We start in nigeria, where the United Nations humanitarian coordinator says 110 civilians were killed in an attack by suspected islamist militants on saturday. Many of the victims were farmers. Some are said to have been tied up before being knifed to death. The attack happened near the city of maiduguri in the North Eastern state of borno. The Islamic State group has long been active in the region and said it was behind the killings. The governor of borno state is now asking for more young people to be recruited as vigilantes to help fight the insurgency there. But one thing is clear that in the coming days we may get more clarity on this andi days we may get more clarity on this and i think beyond trying to identify who is responsible, which faction is responsible, i think what is most significant is the fact that a dreadful attack has happened. There have been several attacks and this particular one in a sense underscores the shock of terrorism, so underscores the shock of terrorism, so in other words it is a combination of violence, but not just violence, you know, violence to the degree that it creates fear and also passes a message, and a number of m essa g es also passes a message, and a number of messages and implications can actually be intent here. I live and work with the institute for Security Studies the incident and there are a number of other organisations in nigeria, in africa, across the Global Community that have done a lot of Good Research, the results of the research, the results of the research and analysis, sharing things across the spectrum of stakeholders, then it is really the government and those in authority that need to demonstrate the will to implement what has already been produced and not just implement what has already been produced and notjust implementation but implementing with a sense of urgency, so we have all these very Good Research that has been done. We have a National Action plan in nigeria which was launched in 2017, the National Action plan on preventing violent extremism and it has various components. You know, you have a component looking at human rights and the rule of law. Components looking at how to tackle the ideology, strategic communications, local Community Engagements and trying to enhance resilience and also strengthen interagency coordination, and even the United Nations, we have the United NationsSecurity Council resolution which, in 2000 and. Apparently there is smoke without fire in westminster because some very vocal potential rebels now say they will back the government in tuesdays crucial vote on the restrictions, but for others the Prime Minister hasnt gone far enough. We have a couple of days. Its absolutely right that mps are scrutinising what the government does, that is theirjob, all the more important to take place during an emergency and we have a couple of days to get this right. That is whats going on. Concessions have been made but i would like to see more. Cold still in the north east of scotland. Temperatures will rise in scotland as the wind picks up, the cloud thickens, and this rain gets blown in all the way down into Northern Ireland and Northern England by the end of the night, by which time temperatures further south will be around 5 or 6 degrees. Whats happening tomorrow is that the High Pressure thats brought all the mist and fog is getting pushed away by these weak weather fronts moving down from the north west. So the fog lifts in the south west of the uk. Still misty and murky for a while, and a lot of cloud. Probably not much rain, though, across southern parts of the uk. Its very patchy rain this most of it over the hills of wales and north west england. And then, after the rain, we get some sunshine through the afternoon in scotland.
