Today with many businesses calling for an extension. And the cost of plastic bags in england is to double to ten pence and all shops will have to charge for them. Labour has called for next summers a level and gcse exams in england to be delayed by up to two months to allow pupils more time to catch up on lost teaching after schools were closed during the pandemic. The shadow education secretary, kate green, said pupils have a mountain to climb to prepare for exams after months away from the classroom. The government has insisted exams will go ahead next year, whatever the timings. Our Political Correspondent Tony Bonsignore said the government would not make any decision on exams at the moment, with the overriding priority being the reopening of schools in england and wales. George eustice saying its far too early to make the decision, but they have talked about it publicly before, something Gavin Williamson has spoken about with the possibility of a delay if it comes to it. They just say we are not at that position yet. I suspect they think there is political opportunism here from labour and of course remember for labour, the other point is they can keep talking about what happened in august, saying today that they cannot repeat the fiasco we saw, particularly with a level results. The story seems to be moving towards when the decision is made, so conservative saying is far too early, the Labour Government saying make the decision now and others saying we need to make it so its interesting to hear today from Robert Halfon and this is what he had to say today about that decision. They have missed six months of learning, but i think a proper assessment needs to be made. It may be that exams are delayed for a few weeks, but i think the assessment should be done first to find out exactly how much catch up is needed extra tuition, extra Mental Health and wellbeing support. How is the government catch up programme the £1 billion being used to help pupils . Once we find all that out, i think a decision should be made for sure by october. So, make a decision quickly, Robert Halfon saying. And they will be quizzing Senior Executives from quual, the exam regulator, on wednesday so we might get more ofan idea at that stage what theyre thinking is. Its notjust the government in westminster looking at this and making decisions, there are the devolved nations as well and previously theyve not worked in lock step which has put pressure on the government. It has and remember schools have already gone back in scotland and we saw what happened with exams in scotland repeated a short while later, just a matter of weeks later in england, and its another complication, a very difficult situation because if the government to delay exams, that has a knock on effect on University Admissions, employers, they can get enough markers in place and there is enough for the government to think about any of the fence before they make that decision but what you heard Robert Halfon saying and labour are saying is whatever, make a decision quickly. The former head of the University Admissions body ucas says a delay to exams would create massive ripples of impact on entrance to university, sixth form or progression to apprenticeships. But the shadow education secretary kate green says that the University Admissions process has already been in chaos this year. This proposal that we are putting forward gives much, much, much more time properly to plan how we could manage a later exam session and still have time for results and marking, and admissions to take place and i would have, and im very sure that universities would say if you give us longer to plan, we can make a much better arrangements and make a much better arrangements and make it go right out to the wire. And avoid the incompetent chaos we have seen this year with the gcse and a level results. It is not simple, there are not ideal solutions. But the ministers saying this means it is utterly irresponsible. We need to be doing the planning now. The contingency planning. Its a complete aberration of the responsibility so they allow things to go to the wire again next summer, it creates huge distress for stu d e nts summer, it creates huge distress for students and even more chaos for universities. Two men have been released by police, after they were arrested at Stansted Airport on suspicion of terrorism offences. Officers were called following reports of a suspicious device on board a Ryanair Service from vienna. Police said the device found was of no concern. The first minister of scotland has expressed concern after 160 more people tested positive for coronavirus in scotland. Nicola sturgeon said the rise was partly the result of more tests being carried out but urged people to continue to adhere to government guildelines. We are right now in a very fragile situation. The transmission of the virus is increasing again. We can keep it under control if we all do the right things to help test and protect and do look back let that do its work. It would not take much right now for the virus to get a grip of us again. Every single one of us has a responsibility to try to stop that from happening so im appealing to everyone today watching to continue to do the right things and appealing to all of you to spread that message as widely as you possibly can. Travel company tui says it has launched a full investigation into claims that its cabin crew didnt follow coronavirus guidelines on a flight thats been linked to at least 16 confirmed cases of covid 19. The airline has insisted its staff are trained to the highest standards. All 100 and 93 people on the flight from zante to cardiff have been told to self isolate with some other passengers now reporting symptoms. Stephanie whitfield was a passenger on the flight and told bbc breakfast about her experience. It was quite scary, to be honest. As soon as we boarded we realised that many of the passengers hadnt really been educated