Low skilled and low paid migrants wont get a work visa under government plans for a new points based immigration system. The scheme will apply to people inside and outside the eu from next january, affecting business owners. It basically redefines our immigration policy so that the brightest and the best, people with skills, can come to the uk. We will ask how the scheme will work. Also on todays programme. Caroline flacks family releases a social media post the presenter wrote but didnt publish, saying her future had been swept away. Yellow weather warnings are issued in wales and yorkshire, as more heavy rain is forecast for parts of the uk already flooded. Some passengers begin leaving the cruise ship quarantined in a japanese port for more than two weeks. And we will have exclusive access to the Sistine Chapel as it is prepared for a hanging of raphael tapestries. In the sport, the latest from vegas, that the heavyweight title rematch that the heavyweight title rematch that tyson fury says is the biggest fight, for 50 years. Good afternoon and welcome to the bbc news at one. Migrants who are low skilled or low paid wont be able to get a work visa under the governments plans for a new points based immigration system. The scheme will apply equally to people from inside and outside the eu from nextjanuary, after the end of the brexit transition period. Many Industries Including the care and hospitality sectors have warned that the governments points based system could have damaging consequences for the economy. Our Political Correspondent Jessica Parker reports. Hello. How are you doing . Hi. Introducing herself and a new immigration system at a high tech laboratory. The home secretarys proclaimed vision to attract the brightest and best. This is a radical sha ke up, completely. This is the first time in nearly a0 years where the British Government will be in control and will determine its own immigration policy, and will also be able to determine the type of system that it will be in control of. A key change, those who want to come and work in the uk will be treated the same, whether they are from the eu or not. People will need at least 70 points to apply, so whats the breakdown . Most will need a job offer. That earns 20 points. It will need to be at an appropriate skill level, for another 20 points. An additional 20 points will be awarded for a salary of over £25,600 orfor a job in a sector where there is a labour shortage, and speaking english will be a requirement. That earns ten points. But there will be no entry to the uk for most people doing whats classed as lower skilled work, in restaurants, Food Processing plants and care homes. Bad for the economy, says labour, an accusation, too, is mislabelling important work that might be low paid as low skilled. They confuse salary levels with the value of the job and the importance of a job. Its going to make it really hard to recruit social care workers, particularly in london and the south east. And businesses who rely on the kind of workers who will no longer be able to get a visa are being told to improve productivity, invest in technology and do more to retain existing staff. But there are claims the new restrictions will be devastating for parts of the uk. We have only just become a country that has net inward migration and a growing population, and thats entirely thanks to freedom of movement, which is coming to an end, so the real risk for scotland now is that our population as a whole and our working age population in particular goes into decline. The government sees this as a key part of delivering on brexit, taking back control. Control may be one thing, time another. This is a Major Overhaul of a vast system, and theyve now gotjust over ten months to make it happen. Ministers plan to bring numbers down overall, nothing more specific. Conservative governments have been stung before by missing their own targets. Proof that mapping out an immigration system can be easier than making it happen. Jessica parker, bbc news. Norman smith is in westminster for us. Not perhaps what people might have been expecting in terms of what we know so far . Theres been an uneasy reaction from many in the business community, the pace with which these changes are being introduced and from those sectors which have traditionally been heavily reliant on cheaper labour from the eu, sectors such as the care sector, construction, hospitality, who fear that they simply will not be able to get the staff that they need. What has been striking is the response from ministers has been pretty uncompromising. Almost it seems to me given business a finger wagging saying that you have relied for too long on cheap eu labour and now you are going to have to recruit and train british labour. Indeed the home secretary priti patel said she said this would be a fantastic opportunity for British Business to ta ke opportunity for British Business to take part in levelling up the country. To compound that finger wagging, she also suggested that there were 8 million economically inactive people in the uk who British Business could recruit from. That has caused amazement amongst many in the business community, because there is figures are primarily made up of students, the retired, carers, the