Women are experiencing widespread discrimination when it comes to dress codes at work, say mps. Good afternoon. The top story, President Trump is expected to reveal details later today of how he will fulfil a Major Campaign promise to build a wall along the southern border of america and make the mexicans pay for it. Today he signalled it was important for national security. He is expected to sign several orders aimed at restricting immigration. He has already launched an investigation into voter fraud looking at Illegal Immigrants who were not eligible to vote. Lets have a closer look at the border between the us and mexico. There it is crossing an entire continent and joining the Gulf Of Mexico with the pacific ocean. It passes along four us states and six mexican ones and a wide range of geographical hurdles so any new wall would be a feat of engineering. And heres what it looks like close up. The us border with mexico spans 1,989 miles a Central Plank of President Trumps Election Campaign was to build an impenetrable, physical, tall, powerful, beautiful wall along the whole distance. But hes not starting from scratch walls or fencing like this already spans a third of the frontier between the two countries. And as well as wanting to keep new Illegal Immigrants out he also wants to deport up to 11 million undocumented migrants currently in the United States. So how likely is it that the new president can deliver on his Campaign Promises . We are going to have our nice and strong. We have to build the wall. It was part of the soundtrack of the donald trump Election Campaign, a call to build a wall along the southern border with mexico. It is one of the measures that the president says he wants in place to stem the flow of Illegal Immigrants into the us and as he prepares to signa number of into the us and as he prepares to sign a number of Executive Orders on immigration and Border Security, donald trump is made clear on twitter that the wall will be part of that. Some 650 miles of the border is covered already with fencing and other constructions but the plan is for a walk almost 2000 miles long and donald trump has said repeatedly that mexico will pay. The Mexican Government though is just as determined that will not happen. Translation we recognise the United States has the right to build a wall even though we do not like it. But it is another thing to try to get a neighbouring country to pay for itS Construction. We have said many times this is unacceptable. It is the clear position of the Mexican Government and the mexican people. Donald trump wasted little time signing Executive Orders to set the direction of his presidency. At the start of the weekjobs and trade and among further steps on immigration is expected there will be measures to restrict entry to the us from a number of predominantly muslim countries, the middle east and africa. President trump has also called for a Major Investigation into unsubstantiated claims of fraudulent voting in the us elections. Senior republicans had urged him to drop his claim that voter fraud helped urged him to drop his claim that voterfraud helped Hillary Clinton win the popular vote. Lets speak now to alejandro poire, whos a former Interior Minister for the Mexican Government, and was once head of the countrys intelligence agency, as well as working on anti Drug Trafficking and organized crime strategies. Good to see you. If i could just ask, can you understand why President Trump was my desire to build a wall has resonated with so Many Americans . To begin with it is a largely symbolic gesture i think. It is something tangible that gives individuals especially who are wary about the prospects of globalisation and authorisation and just sheer change in the economy, some sense of security. I think it is a false sense of security, i think it is going to be damaging to the economy both of mexico and the United States as part of the whole changing relationship. I think it is largely a populist, symbolic gesture that is likely to be tangible. One of the few things he might be able to get done. It is fair to say that the majority of illegal immigration into the us from mexico are people who go in legally with visas and so on and overstate the length of their visa. But there is still cross border trafficking of drugs, a Security Issue as far as that southern border issue as far as that southern border is concerned. And there are genuine concerns from americans that that border needs to be tightened up. And i think the way in which you can tighten up security is to work in collaboration and not through walls that are going to make it even harderfor that are going to make it even harder for collaboration to come about. It is notjust drugs that are falling flowing because of us demand, but also guns. Coming from the United States smuggled illegally originally through the United States. The way to handle this is not through separation and insult but through deeper collaboration and shared responsibility. Ithink eve ryo ne shared responsibility. Ithink everyone agrees the best way for mexican workers who are in huge demand in the us in a number of areas of development and growth, is to be done through legal, safe and fair means, both to the workers and also to labourers in the us. I think the symbol of the wall is just a symbol of a century past and policies that have failed. So if the wall goes up your saying that it would cause diplomatic issues and sour the atmosphere between the two countries. But theres nothing tangible that the mexicans would do in retaliation for instance, like withdrawing cross Border Security arrangements . I think there are a number of things the Mexican Government could do and i think both the minister of Foreign Affairs and the minister of Foreign Affairs and the minister of the economy are visiting in washington right now speaking about how if the deal that is offered to renegotiate nafta, mexico would be happy to walk away from the agreement. I think that is the beginning of a Firm Position that i would expect