Prince harry spoke at a private Charity Dinner last night for the First Time Since announcing hes standing down. The decision that i have made for my wife and i had to step back is not one i made lightly. It was so many months of talks, after so many years of challenges, and i know i havent always got it right, but as far as this goes, there really was no other option. The National Crime agency has warned illegal immigration to the uk in small boats will be a continuing threat throughout this year. Welcome to dover, a gateway in and out of europe but also a landing destination for hundreds of migrants trying to get across to the uk in small boats. A respiratory virus in china has spread from wuhan to other major cities more than 130 new cases reported in two days. An urgent review into the safety of smart motorways is set to be released after nine people were killed last year. And in sport, american 15 year old coco gough does it again, knocking Venus Williams out of the us open like she did in wimbledon. Good morning 7 and welcome to the bbc news at 9. Prince harry has spoken out for the first time about the decision to step back as a senior royal, saying he is taking a leap of faith. Speaking at a Charity Event last night, he said that he and the duchess of sussex had hoped to continue serving the queen without public funding but that had proved to be impossible. Before we hear what harry said last night, lets take a look at what this deal means Going Forward for both him and meghan. Firstly, both of them will retain their hrh titles, short for his or her royal highness, but will no longer be able to use them. As senior royals, they both carried out official duties. Last year, between them that amounted to 284 events. That number will now drop to zero. But they can continue supporting their favourite causes and can attend royal events at the invitation of the queen. Currently the couple receive £2 million a year from the sovereign grant, funded by taxpayers, and harry and his brother william split nearly £5 million from Prince Charles duchy of cornwall. Harry and meghan will now no longer recive any grant money, and while theyll still receive money from Prince Charles, that will now come from his private investments. Harry has three official miliatry roles which he will now have to step back from. And they both currently live rent free at frogmore and taxpayers paid £2. 1i million towards renovations. That money will now be paid back, and they will begin paying rent on the cottage. Our royal correspondent Nicholas Witchell reports. They had hoped, they said in their personal statement of the 8th january, to find a progressive new role within the royal family, in which, while stepping back, they could have continued to serve. That hasnt worked out. Buckingham palace has taken a hard line. Their royal role has been all but removed, and harry is clearly disappointed. At a private dinner in london for sentebale, his hiv charity in southern africa, he said he wanted his audience to hear the truth. He recalled the aftermath of his and meghans wedding. Once meghan and i were married, we were excited, we were hopeful and we were here to serve. For those reasons, it brings me Great Sadness that it has come to this. He said the decision for him and his wife to step back is not one hed made lightly. What i want to make clear is were not walking away, and we certainly arent walking away from you. Our hope was to continue serving the queen, the commonwealth and my military associations, but without public funding. Unfortunately, that wasnt possible. And he said he would continue to serve his country. I will always have the utmost respect for my grandmother, my commander in chief, and im incredibly grateful to her and the rest of my family for the support they have shown meghan and i over the last few months. I will continue to be the same man who holds his country dear and dedicates his life to supporting the causes, charities and military communities that are so important to me. All of which establishes beyond doubt that this process of stepping away from royal life and royal duty has already fallen short of harrys hopes. Hes taken responsibility for choosing this new path and he says hes accepted the conditions which have been imposed by the queen and her advisers. Nicholas witchell, bbc news. We heard a clip of harry in that report. Lets listen now to more of his own explanation for that decision to step away from the royal stage. The decision that i have made for my wife and i to step back is not one i made lightly. It was so many months of talks, after so many years of challenges, and i know i havent always got it right, but as far as this goes, there really was no other option. What i want to make clear is were not walking away. And we certainly arent walking away from you. Our hope was to continue serving the queen, the commonwealth and my military associations but without public funding. Unfortunately, that wasnt possible. Ive accepted this, knowing that it doesnt change who i am or how committed i am, but i hope that helps you understand what it had come to, that i would step my family back from all i have ever known to take a step forward into what i hope can be a more peaceful life. I was born into this life and it is a great honour to serve my country and the queen. When i lost my mum 23 years ago, you took me under the your wing. You looked out for me for so long, but the media is a powerful force and my hope is, one day, our collective support for each other can be more powerful because this