A furious row errupts with the eu over the uks plans to introduce a law that would override key parts of the brexit divorce deal. At talks in london the eu threatens legal action unless the plans are withdrawn by the end of the month saying they re breaking International Law and jeopardising trade talks. Instead of progress today, an angry stand off. Tonight, no chance of the government backing down. Also on the programme tonight. Hospital waiting lists for operations and treatments hits record levels in england, as the impact of the pandemic is felt. 16 children are injured, three seriously, when their school bus hit a railway bridge in hampshire. More than 10,000 migrants on the greek island of lesbos have spent a second night sleeping in the open after their refugee camp was destroyed in a blaze. And from bond to the avengers in a career spanning more than 60 years tributes to dame diana rigg, who has died at the age of 82. And coming up on bbc news. The four time formula one champion Sebastian Vettel leaves ferrari to join the new Aston Martin Team for next season. Good evening and welcome to the bbc news at six. A major row has erupted between the eu and the British Government during talks in london today over the uks plans to introduce a law that would override key parts of the brexit divorce deal. The eu has warned the government that the move is seriously Damaging Trust between the eu and the uk. It says that the proposed bill would be a serious violation of International Law and is demanding that its withdrawn by the end of the month. The eu has rubbished the government s argument that it is trying to protect the Peace Agreement in Northern Ireland, insisting it is quite the opposite. 0ur Political Editor Laura Kuenssberg is in westminster remember, we have left the European Union but there is a lot to be hammered out, how business will be able to trade with each other. Exactly how the special arrangements for Northern Ireland will work out and there is only a few months until the end of the year to get it sorted. There have been tensions all along, but this week after the government published proposals to change parts of the existing deal, the eu was furious and came here to london today to demand an explanation. But rather than try to work things out, instead tonight, there is an angry ultimatum and the chances of a deal falling fast. After months of coming and going, got the chance to get a decent deal with the eu almost begun . The block hates the governments lettuce plan to rewrite some of the treaty signed and sealed with brussels last year. Icame and sealed with brussels last year. I came here to express serious concerns at the European Union has over the proposed bill. That will be the nature of our discussions today. Ministers agreed with brussels last year over what happens in Northern Ireland. But they have admitted the plan breaches International Law and that appalled the eu. Coming to london for an explanation. Far from making peace, the talks ended with anger and threat. The eu demanded the uk withdraw these measures from the uk withdraw these measures from the draft bill in the shortest time possible and in any case, by the end of the month, saying the Withdrawal Agreement contains a number of mechanisms and legal remedies, which the eu will not be shy in using. In other words, if you dont budge, you will hear from other words, if you dont budge, you will hearfrom our other words, if you dont budge, you will hear from our lawyers. Other words, if you dont budge, you will hearfrom our lawyers. But forget about the uk side backing down, ministers are sticking to their claim that the action is fully justified. They also requested the uk withdraw its internal market legislation. I explained to the Vice President and we could not and would not do that and instead, i stress the vital importance of reaching an agreement through the joint committee on these important questions. Until the standoff is resolved, talks about the trade deal that matter so much, not a chance. Is there a way. Brussels chief negotiator was in town today also but the likelihood of progress is plummeting. This has been a long process but the signals are bad and the atmosphere is tense. The eu are riled by what they say as the uks provocations this week. The proposals would have departed the red and green benches in parliament. Listen to the house of lords today, can you imagine the getting through . The rule of law is not pick and mix, this stinking hypocrisy chokes our countrys reputation and destroys oui countrys reputation and destroys our governments ability to lead it home and make agreements abroad. Even a furry tory leader, brexiteer, has serious fears. How can we approach russia or china or iran when their conduct. Below internationally accepted standards when we are showing such scant regard for our treaty obligations. Some tory mps share some of the eus concerns, but the chance of the government backing down right now seem zero and the chances of a deal falling. Keep calm, he says. It may be too late for that. Laura kuenssberg, bbc news, westminster. Lets go live to brussels tonight, and speak to our europe editor katya adler. Is the eu basically saying if the uk doesnt withdraw its plans we are looking at a no deal brexit . For today at least, the eu has stopped short of pressing the Nuclear Button or threatening to press it. They would still like to give the government the chance until the end of the month to withdraw its internal market legislation. There is also a sense in brussels that there are elements the government are trying to push the eu into the corner. We are not going to give them the satisfaction of working out of these trade negotiations, is how one diplomat put it to me. But make no mistake, the mood here is very bad indeed. The meeting in london did not go as the eu hoped. The eu wa nted did not go as the eu hoped. The eu wanted to get reassurance, guarantees from the government that in the end it would respect their Withdrawal Agreement, the divorce bill signed last year in full. It did not get that. So now the eus trade negotiator, Michel Barnier in london today, will start conversations with eu leaders with the european parliament, to see exactly what they want to do next. Thank you. A year ago she went on the list for a knee replacement, but when the virus struck, she was informed it had been postponed indefinitely. Now she has been told it will not be until next year. At luton, they are doing a routine lung function checks on patience and their cars. Usually, these take place inside the hospital and the risk of airborne virus transmission indoors means that is now very difficult, so the patience simply stay in their vehicles to do the czechs. A waiting list of 1000 has 110w czechs. A waiting