The uk is at a perilous turning point says the Prime Minister as new restrictions are introduced across the uk amid another big rise in coronavirus cases. The new measures are being imposed for six months in england, with a warning there could be more to come. If we fail to act together now, we will not only place others at risk, butjeopardise our own futures with the more drastic action that we would inevitably be forced to take. The push to return to the office is over, as people across england are told to work from home if they can. Its just been nice to actually get back into an office, wed started to get into a routine, so to go back on that now is disappointing, but if we
have to, we have to. Pubs, bars and restaurants in england, wales and scotland must shut by 10pm. Customers will have to wear masks when not seated. A lot of our revenue is obviously generated at night time, we are part the night time economy, so its worrying, not just for our business, i think for all of our neighbours, everyone in the industry, really. But scotland goes much further, as the first minister announces that, from tomorrow, people are also banned from visiting other households. And a devastating blow for sports clubs, as plans to allow some fans to return from next month are put on hold. And coming up on bbc news, confirmation that leyton orients league cup match against tottenham tonight wont go ahead after a number of orients First Team Players tested positive for coronavirus. Good evening and welcome to the bbc news at six. The Prime Minister has announced new restrictions for england that are expected to be in place for the next six months. Borisjohnson said the uk was at a perilous point and he warned that, if the new measures didnt slow the spread of the virus, tougher action would have to be taken. Ahead of an address to the nation tonight, borisjohnson said Office Workers should once again work from home if possible. Pubs and restaurants will only have Table Service and will have to be closed by 10pm and, if youre a customer, you will now have to wear a face mask unless you are seated. Therell be stricter penalties too. Youll be fined £200 if you dont wear a mask or if you break the rule of six. But scotland has gone much further. From tomorrow, people will also be banned from visiting other households. Heres our political
editor, laura kuennsberg. The last moments of summer. The last evenings before limits on our lives squeeze again. The last call will be earlier. And the cabinet knows tightening the rules now may not be the last time. Will these measures be effective . Im sure very serious measures will be announced but will have to wait for what the Prime Minister has to say. After days of guesswork and rising cases. I now call the Prime Minister to make a statement. Borisjohnson gave the reasons for the change. We always knew that while we might have driven the virus into retreat, the prospect of a second wave was real, and im sorry to say that, as in spain and france and many other countries, weve reached a perilous turning point. But, while the disease risks lives, restrictions riskjobs, too. This is far from the National Lockdown the government is desperate to avoid. This is the moment when we must act. If we can curb the number of daily infections and reduce the reproduction rate to one, then we can save lives, protect the nhs and the most vulnerable and shelter the economy. A stitch in time saves nine. That means masks in more places, tougher fines and a 10pm kick out time for pubs and restaurants. Here, thats losing five hours of trade a night for this late night bar in leeds. Im not really sure what the streets are going to look like at ten oclock. A lot of our revenue is obviously generated at night time, we are part of the night time economy, so its worrying, not just for business but for all of our neighbours and everyone in the industry really, i think we will see a lot of closures, sadly, a lot ofjob losses. And back to work might now mean back to your Kitchen Table with a laptop on your lap. Ministers have returned to the instruction for office staff
to the instruction for office staff to work at home if they can. For this Internet Company in london, that means moving outjust after they moved back in. When lockdown was announced, we all had to work from home, which wasnt ideal. We have done a rebranding, we have all come back, this is our first week in the studio and now we are potentially looking at going back to work from home again, which wasnt the ideal, especially after all the work we put in. Not so long ago, the Prime Minister said he hoped for Something Like normal life by christmas, but listen to this, the rules could tighten still if the disease keeps spreading, and four months to come. Unless we palpably make progress, we should assume that the restrictions ive announced will remain in place for perhaps six months. If we fail to act together now, we will not only place others at risk, but jeopardise now, we will not only place others at risk, butjeopardise our own futures with the more drastic action that we would inevitably be forced to take. In other words, if the
rules arent followed now, the countrys doors could close. The situation of the opposition claims would be of the governments making. The second National Lockdown is not inevitable. That would be a huge failure of government, not an act of god. There is still time to prevent it. That must be a national effort. Northern ireland and wales are likely to follow earlier last orders and, in scotland, punters will have to put their points down by ten, too, but the first minister is also limiting household visits and mixing, suggesting england hasnt gone far enough. We will introduce measures on hospitality similar to those outlined ring and by the Prime Minister a short while ago. However, the advice given to the cabinet by the advice given to the cabinet by the National Clinical director is that this on its own will not be sufficient to bring the r number down. They stressed that we must act now just quickly and down. They stressed that we must act nowjust quickly and decisively but also on a scale significant enough to have an impact on the spread of the virus. The disease pays no