will extend to other areas of collaboration. Just think about the amount of information and the strength of the relationship mexico and the United States have developed together let alone to keep undocumented migrants from getting work that is both safe and productive in the us. From keeping actual threats to the Us National Security apparatus through collaboration and the sharing of information. If we were to put those ties injeopardy i think information. If we were to put those ties in jeopardy i think the population and governments on the us side of the border would also have a lot to lose. Thank you. And Gary Odonoghue is in washington. Given that this wall, if it is built, would be a federal structure, built by the United States government, therefore it would have to be paid for by american tax dollars. The idea that it would ever be paid for by the mexicans was always rubbish . Initially caused during the Campaign Donald trump said mexico would for it and donald trump said mexico would for Itand Up Donald Trump said mexico would for it and up front. He changed his position and said congress would pay for it and he would get the money back. When pressed on this they said the mechanisms for doing that and things like skimming off money from remittances for example. A lot of mexicans send money back from the us Toafamily Mexicans send money back from the us to a family at home by Wire Transfer systems and Different Companies can then intercede and take attacks from that. I guess you could increase the cost of crossing the border illegally. All those are possible but when you look at some of the costs involved, even donald trump says it is 8 billion, others have said Something Like 25 billion. So an enormous amount of money to recoup. He has some power already in the sense that there is an act called the Secure Fence Act from 2006 which allows the president to build a fence along the border rather than a wall. Some of that has already been done, and he could extend that. But really he has nailed his colours to the massed in the past and said it would be concrete, 30 feet tall, and if that does not happen then people will be a bit surprised about his actions in terms of fulfilling his promises. He also announced an investigation into voterfraud. Also announced an investigation into voter fraud. What is the evidence he is putting forward that this has happened because no one else has suggested there has been much voter fraud in the last election. There is no evidence of substances voter fraud at the last election. Bear in mind elections in this Country Are Run County by county around the country by political appointees of all different shades, republicans run elections where they are in charge, as do democrats. The idea that you can get the numbers he will be talking about, he says that a lot of people are dead who have been listed as voters and many Illegal Immigrants. He says up to 5 Million People voted illegally. There is no evidence for that whatsoever. So if there is no evidence what is he on about, is this here and perhaps still trying to come to terms with the fact that he got 3 million votes during the Hillary Clinton . Hes definitely annoyed about that and let us be clear, donald trump won the election fair and square. Under the election fair and square. Under the rules of the constitution. He got 33 states, more electoral votes, 306, he was the winner. But he did get fewer votes in the popular vote, it has happened before but not very often. But he does not like it. I think what will concern some of those who campaign On The Issues is not just that there is evidence those who campaign On The Issues is notjust that there is evidence of voter fraud but that somehow it could be used as a way of continuing a sort of nationwide clamp down on voter id laws, it might make it harderfor people to voter id laws, it might make it harder for people to vote because of course democrats argue especially in those states where you need this photo id to vote, that that penalises their supporters more of the poor people, hispanics, African Americans the poor people, hispanics, african america ns who tend the poor people, hispanics, African Americans who tend not to have that kind of formal id to the extent that the white population has. Thank you. And you can see more analysis of these first days of the Trump Presidency tonight on ioo days with Katty Kay In Washington and Christian Fraser in london at 7 oclock on the bbc news channel. The Prime Minister says the government will set out its brexit plans in a formal policy document, having previously suggested that wouldnt happen. Folowing pressure from labour and some of her own mps, theresa may now says a formal white paper will be published for parliament to debate. It will be separate from the Legislation Mps will vote on, triggering the process for leaving the eu. Heres our Political Correspondent, carole walker. Off to the commons. Are you worried about defeat, Prime Minister . Yesterday the Supreme Court ruled against the Prime Minister, forcing her to consult parliament before starting formal brexit negotiations. That wasnt enough for some mps who complained about the lack of a clear vision of the governments plans. Order, questions to the Prime Minister. But today she sought to seize the initiative with an unexpected announcement. I can confirm to the house that our plan will be set out in a white paper published in this house. A white paper, formally setting out the governments approach, was a central demand of the opposition. The Labour Leader struggled to rethink his attack. Could we know when this white paper is going to be available to us, and why its taken so long to get it . Theresa may said the timing was less important than negotiating a good deal. He and others asked for a white paper. Ive been clear there will be a white paper. What im also clear about is that the right honourable gentleman always asks about process. About the means to the end. I and this government are focusing on the outcomes. We are focusing. Jeremy