The families of those who died believed their loved ones were not told of the risks involved and that there was a cover up. Patients with haemophilia needed regular treatment with a clotting agent called factor viii, which was made from donated blood. Much of the plasma used to make it came from donors 5uch a5 Prison Inmates in the us who sold their blood. In light of these concerns and the report of the evidence and allegations of potential criminality, we think it is important to understand the extent of what is claimed and the wider issues that arise. The families will be consulted about what form the inquiry should take. The Prime Minister has confirmed it could be a public, hillsborough style inquiry. It was obviously a serious, systemic failure. I think we need the strongest possible inquiry that can, if necessary, lead to prosecution and actions as a result of it, but above all, get to the bottom of it. So a broad, public, inquisitive inquiry is very important. Two inquirie5 have already investigated the issue and the nhs has released thousands of documents. Tho5e fighting for victims say todays announcement is a significant development. Something has triggered this. After all these years of refusing to have an inquiry. I went to the health ombud5man time and time again with an individual case from my constituency of a person who had hiv, and the health ombud5man would not look at the clear evidence of bad administration. The families of those affected hope that this new inquiry will bring Greater Transparency and reveal the true extent of what the government has described as an appalling injustice. I have managed to speak to two or three of them this afternoon. There is a sense of relief, a sense of. Still a sense of injustice. And a sense of slight sense of unreality, that, is this really happening . Pinch me . And it wont really happen because we have waited for so long and families have waited for so long and families have waited for so long and families have waited for so long but now it is happening. And we are told that the style of the enquiry will be decided after scratch back until after jeremy hunt has met the families. What would they want to see, both the style and what the outcome they would want to be . They want a full public enquiry. They want the chair of that enquiry to have the Power Disappearing Witnesses and for those witnesses to be examined and cross examined on oath. And they wa nt to cross examined on oath. And they want to be represented at that enquiry so their views are not ignored and in fact taken into account in the way the enquiry develops. Clearly, the scope of the enquiry is grown to be down, to a certain extent, to the chair, in due course, and those appointing the chair. But the victims and their families do want an input into that process so that it doesnt become too wide, submit it takes too long, or too narrow, were issuesjust felt to be determined. The power to force people to attend is important . Absolutely crucial. There has to be the power for people to be forced to attend and examined under oath. We had the archer inquiry, some years ago, that didnt have any teeth at all. In scotland, we had the penrose inquiry, which also didnt have any teeth. And when people were invited to give evidence, theyjust said, no, were not going to. And it is important that the Department Of Health and those representing the Department Of Health at the time to get into the witness box and tell the victims what happened. And as this, ultimately, about that quest for truth for those families for you, for the legal teams involved . Is it about prosecutions . What is your key aim . The key aim has to be the answer to all those questions, which have remained unanswered for so long. If those answers result in prosecutions, so be it. If they result in civil action, so be it. Matthew taylor, whos a former adviser to tony blair, said cash jobs such as Window Cleaning and decorating are worth up to £6 billion a year, much of it untaxed. His report recommends that people in the gig economy should have better protections, and that their employers should Pay National Insurance but it doesnt say zero hours contracts should be banned. Tackling exploitation at work, clarifying the law, and removing distortions in the Labour Market created by the tax system those are the Ambitious Goals of the review of the world of work ordered by the government. Its author, matthew taylor, says the economy has created a record quantity ofjobs. Too often, they are not good jobs. The bad work insecure, exploitative, controlling is bad for health and well being, something that generates costs for vulnerable individuals but also for wider society. As the world of work changes, our practices and laws must properly reflect and accommodate those changes, because good work is in the interests of good business. These licensed cabs really are Self Employed, they own their cars and get their work from anyone that books them. What would change that is if they were controlled and supervised, dependent on just one company. The report says, in that case, that company should pay them benefits, like sick pay and holiday pay, and Pay National Insurance, as if they were employees. The report says unequal Tax Treatment creates distortions. The government loses out on £5. 