A worrying weekend for 13,000 workers at some of the uks biggest retail names arcadia, the group that owns top shop, Dorothy Perkins, and miss selfridge is on the brink of collapse. And coming up in sportsday at 6 30pm frustration forjurgen klopp after liverpool concede a controversial late penalty against brighton. Good evening. The Cabinet Office minister michael gove has warned that hospitals in england could become overwhelmed with new covid 19 cases if mps dont back the planned restrictions in a vote in the commons on tuesday. Writing in the times, mr gove urged them to take responsibility for difficult decisions, ahead of the new rules coming into force next wednesday. England will be split into three tiers from december 2nd medium, high and very high. Areas have been put into tiers depending on the total number
of cases, the number of cases in people over 60, and pressure on local nhs services. 99 of england will enter the highest two tiers, with tight restrictions on bars and restaurants, and a ban on households mixing indoors. Some conservative mps are unhappy about how the tiers have been allocated, and labour hasnt yet said if it will back the plans. With more, heres our political correspondent, iain watson. Teignbridge has one of the lowest infection rates in the country, and yet from next week it will be in tier 2, not tier 1, because the same restrictions are imposed across the whole of devon. Its a similar story in other counties, where some areas with a low level of the virus can still face tough rules. The governments advisers say a countywide or regional approach is more effective than more local restrictions. But you cant keep politics out of a pandemic, and there is pressure from some of the governments own mps for a rethink. The big question we have to ask ourselves, we had tier version one a couple of months ago. Weve just lived through lockdown version two, and yet we now have vastly more people being moved up a phase, despite being told, this is the last push, this is the new panacea. In the times today, cabinet minister michael gove warned wavering mps not to rebel on tuesday when parliament votes on the restrictions. He said the tougher tiers were grimly, inevitably necessary, and without tougher action the nhs would be broken. Fears that the nhs could be overwhelmed might restrict the size of the conservative rebellion next week, but hope can also be a powerful weapon. So ministers have been hinting that some areas might get an early Christmas Present and move out of tier 3 when the restrictions are reviewed in mid december. This isnt guaranteed, because im told that government scientists are extremely sceptical about whether this could or should happen. And the governments keen to show mps its getting on top of the virus. Today the business minister, Nadhim Zahawi, was transformed into minister for vaccines, focusing on rolling out the inoculations once theyre approved. And mass testing, seen as a means of exiting tier 3, is being extended to redcar and cleveland on teesside. If all this doesnt keep the rebellion down on tuesday, the government might need labour votes, but these will come at a price. Theres no extra support for businesses in tier 3, and the Hospitality Industry will be really hard hit at christmas, so we have real concerns there. But also we want to know how different parts of the country can come out of their tiers. Borisjohnson says he wants to squeeze the disease, but first hell have to try to squeeze the rebellion in his own ranks. Iain watson, bbc news, westminster. And you can find out what the restrictions are in your area by using the postcode checker on the bbc news website. The latest government figures show there were 15,871 new Coronavirus Infections recorded in the latest 24 hour period. That means the average number of new cases reported per day in the last week is now 16,153. There were 1,551 people admitted to hospital on average each day over the week to last tuesday. And a79 deaths were reported thats people who died within 28 days of a positive covid 19 test. That means on average in the past week a87 deaths were announced every day. It takes the total number of deaths so far across the uk to 58,030 iran has vowed to retaliate in its own time for the assassination of its top nuclear scientist. President Hasan Rouhani has blamed israel for the killing of Mohsen Fakhrizadeh, and he says the countrys Nuclear Programme will continue. The scientist was shot dead on friday when gunmen ambushed his car in the town of absard, east of the capital, tehran. Israel has not commented, but it has previously accused mr fakhrizadeh of masterminding a covert Nuclear Weapons programme. Heres our diplomatic correspondent, paul adams. Angry protests once more on the streets of the iranian capital. People here in no doubt about who was behind yesterdays killing. We demand a hard revenge against america and israel, says this university student. The father of irans Nuclear Programme is now being treated like a martyr, his assassination the subject of much debate. 0ur enemies are becoming weak, he says. Assassination is the work of those who have no other options. And they point the finger at donald trump. In his last two months in office, this man says, he is trying to create