attention to politicians. The calculations they make on all of our other halves could dictate if it spreads orfades. And, sophie, it feels the night that we are, after a summer of relaxation, shivering our way towards a tricky autumn and perhaps a more difficult winter, with an era of restrictions tightening anywhere. Remember, we are still very far away from another complete National Lockdown. That is what politicians everywhere are so desperate to avoid but these restrictions announced today are still challenging and they are going to be with us for some time. And, with cases rising as they are, i dont think we should be in any doubt that this might be seen as something of a down payment of more drastic action that could be required in the weeks to come. And expect the Prime Minister himself to make that Crystal Clear when he speaks to the country at hpm on bbc one tonight. Laura, thank you. Cash
at 8pm. The latest government figures show there has been another big rise in new cases and the number of deaths is beginning to climb. In the past 2a hours, 4,926 new Coronavirus Infections were recorded across the uk. It means the average number of new cases reported per day in the last week is now 4,189. And, as new cases have climbed, so have daily hospital admissions with 248 people being admitted on average each day over the last week. This number doesnt include scotland. In the past 2a hours, 37 deaths were reported of people who died within 28 days of a positive covid i9 test, the highest daily toll since the middle ofjuly. On average in the last week, 23 deaths were announced every day, taking the total number, across the uk to 41,825. Despite the rising number of infections, the Prime Minister told people who were shielding early in the pandemic that they dont need to shield again now unless theyre in local lockdown areas. So will the latest measures being introduced right across the uk
be enough to suppress the virus . Our medical editor fergus walsh looks at the challenges ahead. How do you strike a balance between bearing down on coronavirus while keeping the economy moving . That is the challenge facing ministers. Closing bars and restaurants at 10pm should reduce the amount of alcohol people drink in public, and so perhaps may make behaviour less risky. People will be a little bit more sober when they go home, which means they are less likely to engage in risky behaviours and perhaps more likely to put a Face Covering on when they get onto the bus and the tube. They may go home with friends but the chances are its not going to be in as large a group as they would be in the bar with. The latest reproduction or r numberfor the uk is between 1. 1 and 1. 4, which means that for every ten infected people, they will be passing the people on
to between 11 and 14 others and the Prime Minister made clear that, u nless Prime Minister made clear that, unless r falls below one, then further restrictions are likely. It is thought that coronavirus cases are doubling roughly every seven days and are increasing among all age groups. Hospital admissions are rising, too. Yesterday, government scientists said that, left unchecked, we could see 50,000 cases a day by mid october and perhaps 200 deaths a day a month later. But they stressed this wasnt a prediction. But that would still be a fifth of the 1,000 daily deaths at the peak in early april. Encouraging people to work from home again should mean fewer cha nces to work from home again should mean fewer chances for the virus to spread on Public Transport and in offices. Then there is scotlands decision to ban most people visiting
other households indoors, aimed at tackling a key driver of infection. We can expect this to have a Significant Impact because we know that this disease is spread from person to person, particularly in indoor environments where there is in so much ventilation and there may be multiple people close to each other, but, on the other hand, they will be impacts on well being, particularly amongst the most vulnerable from not being able to see friends and family as much. One thing that has not been tried here isa thing that has not been tried here is a night time curfew. That was imposed in antwerp, in belgium, in late july and helped imposed in antwerp, in belgium, in latejuly and helped reduce an outbreak there, though cases across belgium are now higher than in the uk. Fergus walsh, bbc news. So all parts of the uk are facing new restrictions, but the biggest difference is in scotland and Northern Ireland, where people are being banned from visiting other households. In a moment, well hearfrom our wales correspondent Hywel Griffith and our ireland correspondent emma vardy, but we start with our scotland editor sarah smith. The Scottish Government say the virus is spreading rapidly during socialising at home where physical distancing is harder so the biggest change in scotland will be a ban on meeting in each others homes from tomorrow. These rules have already been in place in glasgow and the surrounding areas for the last three weeks and the data shows they are having a significant effect. Nicola sturgeon says she knows this is going to be tough, but its necessary because she believes the measures announced by borisjohnson will not be sufficient on their own to reduce the spread of the virus. For pubs and restaurants, the rules in scotland will deliberately be the same as england a 10pm curfew in order to try and avoid confusion. Although the first minister made it clear she would consider tighter restrictions if she had the means to compensate businesses and staff for the loss of trade. Sharing a carjourney with a member of another household is going to be banned in scotland, where its already obligatory to wear facemask already mandatory to wear facemask
