I think what that indicate is a reflection of the fact that he clearly knew who he was, he was not a completely unknown figure to them. The question i suppose that how absolutely was the degree to which he was someone who was the focus of attention. This demonstrate a certain level of Technical Capability which they will wa nt to Technical Capability which they will want to make sure they know when it came from, whether it was someone else who had given it to him were trained in how to do it or where he had specifically learned that skill. It is interesting that we have heard from france on information about where he had been travelling, the possibility that he had been in syria. What does that say about the connections there are in terms of monitoring what has been going on . European Security Agencies work very closely together and have for some time. If we look back to 2014 when the threat level in the uk was initially raised it was in part raised back then because of the growing threat picture that people saw it on the continent in europe. And the reality that the Networks Like that when youre looking at you libyan Terrorist Networks are really pan european. These are ones that dont necessarily stop at our borders, they have links across the board as the latin terms of places that people transit through but also in terms of people who know each other and are connected together and gathered together on the battlefield to ultimately fight alongside one of the groups there. If we think back to the paris attacks there was the story about the man in the hat who was linked to the brussels attack had visited the uk. The point to focus on is that European Networks really are one Large Community of people with different nodes of focus around the continent. This was a soft target, a concert attended primarily by or largely by mothers and young kids and they were hit as they were leaving the venue. There are security going into concert venues, it is not always necessarily the same level of security from one event to the next but it is an area of wea kness event to the next but it is an area of weakness when youre just outside the venue. What would you expect to happen now and would you expect that to change . It is clearly not possible to protect everywhere and everything. Clearly in the wake of an atrocity like this committed against people celebrating a happy event im sure you will see security other large Public Events be noticeably wrapped up as everyone starts to realise the reality of what could potentially happen but the difficulty about these protective barriers is that you are essentially trying to create a Security Cordon around an event or around bulky shin but you always have to have an end to that court and and whenever you create an end to that court and you create a place where people must congregate to get through the gordon and that becomes a target. What we see with terrorist groups is that they will seek out the softest target that they are able to strike so in some cases we can see some instances in Foreign Countries for example where groups or around countries for example where groups oraround a countries for example where groups or around a city in case to case out a series of targets and choose the softest, so look at a series of embassies and cpr to hard but then see them as an International Hotel that will have International People at it and that will be an easier target. Also another thing worth considering here, when you speak to those who are fighting against the Islamic State whether in iraq or syria or even in the coalition, the primary focus is about degrading the ability to carry out attacks in Western Europe and elsewhere. And there has been thought that because the fighting in iraq where Islamic State have been pushed back very effectively handed deed also under a great deal of pressure in syria, the De Facto Capital, trips theyre becoming closer closer to the De Facto Capital and an attack on that, there was a belief that the ability to be able to mount these ambitious attacks overseas had been degraded. That may still be the case because we do not have confirmation that this was in fact Islamic State andy do have a habit of claiming credit for attacks that they were not involved in the planning of. One of the things i will say is that speaking to people in libya is that they are horrified by this attack. Many of them have connections with the uk. Any of them have studied in the uk and many have become doctors and engineers. They are also familiar with the part that the uk played here in ousting Colonel Gaddafi. They will say that this is a tragedy for them, too, and also it is another reminder of libya S Instability and of those radical elements in libya. Those kind of connections are very confiscated and are only now becoming clear. Especially when it but when it comes to the movements Of Salman Abedi. Thank you very much indeed. Still two days after the attack the search for loved ones continues, a dozen people remain unaccounted for but it is assumed they must be amongst the injured or dead in manchesters hospitals. Today, medical staff in the city announced they were still treating more than 60 people, 20 of them are in a Critical Condition and amongst them are some children. They are highly complex injuries and they require extra intensive ca re complex injuries and they require extra Intensive Care and stabilisation and surgery in many cases as well. This was a horrific violent event, it was more sophisticated than some of the horrific events that we have seen in the past or in other parts of europe so the past or in other parts of europe so people are reasonably wondering whether he did this on his own. And this morning there have been more arrests, three men detained in South Manchester in connection with the attack. Lets get a Closer Look At Salman Abedi and here what we know so salman abedi and here what we know so far. The 22 year old was born in manchester to libyan parents, who had fled the country after becoming opponents of Colonel Gaddafi. After going to school in the city he later studied at Salford University before dropping out, and worked in a bakery. His parents are believed to now be living back in libya and it is understood abedi himself recently returned to from the country. Lets talk your home affairs correspondent. What more do we know about his background and what does that tell us about what kind of man he was . Were