Police break up a Wedding Party with 400 guests being held at a school in north london. Retail sales suffer their largest annual fall on record because of coronavirus with Clothing Sales particularly hard hit. And no time for release the latest bond film is delayed again, dealing another blow to ailing cinemas. And coming up on bbc news, it is hard going for englands bowlers on day one of the second test against sri lanka, despite three wickets forJimmy Anderson. Good afternoon, welcome to the bbc news at one. One in 55 people had coronavirus last week in england, according to figures released in the last hour. The infection rate has levelled off in scotland and wales, but has increased in northern ireland. The office for National Statistics says the new variant of covid 19 has spread across the uk and now accounts for 60 of new cases. Meanwhile, the government has played down the idea that anyone who tests positive for covid 19 could be given £500 to encourage them to isolate. The suggestion comes as Police Revealed they broke up a Wedding Party last night which was being attended by 400 guests. Well have more on that shortly, but first this report on the new infection figures from our Health Correspondent katharine da costa. There is still so much uncertainty about whether current lockdown restrictions are enough to stop the spread of the new more contagious variant of the virus. But today, we have got another piece of the puzzle from the office for National Statistics. The latest figures show a slight decrease in infections in england, where one in 55 had the virus in the week to last saturday. It was one in 70 in wales, one in 100 in scotland. But there has been a rise in northern ireland, where one in 60 had the virus. The a rise in northern ireland, where one in 60 had the virus. One in 60 had the virus. The r numbers in the northeast in l one in 60 had the virus. The r i numbers in the northeast in the numbers in the north east in the midlands are a bit higher, indicating that things are not turning around yet in those regions. The signs from the south east are fairly promising and hopefully over the next week, we should see a turnaround throughout the rest of the country, indicating that perhaps lockdown is having an effect. fix, lockdown is having an effect. A minority, though, are still breaking the rules. Last night police broke up the rules. Last night police broke up a wedding at this north london school, where around 400 people were gathered. The organisers now face a £10,000 fine. And from next week, new £800 fines will be issued to anyone attending house parties of more than 15 people. But some behavioural experts say instead of penalties, people should be encouraged to follow the rules and be better supported to self isolate. A recent study from university couege a recent study from University College london found more than a third of people didnt isolate for the right number of days, while less than half of people with covid symptom said they had requested a test. Katharine da costa, bbc news. Our Health Editor hugh pym is with me now some glimmers in those new figures, but infection rates are still high . Yes, jane. Its a difficult picture because there are different sets of data. The daily reported cases we get show that the number of people who have tested positive have presumably gone for a test because they had symptoms. That has been falling week on week by 20 . But the benefit of surveys like the 0ns is that its a random survey of the population, and brings in people who dont have any symptoms, dont think they have got the virus, but who thenis they have got the virus, but who then is positive. And that gives a broader picture of Community Infections around the uk, as opposed to hospitals and care homes. And as we have heard, the picture in england is still high, but decreasing slightly in case rates. In northern ireland, an increase. But wales and scotland are levelling off. So it does seem to be just about pointing in the right direction, but from a high base. And of course, we have had these lockdown measures in place since just after the new year, and everyone is keen to see to what extent those measures affect cases. Well, this is the picture that we are getting now. The government and health and science officials will say we have to wait a bit longer before being clear about what needs to be done next. With regard to the new variant that caused this more transmissible strain of the virus, we had today from the 0ns in london and the south east of england, saying it has declined and levelled off in other parts of england. But sadly, deaths will carry on going up, because they reflect cases that were first picked up about three weeks ago. Were first picked up about three weeks age were first picked up about three weeks ao. ,. , ~ as weve heard, the government is downplaying the idea that it will introduce a £500 payment to encourage people to self isolate. The suggestion is going . Well, right now, nowhere. The downing suggestion is going . Well, right. Now, nowhere. The downing street spokesperson said in the last