The Prime Minister visits survivors in hospital following criticism of her not meeting residents at the tower block yesterday. We are in west london where the number of people known to have died in the Grenfell Tower via has risen to at least 30. The police say they believe the highest total will be higher. Some of the people now taking that message directly to the Borough Of Kensington and chelsea. It looks as though the council doors are closed and locked. 0ur Correspondent dan johnson is outside kensington town hall. Lets return to him now. Those doors werent closed and locked. There was a set of doors open and quite a few people were able to get in through the front doors of the offices of kensington and Chelsea Council. They we re kensington and Chelsea Council. They were inside for quite a time. Maybe 100 people. At one point, the crowd pulled back and were read a statement from the council but most werent happy with the response they got from kensington and Chelsea Borough Council this afternoon and some have gone back towards the doors to try to get back in again. In the last half hour, Police Officers have arrived to try and get them out of the office for ea. Some we re them out of the office for ea. Some were able to get up to the first floor, we believe. A scene of. The council came back with a very flimsy response. The people werent satisfied with the answers. The head of the Communications Department said he would come back with something further but he has not yet done so. People were getting frustrated and came back towards the building. We had a whole group of Police Officers in high visibility jackets, as soon they walked in, they created a barricade. That lead to physical confrontation between police and some of the youth here. Have you seen people arrested . have not seen people arrested but there has been a lot of pushing and shoving between police and the public. It was all good until the police came in and created a barrier. But people did force their way into the Council Offices. That wasnt your plan. Absolutely not. They did not force their way in. They did not force their way in. They demanded answers from the council instead of a written statement. What are your demands . What is the priority that the council hasnt come up with . We need to know how many people were in the building during this tragedy. We need to know what the council is doing to make sure this tragedy does not repeat. People are calling for a criminal investigation so that those behind the £10 Million Contract in refurbishing this building that has led to this tragedy. It is clear that people have felt let down and that people have felt let down and that the council hasnt responded quickly enough. We have had no response from the leader of the council orfrom response from the leader of the council or from the borrower or cheese Chief Executive s of this council. We would like commitments on what the council is going to do for the victims of this borough and for the victims of this borough and for all the victims. They have said that there is a Emergency Accommodation available. There will be temporary accommodation available and people will be re homed within the borough or as close to. Is that not good enough . The people are demanding that they be relocated within the borough. The council is not willing to make that promise to say that people will be relocated within the borough. The phrase that the council is using is that they will do what they can to relocate people as close as possible and they are not help happy with that. this all about broader issues of inequality that people feel. Absolutely. We are in the richest borough in the uk. Within this very borough in the uk. Within this very borough we have some of the very poorest people and the Safety Measures are totally inadequate. The council quickly spend £10 million decorating the exteriors of the building to make it look more Pleasa Nt Building to make it look more pleasant for the rich neighbours. The General Public have had enough and they are frustrated, not only about what is happening in the borough but countrywide we have seen the inequality between the rich and the inequality between the rich and the poor constantly increasing. Theresa may failed to go and talk to the families and members of the community who have suffered from this tragedy. That is why people are upset. She has met some of the injured today in hospital. She may have done so but she did not meet the people, the families of the victims. Where does this go next . I have no clue. I hope we maintain peace and order here. We need Firm Commitment from the council as to what they are going to do. Concrete numbers of finances that are going to be committed. The Council Backing for a public investigation into who are behind the tragedy. Specifically demanding to know the contractors behind the building contracts, what happened there. The government has promised a public enquiry. Happened there. The government has promised a public enquirym happened there. The government has promised a public enquiry. It will not get to what the people want. We have had previous public enquiries and the outcomes have not been satisfactory. People are demanding a public inquest and independent investigation to understand exactly what happened and people are calling it corporate manslaughter. David lammy, mpfor it corporate manslaughter. We need to see an independent body who will enquire and bring to justice those who are behind the inadequate provisions provided in that building. Thank you. We appreciate your time. That is what he has said. They were able to see people dying but they were not able to rescue them. Why . We need these answers from the system. As that is why we are here. We had a National Survey of tower blocks, buildings above five stories in height in england, scotland and wales and northern ireland. And we received hundreds of responses from te na nts received hundreds of responses from tenants associations. 