conditions for war. Yesterdays killing is not without precedent. Ten years ago, israel carried out a campaign which killed four other nuclear scientists, but the death of Mohsen Fakhrizadeh poses a dilemma for irans leadership retaliate or bide their time . The supreme leader, ali khamenei, says the perpetrators and those who commanded them will be pursued and published. The countrys more pragmatic president struck a different tone. Iran would respond in due time, the president said, this savage act shows that conditions are changing, and they are using the last few weeks of the administration to create a trap. But we will not four into it. Iran vowed to retaliate after america killed Major GeneralQasem Soleimani in iraq injanuary. It is yet to do so. With another senior figure dead, the desire for revenge is strong. I think iran has no option but to respond to this. If it doesnt, i think this will bring a bigger danger of further actions or even conflict in future. Irans recent progress, stockpiling and enriching uranium beyond the limits allowed by the 2015 nuclear deal, may have triggered this attack on the programmes figurehead. It is a stark warning to irans entire nuclear establishment. But it is also likely to make joe bidens already difficultjob, coaxing iran back into negotiations, that much harder. Paul adams, bbc news. A largely peaceful protest in paris has been marred by clashes, with Police Firing tear gas at protesters opposing a bill which would restrict the publics right to film Police Officers faces. The demonstrations come days after footage emerged showing police racially abusing and beating
a black music producer. 0ur correspondent sangita myskas reports contains images from the start which some viewers may find distressing. Tens of thousands gathered in paris and across france to peacefully protest against proposed laws that they say will limit press freedom and encourage police brutality. If passed, it will be a crime for the media to publish video or photographs showing the faces of Police Officers involved in wrongdoing. That includes images like this, released last week. The cctv shows three French Policemen, two in uniform and one plainclothed, confronting a black producer in his own studio for allegedly not wearing a mask. For 12 minutes, the music producer is badly beaten and racially abused. He was never charged with a crime. Today there was at times
an escalation of force on both sides as French Police fired tear gas at protesters, who threw fireworks and built barricades in the capital. With president macron preparing for his next president ial run, protesters here claim his attempts to look tough on crime have backfired. Sangita myska, bbc news. Around 13,000 people employed by one of the uk high streets biggest retailers, arcadia, are waiting to hear if theirjobs are safe, with the company described as on the brink of collapse. Administrators could be appointed to the group, which owns brands such as topshop, Dorothy Perkins and burton, as early as monday. In a statement, arcadia say theyre working on a number of contingency options to secure the future of their brands. Earlier, i spoke to Retail Consultant richard myman, who says this has been on the cards for some time. Businesses of this size dont go from being very successful to being on the brink of going over the edge ina on the brink of going over the edge in a matter of a few weeks. It has been a slow burn. So not a surprise. Talk me through the main factors behind the problems being faced by arcadia. The main factors are many and complex, and they range from the fa ct and complex, and they range from the fact that when philip green bought this group around 20 years ago, aside from the topshop brand, the other brands had already peaked. So they were in a long term decline already. That has been a problem. Another problem is that philips style of business has been to run his businesses for cash, which means taking a pretty short term approach, not investing much for the future. That has been a disadvantage in a Retail Market that is changing more
rapidly with every passing year. So he has been disadvantaged, the writing has been on the wall for some time. What do you think lies in store for arcadia . We dont know what will happen on monday, but there is hope that in some way some of these brands can continue. If they were to continue, what would need to change . One of them has got a future, that is topshop. It is still a decent business, it needs a bit of love and care, it needs an investment, it needs some really good top notch leadership. The other brands, as i said earlier, are past their sell by date. I think that deals will be done around those brands, mainly to shift stock. They will become labels rather than a meaningful business in their own right. And im afraid it will mean that quite a lot of people are sadly going to lose theirjobs. You talked
about philip green and the way he ru ns about philip green and the way he runs as nurses. How much you about philip green and the way he runs as nurses. How much you think he isa runs as nurses. How much you think he is a businessman had to do with the demise of arcadia . he is a businessman had to do with the demise of arcadia . I think that it would be shallow. It would not be right to say that everything was his fault. But, after all, be right to say that everything was his fault. But, afterall, if be right to say that everything was his fault. But, after all, if you go back to what i said earlier, half of his business peaked more than 20 yea rs his business peaked more than 20 years ago. You could argue that he did really well to keep them going for so long, providing gainful employment for so many people. You could look at it like that. His reputation has gone before him, lets say, and in a business where quality leadership is