Translation it would be a lot more acceptable to have 80 of the catch in british waters rather than nothing at all. 60 of the catch . Ah, that is not viable. But if there is some sort of financial compensation, maybe. At boulognes markets, buyers choose fish for french restaurant tables. Three quarters of britains catch is sold to the eu. No deal risks a sort of mutually assured destruction for fisherman on both sides of the channel. Will navigation of these contested waters prove easier in boulogne than in brussels . A fairly quiet few days ahead but not always as sunny as it has been so not always as sunny as it has been so far today in the scottish highlands. For some places today there are some showers. This is how it looked on the suffolk coast. We have High Pressure to the north and low pressure close to the south east driving in some showers from the north sea. This is the satellite and made our picture showing outbreaks of cloud and showers so far today. We have some showers working west gcioss we have some showers working west across england and getting into parts of east wales, through the afternoon. Dry out for the northern half of scotland and Northern Ireland with some spells of sunshine. Quite a breezy afternoon but despite the breeze, if anything just a touch less chilly than yesterday with highs of between 13 and 15 degrees further to the evening and tonight still some showers drifting west and some continued through the night especially for eastern and south eastern coasts. At the same timea south eastern coasts. At the same time a lot of cloud across the far north of scotland and lowers temperatures across the west of scotland, quite close to freezing in some places. We could have some fun patches around tomorrow morning. Tomorrow another largely dry day, more clad developing across northern and eastern scotland. Still some showers across eastern counties of england. And temperatures if anything taking a step downwards, 11, 14 anything taking a step downwards, 11, 1a degrees. Friday very similar in the face of it, quite a lot of cloud around and potentially thick enough for the odd light shower and equally some spells of sunshine. Temperatures still pretty low and staying quite cool heading into the weekend but it stays largely dry. Not always very sunny, quite a lot of cloud around, the best of any sunshine to be found across the west for that particular cloudy and cool across northern scotland as we head into sunday. Even a bit of patchy rain. Then heading into next week things are set to change, low pressure to the north west and to the south west, some uncertainty about which one of these will win out but one of them will, is going to turn things much more unsettled with some wet and windy weather on the way. That is all from the bbc news at one and we joined the bbc news at one and we joined the bbc news teams where you are. Goodbye. Hello there. I am john watson with the sport. The premier league are meeting to discuss project big picture today, those radical and controversial plans to shake up english football. With concerns centering around the concentration of power in the hands of the leagues big six, despite that immediate fa chairman greg clarkes says they will block any change that isnt in the best interests of the game, which could pit them against Lower League Clubs who are broadly in favour of the financial benefits the deal would bring them. We are prepared to do the redistribution on these terms. The voting seems to be the real contentious issue. I think cutting down the premier league by two clubs, personally i dont think it is a problem. The league cup has gone past its sell by date, and so has the charity shield. The voting is for the premier league to sort out amongst themselves. My personal view is, the enormous funds come in the tv writers because globally, people want to see the big six. It is probably understandable they want more of a say in the future. A year on from the racist abuse suffered by his players against bulgaria, england manager Gareth Southgate and assistant coach chris powell have been speaking of its impact. Players were subjected to monkey chants and nazi salutes with the game paused in the first half and then stopped for the first time in an international. The players stopped short of walking off the pitch. Everybody would react differently because the story moves forward and at the time we felt we took an approach that was appropriate, because it was unique really, nobody had ever gone as far as we had. But we also recognise you would not necessarily stand and accept it happening to us again. What the course of reaction would be, it is difficult to say because you can sit here without the responsibility of living through something. We we re we were the first team in the world to stop a game to complain about racism. That actually showed me and it showed the rest of the world this was a Football Team and nation that was a Football Team and nation that was united in what they believed in. I felt it was a real, huge moment for england. I was very proud to be a black that night. Black english man that night. England will be without eric dyerfor tonights Nations League match against denmark at wembley. The tottenham defender has a hamstring problem, following their victory over belgium on sunday. Northern ireland face norway in oslo, and scotland take on the Czech Republic at hampden park. England wing jack nowell is winning his fight to be fit to play for exeter, in saturdays champions cup final against racing 92. He picked up a foot injury in the semifinal win over toulouse at the end of last month and missed last weekends demolition of bath in the premiership play offs, but hes back in training and is in contention to make the side, according to exeters director of rugby rob baxter, who also says his staff are constantly sweating on the results of their coronavirus tests. Everyone needs