Good morning and welcome to the bbc news at 9 the Health Secretary, matt hancock, says the government is working with supermarkets to ensure that people staying at home because of coronavirus can be supplied with food. He told the bbcs question Time Programme that he was confident supplies would not run down. But the bbcs Business Editor says that a supermarket executive told him they havent heard from the government directly and that staff are working round the clock to keep shelves stocked. The total number of confirmed cases in the uk has risen to 116. A woman in her 70s is the first person to die in the uk from covid 19 she was being treated at a hospital in reading. More than 140 british nationals are stranded on a cruise ship off San Francisco after some passengers developed flu like symptons. Jon donnison reports. And as hospitals come under increasing pressure as the number of cases continues to rise, Officials Say people with less severe symptoms will be asked to take care of themselves at home. Bbc breakfast spoke this morning to the governments chief scientific adviser, sir Patrick Vallance and was questioned on the governments aims if the uk moves from a containment to a delay phase. In general, you would expect an epidemic of this type and from what weve seen, to go up over about 12 weeks and go down over about 12 weeks. And about 95 of the cases would occur in the middle nine weeks and about 50 in the middle three weeks. So you get a very sharp peak. For the nhs, it would be better to dampen that down and make it a little bit broader and for the disease itself, it would be good to pushit disease itself, it would be good to push it if we can, a bit into the summer push it if we can, a bit into the summer months where weve got less other respiratory infections, the nhs is under less pressure, so thats the aim and the virus may actually be less transmissible in the summer, we dont know, but respiratory viruses often are then so respiratory viruses often are then so that is the aim of the delay phase. And sir patrick was asked about cases where the person getting the coronavirus cannot explain how they contracted it. It suggests person to person transmission in the uk. Thats the time that you start to then see transmission across the population are more likely and weve seen that in other countries so thats why those cases are particularly important, we dont know the origin, it suggests we will get more person to person transmission and thats certainly what we are preparing for. And we would then expect the epidemic to grow as the result of that. And in general, if you look at wuhan and other places, this looks as though the number of cases doubles over about a five day period. Its gone up about a five day period. Its gone up more quickly here because its a bit about finding the cases and thats what you see at the beginning but in general, the infection epidemic you would expect to increase in size every five days or so. Are they being left to their own devices to take paracetamol and drink lots of fluids 01 paracetamol and drink lots of fluids or someone paracetamol and drink lots of fluids or someone calling them to ask them they are . It may well be that their symptoms are extremely mild. There is nothing really that they can do other than wait for the symptoms to recover. If youre serious at all, if you have a serious lung issues or a fever or breathing difficulties, there is no doubt you would be sent toa there is no doubt you would be sent to a specialist issues and you would be monitored, for those with very mild symptoms. Do we know if Health Professionals are checking in with people who have declared they think they have coronavirus, they are self isolating at home, essentially trying to look after themselves . Yes, that may be happening now, theres definitely evidence that theres definitely evidence that there is Community Transmission and that means under the radar people are passing it to each other and that was expected, that is very much how the virus operates. And we can see that happening in italy, we are a long way from where italy is now. The government saying they are very much prepared. The nhs is on stand by for much prepared. The nhs is on stand byforan much prepared. The nhs is on stand by for an epidemic. And are ramping up of cases. And they are very well prepared. We were talking a few minutes ago and you were saying its a little bit blurry as to where this containment dome a containment phase ends and the delay phase begins but do you think we are almost there . Given that the government wants to try to stop that pressure on the nhs building, to try and hold back the spread of the disease as much as it can . Yes, the idea of moving onto the delay phase which we think we are possibly in now although the government says they will let us know when that happens, is to try and push the peak of the epidemic back so that the nhs can be under less pressure. If we reach a peak in the summer months its a lot easier for the nhs to deal with it and a lot easier for nature to deal with the virus rather than also being cooped up inside which we are very much at the moment. And i think its worth reminding everyone, we have said it cou ntless reminding everyone, we have said it countless times this week, whether you think youve just got a cold or you think youve just got a cold or you think you might have something else, those hygiene rules that we should all be following. Yes, the emphasis has not changed at all, emphasis has not changed at all, emphasis very much on hand hygiene, washing your hands regularly for 20 seconds. This is a show of support for the secretary after what has been a very difficult week for her. The signatories to this letter arent exactly household names, i have to say, you mentioned a couple of them in the introduction, there is also a handful of conservative peers. But they do all say that they have worked with or alongside priti patel some a point and to give you a flavour for the letter