And the health secretary, jeremy hunt, are chairing a meeting of the Emergency Response committee, cobra, this morning, to discuss the handling of the cyber attack, which hit parts of the Nhs In England and scotland on friday. Dozens of hospitals in england and scotland have been forced to cancel some operations and appointments today, and some gp surgeries are still experiencing problems as staff begin a new working week. Lincolnshire hospital said all tests, and routine surgeries have been cancelled. Meanwhile microsoft said governments around the world should treat the attacks as a wake up call blaming them for storing data on Software Vulnerabilities which could then be accessed by hackers. Its thought over 200,000 computers have been affected worldwide with russia hardest hit. In the past half hour the National Crime agency has tweeted this saying if youre a victim of ransomware do not pay theres no guarantee that access to your files will be restored. Here, security minister ben wallace said he hoped the situation had stabilised. 0ver over the weekend staff have been in, to restore the back up data, and make sure the patches have been put in place. There are a few difficult trust in places. In a moment we will talk to andy moore whos outside hospital in stevenage. The hospital is saying that people who have appointments and various clinics should come down here unless they have heard the appointment has been cancelled. There are some services they are unable to provide. Not able to provide diabetic screenings, and a non urgent blood tests. They are also saying people should only attend a e unless it is absolutely essential. 0f should only attend a e unless it is absolutely essential. Of course, by definition, it is an attendance that is urgent. They have been doing all they can to cover systems. The Switchboard Hit by the attack is functioning largely. The hospital are asking people to call in only if they absolutely need to. How long do they absolutely need to. How long do they think it will be before everything is back to normal . Hard to say. They have not been able to give us a time frame where they have returning to normal. They are working as fast as they can, doing all they can. It seems the case that progressive li systems, clinics, other things offered are coming back online. Lets go to andy moore at the Royal Hospital london. What is the Royal Hospital london. What is the situation there . The problem is continuing here. This is part of the largest nhs trust in the country, running five hospitals serving 2. 5 Million People. There is a handwritten note, presumably because computers are not working, saying they have an it failure, which could mean longer waits. The hospital has told patients it is managing the number appointments, reducing the number. They should Contact People if they are not expected to turn up. They have said they cannot guarantee that. A possibility people may turn up that. A possibility people may turn up and be turned away. A couple of basic questions, of the hospital spokeswoman. She said what was the operating system, some of them were using windows xp. I asked whether systems have been backed up in the way they should be, in accordance with proper computer critical . She said she had no information on that. And the question on whether they are considering paying a ransom. They had no information. The National Criminal agency has said do not pay a ransom. First of all it is unethical, secondly you are dealing with criminals, no guaranteed you will get your files back. With criminals, no guaranteed you will get yourfiles back. The with criminals, no guaranteed you will get your files back. The advice from the National Health service, slightly different. A memo that went out to everybody from the nhs from the head of the nhs digital security. The note said it is a matter for the victim whether to pay ransom. It is up to the nhs trusts to decide. Interesting. All the Party Leaders are out on the Campaign Trail, with each of the main parties making fresh election pledges. Lets take a look at todays announcements. The conservatives are offering to extend Workers Rights in what mrs may describes as the biggest expansion of this kind by any conservative government. The offer includes a guarantee that all rights currently protected by eu law would remain in place if the party took office. Labour says it will spend an extra £37bn on the Nhs In England over the next five years if it wins power. The investment, including £10bn on upgrading it systems and repairing buildings, would be funded by Tax Increases and capital borrowing. Meanwhile the Liberal Democrats say they will end the i cap on Public Sector pay rises by increasing wages in line with inflation, if they win the election. The party said details of how the Carefully Costed plans would be paid for would be set out in its General Election manifesto. We can take a look at the Labour Proposals without a peep in is coeditor. Tell us what labour are saying today . Mr corbyn painted a bleak future for the nhs under theresa may. Saying it faced a future of underfunding, demoralisation, he said it would be unrecognisable in five years time. 40,000 fewer nurses because of nursing shortages. He talked about stealth privatisation, the risk that the nhs would be broken up and plundered by private corporations. Labour, he said, would invest Something Like £7 billion a year, a total of £37 billion, 10 billion for capital, including upgrades to it. A £5 billion winter emergency fund. However, it would come with strings. They would be new targets. People with serious injuries would have to be seen in a e within an hour. They would have to cut in half the cancer referral times, and try to reintroduce the 18 week Waiting Limit for patients. More money, significantly more money. New targets as well. Mr corbyn painting a very dark picture of what lay ahead, he says for the nhs, if mrs may was re elected. Nothing embodies our Campaign Theme for the many not the few better than the nhs. Universal Life Long Health care free at the point of use. However our Health Service is actually being dismantled by stealth. Over the past seven years our nhs has been driven into crisis after crisis. A e departments struggling to cope, Waiting Lists soaring and we saw last week, the tory cuts have exposed Patient Services to cyber attack. Hardly surprising, that was a message that went down well with the nurses in the hall. Mr corbyn promising to Reach Adduce Bursaries for student nurses. Talking about reintroducing higher staffing levels, talking about ending the cap on the nhs. What is not to like from a nurses Point Of View . He was asked by one nurse, how are you going to pay for it . Mr corbyn suggested the money would come from two places, one, from business and the city, and two, from the top 5 of earners, those earning over £80,000. He did not get the details of the tax plans. Earlier we were told that labour would seek to raise £4. 5 billion from those tax raisers. It is worth stressing, although mr corbyn is promising 37 billion, that may not be enough. The Spending Watchdog has suggested if nothing changed, they would be £56 billion black coal in nhs funding. That gives you a sense of the challenges facing the nhs, with an increasing ageing population. Lets get more the Liberal Democrats. Elsewhere the Liberal Democrats are offering to end the 1 cap on Public Sector pay rises by increasing wages in line with inflation, if they win the election. Lets cross over now to our correspondent sima kotecha who is following the liberal democrat leader tim farron on the Campaign Trail in southport. Welcome to southport college. Stu d e nts welcome to southport college. Students changing nappies, and feeding babies. The leader of the Liberal Democrats was here, talking to them about career ambitions. That coincides with what he is announcing today, if he was Prime Minister, he would lift the pay cap on Public Sector workers. The one cassette pay cap, affecting nurses, police, soldiers and teachers. He says the tories have blood on their hands at the moment. He wants to bring pay in line with inflation. He says that could result in teachers and nurses getting in excess £780 by 2021. Vince cable, the former business secretary, said this earlier. Our estimate based on what the government itself says, applying a higher pay rate, accounting for inflation, a cost 1. 4 billion a year. We believe this is necessary, Public Sector pay it has been squeezed by inflation. Difficult to recruit people into nursing, beginning of the police force. The teaching profession. To get around that recruitment problem, we have to approach Public Sector pay in a more positive way. Tim farron left college, and will go to the royal couege college, and will go to the Royal College of nursing conference in liverpool at about noon. He will talk about what vince cable said there. Also sharing personal experiences of the nhs. His father in law has alzheimers, he will share some personal anecdotes with the audience. A note, he was supposed to go to southport hospital this morning, that the hospital has been affected by the cyber attacks. At the last minute, he ended up coming here instead. Thank you very much. The new french president , Emmanuel Macron, is expected to name his Prime Minister today, on his first full day in office. Mr macron, who was inaugurated as the countrys youngest president yesterday, will also travel to germany today for talks with chancellor Angela Merkel. 