is so much bigger thanjust us. It has been our privilege to serve you and we will continue to lead a life of service, so in that respect, nothing changes. It has also been a privilege to meet so many of you and to feel your excitement for our son archie, who saw snow for the first time the other day and thought it was bloody brilliant. Laughter. I will always have the utmost respect for my grandmother, my commander in chief, and im incredibly grateful to her and the rest of my family for the support that theyve shown meghan and i over the last few months. I will continue to be the same man who holds his country dear and dedicates his life to supporting the causes, charities and military communities that are so important to me. Together, you have give me an education about living, and this role has taught me more about what is right and just than i could have ever imagined. We are taking a leap of faith, so thank you for giving me the courage to take this next step. Prince harry. Three men have been stabbed to death in ilford in North East London. The metropolitan say that police say they were called to a disturbance. The men said to be in their 20s and 30s. Two men have been arrested. Dan johnson is at the scene, lets hear whats going on there. Dan . A big Police Investigation in this part of east london this morning. Quite a big area that has been taped off. This is the focus of the investigation. You may be able to work out the yellow and white Police Forensic tent on the corner there. That is where we believe at least one of these men died last night. Three of them found with serious sta b three of them found with serious stab wounds after some sort of fight that erupted here in the street before a pm. That is why there is such a big area cordoned off. There was an area of shops cordoned off in an area around the Railway Station as well as this residential street here. A lot of evidence for them to gather. A Police Helicopter above taking photographs. A lot of concern in the community about how brutal this attack seems to have been. In the last hour, we got an update here from the local Police Borough commander, from the metropolitan police. It started near seven kings train station and moved to elm street road where we are now. A fight involving two groups of men. We believe there men were from the seek community. The result of that fight which involved the use of knives, despite best efforts of paramedics at the scene they were pronounced dead at the same. A tragic event to take place there. I can update that the inquiry is over night, two people have actually now been arrested in relation to murder. We believe the parties are known to each other. We dont know more at this stage, i cant speak any more about the precursor of what caused this. This is why we need witnesses to come forward, to give us more information about what they saw yesterday evening and potential information surrounding the events. We will be releasing the incident numberand if we will be releasing the incident number and if someone doesnt want to talk to the police, please call crimestoppers. The two people in custody are 29 and 39 years old. The local community will see a Higher Police presence, to provide reassurance. So, police have ruled out terrorism asa so, police have ruled out terrorism as a motive for this attack. They believe it is some sort of dispute within the community. Some of the people who live here say there was a bit of a disturbance on saturday night, suggesting perhaps this could have been something that followed on from that. Certainly a brutal attack. There are some videos on social media showing the aftermath of this incident and there are some very graphic images within that. That is the sort of Evidence Police are going through, as well as speaking to people in the area but there has been concern at such a loss of life again because of knife crime. Dan, thank you. The hs2 High Speed Rail link could end up costing as much as £106 billion, according to leaks of a government commissioned review. The report, which has been seen by the financial times, also recommends the second phase of the project, linking birmingham to manchester and leeds, should be paused to see whether conventional rail lines could be used instead. Lets take a look at what we know so far, about the key facts and figures around hs2. The existing budget is £55. 6 billion. That compares to the original budget, of £32. 7 billion pounds. 7 point four billion pounds have already been spent on the project. According to hs2, there will be 9,000 jobs supported by the railway ani and there will be 3a5 miles of new high speed track. ani and its estimated that the journey time saving between london and manchester will be 50 minutes. read on and our business presenter dominic 0connell is here. How on earth do we get to this number of 106 billion . Quite a big jump number of 106 billion . Quite a big jump from 32 to 106. It is the old thing of optimism bias, when people start planning a project they think it costs x, people approve those numbers so it gets approved but when you look at the project and the roots required, we live on a small crowded island, the cost was away is going to be an expensive exercise. 