Good morning, the Welsh Government is expected to announce that its introducing a Short National lockdown. The cabinet is meeting this morning to make a final decision over whats being described as a firebreak against coronavirus, after considering advice from experts. The restrictions would be timed to begin
at the end of the week, coinciding with half term. First minister Mark Drakeford is expected to make an announcement shortly after midday. It comes as talks are set to resume on whether Greater Manchester will enter the highest level of covid restrictions, after leaders in the region said better Financial Support was needed. Labours Greater Manchester mayor andy burnham wants the government to re introduce the 80 furlough scheme used previously in the pandemic to support the low paid affected by tier three closures. In an open letter this weekend he said, establishing clear National Entitlements of the kind we had during the first lock down will create a sense of fairness and would help with compliance. On friday, the Prime Minister said the spread of the virus in Greater Manchester is grave and he may need to intervene if new measures are not agreed. Meanhile, schools in Northern Ireland are shut from today the two week closure, which includes the half term holiday, is set to be reviewed on 2nd november. Lets start in wales. Heres hywel griffith. Ministers discuss the details of a time limited lockdown at length
over the weekend but no decision was reached. The first minister, Mark Drakeford, has suggested it would be a short, sharp shock of 2 3 weeks, which would once again see people being told to stay at home, an instruction which was relaxed back in june. Other measures being considered include closing pubs, bars, restau ra nts a nd cafes as well as nonessential shops. The restrictions could begin as most schools close the half term on friday, with primary pupils returning after a week. Secondary School Students may be kept at home for longer. We are not blind to the fact this has a real impact in terms of the economy, to people paying their bills. We are also not blind to the fact that doing nothing means covid will continue to grow and we will continue to see harm, and we can see the significance of that harm already taking place in other parts of the uk. So doing nothing isnt an option. Inevitably, there is real concern
over the financial implications of a large scale temporary shutdown, and questions over how soon any benefit in slowing the spread of the virus would be felt. Hywel griffith, bbc news. Tomos morgan is in cardiff. What will a National Lockdown in wales achieve . Well, for a number of weeks now i think 17 of the 22 local authorities in wales have been under some sort of local lockdown. In wales, the local lockdown means that by law people should not be leaving their area or entering another local lockdown area without a valid excuse. Lockdown area without a valid excuse. You plug being fined and being turned home. Thats the main difference between local lockdown restrictions in england, as well as not being able to mix indoors and with anybody from other households. Now, even though that has been the case here for a number of weeks
now, the transmission rates in the local lockdown areas and across the country are still increasing. For quite some time, the first minister and the Health Minister have been talking about this firebreak, the Circuit Breaker, another National Lockdown for a specified amount of time that can curb the increase in transmissions here. Now, it is thought there will be a period of between two macron three weeks, so that they can curb those measures. And those measures will include something potentially similar to what we saw in march. So, back to stay at home rule, no travelling without good reason, no real going out at all without good reason u nless out at all without good reason unless you have to for work. The policy for working in wales has been to work at home as much as you can, u nless to work at home as much as you can, unless you count, which has been different from in england, where the
Prime Minister was urging people to go back to work. That has not be the same in wales. That continues to be the case for at least the medium to long term as well, that is the policy here. We are expecting at 12. 15 the Prime Minister to give his address in a press conference, most likely announcing that they will be a National Lockdown here that will last too much or three weeks. It will include potentially the closure of nonessential businesses, leisure facilities, the gyms. Interesting to see what will happen with schools, the guidance for schools has changed with scientists saying the risk of transmission is very low for those under 11, so you would have thought the primaries would be able to open after half term, friday this week. But what happens with the high schools . It is different for children over 11 when it comes to spreading the virus. It will be interesting to see what the decision
