The number of coronavirus cases in england has doubled in a week, with the north east, north west and yorkshire the humber the worst affected areas, according to the latest data. The office for National Statistics estimates that one in 240 people in england had the virus in the last week of september, with more than 17,000 people catching it every day. This figure is approximately double that reported for each of the last two weeks. 0ur Health Editor, hugh pym, has the latest. More testing, part of the drive to rein in the spread of coronavirus. Here at nottingham university, helping students get a quick result if they had symptoms. The government at westminster are set to announce new restrictions next week in response to the general increase in infections. 0ne survey involving random testing of people in the community showed that in a week in the middle of september, there were over 116,000 people infected in england. By the following week, that had nearly doubled to 22a,000, meaning one in 240 had nearly doubled to 224,000, meaning one in 240 of the population had the virus. In wales, the figure in the middle of september was about 6500. But the next week it had come down a bit, with the proportion one in 500 infected in the population. But how well is testing and Contact Tracing an england function . There are fewer people getting results backin are fewer people getting results back in 24 hours and fewer of their close contacts being reached. There are reports of the system isnt working efficiently. These Kent University students are isolating after three tested positive. Thats what they told the test entry system but they are frustrated to get repeated and unnecessary calls. Six, seven times a day i get a phone call, saying you know someone who has tested positive, make sure you are isolating and then its just the same cold, the same kind of phone call same cold, the same kind of phone ca ll every same cold, the same kind of phone call every day, like multiple times a day. None of them seem to be in contact with one another. Telling each other. There doesnt seem a syste m each other. There doesnt seem a system in place to tell them they have avoided got in contact with us. Sometimes they call and they dont know we have tested positive already. There is mounting concern over rising infections in the north west and some of these resulting in people getting seriously ill, with hospitals coming under more pressure. Daily hospital admissions with covid 19 in the north west of england were fairly low and stable until the start of september. Then they started rising heavily, with sharper increases in the most recent few days. So what is happening here . This line shows the number of cases per 100,000 amongst the over 60s and that has been rising at the same rate. We are obviously concerned, as i think everyone is, around the country with the increasing numbers we are seeing. In terms of that impact on the hospital, we are busy but we have plans in place to cope. Most hospitals, including this one in north wales, are gearing up, even if they dont have many Covid Patients at the moment, they have to assume the numbers will rise. Hugh pym, bbc news. The merseyside borough of knowsley has one of the highest Coronavirus Infection rates in england 602 cases per 100,000 of the population. Its also one of the most deprived parts of the country, and unlike some other areas which have seen big increases, it doesnt have a large student population. So this virus is endemic across this place . Yes. So more than likely, a stricter lockdown is coming. This is the most left behind town in the whole of britain. Well, this is the latest Government Data about new infections. 13,864 were recorded in the latest 24 hour period down from just over 17,500 yesterday. It means the average number of new cases reported per day in the last week, is 15,505. Hospital admissions are also up, on average 561 people were admitted every day over the past week those figures dont include scotland. 87 deaths have been reported thats people who died within 28 days of a positive test for covid 19. It means on average in the past week, 59 deaths were announced every day. That takes the total number of deaths so far across the uk to 42,679. 0ur Health Editor hugh pym is with me. A lot of data and a lot of figures today. What does all this information tell us about why cases are going up . Well, we have the survey findings which a week ago suggested the growth of the virus was levelling off but that now looks like a false dawn. The office for National Statisticss Infection Survey suggests a doubling of infections in england over the last week for the week up until last weekend. Then we have had imperial couege weekend. Then we have had Imperial College london, with a different survey, suggesting much the same thing, with higher virus prevalence in the north west of england, followed by the north east than elsewhere and a warning that those high levels of infection relatively might spread to other parts of the country. These are surveys but they are picking up people who dont think that they have got the virus but who are randomly tested and it shows up as positive and they are seen as shows up as positive and they are seen as being pretty authoritative. They do suggest that previous sets of restrictions, particularly in england, havent had the desired effect. That is why more are being considered to be introduced next week by the government at westminster. But the problem is, cases that we had seen grow will result in hospital admissions