0ver received hundreds of responses from tenants associations. Over 50 failed to meet on a basic, simple check list of worthy fire doors working . Were they actually there in the building . There wasnt cladding on the outside of these buildings then. This has added a new dad mentioned. This has added a new dimensional. I was also the architectural Expert Witness advising the tenants and the families of the people who were killed in the Lakanal House Fire in southwark, at the inquest. The other person who acted with me was rodney king. Sorry to cut in there. When you talked about the basic rule is not being applied, whose responsibility was that to make sure the buildings we re was that to make sure the buildings were safe . Was that to make sure the buildings were safe . In the case of lacanal it was the london borough of southwark. They didnt do it. No submission was made over Building Regulations. This year, they were fined, they were prosecuted by the London Fire Brigade and fine, i think, it was £570,000. The guilty councillors and officers didnt pay that. That was added to the rent bill of the te na nts added to the rent bill of the tenants and Peoples Council tax. So those who should have taken responsibility didnt do so, youre saying. We have heard in the last three days many people saying we dont need another review. We dont need another enquiry. We know what happened. Do you feel that you know what happened . Happened. Do you feel that you know what happened . I think anybody looking at those photographs with the knowledge of that block, on fire, with the knowledge of the Building Industry would know why. The regulations, the Building Regulations which cover fire, proof document be, the coroner at the inquest for lacanal recommended to eric pickles that section was com pletely eric pickles that section was completely rewritten because after Hearing Evidence on it, over nearly two days from an expert that she appointed, she apologised to the court and to the jury over the evidence that had been given by her expert because she said it was totally incomprehensible. Now, that hasnt been followed up. Why . Why havent the government done anything about those things . The other thing was that she recommended sprinklers we re was that she recommended sprinklers were fitted in blocks like this. They have to go in new buildings. If there had been a Sprinkler System in this building, there wouldnt have been a fire by the time the fire brigade got there. The cars it would have been contained in the room of origin. Who is to be held accountable for the deaths in that tower. It has nothing to do with religion. It has nothing to do with islam. No one has said that. Islamic state about violence. It is about peace. We are normal humans who have missed theirfamily peace. We are normal humans who have missed their family and friends. Of course. The council has said there will be an investigation. The whole procedure is chaotic. Why dont you have faith in it . The whole procedure is chaotic. We are sent from hospital to hospital. Why is there no Community House or Family Members . Why do we have to go and look actively for them . Why do they make is called Family Members . There is no action. It is made by someone on other peoples car. We live in the modern world. Why is it carried out like this rest are it doesnt make sense. We just need the Public Authority to come here and say exactly what the procedure is. Not someone in the westway, or in this hospital. You want them to come and talk to you directly. We need the public authorities to come here. Will you stay until you get that . Of course. We are not leaving until they come out and give us answers. If they were not guilty, why are they hiding . In the beginning is started with peace. Everybody was standing and marching together. When we heard that the police were letting them out through the other door, that is when we became angry. Why are they hiding from us . They are hiding the truth. You get a sense of that anger. It has boiled overfor some of them sense of that anger. It has boiled over for some of them who have gone straight into the council to take the message directly to cancel officials. The police are stopping them from doing it again. Height a few people saying they will stay until they get the chance to address cancel officials directly to tell them that the response they have had is not good enough. They say the responses and quick enough, there hasnt been enough information quick enough, there hasnt been enough money made available for the families affected. This has opened up families affected. This has opened up issues about inequality and the wealth and poverty that exists side by side in this borough. Deep running issues that have existed for many years that have boiled over because of what has happened this week. Very serious issues to be dealt with this week. Its going to be very competitive. We have had furious, frustration, grief and raw emotion bubbling over. We requested the council to provide the list or at least the number of residents in that tower block. It is extremely important that the council actually gets a grip of the council actually gets a grip of the situation. And houses people and provides information as quickly as possible. They are falling down on thejob. Possible. They are falling down on the job. One of the points being made is where are the Council Leaders . You feel youve seen enough of them on the ground . leaders . You feel youve seen enough of them on the ground . I dont really understand why the Council Leaders are not addressing this demonstration. What are they doing . They tell me that they are making arrangements. They can leave that to officers. The leadership of the council has a responsibility to speak to and communicate with its residents. Why then, in your opinion, are they not doing so . |j opinion, are they not doing so . think they are understaffed. Ive been warning about this for some time. The council has cut down on its experienced staff and they cant cope with this overwhelming situation. They should be calling in more help from adjoining borrowers. They should be doing a betterjob of coordinating this. In your ward, what are you doing . Im making enquiries about why some people have been sent back to adjoining buildings