is for them. A decision is expected at 12. 15, then we will know what position wales will be in for the next two macron three weeks. You will be able to hear that press conference from the first minister of wales and bbc news, when it comes at 12. 15. More now on the talks over tier 3 restrictions and a financial package for Greater Manchester. Robertjenrick, the housing secretary insisted that the pm would intervene and impose changes on the area , if local leaders didnt accept a move to the highest level of restrictions. Ive been discussing this with the Prime Minister throughout. Hes been very closely involved. His clear direction, to me and to others, has been to try to reach an amicable agreement with local leaders. Thats the approach that he wants us to take. But, at the end of the day, he has to take overall responsibility for keeping people safe in Greater Manchester. And we cantjust sit by and watch the number of cases rising, the number of cases among the over 60s, those at greatest risk, rising quite significantly. And, in particular, the strain on local hospitals. We have seen hospitals like salford, for example, reaching almost 100 icu capacity, over 70 icu capacity in manchester, in bolton, and in other hospitals within the region. Thats a serious situation and it demands action this week, preferably today. And so i hope that leaders in Greater Manchester, who obviously care about their city and local people, will see that, reach an agreement with us and move forward with the Decisive Action that is necessary. Delay, im afraid, will only make the situation worse, will only put peoples lives at risk, and will only make the economic fallout for the city worse in the long term. North of england correspondent, danjohnson is in manchester. People are on tenterhooks, waiting for this agreement, and it sounds like it is going to come .

People are braced for further restrictions and i think they know it is necessary. They have seen a case numbers rise, they have seen the number of people going into hospital increasing and the warning that beds are going to run out. So the message from the government matter is that it is urgent and needs to be enforced as quickly as possible to stop more people suffering. The pushback from local leaders has been consistently, well, what are we going to do to look after local people . They have said the two thirds furlough Payment System is not enough to look after the workers that will be impacted by the workers that will be impacted by the very high level of restrictions if manchester goes into tier 3. That is what the regional mayor and local Council Leaders are holding out for. A bigger support package to help people, businesses, workers that will be directly affected and indirectly as well. Because of social life here is disrupted again toa social life here is disrupted again to a greater degree, there will be a knock on effect for people who work
in the service industry, driving taxis, who will not necessarily qualify forfurlough, taxis, who will not necessarily qualify for furlough, but will be affected. And andy burnham has been asking for evidence that the tier 3 restrictions will be effective in bringing case number is down. Its been a week since borisjohnson announced new covid alert levels would be introduced across england. If you are like my family, you are trying to work out what each of those means. The new three tier system sees areas classed as medium, high or very high alert also known as tiers 1, 2 and 3. Under tier1 restrictions, which are places with medium levels of risk, you can only meet in a group of six people either indoors or outside, and pubs, bars and restaurants must close by 10pm. Next is tier 2 which includes areas with high levels of risk. You are not allowed to meet socially with people you do not live with this includes your home, as well as pubs or restaurants. You can still meet friends and family outdoors, but only in a group of up to six people. Pubs, bars and restaurants must still close by 10pm. Areas with the most rapidly rising transmission rates are placed in tier 3. Pubs and bars must close completely unless they are serving food. Substantial meals, is the phrase. You are not allowed to meet indoors with anybody who is not part of your household. You can meet in parks, on beaches, in the countryside, as long as there arent more than six of you. You are also advised not to travel into or out of tier 3 areas, other than for work, education, orfor caring responsibilities. More than half of englands population is now living under high or very high alert restrictions. So far Liverpool City Region and lancashire are in that top tier, tier 3. Lets talk now to professor stephen reicher. He is a member of sage, which is the group that advises
the government on how to deal with the pandemic. Good morning to you. Hello, im not actually a member of sage, i am a member of the behavioural Scientific Advisory group, which is something which advises sage. First, your reaction to the suggestion that wales is going to a short lockdown for 2 3 weeks . Wales is going to a short lockdown for 23 weeks . On the 21st of september, when sage unanimously came out with a recommendation for a so called Circuit Breaker, with strong so called Circuit Breaker, with strong measures, so called Circuit Breaker, with strong measures, infections were at about a500 per week. They are now four times higher. They are pushing up four times higher. They are pushing up towards 20,000 a week. The problem we have is that, in the uk, in england, in every single area, the number of infections are going up. Notjust
