Panorama discovered evidence of major Security Failings during secret filming at Hmp Northumberland, which holds more than 1000 men and is run by the firm sodexo. Ed thomas reports. Undercover in one of our biggestjails. For two months, bbc panorama filmed the drugs feeding addiction inside. And staff pushed to their limits. Hmp northumberland is a private jail run by the French Company sodexo and home to more than 1,300 inmates. 0n the Undercover Reporters first day inside, 2. 5 kilograms of spice, a legal high with a present value of £250,000 was found in two cells. Despite this, panorama was told there was no lockdown, so the block could be completely searched. The bbc secretly filmed inmates high on drugs. This man had taken spice. And then theres the violence. Cctv cameras recorded an inmate being stamped on. At one point, panoramas Undercover Reporter was threatened by an inmate. During filming, the bbc discovered a serious security breach, alarms on two doors werent working. Nearby, officers found wire Cutting Tools and later, a hole in an inner Security Fence. It meant drugs could have been passed into the jail. The reporter asked the governor what went wrong . Sodexo, the company that runs the prison, said the safety of staff and inmates is their top priority. The Ministry Ofjustice said it would urgently investigate the bbcs footage and that the government is determined to reform our prisons. With me is our Home Affairs Correspondent danny shaw. 0bviously some Serious Problems at that prison. How typical do you think that is at prisons around the country . I think it is pretty typical of conditions at a lot of prisons in england and wales. Not all of them, some are performing really well but i think if you put cameras in many of them you would see similar scenes. It is what Prison Governors and officers are telling us and if you look at Inspection Reports over the last few yea rs, Inspection Reports over the last few years, that is what they have been telling us. The widespread ability of illegal highs like spice, staff having to retreat because they did not feel they have sufficient back up to confront prisoners, and rising levels of suicide and self harm. Has there been any response from the government . The Ministry Of Justice says it takes the allegations seriously and will be investigating. They have announced extra officers in in the next couple of years to boost staffing levels. We also have a speech today from liz truss, the justice we also have a speech today from liz truss, thejustice secretary, saying she wants to see fewer numbers in prison but she says that will not happen by arbitrary Sentencing Reforms or letting prisoners out. She believes the only way to reduce numbers is to be reduction in reoffending rates, so improving rehabilitation, and Community Penalties that stop the cycle of offending in the first place. And the fact this prison is run by sodexo, a private company, is that pa rt sodexo, a private company, is that part of the explanation . Some people might say this is an example of why we should not leave Justice Services in the control of private companies, i would argue there are some very well run prisons run privately, reports bear that out and what we see here is no different from other prisons. It is run on a tight budget by sodexo, when they took over the contract three years ago they promised they would make savings, Staff Numbers were cut but that was no different from many otherjails that have seen reductions in staffing, so i am not sure that you can pin this down to the fact it is a privatised prison. We have seen graphic examples of problems like this in various prisons. Are our prisons in crisis . It looks to me like it is some sort of crisis. The government doesnt use that word, it says we have problems, so it is a word that comes laced with all sorts of meaning that if you are a Prison Officer trying to deal with those problems it feels like a crisis to you, if you are scared of going onto the wing to confront a prisoner because you do not have back up, that feels like a crisis. When you we re that feels like a crisis. When you were just Locking Prisoners that feels like a crisis. When you werejust Locking Prisoners in their cells, not giving them enough activity or education classes, that might feel like a crisis and the scenes we witnessed there would bear that out. For the first time, pensioners are, on average, better off than people of working age, according to a new study. The think tank the Resolution Foundation says Pensioner Households have £20 more a week than working age households, because they are more likely to own their home and have generous private pensions. Keith doyle reports. Its those who retired recently who are enjoying higher incomes according to this study. The rise in Pensioner Incomes comes as Working Households are seeing their incomes squeezed. The Resolution Foundation says the typical Pensioner Household is now £20 a week better off than one with people of working age after Housing Costs are taken into account. 15 years ago, the average pensioner was £70 a week worse off than younger Working Households. The change is attributed to a number of factors, the proportion of Pensioner Households in which at least one person still works has grown from one in eight in 2001 to nearly one in five. Many newly retired people also have generous occupational pensions and own their own homes, and all have enjoyed a rise in pensioner benefits. At the same time, working age households have experienced a low Income Growth. But the report also reveals a sharp divide. The poorest fifth of Pensioner Households rely solely on welfare payments. And it says future generations will be less likely to own their own homes or enjoy such generous workplace pensions. Nearly 190,000 people in Northern California have had to leave their homes after the tallest dam in america was weakened by heavy rainfall. Officials say part of the 0roville dam could collapse at any moment. It is the first time the lake has experienced such an emergency in its near 50 year history. David lee reports. The 0roville dam, which