laws are properly understood and enforced. For example, employing unpaid interns as workers to avoid paying the National Minimum wage is illegal, but we have to make sure that interns are clear on the rules. And i absolutely share matthews ambition that all work should be fairand decent ambition that all work should be fair and decent with scope for fulfilment. As matthew says, good work and plentiful work can and should go together. The quantity of jobs remains vital but Quality Matters too. Because work is such a central aspect of most of our lives, we should also care about how people are treated when they are right work, whether they feel safe, secure, with the opportunity to get on and make progress. In the meantime, let me set out some of the key principles which will guide us as we act to make employment fairer and more secure. And when it comes to taking action, im determined we do so in a fairway, fair to all workers and businesses, too. We build on the strength of our Labour Market, what matthew calls the british way, while avoiding overbearing legislation, we will make sure people have the rights and protection they need. That means building on the high Employment Rate and continuing to strive for full employment. It means retaining the flexibility that people value and recognising that most employers treat their staff not just fairly bit well. That means remaining innovation and new Business Models and recognising the risks and difficulties which those striving to build their businesses face, notjust on day striving to build their businesses face, not just on day one but every day. But it also means that finding the right balance of rights and responsibilities, flexibilities and protections. For business, it means taking their Response Billet is seriously and listening to their employees. For government, it means increasing the National Living wage so people who are on the lowest pay see their wages going up as the economy strengthens as well as supporting people to get into work and make progress in their careers. For us all, it means supporting people to work full lives and helping employees to the valuable skills and experience of older workers. And also because disability are a Health Condition should never dictate the path a person is able to take, it means helping everyone to progress in work to get on and go as Faras Theirtimes progress in work to get on and go as far as their times will take them. It will take time and a broad Public Debate to determining factly the right action to take to make sure we are living by all of these principles and we will listen to all contributions to that debate. But i am clear that this government will act that the interests of employees on traditional contracts, the Self Employed and those working in the cuba economy are all properly protected. This report will show the stimulus for this. When i commissioned this was part, i led a Majority Government in the House Of Commons and the reality and now face is rather different. In this new context, it will be even more important to make the case for our policies and our values and win the battle of ideas both in parliament as well as in the country. How do you see Detail Review is contributing to that agenda and are there other proposal but you might be looking to bring forward in the next few months to develop the agenda selwood . you think back to the first time that i referred to people who work finding day to day life a struggle and just about managing, it was in that speech i gave outside number ten whenl that speech i gave outside number ten when i first became Prime Minister, and one of the elements that i referred to them was those people who have a job but do not have job security. I think from the issues that matthew has raised in this report, they strike right at the heart of the agenda. It is about ensuring that we can develop or people that Greaterjob Security but also that quality of work, that good work that will ensure theyre not just ina work that will ensure theyre not just in a job but able to see the progression. 0ne just in a job but able to see the progression. One of the elements i am keen on as we go forward, i use the phrase in this speech about people going as far as their times will take them. I think that is important for us is a government to ensure we are also providing people with the education and skills training which enables them to take on the newjobs of the future because the future of work is changing and is going to continue to. It is a big challenge that we face. We need to prepare people for the change and take that forward as well so people are able to see that progression in their work. Second row. Both you and matthew talked about the importance of law and the importance of practice in your speech you referred to the High Expectations we have of our best companies on how we can spread those. That goes to something that i think has been thought about for a long time about notjust think has been thought about for a long time about not just about the law. What can we collectively do together to drive that . law. What can we collectively do together to drive that . I think you have made an important point which is that this is about attitude, the approach that is taken. In Good Companies with those good Employee Relations, it is notjust about what is good for those employees. It is good for the whole country, good for the business, and it is good for our economy therefore. Those good Employee Relations are good for our society as well. I think what we need to do is look at, and workers been doing by charlie mayfield, what is it about some companies that enables them to have that good Employee Relations, how can we generate those, and recognise those principles and generate more interest on those and other employees looking at those. You are right, you need a framework of law, but legislation is not the answer to everything and often it is about how people interpret the law. As i referred to it in terms of some of the issues, what we see and why wee needed director of Labour Market enforcement is that people are abiding by the law that has been set, but we need to be go further than that. It is about recognising that the week they should ship with the employees is about productivity and Better Business and that is good for us all. I hope that one of the more important recommendations that we make is to significantly lower the threshold that is required for an place to. I think there has been support for that idea. That could make a real difference in the workplace. You mentioned that fairness was one of the key things you were looking for, fairness and society, and i wanted to ask matthew how he felt the proposals within this review could help address the Gender Pay Gap and the fact there is still a 9 discrepancy between