0ur correspondent Hugh Schofield is in paris. In terms of his Prime Minister, what are the indications . One name is strongly circulating, it may have to be him. Emmanuel macron likes to keep his cards to his chest. The lea ks keep his cards to his chest. The leaks may keep his cards to his chest. The lea ks may be keep his cards to his chest. The leaks may be denied afterwards. The name is edward philip. Not someone anyone has heard it, unless they come from the port city in an over the country where he is the mayor. Importantly the country where he is the mayor. Importa ntly he is the country where he is the mayor. Importantly he is from the centre right opposition. Not from macrons party. From the Republican Party, the party of nicolas sarkozy. He is the centre right, rather than the right, right. That means he is what we may call macron compatible. He may work with the macron camp. The new president is very keen to draw into his Orbit Leaders from the centre right. He has on his side several people from the socialists, he comes from a socialist gunmen. That side of the equation is working for him. Ahead of these very important legislative elections in june, he wants to draw over leading figures from the Republican Party as a way of sending out a signal to centre right voters, people tempted to vote for the republicans, look you can trust me, i have economic policies which are broadly in line with what you want. If this man is named, that will be the thinking behind it. He is also meeting up with Angela Merkel today, what will be the message he wants to convey there . Nothing substantive will be addressed at this meeting. It is a meeting all french president s do immediately after being elected. Francois hollande went there, and Emmanuel Macron was on the plane. It isa Emmanuel Macron was on the plane. It is a courtesy call, but to send out a strong signal that german french relations remain at the heart of it all. You can expect a very cordial reception. Because he has laid on the table his pro european credentials. What he wants in the long term, and this may depend on relations further down the line. There is an election in germany in september, to relaunch europe via a new give and ta ke between september, to relaunch europe via a new give and take between germany and france. France will undertake the structural Economic Reforms that germany has aways pushed for. And germany has aways pushed for. And germany in return, the idea, well look more favourably on the economic Euro Zone Integration which france is pushing for. That is the broad outline of what they want to pull off together. Of Course Brexit will be very much on the table. North korea says yesterdays missile test involved a newly developed medium to long range rocket although, the exact details of its capabilities are unclear. The device flew for 30 minutes before coming down in the sea between north korea and japan thats within a hundred kilometres of the russian coastline. 0ur correspondent in seoul, steve evans explains that this doesnt necessarily mean the us is now within reach. It is getting a bit ahead of itself in that it says that the us is now within striking range. Even if this missile is as successful as it seems to be, that still does not make it an intercontinental ballistic missile. It makes it by far the most successful missile tested so far. It reached, by north koreas own account and japans own account, 2,000 kilometres into the air, which would give it a range of Something Like 5,000 kilometres. That would clearly make all of japan within range, all of south korea, obviously, but also the us base in guam, for example, a huge Military Complex in the western pacific. So, it is getting there, but it is not there yet. This seems to be under north koreas stills of the launch, with kim jong un applauding, and the thing clearly happening. This seems to be a new missile which was on display a month ago in a big parade in pyongyang. 0utside experts said the thing looked different from what had been produced before, and were wondering what it was. And now, it seems pretty clear. A 101 year old war veteran from devon has become the oldest person in the world to complete a skydive. Verdun hayes who fought on d day jumped 15,000 feet from a plane, along with three generations of his family yesterday afternoon. He beats the previous record set by a man 35 days younger. Welcome to the hayes home here in devon. I am joined by four members of the same family. We are having a celebrataory cup of tea this morning. Now, let me introduce you to the man himself, verdun hayes, the world record holder. Verdun, did you sleep well, knowing that you were a world record holder . Oh, yes. Yes. I woke up this morning one of the happiest men in the world. Oh, that is lovely. Verdun, just talk me through. You have had a bit of time for it to sink in. That moment when you are standing on the edge of the plane and then you jump, what is it like . Just for a few seconds, it is ok. Once you are in the air, or dived out, for two or three seconds, it is very cold, to the face, and after that, it is absolutely fine. Fine is not a word i would use, but you fall at 120 mph dont you, for quite a while . So they tell me, i have to take their word for it. But it does not take very long, really. It is very quick, and we were very lucky in as much as we did not go through cloud. It was clear right the way from 15,000 feet until we hit the bottom. Now, i know one of the things that made it specialfor you was to be joined by these guys. Brian, yourson, a Spring Chicken atjust 74 brian, how do you feel about your dad today . Amazed with him. He is an absolute star. I am so proud. To have done what he did yesterday i mean, we all went with him, nine members of our family jumped and it was incredible. I have done a bit of paragliding in my time for 20 odd years, but i have never left a plane without a parachute, it is quite an experience, and for dad to want to do it for a second time, yeah, i take my hat off to him. He was amazing. You both enjoyed it, over to roger, your son, a complete youth at 50. Roger, you did not love it quite so much. I did not have a fine experience at all, sadly i got altitude sickness, which was not ideal. The jump actually got cancelled, it was due to happen on saturday and it ended up yesterday. I was due to do a marathon yesterday, and believe me, what grandpa did yesterdayjumping out there is so much harder than running a marathon, i can assure you. It was incredible what he did, absolutely incredible. And now for the real youngster of the family, stan, you are 16. How did it feel for you to take part with your Great Grandfather . It was amazing, such a privilege. My great grandad, my grandad, and my dad, it was amazing. And how does it feel for you to know that your great grandad is a world record holder . I still cannot believe it, none of my mates can believe it, it is amazing. He is a legend, isnt he . Well, lets go back to the legend himself. So, verdun, you are 101 and 39 days today. What are you going to do when you are 102 . Well, i havent truthfully decided. It depends a lot on my health. If i am fit and well and the doctorjust puts his signature on there, i might try and do a bit of wing walking. That, i would love to do but well have to wait and see. Well, i am sure that fills roger with delight, because if he does it, it means youve got to do it. Thank you very much forjoining me. Dont lets forget, of course, verdun fought for us in the second world war. He is a veteran of the d day landings, and he never thought he would make it home alive, so he has made the most of every single day, and once a daredevil, always a daredevil. Theresa may promising the biggest expansion of Workers Rights by any government. She has been on the Campaign Trail in oxford. What were doing today is announcing the biggest ever enhancement of Workers Rights by conservative government. Various elements to this. We are committing the National Living wage will continue to rise in line with median earnings. People will be able to request time off to care for a relative. We want to support and encourage return ships. I have been ata encourage return ships. I have been at a fantastic organisation Helping Women taking time out of work looking after children to get the skills to get back in the workplace, perhaps set up their own business. This is what we want to see more of in the future. Lets speak to a conservative parliamentary candidate. 