What i would like to do now that i am in this position is speak directly to the Prime Minister and really ask for the vouchers to be extended at least until october half term. Hello and welcome if youre watching in the uk or around the world and stay with us for the latest news and analysis from here and across the globe. A Senior Adviser to borisjohnson has written to mps representing constituencies in the north of england to confirm some areas, experiencing a rapid growth of coronavirus infections, are very likely to be placed under further restrictions. In the letter seen by the bbc, sir Edward Lister says ministers would hold discussions with local authorities in the region during the weekend. The Prime Minister is expected to announce details of the new measures on monday. The Deputy Director of Public Health england told the bbc action is needed now to ensure hospitals can cope with demand. There are still many hospital beds available in the north west and much lower numbers of admissions across the country than we saw and rising much slower. But if we dont take action now and wait until the point where we are at a critical point, then we will actually have challenges in the numbers of hospital beds, and challenges in icu admissions. We all need to take personal actions to try and slow this down right now. Our political correspondentjessica parker said conversations between downing street and local leaders are being held over the weekend. Reaching an agreement may be, in many ways harder than actually going through that engagement because different areas may want different things, local leaders may say different things. We have been hearing, this morning, from the liverpool city mayor, laboursjoe anderson, he has been asked if he is frustrated in any way in terms of public compliance with the rules. I am as angry as anybody that the infection rate in my city is 3000 now, and it is between 600 and 700 a week, growing. I am angry and frustrated that as low as two and four following the rules. That is not good enough, but that is about us trying to win the hearts and minds, the government trying to win the hearts and minds and so its about clarity of messaging, consistency, people trust them and the people that are imposing those decisions on them, that they recognise that they are acting any response or away. At thisjuncture, im not convinced that people trust the government and the decision on what the government want to say. We have seen, as one in from the bma, we have seen a member of the sage committee, saying that the second wave, we have been talking about it for months, all entirely predictable, and the government needs to act faster. On the other side of course, is a huge economic demands too. Yes, there is the balance that is permanently being looked at and pored over by ministers, actually it does end up breaking some disagreement in terms of what the right balance is to strike. I think over this weekend, politically, one of the things the government is trying to do is to avoid the impression that this is a sort of top down imposition from westminster on areas, for example, in the north west of england, they want to get buy in from the local leaders, but as i said before, that is not necessarily a guarantee, and joe anderson, hes been speaking this morning, as we heard, he is saying that for liverpool, from what he understands, areas in liverpool and around the city are going to potentially beat be submitted to a tier three restriction, as it is known, as downing street tries to simplify the system, where we could see pubs under lockdown, restaurants are still able to open up until 10pm, but well have to wait for the details on monday. The British Medical Association says people are in danger of losing faith in the governments measures due to what it calls inconsistent messaging. The organisation has called for tougher restrictions in england, including making face masks compulsory in workplaces, making people wear masks in all outdoor settings where two metre distancing is not possible and toughening the rule of six so that only two households can meet. Pubs and restaurants across the central belt of scotland have closed their doors for 16 days. Opening hours and the sale of alcohol has also been limited across the rest of the country. A protest against the measures took place in glasgow, with bar workers dumping a large pile of ice outside the city chambers. Police scotland said additional officers would be deployed to ensure premises comply with restrictions. In wales, the city of bangor will go into partial lockdown this weekend as the government introduces new restrictions for eight council wards. From 6 oclock tonight, residents will not be allowed to leave or enter the areas without a reasonable excuse and can only meet outdoors. Bangor has around 400 positive cases per 100,000 people. To the us President Trump says hes stopped taking any medication for covid i9 just hours before hes due to hold an outdoor event with supporters at the white house. Speaking to a us news channel, mr trump also said hed been re tested for coronavirus but had yet to receive the results. Our north america correspondent david willis reports. What about symptoms that you had last friday. . In his First Television interview since being diagnosed with the coronavirus, President Trump engaged in what was described as a medical evaluation with a doctor from fox news. Right now, i am medication free. I am not taking any medications as of probably eight hours or