men and women in salary perspective. Fax ability is generally speaking something that is valued by women and people who are caring responsible it is. We also issued reports on the day injob discrimination towards women who are pregnant, had children. Employee protection is quite strong, but not so strong for workers. We have called for that to be looked at and have said that if we do not see an improvement, and the surveys find quite high levels of women talking about discriminated against if they are workers, if that is not changed, we said the government needs to look at legislating to improve the protection offers to women. I think thatis protection offers to women. I think that is a very important element of our report. I heard the Prime Minister talking about eight changing world, that you believe your government is doing enough to ensure that those of ethnic minorities are entering more professionaljobs . It is a very valid question, an important question, and we have in a number of areas we are encouraging that greater diversity of employees, there is work being done in the Legal Profession to train in show we see a greater diversity of backgrounds coming forward. What is underpinning what i believe is a government, and this is why i referred earlier to the importance of education and making sure people have the skills to take on jobs of education and making sure people have the skills to take onjobs is that we want a society in this country where it does not matter where you come from where background is, is about your hard work determining how far you go. Having discovered education to go forward, but also about making sure that professions are open to recognising the benefits of recognising talent and not looking at background of an individual. I have been involved in the political world in trying to ensure that we get more women into parliament, which im pleased to say we now have. I have always said, and i think the same has been important for business as well, that in politics are in business, if you have people from a greater diversity of backgrounds involved in your politics business making decisions, you get better decisions than if you have people from just the same sort of background making the decisions. We have a way to go but we have set some challenges to certain areas of society to increase the diversity of their workforce so they are actively recruiting people from different backgrounds and particularly from ethnic minorities. I think a couple of important measures are reasserting the fact that unpaid internships which Ra Big Problem in terms of Social Mobility are not legal and andrew had come to recognise formal education and Informal Learning and the role of volu nteers Informal Learning and the role of volunteers and carers because they all contribute to someone being a good worker. It is even been said that Living Standards in germany are higher because of the greater role of trade unions. Why have you not make recommendations in that area . As we look ahead in terms of the issue of Public Sector pay, we continue what we have always done asa we continue what we have always done as a government, which is to say that what we need to do is balance being fairto public that what we need to do is balance being fair to Public Sector workers with the need to protectjobs being fair to Public Sector workers with the need to protect jobs and being fairto with the need to protect jobs and being fair to those who are paying for Public Sector, which we know is the taxpayer. We look at that balance and may continue to assess that balance and that is what we will continue to do. With trade unions, iam will continue to do. With trade unions, i am a great fan. Not something that appears to be reciprocated this morning there is too are three things. I think it is important we asked the low Pay Commission to take eight bigger role. Secondly, i think steps to make it easy for people to have representation, i think if trade unions are progressive and thoughtful they will realise that many more people being independent representatives at work means people who will need support with trade unions say they can advise you on how to get the right information and consultation, at the moment, the threshold for individual representation is the same as trade union recognition. This is a baby step for people to get the representation and then they may think about whether they want to be involved with trade unions. I talk about the role of trade unions can make to a good Employee Relations and it is something i heard when we we re and it is something i heard when we were on the road. That is a huge challenge on this issue for government and for our economy for the future. I believe for a future generations we need to get it back. It is thought to hear from the rsa school who will hopefully benefit in due course from changes we are able to put in place to provide secure and stable work for the future. I come to understand the policy is much more liable to work if it has public support. We have run a Campaign Around the idea of good work and whilst people might disagree with certain details of the support the idea that everyone should have access to good work is one that does command widespread public support sol one that does command widespread public support so i hope people can can on that goal of good work for all even if we have disagreements about the means we pursue. Of all the issues that were raised with us as we went around the country, the one that came through most strongly was what the report calls one sided flexibility. Two way flexibility is great. It can enable people to work in the way they want, when they want across their life cycle. Indeed this is why we have gone to some lengths to suggest a way to enable platform based models to continue to offer that flexibility, even if the individuals they engage are reclassified as workers. 