Lets talk about that with our scotland editor, sarah smith. The crucial letter makes a formal request to the Prime Minister on independence. But we will get a much clearer idea of where they are going, and crucially, after months of veiled threats and teeth baring between two sides, we will now have two clear and cool documents on the table. Well be able to compare and contrast them, see where there may be easy agreement and whether two sides will probably fall out. We dont expect any big surprises tomorrow. Senior staff at one of the uks biggest Childrens Hospitals have warned that pressure to cut Waiting Lists is putting the safety of patients at risk. They say the death of one little boy whose urgent care was delayed could have been avoided. Two senior surgeons at the royal manchester Childrens Hospital have told the bbc that the focus on reducing Waiting Lists has taken priority over treating emergencies. The hospital has denied that pressure is being exerted on surgeons. Our Health Editor hugh pym has this exclusive report. One and a half year old kayden. He was admitted to hospital for emergency surgery, which should have been straightforward, but after repeated delays, he died. His family say their lives were torn apart. You dont expect to take a baby to hospital and come away without them. It was just horrific. His grandmotherjulie spent a harrowing week at royal manchester Childrens Hospital in april last year. Nobody would listen to how much pain he was in, and he was in a lot of pain. His mother was too upset to be interviewed. Kayden was diagnosed on a monday. Doctors saying hed needed an operation for a hernia in his chest which affected his breathing. By friday it hadnt happened. He became critically ill and never recovered. His care was appalling. He was basically put in a room and left. And all we got, nearly everyday, was, hes not having the operation today, hes not having the operation today. Surgeons at the hospital have told the bbc that kaydens death could have been avoided. They said for some time before that they were Warning Management about the shortage of operating theatres. Basem khalil, a paediatric surgeon, says there was a top down focus on bringing down Waiting Lists for planned or elective surgery, rather than emergency patients. One of the consultant surgeons had offered to cancel his elective lists, so with elective patients on it, that doctor, he believes, felt he didnt have the authority to change his planned surgery to accommodate kayden. Safety had been compromised. The hospital did not take any substantive actions with regards to warnings that were given by myself or my colleagues. And how do you feel about that . I feel that the children are being let down, that despite the amazing work that we are capable of doing and are doing, we have been let down, and now a child is dead