so ago. Iam medication free, which, frankly, makes me feel good. I dont like medication. Later, he was asked had he tested negative since his diagnosis just over a week ago . I have been retested and i havent even found out numbers or anything yet, but i have been retested and i know that i am at either the bottom of the scale or free. Vague though the answer was, the president conceded he could have contracted the virus at a white house event such as this one two weeks ago, held to introduce his Supreme Court nominee amy coney barrett. Confined to quarters since his diagnosis, mr trump has been forced to look on from afar as his democratic rival joe biden hits the campaign trail with a vengeance. Having touted the idea of a mandatory mask mandate, mr biden seemed to be having some problems with his own at a rally in las vegas. But with just over three weeks to go before the election, he continues to enjoy a Comfortable Lead in the polls. Meanwhile, a second debate between the two men, that would have been due to take place next week, has now been officially cancelled after President Trump dismissed the suggestion that the event take place virtually as a precaution following his diagnosis. The commission on president ial debates, which organises the event, said in a statement. It is now apparent there will be no debate on october the 15th, and the cpd will turn its attention to preparations for the final president ial debate scheduled for october 22. President trump has also unveiled plans for a Campaign Rally in florida on monday a swing state badly affected by the coronavirus is about to welcome a president who, it is yet to be proven, is no longer contagious. David willis, bbc news, los angeles. For the First Time Since the coronavirus pandemic began, europe has seen more than a 100,000 new cases in a single day. The World Health Organization has called on governments across the continent to take decisive action. Lets talk through various developments across europe. Spain has declared a two week state of emergency in the madrid region, imposing travel restrictions to try to contain an outbreak there. The restrictions covers about 11. 5 Million People in and around the capital, where the infection rate is twice the national average. France has registered its highest daily increase in new infections, more than 20,000. Tighter restrictions are being placed on four more major cities, joining paris and marseille as zones of maximum alert. Poland will enforce the wearing of masks in public spaces from today. The country has reported record new infections for three consecutive days, rising to more than 4,700. On thursday, the Prime Minister would not rule out introducing a state of emergency if the number of cases continues to grow. And germany has seen its highest infection rates since april, at more than 4000 a day. Our correspondent in berlin, Damien Mcguinness told us the german chancellor, Angela Merkel, has warned of new restrictions coming in. Ina mac in a mac she met with the mayors of 11 of jamaicas mike in a mac she met with the mayors of 11 ofjamaicas mike larger cities and they came up with a plan that would kick in as soon as any city had more than 50 cases per 100,000 isa had more than 50 cases per 100,000 is a population over a seven day period, now that is the case, and a number of german cities because what we are seeing number of german cities because what we are seeing across germany number of german cities because what we are seeing across germany is a sharp rise in infection rates in urban centres. Officials say that is because people are simply socialising more in bars, restau ra nts, socialising more in bars, restaurants, but also in private homes, and they are really calling on people, particularly younger people, is what Angela Merkel said, to really rein in that socialising because the worry is the more people who meet, the more the virus is being spread, so the numbers in germany, although while they are still low and neighbouring countries, in comparison, they are in like they are high for germany, there are 5000 new infections in germany for the past three days now. It is worrying because it marks a sharp rise. The new restrictions which come in from today in those cities with that particularly sharp rise in infections, those mean that some of those cities are going to be closing times for bars and restaurant, for example that is the first time that i have seen such a thing since the 19405, i have seen such a thing since the 1940s, is a big step to do so, other as travel restrictions within germany, which is very unusual indeed, for example in berlin, if you want to go countryside, you can go for the day, but you cannot see the night. You cannot stay in neighbouring brandenburg, which is the state that surrounds berlin, in a hotel, or a holiday flat, it is really restricting peoples movements. It has caused a massive debate here as to whether that is the right thing to do, even that we now have holidays of the next few weeks and given that the government has said going on holiday in germany, and now you cannot even go on holiday in germany. Also, there isa on holiday in germany. Also, there is a big debate as to whether closing down bars and restaurants or limiting the amount of business, will actually combat the virus because we are not really sure, Officials Say it looks like it is being spread in bars and restau ra nts, being spread in bars and restaurants, but that Officials Say, it is looking like private parties and