Good morning. Its march seventh. A Rescue Operation is under way after an avalanche has hit the popular ski resort of tignes in the french alps. Several people are thought to be buried underneath. Initial reports suggest there may be many people missing. Our correspondent has the latest. This is an emerging picture. People are beginning to tweet, eyewitnesses are beginning to tweet, eyewitnesses are describing the scene as the Avalanche Engulfing skiers and it is thought many people have been caught up thought many people have been caught up in this accident. Rescue workers and sniffer dogs have been deployed but apparently conditions they are or that of pure visibility and what that means is that helicopters have not been able to go up so no Rescue Workers are going up into the skies and as you know, that is a key way in which these sort of accidents are dealt with so clearly some hindrance to the rescue efforts. There was a previous incident last february in tignes. Yes, judging the Holiday Season tignes. Yes, judging the Holiday Season there was tignes. Yes, judging the Holiday Season there was an tignes. Yes, judging the Holiday Season there was an avalanche in the very same region. For snowboarders had been lead Off Piste Ideal instructor and four of them were buried and killed in an avalanche. That is serious concern there has been a loss of life today as there was back in february. Looking at the pictures, it is difficult to get information, but it does look, seeing that image with those difficult conditions, not much visibility, the avalanche has actually hit the piste. What do you know about the location and what triggered it . No information yet as to what triggered it, that will be pa rt to what triggered it, that will be part of the investigation, but what we do understand is that our measures taken to warn skiers and snowboarders what the conditions might be. The skill goes from one to five and this morning there was a warning issued scale. The skill was that for meaning there was a chance of an avalanche the scale was at four. You can see the lifts which would suggest it is the main piste so Rescue Workers are probably taken by surprise and trying to deal with this emerging picture. Were feeling that this will be Avalanche Hit was actually a blue slope, so one of the more basic slopes for skiers of lesser ability potentially. Lets ring in glen, he joins us from tignes. You took the pictures we be looking at, what have you seen . I took some pictures. There are between 20 and 30 people. Its still unclear if there are victims are not or not. We came back to the centre of the resort so its a good sign but we still dont know. Were looking at your pictures. The picture we are looking at at the moment shows people on the slope. Conditions of very low visibility. You were saying about 20 to 30 people on the slope. Yeah, this is according to the first report and new sources. We dont know. It is interesting, the fact that it happened on the slope is interesting. It happened on the blue slope. The picture that we are seeing, we can slope. I took it around 10 13am local time. The people who arrived did a good job. What were they able to do . How did they mounted the rescue with conditions as they are . What is the latest you are hearing . It certainly sounded that way when it broke an hour or so ago. Eyewitnesses reported they saw a crowded slope, the avalanche is sweeping across the slope, perhaps taking with that large numbers of people but one of my colleagues at the bbc has now spoken to the team responsible for Piste Security and safety in the resort of tignes and they have told him that the operation in fact is over. The Rescue Operation is over. They have not found any casualties so they have not found any casualties so if that is the case, that will make everybody extremely happy. Relieved because those early reports we re very relieved because those early reports were very worrying indeed. That would be extraordinary if the avalanche went across a slope where there were lots of people. How could that have been . What are you hearing about what actually triggered the avalanche and how much there was that actually went across that slope . It would be extraordinary. The earlier reports we got word of lots of people on the slope, great that lots of people were buried underneath. Mounted police said they we re very underneath. Mounted police said they were very worried and their sending a number of people opted the slope, local Ski Companies were getting involved. There was concern for an avalanche to hit a family slope like this on a crowded day would be immensely concerning but these new reports coming in say that it may have passed over the slope without taking anyone with it. One of the witnesses, i spoke to my colleagues here who said because the avalanche passed across the slope are not damaged, it might have done less harm than if it had swept down the slope and we know that Mountain Guides were out there this Morning Setting of Preventative Avalanche is to try and reduce the threat avalanches. There have been bad conditions and other sports have been closed. This one had been managed and kept open. Other slopes. 