corbyn was concerned that the promise to protect the competitiveness of the economy would mean cutting taxes on big business. Will she offer some clarity and some certainty and withdraw the threat to destroy the social structure of this country by turning us into the Bargain Basement she clearly threatens . Tomorrow the government will publish the bill to get parliaments approval for starting formal brexit negotiations. Ministers are confident they can get it through without significant setbacks. But long and complex battles lie ahead. Carole walker, bbc news, westminster. Our chief Political Correspondent vicki young is in westminster and we can speak to us now. As many as 20 conservative mps were demanding a white paper on the government brexit plans, was that what forced her hand . Listening to the debate yesterday one after another tories were getting up and saying this is what they wanted. So now theresa may kahan said she has been listening to them, they feel that they are being listened to. And at the end of the day how much of a concession is this really, her official spokeswoman afterward said it was all going to be based on a speech theresa may made last week. They also said mps already know the plan, she already laid that out so im not sure how much more detail we will get on all this. I think that there will be rows once we get into there will be rows once we get into the passing the bill over the next few weeks or so, there will be debates about the final vote, the say that parliament has on the deal. When mike that come. I think the government will be pushed hard on that. Mps are not happy about the above the only get to stay and have their say and they vote right at the end once the deal has been done and then they just end once the deal has been done and then theyjust have a choice between taking the deal theresa may has got or the taking the deal theresa may has got orthe uk taking the deal theresa may has got or the uk leaving the eu, and then returning towards what some call a ha rd returning towards what some call a hard brexit, based on wto rules meaning that there are terrorists. Many mps do not see it as any choice at all. Meaning there are tariffs. One Shadow Cabinet Minister today was unhappy at the idea that Jeremy Corbyn will order his mps to vote to trigger article 50. They said they were prepared to resign from the Shadow Cabinet to avoid that. It will not be enough to stop this going through, the government is quite confident that it will all be fine and they can still stick to their timetable. But over the next few months mps are wondering how opinion might harden and mps might become emboldened to try to hold theresa may to certain things as she goes through that negotiation. This is Bbc News At Five the headlines. President trump is to reveal more details on how he intends to fulfil his Campaign Promise to build a wall along the border with mexico. And mps are to get a chance to scrutinise the government brexit strategy. As new figures show a rise in the number of people Sleeping Rough in england. Usain bolt is stripped of one of his nine olympic gold medals as his team mate nesta carter was found guilty of doping. Dylan hartley has been confirmed as the england captain for the Six Nations Championship next month. Just two days after his suspension for striking came to an end. And can liverpool overturn their deficit in the second leg of their League Cup Semifinal against southampton to make it to wembley two years in a row . More on thatjust after half past. Theres been a big increase in the number of people Sleeping Rough across engfland. More than half of local councils have recorded a rise. Its estimated more than 4,000 people a night were sleeping on the streets, a i6 increase on 2015. The homelessness charity, crisis, says the numbers are rising at an appalling rate. From birmingham, heres seema kotecha. As the darkness creeps in, the wind chill begins to bite. Those who have nowhere to go look for shelter. Volunteers roam the streets, making sure nobody has died because of the cold. One of those workers is paul aitken. The young man there, im just looking that he is breathing and he is ok. He is fine, he is fast asleep, so im not going to wake him up. Paul is just checking up on a Rough Sleeper here. He says he is in a lot of pain, severe pain, in fact. So paul has called an ambulance to make sure hes ok he says he was stamped on by a couple of strangers in the middle of the night. Minutes later, a paramedic arrived and he was taken to hospital with suspected cracked ribs. He was discharged that day. Around the corner, a Rough Sleeper expressed his frustration. It is horrible, of course it is horrible out here. What are you supposed to do, you have no prospects, you know. It is horrible. It does torture you. And people walk past you like you are scum because you have had a problem in life. The future is bleak. Very bleak. There needs to be more help out there. Some charities blame council cuts for putting more Vulnerable People on the streets. Local Authority Budgets have been reduced by around 20 over the last six years. Which they say have led to fewer support services. Homelessness is affected by austerity, the cuts that have come down from nationally, the cuts to the nhs, local authorities and also those in terms of benefit caps, that has a huge impact on why people are on the streets. Birmingham city council are doing a lot to try to reduce this by partnership work, we are working with key agencies, we are doing outreach, surgeries, and we are actually listening to Rough Sleepers. At this centre, they come for relief from the cold. This place is funded through private donations. Paul, who was once homeless, came up with the idea. A lot of these guys in here are skilled people that need a break. Need an opportunity, need a chance. And i think we all deserve that. We all deserve to have a kick start again. And try to get our lives back on track. And that is why places like this are so needed. The government says by 2020 it will