few minutes that the government has no plans to introduce a new £500 payment for more people. And the government all morning has been hosing down the suggestion that there could be some sort of universal £500 payment, as was suggested in the papers this morning as a result of a leaked document that was seen. The government is clearly very concerned about compliance when it comes to self isolation. Its a key part of their strategy for trying to smother covid. According to government polling, fewer than one in five people who should be self isolating are doing so for the full ten days. And there is already a Financial Support scheme in place. The government have stumped up £70 million since september last year to help people who are claiming benefits but who have to go to work, they feel they cant endure the hardship of self isolation without extra help, and that money is there. The current scheme is due to end at the end ofjanuary, so the current scheme is due to end at the end of january, so the treasury will have to come up with a new way of finding money for the scheme. But the idea of a universal £500 for everyone . The idea of a universal £500 for eve one . ,. , everyone . That seems a nonstarter. We made enquiries this morning. The school has given us a statement. They say, we are horrified about last nights events and we condemn it in the strongest possible terms. Later this afternoon, well have live coverage of the latest downing street Coronavirus Briefing led by the prime minister. Coverage begins at 4. 30 on bbc one and the bbc news channel. A collapse in demand for new clothes because of lockdown has seen the uk record its worst retail sales figures on record. Fashion stores recorded a 25 fall in sales last year, and overall the number of transactions was down by nearly 2 compared with the year before. Our business presenter Oxford Street in the heart of londons west end is normally europes biggest shopping street, but things are quiet here whilst europes busiest shopping street, but things are quiet here whilst nonessential retail remains closed. And its a familiar picture up and down the country. In fact, 2020 has been the worst year on record for retail, and thats because in the final two weeks of december, the numbers of shoppers on our high streets was down by 50 . As more of us got used to click and collect and online shopping, the proportion of all sales that were done online hit 30 . The British Retail Consortium warned that 2020 was the worst year on record for retail, with nearly 180,000 jobs lost. But theyve also warned that things could get worse before they get better. Debenhams, which is in administration, its Flagship Store just around the corner from here is one of five that will not reopen even when restrictions are eased. And arcadia group, which owns brands such as topshop, Dorothy Perkins and burtons, its struggling to find a buyer. We heard just late last night that next, that was one of the big names in line to buy topshop, the jewel in the crown of the arcadia empire, has pulled out of the race. It says its too expensive. And so the warning that there may be many more thousands ofjobs lost on our high streets as much more shopping moves online, there is a real concern that 2021 could get much worse. The chancellor, rishi sunak, has defended the governments economic response to the pandemic after borrowing hit a record high for december. More than £34 billion was needed by the government last month to help pay for covid support. Borrowing for this Financial Year has now reached more than £270 billion. Lets get more from our economics correspondent andy verity. Ma eye watering figures . Ma eyewatering figures . In a way, our ob is ma eyewatering figures . In a way, ourjob is easy with this pandemic, | ourjob is easy with this pandemic, because you have constant records coming at you. But if you look at the amount of money that has been borrowed this Financial Year, in other words from april to december, as you mentioned, it is up to £270 billion, more than four times as much as it was last year. And if you look at the amount of debt taken on, just to explain, if the government spends more than its income, like the rest of us, it has to borrow the difference. And then of course, each year if it has to borrow the difference, that piles up on the debt has increased to £2. I trillion. That is just a tiny bit less than the total value of everything we produce in a year, the whole size of the economy. Of course, we have three months of the Financial Year to go. It is predicted that the debts will then get up to 400 billion and it will be worth a lot more than the value of the economy. That is the first time that has happened since the 1960s or 1950s. But its interesting when people talk about thats not being sustainable. We have been told for the last ten years that high deficits and high debts are unsustainable. In fact, what really counts when you look at whether it is sustainable or not is how much it costs and interest. At the moment, Interest Rates are negative. In other words, Interest Rates are negative. In