106 billion is a very big number. It is interesting, an uncanny resemblance between this number and another number a week ago, a report put out by lord berkeley, who was the deputy chairman of this review, resigned saying it was a whitewash. He said the number would be 107 billion people said it was ridiculous and now a leaked version of the official review says 106 billion. It looks like he was right all along. Interesting. Government has said it is a draft . Yes, the other interesting thing is they said it isa other interesting thing is they said it is a draft and it is accurate, in the state of play at the moment. The idea of might not making it a pure high speed line. Idea of might not making it a pure highspeed line. The scoping . Is a yes, making it not a high speed line, only high speed north of birmingham. That has made people like the mayor of manchester furious. He said the north should not accept second best. 0ther furious. He said the north should not accept second best. Other people think of the best use of transport funds north of birmingham is improving local lines. That is what really frustrates people, that the commuter lines are so poor. It would be better to spend that rail money not on a high speed line running pass these communities that improving services so people can get to thank you. Illegal migration in small boats will continue to be a challenge for Law Enforcement agencies, according to the National Crime agency. It says gangs based in france are working together to smuggle people across the channel and have developed their tactics to evade detection. Lets cross over to dover now, and our correspondent colin campbell. Tell us more about this. Welcome to dover, it is a major gateway in and out of europe trade and the passengers. In the last year, hundreds of migrants have been crossing the English Channel and landing here in dover. The National Crime agency was at the forefront of investigating the criminal gangs behind it all. They say it is going to bea behind it all. They say it is going to be a big challenge, trying to stop those small boat heading in this direction. A dinghy full of migrants arrived on a kent beach. Its summer. Theyve just crossed the English Channel. Last year, the small boats made their way here every month. On occasions, ten launched simultaneously. There is some evidence of a surge to it and its a possibility they think if they make a large number of departures on a particular day, at least some of them are more likely to get through, some of them are more likely to evade Law Enforcement, french Law Enforcement on the french coast. The National Crime agency say there is no evidence of a mr big controlling the smuggling operations but sometimes migrants organise it themselves. Unable to afford to pay smugglers, masoud did just that. The former iranian canoeing champion bought an inflatable kayak in calais and paddled across the channel. A spike in arrivals in the summer prompted tough talk from the Prime Minister. We will send you back. But with only 125 returned to france and europe, some say its empty rhetoric. It is not possible to send them back and i think we need to be taking a deep breath and coming up with reasonable, sensible ways of dealing with this issue. The National Crime agency admits stopping the boats remains a big challenge but they are confident numbers will reduce and it wont get easier to cross after brexit. Colin campbell, bbc news, dover. The National Crime agency say they are trying to stop the small boats from heading in this direction by trying to cut off the supply of the outboard engines and the inflatable dinghies to the migrant groups and the criminal gangs that are based in france. They say they are doing that by working with their european partners, french police, police also in holland. They say what they are trying to do is to reach out to the supplies and the retailers of this equipment, to prevent it from falling into the wrong hands. They say there is no easy task and the smuggling gangs are travelling even further afield to try and get hold of the equipment. Im joined in dover here with the man that runs a charter fishing vessel. You dover here with the man that runs a charterfishing vessel. You have been out to sea working for 20 yea rs, involved been out to sea working for 20 years, involved in the rescue of around five different small boats during the course of your work. Just how dangerous is it out there in the channel . Its very dangerous, really come on a long night, when it can be quite windy and quite rough. Generally they try and cross when the weather is calm but the thing with the channel, it changes very quickly and they can be taking up to eight hours to cross the channel and if the weather turns, it would be very nasty. What sort of condition other migrants and when you see them in the small boats . Very cold, sometimes hypothermic and some have had small children on board and they have looked terrified, really. Its in the dark, so they dont really know where they are. They dont know who we are when we get up alongside them so that must be quite frightening for them as well. They have to cross one of the worlds busiest shipping lanes, what is that like ina busiest shipping lanes, what is that like in a small boat . A nightmare, really. With no navigation, they have no lights, no radar. The ships, they would have quite a difficult time on picking them up on their radar because they are such small vessels they are using, small rubber dinghies that dont give anything for the radar to pick up. It is extremely dangerous, with no sort of experience, as well, i would say it wont be long before there will be a major tragedy, really. There has been a lull in the boats arriving in recent weeks, why do you think that is . The weather, its been quite bad in the last few weeks. It has started to come off again today. I do think they do