have invested more than £500 million on tackling homelessness. But with a further squeeze on Council Spending expected in april, there are concerns that hostels and shelters could be closed down. Forcing more people to live rough. Seema kotecha, bbc news, birmingham. Northumbria university has faced a fine after two students almost died after taking part in a test, giving them the equivalent of 300 cups of coffee. Both have since recovered. Usain bolt is to lose one of his nine olympic gold medals. The International Olympic committee has disqualified his jamaican relay team mate, nesta carter, because of a Doping Violation at the Beijing Games in 2008. As a result, the whole Jamaican Team including bolt, who completed an unprecedented triple triple in rio last summer, has been stripped of its gold. With me now is our sports News Reporter alex capstick. Just explain what exactly this other athlete did wrong. Nesta carter was athlete did wrong. Nesta carter was a key member of the jamaican sprint relay squad, he ran the first leg and always gave them an edge early on in the race. He helped them to win two olympic titles, one of london, in beijing, and three world titles. But the ioc have conducted retesti ng titles. But the Ioc Have Conducted Retesting Programme looking at hundreds of frozen samples from the beijing and london games and from the beijing samples they found one from nesta carter which contained a banned substance. That means he is disqualified from that race, he does not get a gold medal and also the Jamaican Team does not get a gold medal. It has been stripped of that title. So usain bolt, also asafa powell, they have got to return their gold medals as well. So no impugning of character as far as the other athlete in the relay are concerned . Theyve done nothing wrong, to be clear. Obviously is disappointing for usain bolt. Earlier this year when news of the positive test first surfaced he said it would be heartbreaking to lose that medal but he would be happy to hand it back if told to do so. Thank you for that. Its the seventh day of the inquest into the deaths of 30 british holiday makers, who were murdered by a gunman in an attack on a beach in Tunisia Injune 2015. Our correspondent Richard Galpin was at the royal courts ofjustice in Central London for us. Today we heard some of the most graphic and emotional testimony so far in the inquest. It came in the form of a statement from a woman called Cheryl Mellor who was on the beach at the time of the attack with her husband stephen mellor. She was saying in a statement that they had been enjoying doing a crossword on the beach this morning when suddenly they heard gunfire and of course immediately tried to hide under there are some mantras. She said she was able to look through and see the gunman nearby and he was pointing his weapon at that time towards another woman who was pleading with him saying no, no, i have family. She said the gunman paused and then shot her. The gunman then started to move towards them and of course she said they were shaking with fear. And she saw an orange flame coming from the muzzle of the automatic rifle and she felt intense pain in harm and her leg. She then said essentially she discovered that her husband who had been lying across her protecting her, had been killed. She said, im only here today because of the bravery of my husband, he sacrificed himself for me. He is a hero to me. Also what we heard today was a statement from another man, at pembroke, he was staying at a nearby hotel and amazingly, when he heard the gunfire, he started to run towards the area under attack, of course despite the huge danger. He said as he approached, and moved towards the area where the sun beds where, he had to hit the deck because of the gunfire but he could see a lot of bodies left and right. He then heard a Woman Moaning and that was Cheryl Mellor, he went after her and said, i will do whatever i can to help you. What he did was potentially life saving for her, he tied a tourniquet around her arm using a scarf and then a towel, also tourniquet around her leg to stem the bleeding. He then said to her, i can carry you back to my hotel, get you out of this area. She said no because by that stage she knew her husband was dead and she wanted to be by his side. She said she would play dead even though the gunman was still in the area. Alan pembroke then decided he should get back to then decided he should get back to the hotel because he was worried about his own wife so an incredible piece of bravery. Many thanks. Women mps say theyre experiencing unprecedented levels of verbal and online abuse. In a survey by bbc radio 5 live, around two thirds said they felt less safe, following the murder of the labour mp, jo cox, last summer. Some reported Death Threats, with more than half of those questioned by the bbc saying they had had physical threats. Our Political Correspondent, ellie price, has more. Newsreel it gives me the greatest pleasure to introduce to you the new National Unionist women members. It took a long time to get women into parliament. The first female mp to take her seat, nancy astor, was elected 98 years ago. Eventually, more would follow. They fought and died to get representation in parliament, but now modern women mps face their own struggle. Right, so what youre looking at are tweets, the abusive tweets that my team screen shot ed. Anne mclaughlin mp wont read the abuse she receives online, which is just as well, its deeply personal. She doesnt really want to share it. It takes a lot of strength not to. Its very tempting if youre alone at night and nobody can see you if you get upset and you cry, to just have a look. But why would i do that to myself . But it is notjust hurtful insults on social media, theres an even darker side of Death Threats and violence. Jo cox was murdered outside her Constituency Surgery last june. Such threats are of course faced by male members of parliament too, but two thirds of the female mps we spoke to say they have felt less safe ever since. And