long term sick, in other words, they are not a pool of people sitting around to be recruited. So, in the business community, theyre recruited. So, in the business community, they re still considerable anxiety these changes. Norman, thank you for now. Our Home Affairs Correspondent danny shaw is here. In terms of immigration, will this do what the government wants to do thatis do what the government wants to do that is so often talked about . The government is clear in this document. It says overall levels of migration will reduce but they dont say by what timescale or by how much, there are no details about that at all. When you look at the proposals you can see how that would happen, because the supply of eu labour will undoubtedly fall, under these plans, but on the other hand there is a liberalisation for people coming from outside europe, because the restrictions on skilled workers have been eased a bit, there is no cap on skilled labour, so you could see some increases in areas there, as well. The pinch point will come with this on skill, or his lower skilled issue, whereby there is no clear route in far lower skilled workers. There is a Seasonal Agricultural scheme for fruit pickers, there is a usability scheme for young people to come and do work and foreign students can stay on for and foreign students can stay on for an extra two years after they have graduated, but interestingly, the government in december 2018, when sajid javid was home secretary, produced an immigration white paper which gave a 12 month visa for lower skilled workers to come here, 12 months, because they understood that there would be problems for the care sector and for the construction sector. That idea has gone completely. There is no reason at all for that whatsoever. It will be interesting to see in the months to come, once the system beds down, whether or not the government has to reverse. Thank you very much, danny shaw. Organisations which represent farming, catering and nursing are warning it will be hard to recruit staff under the new immigration system. But ministers insist businesses must stop relying on cheap labour from europe as Colletta Smith reports. Officially they are classed as low skilled but these bakers are making sure that they get a high rise on todays muffins. With many coming from europe they would be unlikely to hit the 70 point mark on the new immigration scores, so getting in more bakers and counter staff at this continental delicatessen could prove tricky. We need doctors and Rocket Scientist but the backbone of oui Rocket Scientist but the backbone of our country, we need these low skill sets, butchers, bakers and cleaners, and we need all of those for our business to survive. It is notjust the Food Industry feeling frustrated. It feels as though social care has been totally ignored as being one of the sectors that dont need special exemptions from this. Business is offering food or working in agriculture or hospitality, those lower skilled workers are important, but the tech sector is excited at the prospect of more higher skilled workers being allowed into the uk. Getting higher skilled workers in from outside the eu isnt easy at the moment. We have record employment rates in this country at the moment. And we have widespread skill shortages. So, yes, the government has moved a long way in terms of higher skilled, higher paid workers and that is welcome, taking the cap off skilled visas. Back at the deli, is another headache to deal with in the years ahead. Our needs are different, spain, germany, italy, and the prices arejust going spain, germany, italy, and the prices are just going up through the roof. Wages are going up through the roof. Wages are going up through the roof. So it is definitely a difficult time. We are feeling the pinch and doing everything that we can to keep going. Now the rest of todays news. The inquest into the death of the tv presenter Caroline Flack has opened. Her family have shared a previously unpublished social media post that she wrote shortly before she died. Richard galpin was in court. What has happened today . This has been the opening of this inquest. We have heard details of what happened last saturday when Caroline Flack died. We have heard how Police Officers in north london had been driving through the area, and were flagged down and asked to come into a residence. In that residence they found a woman lying on her back, and that there had been a hanging, and of course they try to resuscitate Caroline Flack. The police started initially then paramedics took over but they were not able to save her, and she was pronounced dead at the scene and her sister identified her as Caroline Flack. As you are saying, we have also had this release of a social media post by herfamily, which release of a social media post by her family, which caroline release of a social media post by herfamily, which Caroline Flack had written but never published. And it is very, very revealing. Initially it focuses very much on the fact that she had been arrested on the charge of assaulting her boyfriend, and she says that within 24 hour is of that, my whole world and future was swept from under my feet and all of the walls that i had taken so long to build around me