Let me show you some of the tributes that have been left. Lots of m essa 9 es that have been left. Lots of m essa g es of that have been left. Lots of messages of solidarity, sympathy with the victims and their families. Lots of the messages simply bearing one strong message, which is, i love manchester. Its really a demonstration of affection and sympathy which has been the focal point here at manchester town hall. Crowds of people joining people in the square today. 22 people were killed, including teenagers and children, when a Suicide Bomber detonated a device at the end of a pop concert, and dozens were injured. The Terror Threat level was raised last night to critical, which is the highest level. So far, the names of 12 of the victims have been released. But police say they do know the identities of all the victims. The suspected bomber has been identified as 22 year old salman abedi, who was born in manchester to a family of libyan origin. The focus of the investigation is whether he was part of a Wider Network planning further attacks. That is the suggestion that the Home Secretary made earlier today and the suggestion made by the Prime Minister last night in that statement in downing street. There have been three arrests in manchester this morning. Our first report is by our correspondent, richard galpin. Of those killed in the attack on monday night, seven have now been named, including Olivia Campbell, who was 15 years old. Her family have been desperately searching for her, hoping she was still alive. Another of the victims was Kelly Brewster from sheffield. Her partner said he and their daughter, like everyone, were absolutely devastated will stop and martyn hett, a pr manager, whose friends described him as wonderful, iconic and beautiful. Much more is also now known of the person who detonated the powerful bomb, filled with metal nuts and bolts at the manchester arena, killing and maiming so many people. He was 22 year old salman abedi, brought up in manchester of libyan parents. He was known to the Security Services. A former classmate has described him as gullible and short tempered and that hed become increasingly religious at school. There are now reports he had travelled to countries where it is It Extremists are based. The French Interior minister said he had been told by investigators here in britain that salman abedi had gone to libya and then without doubt to syria. He said he had been radicalised and decided to commit this attack. Yesterday, heavily armed police carried out raids in south manchester, arresting his brother. There have been more raids today with another three men arrested in the city. With the authorities increasingly concerned, salman abedi was part of a network of extremists, the Terrorist Threat level has been raised to critical, the highest possible. It means armed police can now be backed up by troops across the country. This was a horrific, violent event. Those more sophisticated than some of the horrific events we have seen in the past in other parts of europe. People are reasonably wondering whether he did this on his own. Buckingham palace is one of the key locations where troops will be positioned instead of police. Today, the usual ceremony around the changing of the guard was cancelled. There has been particularly high security at st pauls cathedral in london for a visit by the queen and duke of edinburgh. There are many big events across the country over the next be weeks. We will be working really closely with the organisers to review security and stewa Rd I Ng Organisers to review security and stewarding arrangements and policing arrangements. We need to take decisions when it is sensible and safe to do so. In manchester, people we re safe to do so. In manchester, people were grieving but also determination to remain united as a community. Today we are waking up to the enormity of what happened. People Ta Ke Enormity of what happened. People take enormous comfort from what happened yesterday. It was our darkest hour but also use all the best of Greater Manchester yesterday. I was in the Hospital S Late Last Night and was Hearing Stories reporters, cleaners, surgeons and nurses came in from not being on shift to help out. The public were bringing in food. People really did pull together. We should ta ke really did pull together. We should take a great deal of pride in that. In our most testing moment, Greater Manchester came together. The sense of Community Spirit is vital. It will still take time for the city to recover from the trauma of what happened here on monday night. More information has been emerging about the suspected bomber, salman abedi. He was 22, born here in manchester. His parents were refugees from libya. They were refugees from the gaddafi regime. He was at one point a student at salford university. Its reported that he recently travelled to libya and returned to the uk just a few days before the attack happened. French Officials Say its likely that he had travelled to syria. Our security correspondent Frank Gardner has the latest. The face of salman abedi. Identified asa the face of salman abedi. Identified as a Manchester City fire bomber. He is now thought to have had helped quite possibly from an Expert Bomb Maker pulled this Amateur Footage taken maker pulled this Amateur Footage Ta Ken Yesterday Maker pulled this Amateur Footage taken yesterday is believed to show his brother being arrested in manchester. At the family home nearby, police used explosives to gain access and then search for clues. But there are International Connections to this plot. From manchester, abedi is believed to have gone to libya, a failed state. Today, the French Interior minister said war torn syria was also a country he had probably spent time in. Increasingly, investigators have been coming round to the conclusion that the bomber, salman abedi, was not working alone. You are simply the mule, carrying a device designed and built for him by somebody else. The bomb maker would still be at large which is why the uk Terror Threat level has been raised to critical. M15, the security service, is working with police and other Intelligence Agencies to try to trace every possible connection had in this country