becoming more and more critical, that made it increasingly difficult for him to recruit the top talent that his businesses needed. The European Union and the uk have resumed brexit trade talks, with just five weeks to go until the transition period ends. The eus chief negotiatior, michel barnier, has travelled to london for talks with his british counterpart, david frost. It is the first time they have met face to face since mr barnier went into self isolation after a member of his team caught coronavirus. The two sides are still at odds over fishing, fair competition including state aid and over how disputes will be settled. The snp has pledged to extend Free School Meals in scotland to provide breakfasts and lunches for all primary pupils. Speaking at the partys conference, which is being held virtually, the deputy first minsterjohn swinney said if the party retained power after the holyrood elections, it would expand the scheme at a cost of around £230 million per year. Also speaking on the first day of the conference, first minister Nicola Sturgeon called for a new independence referendum. Scotla nd scotland is now a nation on the brink of making history. Independence is in clear sight, and if we show unity of purpose, humility and hard work, i have never been so certain that we will deliver it. The ethiopian Prime Minister has claimed his forces have taken control of mekelle, the capital of tigray province, where leaders of the opposition Tigray Peoples Liberation Front are besieged. In a statement abiy ahmed said Ethiopian Police would continue its operation to apprehend members of the tplf. With communications to tigray province cut, its hard to confirm mr abiys assertions, but Ethiopian Forces had been advancing from the north and begun shelling the city. The Ethiopian Army has been locked in conflict with the tplf for weeks. The headlines on bbc news

Currently, british drivers have to reapply for their licence at the age of 70, and every three years thereafter. By self certifying their sight is good enough to read a number plate at 20 metres, and that they have no medical condition that prevents them from driving. We want the government to think about what they can do to improve the Self Assessment forms. There needs to be greater communication between the medical profession and dvla so that when drivers self certify they are doing so accurately. Figures show there were more than 30,000 road accidents involving drivers aged 70 or above in the past three years. In the past hour, britain and france have announced an agreement to double the number of Police Officers patrolling beaches in northern france to stop migrants attempting to reach the uk in small boats. Under the deal the uk will contribute around £28 million
towards a series of preventative measures. 0ur correspondent, simonjones, is with us now. So far this month, around 700 migrants have succeeded in reaching the uk by boat. The total for migrants have succeeded in reaching the uk by boat. The totalfor this year is about 8000 people. That is a big increase on the whole of last year, about four times more so far this year. Priti patel has been under pressure to try to get to grips with this issue. Today she has held a Virtual Meeting with her french counterpart. They have agreed a series of measures, but measures which britain will be paying for. The 61 which britain will be paying for. The g1 will be stepping up patrols on beaches in northern france, a huge area of coastline there. We are not being told how many officers will be working on that patch, but it isa will be working on that patch, but it is a significant uplift. 0n will be working on that patch, but it is a significant uplift. On top of this, britain will also provide additional equipment such as drones and night vision binoculars that will be used by the french authorities to try to patrol these
areas. There will also be money for accommodation to move migrants away from the calais area, two places to live away from that area, away from that imitation from trying to get across the channel, and also away from the people smugglers who are arranging these crossings will stop this has been described as significant. This new package today which i have just signed effectively doubles the numberof just signed effectively doubles the number of police on the french beaches. It introduces more technology which supports the Law Enforcement effort. 0n technology which supports the Law Enforcement effort. On top of that, we are now sharing, in terms of toughening up our Border Security, so on toughening up our Border Security, so on the french side in particular they are now focused on strengthening their Border Security because we are seeing fewer migrants on small boats but we are seeing displacement into other areas, such as lorries. So talking this up, but a note of caution. In the last few years we have had a number of agreements between britain and france, they have talked about working more closely than ever to try to stop these crossings. But the number managing to reach the uk has continued to go up. So although priti patel is really giving the virtues of this agreement, the key thing will be the numbers that continue to arrive in the coming months. I have spoken to one group that supports refugees once they arrive in the uk and they have said, you can throw money at this problem, millions of pounds we are talking about, but they wont necessarily stop the desire of people to get to the uk. Thank you. More than six people have been arrested at an anti lockdown protest in central london. Many were not Wearing Masks and refused orders refused requests to go home. The archbishop of washington dc

