With extra measures expected to apply to the north of england, the government has been under pressure from local leaders, and from some mps, to give them more detail on its plans and to offer more Financial Support to business and individuals wholl be affected. In terms of the justification of these measures, a hour ago, we had the leader of Pendle Council saying, i challenge the government in conversations today what is the Scientific Evidence to back up these measures and they didnt answer that. Isnt that a danger that individuals on the street are going to ask tomorrow if they are told you how to put up with these restrictions . What do you shutting pubs and restaurants, if you cant tell us that is where infection is spreading . I think that is exactly what is likely to happen, so dont be surprised if we see scientists and medics appearing tomorrow, as well as politicians, to make the case for what is happening. The flip side to the point, as i was chatting to one of the mayors in the north of england about this point, and what they see as the lack of evidence being presented, this person was willing to acknowledge the flip side to that point which is how much evidence would we need to see and what fun would it have to take for us what fun would it have to take for us to be convinced, given that it is not unreasonable to have a precautionary principle in a pandemic when youre seeing that the spike in cases and you dont want a full national lockdown. In other words, you are willing to acknowledge there is good to be some sort of piecemeal, patchwork of measures which will throw oddities when somethings are allowed and others are banned. Earlier, i spoke to Pendle Councillor mohammed iqbal, who was one the local leaders who met witth the government today to discuss new restrictions. Pendle has 331 cases per 100,000 people in the latest week. The average area in england had 7a. He was told lancashire would be placed in the highest tier tier three. But he believes the government is wrong to to consider closing pubs and bars in parts of northern england. Weve asked the government to give us the evidence that points that mixing in pubs and bars in lancashire is causing the infection to rise. We were categorically told that the evidence does not support the governments theory and thats why am very frustrated that government are using pubs and bars as scapegoats to try and tackle this pandemic. Theyve failed miserably and what weve said as lancashire leaders is that we want to work with the government, but closing pubs and bars is not the solution at this time. You said then that you have been categorically told by whom, that the evidence isnt there to support that contention . Well, the Civil Servants that weve spoken to on friday and today, weve asked for the evidence and weve been told that there was no evidence to support the theory, but government needs to take drastic action and this is one of their measures, one of their grand ideas to tackle the pandemic. Im sorry to say, without the evidence thats available to. If the evidence is available to government, i challenge them to share it with me this evening and other leaders and we will consider it, but you cannotjust steam roller local Council Leaders and local communities into agreeing something when the evidence isnt there. And these Civil Servants, youre not talking about officials who work for pendle borough council, youre talking about national Civil Servants . Im talking about National Senior Civil Servants who are responsable to the Prime Minister. Fine, i only wanted to clear that up so people know exactly where youre pointing the finger on this lack of clarity. I mean, essentially, its criticisms others made about wanting to see the statistics. What have you been told about, lets put that bit aside, about what sort of measures you should expect to be announced as they will affect people living in pendle tomorrow . Well, we were told that there would be an announcement tomorrow by the Prime Minister in terms of this tier system. We asked for details of the tier system earlier today. As of now, were still waiting for the details, but we were told that the Prime Minister would make the announcement of the tier system. Lancashire leaders are still up for a conversation with the Prime Minister, the health secretary, anybody who wants to talk to us from government, about tackling this pandemic collectively and jointly. What we wont be doing is being bullied into agreeing something when we dont have the details in front of us. That is not fair on the people that we represent. And which tier are you going to be in . Have they told you that, even if they havent told you what the tier will mean, as it were . Well, the threat that weve had is that we will be placed into tier three. What does tier three entail . I dont have the details, and without the details, i cant agree to them. But what you know is that it would be the most kind of serious restrictions . Is that, of the three tiers, tier three isnt the lowest, it would be the highest . No, tier three is the highest. And one thing that weve been told is that the government will announce the closure of pubs and bars. Weve been told that. And what would be the implications of that, apart from making evenings and lunchtimes a bit more miserable for people in the district . Well, the people who work in the pubs and the bars and the hospitality industry, many of them are barely scraping through, in terms of a living. If the government think by closing a pub and giving those people two thirds of their salary is going to make ends meet, that is not going to happen. But more concerningly, the pub or bar they are closing doesnt survive on its own, it has a whole industry that supports it. Government has made no intention known to local councils how they intend to support those people who are affected. These are people who are living, barely living at the moment and if the government think by the announcement by the chancellor that two thirds of their salary will solve all the problems, im sorry to say they are living in cloud cuckoo land. The latest government figures show there were 12,872 new Coronavirus Infections recorded in the latest 24 hour period. That means the average number of new cases reported per day in the last week was 14,391. 65 deaths were reported, thats people who died within 28 days of a positive covid 19 test. Which means, on average, 68 deaths per day in the past week. The total number of deaths across the uk is now 112,825. Within that overall picture, there is significant variation in the situation in different parts of the uk. 0ur medical editor fergus walsh has been looking through the latest data. There is a huge variation in coronavirus levels across the uk. This heat map shows the areas in red with the highest levels, and those in light blue with the lowest. And just look at the range derry city and strabane has 68a cases of coronavirus per 100,000 population. Glasgow has 243. Liverpool, 600. Manchester has 525 coronavirus cases per 100,000 population. Nottingham, 761. Merthyr tydfil, 214. But north norfolk has just 25 cases per 100,000 and torridge in north devon, only 18. What matters is the impact this is having on the nhs. In northwest england, the worst affected region, there has been a big increase in covid admissions in the past month now averaging at around 150 patients per day, up by 60 in just one week. But that is still below the peak in early april, when more than 400 patients a day were being admitted to hospitals in north west england with covid 19. The worrying thing now is that winter isnt here yet the peak time for respiratory viruses. Things like flu. The nhs coped during the first wave by cancelling nonurgent surgery and cancer screening. The aim this time is to continue with non covid care, but that is dependent on how well coronavirus is kept in check for the next six months. As efforts continue to develop proven treatments for covid 19, british scientists are beginning a study into whether the bcg vaccine which protects against tuberculosis could be helpful. The uk study is part of an International Research project. The hope is that bcg might provide some protection against covid until a specific vaccine against the virus is in use. There is no evidence bcg will help in the pandemic, so why do researchers think it might . This seems odd. Vaccines are supposed to protect against one specific infection, so why might a tuberculosis jab also have a benefit in coronavirus . Well, theres some interesting science that suggests that vaccines may have a wide effect across the whole of the immune system that may give our bodies an edge against other viruses and infections, too. And indeed, in trials with the bcg jab, there has been a fall in death rates from other infections after people were vaccinated. The World Health Organization says the bcg jab might help bridge the gap until a dedicated Coronavirus Vaccine is developed. Nigeria has dissolved its special police force at the centre of protests against police brutality. A president ial directive has ordered the immediate dissolution of the special anti robbery squad. Protests against the squad had been sparked by a video of a man allegedly being killed by police and have spread around the world. Our correspondent in lagos is mayenijones. Thank you very much. The ceasefire brokered by russia between armenia and azerbaijan has been breached within its first 24 hours. The azeri president has accused armenia of a war crime after an apartment block was shelled, killing several civilians. The long running dispute between the two countries is over the Nagorno Karabakh region. Armenia says any attack was in response to air strikes launched from ganja, the city that was struck, from where our International Correspondent orla guerin has sent this report.
