And if you want one image to highlight the inadequacy of the police response, just look at this officer endlessly retreating, one staircase at a time. Or in the chamber, plainclothes officers having to resort to barricading the doors, their weapons drawn to stop the rioters from entering. These are scenes that have played out in tinpot regimes around the world, but in america, this beacon of democracy . This protester Ashli Babbitt was killed, a military veteran who had served her country in afghanistan and iraq, only to die from a single gunshot wound fired in the hall of the house of representatives. Even though i totally disagree with the outcome of the election and the facts bear me out, nevertheless they will be an orderly transition on january the 20th. I guess now we wait and see if they take us seriously, because they saw how easily we were able to breach their defence. In spite of everything we saw with our own eyes, a lot of those protesters who laid siege to the us capitol insist that it is the other side that is trying to seize power and subvert democracy. Among them theres very little sense of embarrassment at the events here if anything, a sense of pride. Proud especially that they caused politicians to cower in congress. Ive never had a panic attack, but i think thats what i was having. My heart was pounding very, very hard. I was having a little bit of trouble catching my breath, and i felt almost paralysed. You can see what we do. The Health Secretary matt hancock was due to see patients receiving the oxford vaccine at a gp surgery in london but the delivery was delayed. Supplies are being promised to practices across england. The Prime Minister said it was a National Challenge like never before, but everything was being thrown at it. Theres going to be lumpiness and bumpiness in the distribution and today, it may be that some gps are not getting the consignments they expected. I know that other gps, i certainly know from first hand experience, other gps are doing an incredible job of getting those jabs into peoples arms. The government aims to offer a first dose of Covid Vaccine to all those in the top four priority groups by mid february. Top of the list are people who live or work in care homes for the elderly. Then come the over 80s and front line health and social care workers. Next on the priority list are the over 75s, and then the over 70s, and those deemed extremely clinically vulnerable, who have been shielding for much of the pandemic. The uk has immunised more people than the rest of europe combined. Mass covid Vaccination Centres like this one at derby arena will help boost delivery, but we are still a long way from the target of offering 2 million doses a week to meet the goal of 15 Million People by mid february. Well, it comes as the uk recorded its second highest daily death toll since the pandemic began. These are the latest government figures. There were 52,618 new Coronavirus Infections recorded in the latest 24 hour period. The average number of new cases reported per day, in the last week, is now 57,234. On average, there were 27,983 covid 19 patients in hospital in the last week. 1,162 deaths were reported thats people who died within 28 days of a positive covid 19 test, and the second highest figure since april. It means on average, in the past week, 714 deaths were announced every day. It takes the total number of deaths so far across the uk to 78,508. The head of nhs england has warned that every region now has more Covid Patients in hospital than at the peak in april. Sir Simon Stevens said 10,000 people had been admitted to hospital since Christmas Day alone. 0ur Health Correspondent Dominic Hughes reports on the intense pressure hospitals are under. At the norfolk and Norwich University hospital, they are treating one of their own. Emergency Department Nurse Estrella Catalan is now a patient. Desperate to return to work but still fighting the virus. For estrellas colleagues, these have been some of the toughest days. Every Single Member of the nhs staff is going through so much. I mean, everywhere is understaffed, everywhere is being put through all this. We are all at risk, we are all coming into work and putting ourselves at risk and our families and its all for the patients. The pressure on hospitals is now so great, there is a danger some could become covid only sites. Already in london, more than half of patients are being treated for the coronavirus. Some non urgent routine operations have already been cancelled, including even some cancer treatments. But this virus has spread far beyond london and the south east. Services right across the country are now being stretched to the limit and beyond. There are hospitals that are right, right on the brink, some of them are sort of over that now. We have just got to hope that the whole of the nhs doesnt hit the brink at the same time, otherwise we wont cope. If it did, what would that look like . It would look like a very, very bad winter. There would be ambulances queueing outside, unable to off load patients. There would be patients on trolleys in corridors, you know, lots of very distressed people both from the points of patients, relatives and staff. There are now 50 more Covid Patients in hospital than during last years april peak, but at the same time, the nhs is trying to manage the usual winter pressures. Whereas in april, for every one coronavirus in patient, we were looking after two other hospitalised patients for other conditions, now for every one coronavirus in patient, we are looking after three other patients for other conditions, so the pressures are real and they are growing. The big concern is that case numbers are still very high and can only mean more admissions to come. There will be some difficult weeks ahead. Dominic hughes, bbc news. 0ur medical editor fergus walsh is with me. There is some good news