0ne labour mp says her private members bill was blocked by the tories Injanuary Proposing to do the tories Injanuary Proposing to d o exa ctly the tories Injanuary Proposing to do exactly what syriza make is talking about now, preserving eu Workers Rights legislation. Why the sudden conversion . Not a sudden conversion, the Prime Minister stated very clearly when she became Prime Minister she wanted a country that works for everyone. This policy will help workers, the arguments for people for people who wanted to stay in the eu. It was that we would try to rip out Workers Rights. That is not happening. This is a very bold policy. Very attracted by the idea that people can look after elderly relatives. That is how society is evolving. This is a very good policy. Very exciting. We will come back to the specifics. To ask the question again. If this is what was felt all along, why blockade in january . I cant remember the particular details of that bill. In the course of parliament, there are lots of private members bills, there area lots of private members bills, there are a lot of reasons why the government will prioritise its own business. I doubt that sooner the details of the private members bill. What i do know, for the prospectus Going Forward for this country, the government has made a very strong commitment to secure Workers Rights. That was the argument all along, they said we would rip up Workers Rights, that has not happened. Very good to secure Workers Rights, and extend them Going Forward into the future. A good development. I think it will be attractive, people will like it. 0nly point about work is being able to Ta Ke 0nly Point About Work is being able to take up to one year off to look after Family Members in to take up to one year off to look afterFamily Members in need. People may think, that would be great, if i could afford to do it. I wait be paid, i couldnt do it anyway. The point is, it is a better improvement to what we have now. We dont have a system where looking after elderly relatives is even recognise. It is a great step. It is not giving specific help. Not helping anybody ina specific help. Not helping anybody in a difficult situation, if they are struggling financially. Struggling to look after their elderly relative. Does not give any practical extra assistance. What it is saying is that it is recognising the fact that lots of people today have elderly relations that need looking after. This is the first time in British History A government is saying this is what we are going to do, we are going to guarantee the right to do that. Could we have a paid one . That is something people might want to develop. We cannot argue against progress. This is massive progress. A wide extension of Workers Rights. We have to acknowledge that. We have to be honest enough to say this is a big step forward. Something new. Something bold. Something that many people across the country will appreciate and welcome. In terms of what brexit means, and the message coming out of the tory party, made legal feel like the party is facing in two directions. Workers rights, thats theresa may says will be com pletely thats theresa may says will be completely enshrined, may be seen some who voted for brexit, part of red tape and regulations that they may hate would be scrapped . Two things i would say. The main thing, people want to have a sovereign country, people voted for brexit on those grounds, the polls suggested that was the main feature. We can decide ourselves. The second thing i would say, there is not a contradiction between supporting business and supporting workers. That is a marxist mindset, thinking they are in opposition. The government has said very clearly since 2010, the conservative party has said this, we are pro business. Reducing the Headline Rate of corporation tax, the leading investment markets. We can believe in all those things, and work hard to secure Workers Rights. Of people very understandably were worried about after the brexit vote. People saying on the opposition, the labour side of that we would have a Bargain Basement economy. That was the phrase used. What the Prime Minister has said today, that is absolutely not going to happen, we are going to extend Workers Rights. Post brexit. Something we should welcome. Let us catch up with the weather. It is quite humid. That is the theme for the weather for the next few days, warm and humid. Southerly winds driving is cloud and wind. There could be a lot of Standing Water and horrendous driving conditions for the next few hours. Heavy when heavy rain for north west england as well. Elsewhere it is patchy rain and some dry interludes. Top temperature is at the moray firth. Further ripples ofa at the moray firth. Further ripples of a gene pushing up from the south. Some low cloud and list. It is a very mild and humid night. Tomorrow, another cloudy day. We have given some warm airto another cloudy day. We have given some warm air to the far south east. Temperatures could be reaching the mid 20s. Elsewhere it is showers. Gigli against and Northern Ireland. This is bbc newsroom live. Hull city manager marco silva says he will meet with the club about his future following their relegation from the premier league. They needed a win to give them any realistic chance of survival but made the worst possible start conceding after two minutes and going on to lose 4 0. Throughout the general Election Campaign were going to be taking an in depth look at some of the topics most important to you and hearing from our specialist editors. Today, were focussing on the economy our economics editor kamal ahmed has been assessing what the big issues are for voters. It was james carver, bill clintons election adviser who, when asked what won elections, gave a Pretty Simple answer. It is the economy, stupid, he said. And that is probably still true today. For voters, the big issues are around Living Standards and that Income Squeeze that we have seen pretty much since 2008 and the financial crisis. The problem for Political Parties is that for issues like those, they are not easy to solve. There are no easy headlines. The parties may trade promises on taxes, pensions, Energy Price Caps and making an economy that works for everyone. And notjust the privileged few. Yes, those are important issues but there is a big issue of substance that underlines all of them. That is, how do we create economic wealth . How do we make sure that work is rewarding . It doesnt sound that sexy. Productivity. Economic growth. But they are absolutely vital to the future of the country, now, just like in every other General Election. Today weve been asking for your questions on the economy and with me now to answer some of them is pauljohnson director of the Institute For Fiscal Studies. Welcome. We have got a few to rattle through. Let us start with George Taylor who asks what was the financial state of the nhs in 2010 when labour wearing government and how does that compare today . We have got about 40 seconds for the answer. Spending on the nhs went up under the last Labour Government, Quicker Thanit the last Labour Government, quicker than it has on average through the history of the nhs. It was only good financial state by 2010. As part of the more general effort to reduce the more general effort to reduce the very big deficit that there was in 2010, spending on the nhs has been squeezed for the past several yea rs. Been squeezed for the past several years. It has been the slows growth in nhs spending that we have had since the 1950s. The nhs is feeling more squeezed now than it was in 2010 for sure. The uk is a failed economy covered in sticking plasters of debt, is that a fair statement . am not sure i would even be that miserable. The duke economy has not done very well since the crisis of 2008. We had a big reduction in National Income then. Growth has been ever so slow since then. Debt is also very high, National Debt as a fraction of National Income is at a fraction of National Income is at a record label for the last 50 yea rs. Let a record label for the last 50 years. Let us not forget we are still one of the richest economies in the world. We are not much better off than we were ten years ago but we are still better off 20 50 years ago. We certainly have some big problems but he failed economy . Not yet. Can we really believe labours promises on everything given the enormity of money in the cd will spend, will it lead to another crash . The labour party has came up with some big spending commitments. University tuition fees, money on health and education and infrastructure. 25 billion per year they are talking about on infrastructure. They also have some big Tax Increases behind it. Whether they can get all of that fruit in a parliament, it is questionable. It isa parliament, it is questionable. It is a lot of extra spending. Lots of extra policy. If you put it all together, it looks like a genuinely different policies set of options that you have got from the conservatives. The state would be bigger, taxes would be better and also borrowing. Alan asks, assuming also borrowing. Alan asks, assuming a hard brexit is realised, with Large Scale Companies a hard brexit is realised, with la rge Scale Companies relocating, what would realistically happen to gdp . Lots of uncertainty about what made as a result of brexit however that comes about. The economists are unanimous about thinking that if you come out of the Single Market which is likely given what other brexit we have, trade with the yesteryear becomes more difficult than it is now. It is by far our biggest market. Trade with the rest of the eu. That will make us somewhat worse off. How big that impact will be is genuinely uncertain and that would depend to some extent on the kinds of trade deals that we get with the rest of the eu. By hard brexit, if we come out without any trade deal, that can be very bad news. That is another question from mary in edinburgh, what is the Economic Impact of leaving the eu without getting a deal . Trade deals without getting a deal . Trade deals with other countries, they cannot make upfor with other countries, they cannot make up for losses with the eu, arithmetically they cannot. The amount that we trade with the eu is many, amount that we trade with the eu is any amount that we trade with the eu is many, many times the amount we trade with the whole of