the number of infections are going up. Not just the the number of infections are going up. Notjust the north west, it is everywhere. Hospitalisations are going up and, sadly, deaths will follow. I think what wales is doing is right, and i it would be sensible to do exactly the same across england as well. What is the point ofa england as well. What is the point of a Circuit Breaker . Why will wales, for example, be in a different position in two or three weeks . Thats an excellent question, the aim of the Circuit Breaker is an emergency measure. It is when youre ina emergency measure. It is when youre in a crisis, and i think we are in a crisis, all of the figures show that the infections and hospitalisations are spiking. To bring things down to are spiking. To bring things down to a manageable level. But if you just have the Circuit Breaker, then you lift things, all that will happen is that infections will rise again, you will yo yo in and out of restrictions. I think the really important question is not only to talk about the short term restrictions, how will you reset things . How will you make things different to keep infections down . I think that comes down to three things. I think it comes down
to a test and trace system based on local Public Health that actually works, and we dont have a system that is working at the moment, secondly, it means support for people. Not berating people for not going along with the restrictions, but supporting them so that they can, for instance, self isolation needs a lot more support. Thirdly, a much more robust system of regulation so we have inspectors who can help every single employer, every single owner of hospitality and other premises, making sure their premises are safe, inspect those premises to make sure they continue to be safe, and making sure that if they are not safe they cant stay open. If we do those things, we can live with that, instead of closing things we regulate them, where there are outbreaks we have an adequate system to deal with that and we support people to do what we ask of them. We can live with that. But if we just impose the restrictions, lift them and then nothing has changed, then i
ee, and then nothing has changed, then i agree, its not really a very sensible thing to do. The figures are alarming, they are rapidly getting us back towards the levels in march when we went into lockdown, but we are not there yet. I think we do still have a chance if we react quickly, and if the government acts decisively at a national level. You see, when you look at the National Regional lockdown is, at one level it is a good idea, but it has been very badly handled, i think. The thing it was meant to do, number one, bring clarity. Because nobody knew what on earth the rules were. Even the Prime Minister didnt know. Secondly, to bring about a sense of equity so that people didnt feel well, why
are we in restrictions and others arent . The idea was that you have a clear, objective criteria and you have clear, objective measures which determine those various levels. But that hasnt happened. So come on the one hand, which tier you are in seems to be a matter of political bargaining, rather than the state of the disease, and even the restrictions differ in the same tier. In some areas, it seems level three includes gyms being closed, in some it doesnt. So we dont have that clarity, we dont have the sense of equity and we havent brought localities on board. It hasnt been a conversation with local govern it has been a set of edicts. Im not surprisingly, people have reacted by asking why . What are the criteria, whats happening here . So we do need much, much more clarity and war equity. And above all, the government needs to work with people, with local authorities,
with people, with local authorities, with local people, rather than simply imposing edicts from on high. Thats not going to work. On the issue of equity, if you were living in folkestone and hythe, where, after the 12th of october, they had just 17 cases of coronavirus per 100,000, you might reasonably say, why should our shops, pubs and restau ra nts why should our shops, pubs and restaurants have to close in order to bring the infection rate down in Greater Manchester . Well, in every area now of the uk, the lowest level is in the south west, but that is rising rapidly at the moment. So, we are getting to a stage where if you dont do it now, you will probably have to do it later. It is far more effective for everybody to do it together, because, again, if you have local lockdown is, there is all that question of what are the boundaries, can people getting cars and drive to other areas, and then the infection spreads . In terms of