tonight and we certainly need it in the shape of new drugs that can help save more lives . Absolutely, sophie, we already have one drug, dexamethasone, a steroid which in trials was shown to cut the risk of dying among the most severely by a third. Tonight, i can tell you we have two more drugs that are normally used for rheumatoid arthritis, and they cut the risk of dying by around a quarter. They are given via a drip and they dampen the immune response, which can go into overdrive with covid and they were found to save in trials, partly conducted in the nhs, to save one life for every 12 Covid Patients treated in intensive care, and they also speed up recovery, cutting the amount of time that patients spend in icy you in intensive care by a week. The Health Secretary says supplies of the drugs are available and they will begin being used intensive care immediately. Add to that the roll out of the vaccine and i think we have to cling onto the hope that science and medicine will eventually get us through this. Fergus walsh, thank you. France is also rolling out its vaccination programme, but at a much slower rate. Only 500 people had been given the jab in the first week. At least 25,000 were vaccinated today. Tonight, the french Prime Minister jean castex said the vaccine will shortly be offered to all over 75s, as he expressed concern that the virus is still spreading too fast in france. 0ur paris correspondent Lucy Williamson has been to a hospital in the Southern City of saint etienne. For france, this is not a vaccine to be delivered in a hurry. These tiny vials may be endorsed by doctors, but they carry a political risk. At saint etiennes new Vaccination Centre, the first doses to arrive are for staff, not patients a new push to increase vaccinations and Public Confidence in them. Until now, only residents of elderly care homes were eligible for the jab. This week, its being offered to firefighters, domestic carers and all medical staff over the age of 50. We are dealing with a technocratic system which is not reactive enough, and only wants to follow regulatory schedules without any risk. Procedures without any risk. And we all think it is time to take risks. Under pressure over the low number of vaccinations, the Prime Ministerjean castex said tonight that everyone over the age of 75 can have the vaccine from january the 18th, but he insisted that france was right to begin its campaign in the way it did. The government says it made sense to focus on the most vulnerable first, and to require signed consent and a doctors approval before carrying out the vaccination. But theres another reason for this caution around the vaccine. Polls suggest that more than half the french population isnt planning to take it. Marie is a newspaper publisher in paris. Her three children have all have their childhood vaccinations, she says, and shes happy to have most vaccinations herself. But the Pfizer Vaccine currently on offer in france has her worried because it was developed so quickly using a new technique. You see the government telling you that its completely safe, you see doctors telling you its completely safe, research is telling you its completely safe. Does that change your mind . They could say theyre sure with 99 , not 100 , nobody could say 100 , and my concern is about the one, two, three, 5 of risk. Distrust of vaccines has a long history here, but frances slow start led to accusations it was becoming a laughing stock. In other news, up to 4 million homeowners in england could benefit from a shake up of the leasehold system. Government proposals would allow them to extend their leases for up to 990 years at a reduced cost with no annual fees, known as ground rent. Our Business Correspondent sarah corker reports. Do we not own this house . We dont own a brick. The darbyshire family moved to this newly built home near bolton in 2010. They have a mortgage and a lease to live in the property, but they dont own the land its built on, so they have to pay extra charges called ground rent and other fees to the freeholder, costing them thousands of pounds. Jo says she feels trapped. Itjust makes me angry that this whole system exists, that you pay money for nothing. Do you feel like you properly own this house . Not at all. I know i dont own it. Why was that never explained when we bought the property . It is a scandal. On this estate, ground rent for some homes doubles every ten years. If leaseholders want to do any work on their property, they have to get permission from the freeholder and may be charged for that too. Campaigners say its left people stuck in unsellable homes. There are more than 4 million leaseholders across england and wales. Leases are typically issued for between 99 and 125 years. Once they fall below about 80 years, its difficult to sell and extending is expensive. Todays reforms will give people the right to extend leases for 990 years, but its unclear how much that will cost. And ground rent will also be scrapped for new leases. The changes that well make this year will be very significant, because by reducing ground rents to zero, it will significantly reduce, if not eliminate, the attraction that Many Developers and investors have to the idea of leasehold, because they wont be able to make so much money out of it. But House Builders say leasehold does work for some developments. Its a welcome change. The system though remains controversial and reforms slow. Theres a lot of devil in the detail with Something Like this, so there needs to be more information to come out in exactly how all of this, the changes that have been announced today, are going to work, so it wont move fast enough but the good news is its a step in the right direction. Back in bolton, jo wants compensation for high charges paid in the past and also hopes this is the beginning of the end of what she describes as a broken system.