which dont have hot water asa buildings which dont have hot water as a result of the fire. At the moment, ive got the practical problem of when we can get hot water for people who luckily do have a home to return to. Overall, as a voice from within the council, what would you urge the leadership to do . To get a grip and prioritise and accept help from the councils and other agencies. Speaking there to councillor Robert Atkinson a little earlier. Lets get the latest on the Police Investigation into the fire. 0ur Correspondent mark lohan is at the police cordoned. Also reports to the British Media Today that the supplier of the cladding chose a cheaper Plastic Cladding rather than the more fire resistant mineral cladding, the price difference was £2. Saving £5,000 on the building itself. Could that have been behind it . We do know that Communities And Local Government have announced an Emergency Fire Safety Review on high rise buildings throughout the country to find out how many people they contain and what sort of state they are in. Have they been refurbished in the last 15 yea rs. They been refurbished in the last 15 years. Did the refurbishment include work to the cladding is the finger to the cladding as we await still the painstaking investigation by the police and by frenzied expert who are trying to get the upper upper floors of Grenfell Tower. Tell me about how pupils at your school are coping. Tell me about the connection they may have had to the people in they may have had to the people in the tower. Its been a very difficult time for pupils at my school. None of my pupils were directly affected but they have lots of extended family and friends who they are still unaccounted and waiting for news on. That is incredibly difficult for our pupils. What are you doing to help them . We have had councillors in the school. I also have a nixie an extremely strong staff who have been there for the pupils. We are there to support them. There are not words that can ta ke them. There are not words that can take away any sort of pain but it is about us being present for the pupils and we are supporting another local Primary School who have been severely affected as well. We have to remember that this is quite a close knit area, everyone seemed to know everyone, they go to school together, so many people will have been affected by this tragedy. Lots of people have been seriously affected and as we are seeing, the response has been exceptional. That comes from schools, local schools who are offering support. We have had donations today that have come through our doors, all kinds of resources. Through our doors, all kinds of resources. We have got schools contacting us all the time saying, what can we do to help. Its fabulous, to be honest. As people are listening to you, as viewers are watching these pictures of people who are beyond angry, so frustrated, they want answers for what has happened and why this has been allowed to happen, can you understand why they feel that way . can understand that questions are a lwa ys can understand that questions are always asked when disaster and tragedy takes place. Its not my position to speculate and thats not myjob. Myjob is bad for my pupils and my priority is them. To ensure that they are ok and they have got the support they need, that we are in school trying to, in spite of everything going on, maintain some degree of normality and as soon as they come through our gates, that is there. Do you have young people, do you have people is asking you questions about how this could have happened . There are lots of questions and what we have said is, you know, ask the questions. They are difficult, we dont necessarily have the answers, but we are here to listen to you and we are here to support you. I would say at the height of this protest, jane, there were probably 400 or 500, maybe more, here and some of them decided it wasnt enough to stand outside and charred their message to make their demands plane, they decided to take their message inside the Council Offices. They went in through the front door is and wherein the poyet of the Council Offices for a time. The police have arrived and turned most of those people away. They are now, most of them, still gathered here. Some have left but there are easily 200 people here still and they have been leaping through a list of the names of those people who are known to have died in this buyer. They say they have not been getting enough information quickly enough from the authorities. They say to be at this point, two or three days on, and still only have 30 days 30 deaths confirmed, the investigation is not going quickly enough. They know people who have been missing since this buyer who they strongly suspect have lost their lives and they want this investigation to move on so that they can start grieving. They also want more funding for those left homeless because of this disaster. They want to know that eve ryo ne disaster. They want to know that everyone will be re homed as quickly as possible in this borough, that is one of their immediate priorities. They say temporary accommodation also have to be of a better quality and needs delivering quickly. There is understandably a lot of anger, a lot of emotion in this crowd. People are very lot of emotion in this crowd. People are very upset and frustrated by the response from their council and the authorities. They feel it hasnt been good enough, happened addressed their needs urgently enough. They say the council just their needs urgently enough. They say the counciljust havent been accountable to them. They want Council Officials to come out and actually speak to them to address their concerns. They have had a written response from a council official but that, they say, is not satisfactory. So quite a big crowd still here, trying to get their message through, deciding what to do next. There are wider issues that are at play here. You might be up to see there are now political posters as part of this protest. Certainly this disaster has sparked a wider sense of unease and feelings of inequality in this borough and beyond,issues inequality in this