collapsed. Then, she also denied that she carried out the assault. She said. And there was also talk about the state of her mental health, in which she said. And then, in terms of the impact of the charges that she faced, she said. And of course, one key other point is that she was facing a trial, which was due to start next month. More heavy rain is forecast for communities already experiencing some of the worst flooding for over a decade. Areas of wales, scotland and the north of england have all received yellow warnings from the met office, meaning Severe Weather is predicted in the next few days. This report from the river severn, in worcestershire, from phil mackie. In some places, this is still the only way to get around. Tony and helen cox need to row into and out of their home. In flood hit communities like this in worcestershire, its becoming an all too frequent occurrence. They are hoping that flood defences will be built soon. The Environment Agency are working with us in the village to build them, but we need to have the planning permission from the local authority which, subject to that happening, would lead to the flood defences being built in the next 12 months. But the bureaucracy of getting that far is just taking forever. And is that a frustration for the villagers . Yes, yes. Its been going round in circles. We are making progress, but it takes a very long time to get anywhere. This is the village of severn stoke in worcestershire. The river severn is about a mile that way, but the floodwater has repeatedly hit the village since 2000. When it gets really bad, it crosses the road and hits those properties over there, and its done that again this time. Severn stoke will be getting flood defences theyve begun the process but it wont be for at least another 12 months. Further north in bewdley, the Environment Agency spent the night reinforcing flood defences which held, despite fears they would be over topped. The people on the ground have worked incredibly hard getting all the barriers up and keeping people informed, evacuating the area, as i say. In monmouth, where the river wye reached its highest ever levels, they are bracing themselves for more bad weather, with heavy rain forecast for wales. Its notjust homeowners, but farmers have been hit badly by prolonged wet weather. There have been over 3,000 claims for storms ciara and dennis, with damages claimed for worth around £20 million. Farmer nick baxter has lost £30,000 and is still unable to plant anything, and might not be for another two months. Right now, we should be looking at a crop of winter wheat, a bread making variety that will be going off to mills in the summer, and at the moment we are looking at a field of mud and puddles. When cricket starts again at the county ground in worcester, anyone affected by the floods will be offered free tickets. But they may not be able to play here at the start of the season. For us, its not going to be as bad as for some other people that have been personally impacted. Weve just got to clean up, reseed, prepare and go again. So we are used to it and we are coping. They used to call floods like this in worcester hundred year events. This is the fourth this century. They are becoming bigger and more frequent, causing even more misery. Phil mackie, bbc news, worcester. Passengers have begun leaving a cruise ship thats been quarantined injapan for more than two weeks because of coronavirus. More than 70 britons were on board the diamond princess four have tested positive for the illness. Our correspondent laura bicker reports from yokohama. Its all over, at least for some. The lucky few shuffled through reporters eager for details after an outbreak of coronavirus turned a dream asian cruise into a floating prison. How do you feel . Im ok, says this relieved passenger, but as those left behind waved them off, there are fears that they might not be ok. Although they are getting to go home, concerns are beginning to grow. Over the last two weeks, one in every seven passengers have contracted coronavirus which, critics say, proves that the Japanese Health authorities quarantine measures have been wholly inadequate. Now, japan says these rates of infection predate the quarantine. One expert in Infectious Diseases says who visited the ship believes everyone on board is at risk. Everyone was shocked and scared of having infections and are still scared of developing the disease in the next couple of days. Those stuck in the cabins have documented the fear and confusion, including this british couple who were diagnosed with the virus overnight. We are going to a hostel, because there isnt a hospital bed anywhere, four hours. 