weddings. It is a lively debate here, but i think what is going to happen now is the mac over the next week or two, officials are going to monitors monitor the situation in big cities, and if the rates of infection stabilise, or go down, that we might see those restrictions stay or be easy might be eased off, but if the infection rising at this rate, then more restrictions will follow. But government has been very clear about that. Both armenia and azerbaijan have accused each other of violating a ceasefire over the disputed territory of nagorno karabakh, soon after it was meant to have come into effectjust over two hours ago. The planned truce was brokered after lengthy talks in moscow. These pictures were released by the azerbaijan defence ministry, which says it continued combat operations overnight and earlier today until the ceasefire came into affect. The truce is intended to allow for the recovery of bodies and an exchange of prisoners. Mark lobel reports. After nearly two weeks of fighting, a diplomatic breakthrough to allow a swap of prisoners and the deceased on the road to peace thrashed out in moscow. Announcing the humanitarian ceasefire after ten hours of talks, russias foreign minister Sergei Lavrov said substantive negotiations are ongoing, with the aim of achieving a peaceful settlement as soon as possible. If russia intervened militarily to defend its treaty ally, armenia, it would have severed its bilateral relationship with azerbaijan forever. And russia sells a lot of weapons, hundreds of millions of dollars of weapons to azerbaijan every year. If moscow continue to stay out of this conflict militarily, then armenians, on their part, would have started to question the value of the alliance. But for those on either side of this dispute over land, it is not yet clear where this proposed pause in the fighting will lead or how long it will last. There have been tactical successes for azerbaijan, but no major significant breakthrough, and the ceasefire parameters as discussed coming out of moscow, they imply that they will be based on a pre existing framework, which is also not a success for turkey. Turkey has backed azerbaijan politically and militarily in this conflict. It is looking to impose a new negotiations framework onto the situation and it doesnt look like that is going to happen thus far. And alongside the missing stability on the ground, there is a notable absentee at the diplomatic table one of the original architects of peace talks alongside russia and france namely, america. It helps to have the americans involved as well. We have leverage over the parties as well and we have a very large armenian american diaspora here in the United States who care very deeply about what happens in nagorno karabakh. And so this deadly cocktail of hostilities and mistrust in this fractious region looks set to continue, with few likely winners. Mark lobel, bbc news. The headlines on bbc news. Boris johnson will announce new measures on monday to tackle coronavirus in england with some areas of the north west warned they are likely to face tougher restrictions. Donald trump will return to the campaign trail later with a speech at the white house but wont confirm if hes covid free. Recognition for the uks un sung heroes of the pandemic as hundreds of key workers and volunteers are awarded in the delayed queens birthday honours. Lets return to the uk. The Prime Minister is expected to announce a three tier system of covid restrictions on monday, meaning areas will face different restrictions depending on how quickly cases are spreading in each area. Ive been talking to professor stephen reicher, who advises both the uk and scottish goverments on covid 19 measures, with a focus on peoples behaviour. Ina mac in a mac there are a number of rules of messaging, basic rules which are really important. One is clarity, for people to follow the rules, obviously the need to know what the rules are. And if it is too complicated, then people will stop following note the rules, not because they dont want to, but because they dont want to, but because they dont know what theyre supposed to do. For instance, if you look at early on in a pandemic, when there is a message, stay at home, over 90 of people understood it. The day it switched to stay alert, about only a third of people understood what it meant, but if the messaging becomes a skill and people do not understand it, they will not be able to follow it. A second principle is consistency. We need to believe that these measures are fair and that they are proportionate. We are beginning to see sense that perhaps there is an unfairness creeping in, of people talking about a north south divide, and so on. Again, they have to be completely clear criteria which has seen to be based on the science and are not unfair, which do not discriminate to different groups. I do think that a three tier system make sense, to the extent that firstly it is clear what people need to do and secondly it is people need to do and secondly it is people to see what the objective criteria is which determine the level of attractions, rather than an unfairness which treats some grapes differently because of who they are. There is of the many huge arguments around us, has the government based in london, and also in scotland, thinking about that, theres a lot of scissors about the chaos and some the messaging . I think they have been major problems with the messaging, of course the messaging is not only what you say, it is also what you do. It