What we need to make sure its first of all be provided, a vision for how we are going to grow the economy, how we will build back better and how we will build back better and how we will build back greener, so what hes talking about is britains leadership in a green energy, a huge opportunity there for exports, opportunities to level up the country, to benefit places like teesside, the humber, scotland, wales, so this is about making sure of course that we deal with the immediate crisis, but there is a future pathway for britain to grow. But we are only talking about a couple of thousand jobs. Hes only talking about in financial terms £160 million. Even so, despite large government subsidies there are still problems with offshore wind. Is this really the vision for the future he
is talking about . Is he once again going for the big rhetoric powering every home, he cant guarantee that . Well, its tens of thousands ofjobs if you dont mind correcting you that. And of course, there are Jobs Available in data and digital, as well, so

If hed run for leader saying that some of his ambitions was to do a lot more offshore wind farms, im not sure he would have been elected leader, but the policy is quite coherent. The big difference between now and 2013 when he was rubbishing wind farms is the technology has come on leaps and bounds, the price of generating power in offshore farms is absolutely tumbling and soon it will be cheaper than standard forms of energy. By the end of this decade, it will be cheaper still, thats a forecast, so what he is saying is a genuine revolution in the way we get our energy, revolution taking place with or without government support, but the odds are he should be briefing this isa odds are he should be briefing this is a centrepiece for his vision for britain because right now this is a country in crisis and we need a solution a lot more inspiring than

It wouldnt be the sort of thing you go into an election in the middle of a pandemic . We dont have an election for a number of years. What we need to do now is put the measures in place for future growth. This is why the Prime Minister is laying out a long term vision. We need to take the steps now to get the economy growing because that is how, ultimately, we will pay for the huge sums we have had to spend as a result of this global pandemic. That doesnt sound like theres any more plans to replace theres any more plans to replace the furlough scheme which many people think needs to be replicated in some way. You mentioned the Job Retention bonus. Even hmrc have written to the government saying theyre not sure its a good use of taxpayers money and it certainly isnt a replacement for the furlough scheme. Thejob isnt a replacement for the furlough scheme. The job support scheme is much more costly to business than the furlough scheme its replacing because we are talking about employees working a third of their normal hours from november and the employer will have to pay 55 of the wage costs. we are, shared between the government, the employee and employer, so its a longer term scheme to tide us through until the long term vision that the minister has laid out gets sort of ramped up as we accept the covid crisis, so we need to allow the economy to adjust. The immediate furlough scheme was an emergency measure following a national lockdown. We are now in a position where we are keeping the economy going, we need to allow employers and employees to adjust, hence the shared costs of that scheme. Do you not accept we are still in an emergency situation that many people in industries that cannot go back to work are in an emergency situation . Of course we are in a very difficult situation, its extremely tough for employers and employees. But the answer to that is over the long term we have to grow our economy. That is the only way we are going to be able to pay back the costs we have
incurred through coronavirus, the only way we will keep people in jobs. This is why the green vision is so important and the technology. I have heard you on that. How do you grow the economy went 14 to 16 Million People are under quite severe restrictions and whole industries cannot operate at three covid levels . I agree it is not ideal but it is left doing a less restrictive than before lockdown. We are keeping schools open, work places open, that is what we have prioritised and that is very important example for the tradable goods we are exporting around the world. Of course he knows this is not over but he does want to give some kind of feeling of optimism about the future, some kind of answers to people who, as you say, i facing losing theirjobs, potentially, and going back, this idea that you are going back, this idea that you are going to have to retrain people, it is about skills. You have just lost yourjob in the Retail Sector you are not immediately going to start developing wind turbines. They need a lot of work to make sure people
have that hope that they have a future and a future career. But after all weve been through, it isnt enough just to go back to normal. We have lost too much. We have mourned too many. We have been through too much frustration and hardship just to settle for the status quo. To think that life can just go on as it was before the plague. And it will not. Because history teaches us that events of this magnitude, wars, famines, plagues, events that affect the vast bulk of humanity, as this