0k . Sir, we are going to a hostel and, in four orfive days, we will be removed from the hostel and put into a hospital where we will receive treatment, so i cant see that theres going to be any way we are going to be on that flight to the uk. Even when they are free of the ship and three of the virus, many countries, including the uk, have said all passengers must spend another 1a days in quarantine. Meanwhile in china more than 2000 people have now died after contracting coronavirus. Most of the deaths were in hubei, the epicentre of the outbreak. Chinese Officials Say the number of reported cases is falling, but case numbers aboard the diamond princess continue to rise. There are passengers from more than 50 countries here. As they head home, it raises the possibility of this ship could be the source of a fresh wave of global infections. Our top story this lunchtime. Low skilled or low paid migrants wont get a visa under a new points based immigration system which would apply to those in and out of the eu in january. What a goal honoured 22 years after his death. Turkeys president has threatened to launch a new military offensive in North Western syria to halt the government advance there which has displaced nearly a million people. The United Nations says the Mass Movement of civilians could cause a humanitarian catastrophe, with many without shelter in freezing conditions. For ibrahim and his family, it is time to move. Again. His eight children know the drill, they have done this before. Three times. War and displacement are all they know. But there is a sense of urgency. Theres lots to pack and the fighting is getting closer. Theyre leaving as little as they can behind, including ibrahims old hunting rifle. They dont know where they are going, but they are pretty sure they wont be coming back. Translation we fled because there was more shelling. We came here, but there was even more shelling. Now we dont know where to go next. We are going to go to the camps, and if they cant fit us in, we will continue moving. Ibrahims elderly parents are exhausted, not sure how much more of this they can take. A week ago, the village was safe, then the bombing started. This unverified footage from two days ago showing the aftermath of an air strike on a local hospital. Now, the towns bakeries are all closed, water has been cut off and the internet. The nearest Syrian Government troops are less than two miles away. This was the nearby village of tormanin just last night. Firefighters and rescue workers dealing with yet more air strikes. President assads forces, backed by russian air power, are placing the whole of north west syria under relentless pressure. Ibrahims is just one of countless families forced to keep moving, but the fighting simply following them where ever they go. They will probably head for the turkish border. Turkey, which fears another wave of refugees trying to cross, warning again it may soon be forced to intervene. Paul adams, bbc news. Members and official supporters will begin voting next week in the labour leadership and deputy leadership contests. Weve been looking in depth at the three candidates hoping to become leader of the opposition. Today, our Political Correspondent helen catt profiles the wigan mp lisa nandy. If we do not change course, as a labour movement, we will die, and we will deserve to. I am asking you to take the brave, not the easy choice. Lisa nandys pitch to be labour leader is that she is different. In her words, shes someone who doesnt look or sound like anyone whos led the party before. Shes certainly got a reputation for plain speaking. Pay attention. Thats a bit of a daft question. Shes got some well known passions. People in towns like mine have been completely ignored, and at times deeply disrespected. And some which are perhaps less well known. Have you really been to every one of Britney Spears uk concerts, is this true . You cant embarrass me with this. I love her. How many have you been to . All of them lisa nandys path to parliament wasnt that unusual. Shes the granddaughter of an mp and her dad, deepak nandy, was heavily involved in Race Relations policy. After growing up in bury nandy studied politics and then went on to work for an mp, then charities, and then as local councillor in london. After she was elected as the mp for wigan in 2010, she was quickly singled out as one to watch. When will this government return here with a plan to keep our lights on, to cut pollution and to get energy bills under control . She held posts on the labour front bench, covering children, energy and charity, but then in 2016 she resigned, to run owen smiths Leadership Campaign againstJeremy Corbyn. Ive told Jeremy Corbyn that the situation is unsustainable and im afraid i can no longer serve. And lisa nandy has gone against Party Opinion on brexit. In january, theresa may finally agreed to negotiate with labour. I told her at the time if she brought a bill before parliament that gave a role for parliament in the next stages of the negotiations i would go for it. I was consistent in that all the way through. Had she brought that bill, i told her and i told my constituents i would vote for it. When Boris Johnson finally did, i voted for it. She voted once for borisjohnsons deal, but against in the final version. But back to that passion shes best known for. Towns are now the key marginals that will be the central Battle Ground for the next election. I think the government has started to understand that. I think all Political Parties have now started to understand that. Her love of towns has really taken off in some of the stranger corners of the political internet, but it is a serious one. In 2018 she co founded a think tank, the centre for towns, as a response to what she saw as too much concentration on cities in economic policy. That is key to lisa nandys vision for labour. She wants to move power out of london and build what she calls a red bridge, to reconnect labour voters across the country. Tomorrow we will profile keir starmer tomorrow we will profile keir starmer the lateJustin Fashanu has been inducted into the national Football Museums hall of fame on what would have been his 59th birthday. Justin fashanu was the first black player to command a £1 million transfer fee, he was also englands first male professional to come out as gay while still playing, in 1990. He took his own life in 1998. Our Sports Correspondent Katie Gornall reports this picture perfect volley won goal of the season in 1980. Fashanu. 