The citys mayor says hes expecting current restrictions to remain when they are eased in the rest of england. But sir Peter Soulsby has criticised the lack of information from the government saying he only received more detail at one oclock this morning. The Health Secretary matt hancock has been talking to local officials this afternoon. Our health editor, hugh pym, reports from leicester. There were Big Questions for the city of leicester today. A community anxious to know what, if any, restrictions on their lives might be imposed. And Health Experts trying to work out why there has been a recent increase in the number of coronavirus cases. Mobile testing units moved into the city in the last few days in an attempt to gain more information about the local cases. Earlier the citys mayor was told that the opening of restaurants and other businesses due on saturday in england might be delayed for two weeks in leicester. This morning he made clear he wasnt impressed. If it is the case that the virus is spreading with the existing regulations, how can extending them for two weeks make a difference to that . For one local barber, preparing to open up again on saturday, the thought of more weeks without any customers was deeply frustrating. We were devastated. Gutted, heart wrenched. You know, we are ready to open. It is a controlled area, you know. We are following the government guidelines to the absolute t. Anyone who knows me knows i do it really, really well. There has been much speculation about the reasons for the increase in case numbers. Inner city areas with high density housing, some residents vulnerable with Underlying Health conditions, have been mentioned as risk factors. One local councillor said for some south asian communities there were language problems with key Health Messages as well as housing challenges. When you have a large Family Living in a two or three bedroom house, that can create a huge health issue. And that i know for a fact does exist in leicester especially in my ward. And this is due to the housing crisis. We have a serious shortage of houses. Testing continues. Officials have data on case numbers right down to postcode areas. The theory is that this is the way to spot local outbreaks and then rapidly deal with them. And the city is about to see how that works in practice. Hughjoins me from leicester now. That works in practice. The that works in practice. Health secretary was talking local the Health Secretary was talking to local officials in leicester this afternoon, what is the latest . The latest is that leicester is still waiting on news of what is going to happen. We understand the government will make a statement later on this evening. It is widely anticipated the current lockdown restrictions gcioss the current lockdown restrictions across england will continue in leicester for two weeks longer than this weekend. In other words pubs, bars, restaurants and other businesses will have to stay closed for at least two weeks and when they open up elsewhere in other parts of the country. The detail of how that will be applied, what legislation will be applied, what legislation will be applied, what legislation will be needed we really do not know. Were waiting to see. So it is only important stage in this Coronavirus Crisis because for the first time a major urban community will be subject to restrictions that are not applied elsewhere. That may be very difficult for local businesses and the local population. For Health Experts it will be very important because they will be able to chart if the virus is affected in terms of its spread in different ways in leicester to elsewhere in the country. Local officials and local politicians are very keen to see the date at the business based on because it is extremely important and far reaching decision about to be announced. The number of people recorded in the last 2a hours as having died with coronavirus is 25. The number is always much lower after the weekend. It brings the total number of deaths of people who tested positive for covid i9 to 43,575. It may be compulsory for children in england to return to school in september and parents could face fines if they dont comply. The government is still consulting on detailed plans it will announce later this week, but the Prime Minister has unveiled a Ten Year School rebuilding plan in england, with £1 billion for the first 50 projects. The teaching unions say extra money for repairs is a fraction of whats needed to get all School Buildings up to scratch. Heres our education editor, branwen jeffreys. This is part of the school that requires some additional funding. We have considerable damp in the ceiling and we have had buckets on and off to collect rainwater as it is coming through the roof. When it rains they get out the buckets, best school in devon has spent years bidding for money and now hoping it will be different this time. What we would really like to see within our schools is some sort of system whereby schools are audited according to the need for Capital Investment and that money invested where there is the most urgent need. Some School Buildings are in a bad state and have been getting worse. So next year there is an extra £560 million for repairs on top of what was planned. But the true cost of repairing all of the schools in england is closer to 6. 7 pounds. And between 2009 and 2019 spending on buildings fell by around 44 in real terms. £1 billion extra for rebuilding not take it back to that 2009 level. It has been earmarked for 50 projects which are going to be signed off this autumn. But we do not know how many of those will begin before the next election. Lessons for the moment spaced out but by september schools in england could have full classrooms. These sixth formers on the edge of london have a levels next year. Sixth formers on the edge of london have a levels next yearlj sixth formers on the edge of london have alevels next year. I would wa nt have alevels next year. I would want to be back in september as long as it is deemed to be safe but they will always be some risk. |j as it is deemed to be safe but they will always be some risk. I feel if we keep missing out it will be so ha rd we keep missing out it will be so hard to get back on track and get the grades we need for university. For those not taking exams it is not such a big deal but for those who are if we then have no proper grades it will be disarray for the universities and for employers as well. But if parents refused to send them they will face fines from september. The emphasis on precautions and that could mean keeping year groups together. The positive part of that is you can have more flexibility within the eurogroup for timetabling and staffing but the negative is if one person is tested positive in that year group than the whole year group will have to go home for 1h days. That could be very disruptive so if for example we have another spike or just a few cases locally then that could mean the school is closed quite quickly for another two or three weeks. Closing schools was a big step but getting everybody back to lessons could prove even harder. Branwen jeffreys, to lessons could prove even harder. Bra nwen jeffreys, bbc to lessons could prove even harder. Branwen jeffreys, bbc news. The Prime Minister says the cash is there for long Term Investment to help the uk recover from the impact of the pandemic. In the coming days, a Spending Programme will be announced to reboot the economy. Civil Service Reform is on the agenda, too, but its been overshadowed by a row over the departure of the countrys most senior civil servant, the cabinet secretary, sir mark sedwill. 0ur political editor, Laura Kuenssberg has more from westminster. Her report contains some flashing images. Among these buildings, steeped in history, it can feel like time stands still. But some moments press fast forward. After the National Emergency of coronavirus, the government wants speed and scale. That means extra cash for schools and infrastructure. After months of spending and borrowing big to support the economy through lockdown, more is on the way. I believe personally that what the government has got to do right now is keep going with an activist, interventionist approach. But that is the way also to get business to be confident, to start investing, to start taking people back and start creating newjobs. It might already be too late for so many. We first heard from this travel firm back in march. Desks were already emptying then as bookings began to dry up and staff stay away. Their team, some of the 11 million or so people who have been supported by the taxpayer since then. So much uncertainty, though, could mean much more unemployment. Today, ive had to make people redundant via video call and take them off the furlough scheme, because the scheme is tapering out. I do think the government needs to look at some sector specific support in order to ensure that isnt mass unemployment in the travel industry. To avoid that, the Prime Minister may be willing to ignore some treasury convention. But those rules arent the only ones this number ten wants to push