logic, and in terms of a stitch in time, because, as i say, this is rising everywhere, it does make more sense to have a short, sharp, Clean NationalCircuit Breaker. But as i say, contingent on a Public Health reset, a Public Health scaffold to keep infections down. That is the key point and it is not being talked about enough. As i say, talking about enough. As i say, talking about restrictions on the short term is of little use unless you ask what are you going to do with that time, how are you going to use that time to make things different. Two more quick questions, if we dont have a Circuit Breaker now, in england, what could be the consequences . Well, i think the problem is the infections are rising. And the worst of all worlds is to have restrictions which are odorous enough to cause damage to people, both psychologically and economically, but not effective enough to actually bring the infection down. In a sense, i think
what we have is a bit like the government in stormy seas, they cant decide whether to build a boat or not, so build half a boat. All the inconvenience and expense, and it is bound to sink. Half measures are not enough. It will understand that if they can be persuaded that the measures are worthwhile and will make a difference, they will go along with them. What they dont wa nt along with them. What they dont want are along with them. What they dont wantarea along with them. What they dont want are a set of measures which, as i say, inconvenience them, which damage their livelihoods, but which dont work. You have talked to me this morning about using local Public Health officials to help reset track and trace. What you think of the government paying up to £6,250 a day for consultants to help with the track and trace system . Why do you laugh . Laughter well. The problem isntjust co nsulta nts. Well. The problem isntjust consultants. £175 million has been spent on consultants. Its that the
private system, the centralised system, doesnt work. If you are sitting in a telephone centre, hundreds of miles away from a locality, and you are trying to trace contacts, well, when somebody mentions a particular place they have been to, it doesnt ring a bell in your head, you dont say, i know that place, i know it happens there, i know what its like. You need local systems which know their patch. Because tracing people is a bit like detective work. You cant do detective work if you dont know your patch. So, yes, the ludicrous sums paid to consultants is the tip of the iceberg. Much more is about a system that doesnt really work very effectively. And we see that, week by week, the percentage of people who are contacted, the percentage of people that are told to self isolate, it falls further and further behind the targets. We could reset this. It would take four or six weeks to set up a system based on existing local Public Health. It would be far more effective. If we
did that, and we should have done it backin did that, and we should have done it back in may orjune, when we are coming out of lockdown, we squandered that time. Lets learn the lesson and set up a system based on localities, know their patch and can do their work to get them to self isolate. Can do their work to get them to selfisolate. The uks five anglican archbishops have warned the government that its new brexit bill could set a disastrous precedent. The internal market bill is intended to set out how trade between the four parts of the uk will proceed, once the transition period with the eu ends. In a rarejoint letter, the religious leaders say the bill risks undermining trust and goodwill if it becomes law without the consent of all parts of the uk. The government says it is a necessary safety net to protect the uks internal market. On the negotiations, Cabinet Office minister michael gove is meeting the eu commissioner maros
sefcovic today to discuss how the Withdrawal Agreement is being implemented. Mr gove has said an agreement can be reached if there is compromise from the eu. Our Political Correspondent iain watson is at westminster. What compromises is michael gove seeking from the eu . We should be clear, there are two separate sets of talks going on. The first is this meeting today that michael gove is involved in. This is about implimentation of the Withdrawal Agreement, that document that was signed when we left the European Union on the 31st of january. It is related to what you are talking about about the archbishops, their concerns over the internal market bill, where the uk could potentially breach international law, the government backer says in a limited way, in relation to the agreement on Northern Ireland. That has been discussed over the last couple of
months. That will be discussed between michael gove and the Vice President of the European Commission in london today. The second thing, quite separately from that, which is going on, is the question of our future trading relationship of the European Union, when the transition period comes to an end on the 31st of december. The only talks that appear to be going ahead there are potentially a phone call between the uk chief negotiator, lauder frost, and michel barnier, the eu chief negotiator. The formal talks, face to face, in london, the talks that were supposed to be taking place this week, are no longer taking place. At the end of last week, the Prime Minister and downing street officials declared effectively the trade talks were over u nless effectively the trade talks were over unless the eu changed its attitudes. Their argument is that the eu never quite what its collective head around the idea that the uk is now an independent state and it has to change its attitude in orderfor that to be and it has to change its attitude in order for that to be sorted. If you