virus has, they dontjust come and go. They are more often than not the triggerfor an go. They are more often than not the trigger for an acceleration of social and economic change, because we human beings will simply not content ourselves with a repairjob. We see these moments as the time to learn and to improve on the world that went before. And thats why this government will build back better. And to explain what i mean by build back better, i will use a medical metaphor. Ive read a lot of nonsense recently about how my own bout of covid has somehow robbed me of my mojo. critics of my athletic abilities in any way they want. Im wrestling, like wrestling, sprint off, you name it. And yet i have to admit that the reason i had such a nasty experience with this disease is that although i was superficially in the peak of health when i caught it i had a very common underlying condition. My friends, i was too fat. And i have since lost 26lbs and you can imagine that in bags of sugar. You have to search for the hero inside yourself andi search for the hero inside yourself and i hope that individual is considerably slimmer. When you look at the general economic condition of the country, when we went into lockdown there was an analogy, a similarity, because we were on the face of it in a pretty good shape. We had a Record Number of people in jobs, we had record low unemployment, we were seeing growing
exports, and of course the only reason, as rishi sunak has pointed out, that in the last few months we have been able to cope with the cost of the pandemic, to look afterjobs and livelihoods in the way that we have,is and livelihoods in the way that we have, is that in previous years we had sensible conservative management of public finances. And yet, if you looked more carefully, you could see, and indeed many of us said so at the time, that the uk economy had some chronic underlying problems. Long term failure to tackle the deficit in skills, inadequate transport infrastructure, not enough homes people could afford to buy, especially young people, and far too many people across the whole country who felt ignored and left out, that the covenant was not on their side. And so we cant now define the mission of this country as merely to
restore normality. That isnt good enough. In the depths of the Second World War when just about everything had gone wrong, the government sketched out a vision of the post war newjerusalem sketched out a vision of the post war New Jerusalem that sketched out a vision of the post war newjerusalem that they wa nted post war newjerusalem that they wanted to build, and thats are what we are doing now, in the teeth of this pandemic. We are resolving not to go back to 2019, but to do better. To reform our system of government, to renew our infrastructure, spread opportunity more widely and fairly, and create the conditions for a dynamic recovery that is led not by the state but by Free Enterprise. We need to move fast notjust to deal with the immediate economic fallout, but because, after 12 years of relative anaemia, we need to lift the trend rate of growth. We need to lift peoples incomes. Notjust go back to where we were. And its
clear from covid that we need to be economic robustness to deal with whatever the next cosmic spanish may be hurtling towards us in the dark. Cosmic spanish. The only way to ensure true resilience and long term prosperity is to raise the overall productivity of the country. And the bedrock of National Productivity is of course something that we are responsible for, having great Public Services on which everyone, families, businesses, investors, can rely. That means first a great health service. And so its right that this government is pressing on with its plan for 48 hospitals, count them. That already eight under way and 40 more between now and 2030. We need to get on with recruiting the 50,000 more nurses and im proud that we have 14,000 more since this government came into
office. 14,000 more nurses now under this conservative government in the last year, and yet that isnt enough. We have seen the frantic global scrabble for vaccines, therapies, and so now we are doubling our funding for all types of revolutionary scientific breakthroughs, with a National Advanced research and project agency. And while youre at it, we will do what all governments have shirked for decades. We will fix the injustice of care home funding, bringing the magic of averages to the rescue of millions. Covid has shone a spotlight on the difficulties of that sector in all parts of the uk. And to build back better we must respond. Care for the ca re rs better we must respond. Care for the carers as they care for us. And if we we re carers as they care for us. And if we were to raise productivity and
encourage investment in the uk then there is one thing we must do as a matter of basic hygiene, and that is to fight crime. And so, yes, we are fulfilling our manifesto commitment to put another 20,000 officers out on the street, and i am proud that we have already recruited almost 5000, but a fan though i am of the police, we need to see results. Not just spending. We are also backing those police up, protecting the public by changing the law to stop the Early Release of serious sexual and violent offenders, and stopping the whole criminaljustice system from being hamstrung by what the home secretary would doubtless and rightly call the lefty human rights lawyers and other do gooders. In spite of a pandemic, the home secretary and i are having regular sessions with the chief constables and we look at the crime data across the country and compare performance