russia, india and china put together. You would have to double trade with some of those countries to make up for the tiny reduction in trade with the rest of the eu. How much would income tax have to go up to a surplus . We are at the moment, we have got a deficit of around £50 billion per year. That ta kes of around £50 billion per year. That takes an awful lot of income tax to get rid of that. On the conservatives plans, we get to wards a deficit of about 20 billion by about 2020. If we were there, that would require another 3p also on the basic rate on the main rates of income tax. The question is what happens to the other things we are looking at. Labour party plans for example, looking at. Labour party plans for exa m ple, lots looking at. Labour party plans for example, lots of extra spending that would require a big set of Tax Increases in order to get rid of that deficit. We do not need to get down to zero that quickly. The longer we have that deficit, the bigger the overall debt is in the longer run. We are told austerity works, does it or is it a Political Choice . It depends what you mean by, austerity works. It has worked in some sense in that we are spending less in some bits of Public Service that we werent in the past. The government werent aiming to reduce spending and reduce the deficit. The deficit was down for well from well over 150 billion per year to about 50 billion. The size of the state, the amount we spend as a fraction of National Income is the same now as it was in 2008, before the crisis. All that austerity has managed to do is to get us back to where we were before the financial crisis hit. Why is it so difficult . Growth has been terrible. We have not experienced the kinds of increases that we would normally expect. And also the shape of the state has changed. We are spending more on health and pensions, particularly that we are spending less on a series of other things, particularly police, justice and some large aspects of local government. That takes us to the first question, about the nhs, spending more on the Health Service but facing the difficulties it is facing . The nhs has been relatively protected from other parts of Public Spending but it wants to suck more money and. There is more of us, we are getting older. The amount of money we need to spend just to stay still and rises pretty fast and rises faster than the amount of money going in. Thank you. In a moment a summary of the Business News this hour but first the headlines on bbc newsroom live. Dozens of nhs hospitals are still affected by the global cyber attack with some routine operations and tests cancelled. The conservatives promise to expand Workers Rights, including unpaid leave to care for relatives, if the party keeps power. Labour says it will spend an extra £37bn on the Nhs In England over the next five years if it wins the election. Microsoft says a global cyber attack, which has hit more than 150 countries since friday, should be seen as a wake up call by governments. The latest virus exploits a flaw in Microsoft Windows identified by, and stolen from, us intelligence. Microsoft has blamed governments for storing data on Software Vulnerabilities which could then be accessed by hackers. Workers face a squeeze on their earnings as employers anticipate awarding median pay rises ofjust one per cent in the year ahead, according to the latest Labour Market Outlook Survey by the Chartered Institute Of Personnel And Development and the adecco group. More on this in a moment. Shares in 888 holdings have fallen by eight per cent as the Uk Gambling Commission undertakes an investigation into certain measures taken by 888s uk subsidiary to ensure social responsibility to its customers. The Online Gambling companys uk business, which accounts for about 45 per cent of group revenues, is involved in poker, casino, sports and bingo gambling. Workers pay is the unspoken issue of this election. Voters say they are not better. According to a Labour Market Outlook Survey by the Chartered Institute Of Personnel And Development and the adecco Group Workers can expect a median pay rises ofjust one per cent in the year ahead. But while pay expectations are Weakening Demand for labour remains robust for the Second Quarter of 2017. Joining us now is gerwyn davies, a Labour Market analyst at the chartered institute of Personnel Development labour. This is an odd situation where you have the Labour Market are being tight but wages are going up. That goes against economic theorym does and there is a variety of complex factors why that is. We have low Productivity Problems in the uk which effectively limits the amount of money that a firm can award to its workers in terms of pay increases. We are also seeing evidence that employers are having to absorb extra costs such as last months apprenticeship levied through lower pay awards rather than pressing it onto the consumer. Many tell us they face fierce Competitive Pressure in the market. That is what is Holding Back Pay growth. And another fact we are picking up anecdote of rather than through the surly, employers are telling us they are getting jittery about brexit and the prospect of difficult negotiations ahead. Let us look at the lower pay. Is that the National Average wage the National Living wage paying a part in this . You look across the spectrum of workers, you see in the bottom fifth get a real boost to their earnings but that seems to be coming at the expense of those in the middle. At the same time performers employers want to award the high performance. To add to the question, what were also seeing is some Spare Capacity in the Labour Market. They do still half a million part time workers who want to work more hours so they are seeing more workers become full time workers in relation to part time workers. In addition, we have also seen a strong supply of labour in recent yea rs seen a strong supply of labour in recent years through ex welfare claimants, eu migrants, amongst other groups. One other question i wa nt to other groups. One other question i want to ask, from the Point Of View of the election, how are they different Political Parties dealing with it . Much of a part so far . understand it has not. It has not figured that prominently in the debate. What we are calling for is for the existing apprenticeship levied to become a wider training levy. Productivity is the essential challenge facing the uk economy so it makes sense for employers to invest that money as they see fit to get optimum use of the money rather than channelling it through apprenticeships which are incredibly important and we support but are not releva nt to important and we support but are not relevant to most organisations. Thank you. Today scotlands First Minister, Nicola Sturgeon is campaigning in the town centre of hamilton. 0ur scotland correspondent Catriona Renton is there for us. What is her message today . What is her message today7m what is her message today . It is wet ear as you can see but that is not dampened the spirits of the campaigners who were out to meet Nicola Sturgeon here in the lanark and Hamilton East constituency, one of the ones that she took last year round in 2015. On the agenda today is brexit. You could hear the round of Television Interviews over the weekend. Scotland voted by 62 to remain in the eu and the First Minister put a proposal to theresa may for scotland to remain in the Single Market. The first munster said that theresa may dismissed this out of hand. She says this election gives a further opportunity to get scotlands boys back on the agenda. I spoke to her earlier at a project for families up the road here in the constituency. People vote snp and the selection and gives me a mandate to demand scotland is represented in the uk negotiating team, that their interests are central to the negotiations. That matters because jobs, Living Standards and investment will be affected by the outcome of these negotiations. Before this election theresa may dismissed out of hand sensible proposals that the Scottish Government put fought to protect her place in the Single Market. This election gives the chance to give these People Democratic legitimacy. Theresa may just these People Democratic legitimacy. Theresa mayjust doesnt want to ta ke Theresa Mayjust doesnt want to take the uk out of the eu, she is intent on pursuing an extreme brexit which would sacrifice jobs and the scottish economy. We need to make sure that scottish interests are protected and a vote for the snp, the matter how you voted in the referendum, it is a vote to make sure that scotlands voices heard in these negotiations. Much has been said judging this course of the Election Campaign about a second independence referendum. The First Minister said there is a more important priority, quoting the place for scotland in brexit. We heard theresa may saying that a vote for heart will strengthen a hard decision in the brexit negotiations. This is going to continue and continue as this Campaign Goes on. Ina in a moment we will say goodbye to viewers on bbc two. Let us look at the weather. Some detail on the impact of these cyber attack. This is bbc news, and these are the top stories developing at 12. Dozens of nhs hospitals are still affected by the global cyber attack with some routine operations and tests cancelled. Microsoft say the global cyber attack should be treated by governments around the world as a wake up call. Russia says it is not behind