On a series of big ifs. It depends on all of us, the entire country, to follow the advice, observe social distancing and keep that r down. And, to prevent reinfection from abroad, iam and, to prevent reinfection from abroad, i am serving notice that it will soon be the time, with transmission significantly lower, to impose quarantine on people coming into this country by air. It is because of your efforts to get the r down, the number of infections down here, that this measure will now be effective. And, of course, we will be monitoring our progress, locally, regionally and nationally. And if there are outbreaks, if there are problems, we will not hesitate to put on the brakes. We have been through the initial peak, but it is coming down the mountain that is often more dangerous. We have a root and we have a plan, and everyone in government has the all consuming pressure and challenge to save lives, restore livelihoods and, gradually, restore the freedoms that we need. In the end, this is a plan that everyone must make work. When i look at what you have done already, the patience and common sense you have shown, the fortitude of the elderly, whose isolation we all want to end as fast as we can. The incredible bravery and hard work of oui incredible bravery and hard work of our nhs staff, our care workers, the devotion and self sacrifice of all those in every walk of life who are helping us to beat this disease, police, bus drivers, train drivers, pharmacists, road hauliers, bin collectors, cleaners, security guards, postal workers, teachers and a thousand more. The scientists that are working around the clock to find are working around the clock to find a vaccine. When i think of the millions of everyday acts of kindness and thoughtfulness that are being performed across this country, and that have helped to get us through this first phase, i know that we can use this plan to get us through the next. And if we cant do it by those dates, and if the alert level wont go down, we will go on until we have got it right. We will come back from this devilish illness. We will come back to health, and robust health. And though the uk will be changed by this experience, i believe we can be stronger and better than ever before, more resilient, more innovative, more economically dynamic, but also more generous and more sharing. The Prime Minister has delivered his statement so now is the time for us to consider the images in the governments approach to tackle this pandemic. And the stay at home message is not being replaced in scotland, wales or Northern Ireland. So the main points of what the Prime Minister described as his conditional plan can be summed up as follows. The government is actively encouraging people who cant work from home to go back to work if they can from tomorrow, but not to use public transport. Thats step one of a three step plan. From wednesday, in england, people will be allowed unlimited amounts of exercise, or to sit in the local park or to drive, but only with members of the same household. In step two, from june ist, there will be a phased reopening of Primary Schools in england initially reception, year one and year six. Shops will also start to open. Its hoped that secondary School Pupils taking exams next year will get some time with their teachers before the summer break. In step three, byjuly at the earliest, some parts of the Hospitality Industry will reopen, along with some public places, provided they are safe. And the Prime Minister said there would be some kind of quarantine for everyone arriving into the uk by air, but theres no date on that yet. In fact, there is very little detail on that, we might get detail on that and other proposals tomorrow. Lets go straight to westminster and our Political EditorLaura Kuenssberg. Lets start with a direct question about the thinking and the strategy behind these changes this evening. What do you make of that . behind these changes this evening. What do you make of that . I think this has been such a strange and terrible period for many people in this country, but the disease has started to come under control. Day by day we had seen the number of new cases on the way down, that crucial infection rate has been dropping and because of that the government has made a decision that in england it is time to move to the next phase, meaning slowly, carefully and conditionally taking some small steps towards reopening society, reopening the economy. It was interesting to hear time and again the Prime Minister say this is a series of big ifs, it is certainly not a dramatic flinging open of the doors. Briefly at this moment, if i may, because we have so much to discuss, when i mentioned earlier we might geta discuss, when i mentioned earlier we might get a lot more detail tomorrow, because some of this is rather vague, what can we expect . There will be tomorrow a statement in parliament, such as it is at the moment with so few mps in person, where the Prime Minister will set out more detail. There will be a document of about 50 pages of filling in the blanks, if you like, of the rhetoric in his speech. At that will be many, many questions about how this will technically work. Bet there will be many. Questions too on tensions between the four countries of the uk, where nicola sturgeon, the government in wales and the government in belfast had taken different approaches around the messaging. But perhaps at this moment not genetic changes in terms of the actual measures they are taking. Not dramatic changes. With everything that has happened in the last couple of months, these changes may not seem huge on the faith of it but the government hopes they do start to build a sense of expectation and a sketch for people, to allow people to plan, however slowly, looking forward to some moments where things can gradually start returning to a new normal, if not what we have been used the past. The Prime Minister said that it was thanks to the publics effort and sacrifice that the spread of the disease had been slowed and the death rate was coming down. Our medical correspondent fergus walsh is here. Part of the governments thinking today is based around how quickly the disease is spreading, the rate of infection called the r value. The Prime Minister kept referring to that end we have heard a lot about it in recent weeks. Tell us more. The r number is the rate of infection for the virus. Every Infectious Disease has one. Its the number of people that on average every person with the disease will pass it on to. Which coronavirus it is three, you need it below one because then you have a shrinking epidemic. In the uk, Boris Johnson says, have a shrinking epidemic. In the uk, borisjohnson says, it is between 0. 