is about 150 miles north east of san francisco, is the tallest in the us. Over the weekend and after weeks of historically heavy rain in california, residents in the surrounding towns were ordered to evacuate. The dam itself is not at risk of bursting, the authorities said, but one contingency measure to prevent flooding failed last week. And on sunday afternoon it looked like the Emergency Backup Plan was about to fail too. The Emergency Spillway, which has until now never been needed, began to rapidly erode when water was channelled through it, creating a 30ft deep hole. At one point residents were told the spillway could fail within an hour, provoking thousands to take to their cars and head away from affected areas. Helicopters dropped rocks to plug the damage in an attempt to get the la ke the damage in an attempt to get the lake under control. We had more precipitation this year than all of last year combine, so watered but into an erosion area in our main spillway which required us to shut it down and with the increased flow to the reservoir, it built up to a point of the Emergency Spillway was used for the First Time Since the reservoir was built in 1968. Its a very big issue because the Interest Rates are high, the terms can be changed and already have been so that instead of paying. They havent got enough capital, its quite unclear how much money any new buyer would have to pump in to get it back to health. 0ne name does spring out to me which is the tsb, which was itself carved out of lloyds after the hbos lloyds merger. That has 630 branches. Like all small banks it is struggling in this environment to make a lot of money. Adding 4 million co op customers, maybe you could get some economies of scale. They both also have this slightly ethical, slightly local, slightly simple flavour to them, so the brand is a good fit. Having said that, tsb have got other priorities theyve just separated themselves out from lloyds, a massive it project to do that, so its definitely not top of their in tray. But if the price was right i think they would probably look at it. Figuring out what that price, is for a troubled bank which doesnt have the requisite scale, is going to be very difficult indeed. So a really tough moment for a bank which has been around since 1872. Pensioners today are now £20 a week better off than working age households. Thats according to new research from the Resolution Foundation, which reveals that typical Pensioner Incomes now outstrip those of working age people. Pensioners are also now more likely than their predecessors to still be in work, own a home and have access to generous private pensions. David finch is the senior economic analyst at the Resolution Foundation. Go through some of these reasons about why it makes them so much better off than they were even ten yea rs better off than they were even ten years ago. For a start it is important to recognise that it is not all pensioners that are seeing this rise in their income. The people that are already retired their income tends to remain fairly sta ble their income tends to remain fairly stable in retirement. It is the new waves of pensioners with a approaching retirement that have greater levels of private pension income, more likely to own their own homes and are staying in work for longer. So something is working against them, like annuity rates, those are at rock bottom levels. There are some downward pressures on pensioners incomes but one we look at Income Growth across the distribution and we seem quite weak Earnings Growth in the last seven yea rs, Earnings Growth in the last seven years, pensioners have been doing relatively well in comparison. This flies in the face of a lot of other reports ive read which say we are facing a pensions crisis. We know we are worldwide, across europe, there is not enough money for pensions. How does this fit into that broader landscape . Pensioners retiring at the moment are benefiting from the generous private provision but what we will see in the future is less generous Pension Provision which is why it is important that while we have Auto Enrolment and that seems to bea have Auto Enrolment and that seems to be a success, and we have greater numbers in rolled in private Pension Provision, we will need to see greater levels of saving to make sure future generations have the same level of generosity and their pensions as current ones. Widespread drug use, door alarms that didnt work and a hole in a perimeterfence just some of the discoveries made by a bbc Undercover Reporter at a prison in the north east of england. Panorama discovered evidence of major Security Failings during secret filming at Hmp Northumberland, which holds more than 1000 men and is run by the firm sodexo. Ed thomas reports. Undercover in one of our biggestjails. For two months, bbc panorama filmed the drugs feeding addiction inside. And staff pushed to their limits. Hmp northumberland is a private jail run by the French Company sodexo and home to more than 1,300 inmates. 0n the Undercover Reporters first day inside, 2. 5 kilograms of spice, an illegal high with a prison value of £250,000 was found in two cells. Despite this, panorama was told there was no lockdown, so the block could be completely searched. The bbc secretly filmed inmates high on drugs. This man had taken spice. And then theres the violence. Cctv cameras recorded an inmate being stamped on. At one point, panoramas Undercover Reporter was threatened by an inmate. During filming, the bbc discovered a serious security breach, alarms on two doors werent working. Nearby, officers found wire Cutting Tools and later, a hole in an inner Security Fence. It meant drugs could have been passed into the jail. The reporter asked the governor what went wrong . Sodexo, the company that runs the prison, said the safety of staff and inmates is their top priority. The Ministry Ofjustice said it would urgently investigate the bbcs footage and that the government is determined to reform our prisons. Earlier on the Victoria Derbyshire programme, we spoke to james bell, a former prisoner, and david, a former Prisoner