wa nt order for that to be sorted. If you want a trade deal, no taxes or ta riffs want a trade deal, no taxes or tariffs going either side of the channel, they want to see movement from the eu and a willingness to compromise on things like fisheries and state aids. Unless they get a sign that is going to happen, Boris Johnson says you should prepare for no deal, or, as he put it, an australian deal, which would see ta riffs australian deal, which would see tariffs imposed on goods and, very likely, food prices at least going up. The question is if they can avert that. Todays talks, face to face with michael gove, are still an important issue, if you like, but a side issue and not releva nt to like, but a side issue and not relevant to the future trading relationship. New guidance from the Crown Prosecution Service says prosecutors in rape cases in england and wales need to be aware of changing Sexual Behaviour in the digital age, when deciding if a case should go to court. The new plans are designed
to encourage prosecutors to challenge any suggestion that sexual images or messages equate to consent, in cases of rape or serious sexual violence. It follows criticism of the cps after Rape Convictions in england and wales fell to a record low. Our Home Affairs Correspondent june kelly has more. Filters in with more details, particularly with regards to teenagers, who will often send pictures of themselves naked to each other. Thats right, to give more background, the cps is under massive pressure. Not only is the conviction rate very low, there has been a big drop in the number of cases been taken to court. That raises questions about the mindset of the people making decisions on which cases to bring to court. What a cps found when it was speaking to
victims groups is that there was a perception that young people think it is perfectly part of everyday life to send naked pictures of yourself to people you might be in a relationship with, orjust to share these pictures generally. And what that Crown Prosecution Service are saying, when you have that kind of changed landscape, when prosecutors are building cases, they have to be aware that is how society now operates, and therefore dont use that, dont prejudice complainants in that way, dont think that actually equates to consent, just because, the has shared a naked image of themselves. In terms of myths and stereotypes, what are they saying . The old myths and stereotypes, we have heard the one about if a woman is wearing a short skirt, that is basically short hand for she is consenting to six. They say that, amazingly, is still out there as a stereotype. They say now you have a whole raft of new stereotypes that includes people using dating apps, people sharing
naked selfies, casual six, sexting, all of these changed behaviours. They say this is going on out there, people who come to us with rape complaints may be living their lives in that way, but do notjudge them, basically look at the case, lock if there has been a serious Sexual Assault or rape, judge people in that way. At the moment, we have onlyjust started to bounce back from the last National Lockdown and now we are getting brought back into another one, and i think theyjust announce these things and dont talk about any Financial Support beforehand, and so we have that worry, and i speakfor a lot of businesses when i say we have been worried all weekend for
this announcement. I bet, you are in limbo and it is really anxiety inducing. It is awful, and to speak to other business owners, we in this industry are an inherently tight knit community, and it is heartbreaking, and over the weekend i have had so many businesses that have reached out to me, some that may not be as well established as we are, that are really concerned, is concerned as we are, really. When the restrictions were eased the first time around after the first big lockdown, how was business . Business was booming, we were working six days a week, some 13 and 14 working six days a week, some 13 and 1a hour days, but the thing is, with these restrictions that they have bought into place, and the enhanced cleaning, which we understand is needed, that theyd put a spanner in the works in as much as we could not say as many clients as we normally would, and then they introduced the localised lockdowns, and that was the slippery slope that brought us