and abroad. This is what we know about salman abedi. He was born in manchester in 1994, of libyan parents from tripoli. He dropped out of Southwood University and was already known to Security Services. In fact, the individuall spoke to yesterday he was a very close friend of the family, described him as a unique individual. It would indicate he could not have put the explosive belt on. He must have had support doing that. Meanwhile, the search for clues continues. Forensic, digital and testimonies from witnesses and suspects. This, so the police, it is a fast moving, wide ranging investigation. A wide ranging investigation but there is an important libyan context to this. Lets go live to libya now and talk to our correspondent. What have you been able to piece together about the Family Background . We agree that the father Of Salman Abedi May be in libya presently. This is a family which has links to braddock or Islamist Groups and has expressed support to alqaeda. Not just to alqaeda but the al nousra front in libya. It has become the Compass Point of the caliphate. Thousands of fighters from libya have honed skills battling against president gaddafi and moved both to syria and iraq and honed their skills further. They were then able to come back here and set up a base here. Then they can move from libya to europe. We do not know if salman abedi was part of the network but his family have expressed support of the radical, Islamist Groups. Thank you very much. Quentin with the latest on the story he has been able to piece together in libya. The identities of 12 killed in the attack have been revealed. They include 32 year old Kelly Brewster, 15 Olivia Campbell from berry. They we re 15 Olivia Campbell from berry. They were named this morning. Tributes have been paid to all the victims, including 28 year old saffie roussos, he was described by her head teacher as simply a beautiful little girl in every aspect of the word. Saffie roussos had gone with her mum to dance to her pop idol. She was the youngest known victim of the attack. The death of the eight year old has hit the community hard. Parents Holding Children close. Tributes at her familys sha nty close. Tributes at her familys shanty shop continuing to grow. Fish and chip shop. The loss has affected parents, pupils and staff who held a minutes silence for her. She was a beautiful little girl in every aspect of the word. She was loved by everyone and her warmth and kindness will be remembered by eve Ryo Ne Kindness will be remembered by everyone from she was quiet and unassuming with a creative flair. Saffie comes from a close and loving family. We can only imagine what she is going through. The names of those killed keep emerging. The identities of the concertgoers who died known publicly. At least four parents who had gone to collect their children at the end of the show. Greater Manchester Police says it is now confident they have been able to identify all of those killed but the families have been contacted and they are being supported by specially trained officers. Yesterday, the mother of teenager Olivia Campbell was searching for her daughter. Today came confirmation that the 15 year old was among those who died, her mother paying tribute to her on facebook. 59 people were injured in the attack. Hospitals across managers that are continuing to treat many of them. We have had traumatic injuries he would expect in terms of the type of devices that were used. We are dealing with injuries to major organs. We are dealing with loss of limbs, potentially. We are dealing with embedded objects. All the horrific injuries he would expect from the event that happened. 20 yea rs from the event that happened. 20 years ago this church was damaged in the ira bomb attack. Today it is one spotin the ira bomb attack. Today it is one spot in the city which provides a focal point for grief and a place where strength and solidarity are on show as well. I mentioned that cobra met this morning. That was for the third time in 24 hours. We will have the latest on that in a moment with norman smith. Lets talk about those who are being treated for injuries in several of the hospitals in the Greater Manchester area. Thats going to manchester royal infirmary. What is the latest . The development is we now know 64 people have been injured. 20 of them are in a Critical Condition in hospital. Nine patients are being treated at manchester royal infirmary. Others are at other hospitals. We know that 12 other casualties are under 16 yea rs of 12 other casualties are under 16 years of age was about at the Childrens Hospital next door. Two days on from the attack, we are learning more about the staff who are treating them as well. Staff who turned up for work. The trust was so overwhelmed they were sent home. Though worried about covering the rotor for the rest of the week. Staff have been coming in and bringing in food for colleagues. People from other trusts in other parts of the uk who happened to be in manchester have offered to help. The British Red Cross has been playing its part. It has been using its own ambulances. It has set up a fund with Manchester City council to support families. One nhs executives said earlier on today, for many patients this is the start of a very long road. They will need assistance for a long time yet. It is mental trauma as well. One of the neighbouring trusts has put information on its website about how people can spot the signs and has published contacts for charities and organisations that can help. What is the latest you have for us on The Cobra Meeting . Well, i think we get a sense of just cobra meeting . Well, i think we get a sense ofjust how seriously the ministration is considering this Terror Threat. The Home Secretary this morning confirming that she did not Believe Salman Abedi was acting on his own, he might have been part of some broader terror network. Secondly, the decision to deploy really very considerable numbers of troops, up to 4000 troops to be made available, to buttress the police at key installations, and this morning, we actually saw paratroopers, so, key elite troops arriving at westminster, and you can see they are are, these paratroopers, at westminster. And they, i presume, will be replacing the Police Officers who normally guard westminster, releasing them to take pa rt westminster, releasing them to take part in the Security Operation. Now, thatis part in the Security Operation. Now, that is important symbolically, too, because we almost never seen troops deployed in mainland britain, only in very rare circumstances. I think that underlines the scale of the threat dynasties believe we face. Ministers believe we face. One other area of controversy this morning, Ukip Signalling that they will be launching their manifesto tomorrow. They say not to do so would be a defeat for democracy. 