Will stay with you. Maybe i was a bit over zealous with my support. No it was wonderful it was needed needed to hit home that he was there. And coming up in the sport on bbc news labelled the best player in history by his manager, lionel messi scored his 500th goal for barcelona in a dramatic el clasico victory at real madrid. Good afternoon and welcome to the bbc news at one. Its the biggest political upset in france for 60 years. For the first time neither of frances main left wing or right wing parties has a candidate in the second round of the president ial elections after they were both defeated by two outsiders yesterday. The independent centrist candidate, 39 year old Emmanuel Macron only set up his party a year ago he will become the youngest ever french president if he wins on may 7th. But hes got to beat Marine Le Pen of the Front National, who is campaigning against immigration, globalisation and the eu. Christian fraser is in paris for us this lunchtime. Thank you very much, make no mistake, this was a full throated rebuke of the system in france, the two parties who have ruled the country for over 60 years since the founding of the fifth republic eliminated in the first round and the Ruling Socialist Party getting just 6 of the vote. Lamentable. 0ut Of The Ashes of the old system emerges the freshfaced Emmanuel Macron who would become the youngest president since napoleon proving there is an appetite for the Centre Ground in europe. And of course Marine Le Pen of the Front National who is promising to free the french from the ruling elite. This was still a Populist Vote but on this occasion it is no longer the preserve of the right. Emmanuel macron began his run off campaign this morning. His supporters believe he is now one step away from winning the presidency. Fran is now prepares for a choice between macron and Marine Le Pen, pro eu versus anti eu. Pro immigration against anti immigration. At the Macron Campaign headquarters supporters cheered candidate into the night. This is the 39 year olds first ever election. He is the newcomer, the insider turned outsider, making it through to the next round and he is now the favourite to become this countrys next president. Translation in 15 days i want to become your president , the president of all the french, the president of the patriots to counter the threat of the nationalists. The macron team give themselves time to celebrate but they now have two focus on fighting the run off. But they now have two focus on fighting the runoff. Of course we feel the responsibility, its a new page starting in this country and we have Marine Le Pen in front of us so it is as we say, its also about the value, we want to defend. Marine le pen will dispute that. At her Victory Rally she promised a real fight in the second round. Translation what i have to offer is a big change, a fundamental change, and new way of doing politics. New faces in power and the renewal you have been waiting for. Marine le pen won more votes than her party has ever got before. Her supporters believe she can beat macron. The choice is clear, macron is for globalisation, Marine Le Pen is for a renewed france. We have a clear Political Choice and i believe we will be able to explain that and that Marine Le Pen will gather the patriotic vote. Her first stop this morning was a market in northern france. 0pinion polls suggest she sta rts france. 0pinion polls suggest she starts the run off well behind Emmanuel Macron. Marine le pen will wa nt to Emmanuel Macron. Marine le pen will want to make it a referendum on patriotism, on europe, on globalism. She is trying to repeat a little bit the american campaign. Trump versus clinton. The capital, here cleaning anti le pen graffiti, is already preparing for the second round. A great deal of Soul Searching on the right and left. This right leaning newspaper said that the rate has been k0d the right. Emmanuel macron, former economy minister, this is the greatest political hold up of the century. Suggesting Emmanuel Macron was a plant for the socialists in the Centre Ground. Lets pick that up with Nicholas Vinocur or from politico europe, has this been a smart move, putting the man really can get the greatest votes . That is what the right would want us to believe, that macron is nothing more than a plant, a proxy for the policies of francois hollande, but im not sure that is a fair assessment. I think that tells us more about how badly the right has been humiliated in this race, that has run the country for most of the post war period, deeply implanted and lost their grip in power and this is the final dying gasp of the establishment. The polls suggest the supporters of right and left will come onto the side of macron and he will win with about 60 of the vote but he has to build a party to get his policies through after that. This is the basic requirement if you wa nt to this is the basic requirement if you want to reform the country, you have to have a majority in parliament and for now we do not have enough evidence to say macron could build this majority. He promises to have hundreds of new mps in parliament to bring in loads of people from the right and the left but so far its not proven and he will have to make friends with this humiliated right wing if he is going to have any hope of doing it because many of those mps are deeply implanted and will get re elected and macron will have to win them over. Nicholas vinocur, thank you very much. 0nly 596 vinocur, thank you very much. 0nly 5 of paris voted for Marine Le Pen, in that statistic you can see how divided france is, over 40 of the voters went for a eurosceptic can do it with one in five seeing nothing inii it with one in five seeing nothing in 11 candidates worth voting for. Some deep searching to be done. A 21 year old man is being questioned by Police Investigating the death of a former Royal Navy Officer outside his home in manchester. Mike samwell who was 35 is thought to have been run over by his own car as it was being stolen in