or Face Covering in a taxi. And the Scottish Government is considering a so called Circuit Breaker around the october school holidays, and they are already telling people not to go abroad on holiday during half term. When he addresses the nation tonight, the welsh first minister will call on people to carry on with many of the sacrifices theyve already been making for the last six months. Continue working from home, for example. Here in wales, there never was a rally call for people to go back to the office in the summer. Indoors, people should only meet with their extended household. So, whats expected to change . Well, its understood there will be a new message to avoid unnecessary travel in wales. No new five mile travel limit as we had in the summer, but people should question if they really need to go to places, they may want to think about their plans for half term holidays. There will also be a 10pm curfew in pubs, clubs, bars and restaurants as in other parts of the uk, also maybe limits
on alcohol sold in off licences and there are more 5 here in the city of newport. Local lockdowns such as here in the city of newport. Tough for rules in those areas, people are not allowed to travel in and out of the local area without good reason. That has not been extended wales wide. There are still some parts of the country which is seen falls in the new covid case rate. But in order to shelter a whole nation from a second wave of the pandemic, we are told these new measures are necessary. Ministers here at stormont have warned we are in for a crucial period ahead. So, as of tonight, people across Northern Ireland are no longer allowed to visit other peoples homes. Indoors, that is, no mixing of households with a few exceptions for things like childcare and medical needs. Now outside in private gardens, up to six people can meet but from just two households. And this marks a significant widening of restrictions across Northern Ireland. Ministers say that is because we are seeing a rise in cases pretty much everywhere. Now, as for pubs and restaurants, theyre staying open but were expecting new restrictions to be
announced on thursday such as a limit on Opening Times to 11pm and possibly a ban on live music. As for workplaces, the advice remains continue to work from home if you can. Now, of course, this has led to lots of questions, people asking why cant they socialise with others in their own homes but they can do if they go out to a bar. And today ministers have been very clear, the evidence shows, they say, that the transmission of the virus is predominantly happening inside peoples homes. Some questions too for students in Northern Irelands universities. At the moment, they can continue to go home on weekends to visit family but ministers have said if the situation gets worse, those home visits will have to stop, too. Just a month after the government was urging workers to get back to the office, people are now being told to work from home again if they can. It will have a big impact on cities and towns that were just starting to get busier again. Our Midlands Correspondent sian lloyd is in birmingham. This is birminghams Business District and we had really onlyjust started to see people coming back to work here. But now the Office Workers and commuters are being told that they have to comply with a change of direction, and local businesses who rely on those workers for their trade are very concerned. Still in the office, for now. Designed for 500 people, fewer than 50 solicitors have returned to these offices, which are among the largest in birmingham. Normally, all of these desks would be fully occupied. Among the mostly empty desks, those who have come in today wont be here for much longer. We totally understand the rationale, we totally understand the need to play our part. We can adapt, weve done it before, we did it at the outset and it proved that, 90 of what we need to do, we can do from home, so well do that again. Of course, our colleagues will miss the chance to interact, to collaborate, to come together and socialise, which is fundamentally
an important part of the job. Life in birminghams Business District had just started getting back on track, with some workers returning to the city centre. Thank you very much. Bringing back trade to nearby small businesses, like these newsagents. Iqbal has relied on local Office Workers for custom for the past ten years, but now is onlyjust surviving. Next door, its a similar story. With more workers now being told to stay at home, there will be fewer looking for lunchtime appointments. Really upset, because its scary, because its our livelihood as well. You know, weve got our bills and rent to pay and if its going to carry on like this, i dont know whats going to happen to us. People had been encouraged to return to their desks in england to help city centres recover. Now the focus is on reducing contact where possible to stop