back to where we are now. So are you going to survive another lockdown . Ifiam going to survive another lockdown . If i am talking about it from a personal level, most definitely, i am super personal level, most definitely, i am super determined and off the belief that if we survived four months of this, we will again, but it is the unknown, and that is the worst pa rt it is the unknown, and that is the worst part of it. If you are talking about it from a salon owners personal perspective, most would tell you they are Strong Enough to weather it, but we wont be able to do it financial help. We are due to get. Mps are calling for urgent Government Action to support 1. 5 million women in the uk who are suffering with endometriosis. A new report by mps across all parties shows no improvement in the diagnosis of endometriosis in a decade. The inquiry was one of the biggest in history, it surveyed over 10,000 women with endometriosis. They found that it still takes eight years on average to get a diagnosis and that almost 60 of women visited their gp more than ten times before their condition was recognised. The bbc has been hearing from some of those living with the condition. More than once, not living is so much better than the idea of continuing to live with this pain. You look fine, on the outside. But on the inside, youre bleeding, youre broken. It really doesnt care what dreams you have. I may not be dying, but its killed my soul. Ive probably been in hospital over 20 times, across about a ten year period. To date, ive had six surgeries and probably around 50 other invasive procedures. Very much like a guinea pig, you try, because you never know if this may help. We should want to know more about this illness that is ravaging peoples lives, left, right and centre. We need awareness, we need research, and we need better
treatment options. This change needs to happen now, because i dont want another woman suffering for ten years, like i have. Lets talk now to two people who have experience in trying to get an endometriosis diagnosis. Campaigner Lauryn Goodman was told she couldnt have children because of how severe her endometriosis was. And alisha lack went through a medically induced menopause at 21 years old due to her endometriosis. Welcome, both of you. Could you describe to our audience what endometriosis is . So endometriosis isa endometriosis is . So endometriosis is a condition where tissue that replicates the lining of the room is found in other places in the reproductive system, or, in many cases, including myself, outside of the reproductive system, which causes a lot of pain, because it sheds, as it would do in a menstrual
cycle. And can you describe that pain . We know some people site is just like a bad period pain. Pain . We know some people site is just like a bad period painm pain . It feels like you have got a stomach bug as well, i get very sick, ifeel very got a stomach bug as well, i get very sick, i feel very sick. I mean, i was in and out of my gp surgery over mean, i was in and out of my gp surgery over time, mean, i was in and out of my gp surgery overtime, and mean, i was in and out of my gp surgery over time, and i mean, i was in and out of my gp surgery overtime, and ijust mean, i was in and out of my gp surgery over time, and ijust kept saying, go on the pill, we will check your hormones, they are fine, it was always, no, you are fine. But you know you are not, and it is hard listening to somebody who clearly doesnt know anything about this
condition, yet they are trying to tell you that you do not have it. So i dont know, we know our own bodies. I went privately in the end, but not everyone is as fortunate as me to get private health care, it is expensive. I have an email from a woman called geraldine in manchester, she says it took 30 yea rs, manchester, she says it took 30 years, 3 00 years, to get a diagnosis of endometriosis, and it was so severe diagnosis of endometriosis, and it was so severe that she said a full hysterectomy was the only option. I said in the introduction, lauryn, that you were told that she would never have children. You do now have a young sun, how did that happen . Well, i had had two. Two keyhole procedures in which they go in, they make two or three incisions and ameliorate the endometriosis, they burn away, with a laser, the endometriosis. I have put a post on
my instagram about it. And then after that, i had two of those, and then after that i had an induced menopause, is the same as the other lady on the show, and that was awful, hot and cold sweats, going through an early menopause, awful. Your hormones are all over the place, raging. And then came off of that, hadnt started my periods again, and then i fell pregnant, my little miracle baby. That is such. Fertility is such a big issue, and let me go back to alisha, you started having this pain from the age of 1a, how old are you now . Started having this pain from the age of ia, how old are you now . |j started having this pain from the age of 14, how old are you now . I am 21. You have been through this early menopause, what does it mean for you in the future . You see, i dont know, because before going through this menopause, i was basically given a choice, because i only had my surgery injune last year, and my endometriosis was probably twice as
was by this september. They said, we cant do another surgery yet, so it is either go and have a baby or put you on the menopause. I said, i am not having a child is a medical experiment to see if it will make me better, so i went through the menopause. But i want now if i am going to be able to have children until i try, so i am not sure, i havent had any periods since coming off this menopause, so i am not sure what the situation is for me, i will not know until i try. So the recommendations from the parliament is that we should try to get diagnosis rates down to four years, and a yearor diagnosis rates down to four years, and a year or less by 2030, and various other recommendations. What do you think, alisha, that needs to happen to help people with