1 billion a year from the lower rates of National Insurance paid on Self Employed labour. By 2020, it will lose another 3. 5 billion a year because people form their own companies to avoid tax. So it calls for Companies UsingSelf Employed labour, who currently pay no National Insurance, to pay more. The government should look at new rights for the Self Employed, like parental leave. Some work isnt taxed at all cash in hand, which deprives the government and other taxpayers of £6 billion a year. Some cleaners, decorators, or gardeners are paid cash in hand. The others that arent evading tax are at a disadvantage, its harder to compete on price. By moving to electronic payments, mr taylor says, you can tackle that. There is a huge black market economy, where there are lots of crash transactions. Workers willjust be going into peoples homes on recommendation, but also we are up against the new gig economy, which is digital platforms that link customers to consumers. And also agencies, which i call grey market, because they often subcontract an unregulated workforce. Both the black market and grey gig economy can keep their costs down, because they dont have all of these additional employment costs. The report says if workers like couriers are paid by the task, they have to prove they can comfortably make a fifth more than the minimum wage. Today, Prince William, the patron of the flight, came to coningsby to mark 60 years of displays by the vintage aircraft. Lovingly preserved flying machines that will hopefully educate and inform for many more years yet. This commemorates everybody who has lost their lives in service with the raf. The government has published a review into Working Practices in the modern economy. The review was led by matthew taylor, chief executive of the Royal Society of the arts and former adviser to tony blair. The report calls for an end to the cash in hand economy like Window Cleaning and decorating, which are worth up to £6 billion a year. It recommends that people working in whats known as the gig economy should receive new legal protections, and their employers should make National Insurance contributions. And that strategies must be put in place to make sure that workers do not get stuck on the National Living wage. Mr taylor said flexibility in the Labour Market was a good thing, but that exploitation had to be tackled. 0ne sided flexibility is where employers seek to transfer all risk onto the shoulder of workers in ways that make people more insecure and makes their lives harder to manage. Its the people told to be ready for work, or travelling to work, only to be told none is available. Its the people who spent years working for a company on zero hours contracts, but who, without the guarantee of hours from week to week, cant get a mortgage or a loan. Its the people who feel if they ever raise legitimate concerns about their treatment, they will simply be denied the hours they so desperately need. Theresa may welcomed recommendations that workers on short Term Contracts should qualify for sick pay and holiday pay, while their employers should make National Insurance contributions. But the Prime Minister said she didnt want to stop the clock, and it wouldnt mean zero hours contracts would be outlawed. But as the report also highlights, that flexibility cannot be one sided, with workers shouldering the requirement to be available for work at very short notice, without any guarantee that work will actually be available, or that they will be rewarded for their flexibility. So while matthews report is very clear that many workers value the flexibility that zero hours offer them and that banning such contracts altogether would harm more people than it would help it is important that we continue to ensure that employers do not use these contracts to exploit people. But it clearly doesnt go far enough. People need to understand that in the last seven or eight years under a conservative government, weve seen this explosion of casualisation. 10 million workers caught in this trap those workers range from home care worker, delivery drivers, taxi drivers, who depend on a bit of work and hand outs from their employer. It was very important to me they had those rights. But my company is a commercial and domestic cleaning company. Particularly in the domestic sector it is rife with Black Market Cash on hand transactions. A lot of consumers do not know they are doing anything wrong by hiring somebody they got on recommendation. Peoplejust wrong by hiring somebody they got on recommendation. People just want a quick and cheap solution further cleaning. They have busy lives. And so there is a lot of cash in Hand Payments that go on in this sector. As well as that, there is what i call the grey economy, which is agencies. They will sub contract the work to an underregulated workforce who will be Self Employed. Work to an underregulated workforce who will be selfemployed. A quick thought on that. They will be people listening thinking, if there is as much cash in hand work as you say, and perhaps some bigger lara whereof, how do you make your Business Model work . Whereof, how do you make your Business Modelwork . It whereof, how do you make your Business Model work . It is extremely tricky. It is very difficult. Both of these models, the black market and the grey market, they can keep their prices