pick and choose when they want to make the attempt and rightly so, because it would be madness to set off into a windy night. Just waiting for their chance. You are out there pretty much every day. The french say they are doing everything they can. What are doing everything they can. What are you seeing the french patrol ships doing . There is definitely an increased presence of the french patrol ships. I mean, whetherthey are doing enough or not, i dont know. They still keep coming all the time. There doesnt seem to be any reduction in the numbers of people coming over. But i have heard of never coming over. But i have heard of never heard a few times on the radio, the radio, the french patrol ships are bringing them through the shipping lanes and then calling up the uk coast guard to meet them when they come out and into uk waters. I think that is largely due to the fa ct think that is largely due to the fact that a few times where they have tried to stop them, migrants have tried to stop them, migrants have threatened to throw themselves over the side because they had seen it as over the side because they had seen itasa over the side because they had seen it as a french ship and they dont wa nt it as a french ship and they dont want to be taken back to france. I imagine there is a reason for that, they are trying to reduce the chance of something happening. Matt, thank you forjoining us. Tragically, there have been three fatalities, three people who have died trying to get across the channel in small boats. 0ne get across the channel in small boats. One was a 31 year old female ph phd student from iran, the body washed up in holland. Two men are now injailfor her washed up in holland. Two men are now in jail for her manslaughter. Two other bodies were found washed up two other bodies were found washed up on the shore in france, one a 17 year old teenage boy. The National Crime agency fear there could be fair there fatalities this year because the smuggling gangs are migrant groups are setting off from beaches which are even further away. Colin, thank you very much. That was a grim account from dover. Also worth telling you. A new in depth online bbc briefing policy guide on immigration is published today, launching two days of special coverage on the issue. 0ne theme the briefing covers, is the discrimination experienced by immigrants, and members of ethnic minorities. Our home affairs correspondent, Dominic Casciani is here. Yes, this bbc immigration briefing which we are publishing today has been a long term project, involving a lot of experts in Peer Reviewed to put in the Public Domain as many real ha rd put in the Public Domain as many real hard facts about the nature of migration both in the uk and changing global world so people can separate fact from fiction and be assured when they are taking part in this debate that they have at their hands something which they can really rely on. This is important if you think about what colin was talking about at dover and things you would have seen on china, events on one side of the world can link to events here as well. We tried to bring all this together to give people a snapshot of what is happening now and the policy questions in play. What does the briefing tell us . The trend over the last a0 or 50 years, a tale of how migration has changed in line with global events. In the early 1970s, two lines, the red one for migration from the rest of the world, the blue line from the eu or the european economic community as it then was. Very little migration into the uk other than commonwealth migration, partly because the uk was in the economic doldrums. And not a great deal of freedom of movement. After 1991, the graft moves on and we see the lines change. What you can see is two things happening. Here we go. There we go, the grass goes up. The berlin wall comes down, communism ends. A great deal more freedom of movement from around the world as asia starts to open up and people ta ke asia starts to open up and people take the opportunity to move across into europe. Not a great deal of movement to get from the eu. Partly because the other countries in the eu are the same kind of size as the uk, not much movement. After 200a, this is the really big change in the uk. Lets see the graphic move on. A massive rise in the blue line, eu migration, Eastern European countriesjoining the migration, Eastern European countries joining the eu, migration, Eastern European countriesjoining the eu, freedom of movement opens up, workers of poorer economies take the choice to come to the uk to work here and send money home or make a new living. So a real massive change over the years. We reached a peak in migration in this latter period, before it started to go all over the place after the referendum. But as you can see, still very, very high levels. That is driven by Global Economic factors. Im interested in how far perceptions match the actual data . Its really interesting about how people perceive migration. What the bbc briefing shows is what we see in the uk are similar to other parts of the uk are similar to other parts of the world. If we look at the next graph, there was a really interesting survey back in 2008 about how people perceived immigration. In the uk, the population, people thought about a quarter of the uk population were immigrants. The actual figure, quarter of the uk population were immigrants. The actualfigure, if we roll this back now, goes down to just 1a, roll this back now, goes down to just 14, 14 . Roll this back now, goes down to just 1a, 1a . It is about. 