says, we do not recognise a picture of what has been painted a priti patel this week. The letter goes on she is certainly a tough, assertive and effective leader but even under extreme pressure, shes never crossed a line or lost her temper. And it goes on to say that it is right that good ministers cannot be brought down by smears and gossip. And that is clearly what the home secretary herself is hoping. Showing no intention of resigning or leaving her post. And indeed, earlier this week at Prime Ministers questions, borisjohnson week at Prime Ministers questions, Boris Johnson gave her week at Prime Ministers questions, borisjohnson gave her his explicit backing saying and i quote, he was sticking by her. Nevertheless, priti patel is under investigation for accusations against her of bullying which she denies by the cabinet 0ffice. Which she denies by the Cabinet Office. They are looking into whether she has broken the ministerial code and there is also the prospect of an employment tribunal ina the prospect of an employment tribunal in a few months time. As the former top official at the home 0ffice sir Philip Rutten is taking legal action against the government for constructive dismissal. Nevertheless, it will be carried out by officials in that office and will come at the government insists, be a thorough investigation which will establish whether the ministerial code has been broken. But in the meantime, we will have this ongoing debate with claim and counterclaim from those who believe they have genuine grievances and accusations to make against the home secretary and painting a picture of a pattern of behaviour, countered by others, supporters of hers who claim that there are forces at work here and a Concerted Campaign to brief against her. Doctor ryan, thank you for taking the time to talk to us. You are especially interested in the evolution of viruses, especially those who jump species. Looking at covid19, what do you think about how its behaving, is it what you would expect . Yes, its very much what i would expect. In the 1990s i travelled to america to observe an emerging virus and how the most developed country in the world dealt with it. The virus was actually much more lethal than this but fortu nately for more lethal than this but fortunately for america, it didnt develop the ability to move from person to person. And i sat in with people at the centre for disease control, they were very kind to me and the virus broke out in the four corner states, basically in new mexico, arizona, utah and colorado. And i spent some time with collea g u es and i spent some time with colleagues working at the University Hospital in albuquerque and it was very revealing. And the most revealing of all was the fact professor terry yates, a mammalian scientist, an expert on rodents and i asked him scientist, an expert on rodents and iasked him how scientist, an expert on rodents and i asked him how come this virus was so i asked him how come this virus was so lethal to people, terrible disease in people and yet, its natural host was a common mouse in america, the deer mouse, it caused no disease at all . And he explained something to me which he called virus host co evolution and i said what does that mean . Up to them, my attitude to viruses was they were genetic parasites, but was the medical approach to viruses we only saw them in terms of disease and he was seeming to suggest that there was seeming to suggest that there was something going on between rodents and viruses that had nothing to do with disease. So i said, can you possibly explain this to me . He said yes, lets say the duckbilled platypus is a marsupial but lets pretend its a rodent. And i want to know where does it fit in the evolutionary tree of the rodents . He said every rodent on earth has a virus that is co evolving with it and this is what he was attempting to explain. By co evolving he meant the evolutionary trees of the rodents and of this virus exactly parallel to each other which to meet was quite extraordinary i said can you explain a little bit more detail what this might mean and he said yes, if you then gave me this virus of the duckbilled platypus i cant put it onto the forestry and if i superimpose the virus evolutionary tree onto the evolutionary tree of the rodents i can place the duckbilled platypus exactly where it belongs. And how does that relate then to coronavirus, that story . Its quite extraordinary and it means that all of the mammals, every mammal honours including us, but also including bats, has their own crop of viruses that are co evolving. The virus usually wont cause any disease in these animals but the animals allow the virus, if you want, to multiply within them without causing disease. So a virus needs its host to survive . Yes, so you are saying actually coronavirus wont cause serious harm to the majority of people . Im saying it would cause harm to the bats which is where it almost certainly comes from but if, whats happening is the human population is expanding, we are doing daft things. We dont usually come into contact with bats, even though bats are by far the most populous species of all the mammals, the group with the most species in it, bats. And if you look specifically at every part, the bats have more viruses, more of these co evolutionary viruses than any other mammal. Art way and this is a question that lots of people have just asked me out and about, are we overreacting in our response to coronavirus, thats a question im being asked every day . No, we are definitely not overreacting. In another book i said, i outlined virus scenario, an emerging virus coming out of an animal reservoir like this, going into the human chain that is spread from human to human, for which we had no vaccine and no antiviral drug that would treat it. This disease then spreading in humans. If its spread by aerosol or very easily communicate resort of system, this was a virus x scenario and we are in this sort of a scenario. They got in touch with