borough and beyond, issues that they want to be addressed as quickly as possible. Absolutely. And just while were talking to you dan, if you are able to still hear me, i appreciate it is very noisy where you are, to note that we have just heard that theresa may is promising a £5 million fund to help the victims of that buyer. To read a promising a £5 million fund and that is theresa may promising at £5 million fund and thatis promising at £5 million fund and that is information im guessing the protesters have not heard about because that information has only just been put out to reuters news agency. The people there want immediate practical help as well. There are people who are homeless and they want to be able to live in that borough and that reassurance cannot be given. Before we turn to another correspondent who is closer to the scene of the disaster, to say it again, the british by minister is promising a band £5 million to help the victims of that disaster. Investigations, at an early stage, of course, but that is one of the many things people want answered. There is so much frustration and despair, perhaps that is exacerbated by the fact we just dont know how this started, we dont fully understand what happened and why the fire took hold so quickly. Yes, all the suspicion is pointing still to the suspicion is pointing still to the cladding and thats been reinforced by a statement from the department for Communities And Local Government announcing an Emergency Fire Safety Review on high buildings up Fire Safety Review on high buildings up and down the country. An audit of how many high rise buildings there are, how old they are, how many people they contained and crucially, whether they have been maintained and whether the refurbishment has included the installation of cladding. We have heard today that the supplier of the cladding, confirmation that they used a plastic version of the cladding as opposed to a more Fire Retardant mineral all version, the difference being £2 per paddle cut per panel, so the borough may have saved £5,000, but what a price to pay per such a horrific event. The feeling around down there very much echoed here. Frustration, despairforthe missing. All around here, pictures and photos of missing people plastered all over walls and churches and cars. I spoke because another 12 Year Old Girl who is still missing. Her mother and her father and sister managed to get out but she was separated from them on the way down somehow and her cousin saying they have not heard anything, they fear for the worse, of course, because the police came here and told us there are still many more bodies inside the tower. And, agonising wait. Its such a desperate side, incredible incredibly distressing to see that burnt out building. To give you some details on what is coming through here, in the last few minutes we have had that news that a £5 million fund is to be established for the victims of the fire. The fund will be available for Emergency Supplies, food, clothing and other costs. That is what we are hearing. I think we might have a statement itself. Lets just see this. Ff. f. that ties in with the because that ties in with the various political visits that there have been this week, but a degree of criticism that the Prime Minister met members of the Emergency Services but did not on the face of it meet some of the people who were actively involved in terms of those who lived in the area, those who have escaped. Lets find out more from our political correspondent, helena garnier. But tomorrow you hearing about the visit and the fund, eleanor . Downing street confirming that £5 million has been made available immediately and this is to support and help people who have been affected by this tragedy. They are making a commitment that victims who lost their homes in the disaster must be be housed at the earliest possible opportunity and we understand that that should be done within three weeks at the latest. The aim as part of this package is that those people should be rehoused in the same borough if possible, so that they are able to go to the same gps, children can go to the same schools as normal. Until they are rehoused, we are being told the cost of any temporary accommodation will be met by the government. We are also being told the government will provide Financial Assistance to families being rehoused so that they do not incurany families being rehoused so that they do not incur any extra costs when it comes to travelling to and from schools and also this £5 million fund can be used to cover things like the cost of funerals, for example, as well as the cost of lost possessions and also the treasury have confirmed that its going to be working with banks to help people who have worked lost their bank ca rd who have worked lost their bank card as a result of the fire, and also with the Department For Work And Pensions for people who would normally be collecting benefits. The dwp will be Working Withjobcentre s say that those who would normally receive benefits will get help. This is news we are getting that Downing Street are confirming a £5 million fund has been made available to pay for Emergency Supplies for food, clothes and other costs, too, and we are being told that Emergency Fund as part of a package of measures thatis as part of a package of measures that is going to involve the treasury, the Department For Work And Pensions, too, in orderto provide support and help to people who have been directly affected by this tragedy. The Prime Minister in a statement has said she heard individual stories this morning when she went to the hospital to see survivors who she said, she said she spoke with people who ran from the firing only be close they were wearing. They have been left with nothing, she said, no money, no bank card, no means of caring for their children or relatives. She said the package she was announcing was to give people immediate support to ca re give people immediate support to care for themselves and their loved ones and she said they will continue to look at what more needs to be done. She added that everyone affected by this tragedy needs