9 million people. Sorry, had to do my sums peoples perceptions about whats going on close to them can be influenced by the media. If they see a big change close to them, they may think that is happening elsewhere in the country as well. People for insta nce the country as well. People for instance think there are a lot of illegal migrants. The truth about that as we are not sure how many there are. It could be more than a million or it could be less. Also, people are very confused about data around the benefit take that migrants take. We cover all this in the briefing so you can see the fa cts the briefing so you can see the facts as they stand. Going back to the figure, the spike in 2016 17, at the figure, the spike in 2016 17, at the point of the referendum on eu membership immigration was a huge concern. The government was kind of ploughing all kinds of policies out. What is happening in terms of government policy . Huge concern, no doubt they migration debate played a big debate in part in the referendum. David cameron made a big player trying to get net migration down to around 100,000. He fund 11 tilly down to around 100,000. He fund 11 tilly fundamentally failed in that. Boris johnson tilly fundamentally failed in that. Borisjohnson as Prime Minister, this is what he is guaranteeing. He went into the general election at the end of last year with this pledge. I guarantee an australian style points based system to control immigration. There are Big Questions about what he can deliver because this system that they are trying to borrow from australia is about getting skilled people in. It doesnt talk about controlling numbers, its about skills to the economy. We are waiting to see where borisjohnson will take this in 11 or so months before brexit is completed next december. It is interesting, no longer a kind of numbers game, in terms of the government narrative. But does it make clear and is there a consensus around what is good migration or good immigration and what is not so good immigration . think what we saw in the general election was the party is subtly shift towards talking about skills, which most experts say, that is very sensible. The issue is if they are focusing on the skills, what type of people do they want in on that basis . A good example being social care. Huge vacancies in that field but those workers are not seen as skilled workers. 0n the other side, if you Start Talking about numbers, do you put a cap on that or do you let the economy find its own level . That is the real debate which has to be resolved. Its a circle that needs to be squared by this government. Fascinating, dominic, thank you for explaining it to us. Worth mentioning that in the last two decades, as we were hearing, immigration has grown at a faster rate than ever before across the globe and yet its still an issue that continues to divide. You can find out more about our immigration system by going to the bbc website. Now, lets bring you a line of breaking news from iran. Tehran has responded strongly to the british ambassador, what they are describing as interference in the Domestic Affairs of iran as the british envoy himself said, he attended a vigil to mourn or commemorate those who died in the downing of the ukrainian airliner. Tehran is describing that as interference. The iranians foreign minister has said, we responded in the strongest language in the protest. The newsagency adding although irans responded strongly in the past, the uk has not learned the lessons. This is not our fault, said the Iranian Foreign minister. Not clear what the upshot of that protest is. We will try to dig out more detail. Ina in a moment the weather but first, victoria with what she has coming up on her programme at ten oclock. An urgent review into the safety of smart motorways is to be released after nine people we re is to be released after nine people were killed last year. Time now for the morning briefing, where we bring you up to speed on the stories people are watching, reading and sharing. Lets start with our top story because theres plenty of interest in that speech by prince harry last night, talking about his sadness in stepping back from being a senior royal. Its currently the most read story on the bbc news website, and its also getting people talking on social media. Prince harry is trending on twitter, with over 70,000 tweets, and meghan is also trending on twitter in the uk. The royal commentator victoria arbiter tweeted that she hopes this speech will quell, what she calls, the meghan blame game. While twitter user skylar baker jordan says he thinks the prince made the only decision he could, and says he hopes he, meghan, and archie can find peace in canada. Nearly all of this mornings front pages also lead on prince harrys speech. The Daily Telegraph says the duke spoke of his Great Sadness over his split from the royal family, but said he had no other option. Prince hits back, the daily mirror says, as it reports harry defended his wife meghan during the speech. And the daily mail carries the headline the duke and duchess of netflix as it covers the prospect of the couple entering into tv and film production. The ongoing story also features in a number of publications around the world. The New York Post calls it the Great British break off, while the west australian goes with the headline the royal formerly known as prince. Another story that has got people talking this morning, excitement over brad pitt and Jennifer Aniston being pictured together at the Screen Actors Guild