the early hours of yesterday morning. Danny savage is in chorlton in manchester. Mike samwell was asleep at about three oclock yesterday morning in his terraced home here on the right behind me when he was woken up by some sort of intruders or disturbance going on in his house. It is understood he went downstairs to investigate and was involved in an altercation with the people who work in or had been in his house. He was involved in some confrontation with them then and an area behind his terraced home where his car was parked. It appears that thieves had got hold of his car keys, he was then run over by the vehicle as they made their escape and that is when he sustained fatal injuries. Neighbours talking about the awful scenes here, his wifejessica dashing out to comfort him after he had been run over. She was calling for help. The Emergency Services we re for help. The Emergency Services were called but mike samwell did about an hour later in hospital after undergoing treatment. The car was found about three miles away, interesting language used by the police yesterday. Asking for anyone with information to search their conscience, saying it was more than, know and what had happened had crossed the line. This morning Greater Manchester Police Revealed they had arrested a 21 year old man who is now being questioned by detectives. Throughout the day people have been leaving floral tributes and messages, we had people from the sin Mariners Association because he was a former royal naval lieutenant, a sub mariner who served in the royal navy for many years. He worked in engineering which is why he was living here. Investigations continue. The labour Leaderjeremy Corbyn has pledged to strengthen britains trade unions, if he wins next months general election. He told the Scottish Trades Union congress in aviemore that their members were the dna of the labour party. Labour has one mp in scotland, having lost a0 seats to the snp in 2015. 0ur assistant Political Editor norman smith is in westminster. You sense that the conservatives are determined to try and makeJeremy Corbyns leadership the central issue of their campaign after brexit but the way they are doing it might surprise many viewers because here we are on the first day of the first full week of the campaign and there is pretty much no sight or sound of any senior conservatives. Theresa may is not out on a campaign visit, Cabinet Ministers will not be jostling to get on tv. The reason is they want to pretty much as they see it leave Jeremy Corbyn they want to pretty much as they see it leaveJeremy Corbyn swinging in the wind following his remarks yesterday when he placed himself at odds with the party policy on nuclear defence. At the same time Jeremy Corbyn has been focusing on what might be regarded a core agenda of his, bolstering the positions of trade unions saying all companies with public contracts should have to recognise trade unions and calling foran recognise trade unions and calling for an enquiry into the actions of Scottish Police and their role during the miners strike. Listen to what he has been seeing in the last few minutes. Our aim is a country where everyone who can has the dignity of work and where everyone has a guarantee of dignity at work. These are the kind of transformative policies that can change peoples lives for the better. Just like its always been, only labour will deliver for working people, Small Businesses and vulnerable people. None of the rest would even think of these policies let alone achieve them. What is striking is that many previous Labour Leaders have sought to play down or distance themselves from the Union Movement but not so Jeremy Corbyn and that underlines how far i think this is going to be thejeremy how far i think this is going to be the Jeremy Corbyn campaign. Lets talk about ukip, we are getting a clearer idea today of what might be in their manifesto. Yesterday launched their integration agenda, a series of measures designed to boost predominantly the Muslim Community integrating more into society. Policies such as banning the burqa and sharia courts and a halt to further Islamic State schools. But you sense ukip are searching around for a post brexit, Post Nigel Farage Agenda and to some extent are on the defensive and there was a farcical moment at the end of the Press Conference when paul nuttall was barrage to and blockaded in a side room after he refused to answer journalists questions over whether he is even standing in their selection. Norman smith, thank you. Thank you richard. In afghanistan the Defence Minister and the army Chief Of Staff have both resigned after the Taliban Attack on a Military Base last week which left at least a 140 soldiers dead though some reports suggest that figure is closer to 200. The attack on the base near Mazar E Sharif was the deadliest ever by the taliban on a Military Base. 0ur Correspondentjustin Rowlatt was given exclusive access to the camp from where he sent this report. So we are the firstjournalists to be allowed inside this space. This is one of two ford rangers that the taliban used to get inside. They were dressed as afghan soldiers, they had all the right documents. One of them was even dressed up as if he was injured. He had a bandage on his head with blood on it. He even had an intravenous drip. They managed to get through two checkpoints dressed like that. When they were asked to hand over their weapons, they started firing and then came down here and thats when the carnage began. 