about the wearing of facemasks. Many of them were wearing them around their chins and underneath their noses. They were taking them off to talk to fellow passengers and walking down the aisle with their mask off to speak to others. And was anybody raising concerns about that on the flight, and what were the cabin crew doing . The cabin crew, obviously they were offering a limited Cabin Service due to the pandemic. So they werent as present as perhaps they might have been on a normal flight or during normal times. But they did raise it with a couple of people. But i was sat next to a gentleman who had the mask around his chin for the duration of the flight. Cabin crew did not raise it with him. So what was the response of obviously you are a bit distressed, knowing what you know now about that flight. Have you developed any symptoms since coming back . I know a number of people have tested positive for the virus and everybody from that flight has been told to self isolate. Yes. Weve developed very mild symptoms and were taking a test tomorrow. My husband and i decided during the flight that we would self isolate anyway regardless of government advice. We decided that prior to the news breaking. Were glad now obviously that we did. Were hoping weve just got a cold at the moment. But as i said, we are taking the test tomorrow just to be on the safe side. Earlier my colleaguejoanna gosling spoke to paul charles whos the chief executive of the travel consultancy, the pc agency. He said what had happened on board showed more measures were needed. If ever there was a case study of why airport arrival testing is needed, it is this exact flight because they would have been able to. The authorities would have been able to get hold of all the passengers at the time as they go off the plane and went through cardiff airport. This is a very good example of why the current rules at the moment need to be changed because they are not working and its remarkable that Public Health wales admitted this morning that it could take a week to contact everybody on that flight. And that is simply not fast enough. Greece and the islands are still not on the quarantine list. Is that right as far as youre concerned . That is correct. Is it the right position to be in . Well, the numbers today show greece is reducing its cases so it is coming down a bit. Clearly on zante itself, there may be an issue and extra precautions have been put in place to restrict the numbers dining restaurants and in bars so i think zante realises they had an issue and they are trying to do something about it but in terms of the flight itself, yes, tui should have been making sure everyone wore a mask on their own crew should have had everyone wearing a mask throughout and an investigation will need to work out why that happened but every airline has basically signed up to the fact that all passengers have to wear masks on a flight so if they were not on this occasion, that is something very serious indeed. A flight is just inevitably the weakest link in this all part of the chain because there was no social distancing on them, is there, even when people wear masks or not . Flights are actually one of the safest places to be and it may not sound it at the moment but it should be enforced, massacring, and in other places and other settings, sometimes youre not wearing a mask so the air quality in many of these planes and in your aircraft, the air quality is replaced every 2 3 minutes and you also know exactly who is on the flight of course and the passenger locator form should be filled in by law so it is one of the safest places to be. The difficulty is if you let everybody out of the airport without them having been tested, then they are free to potentially spread the virus into the community and it may well have happened on this particular occasion. That is why arrival testing has to happen. White make it interesting you say they are one of it is interesting that you say one the safest places to be and talk about the recirculation of the air. It is purified, you say . I thought it was the same germs passing in and out of the system and if you compare what is happening in trains, on trains, the seating has been reduced a lot so people are not sitting up close to each other anyway they are on flight. Well, the newer aircraft in design, especially the 787 dreamliner is in some of the newest planes flying have the best filtration you can get in the air is actually replaced every 2 3 minutes on them. Clearly on much older or aircraft, the air quality, while still very high, is not replaced so frequently. Its a few minutes more. In the majority, the air Filtration Systems are changed every 2 3 minute and that is a very safe place to be as a result, especially backed up by wearing a mask but i think this case just goes to show why we now need to see a change away from the quarantine rules that exist to arrival testing, and there are 30 countries around the world doing that. If the testing is in place in the airport when passengers get off the flight, they would have known exactly who was on board and been able to test them, they could then have quarantined for five days and had a second test, the majority of cases if not all would have been picked up over those five days. Might this case also have an impact on how travel is seen Going Forward . It has not been a busy time and wouldnt be anything like it is normally. When people see what is happening here, it might put them off or even longer the thought of going on a plane and going for a foreign holiday. Sadly i think there is a danger that some people will be put off and there are many people who i think still want to travel and go away, they are looking at the best and safest countries to do that you. We have had a window undoubtedly during the summer where people are going away and coming back and we are through the busy Summer Season with most people who have been away coming back today, one of the