endometriosis . I think that doctors need to, as much as i have so much respect for them, i couldnt thank my doctors surgery enough, but i do think that a lot of doctors need to see beyond, you know, they whole. 0h, see beyond, you know, they whole. Oh, you are a woman, it is period pains. I think we need to be taken seriously from day one. Dontjust fob people that are very obviously in pain off on pills and tablets, because in the long run, it is going to cost the nhs more, because, like me, the amount of treatments they are having to put me on, the surgeries, you know, im going to probably have another one within the next year. They need to be looking into it seriously from the get go. You now, you know your own body, if something isnt right, then they need to listen to us, and i need to look into it. Dontjust give us the pill and tell us it will be fine, because it wont. That point
about listening is interesting, because this group of mps found that 58 of people visited their gp more than ten times before getting a diagnosis. Lauryn, what would you say needs to change, needs to happen . More funding and budget into endometriosis research, everything. I was talking to one of the charities, endometriosis uk, and i could be a blood test may be to see if you have got it. None of that has been research. We have to undergo surgery been research. We have to undergo surgery to get diagnosed, that is mental. Ten years it hasnt changed, it is disgusting, really disgusting. Interesting, this one, we are keeping a close eye on china, because in many respects the first country in the world to enter a pretty tough lockdown restrictions, and therefore its economy suffered, as others have, in the wake of the lockdown. We are keeping a close eye on how it emerges from that and what happens next, and the economy growing by a. 9 in the last month, and what is interesting is that chinas slump was, in many respects, less severe than many had thought. At the peak of the pandemic there, its economy shrinking by 6. 8 , it has already won back that loss, so many economies around the world,
many economies around the world, many governments will be looking at how china has done it, trying to replicate any of the same sorts of measures to get their economies back on track. We know here in the uk, a syria shrinking in the economy. Our economy is still about 10 smaller thanit economy is still about 10 smaller than it was before this began, and so than it was before this began, and so Big Questions about how long it will take to get back to just where we were. Maybe give me your take on these figures we have had from china, because in some respects not as good as expected, but none the less growth, and it shows that the economy in china is emerging out of the depths of the downturn. Yes, absolutely. So, basically, chinas gdp isa absolutely. So, basically, chinas gdp is a bit below expectation, but generally expectation has been growing, because it is the only bright spot in the Global Economy, the only economy expected to
post a positive growth this year, so the expectations are ahead of reality, but nevertheless we think that the chinese economy is really on track for further recovery in the fourth quarter. That is because what we see from todays data is that, basically, that growth is broadening out to most other sectors. Public consumption, investment and net exports are all contributing positively to growth in the Third Quarter, and that is very positive, and there are signs that there will be more growth this quarter than the last. And so lets talk about the individual stories that have got us to those figures, you talk about domestic consumption, many suggesting that is because Chinese People are not able to travel abroad, we know restrictions are in place for many countries, so that is benefiting the chinese economy, people staying at home and therefore spending. And export is an interesting one, because chinese exports rely on the rest
of the world consuming the goods that they make there. What does that tell us about Global Consumption . So indeed, actually, trade has been a strong contributor to growth for china, and thatis contributor to growth for china, and that is primarily because as the Global Economy gradually lifted its restrictions, actually there has been huge demand for chinese products, in particular personal protective equipment, medical equipment, and actually work from home equipment, because as we all know, we have been buying more stuff to set up our Home Office Space for instance, and that has hugely boosted chinese exports to other economies. But aside from that trade boost, the chinese domestic economy is also seeing very strong retail sales. Actually, taking the Third Quarter aside, if you look at the latest golden week holiday, a national holiday, it actually shows that consumption on retail and catering is up 5 year