well over half have received a physical threat from a member of the public. Ive had Death Threats towards myself and my family, one of which the police are investigating. And one where an extremely graphic image of a beheaded corpse was sent to me with the threat that, you know, for the life of myself and my family. I have young children, so i take that extremely seriously. This is the room where i hold my surgeries. Tulip siddiq, begrudgingly, now makes sure she has security whenever she holds Constituency Surgery. You feel safer now . Well, this building is a secure building, there is a Police Presence outside, the staff are very supportive, so i do feel safer here. Its all paints rather a grim picture and certainly the majority of mps we spoke to say they are concerned that hearing about this sort of abuse might put off good new people, good new women, from wanting to become mps. In fact a third of those we heard from said they had considered giving up theirjob here in parliament because of it. And yet, none have. And the majority we heard from say, despite the difficulties, the job is a privilege and well worth the flak. Ellie price, bbc news, westminster. Staying cold, basically for the next 24 hour is, and great for some, great enough over southern and eastern areas, a vast majority have seen is in good spells of sunshine out and about. 2a hours. This has been a typical view across these midlands and east anglia and the south east, this is where the sunshine is. Beautiful sunshine here. Some speckled sunshine. You will notice the winds, strengthening, preventing frost in the north. We have thicker cloud, but it is colder air, and the cloud may be thick enough to produce a bit of drizzle, snow grains falling onto the frozen ground, quite treacherous on untreated roads, and surfaces again tomorrow morning, watch your footsteps as we head out and about. The main differences this wind. The main difference is this wind. It will feel colder tomorrow, and that is because of the wind. This is Bbc News At Five, the headlines. President trump is due to reveal more details about how he intends to fulfill Major Campaign promises, to build a wall along americas southern border and to curb immigration. Mps will get a chance to scrutinise the governments brexit strategy, after theresa may said shell produce a white paper. Usain bolt will have to hand back one of his nine olympic gold medals after one of his relay team mates, nesta carter tested positive for a banned substance. Theres been a big rise in the number of people Sleeping Rough in england, and while london has the highest number of Rough Sleepers, the problem is growing fastest outside the capital. Time now for a look at all of the sports news. As we have been hearing, usain bolt will lose one of his nine olympic gold medals, after the ioc disqualified his jamaican relay teammate nesta carter as we have been hearing, usain bolt will lose one of his nine olympic gold medals after the ioc disqualified his jamaican relay teammate nesta carter over a Doping Violation at the Beijing Games. Can the reds make it to wembley for two years in a row . Our correspondent olly foster is at anfield for us, olly. Liverpool rarely fire blanks at anfield but they were outplayed by southampton a couple of weeks ago, completely, i 0, nathan redmond, first half, he was the difference, he may have scored another couple even. Jurgen klopp knows this is their Second Chance. Always going to be over two legs, the year fell cup semifinal, their only win in the whole of january since the turn of the year was the replay against plymouth, where they had a Second Chance there, of holding them to a goalless draw here at anfield. That will be good enough for southampton, but you feel that liverpool will come out all guns blazing. Knowing that a place at wembley probably against manchester united, who lead hull, 20, against manchester united, who lead hull, 2 0, after the first leg, will probably be enough, waiting for them at wembley. One other bit of good news for liverpool, they have managed to tie down their star player, philip could team you, to a five year deal, £150,000 a week. He has been your four years, five year deal, £150,000 a week. He has been yourfour years, he five year deal, £150,000 a week. He has been your four years, he should start tonight, as liverpool look to overturn the 1 0 deficit against the saints. Dylan hartley has been confirmed as englands captain for next months six nations. It comes just two days after his return from a six week suspension for striking. He led england to the grand slam last year, but his career has been tarnished by a number of disciplinary issues, and hes spent over a year out of the game because of bans. Hartley wont have played for nine weeks by the time england run out for their opening match against france, but he insists he is ready. I feel fresh and fit and focused. In any walk of life but especially in sport, things like injuries, setbacks like i have had, time out of the game, especially in a contact sport, it has given me a chance to get some good work done. Britainsjohanna konta has described her quarter final defeat by Serena Williams at the Australian Open as the best experience of her life, and says she will come back stronger. Konta, who was playing the 22 time grand slam champion for the first time, was beaten 6 2 6 3 in melbourne, bringing to an end her run of nine matches unbeaten. Williams will now play unseeded croat Mirjana Lucic baroni in the semi finals. I think overall she played at a higher level than i did today, and she showed why she is arguably one of the best of all time. So i really enjoyed my time out there on court today. I think i was able to, i hope iam able today. I think i was able to, i hope i am able to bring a lot away from it. Hopefully i will get a chance to play her again in other matches as well. Thats all sport for now. You can keep up to date with all those stories on the bbc sport website. I will have more for you in sportsday, 6 30pm full. 6 30pm. Lets return to