is very important indeed that those who are telling us to do certain things abide by that themselves. They have been problems along the way. I think we have got toa along the way. I think we have got to a point where the messages are, so to a point where the messages are, so complicated, that quite frankly the premise met Prime Minister does not know what they are. If he does not know what they are. If he does not know what they are, it is has asked us to abide by them. But do not we have to take individuals possibility . Surely everyone knows now what they are supposed to do or not to do . It is clear people are breaking the rules now. Actually, a lot of people are more exposed, they get the disease because we are more exposed, not necessarily because we have done something wrong. The groups that are most like to get infected are those who are most exposed, which is why it is not surprising that is the poor, the vulnerable and so on. In many ways, rather than blaming the public, it is far more important to support the public, so that everyone can do what is asked for us, so we asked our self isolate, we do notjust get edict from above, we get the support necessary i think if the government did more to support people, then there would be in a stronger position to ask us to take our responsibility, so i think this has got to be a partnership and so pointing friend thinkers. This is how it get through it. Nhs staff, key workers and fundraisers during the coronavirus pandemic have been recognised in the queens birthday honours list. They join celebrities including the fitness guru joe wicks and footballer Marcus Rashford. Our reporter Anna Collinson has more. The Manchester United star successfully campaigned for more than a million pupils to receive Free School Meals over the summer. What id like to do now that im in this position is just speak directly to the Prime Minister and, you know, just really ask for the vouchers to be extended until, at least until october half term, because i think thats what the families need. There were nearly 1500 honours, including six sage members, who provided scientific advice to the government. But its front line workers and volunteers who dominate. Unsung heroes like Laura Winningham obe, whose charity has provided nearly four million free meals to those in need since the start of lockdown. We were delivering to homeless shelters, homes forwomen fleeing domestic violence, homes with refugees, people that were destitute, with absolutely no access to public funds or food. Like captain sir tom moore, mr choudhury has raised money for charity, and like sir tom, it has been recognised by the queen. With no immediate sign of an end to the pandemic, this list is just the start of honouring our covid heroes. Anna collinson, bbc news. One of those honoured with an mbe is jay flynn. Hundreds of scientists from more than 40 countries have called for Global Action to protect whales, dolphins and porpoises. They say the failure to address threats such as pollution and over fishing means many species could be driven to extinction. Now its time for a look at the weather with louise. A brisk start, but the clouds are starting to gather as you can see, and in common, so of their showers are and in common, so of their showers a re really and in common, so of their showers are really quite intense. This has been a story over the last few hours, rain is moving out of scotland, Northern Ireland pushing into Northern England and north wales, but is this a weather front here, in the rain was start to weaken, but into showers, but some of this showers are still quite intense, plenty of isobars coming from a north westerly direction. A brisk wind, driving some showers throughout the day, throughout parts of scotland, as a weather front thinks its way south, and it sums up sharper showers with hail and thunder across england and wales. Between the two, that could be some dry interludes particularly for southern scotland, but not feeling very well out there for the time of year. Temperatures through the afternoon between ten and 40 degrees. Through this evening, we will continue to see some showers and some of them are quite heavy, across england and wales for a time, but they will gradually ease as we go through the night. Some clearer skies and lighter winds, those temperatures will fall away quite sharply. Widely single figures in towns and cities, and immoral spots we could see low single figures first thing on sunday morning. It should be a sparkling start, lots of sunshine around on sunday, lighter winds as well, just the risk of some sharper showers stripping down of the north sea, affecting the east coast. The west will see the best of the dry weather, sunshine as well. Between ten and 15 degrees at the afternoon highs on sunday. U nfortu nately, afternoon highs on sunday. Unfortunately, there is a risk of more rain around as we move into monday. Toppling across that high pressure, so we are going to see more wet weather moving on, and again, the isobars are squeezing through, still from the north west direction, temperatures are not going to alter that much. If you are caught under the cloud, with the rain and the wind, temperatures may well struggle to climb into double figures. We could see highs generally of 20 to 40 degrees on monday. Brightening up gradually into scotland and Northern Ireland, but it does look as we could continue to see wetter weather in the south, tuesday and wednesday, slowly drying up in the north. Take care.