down because they dont have any employment costs. One of the key issues for me is that i also have the charge vat to private households. That is 20 on top of what we are charging them. And that vat, that charge doesnt exist in the black economy. In the grey economy. If it does exist at all, it is only a small charge on the agencys free. Henry, your own situation first of all in terms of yourjob were you taken on and given the Benefits Thatjennifer is talking about for your staff . Would you get holiday and sick pay . Definitely. I get minimum sick pay. Holidays. That is what normally the Outsourcing Company gives. Especially in the University Of London, we have fought for better conditions. We have six month full pay, sick pay, for instance, cleaners, porters, securities. And we have extra holidays. But you got those because you fought for them . Exactly. Normally it would be the people who represent. You only got that because you fought for it and the University Contract out the job you do. Yes, we are outsourced. I didnt read the whole report, but i watched it on the news and saw it in the newspapers. I agree with what he said about having a fair and decent job for everyone. But im disappointed the recommendations. There is nothing that says they are banning zero hours contracts, for example, which is a big problem at the University Of London come where we have people who before would have normal permanent contracts, because these contracts are allowed, they have got rid of people who used to have got rid of people who used to have permanent contracts, and most of the people working there are on zero hours contracts. You are concerned because they have not been banned . Yes. It is basically a trap for workers. You cannot live a decent life in this country, especially in the city, where things are so expensive. Especially in the city, where things are so expensive. Yes, london you are so expensive. Yes, london you are referring to. Jennifer, it is it going to help, is it a step in the right direction . And that improves workers daily lives is a step in the right direction but i dont think it does go far enough. It doesnt address the ambiguity of self employment. For companies, i think they dont know sometimes if they can operate with Self Employed workers, and consumers dont know if they go to an agency if they are doing the right or the wrong thing. It depends on contract is. I have concerns about this. I think it enables Companies Working in the gig economy, it enables them to give workers some rights but not all rights. They can still bring their costs down and they can still operate without having to charge the vat, as i do, and that means they are kind of getting the best of both worlds. Fundamentally, it seems we are talking about a huge cultural shift, because it is so embedded in this country, it seems to me and you would know much more. How do all of us, those who employ and are the employers, move away from that . There are certain sectors it is embedded in. Domestic cleaning is one. Many people will get their cars washed out one of those places on the corner. There will be somebody there in flip flops in the middle of winter. As that person had health and Safety Training . We dont think about it because we want our car cleaned. There has to be a huge cultural shift and i dont know how that will be enforced in the review. At the time, before he was infected, we were told this was the only way forward and it would help the quality of his life for the future. You have to accept that was the case at the time. We didnt know any better. But as the years went on, we heard lots of rumours, lots of problems, and we discovered he had contracted hiv as a result of the contaminated blood. For a young man starting out in his University Life and for us as a family, it was devastating. But we continued to help them with his progress. Just to see how his life could pan out for him. He did manage quite a good career. It is still difficult to believe it has been taken away from us ata believe it has been taken away from us at a time when he had so much to live for. It is the same for many others as well. Our concern is not only about paul but other people affected, people we have met over the last 25, 26 years, and seeing these friends dying. That is the ha rd est these friends dying. That is the hardest part. What we are looking for is something that will help towards the closure. It will never give us a final answer, because it should never have happened in the first place. But you may perhaps, you and the other families, make come to understand how and why. As there always been anger, our frustration . I dont want to put words in your mouth. But an anger that you have tried to fathom, tried to understand how this could happen, and yet nobody has explained it to you . Exactly. The anger and the frustration gradually disappears. Theres no point in continuing with the anger. What you need our answers as to why it happened, why did all these young men go through this agony and why did their families have to go through it . Why was it avoided in giving us the answer for so many years . Was paul angry . I think he was angry at the thought that his life was going to be shortened and he wouldnt have the time with his child that he wanted to see her progress. That is where his anger lay.