0fficials thought that it wasnt but it may be the case that it hasnt done the harm that was feared just an hour ago. Lets hope so. Feared just an hour ago. Lets hope so. Facebooks procedures for Vetting Content on its pages have been strongly criticised after a bbc investigation found it was failing to remove inappropriate and sexualised images of children. After reporting 100 images, just 18 we re after reporting 100 images, just 18 were taken down. Facebook said it has removed all images against it standards. The nspcc described it as appalling. The rules are simple. Facebook says it removes nudity or sexually suggestive content. But our investigation last year found paedophiles using secret groups to swap obscene images of children. We informed the police, and this man was sent to prison forfour years. Facebook told us it had improved its systems, so we put that to the test. But we still found sexualised pictures of children, and obscene comments from men. We reported 100 posts that we felt broke facebooks own guidelines. Only 18 were taken down. 82 images stayed up. They didnt breach facebooks Community Standards. I find it very disturbing. I find that content unacceptable. Im concerned that thats been brought to facebooks attention, and some of those images have not been dealt with and addressed. And this report, this investigation, it casts grave doubt on the effectiveness of the measures that facebook has in place. Facebook asked us to send them examples of what we had reported, so we did. The company then reported us to the police. Facebook issued a statement saying. But, even now, groups with inappropriate images and comments about children remain on facebook. Questions about how the company moderates content wont go away. Angus crawford, bbc news. We are hearing that there were no deaths caused today by the avalanche in tignes so that is an extraordinary outcome from what had seemed to be an awful situation initially, that an avalanche had been triggered over a blue slope in tignes, 20 to 30 people skiing on it at the time and there were fears that people may have been buried but amazingly, no deaths were caused, everybody has been accounted for so a good ending to what at first seemed like a pretty awful situation. Back to the facebook story and the 100 images being reported to the spit by the bbc and just 18 were removed by facebook. With me is claire lilley, head of 0nline safety at the nspcc. What do you think about this . We think its absolutely appalling. It violates the terms of every international and uk based argument. Agreement that says that have signed up to in terms of their appetite to clamp down on this kind of material and it makes you wonder, what do they consider inappropriate and offensive . What are their Community Standards . Lets talk about the images that were picked up by the bbc and the bbc used the Report Button to put these images back to facebook, effectively to test the system, so there are pages explicitly for men with a sexual interest in children. There are pictures of children under 16 in obscene poses with obscene comments. The groups were called things like hot x rated schoolgirls and a still image from what appears to be a video of child abuse. They have said 32 of those did not breach Community Standards. Can you understand potentially why that might be . If you look at pictures of people under 16 in highly sexualised posers, is that a matter of perception . They have a commitment to the move that kind of comment but theyre not taking steps. We do lots of things to protect our children when they walk out our front doors in the morning but the protection are getting online is nowhere near as good as the protection were giving them off line and we think Big Companies like facebook should be doing much more. Theres also the rights of the victims to be considered, the children in those images who have been victimised every time an image is being looked at or every time a paedophile is talking about their image. As the race of the children who are looking at their content which they now we find upsetting we know they find upsetting. Why do you think facebook does not take the approach you are taking and have these guidelines saying the images dont breach Community Standards . It makes me wonder if the threshold for Trinity Standards is too high but its also about reporting and having enough people in the moderation teams to deal with support adequately and highlight when it comes to Child Protection, the needs and rights of the child should be front and centre and not any other issues like sometimes they have told us in private discussions about how it is important to raise awareness of issues, we think the rates of victims far outweigh that and i think the crucial thing here is that there is nobody holding them to account, they are playing by their own rules because the system of Self Regulation is one that has been in place for many years. They say when the bbc said us the images, we reported them to the Child Protection centre and the we also reported the images. What do you make of the fact that the bbc journalists who raised this were reported to police . A serious Investigative Journalist like Angus Crawford is reporting it which makes it more likely thatjoe public, it would potentially put us Off Reporting its i dont think it was a sensible move on facebooks part. It might have been part of the legal obligation so it may put people Off Reporting. We are long past the point of giving facebook chance after chance. I sat in this chair