awards last night. They both picked up awards at the glitzy event, brad picking up a award for his role as a charming stuntman award for his role as a charming stu ntman in the award for his role as a charming stuntman in the film once upon a time in hollywood. I have to add this to my tinder profile. Laughter lets be honest, it was a difficult part. A guy who gets high, takes his shirt off and doesnt get on with his wife. Laughter it was a big stretch. Its big. Laughter cheering and applause we saw the reaction there from Jennifer Aniston as she watched brad pitts speech and there has been chapter on social media after footage showed the actor watching his ex wifes speech from backstage. Thats it for todays morning briefing. They were designed to ease congestion with variable speed limits and using the hard shoulder as an extra lane, but concerns have been raised about the safety of smart motorways. Now, the government has confirmed that, although it gathers data about casualties and deaths on the roads, it doesnt look at smart motorways specifically. Jayne mccubbin reports. My names meera naran. Im dev narans mum and im here to talk about the day, the 31st of may, when he had a road traffic accident. On that day, dev was visiting his brother, who was critically ill in hospital. Dev came to the hospital. He laid in bed with him, holding his hand, telling him he loved him and he then left for home. He travelled with his grandad along a stretch of the m6 where the hard shoulder had been turned into a regular live lane. For unknown reasons, his grandad had stopped the car. A lorry smashed into them travelling at 56mph. Dev was killed instantly. A coroner issued a warning over the safety of smart motorways. So just how smart are they . Smart motorways were introduced in 2006 to cut congestion by Controlling Traffic flow. When people think of smart motorways, they think the presumption is that they are so smart, an Automated System can spot a car thats broken down. Its a person a person at the control centre who is manually looking at several screens. We were not told in the inquest how many screens one person has to look at. We did not get the answer of how quickly the screens roll over. Fundamentally, you are leaving these screens possibly unattended. The super Smart Technology which can spot a vehicle in danger and send help straightaway is available but only on a small proportion of the Smart Network around london. The aa have major concerns. Are smart motorways smart enough . No, definitely not. On average, where this really Smart Technology is in place, it is taking about 17 minutes to spot a vehicle. Well, thats 17 minutes too long because, on a traditional motorway, you could pull onto the hard shoulder and thats it, youre on a hard shoulder and nobody is travelling in that lane. If youre broken down in a live lane on a motorway on a smart motorway, that is 17 minutes that your life is in danger. The aa want to see this really Smart Technology rolled out across the whole network, and they want to see twice as many emergency refuge areas as there currently are. The gantries are all black, look. There is no speed limits. So that would be a dynamic hard shoulder so that person has broken down on a hard shoulder which is now sometimes a hard shoulder and sometimes not, and that is where the confusion comes in. 0n the day dev died, the gantry did indicate the lane was live but the coroner warned the system was confusing. Good morning from a wet melbourne. The good news for british tennis fans is the british number one in the mens singles is safely through to the second round. He managed to complete his match on an outside court before the rain descended. An impressive victory that he had to do the hard way against mackenzie mcdonald. He was two sets down before winning the next three to win over five sets. A tough match for dan evans, who is seeded at a grand slam for the first time in his career. A lot of expectation on his shoulders in the absence of andy murray. We would have seen kyle edmund complete his match but he was up in the first set before the rain descended, so he is forced off. Venus williams, knocked out, and you wonder how far coco gauff can go. You reach the fourth round at wimbledon. If she produces another run like that at the Australian Open this year then we will go loco for coco once again. Its been all about the numbers this weekend with Manchester City and Leicester City dropping points with the liverpool 16 clear at the top of the premier league, and they have taken an incredible 6a premier League Points out of 66 available to them so far this season. Three points came yesterday with a 2 0 victory over manchester united. They took the lead through a Virgil Van Dijk header. They then had to wait until stoppage time for mo salah to make it 20. That stoppage time for mo salah to make it 2 0. That goal was made by a brilliant pass from the goalkeeper, alisson. Salah picks it up, runs with it, to make it 2 0 for liverpool. Came out of the blocks like, wow, exactly like you want to do. Created chances, unbelievable. Super football against such a defensive organisation, its so difficult and we did so well. I really loved that we scored a second goal. Big relief in that moment. More problems for the united manager 0le Gunnar Solskjaer because we have heard striker Marcus Rashford could be out for up to three months because of a back injury. That could force the club into the transfer market. Looking at the back pages this morning, no surprise to see mo salah featuring heavily. The