0h, what a goal that is magnificent. A few years later he would become britains first £1 million black footballer but with every barrier broken the walls of prejudice remained. After coming out in 1990 he became magnet for abuse. Eight yea rs later he became magnet for abuse. Eight years later he felt he couldnt go on. The former footballer, Justin Fashanu has been found dead in london. Today, the mood is very different. On what would have beenjustin fashanus 59th birthday his life is now being celebrated with a place in footballs hall of fame. |j now being celebrated with a place in footballs hall of fame. I think it is more about his legacy, more about, you know, the example that he has given to other people, and i think it is him paving the way for others, and it is more thanjust his talent with football and more than him just being gay, so it is a question of a lot of things coming together and finally having recognition for who he was. The struggle was there from the start, as childrenjustin struggle was there from the start, as children justin and struggle was there from the start, as childrenjustin and his brother john were given up for adoption, both found careers in football if not acceptance. Injuries would hamper justinsable but his not acceptance. Injuries would hamperjustinsable but his career was about so much more. The the fact his career is being recognised represents huge progress, it still no other male professional footballer in this country has followed his lead and the prejudice hasnt gone away. Today it emerged that a large group of Manchester United fans allegedly made homophobic chants during moneys match with chelsea, a sign that the battle for equality still continues. Together, we need the football authorities to do theirjob, we need the clubs to do theirjob, we as fa ns the clubs to do theirjob, we as fans need to call out discrimination, but together as a society we really neat to get a handle on what is happening in life. Ho years since his wonder goal Justin Fashanu is celebrated in the stands and getting the recognition many feel is long overdue. Its 500 years since the death of the italian renaissance artist, raphael, reknowned for his portraits and frescoes. A major exhibition in london later this year will show some of his best loved work and at the vatican they are preparing to hang his tapestries in the sips tyne chapelle. Sistine. Where sacred power meets artistic mastery, night brings quiet but no rest. In the Sistine Chapel, where popes are chosen beneath michelangelos glory, we got rare access to the cleaning of one of humanitys greatest triumphs. To do this job offer to clean the chapel is, for me, the best thing i can do in this life. The upkeep now is particularly special. 500 years since the world lost michelangelos contemporary, raphael, preparations to host his tapestries in the chapel where they were designed to hang. Amidst the magical story of this place was an intense renaissance rivalry between the older michelangelo and the younger, more sociable raphael, and legend even has it that while michelangelo was absent during the painting of the ceiling, raphael even snuck in to take a peek at the competition for favour driving these masters to new artistic heights. Raphael, the so called prince of painters, died suddenly on his 37th birthday. The anniversary has spurred painstaking restoration of some of his most famous frescoes. Among the greek philosophers in his school of athens is heraclitus, who raphael mockingly painted as a sulking michelangelo. For the commemoration, analysis has been done of raphaels portrait of a young woman, thought to be his lover. It willjoin an exhibition that will go to london this autumn. Back at the chapel, a delicate operation to bring in the tapestries. Raphaels splendour, unfurled again. There is a debate. Some one prefer michelangelo, some one raphael, and so, to have them, we may say, together, is very important, to understand the balance and to compare them and to see how they talk. To each other. Five centuries on, the masterpieces are back where they belong. Rivals reunited in perfect harmony. Sistine chapelle. Sistine. Let us turn our attention to the weather. All the flooding jane, what weather. All the flooding jane, what we could do with is some dry weather, that so not what we are going to get. There are severe flood warnings in force and from the met office we have this new weather warning. It is yellow but for more rain. Places where we really do not need it. You can see the rain on the march, here on the radar, pushing in from the