5 and 0. 9, perilously close to coming above one. If it was 0. 5 across the uk, then for every 100 people infected with covid i9, they would pass it on to 50 others, and they in turn would pass it on to 25 the graduallyjo virus will fade away. The virus will gradually fade away. If it creeps up to 1. 5 in every ten people would infect 15, every ten people would infect 15, every generation would pass it up and then ability expand. Opening schools, getting more people back to work, restarting the economy all have an effect on r, that is why they are being staggered several weeks apart to see what the impact will be on r. In all the measures contemplated, i suppose that people are being encouraged back to work, it is really asking people to make, what, their own decision based on their own sense of responsibility . Is it handing over responsibility to the individual . People are being asked to stay alert, maintaining social distancing. If you can go to work better maintain social distancing that inferior should not allow the virus the chance to spend more quickly. Let that in theory should not allow. It is all about hospitals, not allowing the nhs to be overwhelmed. If we look at the number currently in hospital with covid 19 over the past few months, and it peaked in early april, we had more than 20,000 people in hospital at one point, it is nowjust under 12,000, in the past week there has been a 17 drop and crucially less than a third of intensive care beds are taken up with people with covid 19, so there is capacity but what we do not hear about are the hidden costs of this epidemic, the people not getting cancer tests and having cancer untreated, the people not having other conditions discovered. The long term costs on health and the economy. There is very, very little room for manoeuvre. Obviously we need more testing in the weeks ahead so that we can bear down on this virus. Fergus walsh, our medical correspondence, thank you. One of the Main Elements of the message from borisjohnson was aimed at those who cant work from home, and he mentioned those in construction and manufacturing, saying they should be actively encouraged to go to work, but at the same time should try to avoid public transport. After nearly two months of lockdown, thousands of firms of all sizes have been waiting to hear the Prime Ministers plan for the months ahead. Our Business Editor simonjackjoins us. He has some thoughts on what this message means for business . You picked it out yourself, the standard thing is we need to stress that anybody who cant work from home, such as those in construction and manufacturing, should be actively encouraged to go to work. The truth is many businesses have had people return to work in a safe, contingent way, but the real problem is they go on to say you should avoid public transport if at all possible because been the stand will maintain social distancing, which begs the question if you rely on public transport to go to work, what message is this sending . They say they will establish new guidelines for employers to make workplaces covid secure. We got seven documents for working, outdoor, indoor and secure. The unions are deeply sceptical. At the end of the day this is about confidence on the part of employers that they will not run foul of government guidance, confidence on the part of workers that they feel safe and on the part of consumers that they can venture to buy the products and services that will ultimately be delivered. Rather than stay at home, that applies for england. Lets talk to the labour leader sir keir starmer, whos at westminster. Thank you forjoining us. What does this message do in terms of clarity . Do you think it is clear enough . think what the country really wanted tonight was clarity and a real sense of consensus. I dont think we got either. I know there will be more details tomorrow but there is a big gap for the government to make up. A basic message, stay alert, just is not clear enough. The Prime Ministers statement raises as many questions as it answers. On top of that you had different messages in england to scotland and wales, this sense of the United Kingdom not acting together, so the basic clarity and consensus that i think we all wantjust is not there from the statement at the moment. When you look at one element of the message, trying to get the economy moving in some parts and urging workers who can go to work who do not have to stay at home, to go to work as units tomorrow, not using public transport, does it make sense to you logistically and practically . I think there are real problems, those who cannot work at home are being told to go to work tomorrow, millions of people, that means go to work in about 12 hours. Mixed with the message that if it is possible to do so, do not use public transport. That is quite a thing to spring on people for tomorrow morning. And as has already been said, last weekend there were guidelines about how we would operate safely at work, they were in very draft form, i do not think they have been published, i do not know when they will be published, and slash or realistically help people who rely on public transport can get to work tomorrow. That is why i say the statement raises as many questions as it answers. The Prime Minister was keen to say it was a conditional plan, underlining the fa ct conditional plan, underlining the fact