And Coming Up Sportsday on bbc news Evertons Ross Barkley is unhurt after what his lawyers have described as an unprovoked attack in a liverpool bar. Good evening and welcome to the bbc news at six. The funeral of Pc Keith Palmer, who was killed in last months Westminster Attack, has been held at Londons Southwark cathedral. Thousands of Police Officers from all over the country lined the Route Of The Funeral Cortege Which set off from the Palace Of Westminster where his coffin had lain in rest overnight. Pc palmer, who was married with a five year old daughter, was guarding the houses of parliament when he was stabbed by khalid masood. A floral tribute on top of the hearse read no 1 daddy. Heres our home editor mark easton. At the gates of the palace of Westminster Police constable Keith Palmers coffin paused. At the very spot where he was killed 19 days ago. The place where unarmed he moved towards a man brandishing two knifes, where he put himself in harms way, where he protected parliament to protect our democracy. Police officers from every force in the country lined the route. Thousands of men and women who did not know keith palmer but know what it means to wear the badge. You never really know what youre going to face when you go out there. So it is with incredible bravery that he did that. I think it brings home what the job is about, the risks that you take, it shows what a family we are really bad we all look out for one another and we all do the same thing at the end of the day. The Global Police family came together in london today, including officers from new yorks police department. We have had so much support from offices around the country, around the United States as well as from other places in the world when we have had officers die in the line of duty, so we have felt a need to be supportive back. As the cortege headed across the river Police Officers paid tribute in the air, on the water, and along the route. Two of pc palmers colleagues spoke of the friend they so admired. If you could paint a picture of a perfect policeman you would be painting a picture of keith palmer. He sounds like a pretty extraordinary man. He was, he was so down to earth and normal. He came to work because he had a family to support. He was a fantastic dad and a fantastic husband. And. He is going to be missed so much. As the coffin passed through the Capital London stopped what it was doing to remember all those who lost their lives on that appalling day, pc palmer and the four men and women killed on westminster bridge. Pc palmer symbolises the Public Service and sacrifice that underpins our society, a debt we owe to all those who put their lives on the line defending ourfreedoms. But he defending our freedoms. But he was also a husband, a father, a family man, and so today is about both National Reflection and private grief. Pc palmers wife asked that the familys privacy be respected inside southwark cathedral. But the sound of the service was relayed to the streets outside. Keith laid down his life for each one of us here. Each one of you who have lined the streets and filled the bridges of this city today. In herfirst the bridges of this city today. In her first Public Engagement in her new role metropolitan Police Commissioner Cressida Dick honoured a fallen colleague. An amazing life. He was clearly very kind, very good hearted, very hard working, a very, very talented police officer. Police constable Keith Palmers name has been added to the National Police roll of honour, the grief will lessen, his bravery will endure for generations to come. Mark easton, bbc news, southwark. The foreign secretary borisjohnson has warned that russian and Syrian Military officers could Face International sanctions, in the wake of the chemical attack in northern syria. Mrjohnson was speaking in italy, where Foreign Ministers are considering what further action to take against President Assad, following President Trumps Cruise Missile strike last week. Our diplomatic correspondent, James Robbins reports. Americas Secretary Of State is in italy to turn up the International Heat on syrias President Assad and his russian backers. Rex tillerson, very deliberately joined his russian backers. Rex tillerson, very deliberatelyjoined an international Wreath Laying at the memorial to a nazi atrocity here in 1944, the massacre of local villagers. We remember the events of august 12, 1944, that occurred. Then he drew a direct parallel to last weeks gas attack in syrias idlib province. We rededicate ourselves to holding into account any and all who commit crimes against the innocents, anywhere in the world. Then President Trumps foreign minister, the man who will go to moscow later this week, met Boris Johnson, the foreign secretary who cancelled his visit to be here instead. They are working together to get the widest possible internationally agreed challenge to the russians. Immediately afterwards Boris Johnson told me he is pressing for new sanctions against russia as well as syria. And we will be discussing the possibility of further sanctions, certainly on some of the Syrian Military figures and indeed on some of the Russian Military figures who have been involved in coordinating the Syrian Military efforts, and who of course are thereby contaminated by the appalling behaviour of the assad regime. What were trying to do is to give tillerson the clearest possible mandate from us as the west, the uk, and all of our allies here to say to the russians, this is your choice. Stick with that guy, stick with that tyrant, or work with us stick with that tyrant, or work with us to find a better solution. President assads major backers, iran and russia, have now warned that military retaliation, if President Trump repeats last fridays Cruise Missile strikes, although it arounds president rouhani, seen as a moderate, seemed to contradict his own hardliners today saying change within the assad regime should go hand in hand with fighting his opponents. Translation Terrorism In Syria should be eradicated and of course some reform should be permitted in syria within