in some cases a couple of weeks down the line, so whatever is introduced next week wont have any Immediate Impact on those numbers going into hospitals and that is the concern in the nhs. All right, thank you very much now. Hugh pym. A number of patients on an hospital ward at edinburgh western General Hospital have died, following an outbreak of covid 19. Six other patients have been confirmed with the virus. Nhs lothian says it is investigating the outbreak and the ward has been closed to new admission and discharges to allow tests to be carried out. The chancellor has announced new measures designed to help businesses across the uk which are forced to close because of coronavirus restrictions. Its thought that bars and restaurants in the worst affected parts of england may be told to shut next week. Rishi sunak says under the new scheme the government will pay two thirds of the wages of people in businesses which are told to shut. The uk wide scheme will begin on the 1st of november and last for six months. And for businesses forced to close in england, there is an increase in business grants with up to £3,000 a month paid every fortnight. But some Business Owners worry about a hard winter ahead. Heres our Consumer Affairs correspondent, sarah corker. Staff working for firms told to close by law will get 67 of their wages paid for by the government. So today im announcing an expansion of ourjob support scheme, specifically to protect those jobs are people who work in businesses that may be asked to close. If that happens, those workers will receive two thirds of their wages for the time they are unable to go to work. And listening closely to that is william robinson, whose brewery runs 260 pubs across the north west. I think there is definitely a relief that he is listening. He says if some are told to shout, wage support and an increase in business grants of up to £3000 a month will take some of the pressure off. The closure and reopening of a business, when and if that happens will be very expensive for Small Businesses and large businesses. They have a lot of costs and depending on the level of grant they get will depend whether that will really truly cover their expenses 01 will really truly cover their expenses or not. The hospitality sector has a raft of Safety Measures in place and says it is being u nfa i rly in place and says it is being unfairly singled out and for those who may have to close their doors once again, the bigger unknown is whether this extra Financial Support will make enough of a difference for them to survive in the long term. The substance of what he said has initially been broadly welcomed but there have been some questions over the timing because what the government has effectively done is say these the measures of support we put in place of businesses have to close but it hasnt said whether, where or when businesses might have to close. Critics have said that is only increasing anxiety and confusion. We are expecting to hear more from the government about what exactly might come next. There are meetings taking place across the weekend in downing street with ministers and local leaders, the government keen to say decisions havent been taken. It will have discussions with those people on the ground who understand their community is best. The company says it will continue to trade while trying to find a solution for the future of the businesses but its warned staff of significant store closures. In five health board areas in the central belt which includes glasgow and edinburgh theyve had to close completely until october 25th, although they can still serve takeaways. Premises outside this area can serve alcohol but only outdoors, until 10pm. They can, though, open for food and non alcoholic drinks during the day, closing at 6pm. The first minister Nicola Sturgeon said a further steep increase in cases was a sharp reminder of the seriousness of the situation. 0ur scotland editor sarah smith reports. Last orders, folks it is dispiriting to say the least, calling time on indoor drinking across scotland. Ifjust looking at a beer makes you want to drown her sorrows, well its too late. All bars and restaurants in Central Scotland are now closed for 16 days. In other parts of the country, alcohol can only be served outside. Most of my friends are angry about the whole thing. I mean, they feel as if theyve been penalised. Weve got to do something. Although im not entirely convinced that the pubs the problem. I think its quite sad. But probably for the best. Staff can be furloughed on 60 of their wages. The Scottish Government will spend £40 million to help the hospitality sector. But many feel the new restrictions are unnecessary and unfair. This is a very safe, controlled environment. Weve got measures in place that prevent infection. Weve not had any cases of infection since we opened injuly. And ijust feel that maybe people are being encouraged to go to places that are not controlled. Closing pubs and restaurants may seem quite drastic but its easy to enforce. Its much harder to regulate what goes on inside peoples homes. Now, households in scotland are not allowed to visit each other at the moment. But if people cant meet in licenced premises, might some be tempted to take the party home . In aberdeen and elsewhere outside the central belt, alcohol can be served outside, but many venues dont think its worth staying open. The first minister admits the restrictions are hard and painful. All governments are trying to strike right now impossible balances between lives and