the attack. Labour says it will spend an extra £37bn on the Nhs In England over the next five years if it wins power. The conservatives promise to expand Workers Rights, including unpaid leave to care for relatives, if the party keeps power. New french president Emmanuel Macron is to hold his first meeting with german chancellor Angela Merkel later. He will also appoint his Prime Minister today. And jumping into the history books. A One Hundred And one year old d day veteran becomes the worlds oldest skydiver. I woke up this morning one of the happiest men in the world. Lets go straight to tim farron, the liberal democrat leader, addressing the Royal College of nursing is. People say that as if it is some sort of political consideration. To me, it is not. To me, a very bad memory. I grew up in the 1980s, in preston, not too many miles away from here. I grew up at a time where i saw half of my mates parents, including mine from time to time, out of work. I see what happens to a community or set of communities when you have a government, dare i say a conservative government, with such a colossal majority, they take people for granted. I worry, colossal majority, they take people for granted. Iworry, hugely, not just for the communities i grew up m, just for the communities i grew up in, the one i represent now in cumbria, but the Health Service, education, social care. Those fundamental pillars of a decent society. What will it be like for us, if we are left with a Majority Government so huge, so impregnable, they can afford to take us all for granted. That terrifies me, but also motivates me. I am not prepared to give into another generation wasted like the one i grew up in. Time we stood together, fought for our Health Service, fought for our social care, valuing those things that make britain truly great. My experiences, growing up, in the community i am proud to live amongst and serve today make me determined to build the kind of country our children grow up into matter where we are decent to one another. Where pa rt we are decent to one another. Where part of that decency is having strong Public Services, fully funded, free at the point of use that we can be actually proud of, knowing we can rely on them. As was once said, from cradle to grave. To me, nhs and care are hugely significant politically, but they are hugely significant to me personally. From the moment my dear late mother was diagnosed with ovarian cancer, through treatment and care, the immense dignity of her passing away on the board at Preston Hospitaljust yards passing away on the board at Preston Hospital just yards away from the ward where she gave birth to me three decades earlier. To my grandfathers experience of going through social care, is journeyed through social care, is journeyed through alzheimers. Some of the shoddy care he received at some point because of the lack of investment. The brilliant care, the wonderful people working for a pittance to provide support for him seeing his life proceed with dignity. The pride i felt my community, stepping up to support my dear late grandfather. As a dad, if you have four kids, you spend time ina any. You have four kids, you spend time in a any. I was in the out of Hours Service yesterday with one of my children. It is a reminder of what you do every single day. The National Health service, and social care, spoken about as political issues. Used as politicalfootballs. Health and care is riddled with politics. At the end, it is about the personal. That is what motivates me. Why i am here. I tell you, the personal. That is what motivates me. Why i am here. Itell you, as the personal. That is what motivates me. Why i am here. I tell you, as a son, a grandson, as a father. I am sharing my experience of the Health Service, it is utterly exemplary. Utterly without compare. I dont say asa utterly without compare. I dont say as a punter, generally speaking, that i have much of a clue, of health care in crisis. As a member of parliament, listening to people in health care, whether it be the District Nurse came to see me friday, telling me her mileage has been reduced to 22p per mile, penalised for working in a rural area. Talking to our local hospital, finding out there is not a single doctor on, wouldnt surprise me. Whether it is any of the experiences, i tell you whether it is any of the experiences, itell you i whether it is any of the experiences, i tell you i am absolutely aware that health and social care faces a crisis like no other. The word crisis is banded around far too often, but in reality in health and social care it is there. That is why my motivation in building a platform for this General Election is one putting health and ca re election is one putting health and care right at the centre. Let me be honest, when i wake up that morning after bank will eliminate a few weeks ago, i did not expect to reason may to court the election that day. My reaction was slightly more positive than brenda from bristol. I have been calling for an early General Election since last july. The bottom line if you call and early General Election you should prepare for one. We did, we have candidates in place, a ma nifesto have candidates in place, a manifesto written. The central part of it was our vision for creating a new deal with the people of this country, every family in this country, every family in this country, for health and social Care Services restored, in terms of funding, provision to the levels we would want it to be. I am absolutely clear, there is no way of providing additional money for health and social care if you are not honest and clear with the people of this country, where you are getting it from. 80 of people polled tell us they would be prepared to pay more in taxation for health and care, as long as it was ring fence. Im taking a big risk that those 80 of people meant it. There is no way dealing with the Serious Problems we face in Health Care Without additionalfunding. Yes, face in Health Care Without additional funding. Yes, there face in Health Care Without additionalfunding. Yes, there are a lwa ys additionalfunding. Yes, there are always efficiencies, changes in legislation that may help, although often they hinder. What we have found over the last several years is a real terms drop in health and care funding, which puts us right down the European League table. Do we have the best system of health care in the yes. Do we have the best start for professionals in the world . Start for professionals in the world . For certain. Are we the best funding in the world . Stop kidding ourselves. We have behind portugal, spain, greece, and other countries deemed to be much poorer than the United Kingdom when it comes to your proportion of well spent on health and social care. It is a time to put and social care. It is a time to put an end to that, and invest properly. That is why we will boldly says british people, if you want the best health and social care in the world it will cost you, but you will get it. It will cost you 1p on income tax, foran it. It will cost you 1p on income tax, for an additional expedient pounds a year, 30 billion over a parliament. The additional 10 billion we be put back into restoring nursing and midwifery bursaries. £48 billion package ever parliament. Far more than any other parties offering. Unlike any other offers from any other party, actually costed and believable. I ta ke actually costed and believable. I take the view that the british people will vote for a package they can believe in and trust. Politicians have at billy mckay a habit of putting taxes up, but this one will do it different, i will tell you first, without doing it afterwards and secretly. It is not about numbers. It is about people. The people who work in our National Health service and social care. Also about the people and families making use of health and social care every single day. Not about numbers. Here area single day. Not about numbers. Here are a few numbers. 8 of nurses and midwives every year leaving the profession, often long before retirement. 14,000 eu nurses set to leave the profession and leave the United Kingdom as a consequence of brexit. 23 reduction in the number of applications for nursing and midwifery since the abolition of bursaries was first announced. 