to understand, i think this is the bit everyone is jumping on, the medical part of it is confidential. Everyone starts to make huge assumptions that we know exactly what is going on. We dont know who is actually infected, we dont know who is unavailable through close contact. We dont know what training sessions they all do, whether there was any contact training sessions. We dont know any of those details. I imagine because of those details. I imagine because of what has happened to sale there will be alterations to the regulations next season based on a particular number of positive tests will mean the forfeit of a fixture. But what we think we can do now, we feel we can wait today, which is our last main training day based around bath, which is what we will do, and that will end up tipping the preparation to what we wanted to be. Andy murray says he needs to improve physically, after losing in the first round of the indoor event in cologne. Uk sport dog owners who used a Daycare Centre to look after their pets have spoken out after seeing videos which appear to show a former employee eating animals. Mucky pups Doggy Day Care Centre in blackburn, was shown on social media. This clip shows distressing images. Dog owners should have been able to trust the professionals with their pets. Instead, animals were being hit, kicked and shouted at. To think you have purposely put them in harms way, it is a terrible feeling. The Doggy Day Care Centre in blackburn has been investigated by the rspca after a series of videos emerged online of dogs being abused. Chelsea worked at the centre as an apprentice. It was incidence of them getting a smack for minor things. It started to get that he was bullying, being aggressive and he was hurting them and in one of the videos you can hear the dog crying. This is one of the videos chelsea secretly filmed at one staff member between november to december last year. You may find these images distressing. Dog yelps. I dreaded going in. I sat waiting to go home, because they cannot do anything right from wrong. Chelsea said she challenged what she was seeing in an attempt to stop the diffuse. I said, that enough you dont need to raise your hands. And he said, bleep is coupled to their plugs to the Day Care Centre to be trained, but after recognising a negative turn in their behaviour, they removed them from the centre. They went backwards. We got them to a point where we did actually have them trained. They were doing well and they knew when to go to the back door to be let out. All of a sudden they were waking up in the night, yelping and barking, accidents all over the floor. It was like they had takena step over the floor. It was like they had taken a step back. The online videos emerged and they say things start clicking into place. We saw it on social media, and we were very distraught. It was upsetting seeing them images and those messages. It was, oh my gosh, will i see my dog being abused . When we saw photos of oui being abused . When we saw photos of our dogs being abused . When we saw photos of ourdogs in being abused . When we saw photos of our dogs in the background, it was upsetting. It is more of a psychological trauma to them. You notice, you raise your hand and he cowe is notice, you raise your hand and he cowe rs to notice, you raise your hand and he cowers to the floor, whimpering. Dexter is the same he cowers and flinches away from any sudden movements. They went the same dogs. They are not just movements. They went the same dogs. They are notjust pets, they are pa rt of they are notjust pets, they are part of the family. To think you have purposely put them in harms way, it is a terrible feeling. Heartbreaking. Boris johnson insisted calling for a short lockdown across england. Borisjohnson insisted a regional approach for tackling infections would bring down the virus. Lets cross to our Political Correspondent in westminster. I dont think there was any surprise we had keir starmer pressing Boris Johnson today at Prime Ministers questions on this idea of a Circuit Breaker, this idea of a two to three week period of tighter restrictions across the country. Keir starmers intervention saying yesterday that labour backed the idea. Boris johnson was quite emphatic that he thought his local and regional approach was working, it could bring down the transmission of the virus if properly implemented, saying he wa nted if properly implemented, saying he wanted to avoid what he called the misery of another National Lockdown. But keir starmer saying he had concluded the so called Circuit Breaker was now in the national interest, after having read the advice of government scientists that they gave at the end of september. Have a listen to some of the exchanges. Mr speaker, i have supported the government and all of their measure so far. And i have taken criticism of it. But i think this is wrong and a Circuit Breaker is in the national interest. I have read the advice of sage and the government has rejected it. This is my last question and im sure the Prime Minister his preprepared rant ready as usual. We are at a tipping point, time is running out and maybe he can seize the moment and answer a question. This morning the telegraph quotes, senior government question. This morning the telegraph quotes, senior government sources saying quotes, senior government sources saying the chances of the Prime Minister backing a Circuit Breaker in the next two weeks are about 80 . Is that right . If it is, why doesnt he do it now, save lives, fixed testing and protect the nhs . Mr speaker, this is a man who claims to be supporting the government one day and then performs a dramatic u turn the next. Everybody, mr speaker, supports the rule of 61 day and then takes his support away the next. He wants tough measures but then refuses to vote for them. Everybody can see what he is doing. Labour have said it themselves, they see it asa