list of 1000 has now been nearly cleared. We have eliminated our backlog, i am happy to say. As a result, we need this less. So going forward, i dont envision we will need to do this as much as we have done in the past. The patient say they are happy with the system. To just come here, drive m, the system. To just come here, drive in, get it done and drive home again is very good. Its efficient. Hospital trust leaders say things are improving, but the task isnt easy. We are working under some difficult constraints, because of covid. The need to constantly change cumbersome personal protective equipment, and socially distance awards and weighted rooms, it is complicated and difficult. Following england and going further, with a maximum of six People Limited to two households allowed to meet together indoors and outside. Theyve, like, started off without as many restrictions and they put more on and its kind of gone back and forth. We have been dealing with this the last few months anyway and its not been a problem. Its not going to be a problem to go back to it either. We have experienced much harsher restrictions at the peak of this. I think if that is what Health People think we need to do then thats how it is. There are some limited exemptions to this, covering things like organised sport and places of worship, and children under 12 wont count towards the limit. The first minister said the new restrictions would be hard for people to hear. After six long hard months, we are still asking the public to make a lot of difficult sacrifices. That is unavoidable given the nature of the challenge we face. However, i want to be clear that while we still face a battle to keep. Get and keep covid under control, we are in a stronger position than earlier in the year. There will also be changes to hospitality, making it mandatory for customers to wear face coverings while moving around. And compulsory for staff to wear them too. This Restaurant Owner says they will do whatever is required to keep their doors open. Its great being reopened, so whatever restrictions come into play throughout, you know, we will gladly comply with them all in order to keep the thing going and to keep folks safe and well, and to keep the social aspect of life going. This tunnel is barely big enough for a carto get this tunnel is barely big enough for a car to get through, let alone a double decker bus. That is exactly what happened this morning. Both the police and the Bus Operators have launched their own investigation into what was a disastrous event and both want to find out how a Simple School run could have gone so badly wrong. There was nothing left of the top deck, sheared off after hitting the railway bridge. More than 70 children from the Henry Beaufort school in winchester were on board. Many said the impact came with a huge bang. Among those on the upper deck was this 1a year old. It all fell in on top of everyone. There was glass everywhere and everyone started screaming. The roofjust got ripped off and the windows smashed and dust came through the windows and smoke, and lots of people were screaming. This was what was left of the roof. The back end of the bus was also torn away. Its only when youre up close to the scene you see the full extent of the damage and how the roof has been completely ripped off. Police say the driver involved wasnt injured and is now helping with their inquiries. Officers are asking why he took this route. That bus doesnt fit through the bridge. I cant think that a bus route would have been drawn to take it through a bridge that is too low for the bus. The bus operator, stagecoach, have also started an investigation. This warning sign on the bridge seems obscured by the trees, and may form part of the inquiry. I do not want to speculate on the circumstances leading up to the incident, but our thoughts go out to all those who have been affected. The school says its supporting students who lived through this terrifying experience on what should have been an ordinary school run. Duncan kennedy, bbc news, near winchester. They were unbelievably devastated over the tragic news. Now we have to think of, how can we help . How can we make sure it goes wider than just us . More than 100 members of the public specially selected to represent every part of society for a Citizens Assembly have come up with their suggestions. They include a frequent flyer tax, eating less meat, and stopping the sale of the most polluting cars. Heres our science correspondent rebecca morelle. 0ur planet is heating up fast, with Greenhouse Gases causing temperatures to rise. To tackle this, the uk aims to cut its emissions to almost zero by 2050. Now a new Climate Assembly has a plan how to do this. Launched by sir david attenborough, people from all walks of life across the country were asked for their views on combating Climate Change. Leah, a student, and ibrahim, a gp, both took part. Obviously we are a representation of the people and its very important that the government listens because, as its going now, Climate Change is a big issue and theres going to be big effects in my lifetime if we do nothing about it. There are also lots of little contributions that each person can do on a day to day basis, and i would like to think that everyone, as they look at this report, will say, right, how can i as an individual improve my Carbon Emissions . This report looks at every aspect of our lives. It recommends stopping the sales of the most polluting vehicles and making Public Transport greener and cheaper. For food, local produce is suggested, as is reducing the meat and dairy we eat by up to a0 . And the Assembly Members dont want to ban air travel, but they do say taxes should increase the further and more often we fly. Energy was also looked at, and offshore wind farms got the biggest backing. Nuclear power, though, had much less support. Experts say getting public insight is invaluable. The really exciting thing about this support is that its not generated by a group of boffins in a room coming up with recommendations to government. This is real people dealing with real issues and coming up with practical suggestions. Whats exciting is it doesnt look alarming. This looks like a really sensible set of steps overall. This reports comes as the uk is dealing with the impact of coronavirus, but the Assembly Members say a Green Recovery is vital. I think when moving forwards, rebuilding the economy, the climate definitely has to be taken into consideration and i think its actually quite a Good Opportunity to implement some of the ideas we have in our report. A greenerfuture means big changes, and the uks commitment to cutting emissions is legally binding. This report should reveal which policies may or may not receive wider public support.