24,000 Nursing Vacancies across this country. A 14 real terms drop in earnings for members of this royal couege earnings for members of this Royal College of nursing. Those numbers are all about people they are all about those connected. If You Undervalue nurses, midwives and professionals of any kind, dont be surprised if they leave the profession. David surprised if they find themselves, as we discovered a few weeks ago, members of the nursing profession, axis is the bank. You finder Prime Minister he thinks that is somehow not an issue. It feeds into a narrative of the conservative government treating nurses like dirt. I will not have it. The time to invest in health and ca re it. The time to invest in health and care has come, and it was not a moment too soon. Important to invest in nurses. That is why, to clarify, we will reintroduce the nursing and midwifery bursaries. We have announced a Public Sector pay rise across the Public Sector, including health and social care, but also schools, local government, Central Government and armed forces. Since the crash of the last decade we have seen a huge blow, 14 decrease in real earnings, and members of the Royal College of nursing. Time we gave britain is not Public Servants the pay rise they deserve. Britains Public Servants. What threatens the National Health service more than anything else when it comes to funding and the Direction Of Travel for our country is the governments choice, the choice of the most extreme version of brexit. I observe that is a version of brexit taking us out of the Single Market, which brings theresa may and the socialist Workers Party onto the same side. Interesting observation. It is a huge economic decision to take britain out of the Single Market. Lets just use the conservatives own figures. £59 billion black hole in our Public Spending as a result of choosing to leave the Single Market. Maybe you think we should be in the Single Market, maybe you think we should not. It was not on the ballot paper last june. Think we should not. It was not on the ballot paper lastjune. It is a Political Choice, not the enacting the will of the people. The best interpreting, dare i say even twisting the will of the people. The juicy take that out of Single Market is to make the biggest single choice ever, to remove available funds for our Public Services and health and social care in particular. I am not here, given who went before me, to have a go atJeremy Corbyn. I quite like the guy. During the blair years he was always in our lobby, never labours. And i like the guy. But im bound to say thatJeremy Corbyn, the one ukip mp and theresa may, all voted for the hardest version of brexit. Any party that makes it Public Sector spending offer, having voted to take a minimum of £59 billion out of our economy because ofa billion out of our economy because of a choice to take us out of the Single Market, the hardest, worse, most extreme version of brexit is not able to deliver the thing they offer. It is vital, and if you believe our direction as a country is not settled yet. There can be a better ending than the one theresa may is currently offering, i am offering you a lifeboat back into the Single Market. Back into a situation where we as a country can afford the Public Services we desperately need. I believe a Brighter Future is absolutely possible. An extreme devices version of brexit is just one part of the problem. There are many people, many progressive humanity people, i would say the majority i grew up with in Preston Fated to lead eu. I com pletely Preston Fated to lead eu. I completely respect that. There is a worldview the most extreme version of brexit has been fitted into, it isa of brexit has been fitted into, it is a betrayal of those people. 95 of the people who voted to leave the European Union did not sign up to the nigel farage, Theresa May Extreme Version of leaving the European Union. It is an appalling assault on our decency is a country that other things have been added to the worldview. That includes turning our backs on refugees, something that shames me and our country. That includes a denial that Climate Change is a reality, and the withdrawal of Funding Support to do everything we can for our childrens Sake Everything we can for our childrens sa ke to everything we can for our childrens sake to tackle it for the future. And it includes the shrinking of our state and Public Services, health and social care, education and so many other things besides. There is a temptation, must be a massive temptation, for many of us here and around the country to look at that mean and bleak direction theresa may is apparently taking this country on, getting a landslide perhaps in the process, and think the only thing we can do is to weep into our beer and a weeping to our coffee and fight for better times in the future. I want to offer you the possibility you can stop that weeping into your beer and coffee, maybe, just maybe, the britain we love is not lost yet. There is hope ofa love is not lost yet. There is hope of a better britain a briton investing in health and social care. A britain that believes that time change is real, there is a joyful National Endeavour to defeat it for our childrens sake. A britain that stops turning it back on refugees and the rest of the world, but embraces it, is internationalist, outward looking, leader, what we have always been as a country. The thing we were most proud of, what brought tears to allies when they watch the 2012 olympic opening ceremony, the fundamental central pa rt ceremony, the fundamental central part of our british culture, a National Health and social care system we are proud of. Do not give up system we are proud of. Do not give up on ourfuture, i will not give up on the future, there is hope and a better way forward. Please vote for it. The liberal democrat leader tim farron addressing the Royal College of nursing conference. Saying if you are opposed to brexit, vote for the Liberal Democrats, the anyway to go down a different path. Also pledging £40 billion package for the nhs over five years, saying fully costed, one element of that, an extra penny on income tax. Which would be specifically ring fenced to the nhs. The home secretary, amber rudd and the health secretary, jeremy hunt, are chairing a meeting of the Emergency Response committee, cobra, this morning, to discuss the handling of the cyber attack, which hit parts of the Nhs In England and scotland on friday. Dozens of hospitals in england and scotland have been forced to cancel some operations and appointments today, and some gp surgeries are still experiencing problems as staff begin a new working week. Meanwhile microsoft said governments around the world should treat the attacks as a wake up call blaming them for storing data on Software Vulnerabilities which could then be accessed by hackers. Its thought over 200,000 computers have been affected worldwide with russia hardest hit. In the past half hour the National Crime agency has tweeted this saying if youre a victim of ransomware do not pay theresa may rejected claims that the nhs had been warned of an attack. Theresa may rejected claims that the nhs had been warned of an attackm was clear warnings were given to Hospital Trusts. Not something on some unfocused attacking the nhs in the uk. 150 countries affected. Euro poll says there are 250,000 victims across the world. Cyber security is an issue we have to address. That is why the government, when coming in 2010, put money into Cyber Security. We are putting £2 million into Cyber Security over the years, and created the national Cyber Security centre. We ta ke the national Cyber Security centre. We take Cyber Security seriously, working with the nhs, i would like to thank all the staff Working So Ha rd to thank all the staff Working So Hard in the nhs to ensure Patient Security has not been compromised. Ina security has not been compromised. In a moment we will talk to andy moore outside the Royal Hospital in london. Ben ando is at the lister hospital in stevenage. Is it still affected . Hospital in stevenage. Is it still affected . Yes, this is a big hospital, 730 beds. They say they are slowly and steadily getting things back online. They have radiology working again, pathology. Still able to carry out diabetic eye screening. Theyre not able to carry out any urgent blood testing. The message is attend accident and emergency if it really is an emergency. A hugejob, this hospital is part of the eastern and North Hertfordshire nhs trust. They have four main sites, six ancillary sites. As many as 5000 computers in the network. 0ne sites. As many as 5000 computers in the network. One of the first to be impacted by this. Shut the system down. Applying the national patch. They say they have not paid any ransom to get access to data. Slowly one by one computers are coming back online. They got a lot of that work done on the weekend. Still a huge job, they have not been turned on again until they have been cleared. The Hospital Trust is ensuring it is safe to do so. I went in there, they said there is no appointments. The cyber attack. Come all this way for nothing. In and out no problem. What did start say to you . Did they make you aware of the cyber attack . Not at all. Best service we have had. Certainly the case some people are not noticing any problems, getting m, not noticing any problems, getting in, having treatment, being seen, coming out again. 