on year versus the same golden week last year. Actually, that Domestic Travel within china is already 80 of last years level, and you are right, 5 million Chinese People travel domestically during that golden week, and that has kept consumption strong domestically. And lets talk about the period when the economy shrank, as i touched on in the introduction, falling pies 6. 8 at the height of the lockdown. We now pretty swift, pretty severe lockdown restrictions in china. Many expected that to be much worse, so how much can we believe the figures that we have from china as far as the economy is concerned . Have from china as far as the economy is concerned . Lets not forget, it is the First Time Since records began in 1992 that the economy actually shrank. Yes, i mean, a lot of people would doubt that chinese growth data, because they think that china is maybe inflating its growth numbers. But if you actually look at the private
sector data, statistics coming out from the investment banks, from private sector surveys, they also tell you the same story, that the chinese recovery is on track, and we have nowadays a lot of High Frequency activity that we can track, for example, you know, the online payments, for example, alipay is up 50 year on year, which tells us that the chinese growth story is real, and so Chinese People are actually close to living the normal life. Yeah, really interesting to see what lessons may be learned from there as far as economic handling is concerned. Janet, really good to talk to you, thank you for your insights. So, yes, the chinese economy bouncing back in many respects, victoria, but of course, like everywhere else around the world, that will depend on what
happens next with the pandemic, whether there are further outbreaks in china, what that could due to the state of the economy. You may remember that regional uk airline collapsed into administration right at the start of march, when lockdown fears and travel fears were really starting to surface, it fell into administration, costing thousands of jobs, affecting Regional Airports particularly around the uk, but what we are being told, within the last half hour or so is that the administrators have agreed a sale of the assets and the business and the brand, and it is hoping to restart asa brand, and it is hoping to restart as a Regional Airline from early 2021. So you might say, what a time to be starting an airline
from scratch once again, 2021, in the midst of this pandemic, but nonetheless a bit of bright news this morning, the flybe, the name, assets and business, have been sold toa assets and business, have been sold to a new owner, and i are hoping to restart. In a surprising find, scientists have discovered that cold water swimming could protect the brain from degenerative diseases, like dementia. Its all to do with the production of a specific protein. Our chief environment correspondentjustin rowlatt, a keen cold water swimmer, reports from the Parliament Hill lido in london. The idea of going for a swim in a cold winter morning like this may not seem very appealing, especially when you know that the water temperature is just seven centigrade. But here goes. It certainly is refreshing. Your whole body kind of screams in shock. But if you just stay here for a few seconds, you do begin to get used to it, and then you can. You can begin to get some lengths in and it now seems a chilly dip may offer more than just an exhilarating thrill. Scientists have discovered that being very cold can actually protect your brain. Six years ago, bbc radio reported a study that showed that cold mice develop more of a protein associated with hibernation. The study found the protein can protect against and even repair the damage dementia does. The obvious next step was to see if humans develop to the protein too. Which is where this place, Hampstead Heath lido, comes in. Its warm, yeah. Were from the north, so we can handle it. One lido swimmer heard the radio interview. Ijust had the idea that we have a cohort of people here that regularly get cold, and can we translate that through to that kind of environment . Dozens of volunteers agreed to be tested by the scientist leading the study. We compared you to a bunch of people doing tai chi, who didnt get cold, and none of them get increased levels of this protein. But many of you did. Shes here to give them the results. So what does it tell us . It tells us that cold does induce this protein in humans. You are the first non patient cohort to show that cold water swimming raises this protective protein, which is pretty cool. Professor malucci is now trying to find a drug that stimulates the production of the protein in humans, and to see if it really does help delay dementia. If you slowed the progress of dementia by even a couple of years, on the whole population,
that would have an enormous impact, economically and health wise. These cold proteins are a very promising line of research, but she warns it is still early days. Sadly, there are no guarantees that this will lead to a successful dementia treatment. Justins been in the pool this morning. We caught up with him afterwards.