0ne Suicide Bomber went in here, this is the dining area. There were hundreds of people in there having their lunch. He went in there and blew himself up. The rest of the taliban force came through here and into the mosque area. It was just after friday prayers, so lots and lots of soldiers were coming out of here having prayed in the mosque. You can begin to see some of the gunfire here. But we go through into the mosque here because this was the most intense area of fighting. A couple of the taliban burst through into the mosque here. Excuse me. They burst through into the mosque here, coming through these doors. And once inside here, they just opened fire and if you look around here, you can see the walls are pocked with gunshot fire. We still dont know how many people actually died in this attack. The official figure at the moment still stands at 100, unofficially were being told 200. The commander described to me, the commander of the base, described a really intense battle here. He said it lasted just over three hours. It was very difficult to fight here because of course they were in danger of injuring their own people. When i asked him what lessons there were from this attack, he said two things. He said, first of all, the taliban cannot be considered true muslims. No true muslim would attack his fellow muslims praying in a mosque as the taliban did on friday. The second thing he said, he said his troops are even more determined now to fight back and fight the taliban. Justin rowlatt, bbc news, Mazar E Sharif, afghanistan. Our top story this lunchtime political outsiders Emmanuel Macron and Marine Le Pen have beaten both mainstream parties to qualify for the final run off in a fortnights time to become the next french president. Four drivers have admitted falling asleep while Operating Trams in croydon in south london, where seven people were killed after a tram Derailed In November Last year. A bbc investigation has also discovered a failure with a Safety Device that was not reported to the regulator and three incidents of speeding. The Tram Operators said they were satisfied the controls were safe and Driver Fatigue was monitored. Our Special Correspondent ed thomas reports. A speeding tram. No Emergency Braking. The sandylands disaster here, seven people were killed, over 50 injured. Have you fallen asleep . Yeah. Its happened to me once in ten years. How many drivers do you think have fallen asleep in the cabin . I would have to say most drivers have at some point in their careers. Hes admitting what many would consider Gross Misconduct because of this. It is called the Traction Brake Controller or tbc the Driving Lever that powers the tram. Inside, the Safety Device known as the dead mans handle. This driver says when he fell asleep it didnt work. Was there an alarm . No. Was there any Emergency Braking . No, none whatsoever. My hand remained on the tbc. That was enough to keep the dead mans handle from being activated. Why arent drivers telling the operators whats going wrong . If we were to come forward and say, excuse me, i fell asleep, i think youd just be dismissed. Four drivers have told the bbc theyd fallen asleep in the cab. And they asked us to watch this footage again a tram driver who appears to be asleep. Theres no alarm, no emergency brakes. Hes in and out of sleep, isnt he . Hes coming to and starting to doze, and coming to and starting to doze. Why was there no alarm . Why was there no braking . Well, because. If he were to completely pass out, if he were to completely lose consciousness, then he would relax his grip. But its ok just to slightly doze in and out, like we saw in the Video Footage . No, of course its not all right. The company who operates the trams for tfl, tram 0perations limited, says Driver Fatigue is monitored. And on the drivers Safety Device, says it is satisfied the controls are fully functional. We can also reveal at least three trams have been recorded speeding since the sandylands derailment. One was travelling at 65 kilometres per hour in a a0 zone. The operator told us it had increased speed checks since the sandylands crash. Its changed my life. He did everything for us. And still waiting for answers, the families of those who died. My daughters are just devastated. What is the one question you want answering . Why. Why . Investigators are trying to answer that question to piece together a disaster that changed so many lives. Ed thomas, bbc news, croydon. The government is trying to delay the publication of a report on tackling Air Pollution until the autumn despite a Court Deadline for ministers to outline their plans by today. The government has asked the high court to extend publication of how it intends to comply with eu legislation on Air Pollution until after the election. Im joined by our environment analyst roger harrabin. This has been delayed for many yea rs . This has been delayed for many years . The government should have complied by 2010 and there are thousands of deaths which have been associated with Air Pollution in the uk every year and the government should have published their new guidelines to sort the problem out. The issue is contentious because, you going to start taxing diesel drivers more, for instance . It has suited the government to delay, but the court has said they have got to publish by today at the very latest but then on friday they have said they cannot publish today because of they cannot publish today because of the election guidelines ruling that you cannot publish sensitive stuff just before the election. The people who have brought this case against a government, they smell a rat and they think this is just another way of the government trying to extend the deadline even further. Who is likely to win this . In the short term the government are more likely to win, because kleinberg are faced with a difficult situation, can they asked thejudge to with a difficult situation, can they asked the judge to rule against the government on this . When they know the government is going to push until at least after the election at least and i think that the government will win in the short term. But in the long term i think the populace of uk will win. Thanks forjoining us. Six months ago the make shift camp, known as Thejungle In Calais was shut down. The french Authorities Say there are only about 100 migrants still left in the french port. But a report seen by the bbc claims that figure is four times higher and suggests that more than a third of the children sleeping rough there