it depended on a lot of factors. Another very important one, of pa rents factors. Another very important one, of parents will be watching and listening eagerly to the message on schools, we heard about reception, 93v schools, we heard about reception, gay one, yet six and possibly secondary School Pupils being able to see teachers before the summer break reception, year one. Does that time i make sense . The Prime Minister said it is conditional, i accept that any pine like this will have to be conditional. At the Prime Minister and the government need to do is build consensus to make sure that all of those who work in schools and parents have confidence in the timelines set out. I do not criticise the fact it is conditional, i understand that, but we must make sure everybody involved has confidence in what will happen injune or has confidence in what will happen in june or whenever it has confidence in what will happen injune or whenever it will be, that is the essential gap the government needs to close. Most of the Prime Ministers statement tonight applied to england only, as the devolved governments in scotland, wales and Northern Ireland have exercised their right to follow their own approach. Were going to talk to our colleagues in glasgow, cardiff and belfast. And we start with our scotland editor sarah smith. First minister delivered her own message earlier today . She did. And she is not changing the message from stay at home, that is the advice in scotland. She is so scathing about the new slogan for england, she has even asked the uk got and not to run their stay Alert Campaign in scotland. This is what she had to say this afternoon. For scotland right now, given the fragility of the progress we have made, given the critical point we are at, it would be catastrophic for me to drop the stay at home message, which is why i am not prepared to do it. I am particularly not prepared to do it in favour of a message that is vague and imprecise. I feel very strongly, and it is a responsibility that i bear and feel very heavily, i am asking all of you to do things right now that are not normal in everyday life. Nicola sturgeon is adamant that Boris Johnson can do what he believes is best for england, but she is in charge of lockdown rules in scotland, and they are going to remain the same, apart from one small change, where people are going to be allowed out to exercise more than once a day. Nicola sturgeon is also clearly very angry that she had to find out about some of what the Prime Minister hasjust to find out about some of what the Prime Minister has Just Announced from the newspapers this morning, rather than from him directly. Although there has been a lot of talk about a four nations approach to this crisis, where all of the parts of the uk will operate under broadly similar rules, the nations are starting to diverge quite significantly. Nicola sturgeon is worried if she were to start easing scotlands restrictions, people could die unnecessarily. Lets go to cardiff, and he will how would you characterise the differences between the approach there and Boris Johnsons . Well, the initial measures, you could argue, are similar. But the tone and emphasis was very different from borisjohnson. That emphasis was very different from Boris Johnson. That word about staying alert was key for him, the message for people in wales and scotla nd message for people in wales and scotland is still to stay at home. The other key difference is about going to work if you have to. People in wales should stay at home, but what if they are employed over the border in england and their employers start expecting them to go to work . In schools is the other key difference. Borisjohnson is saying if everything goes to plan, come june the 1st, some schooling may resume. That will not be the situation in wales, we are told there are no changes there. But what if your children go to School Across the border . There is another border issue at play. In wales, people are not allowed to drive to exercise. What if people who live along the border in england want to go somewhere like the Brecon Beacons . They could be arrested by the police in wales were breaking the lockdown rules in wales. So, where we get divergence of devolution, in this case we get some confusion. How much ofan case we get some confusion. How much of an implication well that have on things like the virus contamination rate . We will have to watch over the coming weeks. Many thanks again. Straight to belfast, and emma vardy is there. Is the difference in approach there as pronounced as it is in glasgow and in cardiff . Well, the messaging in Northern Ireland is very much stay at home. We saw the first minister, Arlene Foster, on the airwaves giving various interviews, reiterating there will be no deviation from the current regulations, except some small ways, she said, possibly like the reopening of Garden Centres and possibly private prayer spaces. We have also seen sinn fein on twitter, seemingly echoing that message. And there were some very critical reactions from the leader of the sdlp here, colum eastwood. He said he felt people would not understand Boris Johnsons new guidance, he felt people would not understand borisjohnsons new guidance, and he told the Prime Minister himself that he thought the new stay alert messaging was nonsense, in his view. There is a lot of concern here around care homes. For two weeks running in Northern Ireland we have seen deaths in care homes at a higher number than those in hospitals. And there does seem to be some evidence that people are getting out and about, more so than they were in the early days of the lockdown. Compliance regulations seemingly fraying around the edges, as Arlene Foster put it. You can expect people in Northern Ireland to be encouraged by the Northern Ireland executive to keep sticking to the lockdown over the next three weeks. And any changes people may see will be pretty minor. Many thanks again. Emma vardy in belfast. A month ago, our medical correspondent fergus walsh visited