jobs and speaking for the Scottish Government we are trying to do that as best we can. Cafe is can open until 6pm. Somewhere at least four people to socialise but there has been much confusion over what constitutes a cafe. Jobs will be lost, businesses may close, and a gloomy mood has descended on a niche and not only of drinks but also of cheer. Iam in i am in the centre of glasgow. The streets are busy with a lot of young people who frankly do not seem to know what to do with themselves and the police will be out in force tonight. A Hospital Trust is being prosecuted, following the death of a week old baby in its care. An inquest found that the death of Harry Richford at the Queen Elizabeth the queen mother hospital in margate in 2017 was wholly avoidable. Englands independent regulator, the care quality commission, has said east Kent Hospitals university Nhs Foundation trust is charged with exposing the child and his mother to significant risk of avoidable harm. Michael buchanan reports. We were failed. Harry was failed. Weve really had to suffer and we will have to suffer for the rest of our lives. Harry richford should be approaching his third birthday but a catalogue of serious failures at birth led to harrys death at just seven days old. Today the nhs trust that should have cared for him was charged over his avoidable death. I think we are really happy with the cqc decision. Itjust shows that from day one we were put in a pretty terrible situation at the trust and the care both sarah and harry received was completely inadequate at the time. The problems occurred at this hospital in margate. Staff delayed arranging a caesarean section, didnt carry out the operation properly, then made errors when resuscitating him. An inquest in january concluded that neglect had contributed to harrys death. We both blamed ourselves and we didnt know why this had happened and the more we realised the trust were at fault the less we blame ourselves and the more we can look at them as an organisation that failed us. The east kent trust is one of englands largest and these criminal charges are the first time an acute nhs trust has been charged with poor patient care. Today it accepted it had failed to provide safe care and treatment to harry and his mother and apologised unreservedly. I think we wanted people to be held accountable for what happened and for some sort ofjustification for what happened and i feel like we have got answers from the inquest and we are being heard and harry didnt die for no reason. Harry richfords death has been the catalyst for an independent inquiry into Maternity Care in east kent, giving real hope of lasting improvements. Michael buchanan, bbc news, kent. A jury has heard how some of the 39 people who died in a shipping container last october had recorded farewell phone messages to their families during their ordeal. The vietnamese nationals aged between 15 and 44 suffocated as they were transported from zeebrugge in belgium to purfleet in essex. The court also heard how an attempt had been made to break out of the container using a metal pole. Four men are on trial at the old bailey in connection with the deaths. The Spanish Government has ordered a 15 day state of emergency. After a court overturned a partial lockdown imposed a week ago. Madrid and nearby cities will see restrictions enforced by 7,000 police. City officials argue that covid cases are falling and that a state of emergency is unjustified. Theres not been much to laugh about in 2020, but some relief is on hand after the National Lottery announced a scheme to help theatres stage pantomimes this christmas. It means the curtain will rise on up to ten pantos around the country, with as many as a quarter of a million tickets available, as our arts editor Will Gompertz reports. So, it turns out there is going to be pantomime this christmas after all. Oh, no, theres not oh, yes, there is. After the National Lottery stepped in to the breach and effectively offered to subsidise about ten different pantomimes around the country by purchasing the seats that have to remain empty because of social distancing. It was not financially viable for producers to put on shows to half empty theatres due to reduced capacity because of covid. But now the National Lottery is paying for those unsellable seats, marked with an x, the show can go on. It has been a hard secret to keep because theyve been talking about this for weeks and months and i couldnt tell anyone because everyone gossips with nothing else to do. So, i am so relieved to have it out in the open. I am constantly honing my craft, i spent the last 40 minutes polishing the jugglers balls. I think people want the excitement especially after the year weve had. Normally we would be planning shows 14 months in advance. Now, weve kind of got eight weeks but it is kind of all hands to the pump to make it happen, and deliver some joy, create some jobs, and get some of these theatres open. His aim is to put on ten shows across the country including at the Theatre Royal in newcastle and the birmingham hippodrome. A lot of theatres were looking at a very difficult future when thinking they wouldnt be able to do pantomime at all. And so this National Lottery scheme now gives them a lifeline. The enterprise isnt without risk, its possible audiences wont come or theatres might have to close again. But for those involved, its a chance worth taking to provide a bit of christmas cheer to end a dismal year. Will gompertz, bbc news. Time for a look at the weather. Heres sarah keith lucas.