have said it themselves, they see it as a good crisis for the labour party and from they wish to exploit. We see this as a national crisis that we are going to turn around. And the way we are going to do it, andi and the way we are going to do it, and i rule out nothing, of course in combating the virus, but we are going to do it with the local, regional approach that can drive down and will drive down the virus if it is properly implemented. Joining us now to discuss this are three mps, richard holden, the conservative mp for north west durham. Minera wilson, lib dems for twickenham and labours alison mcgovern. Thank you forjoining us. Richard holden, keir starmer is right, isnt he, that you have been persisting with this local and regional approach for some weeks. It hasnt worked, cases are still snowballing, it is right to consider another approach . As the Prime Minister said earlier on, another approach . As the Prime Ministersaid earlier on, it another approach . As the Prime Minister said earlier on, it would be great to have the support of the opposition on this. We heard from the Shadow Health secretaryjonathan ashworth, saying a National Lockdown at this stage would be a disaster. We had the shadow local government secretary saying this would be political opportunism to diverged the governments path now. Only a few days ago, steve rotherham, the mayor of greater merseyside area backed the tier three local lockdown and that is what we need to see. We cannot have politicians on one side saying we want a locally led approach. Then this push for a national level. Chris whitty has been clear, we have to strike a balance. The Prime Minister has been clear, nothing has been taken of the table, all we need is properly enforced local measures across the country, as the labour mayors are doing. Iwant country, as the labour mayors are doing. I want to see that properly enforced and properly rolled out. But you are trying to tread this middle road and it hasnt worked. The new system is a new management framework, not trying anything new. It hasnt worked because test and trace isnt working, why are you not open to the idea of a Circuit Breaker which was floated by the governmentjust weeks breaker which was floated by the government just weeks ago . |j breaker which was floated by the governmentjust weeks ago . I dont wa nt to governmentjust weeks ago . I dont want to see a National Lockdown, i wa nt to want to see a National Lockdown, i want to see a National Lockdown, i want to see a National Lockdown, i want to see a bit more time given to a regional approach. Iwant want to see a bit more time given to a regional approach. I want more of that to be taken now. I cannot understand why the Labour Party Mps did not vote for this yesterday in parliament, did not vote for the measures we are taking. On the one hand they say they support the government, on the other hand, they say they want to do something different. We are seeing utter confusion from the opposition and real political opportunism on this. Keir starmer knows that. I dont like this approach, i dont think we would have seen it from previous labour leaders at times of national crisis. I think the approach he is taking is one that is not in the best interests of the country. What we wa nt best interests of the country. What we want to see is a proper, regional lockdown enforced on this tier base system. That is the way those restrictions, properly enforced, is the way we can control it. At the moment i agree withjonathan ashworth. A National Lockdown would bea ashworth. A National Lockdown would be a disaster because you were trying to beat lockdown part of the country which have very low covid rates. I dont understand why you would want to do that. We need to put labour mps and Council Leaders in my region and other parts of the country have been calling for, which isa country have been calling for, which is a proper, locally led approach where the restrictions are looking at and we try to control it in those regions of the country. I am not saying we are ruling anything out in the future, but we have to try and not lock the entire country down because i dont think it will be a cce pta ble because i dont think it will be acceptable to people at the moment. Alison mcgovern, why arent you backing the instructions as they currently a re backing the instructions as they currently are if you want something stricter . The conservative party is very split on whether or not they support the restrictions. Actually, the votes last night were completely superseded by the pace of infection now that is moving to the country. And as a person in an area with the highest restrictions in merseyside, ican highest restrictions in merseyside, i can tell you one of the problems with the local lockdown approach that has been taken and raised by local leaders is the lack of track and trace, but also the area is approximate to us in different tiers. They will be hard to control the virus when it is moving at this pace through the community because where you have tier three areas close to tier two areas and others. The characterisation we have just heard is inappropriate. If you look at what stage and the scientific and medical officials are advising the Prime Minister to do, it is as keir starmer has set it out. The government is simply moving too slowly for the situation we face. I have had the most extraordinarily frustrating 72 hours trying to get proper answers to questions about what is going on to protect both merseyside and the rest of the country from the pace of the virus spread. Ijust think the government is being fartoo spread. Ijust think the government is being far too slow. The Circuit Breaker would only last a couple of weeks, what would be different at the end of the period . Surely you would be facing the same issues at the end of that and the harms that the end of that and the harms that the temporary