may have family in the uk. Graham satchell has been to northern france to see the impact of the camps closure. Six months after thejungle closed, the centre of calais is a picture of calm. Cafe culture at its most serene. The port, so long the destination for migrants, is running normally. Lorry traffic is up 10 this year. Its very quiet today. Wtih lorries, before we had 8,000 migrants per month that we would discover. Today that is down to 300. Its nearly nothing. The jungle was home to some 10,000 migrants. It came to be seen by the authorities as a magnet for people wanting to get to britain. So did closing it solve the problem . You know, ive had bottles, rocks, bricks thrown at the truck before. When he crosses the border into france, jacob wont stop. So we caught up with him in belgium. Although its safer getting in and out of france, the problem now is that you dont feel safe in more areas of france. It hasnt gone away . No, it hasnt gone away. It has simply moved the problem. 6pm. 0n the corner of an Industrial Estate in calais, a Nightly Ritual is played out. Charities, many of them british, Hand Out Food and clothes to migrants. Most are teenagers without their parents, like this 15 year old from eritrea. Yes, england. You want to go to england . Yes. And do you have family there . Yes, my uncle. Your uncle is there . Yes. Why do you not stay here and claim asylum here in france . I do not like it. You dont like to stay in france . Yes. A report out today from the Refugee Rights data project says there are about 400 migrants in calais today, many sleeping in the woods. Public opinion has hardened to all forms of migration, but Michael Mchugh from the Refugee Youth Service says genuine Asylum Claims must be heard. It is not about what people want or dont want. We have Tens Of Thousands of children moving across europe. There is a legal right for many of these children to go to the uk that is being actively obstructed. 30 minutes from calais, this is whats left of another migrant camp near dunkirk. It burnt down after a fight between rival groups of kurds and afghans. This is where many migrants came when thejungle was closed. The french government had plans in place to dismantle this camp before the fire. The government wants to pretend that the problem does not exist and their strategy is to destroy the places where people live, thinking that if we destroy their places and they have no places to be, they will disappear. Just after 7 in calais, the police move in. The french determined another camp will not be established. One of the migrants is arrested. The problem here has been alleviated but not solved. As the weather improves, thousands of migrants are already on the move across the middle east and africa. Many will make it here in the hope of getting to the uk. Graham satchell, bbc news, calais. And finally, the London Marathon almost 40,000 people took part yesterday but it was these two who summed up the spirit of it all. Heading down the mall about to finish the marathon in under 2 hours 50 minutes matthew rees saw an exhausted runner and decided to stop and help almost dragging him over that finish line. Dan johnson caught up with them both this morning. After a test of endurance it was a moment of kindness that summed up the marathons spirit shared by so many. How are you feeling . With sore legs and swirling social media the it managerfrom legs and swirling social media the it manager from manchester and the bankerfrom it manager from manchester and the banker from swansea spoke about those last few tough and tired steps to the finish. I wasjust trying to get to the line. My body went and i went to the ground. So, yet, it was really desperate. I saw him in the distance as i was about to spring, his legs were jelly but he said he was determined to finish and then his legs went again and i realised i was going to have to stay with him to make sure he did it. I didnt really think about it. When someone is in need you want to help them out. It was important that he got to the finish line after coming 26 miles and there was only 20 metres left. What did you say to him . I was shouting in his air, saying, come on, you can do this, its 200 metres, we will finish fourth of high will stay with you. Maybe a i was high will stay with you. Maybe a iwasa high will stay with you. Maybe a i was a bit overzealous with my support. I needed it. You were telling him to carry on . Yes, because we had never met and i did not know what his aspirations were for the day. I just not know what his aspirations were for the day. Ijust wanted him to finishes race. Matthew was clear in knowing that if he leaves me, theres a chance they will whisk me off and not get me to the finish. And that is so nice. Such a gentleman for doing that. Roles were reversed, would you have done the same thing . My goodness, you are the first person to ask me that and that is such a good question. I have not given that any thought. I would love to think i would. Im sure he would have. Yeah, but it was special, what he did. And the crowd loved it, the royals cheering them home, these are two competitive runners who have both put in good times, under three hours. What the General Public see is the spirit and this happens all over the place, it just is the spirit and this happens all over the place, itjust happens there were quite a few cameras trained on that. At that point, capturing that moment. But it happens everywhere up and down the country. The friendship formed, more races to come, maybe next time the Good Samaritan will even finish ahead, because it was the man on his last legs who officially crossed the line first. But taking part is more important than winning, right . They have already shown that. Time for a look at the weather. Heres Tomasz Shafernacker winter has returned. Im going to get out of the way. This picture could almost be green in, but this is shetland, be very far north of the country. Some other pictures coming, this is from aberdeen, heavy snow falling