busiest days of the year. I think a lot of learning from this particular episode, only tui is handling on board is something they will need to learn from and people should need to be tested on arrival. That is what the government will have to learn from now. Will need to look at now. An investigation is launched after at least 16 cases of coronavirus are linked to a flight from zante in greece to cardiff last tuesday. A passenger on the tui flight from the Holiday Island says many passengers ignored travel rules and werent wearing face masks. It was quite scary, to be honest. As soon as we boarded, we realised that many of the passengers hadnt really been educated about the wearing of facemasks. Well be getting the latest and asking if the Airline Industry is doing enough. Also this lunchtime calls for next summers gcse and a level exams to be put back to make up for teaching time lost during the lockdown. The governments month long eat out to help out scheme ends today, but some Restaurant Owners want it to be extended. The charge on single use carrier bags is to be extended to all shops in england, and the cost is to double to 10p. Good afternoon. The airline tui has launched an investigation after at least 16 cases of coronavirus were linked to one of its flights from the greek island of zante to cardiff last tuesday. Some passengers have accused cabin crew of failing to challenge those on the plane who were not wearing face coverings. The 193 passengers and crew on baord are being asked to self isolate for a fortnight. Caroline davies reports. Sunshine getaways to the island of za nte. Sunshine getaways to the island of zante. A sunshine getaways to the island of za nte. A prospect sunshine getaways to the island of zante. A prospect many holiday makers. Travelling back wasnt the return they were hoping for. It was quite scary, to be honest. As soon as we boarded, we realise that many of the passengers hadnt really been educated about the wearing of facemasks. Many of them were wearing them around their chins, underneath their noses, they we re chins, underneath their noses, they were taking them off to talk to fellow passengers and walking down the aisle with their mask off to speak to others. At least 16 cases of covid 19 have so far been linked to the flight. All passengers on board have been told to self isolate. The airline that ran the flight, tui, said. But this isnt the first time holiday makers returning from zante to the uk have had symptoms. Last week, local Health Officials in plymouth said a group of 18 and 19 year olds had also tested positive. Zante itself has introduced its own restrictions, including closing restaurants, bars, clu bs including closing restaurants, bars, clubs and cafe is at midnight and banning more than four people at restau ra nt ta bles. Banning more than four people at restaurant tables. Advice shared on the Foreign Office website. It has raised questions about whether there should be localised quarantine for certain high risk regions, rather than entire countries. Translation it is social to social distancing measures cannot be maintained adequately, then people should not mix in this destinations. It is not currently the government policy to enforce quarantine for regions, islands or cities. As holiday makers return home, Public Health officials are keeping a close eye on new infections. Caroline is here. As you said in the report, this does raise questions about quarantine measures. We have seen plenty of uk holiday makers desperately scrambling to get home as quarantine measures change and some of them have been a bit frustrated because they feel like the region they happen to be in of that country, evenif happen to be in of that country, even if the average was higher, had low numbers. They want a more nuanced approach about when they decide to add countries to the quarantine list, similar to the way they do things in germany. 0f course, it also works on the opposite direction as well. We heard that zante opposite direction as well. We heard that za nte and opposite direction as well. We heard that zante and paris and anti paris have put in a localised restrictions as well. Grant shapps has previously said that it would be too difficult to impose restrictions on a granular level because lots of other countries dont have the same amount of information or testing to be able to get that sort of information out. At the moment, it looks likely that the government policy is not currently due to change. Caroline davies, thank you very much. Labour has called for next summers a level and gcse exams in england to be delayed by up to two months to allow pupils more time to catch up on lost teaching time after schools were closed during the pandemic. The shadow education secretary, kate green said pupils have a mountain to climb to prepare for exams after months away from the classroom. The uk government has insisted exams will go ahead next year. Tony bonsignore reports. Its only been a few weeks since this years students got theirfinal grades but what to do about next yea rs exams . Its a question that is already testing politicians. Labours answer, delay gcses and a levels in england until at leastjune, to make up for lost teaching time. We really feel its important that we put young people first when planning for next years assessments, and that means giving them as long as possible for teaching and for learning to take place, to make up for the disruption theyve already suffered in the school year weve just had and while i hope there wont be disruption in the coming year, i think weve got to accept its quite possible there may be periods when children have to be out of school again for a time. Its far too early to be saying youre going to postpone things or cancel things as the labour party seem to be saying, thats the wrong approach. What we should actually be doing at this moment, is focusing on getting schools back in the saddle, running again, so that young people can resume their education. 