the syrian regime. This evening g7 ministers all but one of them nato members too are starting to explore new pressures they could apply, knowing full well that russia has so far stuck firmly with President Assad and his regime. The discussions here will go on deep into the evening and resume in the morning. Whatever is agreed, will russia and Vladimir Putin plink paul buckle . It is not clear they will, particularly after hearing rex tillerson, americas Secretary Of State, say repeatedly over the weekend that the United Statess major priority remains not dislodging President Assad but defeating is, or so called isis, dislodging President Assad but defeating is, orso called isis, in syria. Sophie. James robbins in italy, thank you. Police in manchester say the number of people abusing a drug called spice has reached Epidemic Proportions and its putting pressure on Public Services. They say they had to deal with around 60 spice related incidents over the weekend and have now launched extra patrols in the city centre. The banned drug can leave users looking like zombies hallucinating rooted to the spot or passing out. Frankie mccamley has the story. Slumped, zombie like and barely conscious. Were told hes just taken spice. Another man metres away with similar symptoms. And everyone we speak to on the streets knows where to get it. Around the central areas, around anywhere, really. Just anywhere. Some in this drop in centre for Homeless People say theyve felt the effects. Just like chill, but like youre in space and then one minute youre taking it and the next you get hooked and lose control. And others say the problems not going away. Its a lot worse now than it was before, a lot worse. The reason why theyre on the spice is because it is cheaper. It is only £5 bag, weed is £10 a bag, so theyre all going for the spice. Its cheaper. The drug is a synthetic form of cannabis but can be much more potent and is highly addictive. After being made illegal last year it is now sold on the streets. Spice is a drug often associated with people sleeping rough, but police tell me it affects people of all ages all over the city and the problem is getting worse. The force says it received nearly 60 spice related calls over the weekend causing a drain on resources. There was a number of areas around here such as primark, the Fast Food Outlets like burger king, round here mcdonalds, and morrisons where there were groups that had congregated and were participating in the spice and the reactions were quite adverse. At the moment our attention is being focused on the safeguarding and dealing with the users. Where actually we want to be doing more work against the dealers, and thats where our focus will be over the coming weeks. I spoke to one paramedic who confirmed the symptoms wed witnessed. Weve seen people rocking back and forth, sat down, stood up Walking Around like zombies and then collapsing into a heap and about 20 minutes later they seem ok again. Is that what spice does . Is that the symptoms . So thats our experience of them at the moment, certainly. What were seeing is people suddenly becoming very spaced out, very odd behaviour. What were seeing is someones behaviour get into such a level that they are physically trying to attack our staff. Moments later another man collapses. Another potential spice case. One more Vulnerable Person gripped by this dangerous drug. Frankie mccamley, bbc news. Police in sweden are continuing to question a 39 year Old Uzbek National named Rakhmat Akilov whos suspected of carrying out last weeks attack in the capital stockholm. The head of barclays is expected to be stripped of his Million Pound annual bonus for attempting to uncover the identity of a Whistle Blower whod raised concerns about a Senior Member of staff at the bank. Jes staley could lose up to £1. 3 million. Hes also been issued with a formal reprimand, and is subject to an investigation by the financial regulators. Heres our economics editor kamal ahmed. Whenjes when jes staley whenjes Staleyjoined Barclays in 2015 he had a straightforward message, make the bank simpler and more profitable. The board and shareholders were delighted when he appeared to achieve both in his first year. There was a third issue he wanted to tackle, one he outlined to me in his first broadcast interview. Ido interview. I do believe the banks lost their way ten to 15 years ago and we lost a lot of trust through the financial crisis. We have an obligation to return that. That obligation was undermined today after it was revealed the Chief Executive had tried not once but twice to find out the identity of a barclays Whistle Blower. In june the identity of a barclays Whistle Blower. Injune last the identity of a barclays Whistle Blower. In june last year the board at barclays received an anonymous letter raising concerns about the recruitment of a senior employee by jes staley about the recruitment of a senior employee byjes staley who have suffered personal problems in 2009 and 2010. Jes staley found out about the letter, felt it was a malicious attack, and asked barclayss internal security to find the Whistle Blowers identity but was told his request was not appropriate. The next month after ba rclays investigated appropriate. The next month after barclays investigated the allegations and said they were without substance, jes staley tried again but failed to obtain the identity. Us Law Enforcement agencies were approached to give support. The ba Rclays Agencies were approached to give support. The Barclays Board only became aware of jes support. The Barclays Board only became aware ofjes staleys attempted intervention when it received a second Whistle Blower letter earlier this year. It will 110w letter earlier this year. It will now be for the regulators to decide is this a yellow card offence, a warning for a stupid mistake . Or is ita warning for a stupid mistake . Or is it a straight red for a Chief Executive who is very temperament is 110w executive who is very temperament is now under scrutiny . In a statement jes staley admitted he had made mistakes. I have