limited lockdown but of course . It has been suggested by scientist because it buys some time, it slows the spread of the virus so we can get the track and trace syste m we can get the track and trace system sorted out, which is what we should have done by now. It can slow the virus so it doesnt cause significant problems in our hospitals. To the parts of the country where the infection is still low, and they dont want to see more restrictions, i can understand where they are coming from because we were in that position only some weeks ago. This virus spreads quickly and we need to act as one and take the approach that has been recommended to us by the scientific and medical community. I am very sorry we are in this position, it was not inevitable it should be handled in this way and ido it should be handled in this way and i do wish we didnt have the confusion in parliament we saw last night. I wish we could have a proper, consistent approach. But i have experienced the most frustrating 72 hours trying to deal with ministers and others to get the situation as it needs to be for people in merseyside and the rest of the country. I think what keir starmer has suggested is what has been advised to the Prime Minister by the governments expert advisors. The liberal democrats are also backing the idea of the Circuit Breaker, a temporary set of tighter measures, are you not concerned about businesses in areas where transmission is low being unfairly penalised . I am absolutely concerned. As a liberal i take no pleasure in any of these restrictions. But we should not have been here in the first place. We have squandered weeks when we got r down to below one, after the sacrifices and hardships of the first National Lockdown. The way to keep it under control was to have an effective, locally led test, trace and isolate system. Sage is said it is having a minimal impact because of the challenges it is experiencing. This is not a National Lockdown for two to three weeks with no strings attached. You must absolutely have the condition that you overrule radically test, trace and isolate so local authorities are leading the contact tracing. Critically, people need to be given support and incentives to isolate, rather than being threatened with a £10,000 fine because that is where the system is falling down. The government has taken its eye off the ball when it comes to isolate and only 18 of people who should be isolating are currently isolating. That message and the support many other countries have done to make sure isolation works is the way to get this virus under control. No point in having a National Lockdown if we dont over hold test, trace and isolate because we will end up in this situation again. Richard, test trace and isolate, sage said that this is only having a marginal impact on transmission, how is that the case after all these months and all of that money . You can see from the sage report, the actual r rate has been reduced from what it would be due to the measures in place. If we saw the full enforcement of proper local restrictions, that is what we will be seen. As for labour saying and the lib dem saying they have joined saying and the lib dem saying they havejoined up saying and the lib dem saying they have joined up approach, saying and the lib dem saying they havejoined up approach, they saying and the lib dem saying they have joined up approach, they are not backing a National Lockdown in wales yet, where they are both in government together. I find wales yet, where they are both in government together. Ifind it astonishing that they are saying one thing in one part of the country, and one in another. The Shadow Health secretary said something at three oclock in the afternoon and then the leader of the opposition said Something Else at five oclock. You cannot chop and change on this, it is political opportunism. We need to get behind the Prime Minister, get behind the government and Work Together to bring this down and stop playing politics with what is not only a national issue, but an international, Global Pandemic that is killing people across the globe. Richard holden, thank you very much. Alison mcgovern and mineiro wilson, thank you all forjoining us this afternoon. I think you can tell, we got a bit of a flavour of the discussions going on about this idea ofa discussions going on about this idea of a Circuit Breaker, no indication that Boris Johnson of a Circuit Breaker, no indication that borisjohnson is prepared to introduce that imminently. But it is clearly something that is on the table, the idea this will not be ruled out because he wants to give time for the tiered system to bed in. The pressure on the Prime Minister now to consider strongly, this idea of a temporary set of tighter restrictions across the board, given what is going on in Northern Ireland and the pressure from labour. Thank you very much. Time for a look at the weather with ben rich. It isa it is a sunshine and showers afternoon, coming in honour brisk north westerly. We will keep some showers for eastern and southern coastal areas and up towards the north of scotland, quite a lot of cloud rolling in through the central belt and some southern parts of scotland, we could see fog patches. This is where we will likely see the lowest of the temperatures. Most bottle held between four and 7 degrees. Tomorrow, cloud moving into a good part of scotland rolling in from the north east. Showers for south eastern parts of england. A few showers could line up with the north easterly breeze across kent. Best of the sunshine is out west. Ten to 1a degrees and we take that cooler feel into the weekend. It will be predominantly dry, some sunshine but generally quite a lot of cloud. This is bbc news. Im reeta chakrabarti. The Prime Minister denies labour claims that he is ignoring scientific advice about a short lockdown in england, and insists that local measures will work.