0fqual, which sets the rules for exams in england, has made some changes to what students have to do for subjects such as English Literature and geography, to allow more flexibility. And its already consulted on pushing back exams but hasnt yet made a decision. But how do teachers and pupils feel . There really isnt a very good reason for year 11 students to do quite so many exams. And if we were able to thin that out a little bit then that would, you know, already start to solve part of the problem. I have worked hard during lockdown but i do feel i havent reached my full learning potential without a teacher present. I do feel i lack confidence going into year 11 regarding my exams so i would like the idea of the exams being pushed back until the end of the year. I think delaying the exams could actually end up prolonging the inevitable. Its already a very stressful year for us and it could actually end up just adding more unneeded stress on year 13. The Scottish Government is also consulting on possible changes to highers and nationals. Whatever decisions are made, the pressure is on for plans to be put in place quickly so that pupils know what they are working towards. Tony is with me now. Mps returning to work this week as well with education high up on the agenda. Especially with schoolchildren in england and wales returning to the classroom this week. What the government is saying is that is their focus right now, reassuring parents and students as well and making sure that goes as safely and smoothly as possible. In terms of that issue on the exams, the executives from 0fqual, the exam regulators, they will be up into the net in front of mps regulators, they will be up into the net in front of mp5 on wednesday, so that will give us an idea of thinking there. It is notjust education youll be hearing about this week, another big issue as we end the Holiday Season is getting back to work. The government wants as many people as possible to get back into the office, not least for the economy, but just back into the office, not least for the economy, butjust going to any town centre or city centre to see the impact it is having come all this home working, but it is proving pretty tough at the moment to persuade employers and employees that it persuade employers and employees thatitis persuade employers and employees that it is safe to do so. What we are told is late in the week we will have, not a campaign, are told is late in the week we will have, nota campaign, but are told is late in the week we will have, not a campaign, but adverts in the Regional Press which are for employers to show them how to be covid secure, a way to coax us back into the workplace. Presumably mps by going back to work themselves will hope they are giving a good example to the rest of us. Thank you very much. The eat out to help out scheme ends today in the uk. Its been enormously popular with 64 million discounted meals dished up in 84,000 restaurants and cafes across the uk. The idea was to help the Hospitality Industry get going again after the lockdown. The 50 discount applied monday to wednesday throughout august up to a maximum of £10 per person, and there have been calls for it to continue, as our Business Correspondent katy austin reports. Trade has been sizzling this august in the olive cafe in bournemouth. Its owner and chef credits the eat out to help out scheme for being fully booked monday to wednesday. Trade is well up onjuly. People are more comfortable coming out, eating, and enjoying themselves. We do our best to make them happy. Happy with their half price breakfast were this family. So we have done breakfast, dinner, breakfast, dinner, so, yeah, four times now. So we had to book all the restaurants before we left home to be able to get the availability. They are not the only ones who have taken advantage more than once. Over the course of august, yeah, probably ten times. Industry body uk hospitality says a third of bars and restaurants have yet to reopen. This is our outdoor terrace and it has just been busy like this pretty much constantly. The boss of this african restaurant nearby says the scheme has helped him recoup some of his lockdown losses but he says it needs to return. Give september that breathing space, let the schools open, and then bring it back in october and november were predominately it is going to be the quietest part of the year and that is where the biggest worry is. The boom in visitors and people on staycations that bournemouth has seen this summer helps to explain why restaurants and pubs in the town have seen such a big boost from the government discount scheme. That is not the case everywhere, though. Location is key in determining how successful the past month has been for businesses. Pub giant greene king has 3,000 pubs and restaurants. It says while it has seen a benefit overall, City Centre Venues lacking the usual Office Workers and tourists are struggling. A lot of our businesses were 50,70, 90 up year on year. London, our central london, was about 30 down year on year, so it is pretty stark. I have called for government to think about maybe doing a similar scheme for city centres and for london. You know, we need to get people back into our city centres and particularly into central london. The government doesnt plan to extend the scheme but said it is helping the sector in other ways too. This london cafe is one of a large number carrying on their own half offer in september. It still needs a boost following a terriblejuly. Now we are telling everybody that we continue, so you can see people are extremely happy and i think it will help us a lot for the trade. And as well we are going to have a lot of people who are back to work in the offices. With the furlough scheme coming to an end in october, businesses like these hope peoples interests in eating out will still be on the menu come the autumn. Katy austin, bbc news.