The Queens Gambit on netflix has been the surprise hit of lockdown, telling the fictional story of beth harmon, a young female orphan who is taught to play chess by the caretaker at her childrens home. Beth is a prodigy who goes on to become a grandmaster and the biggest female star in a male dominated sport. For anyone that hasnt seen it, heres a clip. You will have your time in the sun, but for how long . You have got so much anger in you. You have to be careful. Lets play. Beths story is one of fiction, but ive been speaking this
afternoon tojudit polgar, who is considered one of the best chess players of all time. But ive been speaking this afternoon tojudit polgar, who is considered one of the best chess players of all time. Like beths character, polgar was a child prodigy. Here she is telling me what it was like defeating the chess great, russian World Champion garry kasparov. It was a great experience and pleasure, but all the way until i got the that was more of the biggest challenge. Lets talk about Queens Gambit first of all, it has won a lot of plaudits, many people have watched it and said it is amazing. Chess experts have said it is really as close two realistic as you can get it. Did you enjoy it . Yes, i saw the series within two days of it coming out and i enjoyed it quite a lot. In many aspects. But focusing on the chess part, i really enjoyed the games which later on i got to see, which were chosen by gary
kasparov. What was amazing for me was that all of the actors were really making all of the gestures and movements, the looks, the body language, not only the players but also the audience, the opponents, the other players of the tournament. The demonstration board which is out there in the playing hall, the setup of the clock, of the chest, of everything. It was quite amazing. I had deja vu in some parts. The experience of beth harman in the series is one of coming up a male dominated sport, which chess has beenin dominated sport, which chess has been in the past and in some ways still is with support challenges did you face and how could you relate to beth within the programme and how she faced her challenges . M beth within the programme and how she faced her challenges . It is great in many different ways, but there was one thing which was i
think much more positively shown than in reality, and i didnt feel like beth was criticised for playing in male tournaments and she was playing against male opposition. When i was growing up, it was very much in the air when i started to beat adults, they were saying, you dont belong here, you should be playing with the girls. If i started to win some games, they said it is by chance. These are the comments i was getting, and i was experiencing that. I had to prove it a lot more thanif that. I had to prove it a lot more than if i was a talented boy. Watching the series, when she beat a male opponent, they were very magnanimous in defeat. That how it really happened in real life . Did they shake your hand and say well done, you are amazing .
they shake your hand and say well done, you are amazing . I cannot say that it happens very frequently, but i have some games where my opponent acknowledged when i played a special game or special match. They said, well done, this was amazing. But there were cases also when my opponent was so frustrated that without shaking hands at the end, they left the playing hall. That was not necessarily against me because i was a woman, he was more frustrated at himself. But there were mixed experiences that i had after being in the top 30 in the world and being the number one in the world of the ladies. I mostly experience that they took me as their colleague, and thatis they took me as their colleague, and that is how it became when i grew older, which is a nice feeling which i gained respect from my opponents. Many people have watched the series, my husband is a keen chess player,
and we are buying a chess set for our daughter now. A lot of People Like Us havent seen that chess patient reignited before. Do you think that series has done that for the sport of chess, especially for young girls . It is a fantastic boost for it, we did not have anything similar since the match played in 1972. For many aspects, this is much better because it shows how tense and interesting that Chess Community can be. I hope there will be many more girls starting to pick up the game, and not only for a week, but i hope they will be so enthusiastic to keep on moving and have this passion for the rest of their lives. Now, the weather with chris fawkes. It has been a day of big contrasts
today. The health loitering into the afternoon in the south, but in the north, clear blue skies and some beautiful sunshine in glasgow, stunning reflections. Looking at the weather picture overnight, we will keep the clear skies over northern scotland, it will be cold and frosty, down 2 3 or 11. Patchy drizzle through the night, still some mist and fog patches around, and those temperatures slowly rising across parts of Northern England and Northern Ireland as well. Tomorrow, another cloudy day for most, cold and frosty but sunny across northern scotland. Probably some drizzle and mister still loitering across the midlands and eastern areas of wales. Turning more breezy with the threat of some rain in the far north west of some rain in the far north west of scotla nd of some rain in the far north west of scotland late in the day.