before talking about this very issue. Self regulation is not working and we would really be hoping that the government, who announced last week a green paper on child internet safety, will give due consideration to the needs for a new body with appropriately good para meters body with appropriately good parameters to hold companies to account because at the minute that is not credibility and no transparency about the actions they are taking in order to protect children. An extra £320 million for new School Places in england will be confirmed in tomorrows budget. It will go towards the governments existing free school programme, and could be used to support the opening of any new Grammar Schools. Labour has criticised the move, for failing to address Funding Pressures faced by schools. But theresa may insists its part of her plan to make a good education accessible to every child. Well, of course we have protected the core schools budget. But, crucially, what were announcing is £500 million of investment in schools, £320 million of which will be new schools. That will create around 70,000 new School Places. What this is about is ensuring that people can know that their child will have a good school place, and all the opportunities that that provides for them. 0ur Political Correspondent alex forsyth is in westminster. John tomsett is the headteacher at Huntington Secondary School in york. Is this being seen as a good thing . This money has been set aside for School Places and we know that any School Places and we know that any school that opens at the moment has to bea school that opens at the moment has to be a free school so that is funded by Central Government and outside of local government control but theresa may says a portion of this could be selective schools. She doesnt use a word that effectively means Grammar Schools. Across the political spectrum, there are those who are ideological opposed to Grammar Schools because they say could create a 2 tier Education System and does nothing to improve social mobility. Theresa mays argument that she makes again today is that children should have a good academic education matter what their background and shes announcing alongside that funding, free schemes for children from their backgrounds to go to selective schools so shes trying to address some problems saying it would be Grammar Schools of the past, it will be a Focus On Where Education Standards are low at the moment is to improve them but now that this is going to attract a lot of criticism. What do you think about money being put aside for new schools . you think about money being put aside for new schools . I welcome any new education but in terms of what type of school we need, i would argue strongly there is no Evidence Base to say that Grammar Schools and selection improve the lot of disadvantaged students, which is about just managing families disadvantaged students, which is aboutjust managing families which the government say they want to support. The government is showinge commitment to spending money on education. To you, is that a welcome thing . How do you see it . Im delighted it is more money but in terms of school budgets, if you go back to 2010 and the comprehensive Spending Review from george osborne, i predicted then at our school would be to make cuts of 770,000 to our budget. Weve made those cuts, we are in the black for the next three yea rs, are in the black for the next three years, but if we just kept up with inflation is the 2010, id have £800,000 more in our budget a year so £800,000 more in our budget a year so its des hart a little bit when you hear people and politicians claiming they have protected core funding in education it does hurt a little bit. In my experience, thats not true. We had ten fewer teachers he let huntington than in 2007 when i started here here at huntington, with the same number of students. Bite back thats because the £800,000 was cutting your budget because of inflation. Because of the cuts weve had. George osborne, for instance, cut 80 of our reckoning Capital Budget so we used to get £160,000 a year to get our budget going and that was cut to 28,001 fell swoop five years ago. Schools are finding it very hard to make ends meet. 0ur are finding it very hard to make ends meet. Our most expensive outlay is on staffing. Were being asked to save £3 billion over the rest of this parliament, youve got to start cutting staff. What impact does that have on Pupil Numbers in classrooms and also morale . You can imagine, cant you . For and also morale . You can imagine, cant you . For instance if you are a teacher and your teaching an extra three students in your class and you have ten classes that you see several times a week, thats 30 students, your teaching a whole class more you are teaching. The pressure on teachers just gets greater and greater. The thing the government really has to focus on is attracting high quality people to the profession because as secondary numbers grow, you can see the balls coming through from Primary School in terms of numbers, we will have new skills you can see the bulge. We go back to the Grammar School thing. If you want to improve grammar thing. If you want to improve grammar education for every student in a community, where youll get places where they have Grammar Schools, overall the students do better. Kent, for