our main story, and the flurry of Executive Orders expected from President Trump over the next hour so. Us media is reporting that hes preparing to lift the ban imposed by president obama on harsh Interrogation Methods for terrorist suspects, which critics condemn as torture. A draft white house order paves the way to re opening secret cia prisons overseas and reversing mr obamas commitment to close Guantanamo Bay. With me now is the bbc security correspondent frank gardner. The so called war on terror, it put out there in the public in the wider Public Domain the idea of enhanced interrogation techniques, cia black ops sites, where all kinds of things are going on. In Overseas Territories beyond the borders of benighted state, what might the sites be . At its worst, this was the programme of what was called extraordinary rendition, bundling people onto a plane, masking them up, putting them into nappies, strapping them down, taking them to secret prisons in countries like poland, lithuania, thailand, romania, and Guantanamo Bay. In many cases, in eastern europe, they did not even know where they were, subjected to a wall of sound, sleep deprivation, extreme temperatures, and interrogated, because the us, at the time, immediately after the 911 attacks, was convinced there was another attack coming down the pipe at them. They were desperate to find that information. They did not find out very much from this and interestingly, the newly appointed Secretary Of State for defence, generaljames mattis, Secretary Of State for defence, general james mattis, has Secretary Of State for defence, generaljames mattis, has argued with President Trump, georgia does not work. Also gave rise to all the Horrendous Jihadists Jumpsuit videos, beheadings and so on, because when jihadists have captured westerners, they have sought to parody the whole Wonton Inmate look by putting listeners nearly always aid workers and journalists, people who have nothing to do with the war on terror, putting them into orange jumpsuits and carrying out really nasty things on them in revenge because they have them at their mercy. It was a very black period in americas history, one that barack obama signed Executive Orders to stop, to turn its back on, and trump appears to be reversing this policy 180 degrees. General mattis, the new defence secretary, he is not impressed, Senatorjohn Mccain himself was tortured during the vietnam war, during that conflict, he is chair of the Senate Intelligence committee, he believes this is all outrageous, the idea that he might go back to these enhanced interrogation techniques. The suggestion that Guantanamo Bay may stay open rather than an attempt to continue to shut it down and get prisoners out. The people around the president are suggesting this is not a good idea, or people in his own party suggesting this is not a good idea, is this all about politics, what is this . It is about practicalities, in the case of wo nton practicalities, in the case of wonton obey, it is perfectly possible that it may stay open for longer, barack obama signed an Executive Order very early on in his presidency, 2009, saying it had to close, he did not want anybody else transferred there. Trump has said that enemy combata ntss transferred there. Trump has said that Enemy Combatantss transferred overseas can be transferred there. We may see that happen. The cia will be immensely resistant to reintroducing these much condemned so called enhanced Interrogation Methods, they have people who, their own people, who witnessed these, who are undergoing psychiatric help now, people traumatised by what they saw, and the cia officials also feel that they are legally vulnerable for the things that they were ordered to do, and they dont want to go down that path again. It was a bad period in americas history, moving from americas history, moving from America The Moral right that Many Americans felt they had, that they had a good constitution and respect for human rights and law, took all of that away. Not only are there people in the Senate Intelligence committee, not only people in Human Rights Organisations but in the cia itself, who will be very reluctant to go back to this. When it comes to overseas countries, romania, poland, lithuania, these countries will not allow these black sites, they will have to find other ones if he goes ahead with this. Another of the measures expected from President Trump is an order to eliminate so called Sanctuary Cities cities that do not deport undocumented immigrants despite federal law. One of those so called Sanctuary Cities is new york. We can speak with a representative of the new York Immigration Coalition about this issue. In very simple, broad terms, what is a sanctuary city . Sanctuary city, in a nutshell, is a safe city whose local Police Departments are not collaborating with customs, so local police are doing thejob protecting communities within their city and are not in fa ct within their city and are not in fact using their power to detain or put immigrants into the Immigration System in which case they would potentially be deported. Attempt have over the years been made to try to water down local laws, including in new york, on Sanctuary Cities, preventing federal emergency funds, from going to such places, allowing federal law to allow employers to find out the Immigration Status of their employees. These are attempts to water down this, are you worried that trump is going to go even further to try to prevent these cities . Absolutely we are very concerned, in less than one hour, we are going to hear what his Executive Orders are on immigration, including Sanctuary Cities, he has made a threat to take funds away from cities that say that they will remaina cities that say that they will remain a sanctuary, and so this is. This is extremely concerning. New york city itself has committed to continuing to protect immigrants. This is about ensuring that American Values are in place. Dignity and justice will. Inaudible thank you very much forjoining us from new