Officer who didnt want to give out his surname. But first to bill, who contacted the programme about what life was like in prison and the problems with addiction. I smoked cannabis for 41 years and i give it up two years ago. But spice, they advertise it as an alternative to cannabis. Its like cannabis but its nothing like cannabis. Its mental. I believe its made from fish tranquilliser. I literally took three drags and i thought i was going to have a heart attack. I started having palpitations. I started sweating. I felt really ill and ive thought theres no way im planning on doing that again. I tried it once, it was christmas, and id never do it again. Ive seen people change from being positive, fit, healthy, good looking, to grey white shells, who become extremely violent if they havent got it. I think its like crack. I call it greenham crack because its so addictive and a lot of prisoners are just running around to get it. The reason theyre doing it is because theres nothing to do. Theyre banged up 2a of the day seven days a week. Bill, i want to bring injames because you mentioned james bell and he had been talking about. You used spice the last couple of times in prison. Can you identify with what bill was saying there and the affect it has on you . I think bill has hit the nail on the head there. Prison has changed over the years. I remember in the 905 it was different. There were still a drug problem, just things got a lot more chaotic and the drugs have changed. Again, Staff Shortages. All these elements are just creating more problems. For me, personally, my experience of spice was to pass the time. Because i battled addiction for 25 years, that was all i knew, drugs. Prison to me was just an occupational hazard really. And that was a way of making money in prison. Using drugs, using spice, selling spice. And i think thats the mentality now of the prison system. With people who are in prison. And for the first time, i have been clean now for just under a year, but again, it was the Staff Shortages because i wanted help. I went into prison the last time and it was like, wow, this is chaos. So what was it like . Give us an idea of an average day on the wing in your prison. Pretty mundane really. You opened up for breakfast. If you are going to education, which is mundane, ive done it that many times over the years, id stopped listening or people just werent participating the education and it was basic. So it became bored. If i was let out of my cell, if not id be banged up for 23 hours a dayjust watching tv. So i wanted something to take me away. Its that escapism . To me it was. Lets bring in david, a Prison Officer for 2h years. He leftjust over a year ago. What bill and james are telling us is effectively prisoners are running prisons. There are not enough Prison Officers there and its out of control. I know you speak to colleagues still in the system. Do they agree with that . Absolutely, 100 . I started 24 years ago and we would have four members of staff on a landing. Now youre lucky if there is one. I spoke to one of my friends and he was telling me they are unlocking the wing i used to work on with four members of staff to unlock 200 prisoners. Its frightening. David, a former Prison Officer, and james bell, a former prisoner. And well be speaking to mike rolfe, the National Chair of the Prison 0fficers Association, in around half an hour. For the first time, pensioners are, on average, better off than people of working age, according to a new study. The think tank the Resolution Foundation says Pensioner Households have £20 more a week than working age households, because they are more likely to own their home and have generous private pensions. Keith doyle reports. Its those who retired recently who are enjoying higher incomes according to this study. The rise in Pensioner Incomes comes as Working Households are seeing their incomes squeezed. The Resolution Foundation says the typical Pensioner Household is now £20 a week better off than one with people of working age after Housing Costs are taken into account. 15 years ago, the average pensioner was £70 a week worse off than younger Working Households. The change is attributed to a number of factors the proportion of Pensioner Households in which at least one person still works has grown from one in eight in 2001 to nearly one in five. Many newly retired people also have generous occupational pensions and own their own homes, and all have enjoyed a rise in pensioner benefits. At the same time, working age households have experienced low Income Growth. But the report also reveals a sharp divide. The poorest fifth of Pensioner Households rely solely on welfare payments. And it says future generations will be less likely to own their own homes or enjoy such generous workplace pensions. Britains biggest supermarket, tesco, says its taking immediate action after a bbc investigation revealed widespread overcharging. Over three months a team from bbc inside out visited 50 branches across england, and found multi buy deals still being advertised days, weeks and in some cases months after the deductions were no longer valid at the till. Jonathan gibson reports. When we see a special offer on the supermarket shelves, we expect to pay that price at the till. But its not always the case at tesco. And heres why. The bbc visited 50 tesco Stores Across england and was overcharged in 33 of them. Tesco didnt want to do an interview, but after reviewing the bbcs evidence, said. But thats just the start. He has done a bit of that on social media but he has had his own problems domestic early in the last year, trying to shore up some of his popularity as a result of that, so he had other concerns but there is a big thing in the room which is that the north American Free trade agreement, that deal done by bill clinton, includes canada, the us and mexico, and donald trump said he wants to renegotiate that and this could have huge economic consequences for canada and the hundreds of thousands of people who crossed the border every day of the week, so a lot at stake for canada in this meeting. Nearly 200,000 