instance, the stu d e nts better. Kent, for instance, the students do worse overall in areas where they Grammar Schools and it is good data to show that so my concern would be there is no really good evidence that Grammar Schools improve the lot of all the students in the area where they exist. Roll up, roll up, get your popcorn, bags a seat tomorrow its your last chance to watch the Spring Budget because from next year its been moved to the autumn, which as a season is less about new shoots of growth, and more gloomy forecasts, but surely the chancellor knows what hes doing. This Spring Budget will set out the governments plans for the economy based on the latest forecasts from the office for budget responsibility, telling us how much money the government has borrowed and how strongly, or not they think the economy will grow. In november the 0br predicted gdp growth for 2017 of 1. 4 , the signs are that that Growth Figure might be revised upwards to 2 after better than expected figures in the back half of 2016. Higher growth means theres more money in the treasurys coffers. But will that mean the chancellor will start spending. We expect this week to see in the budget an announcement on the money purchase annual allowance, a restriction on people who have taken money out of pension pots and want to put money back subsequently. What would we like to see from the government this time around . Really we would like them to just leave pensions alone for once. In the long term we think we need reform to the pension system, but this is not the time to do it. And we cant discuss business without mentioning brexit back to the tucs frances 0grady, who has this advice. I think the government knows that brexit is that biggest challenge we are facing forjobs and industries in the uk and if it is serious about getting us match fit, we need big investment, support for manufacturing but also investment in Public Services and in peoples pay packets, thats the best way to ensure the economy can weather the storm. We saw it was an opportunity to educate the community about how to stay safe around water and how to keep their children safe around water because we provide Swimming Instruction but we also provide instruction in the classrooms and the communities on water safety. The programme recruits children between the ages of seven and 1a from the local primary and secondary schools. One of the children i spoke to told me why they appreciate this training. A bbc investigation found a hundred such images, but after reporting them, only 18 were taken down. Facebook said it had removed all items that were illegal or against its standards. The nspcc described facebooks response as appalling. 0ur correspondent Angus Crawford reports. The National Crime agency says it is necessary for facebook to have robust guidelines in place for dealing with inappropriate content. The rules are simple. Facebook says it removes nudity or sexually suggestive content. But our investigation last year found paedophiles using secret groups to swap obscene images of children. We informed the police, and this man was sent to prison forfour years. Facebook told us it had improved its systems, so we put that to the test. But we still found sexualised pictures of children, and obscene comments from men. We reported 100 posts that we felt broke facebooks own guidelines. Only 18 were taken down. 82 images stayed up. They didnt breach facebooks Community Standards. I find it very disturbing. I find that content unacceptable. Im concerned that thats been brought to facebooks attention, and some of those images have not been dealt with and addressed. And this report, this investigation, it casts grave doubt on the effectiveness of the measures that facebook has in place. Facebook asked us to send them examples of what we had reported, so we did. The company then reported us to the police. Facebook issued a statement saying. But, even now, groups with inappropriate images and comments about children remain on facebook. We know they find it extremely upsetting because they talk to us at childline every day about it. Why do you think facebook does not take the approach that you are taking and has the guidelines and says that these images dont reach Community Standards . It makes me wonder if the threshold for standards is too high but its also about reporting and having enough people in the moderation teams to deal with support adequately and highlight when it comes to Child Protection, the needs and rights of the child should be front and centre and not any other issues like sometimes they have told us in private discussions about how it is important to raise awareness of issues, we think the rights of victims far outweigh that and i think the crucial thing here is that there is nobody holding them to account, they are playing by their own rules because the system of Self Regulation is one that has been in place for many years. They say when the bbc said us the images, we reported them to the Child Protection centre. What do you make of the fact that the bbc journalists who raised this were reported to police . If a serious Investigative Journalist like Angus Crawford is reporting it and getting that, it more likely that joe public, it likely thatjoe public, you or i, would potentially put us Off Reporting. I dont think it was a sensible move on facebooks part. We