otherwords, investors Interest Rates are negative. In other words, investors are paying the government less than inflation in order to be able to put their money with the government. That means that actually, this is affordable and doesnt look like reducing any time soon. And . Affordable and doesnt look like reducing any time soon. Andy verity, thank ou. The us President Joe Biden has said that a wartime effort is needed to tackle coronavirus, and hes warned americans that the worst is still to come. The new president is introducing stricter rules around face coverings and is expanding testing and vaccinations, saying that the us death toll will pass the half a million mark next month. Heres our north america correspondent peter bowes. The day started with a prayer, a moment of reflection before the new president got down to work. With a stack of executive orders to be signed, joe biden wasted no time in putting pen to paper. A signature is all it takes to reverse some of Donald Trumps key policies, and to reinvigorate a coronavirus effort that mr biden said had been a dismalfailure. The death toll will likely top 500,000 next month. The cases will continue to mount. We didnt get into this mess overnight, and its going to take months for us to turn things around. But let me be equally clear we will get through this. The plan is ambitious according to mr biden, one of the greatest operational challenges america has ever undertaken 100 million doses of the vaccine in 100 days. Working alongsidejoe biden, a familiarface dr anthony fauci, americas leading Infectious Disease expert, who was part of the trump administrations Coronavirus Task force. He said mr bidens approach with the federal government taking control of the vaccine roll out could see normal life returning by the autumn. The concern i have, and something were working on, is getting people who have vaccine hesitancy, who dont want to get vaccinated, because many people are sceptical about that. So we really need to do a lot of good outreach for that. I dont know what the best case. The best Case Scenario for me is that wed get 85 of the people vaccinated by the end of the summer. Dr fauci also reflected on the sometimes awkward relationship he had with donald trump, especially when the former president said things that werent based on scientific facts. The idea that you can get up here and talk about what you know, what the evidence. What the science is, and know thats it let the science speak it is somewhat of a liberating feeling. The goal now, according to dr fauci, is to rebuild the trust of americans as the war on the coronavirus moves into a new phase. Peter bowes, bbc news, los angeles. The time is 1. 18. Our top story this lunchtime a slight fall in the number of people testing positive for covid i9 but the new variant has spread across the uk. If you were to take to the skies above yorkshire and northern england, parts of wales in the midlands as well, you would see an awful lot of flooding right across the country. But the encouraging news is that most of that water is where it should be in this sort of scenario, its on the flood plains, and by and large, the flood plains, and by and large, the flood defences across the country have held well over the last few days. There are some exceptions, of course. The release of the latest James Bond Film no time to die has been delayed again, as the Entertainment Industry continues to be hit by the pandemic. Daniel craigs final outing as 007 has been pushed back, for a third time. It is now due to reach cinemas in october, rather than april. 0ur entertainment correspondent lizo mzimba reports. Its nearly two years since no time to die started filming, but fans still face a long wait for the film to be unveiled. Bond films cost a huge amount, and to make their money back, they need to take a huge amount at the global box office. The past isnt dead. With so many cinemas around the world closed, and no firm date for when they might reopen, the latest release date bond was aiming for, april of this year, was clearly becoming an impossible ask. Its disappointing for cinemas, who need films like bond as soon as possible, and for fans who have been waiting more than five years since the last 007 film. But its not all bad news. There is also a confident message to be taken from this for the cinema industry, which is that the producers of bond have pushed the film back, they have not put it onto streaming or video on demand. They know that putting that film on the big screen is the best thing for audiences and for the future of the industry. Today started out as the best day of my life ~~ other movies have taken the route of moving to streaming services. Pixarfilm soul missed out on cinemas completely to debut instead on disney . Idid it, i did it, i got the gig while wonder woman 1984 chose to make the film available on streaming services only days after its release in the limited number of cinemas that were open over christmas. The cinema industry is still confident it can do the same for them, however long it might take. Liza mzimba, bbc news.