0ther in, having treatment, being seen, coming out again. Other people have been telling us appointments were cancelled, or they have come here to discover they cannot be seen. And one able to alert them to that fact. They have had a wasted journey. Not ideal. Lets go to andy moore in east london. What is the situation there . Fairly similar picture, the hospital saying they have had to reduce the land appointments. Speaking to private ambulance staff, one said he brought along four patients. One of them had a blood transfusion, one got turned away. Lets listen to this lady, 81 year old who came along for a brain scan. I went to make the appointment together in, to check in. They said no, everything is down. They have no machine, nothing to do it with today. You will have to do it with today. You will have to go home, we will have to phone you, or get on to you later. Let you know when we can come again. you, or get on to you later. Let you know when we can come again. I asked the hospital what systems they were working on. They said they were working on. They said they were working only windows xp system. I asked them if they had back up, and asked them if they had back up, and a spokesman told me she did not have any information. Amber rudd will chair a meeting of the Cobra Committee this afternoon. Questions about vulnerabilities in the systems. Theresa may insisting that warnings were given about them. Bring us up to date with the latest . The Cobra Emergency Committee met over the weekend to discuss the responses. A meeting of ministers, officials, high level officials intelligence and security officials, civil servants, in reaction to a major event like this. They have met once, we will have another meeting later this afternoon. Already a meeting of officials this morning. Ministers will be involved. Downing street are very clear the home 0ffice s meeting on this. The government consider it an issue in cyber crime, rather than one targeted on the nhs. They will try to figure out the level of damage, potential risks on this happening in the future. The cost of the cyber attack on the nhs, and working with other agencies across the world, to try and find out who was responsible. There has been a clear rejection this morning by theresa may of the suggestion the government ignored warnings that the nhs was vulnerable, warning that the Hospital Trusts were running outdated windows operating systems. Ignoring the warnings. Theresa may saying clearly the money has been put into Cyber Security, she has promised £2 billion. Later saying labour saying it security has been compromised because money has been diverted away from the infrastructure spending. Dealing with day today concerns in the nhs. Still up to about ten trusts affected, we think. Ten Hospital Trusts. Very much a live issue in westminster. Meanwhile the Liberal Democrats say they will end the 1 cap on Public Sector pay rises by increasing wages in line with inflation, if they win the election. The party said details of how the Carefully Costed plans would be paid for would be set out in its General Election manifesto. We can take a look at the Labour Proposals without a peep in is we can take a look at the Labour Proposals. Norman smith is in liverpool. Jeremy corbyn Sending Dilly mandates Jeremy Corbyn set out a huge package for the nhs. Better staff, Jeremy Corbyn set out a huge package forthe nhs. Betterstaff, better services, the return of student nurse bursaries. Huge package of measures. Not surprisingly hugely well received. How will it be paid for . Mr corbyn says we will have to wait put delhi macca for tomorrow and so we get the nitty gritty. He gave a clear indication most of it would come from three places, the city, business, and people earning more than £80,000. That mr corbyn said if this cash was not found for the nhs, he predicted in five years time the Health Service would be unrecognisable. Mr corbyn suggested the extra cash a Labour Government would invest in the nhs would mean1 Million People could be taken off Waiting Lists and Council Referral times to be halved. There is an air of familiarity about mr corbyns point. The nhs in crisis. Lets be honest, successive elections have warned there was 24 hour was to save the nhs. Familiar theme from the labour party at election times. They believe the nhs is one of their strongest policy grounds. But even with the extra money, that mr govan is promising, it may not be enough. The National Audit office, the public Spending Watchdog has warned by 2020 they believe there will be £56 billion black hole in the nhs. Theresa may is promising what she says would be the biggest expansion of Workers Rights by any conservative government, if the party retains power. Mrs may has been on the Campaign Trail in 0xfordshire this morning. Here is she is outlining the policies. What were doing today is announcing the biggest ever enhancement of Workers Rights by a conservative government. Yes, there are various elements to this. We are committing the National Living wage will continue to rise in line with median earnings. People will be able to request time off to care for a relative. We want to support and encourage return ships. I have been today date a fantastic organisation tech pixies, Helping Women who had taken out of the workplace, getting back, and giving skills. This is what we want to see, perhaps setting of the business. Vicky young has been the Prime Minister in abingdon. What has she been saying . This is a more traditional conservative area. Conservative seat before the election. This one fighting of the Liberal Democrats. Theresa mays message, trying to win over labour voters. Talking about reassuring people about Workers Rights. Leaving the eu. There are questions about the practicality of the things shes talking about. Saying you can ta ke shes talking about. Saying you can take one year and paid. Having to ca re take one year and paid. Having to care for someone who is ill. There are families who would not be able to afford to go and paid for a year. She did a walk around here, walking around, meeting voters. Criticism of her campaign, she is being kept away from people who may ask difficult questions. She came here for about 15 minutes, fielding questions on mental health, housing, farming. Talking to people on the Market Stalls as well. She says she likes doing this kind of thing. Trickier because she is Prime Minister. Because there is security issues. She says she wants to get out, get the message across. Very much encroaching on Labour Territory. Talking about Workers Rights. The criticism from labour, there are many things she may want to bring m, many things she may want to bring in, people like Tribunal Fees have rocketed. Lots of these Workers Rights actually, very hard to make sure they are enforced. We can go live to our studio in westminster and talk to frances 0grady, general secretary of the tuc. Theresa may doing exactly what you wanted . Iam i am pleased that all the main parties in britain recognise that Workers Rights are far too weak. That is why we are seeing scandals like self employment. I think the conservative proposals to the promise that. Or are promising. We need to see more harder detail whether these rights for families are going to be paid rights. If they are going to be paid rights. If they are not paid then they willjust be writes for the better off. We need to know that other than the minimum wage that the conservatives are going to meet the original promise that it would meet 60 of median earnings by 2020 is not clear currently. And of course, as you as you pointed out, tribunalfees mean that many workers cannot afford to enforce rights unless they have a trade Union Representing them. The tories are going into Labour Territory with this, are they . Major parties need to wake up to the fact that Living Standards, wages and working rights have been falling for far too long. Does this mean that the tories have woken up and doing what you want them to do . the tories have woken up and doing what you want them to do . I think it isa what you want them to do . I think it is a credit to the tuc and the union campaigning, that all of the major Political Parties are fighting on our turf. 0bjectively, workers are looking towards another real peak at this year. We still have the pay cap hitting nurses, firefighters, health care workers. Civil servants, Public Service workers across the board. We need to hear much more from all of the parties but from the conservative party in particular about what their plans are to put more money in peoples pockets. People are really feeling the pinch now and it cannot carry on forever. Where does this leave the labour party . According to polling, the labour party are offering popular policies in this Election Campaign but the leader is not popular. The tuc is not affiliated to any Political Party so i am campaigning for working people during this election. If i can encourage a bidding war on the best offer for working better than working people then that is all to the better. The labour party have a set of popular and present policies on Workers Rights and will be trying to convince the public at large that they will be the party that will implement those brights. The union is not affiliated to the labour party at as a whole different proposition for you to see that you would encourage a bidding war. You are effectively saying, vote for whatever party is offering the best policy. Youre not backing Jeremy Corbyn . People will make up their own minds which way they will vote. The tuc is not affiliated to any party but it is no secrecy that we share values and history with labour. Like many countries, i want to see all the main parties set out a positive offer to working people that will make them work better. Many people recognise that too many people are having a tough time and that zero hours is leaving many workers insecure and low paid. That is where i would like to hear the conservative party set out before people cast their vote, exactly how they are going to attack it how they are going to attack it how they will tackle that gig economy and to make sure that all workers have the access to guaranteed hours and fair pay. This is the Radar Picture and the rain has been heavily in the north west of the uk. Lots of Surface Water on the roads in the south west of scotland. Microsoft has said fridays attack on Computer Systems worldwide is a wake up call to governments and organisations to ensure their software is up to date. Some nhs trusts Computer Systems are still affected this morning the Prime Minister praised efforts to Keep