are long past the point of giving facebook chance after chance. Ive sat in this chair before talking about this very issue. Self regulation is not working and we would really be hoping that the government, who announced last week a green paper on child internet safety, will give due consideration to the needs for a new body with appropriate powers to hold companies to account because at the minute that is not credibility and no transparency about the actions they are taking in order to protect children. The runs were open yesterday and this morning, a group from our party wanted to go out and they went out and in the area where we were, which is tignes, all the lists were closed and all the runs we re lists were closed and all the runs were closed and they had heard that in another area of tignes, there was an avalanche and so everybody was just really scared. There was the sound of sirens and ambulances going past and it was just a horrendous uncertainty of what was going on in extreme conditions. When we gathered, we knew that it was on a blue run, which is not a dangerous piste, it wasnt easy slope and gradient and they had that piste open, that left open, and thats when it happened, so it was really scary and theyve actually just when it happened, so it was really scary and theyve actuallyjust been talking to a Ski Instructor and they all went up there this morning and a p pa re ntly all went up there this morning and apparently there were 200 of them in the search party who were all in a big long line across the piste, searching for casualties and people under the snow. This avalanche came across the snow. This avalanche came across the piste on the blue run and there was nobody else harmed, but it was a horrible feeling and atmosphere everywhere. An extra £320 million for new School Places in england will be confirmed in tomorrows budget. It will go towards the governments existing free school programme, and could be used to support the opening of any new Grammar Schools. Labour has criticised the move, for failing to address Funding Pressures faced by schools. But theresa may insists its part of her plan to make a good education accessible to every child. Well, of course we have protected the core schools budget. But, crucially, what were announcing is £500 million of investment in schools, £320 million of which will be new schools. That will create around 70,000 new School Places. What this is about is ensuring that people can know that their child will have a good school place, and all the opportunities that that provides for them. This money has been set aside for School Places and we know that any school that opens at the moment has to be a free school so that is funded by Central Government and outside of local government control but theresa may says a portion of this could be selective schools. It is imperative to see young people between the age of ten and 17 as what they are, young people, who are recovera ble what they are, young people, who are recoverable from the mistakes they have made an bad deeds they have done and so the right approach is to see what might have contributed to those errors are those bad deeds and try to rectify them so you certainly shouldnt be blocking out anything that might have had a bad effect. What difference could make two sentences . I dont think its intended to make a great difference. I think the point is to focus and give clear guidance to judges and magistrates about the right things to ta ke magistrates about the right things to take into account when sentencing and trying to attain that achievement of getting young people back on the straight and narrow. Pretty obviously, if somebody has had the kind of good, strong, Loving Upbringing that most of us are Fortu Nate Upbringing that most of us are fortunate enough to have had, then they add any better position to cope with lifes Ups And Downs rather than somebody who might have had an alcoholic and abusive parent who have been endured for a long time was no one particularly taking care of them. It is not to say that people who suffer that kind of disadvantage is invariably turn to crime but those factors do need to be recognised so they can be dealt with in the way somebody is sentenced. Every hope in being able to recover a young person who isnt fully developed before they are 17 and so can be brought back. Wouldnt beafair and so can be brought back. Wouldnt be a fair assumption to make that the majority of the young people appearing in courts are from disadvantaged backgrounds and therefore this would apply to almost everybody . There certainly is. There are much more deprived youth in the courts than well to do and affluent middle class people who have had secure backgrounds. There is no doubt of that. This is, i think, the point you just made, a very good one ifi point you just made, a very good one if i may say that why i think these are revolutionary is because what they are intended to do is chewing they are intended to do is chewing the way that this kind of disadvantage should be looked at in order to help recover people. Its about individualising the way a person is sentenced to have the best prospect of standing them back on their own feet, making them understand that they have been irresponsible, they have been behaved inappropriately, that it wont do and having full regard to the impact