1 think that decision will prove controversial. There is no sign of any other parties following suit. Indeed, the language from within government suggests that there might be several more days before the election actually resumes, because i think there is a view that it would be inappropriate to have politicians shouting the odds at each other when we have children in Hospital Fighting for their life. We also have an ongoing, live Security Operation and potentially a threat to the uk. Earlier today, as more information emerged about the suspect salman abedi, the Home Secretary, amber rudd, revealed that hed been known to the Security Services Up To A Point. We can speak to Daniel Sandford now. What is the context around that phrase that she used, Up To A Point . Well, the point is that at some point, salman abedi had come across the radar of the Security Services. He had been reported to them on at least two occasions, as far as we know. But that happens a lot, and it does not necessarily mean that any investigation into that turns into a long term investigation. So, although he was known, what they really need to know now is what his movements were in recent weeks and months. We know that at some point he was in libya, and there have now been suggestions from the French Interior ministry that he has gone to syria, and suggestions that at some point he might have travelled to germany. That is absolutely vital in terms of piecing together what happened in the days building up to the attack itself. The other absolutely central part of this operation is trying to find the place where the bomb was made. Because until you find the place where the bomb was made, you dont know if there are other bombs and other bombers. That is at the heart of this operation at the moment, and at the heart of the reason that the threat level has been raised to critical. There was the arrest of Salman Abedis brother yesterday, and three more people this morning. But that seems to have been quite a low profile raid, no suggest that that was the bomb factory. Much more high profile is a raid going on right now in Manchester City centre, involving uniformed, armed officers, and other officers, fire engines, the closure of a railway line. But that does not seem as if there has been a safety cord and put in place, so im not sure that that is the bomb factory, either. Now, we can catch up with some of the other news, with simon. Our main headline. The Terror Threat is raised to critical after it is thought that the suspected manchester Suicide Bomber might have been part of a Wider Network. Still to come. President trumps first visit to europe since taking Office Begins with a visit to the vatican. Coming up in sport at half past. Arsene wenger says arsenal havent requested any extra security ahead of this saturdays fa cup final at wembley, where a Security Review is currently under way. Its perhaps difficult to think of two more different people and today, President Donald Trump met pope francis at the vatican for a short private audience on the third leg of his overseas trip. The two men have already clashed at a distance on Issues Including Migration and Climate Change. Todays meeting reportedly went well, and there was the Traditional Exchange of gifts. James reynolds reports from rome. A warning, his report contains flash photography. No one rushes to meet the pope. President trump was escorted slowly through the vatican corridors and into the popes office. This was the first time these two leaders, opposites in almost every way, have met. Such an honour, the president said. The pope rarely smiles during this kind of photocall. He appeared eager to begin their conversation. The president who wants to build a Border Wall Sat across from the pope who says that he wants to build bridges. After half an hour of private talks, francis met the president s delegation. Do you feed him him slovenian cakes . , the pope joked to mrs trump. She and the president s daughter followed vatican tradition and wore black veils. The two leaders then exchanged gifts. The pope gave the president some of his writings, including his appeal for environmental protection. Well, ill be reading them, the president said politely. Francis will hope so. It is hard to imagine a meeting between two more contrasting leaders. The pope, who is already on to his next audience, opposes the president on immigration, Climate Change and border walls. Their first short meeting was a chance for each man to test whether or not the other would give ground. The president and his wife were left to visit the sistine chapel, painted by michelangelo. The leader with his own noted taste in expensive decor looked impressed. The high street retailer Marks And Spencer has seen its profits plummet by 64 to £176 million in the last year. Chief executive steve rowe blamed the cost of overhauling the business, a decline in Clothing Sales, and the costs of opening new food stores. Our Business Correspondent emma simpson reports. No excuses. No staying silent. No holding back. It is the latest m s campaign. And the new boss isnt holding back, either. It is his programme of change, but it has come ata programme of change, but it has come at a cost. International stores like this one are closing, so, too, are some uk shops. The final salary Pension Scheme is going. Just some of the things which have put a big dent in profits. We want to create a business that is fit for the future, that has got foundations for growth. We have got to get the estate right for a multichannel customer. Customers are more and more digitally