Services running. We ta ke we take Cyber Security seriously and we have been working with the nhs andi we have been working with the nhs and i would like to thank all of those staff in the energies to ensure that Patient Safety has not been compromised. In election news, labour is promising an extra £37 billion for the Nhs In England over the next five years to be paid for by Higher Corporation tax and raising income tax for those earning £80,000 a year or more. The conservatives have announced plans to improve rights for workers, if they are re elected. They include protections for people in the so called gig economy, and a statutory right to a years unpaid leave for those who need to care for a family member. Its the first day at work for the new french president , Emmanuel Macron. His first task is to name his new Prime Minister. Hell then go to berlin to have with Angela Merkel. Lets return now to the cyber attack which has hit the nhs and a number of businesses around the world. We can speak now to james maude from the Global Security Software Company avecto he joins me via webcam from manchester. Thank you forjoining us. What is your perspective on how you it is the case this has helped so many businesses and organisations . The real cause of this is that we are not able to keep systems up to date, and current and patched. You Howard Theresa may talking about the investment in the National Security centre. They recommend patching and trying to deal with critical patches such as the one that was exploited in this case within 14 days. The national Cyber Security centre says we need to be up to date and patched. The nhs cannot keep up and patched. The nhs cannot keep up and do not have the resources to keep secured. Could this have been avoidable of systems had been kept up to date . Avoidable of systems had been kept uptodate . System is being kept up to date would have almost certainly limited if not eliminated this threat. It was so affected because it canjumpfrom threat. It was so affected because it can jump from machine to machine by exploiting the un patched vulnerability. 0ne by exploiting the un patched vulnerability. One of the challenging challenges was patching the systems could be patched. And the older systems such as windows xp forms a major part of the estate and is unsupported by microsoft so that is not a patch available. Microsoft has said that it will pass them. How difficult is it will pass them. How difficult is it to patch a system and what level of resources does it require . M requires planning and forethought. Most organisations have the problem of the change management window. They do not want to roll out patches without testing it so it takes time. In reality it is the best defence against threats. Sometimes it is worth role in the patch out as quickly as possible and then dealing with issues. You might end up with an application not working but released the data is safe and the system is secure. Do Something Like this have to be particularly sophisticated in order to have the impact that that has had . 0r sophisticated in order to have the impact that that has had . Or if companies and organisations do not have software up to date is it an easy thing to do . The real worry with attacks like this is the not sophisticated. In this case, an attacker took off the Shelf Product like ransomware that people are able to buy on the dark web. If we were doing some analysis on this in our labs, and the code used tojump doing some analysis on this in our labs, and the code used to jump from machine to machine that was taken from public sources, part of the cia lea ks. Attackers from public sources, part of the cia leaks. Attackers have taken an off toolset and off the Shelf Ransomware of strain and combined it to devastating effect. It is not very sophisticated but it is very effective. On the issue of paying the ransom, the National Crime agency says not to pay the ransom because that is though guaranteed you will get your stuff back. Absolutely. You should never pay the ransom in these cases. You do not know where the ransom is going, you could be funding terrorism to further extortion. And you do not know if you will get your data back. For thus ransomware, know if you will get your data back. For thus ra nsomwa re, it know if you will get your data back. For thus ransomware, it is believed that the attacker has to go in and use the decryption software. They have made about £14,000 by current estimations. Not very much but still enough to justify them going out to target more people in future. Thank you. Let us read you a statement from nhs digital. It made Health Trusts away last month of It Protection that could have prevented the attack. It said in a statement, nhs Digital Initiative targeted update on a secure portal accessible to nhs staff on the 25th Of April and then via a bulletin to more than 10,000 security and it professionals on the 27th Of April to alert them to the specific issue. These alerts included a patch to protect their systems. This guidance was also issued on friday following emergence of this issue. Police and exits are searching a block of garages in relation to the mother of a 16 year old. The body of danieljones was neverfound and her uncle Steuart Campbell was found guilty of murder in 2002 but never told police what happened. Ian brady is said to be seriously ill and is receiving Palliative Care. He is being held at Ashworth Hospital, a psychiatric unit on merseyside. He has been ill for some time and was jailed for three murders in 1966 and has been at as hworth murders in 1966 and has been at ashworth since 1985. To germany now, and theres good news for Angela Merkels Christian Democratic Union party. This weekend they unseated their rival Social Democrats in a key state election. It comes ahead of National Elections in september as Richard Forrest reports. It is not often that a german Regional Election is considered so important but just look at what this victory means to Angela Merkels christian democrats. This is a bellwether state, winning here a huge boost to Angela Merkels hopes of retaining power in septembers National Elections. Translation voters have made a clear decision today. They want a different political policy for schools and education, for infrastructure and transport, for internal security and in fighting crime, and what has been the politics of the last seven years was bad for the people. The state of North Rhine Westphalia is home to one in five german voters, a Sprawling Industrial Region which has been a stronghold for the Centre Left Social Democratic Party for decades. Early optimism at the Polling Booths from the spd leader, martin schulz, soon made way for disappointment and the faces of his supporters said it all. Translation this is a difficult day for the spd and a difficult day for me personally. It is my home state and we have suffered a bitter defeat. We have lost an important state election. Mr schulzs arrival on the german political scene earlier this year gave his spd Party A Surge in support. Since then his party has lost three Regional Elections in a row. The focus now moves to autumns national election. Richard forrest, bbc news. I have been briefed by the gchq and the national Cyber Security centre and according to our latest intelligence, we have not seen a second wave of attacks and the level of criminal activity is at the lower end of the range that we had anticipated. I think that is encouraging. The message is very clear, not just for organisations like the nhs but for private individuals and businesses. Although we have never seen anything on this scale when it comes to ransomware attacks, they are relatively common and there are things that you can do, every one of us can do to protect ourselves against them. In particular making sure that our data is properly backed up and making sure that we are using the software patches, the Antivirus Patches that are sent out regularly by manufacturers. These are things that we can all do to the of the impact that we have seen over the last 48 hours. Jeremy hunt talking about the importance of operating systems. Nhs digital dead seeing did release a targeted update to a secure portal accessible by nhs staff on the 25th Of April and then a bulletin on the 27th Of April to alert them to the specific issue. The alerts included a patch to protect their systems. He also spoke about the importance of backing up information. It is not clear what the situation is with that in the various nhs trusts that have been affected. The National Crime agency says theres no second sign of the attack. 11 nhs trusts in england remain affected. The conservatives promise to expand Workers Rights, including unpaid leave to care for relatives, if the party keeps power. And labour says it will spend an extra £37bn on the Nhs In England over the next five years if it wins the election. It was salvadors sister luisa who wrote the winning jazz style ballad. The more simple performance set it apart from the more typical flashy displays like italys break dancing gorilla or this intriguing performance from azerbaijan. And the singer, who suffers from a serious heart condition, admitted he was not always a eurovision fan. Translation what am i doing here, iasked myself . Then what brought me back was thinking we are on a musical mission. The song is so special, so beautiful, with emotion. Because songs now are completely empty and ours had a message.