york. Trump hasjust been speaking with abc news in america and he says that the mexicans are going to 100 play for the wall that he is expected to sign an Executive Order. Pay. A border wall will be built between mexico and United States on the southern border and he expects mexico to pay for it. President trump, we are initially expecting will go to the federal authorities to get money for the wall. He says that us taxpayers will do it initially, and that money will be recouped from mexico. The laws which ban sexist dress rules at work arent being enforced properly, according to a group of mps. It follows the case of a woman who was sent home from herjob at an Accountancy Firm for not wearing high heeled shoes, while the same company had no dress code for men. When mps began to investigate the story, they were inundated with complaints from women with similar experiences. Simon gompertz has more. The receptionist who wouldnt give in. Nicola thorp refused to wear heels between two and four inches high. She kept her flat shoes on, was sent home without pay, and now mps have taken up her cause. The report is great because it doesntjust focus on high heels. This was never just about a pair of shoes. Its about how women are viewed in the workplace. Theres so much pressure on women to notjust look professional, but to look attractive. Mps heard from hundreds of women who said they had hurt their backs, were in crippling pain and thought being forced to wear heels was sexist. Now there is a call for Awareness Campaigns and bigger fines for employers. Its just common sense. If people use their common sense. There are a lot of people wearing flat shoes now, which is the fashion. Thats what it should be. You shouldnt have to totter around in high heels if you dont want to. Dress codes at work have to comply with health and safety regulation to reduce the risk of injury, and with the equality act which bans discrimination. While there are likely to be differences between the way men and women present themselves, what is required should be reasonable, which applies to hairand make up, too. The government says what happened to nicola thorp over high heels was unlawful. But mps have found that the pressure on women is widespread and most would like to see something done about it. Youre wearing high heels. Have you been forced . Definitely not. I thnk looking smart for a Corporate Image is very is subjective. Wearing flat shoes doesnt necessarily make you look not smart. If i feel comfortable wearing heels, iwill. But if i dont, i dont think i have to. It shouldnt be a compulsory thing. I think there is a feeling that wearing high heels is more feminine, that its smarter. Ive never been told to wear heels. If you were, what would you do . I would be very, very put off working for that company jane says business does need to change. They think heels are very smart and all they need to do, what is reasonable is say wear a smart shoe. Here are example of smart shoes. The campaign over high heels has highlighted the tyranny some women feel subjected to over their appearance. Mps are saying more still needs to be done to make sure they can step into work in the shoes they choose. With me now Isjessica Williams the managing director of sidekicks Recruitment Agency which provides assistants, receptionists and other workers to firms. With me now Isjessica Williams the managing director of sidekicks Recruitment Agency which provides assistants, receptionists and other workers to firms. I was fresh out of cool, i was 18, working as a pa, and i did not know what to expect, when eyeing counter things like turning up to a receptionistjob at a well known bank and finding out that the uniform is only available in sizes up uniform is only available in sizes up to uniform is only available in sizes uptoa uniform is only available in sizes up to a ten, i did not think that was strange. Despite the fact i had to go home and i didnt fit into the uniform. You had to be thin to get thatjob . Uniform. You had to be thin to get that job . Yes. Now you are recruiting, is that the kind of thing that employers. . Recruiting, is that the kind of thing that employers. . Things have changed a lot, massively, this was. This was 12, 13 years ago. I have really noticed, particularly in the last five or six years. What they can and cannot ask people do. But also, employees have been aware of their rights. And often the people we are talking about, in this section we recruit in, a large percentage of carriages are female. They are in entry leveljobs. They do not know what is right and what is wrong. What kind of dumb request do you still get . A lot of ridiculous requests, we have a pretty good policy at sidekicks, we know the market very well, we know who we want to work with, and we dont work with companies that dont share our ethos. Some of the things you might still here occasionally, not from outlines, but things like, im looking for a blonde. she would need to have gone to this type of school, she needs to look like this. Dot. She needs to speak like this, that kind of presumption. This is something that is not widespread. Particularly large corporations. The culture is moving, evolving very rapidly, but big pockets of the market sees that this is endemic, things have not changed since the late 1970s, early 1980s, when a lot of these were set up. It is bonkers. Do you get any Companies Open asking for any restrictions on male candidates . It is difficult in secretarial because. Despite our best efforts, we do. We find it harder to recruit men, because a lot of men view the job of a receptionist as a female job. And so it is harderfor us, we are increasing the candidate pool and trying to increase it but it is something that has been viewed as a womans profession for so long. There is stigma around men. Particularly in Traditional Industries like banking and finance and law. The short answer is, no. In terms of. In terms of corporate dress codes that i have seen and abided by, when i have been working, and those i have