savvy, and they want to shopin digitally savvy, and they want to shop ina digitally savvy, and they want to shop in a different way. That means we need less stores, but fewer, Bigger Stores with a better experience. The new boss is trying to win m s off promotions and discounts, trying to get us to buy more stuff at full price. Although Clothing Sales turned positive at christmas, they fell back again in the last few months. So, is this new strategy working . They have done well to back on the number of sales, and train shoppers to pay full price again. That has helped in the short term. But i think longer term, the co re term. But i think longer term, the core issue for m s is that its Clothing Sales have been more less in decline for half a decade, and theyre in decline for half a decade, and they re really stuck in decline for half a decade, and theyre really stuck in the middle, theyre really stuck in the middle, theyre playing that dangerous middle ground, where theyre not the cheapest, not the most fashionable. The m815 cheapest, not the most fashionable. The m s boss knows he needs to get clothing right. The trouble is, we dont want to spend as much on them as we once did. Theyre spending their money differently, spending more on experiences, is your activities and holidays are tending to buy more coffee. But what that means is that in areas like clothing, spending is reduced. For the first time in many years, the Clothing Market fell by nearly 2 . What weve got to do is to make sure that within that environment, we are doing the right things for customers. Sounds easy, but turning around womens fashion, so crucial to profits, is going to take time, ina to profits, is going to take time, in a market which is getting even tougher. Now, lets go back to manchester, and huw. Welcome back to Albert Square, the focal point of peoples expressions of sympathy and solidarity. People are coming here to leave floral tributes and leave messages of sympathy, or simply declaring their affection for the city of manchester. That is one of the strongest messages which is coming out. So many of the victims of mondays attack were young people and children. There were thousands at the concert featuring the American Star ariana grande. Parents and teachers have been faced with the challenge of discussing what happened with children, and our correspondent ricky boleto has spent some time with a class in manchester to see how theyve been confronting what happened. Right, morning, everyone. Has everybody heard the news . Yeah, have you all heard whats happened . Yeah. Its the start of the school day. Theres been an attack in manchester. And for these Primary School children in south manchester, theres a change to normal lessons. Because theres more security and you canjust feel more safe. These 11 year old pupils have been given the chance to talk about what happened at the manchester arena. All over the uk, teachers are trying to explain to their students what happened on monday night, and many schools here in manchester have been offered extra counselling to help children over the next few days. I would say to parents and caregivers, just be there, try to keep their routine as normal as possible, and listen if they want to ask the same question over and over again, thats absolutely fine. Just answer it. Just be there, and try to keep them calm. Many children here have spent the day sharing their worries. I was quite scared because, like, in case it would actually happen closer, even more closer, to us. Erm, i always speak to an adult about any worries that i have mainly my mum. But if, like, maybe shes not available or its late at night and i didnt want to wake her up or something, i have a teddy that always sits at the end of my bed, and its a worry teddy, so ijust open it, write my worry on a piece of paper and put it in and close the zip, and it feels like its eaten it up a bit, and it makes me feel a lot better. I reassured myself by talking to my dad in the morning, and he said it will be all right, and the police are investigating it, and everyones very helpful. How do you feel about what youve heard, and what youve seen this morning. . For teachers, sharing this kind of news is never easy, but at this school, they say its important to reassure the children as much as they can. The thought that there were children involved, it made it even more difficult for the children to understand. And it made it even more important for us to talk about it as soon as they came in, to reassure them and make them feel safe, because your you know, they were worried about it. And lots of them go to the men arena, lots of them go to concerts there. Its somewhere that they would go, so it becomes really real for them. Manchesters famous for its music, and last night, the show went on, as simple minds played at the bridgewater hall. Anthony took his nine year old son lewis to his first live gig experience. It does make you think about it a lot, bringing a young child as well. But we had a chat about it, and he decided he still wanted to go ahead with it, and come along. For many children, mondays attack will be the Talking Point in the playground. But at times like this, its children who show us all how resilient they can be. Another aspect of the day is that thousands of Football Fans from manchester are in stockholm today for the Europa League final, between Manchester United and ajax. A minutes silence will be observed just before kick off. The Executive Vice Chairman of Manchester United said that everybody at the club felt numb and their thoughts were with the victims of the attack. Andy swiss has been to stockholm. Under stockholm sunshine, united fans gathered for the normal big final build up. But this is now no normalfinal. While the supporters are here in sweden, their thoughts are back in manchester a club and a city united. We keep getting messages from back home about people we know who were there, some people whove died. Its been quite sombre, to say the least. But equally, we cant let them beat us, they cant beat us, we wont let them beat us. Its for manchester, and its for all the people involved, the 22 and the 50 odd or so which are still injured and in hospital