me this morning saying they were slightly baffled by matt hancock s remarks last night. They said theyd heard nothing at all from government directly. And theyd run around to others and theyd had the same story. There was no coordinated approach from government to supermarkets directly or indeed the trade body which represents them and it is their words not mine, matt hancock has totally made up that, that he has been working with supermarkets, weve heard nothing from him. From him or indeed the government. They are just expressing we dont know where this has come from because we know nothing about it. So there is clearly a discrepancy of the government are saying and the industry is hearing from governments and i was also told that Cupboard Basics, you know, tinned food, pasta etc, the sales are going through the roof and while they are keeping up, they are having to work in their words round the clock to keep the shelves stocked and added they didnt think the government saying dont panic buy was particularly helpful because the people dont hear that the right way and they get concerns. And further to that, they said we are having to use processes and Staffing Levels be put in place for a new deal brexit, right now to keep those shelves stocked now. They thought the advice should be people should keep shopping normally and the government comments were unhelpful and misleading. Let mejust comments were unhelpful and misleading. Let me just get you to reiterate that, you are saying the person who called you on the other is that you have subsequently spoken to supermarket executives, say they have had no direct contact from the government and the supermarkets trade body is also saying it has no direct contact from the government, is that correct . The supermarket executive i spoke to said they had had no direct contact from the government, the trade body representative said the idea that we do not recognise the idea that there is any coordinated approach from government to make sure that supermarket suppliers are coming. And they also likened these comments to some comments that michael gove made before i no deal brexit deadline earlier this year. At the end of the year. Where he said weve spoken to retailers and they are ready for a new deal brexit. Since then, its been used in millions of Police Investigations across the world. But it was first used in 1987 to convict the killer of two teenage girls in leicestershire, preventing a grave miscarriage of justice, as Graham Satchell reports. November 1983. The body of a 15 year old girl, lynda mann, is found in a village near leicester. Its still raw. And i cant believe that, after 35 years. She was such a lovely girl. It was wrong. Three years later and a second girl is found less than a mile away. Dawn ashworth was also 15. When dawns body was found, police knew straightaway they were looking for a serial killer. What happened during the course of this investigation would change Police Detective work around the world forever. David, just explain what all this pile of stuff is . These are mementos from the case, are they . David baker, who is now 84, was leading the double murder investigation. Hed arrested a 17 year old, richard buckland. Buckland had admitted the second murder, but there was a problem. There was no circumstantial evidence against him on the first murder, and he totally denied it. You were convinced it was one murderer . Yes. David had read in the local paper about research being done at the university of leicester. Professor Alec Jeffreys had attached dna from cells to photographic film. The result, each persons individual dna could be read. David baker contacted professor jeffreys to get bucklands dna tested. Nobody had ever attempted a crime scene dna analysis, a real life crime scene dna analysis, before. Would the test find the killer . Would bucklands dna match that found at the crime scene . They came back not connected. The result was stunning. A blow to you . Well, it was a blow, because it meant that wed got the wrong man. Buckland was released. Ina criminal case, it the very first time dna profiling was used dna profiling was used in a criminal case, it exonerated a suspect. David baker was back to square one. Two murders, one killer, no suspect. It says, will the killer strike again . How can you help to trap him . We made a decision there and then to use the dna system as part and parcel of the inquiry. What happened next was extraordinary. Police asked all the men who lived in the local area to give a sample of their dna. More than 5,000 men gave a blood sample voluntarily, and eventually the killer was caught. This is pitchfork, he went from being a very normal family man to a murderer in a split second. Colin pitchfork, a local baker, was sentenced to life, the first person ever to be convicted on the basis of genetic evidence. Today, there are ongoing debates about dna, how the information is stored, who should have access to it, how its used. But lyndas family have no doubts about genetic profiling and the historic role it played in solving a double murder. Dr turi king is a reader in genetics and archaeology at the university of leiecester. She was the lead geneticist who identified king richard iiis remains. She was also a student of sir alecjeffrey, who created dna fingerprinting. Tell us more first of all about that 1987 case and how it brought the use of dna fingerprinting to the four . It is true, it is hard to even remember a time before dna fingerprinting, but that was the first forensic use of the case, it actually had been used before in immigration cases, but this was the first time in a crime scene case and this was really amazing because it actually exonerated somebody in the first instance, somebody who had confessed to one of the crimes, but not one of the others. And david baker will tell you that this chap probably would have beenjailed baker will tell you that this chap probably would have been jailed to this day without dna finger