people in Northern California have been asked to leave their homes after the tallest dam in america was weakened by heavy rainfall. Officials say part of the 0roville dam could collapse at any moment. It is the first time the lake has experienced such an emergency in its near 50 year history. David lee reports. The 0roville dam, which is about 150 miles north east of san francisco, is the tallest in the us. Over the weekend and after weeks of historically heavy rain in the state, residents in the surrounding towns were ordered to evacuate. The dam itself is not at risk of bursting, the authorities said, but one contingency measure to prevent flooding failed last week. And on sunday afternoon it looked like the Emergency Backup Plan was about to fail too. The Emergency Spillway, which has until now never been needed, began to rapidly erode when water was channelled through it, creating a 30ft deep hole. At one point residents were told the spillway could fail within an hour, provoking thousands to take to their cars and head away from the affected areas. Helicopters dropped in rocks to plug the damage in an attempt to get things under control. Until we can get the lake to drop approximately 50 feet. 50 feet. If we can continue to do that, that brings a little calm to what were trying to accomplish here. We are dealing with Mother Nature and a very dynamic situation that is ongoing. By sunday evening the lakes water level had decreased enough, taking the pressure off the spillways. The first amongst them arrived around midnight, spending four hours on the freeway with young kids and elderly and pets, so they are very stressed out, especially as they dont know when they will get home. Its about 4am in california now and i havent heard official statement yet conveyed to us about what will happen with the Evacuation Orders. We last found out it will be in effect for at least 20 hours and will be extended or let it lapse, i dont have official word but as you heard, i have heard that the levels have come down and hopefully as the daylight comes on they will be able to assess it better and maybe make a decision. After she disappeared he sent a series of Text Messages to her phone. The prosecution asked why her phone. Panorama filmed undercover at Hmp Northumberland and discovered a number of problems, including inmates using drugs. Joining me now from Central London is mike rolfe, National Chair of the Prison 0fficers Association thank you forjoining us. How shocked you by these findings . Not at all, really. This is what weve seen over the recent weeks in terms of riots and high levels of violence. The prisons are in crisis, there is no control, there is no real support for the staff to be able to turn that around. I havent had the opportunity to see what is in the Panorama Show tonight but it is indicative of what weve been seeing for a while. Are you saying it is the same as this in most or all prisons ran country . There are exceptions were good work is still going on in therapeutic prisons where prisoners are actively engaging, but the majority are in this mess. The predominant prison make up is category c establishments. We have concerns about the private except coming in. They want to make profits and have reduced staff drastically, in northumberland they cut Prison Officers by 96. Its this absolute attempt to reduce budgets that has left prisons in this sad state. And if it is a crisis, what other measures you would like to see taken in the short term and long term . Measures you would like to see taken in the shortterm and longterm . As weve been saying for a long time staff need to be increased, big state m e nts staff need to be increased, big statements have been made, they cut nearly half a billion out and we dont think 100 million is going to be anywhere near enough to turn it around. 2500 staff is not going to be enough but they arent even able to recruit that at the moment stuff that was dropping because people are becoming frustrated and leaving. There is a massive problem in the system to be talked about in greater detail. Talking about reform and coming out with white papers is not going to solve it. We need to look at the root causes of the problems. People need to listen to what were saying rather than using a mishmash of smaller ideas. Is itjust a case of smaller ideas. Is itjust a case of more funding, and more officers . In the short term, unfortunately, yes. Its in such a Crisis Position that we have to flooded with staff, staff and power to do the job. But there much deeper cause issue in terms of training and professionalisation of the Prison Officer role. Companies that come in getting staff as cheap as they can, people dont want to stay in and the experience they have with prisoners to turn their lives around. There is a lot of work to do to make prisons safe again. We need to put money and staff into it. Thank you very much. They went up to ring for evensong. The bells are very big and the biggest bell weighs about two and a half tonnes. Ian and about two and a half tonnes. Ian and a friend, one on a box, one on the ground, were pulling the bell so it was ready. As ian lifted his feet the bell rope got caught under his foot and he went up about five feet in the air. He fell about five feet, head first, because he was flipped 180 degrees. His headquarters the box and he had a very nasty gash in his head, a lot of blood everywhere. The reason we prepared so much is that the tower is open to the public, so god forbid someone had a stroke or a heart attack we would know how to get them down quickly and safety. Sunshine lifting the temperatures across ireland. Lots of sunshine across the south east, across through the midlands and wales. A little cloud in the south west and hear of this highest temperatures. Very windy too. Strongest gusts of wind in western parts of wales, 50 or 60 mph. The winds will drop a bit overnight. There will still be the odd spot of drivel drizzle for the north of scotland. Thicker cloud brings outbreaks of rain into the south west early on tuesday, but its very weak, moving slowly northwards and eastwards.