0ne sided flexibility is where employers seek to transfer all risk onto the shoulder of workers in the way that makes people more insecure and makes their lives harder to manage. It is the people told to be ready for work or travelling to work, only to be told none is available. The people who have spent years working for a company on zero hour contracts, but who, without a guarantee of hours from week to week, cannot get a mortgage or a loan. Its the people who feel that if they ever raise legitimate concerns about their treatment, they will simply be denied the hours that they so desperately need. It is these issues that have led us to ask the low Pay Commission to explore the idea of a higher Minimum Wage Level for those hours which people are asked to work which are not guaranteed to them. It is also why we have called for a right for people to request fixed hours and permanent contracts, along with a requirement that companies disclose how they have responded to such requests. There is nothing wrong with zero and low hours contracts but there should be a means to two way flexibility, not a lazy way for those with market power to dump risk on those who lack that power. Hannah, what is your reaction . You will not be surprised to say we wanted the review to be bolder than it is. We do not think it isa bolder than it is. We do not think it is a game changer. Our key concern is that none of the changes that are made aloud Gig Economy Companies such as those you have just cited to allow them off the hope and ensure they do not have to pay basic rights such as the National Minimum wage holiday pay. Our concerns are that changes to implement status rules but more importantly proposed changes to National Minimum wage calculation could create loopholes in the law. It is important that the workers are entitled to be paid the National Minimum wage for every hour that they work. They should have the same rights as anyone else in the Labour Market. Their response to that point . If i could firstly say that point . If i could firstly say that what i think the review was to do was to achieve allens between the rights of individuals and the responsibilities and the response of businesses being flexible and i think we have tried to retain that flexibility. My view in relation to clarification of the law around worker status is this is key and once this gateway is establishing that someone is a worker, independent country tour, they will have the rights that hannah is concerned about and we are looking at things like peace working, as hannah knows, and recommending that thatis hannah knows, and recommending that that is locked out. I think the important thing here is we are recommending that this is investigated, it is reviewed, looked at so there will be consultation both from the union side and business side. Have businesses and employers being effectively exploiting the situation to get around playing employees National Insurance . I think theme majority of employers in this country are good. There is undoubtedly with flexible tv risk there will be exploitation and asa tv risk there will be exploitation and as a review committee, we did hear the exploitation as we went round the country and we took soundings from various bodies and there will be, there has been exploitation and we have seen it publicised, but i think with clarification of the law and more importantly engagement which matthew talked about today and so did theresa may, with good employers, so that good Employment Practices can be permeated through the uk to these organisations and also information and communication of rights and responsibilities, because one of the issuesis responsibilities, because one of the issues is that the do not know what their obligations are. The tuc concerned that such companies in the ticker, any in the gig economy there have been changing a worker s prices to change the implement rights responsible it is and avoid their Tax Obligations and the government needs to act on that and clamp on that fast on that practice. It will be quite obvious who the good employers are verses who the bad employers are. Also what were looking at in relation to the hours of zero hour contract workers is paying them at a greater minimum wage where they dont have guaranteed hours where they are regularly working more hours. She was diagnosed with dementia a year ago. One of our aims is to stay as long as we can within our home and what the technology has done is enable us to do that. We intend to die in our beds. It makes you feel safer, doesnt it . It does, yes, to think somebody is out there, concerned about me, i think its quite touching. To think that people are so kind. And this is how the system works. Various sensors monitorjunes movements and activity and it regularly checks health, blood pressure, temperature, and blood oxygen levels. Information is sent to this Clinical Monitoring Team and staff here can combine junes medical and Environmental Data to build up a fuller picture of her health. If we look at this data, she is moving in the living room hallway and how often she was in bed. There is some body temperature. All this data can suggest if she is becoming agitated or not, is there an infection, so putting everything together could give us a picture of how well she is. There are currently 200 patients with mild or moderate dementia on the trial based in the surrey and north east hampshire nhs area and they are looking for more volunteers. A red stethoscope and an on screen alert warns the team of potential problems. They may then call the household, enlist help from medical teams or ask staff from the Alzheimers Society to make a visit. The technology is also proving useful for gps and hospital staff. This handset contains junes recent readings, so a day by day patient record that again offers a better insight into her health. Its been an important aspect of this project that people on the trial have been able to take their data to their gp or consultant so they have that set of data to make clinicaljudgments in a much more effective way. The results of the trial, the first of its kind in the uk, will not be known until next year but early indicators are positive. Its an idea which has already been adopted by other countries, such as the United States and japan, but from september, britain willjoin them by opening a joint site for youngsters and elderly residents. Graham satchell went to find out more. Singing a large care home in south london and the sound of a nursery rhyme. Young and old singing, playing, interacting together. When it officially opens in september, this will be the first nursery in the country to be sited on the grounds of a care home. Children spend more of their time away from other age groups and the elderly spend time away from everybody. There is something quite natural about bringing them together. A sports day to celebrate the opening, and 87 year old fay is showing off her egg and spoon skills. Children from a nearby nursery have been coming here on a weekly trip since january and fay has loved it. Some of them sing and dance and we play games. It is fabulous. For most of the residents, they have a great time. They come alive. Bringing young and old together like this already happens in america, canada and japan. Experts say the advantages are clear, particularly for the elderly, in tackling isolation and loneliness. But here are challenges as well. Finding the right places and making sure both children and adults are safe. The benefits really do outweigh the disadvantages. This is a model for other care home providers and nurseries across the uk. It certainly works in the rest of the world, there is no reason why we could not see many more of these in the uk.