looking very closely at his family, he was born as you said in the uk in 1995, we have seen the Birth Certificate and registry there. But his family are from libya originally, and his father according toa number of originally, and his father according to a number of sources, bbc sources, had some connections with something called the Libyan Islamic fighting group. That is a group that was founded in the afghan war that opposed Colonel Gaddafi and had some desires to establish an Islamic State in that part of the country. We understand his family left libya, left tripoli probably in the early 90s, around 1991, and therefore that would fit with Salman Abedi Being Born In The Uk in 1995. He had what appeared to be a normal bringing, he went to normal schools, we have spoken to friends of his just in the last hour or so who have told us a little bit about him at school. They said he was somebody who had a bit ofa said he was somebody who had a bit of a temper, somebody who was quite gullible, who believed things he was told, this is directly from someone who knew him at school, but that he was a sound guy. Having said that this friend said he lost contact with salman abedi after the left school so an interesting detail there. And of course he has family in the uk, we think two brothers and sister, understand that the brother was arrested yesterday. The police will be looking very closely at the Family Members and also at his other friends and associates in the manchester area. And of course there will be questions about how he was radicalised, thatjourney, how did he go from maybe an ill tempered schoolboy to a Suicide Bomber writer mark and a lot of questions about how he was radicalised, where he was radicalised. Absolutely, there is certainly some evidence and this is developing in terms of the facts that we know, that he went back to libya and potentially to syria as well. The french authorities, the french government and Interior Minister there has given us an interview suggesting that he went to libya and syria. They have been suggestions that he travelled back from that pa rt that he travelled back from that part of the world or possibly from libya fairly recently. We also have an interesting piece of information from an anti Radicalisation Task force working in the manchester area that has had some contact with the family and somebody from that task force has told us that he had a bad relationship with his family, that he had difficulties adjusting to european living. He has lived here for much of his life but is from a family which does not have a european background in the past. And that he is the sort of person that might have struggled with the potential for radicalisation. That also shows is that he might have had some contact with the governments prevent strategy which is aimed at stopping this kind of radicalisation and also as you said earlier to sum this up, there are some suggestions that he was not working alone. There are security correspondent Frank Gardner has said that he understands that he was operating as a mule for someone that he was operating as a mule for someone else so potentially carrying this device for somebody else to the Manchester Arena and triggering that bomb that cause so much devastating loss there. It is the Conservatory Authorities in everybodys well. What we know about the recent waves of terrorism, most of these individuals are being radicalised through a Small Network of friends and maybe relatives as well. We have seen and maybe relatives as well. We have seen this happening in the french and belgian attacks beforehand and many other attacks as well. Really the social networking is providing a conduit to radicalisation, playing a major role in europe in radicalising those individuals not necessarily very much ideological and by the way, oriented, or perhaps politically and socially as well. The play a major role here in radicalising most of these very very young Second Generation maybe troubled individuals as well. Also we have had reports that he travelled to libya which is where his family were from and to syria as well. That is true but it also confirms the presence of such a network. He could have gone to syria without somebody helping him. And the question really is the empire of those travels on him and his capabilities to build explosives as well. We know from what you just said that he actually tried to go to university, he was not able to succeed. This suggests that he himself may not have the expertise and maybe the capacity to build Something Like this on his own, but travelling to syria probably provides a place for training, a place for Knowledge Building and how to build bombs and also to provide him with the network back here at home, the same network which facilitated his departure could also facilitate his attacks on sea is backin facilitate his attacks on sea is back in the uk. And if as we have heard he was a Mule Carrying A Device built by someone else and exporting that device, and if it was an Islamic State attack, then he is the sort of person that the terror group like that would want to use, a young man perhaps slightly lost in society and becoming radicalised. That is very true, we know from some information coming out out about this individual and sometimes occasionally he used canvas. I am not sure how accurate that information is. We know he has not managed to finish school, we know he is in trouble and lost in life. We know this guy might even have problems with his family, which most individuals like him actually do. We know his parents as you said, the move to libya. He is living here without his penance and maybe his older brother so there are indications that he was indeed lost in life. There are indications that he now has obviously he is part of a social network, it may have played a major role in radicalising and pushing him towards doing what he did two nights ago. Another development here this morning, three men were arrested in South Manchester in relation to this investigation, police used warrants earlier this morning. He was identified yesterday as the bomber. The question is what his motivation was in the police are trying to get to the bottom of that. We dont know whether that was a factor or not in this individual case but we know that there are wider issues around extremism that needs to be addressed. Preventing radicalisation, preventing these kinds of attacks is of course key.