seen for colleagues, it has all been tailored towards females. And are you aware of competitors, other recruitment agencies, that are willing to provide a blonde that is up to a size ten only and wearing heels . Yes. As long as they are willing to provide. . Yes. As long as they are willing to provide. . It will not continue, because candidates are so much more educated than they were, and also there is alternative is, there are companies that do not expect five identikit receptionists to look the same way, there are companies that value skills over background. All looks. Agencies like ours, initiatives like sending a blind cv, no date of birth, no gender, no photograph. It is changing. It has to change from within. Legislation is important. You cant force change through legislation, i think it has got to be something that is picked up got to be something that is picked up quickly. Buy more agencies and more employers. It is important that this is stopped quickly. Thank you very much forjoining us. Shes the editor who persuaded the duchess of cambridge to appear on the front of the centenary edition of vogue, but today alexandra shulman, has said shes stepping down from the job as editor in chief. Shes been in charge for a quarter of a century, but she said she now wanted to experience a different life. David silitto reports. In the world of high fashion and the catwalk show, you know where you stand, by where you sit. For 25 years the Front Row Seat of British Fashion has belonged to alexandra shulman. In a world all about what is new she has been a constant figure in an era in which British Fashion blossomed with names likejohn galliano, Stella Mccartney and alexander mcqueen. I think the white. While british vogue, which hasjust celebrated its 100th anniversary, is still at the top of the fashion prestige list, it has been a torrid time in the magazine business. Online now offers many alternative ways for people to get their fashion fix. Its always unnerving then when someone with a reputation for knowing what works, goes. But what has also gone is a Fashion Editor who never really seemed like a typical Fashion Editor. Calm, reserved, a recent documentary wondered why in a world of high emotion, she seemed to be immune to the high anxiety of fashion. You do not seem like someone who carries much stress with you. I know, it is amazing. Ive never seemed like someone who carries stress. But you do . Yes. Twenty years ago she had faced criticism in an era of so called heroin chic and of super skinny models and by the end she questioned designers why Fashion Clothes had to be so tiny. And unlike other editors, her personal style was not controlled by the dictates of fashion. She rather stood out for being strangely normal. Donald trump talking to abc news. Are you going to direct us funds to pay for the wall . Ultimately it will come out of what is happening with mexico, we will start the negotiations soon. We will be reinforced by mexico, they will pay us back. So the american taxpayer will pay for the wall first . We will be reimbursed at a later date from whatever transaction we make with mexico. In recent days the mexico president has said that mexico will not pay, that it goes against our dignity as a country and as mexicans, he says. He has to say that, need as to say that, but i am telling you, it will be. It will be ina telling you, it will be. It will be in a form, perhaps a complicated form, you have to understand, what i am doing is good for the United States and will be good for mexico, we want to have a very solid and sta ble we want to have a very solid and stable mexico. When do S Construction begin . As soon as we can, as soon as we can do it. I would say within months, planning will start immediately. One of his biggest Campaign Promises, it has kick started his campaign, he says he will follow through, he says he will build the wall and mexico will pay for it. I wish that i could give you some good weather news, but the cold is with us for at least another day. Quite chilly out there today, probably even chillier tomorrow, some sunshine to enjoy, this was in cornwall, beautiful shot of the beach, compare and contrast that with the weather that we have had across many central and eastern areas, the foggy weather is a concern through the evening rush hour, cloud lowering, becoming bogged at low level, quite tricky, you can see the extent of the clear skies, what will happen over is thick cloud will edge its way on the wind, north and west, thicker cloud, enough to give us lots of drizzle. Theyre the north west, wind is strong enough, to prevent many of the towns and cities from having a frost. Even with the cloud across england and wales, temperatures will fall close to freezing in the towns, out in the countryside, certainly cold enough for a widespread frost, even with cloud. That cloud is thicker, it could give us drizzle. It does worry us, it is falling onto frozen ground. Slippery underfoot. It could still be quite tricky tomorrow morning. Particularly across the midlands. Further north, frost in the glens of scotland, and it could be touch and go for northern ireland, but they will have more breeze and cloud, to prevent those kind of temperatures through the night. Fairly cloudy day, for most of us as we go through the day, there might be brightness developing, temperatures barely above freezing. On the wind 3, 11, stronger wind. That is the main change. By friday, we can see the Weather Front trying to make inroads. Gathering force, strong wind. With the cloud, not a particularly great day. Inspiring rain. Showers, anyway, translating into is a more heavy showers as we go through saturday, when it will stay quite cloudy. And breezy. Showers ease away, back to square one, next week before we kick the Weather Fronts into touch, one, next week before we kick the weatherfronts into touch, see one, next week before we kick the Weather Fronts into touch, see you later. Tonight at six the thousands who sleep rough on our streets its been called a national scandal.