the virus spreading. So, before, we were working from home and then our office encouraged us to come back in, they gave us our set days that we were meant to be coming in and now, today, we dont really know whats going to happen, really. Its just been nice to actually get back into an office, wed started to get into a routine so to go back on that now is disappointing, but, if we have to do. More offices are being built, but, for now, the messages stay at home if you can. Commuters wont be returning in their numbers here anytime soon. Sian lloyd, bbc news, birmingham. Its exactly six months tomorrow since the Prime Minister announced a National Lockdown. The Hospitality Industry was particularly hard hit. Now, just as many pubs and restaurants are starting to come back to life, theyve been told they must close by 10pm from thursday in england, and from friday in scotland. Sarah corker looks at
the impact it could have. When crowds are the enemy, our social spaces have been forced to change. The owners of this chain of tapas bars have already permanently closed one restaurant. Its been like a roller coaster, really. Now, the remaining two businesses in merseyside face tighter restrictions earlier closing times and Table Service only. There is bound to be a little bit of a hit but i think people will adapt to that hit. Its if the hit gets bigger and more restrictions come in place that then renders all of us really, really vulnerable for the future. Liverpool was already in local lockdown. The infection rate is four times the national average. The biggest fear is that we have to close completely again and it becomes like march, april, may again and june. Im not sure how we would survive then. The hospitality sector is under enormous pressure. Whitbread, the owner of premier inn and beefeater is the latest firm to announce job losses today with plans to cut 6,000 roles. With fewer travellers for both business and leisure, Hotel Bookings have slumped since lockdown and have been slow to recover. It is city Centre Hotels that have been hardest hit. And the landlords say a 10pm curfew for pubs from thursday will dent trade. I think its really going to be very, very tough for those in town centres in cities especially. That last one or two hours of trading on a friday, saturday night is pretty critical to them. Could this 10pm curfew push some businesses over the edge that havejust been hanging on . Without a doubt. Over in cheshire, infection rates are much lower than neighbouring merseyside. The artistic director of this chester
venue told me National Restrictions are a blunt tool. The blanket restrictions help nobody. We need specific localised responses to local problems. Chester is facing a very different situation than liverpool. Cornwall is facing a very different situation than birmingham. The government is trying to strike a balance between protecting health and keeping the economy going. Businesses are now preparing for a long winter ahead. Sarah corker, bbc news, in chester. The labour leader, sir keir starmer, has urged voters whove deserted his party to give it another chance. In his first Conference Speech as leader, delivered online, he told labour it was time to get serious about winning the next election and said the uk was being held back by what he called the governments serial incompetence. Our chief Political Correspondent vicki young reports. This is sir keir starmer and he really, really wants you to know thatjeremy corbyn is no longer leader of the labour party. A Conference Speech in an almost empty room,
after four election defeats, presents many challenges but sir keirs message was blunt. Never again will labour go into an election not being trusted on national security, with yourjob, with your community and with your money. Thats what being under new leadership means. He didnt mentionjeremy corbyns name once but he talked about the importance of patriotism and security, seen as weak points for his predecessor. Lets be brutally honest with ourselves. When you lose an election in a democracy, you deserve to. He didnt hold back on criticism of the Prime Minister either, comparing his own legal background with mrjohnsons time as a journalist. It was all about character, he said. This is the big difference between the Prime Minister and me. Whilst borisjohnson was writing flippant columns about bendy bananas, i was defending victims and prosecuting terrorists. Once upon a time, keir starmer led parliamentary calls
for a second brexit referendum. He didnt dwell upon that today and seem to acknowledge it was a policy that drove away many traditional labour voters. To those who have turned away from labour, i say this. We hear you. Never again will labour take you or the things you care about for granted. And i ask you, take another look at labour. Keir starmer wants to show hes made a break with the past, but many former labour voters in leave seats will still see him as the arch remainer who fought brexit tooth and nail. The policy details will come later. Today was all about laying out his personal values and trying to rebuild labours brand after so many election defeats. The speech was dismissed as a mixture of slogans and platitudes by the Left Wing Group momentum, but sir keir starmer