apologised to the ba rclays boa rd mistakes. I have apologised to the ba rclays board and mistakes. I have apologised to the Barclays Board and accepted its conclusion that my personal actions in this matter were errors on my part. I will also accept whatever sanction it deems appropriate. The regulators could go as far as banning turn 2 from working in banking, its ultimate sanction, as well as imposing fines. Whistle blowing is about trust banning mr staley. Part of the trust is protecting the identity of the Whistle Blower and if a senior person is looking for the messenger rather than listening to the message then there is a problem. Mr staley has questions to answer. He was very close to the person he hired, did that cloud his judgment . Close to the person he hired, did that Cloud Hisjudgment . His pay will be cut, by how much . The man hired to reset barclayss position on trust knows his bank is back in the headlines for all the wrong reasons. But Scientists Say rising Water Temperatures have stripped the colour from around two thirds of it and its in danger of being destroyed. Mass bleaching happens when the coral gets stressed it makes it fragile and can kill it. The reef is home to more than 130 species of shark and 1,600 varieties of fish. Our science editor, david shukman, reports. A world of brilliant colour, teeming with life. This is the Great Barrier reef at its best. The largest single biological structure on earth. But vulnerable to the slightest change. This is how part of reefs look a ghostly white. The corals more like a graveyard. A new survey has found long stretches of reef have turned pale. For the second year running. Giving the corals no chance to recover and the scientist in charge says he is worried. It seems likely between this event and last event, roughly 50 of coral will have died ina roughly 50 of coral will have died in a period of less than 18 months. That binding measure is a huge blow to the reef. What is happening to the Great Barrier reef is shocking to scientists, this gives you an idea of what is at stake. This is healthy coral, on the right coral thats turned white and it is at risk. Healthy coral provides energy from algae, but if the water is too warm the algae is expelled. Last year scientists found the northern third was most badly hit. That is where the waters are usually warmest. This time t central section has suffered and usually the water there are cooler. Being bleached two yea rs there are cooler. Being bleached two years running makes it Harderfor Coral to recover. It can take at least a decade. Some corals are wea ker least a decade. Some corals are weaker and scientists are trying to find out which ones may recover. |j can bleach but it does not necessarily die. If a Coral Bleaches year after year, that is going to reduce its ability to recover. So two years in a row is worrying. The reef faces a lot of threats from pollution to industrial development. But on top of that there is climate change, bring higher temperatures that makes bleaching more likely. A drunk driver who crashed into a roundabout, with her toddler in the back of the car, has been jailed. This is the moment that tania chikwature, who was more than three times over the drink drive limit, was caught on Camera Speeding past a lorry in peterborough before hitting the roundabout sending her car 14 feet into the air. The drug is not financed by the nature necessary england. The so called libor Rigging Scandal it rocked the City Of London and led to huge fines for banks, a criminal investigation and the jailing of a number of city traders. But now, the bbcs panorama has uncovered a secret recording that appears to implicate the Bank Of England in trying to influence the rate at which banks lend to each other the key rate which affects how much we pay for mortgages and loans. Mps are now calling for an urgent inquiry. Our economics editor, andy verity, has the story. October 2008, the height of the banking crisis. The government spent billions trying to stop banks going under. One way ofjudging how healthy they were was by how much interest they were paying to borrow cash. That would also affect the cost of mortgages. Each bank had to estimate how much interest they would have to pay. That was the job of libor submitter, who the law says should be given his own view, not influenced by others. Then the rates from all banks were averaged. Panorama has uncovered a phone call during the crisis when a senior ba rclays during the crisis when a Senior Barclays banker, during the crisis when a senior ba rclays banker, mark during the crisis when a Senior Barclays banker, Mark Dearlove tells the man setting to rate to push down the man setting to rate to push down the rates, because of pressure from above. We played the recorder to a member of Treasury Select Committee who was shocked and called for an inquiry. What dea rlove shocked and called for an inquiry. What dearlove is saying, if it is true, it is shocking. The tape suggests that in fact the Bank Of England knew about it and were encouraging or instructing it. So we need an immediate ink are toy find ute inquiry to find out what is going on. Peterjohnson pleaded guilty to Conspiracy To Defraud and last year i asked him about the libor instructions from the top as he was heading to court to go to jail. Were you ordered by your bosses to post false libor rates under pressure from the Bank Of England . No comment. One of barclays defendants jailed was released from prison three weeks ago and deported to texas. He still thinks his trial was not fair. He said the shift in libor requested by the Bank Of England was larger than the most the traders could have achieved. Were asking for an eighth of a basis point and they were asking for 50. So about 400 times more. The Bank Of England told Panorama Libor and other global bench marks were not regulated in the uk or elsewhere during this period. And you can see more on this in panorama the big bank fix at 8. 30 tonight on bbc one. Its taken him 18 years, but spains Sergio Garcia has finally won his first major golfing title.