Daily Telegraph carrying the headline, put your shirt on liverpool, with the image of salah throwing his shirt into the air, and thats also on the back page of the daily express. Its also in the daily mirror, which has news about Marcus Rashford, as we just mentioned, missing the next few months with that back injury. Health authorities in china say that a new respiratory virus has spread to other cities. In wuhan the number of new cases trebled over the weekend to nearly 200 and one third person has died there. Authorities are scrambling to stop the spread of the virus. Millions of people preparing to travel for the Lunar New Year, or doesnt help. We can speak now to a representative from the World Health Organization in geneva. Good morning. Good morning. Are you concerned by these growing numbers and by the spread . This is a new virus that has been identified only two weeks ago, so we still dont know much of its features. We are not having information on how it is being transmitted, what is the source and how severe is it . There isa source and how severe is it . There is a lot to learn still. However, the good thing as it has been identified very quickly, china has shared the genetic sequence of the virus which has enabled other countries to Start Testing people. We had some exported cases in thailand, japan we had some exported cases in thailand, japan and we had some exported cases in thailand, japan and correa. South correa, so its something people need to monitor. We will see how many people get severely ill. We had a couple of casualties as you mentioned in your report. We are trying to work with countries to help them monitor, attack the virus and treat those who get sick. In so far as you can tell us at this point, where has the virus come from, how is it transmitted and what is your best assessment of how dangerous it is . We think the likely source is from the animal world. This is part of the coronavirus family, and usually they circulate in the animal world and can occasionallyjump in the animal world and can occasionally jump to human populations. This happened in 2002 with sars, and also the middle east respiratory syndrome in 2012. We dont know how easily transfers between humans. We have evidence that its limited human to human transference, but we need to understand this better. We are working with authorities and we will have a team from our office in china going to wuhan today and tomorrow to try to get more information. In the meantime the who has issued guidance for all countries on how best to monitor and how to treat those who eventually get sick. You mentioned sars, and that was a problem, a crisis really, for china at the time in 2002. Nearly 800 people died. At this point we only have three fatalities in china but its obviously of huge concern for them there, particularly with the Lunar New Year meaning enormous amounts of mobility, the biggest annual migration in the world. Is that you message to the public that they should cut down on travelling or wear masks . Whats the advice right now . The concern is legitimate but we also have to provide the right information to people so they can know what to do. We dont advise any travel restrictions at this stage. We are likely to see more cases as china expands the surveillance and testing. What we say to people, if they feel sick and have symptoms that are linked to respiratory parts of their body, they should look for medical care and the Health System will likely pick up on that and test for a new virus. We also say to people to really use general precautionary measures to avoid diseases, such as hand hygiene, avoiding contact with live animals at market and making sure that if they have been in contact with someone who might have been sick, to seek medical care. Wherever i went in africa ive found a lot of interest, and im proud to say a lot of affection for the uk, even a lot of affection for the uk, even a lot of love. But i also realised that we in the uk have a vitaljob in continuing to convince people across the continent that we are notjust continuing to convince people across the continent that we are not just a great friend and ally, a reliable ally, but also the people you should be doing business with. Good morning, its been a cold start across central and southern portions of the country with some frost around, a little bit of fog, not as much as yesterday. Cloudy skies further north but a strong area of High Pressure is dominating the start of the working week, and it will dominate as we head through the course of the week. More of a breeze across scotland, Northern Ireland, the far north of england, with more cloud here. Wind across the northern and Western Isles but here we will see the highest of the temperatures, ten or 11 degrees, despite the strong wind, a mild south westerly. Further south in england and wales, lighter wind and we will see the best of the sunshine here so after a cold start, highs of 7 9 with the sunshine to compensate. Through this evening and tonight, cloudy in the north, with the weather front encroaching. A weakening feature but bringing thick enough clout to bring rain to the north of the country particularly across northern scotland. Further south under clear skies, likely to turn very cold with a widespread frost and also the chance of dense fog patches in southern england and wales that could cause issues on the roads so ta ke could cause issues on the roads so take extra care if you are heading out early tomorrow. 0n take extra care if you are heading out early tomorrow.