thinks he has plenty of time to explain his plan to voters. Vicki young, bbc news, westminster. The inquiry into the Manchester Arena bombing has been hearing from the family and friends of the youngest victim eight year old saffie rose roussos. The emotional tributes culminated with her mother, lisa, telling of the moment she woke from a coma to be told saffie had died and pleaded with her husband to let her die too. Judith moritz reports from manchester. Its not a normal day without saffie. A normal day with saffie would be crazy. But, now, a normal day to us is just calm. And i dont like it. How can Primary School children make sense of the murder of one of their own . She was just eight. Herfriends are too young to understand. But adults struggle, too. Her mum, who woke up from a coma to learn from her husband that saffie had died. I cried and begged and pleaded with him to let me die, too. I did die that day, inside im dead. My heart is so heavy, it weighs me down. Im so desperate to hold her close. And smell her hair. And to feel her cheek on mine. My precious baby girl. Saffies dad andrew was at the Manchester Arena when the bomb exploded. He found her sister ashlee wounded on the pavement outside. All of the three years that its taken us to get where we are now, it isjust bringing it all back again. So you are speaking not just as saffies sister, but as a survivor. Just reliving the whole experience, yeah. The familys grief is mixed with anger. The biggest lesson and wake up call should have come from 7 7 and 9 11. Saffies life is not a practice

Olivia Campbell Hardy was 15 and loved performing. Her mum remembered that their house used to be filled with the singing and laughter. Now, she said, it feels silent. Judith moritz, bbc news, manchester. The new coronavirus Restrictions Mean plans to allow some fans to watch live Sports Events in england from 1 october will not now go ahead. Sports organisations including the premier league have warned of the devastating Financial Impact for sport
if fans have to stay away. Heres our sports editor, dan roan. Premiership rugby tonight. As bath hosted arch rivals gloucester. The fixture was meant to be the latest pilot event for the return of fans butjust hours before kick off, the 1,000 spectators due here learned the match will be behind closed doors as the government dashed sports hopes of a partial reopening next month. We just need to be cautious at the moment and i think a mass reopening at this stage wouldnt be appropriate. We are looking at everything we can do in order to support our athletes, our great clubs through what will be a challenging time. The premier league says it will lose £700 million if forced to play the whole season behind closed doors. In a statement, it said it was disappointed and certain that fans and stadiums will be as safe or even safer than at any other public activity currently permitted. This is starting to have a devastating impact on clubs and their communities. Preparations tonight at fifth tier altrinchams friendly with mounting uncertainty. The team plays in the National League and without supporters clubs are now questioning whether the new campaign can begin as planned next weekend. Having the fans back in to the ground is the lifeblood for football clubs at our level and i dont see how we can start without having the fans back in and getting that revenue into the football club. But the ramifications of extending fans absence from grounds like this extend throughout sport and at every level. The cost of a sustained period without matched revenue threatening jobs, clubs, and even entire leagues. Today, sports bodies held crisis talks with government. The Rugby Football League one of 100 organisations calling for emergency funding. Were talking about £16 billion, were talking about 600,000 jobs. Thats a pretty big machine. And the government has certainly recognised other Industry Sectors and recognised the fact that they need support. Well, our industry does, too. We are vunerable, we need some help, and in doing that, we can absolutely build on the nations psyche and build on getting us out of this terrible place that we are in. Elsewhere fans are back, filling up to 20 of grounds in Germanys Bundesliga when the new season kicked off at the weekend. Here in britain, such scenes feel a long way off. Dan roan, bbc news, altrincham. Time for a look at the weather. Heres chris fawkes. The cloud just about stayed away from the midlands and eastern areas of england with sunshine hanging on for most of the day and it was very warm in the sunshine as well as temperatures reached 26 celsius in parts of suffolk but there is a big cooldown on the way and towards the end of the week the same area in suffolk will have temperatures dropping by 14 celsius and the cooler weather is on the way for all of us and its cooler weather is on the way for all of us and its beginning to arrive at the moment behind this stripe of rain which is a cold front and as it moves away from scotland and Northern Ireland overnight, the cold
airgets in and Northern Ireland overnight, the cold air gets in and we will start to see it cold enough for a touch of frost in the far north of scotland but england and wales still relatively mild before the cold front arrives. As we go through wednesday, the front pushes east with outbreaks of rain, turning increasingly heavy and persistent across eastern areas in the afternoon. A few showers for wales and west in england but further north west and in Northern Ireland and scotland, largely dry with sunshine. It might be dry and sunny but this is where some of the lowest temperatures will be in the afternoon, feeling chilly with temperatures around 12 or 13 celsius and then, through wednesday evening, as the rain clears away, low pressure as the rain clears away, low pressure forms and we could get some strong winds through the English Channel and affecting some of the north sea coast. That is from this developing area of low pressure which spins away to scandinavia. The next low pressure will take centre stagejust in time next low pressure will take centre stage just in time for thursday. Thursday is another unsettled day with heavy outbreaks of rain around, particularly across south Western Areas of the uk where it will turn
windy and with gales developing across