on a victim. Considering all of those things together and taking positive steps that look clear when you analyse the Young Persons background as to the right way forward. There are obviously a lot of very good aspirations in that that no one would quibble with, but in the end, does taking those factors into account actually deliver the goals that youre talking about . Why does that deliver those goals if there is no extra support around the whole system and process for the people being sentenced . There should be extra support. The point is to try to remedy what society has not given them in the first place and they will undoubtedly be put into an environment where they can be supported and the particular problems that they have through their background and so on can be tackled. Why will it work . It has done. Historically over the last decade, the youthjustice stevens, the Youth Justice decade, the youthjustice stevens, the Youthjustice Board and the Youth Offending Teams have vastly reduced the number of young people who come into offending and greatly cut back those who have come in and who have stopped offending and it is that approach that has achieved that outcomes of this is another step forward but it is about clarity and fine tuning. It is not revolutionary, it is just progress as we have been making it and we should be able to carry on doing. Lets catch up with the weather. Earlier i spoke tojohn tomsett, who is the headteacher at Huntington Secondary School in york. He says he welcomes the new funding, but says it doesnt make up for previous cuts to education. I welcome any new money for education but in terms of what type of school we need, i would argue strongly there is no Evidence Base to say that Grammar Schools and selection improve the lot of disadvantaged students, which is about just managing families which the government say they want to support. The government is showing a commitment to spending money on education. To you, is that a welcome thing . How do you see it . Im delighted it is more money but in terms of school budgets, if you go back to 2010 and the comprehensive Spending Review from george osborne, i predicted then at our school we would need to make cuts of 770,000 to our budget. Weve made those cuts, we are in the black for the next three years, but if we just kept up with inflation since 2010, id have £800,000 more in our budget a year so it hurts a little bit when you hear people and politicians claiming they have protected core funding in education and school. In my experience, thats not true. We have ten fewer teachers at huntington than in 2007 when i started here, with the same number of students. Thats because the £800,000 was cutting your budget because of inflation. Because of the cuts weve had. George osborne, for instance, cut 80 of our reckoning Capital Budget so we used to get £160,000 a year to get our budget going and that was cut to 28,000 at a fell swoop five years ago. That cannot keep going on. Schools are finding it very hard to make ends meet. Our most expensive outlay is on staffing. Were being asked to save £3 billion over the rest of this parliament, youve got to start cutting staff. What impact does that have on Pupil Numbers in classrooms and also morale . You can imagine, cant you . For instance if you are a teacher and youre teaching an extra three students in your class and you have ten classes that you see several times a week, thats 30 students, youre teaching students, youre teaching a whole class more. The pressure on teachers just gets greater and greater. The thing the government really has to focus on is attracting high quality people to the profession because as secondary numbers grow, you can see the bulge coming through from Primary School in terms of numbers, you can have new schools but if you havent got Great Teachers in those schools then you have a problem. We go back to the Grammar School thing. If you want to improve education for every student in a community, where youll get places where they have Grammar Schools, overall the students do better. Kent, for instance, the students do worse overall in areas where they Grammar Schools and theres good data to show that so my concern would be there is no really good evidence that Grammar Schools improve the lot of all the students in the area where they exist. We expect this week to see in the budget an announcement on the money purchase annual allowance, a restriction on people who have taken money out of pension pots and want to put money back subsequently. In the long term we think we need reform to the pension system, but this is not the time to do it. So they have given him vitamins and stuff which can boost the mitochondria he has. But he has very little so it doesnt do very much. That is all they could give him. Which is when you began to look around to see if there was anything out there. If there is something there, ill find it. What did you find . There was another mitochondrial syndrome that had a treatment. Children were living longer and getting stronger. So, you know, theres no real known side effects to the medications so my kind of think the whole time has been why not try . If they could be tiny and accurate enough, we could start to understand the dispersion of Air Pollution around the city. Just six minutes after taking off, the pigeons are back. 0h, brilliant.