printing. And then obviously he organised a very big dna sweep of those various villages and there was a little twist to the story, because the perpetrator of the crimes actually had a friend give his blood sample for him. This friend then went to a pub and talked about it to his mates, about how he had given a blood sample on behalf of the perpetrator, someone overheard it and called the police. And thats how the perpetrator was actually caught in the end. Extraordinary story, and it prevented a miscarriage of justice. Story, and it prevented a miscarriage ofjustice. Tell us more about how dna fingerprinting has evolved since then, how you have useditin evolved since then, how you have used it in your career . Well, obviously, it has gone on to be used in millions of cases worldwide. I think some of the nice things it has been used for is to exonerate people, there is the Innocence Project in the us, exonerating people on death row. It has gone on to be involved in numerous things like animal conservation and diversity projects, looking at biodiversity, this sort of thing. So, it has gone on to impact on numerous fields around the world, medicine, agriculture and so on. And yes, i used a version of it in the king richard iii case. Tell us more ok and so, when i was trying to identify the remains of king richard, i needed to test them against living relatives. Now, because of the number of years since king richard was alive, you couldnt use any old relative to do this work, you had to have people who we re work, you had to have people who were either related through the female line, so, from mother to daughter, to use a piece of dna known as mitochondrial dna which travels down the female line. Then, it was a lovely match with the skeleton. I also wanted to look at the male line, so, male line relatives, a piece of dna known as the y chromosome, passed down from father to sun, i had male line relatives, but those did not match the remains. I was not particular bothered about this because we know that the y chromosome that a man has from his biologicalfather might not actually be the actual recorded father, so you can get what is known asa father, so you can get what is known as a break in the y chromosome line, false paternity, where the biological father is not the one thatis biological father is not the one that is in the recording. But it is interesting at the time because obviously this could have an impact on the historical monarchy, and that was something that the press rather picked up on at the time and i had to keep saying, we dont know where this has happened it doesnt affect the royal family today. It did not affect the identification of richard, but lovely to be able to doing that sort of work in the department where alec had come up with this discovery in the first place. Lorraine, first of all, you have been working to a 2020 goal, 20 female workforce by 2 female workforce by 2020, but first of all, how have you been doing on that 20 by 20 goal . We have been doing quite well, it has been a real stretch for us as an organisation. We are currently at 18. 4 and we anticipate that we are on track to achieve 20 by the end of this year. So it is a positive stretch for us. And i think southeastern is now at a 19. 9 , to be precise and the next goal is a quarter of the workforce being female by 2024 . Thats right. We have been looking at how we recruit women, looking at the language that we use in terms of advertisements and job descriptions, looking at having mixed interview panels, training all of our interviewers to make sure that there is no bias in our interviewing, creating better facilities for women, lots of initiatives that are making it a much more, double place for women to work. Kelly, talk to me about your route to becoming a train driver, was it something you had a lwa ys driver, was it something you had always wanted to do . Are used to be always wanted to do . Are used to be a bus driver so it was a natural transition. The process was quite easy, the difficult side to it is the fact that there are thousands of people that apply, so, to be whittled down and actually get to train asa whittled down and actually get to train as a train driver is quite an achievement for me. And how did you do it, then . I applied online for southeastern, you do an online application. From there, if youre accepted, you do an assessment today, which is tests to see how your brain works and weather you would be able to do the actual training, because the training is quite intense. And then from there, you have a depot managers meeting, you have a depot managers meeting, you meet the managers. And from there, you start your training. Back to you, lorraine, lets talk about this all female train today. The first in british history. A couple of other companies, i know Great Western are running a bristol to paddington service staffed by women, and lner are also running a flying scotswoma n and lner are also running a flying scotswoman from edinburgh to kings cross, but yours today has already set off, the first in british history . Absolutely, this train is staffed and driven by women, signals, we are making sure that all of the trains are in the right place at the right time, so there are about 15 women that it takes to run the train. So were really played that we have been able to collaborate with southeastern trains to make sure we could do this. I guess where we want to get to is that this would not be a special activity. This is a really great showcase for women to see the differentjobs showcase for women to see the different jobs that showcase for women to see the differentjobs that are available, differentjobs that are available, different career paths and opportunities to drive trains and to deliver a really Great Railway service. To anyone watching this and thinking possibly about a career in the railways, your message im assuming would absolutely be that this is not just assuming would absolutely be that this is notjust for the boys .