the intensive care unit at University College hospital in london, one of the busiest anywhere in the uk, and saw for himself the extent of the efforts being made to cope with the pandemic. Hes been back to see how its coping now. Coronavirus is still taking a heavy toll in intensive care. It doesnt feel like it is over by a long shot. Some patients have been on a ventilator here for more than a month. Brutal is the word, people stay acutely sick for a long period. Its not just stay acutely sick for a long period. Its notjust their stay acutely sick for a long period. Its not just their lungs stay acutely sick for a long period. Its notjust their lungs that stay acutely sick for a long period. Its not just their lungs that are damaged. Many have kidney failure and need dialysis. When you are not here, you are still thinking about here. You cant get it out of your mind a lot of the time. In the months since we were last year, dr jim dowd has not become any more optimistic. The disease continues to bea optimistic. The disease continues to be a horrible disease, even by icu standards. I dont think i am feeling more positive. Ithinkl standards. I dont think i am feeling more positive. I think i am pretty shell shocked by this disease, if i am honest. These patients dont get better quickly, so we have had a slow and difficult period of trying to help these patients recover. Day after day, week after week, staff are working in foal ppe. Although patient numbers are falling, matron Elaine Thorpe says the psychological impact on staff is rising. I would say in the last week i am starting to see the last week i am starting to see the Emotional Trauma coming out in our nurses and doctors. Everybody, really. You know, me, for one, i cant get this image out of my head, a group of patients or lying face down, prone, they felt faceless. This is a sobering reminder of the devastating impact of coronavirus. Extreme caution will be needed when relaxing lockdown measures, or it could lead to a surge in infections. And that would mean many more patients coming into hospital. As covid ward slowly empty, the dilemma is how and when to reintroduce Services Like outpatient appointments and planned surgery. Pa rt appointments and planned surgery. Part of the problem is, no matter how ill they feel, many patients without coronavirus are hesitating to come in. Josephine, who is 83, passed out at home. My daughter said to me, you mustnt go to hospital, maam, because of the virus. But i really felt terrible. I was in pain. So ive just got to take a chance and go. Of course. Which i did. Non covid emergency admissions are down 50 . Which may be storing up problems. If you stay at home with a heart attack, you may not die, but then you might have a bigger heart attack than you would otherwise have, and end up with heart failure. Or if you do not treat your asthma, with adequate treatment in hospital, you may end up in a much more serious condition. One in two patients with coronavirus do not survive intensive care. But there are successes, like this man that we met at the beginning of april. Hopefully you will be able to see your wife again soon . Hopefully, definitely. As the summer approaches, people looked to the Prime Minister to give some kind of guidance on what travel might be allowed. Mrjohnson confirmed that anyone coming into the country by air will have to go into quarantine, so that makes holidays abroad very unlikely. I should stress there were no details attached to that, no dates for it to be implemented or how long it might be. We might get some details on that tomorrow. However, he also said that byjuly at the earliest, some of the Hospitality Industry might be able to reopen. Our correspondentjon kay is in Weston Super Mare in somerset. Most of us have had lovely weather over the weekend, the kind of weather that makes you dream of summer holidays. But where does this announcement leave our plans and where does that leave a seaside town like Weston Super Mare, which relies on tourism, relies on providing hospitality . We have two guests. Until may be Something Else comes out, i dont know. He is dealing with a pandemic, the Prime Minister, it is a huge and complicated situation and he has to put Public Safety first . And i understand that, but as a business, that hotel is stood there empty, we have nobody in and, like i said, we just want to know when we can move forward a little bit, maybe open up, have a few people in, something. Lets talk about the attempt by the Prime Minister to encourage more people to return to work, possibly as early as tomorrow, in context with what is going on in the economy . There is an awful Public Health crisis getting slightly less bad and a severe economic crisis that will not necessarily be revealed to people until they get back to work, which is getting worse by the week. The two things are connected and when push came to shove the Prime Minister chose, understandably, to privatise the Public Health crisis, not to be led, as he put it, by economic necessity to prioritise the Public Health crisis. But he has just tried to get people to use some of the discretion already in the rules. The rocked out the lockdown was not watertight. You we re lockdown was not watertight. You were encouraged to go to work if you should. He is making that a little bit more explicit and sending a message to employers to make it easier to reopen the economy when that comes back, that is why the stay at home messaging has changed to stay alert, but that has created some confusion and vagueness. The result of the issue about whether these things all work together, what if you have Primary School kids that cant go to school, what if you need public transport . Business groups have given a cautious welcome, a can of hope, unions are worried about safety and i think unions are worried about safety and ithinka unions are worried about safety and i think a lot of people will be looking at for this tomorrow, but it is very difficult for the Prime Minister to get both of these twin crises correct.