and work out what we can do to help. Town by town, we are reaching out the county lines drugs gangs causing so much misery, and in that sense, our agenda is basic socialjustice. When i talk about levelling up, i mean making the streets safer for eve ryo ne mean making the streets safer for everyone and when i talk about levelling up i mean notjust investing massively in our schools, delivering on our promise to raise per pupil funding to £4000 delivering on our promise to raise per pupilfunding to £4000 a head in Primary School in £5,000 in secondary schools, as was a £30,000 starting salary for teachers, im thinking notjust starting salary for teachers, im thinking not just about the starting salary for teachers, im thinking notjust about the inputs for the outputs, the changes in the lives of young people. And so i want to ta ke lives of young people. And so i want to take further and idea we have tried in the pandemic and to explore the value of one to one teaching. Both for pupils who are in danger of falling behind, and for those of exceptional abilities, we can all
see the difficulties, but i believe such intensive teaching could be transformational and massive reassurance to parents. Its in crisis like these that new approaches are born. And last week, we grasp a nettle that has intimidated governments for the last century. We effectively broke down the senseless barrier between further education and higher education, so its just further education and higher education, so itsjust as further education and higher education, so its just as easy to get the funding you need for a Training Course in engineering or it, as for a degree in politics or economics. Because we are offering every adult four years of funded post 18 education, a lifetime skills guarantee, from internet shopping to working from home, it looks as though covid has massively accelerated changes in the world of
work. As old jobs are lost and new jobs are created, we are offering free training for adults without a levels in vital skills, from adult care, to wind turbine maintenance, and the covid crisis is a catalyst for change. And there is one area where we are progressing with gale force speed and that is a Green Economy. The green Industrial Revolution that come in the next ten yea rs, revolution that come in the next ten years, will create hundreds of thousands, if not millions, ofjobs. Ican thousands, if not millions, ofjobs. I can today announce that the uk government has decided to become the world leader in low cost clean power generation, cheaper than coal, cheaper than gas, and we believe in ten years time, offshore wind will be powering every home in the country with our target rising from 30 gigawatts to 40 gigawatts. You
heard me right. Your cattle, washing machine, cooker, heating, plug electrical vehicle, will get the juice cleanly and without guilt from the breezes that blow around these islands and we will invest £150 million in ports and factories across the country to manufacture the next generation of turbines and we will not only build ones in the sea but windmills that float on the sea but windmills that float on the sea and are enough to deliver one gigawatt of energy by 2030. 15 times as much as the rest of the world put together. Far out in the deepest waters, we will harvest the gusts and by upgrading infrastructure in places like teesside, humber and scotla nd places like teesside, humber and scotland and wales, we will increase an offshore wind capacity that is already the biggest in the world. As saudi arabia is to oil, the uk is to
wind, a place of almost limitless resource, but in the case of wind, without the Carbon Emissions, without the Carbon Emissions, without the Carbon Emissions, without the damage to the environment. I remember how some people use to sneer at wind power 20 yea rs people use to sneer at wind power 20 years ago, saying it wouldnt pull the skin of a rice pudding. Well, they forgot the history of this country. It was offshore wind that puff the sales of drake and nelson and propelled this country to commercial greatness and this investment in offshore wind alone will help to create 60,000 jobs in this country and help us to get to net a zero Carbon Emissions by 2050. Imagine that future with high skills green collarjobs in wind and solar and nuclear, hydrogen and carbon ca ptu re and nuclear, hydrogen and Carbon Capture storage. Retrofitting homes. Ground source heat pumps. Mother
nature has savaged us with a covid. But with the help of basic natural phenomena, we will to build back and bounce back greener and this government will lead that green Industrial Revolution. We will create the conditions for individuals and for companies to flourish with a highly skilled low crime economy and if there was a physical audience in front of me now i would solicit cheers by shouting out the details of our revolution in transport infrastructure, the a roads we will upgrade, the rail lines we are building or electrifying, the simple ways in which we will improve your lives, your daily commute, but we must be clear. There comes a moment when the state must stand back and let the private sector get on with it. I have a simple message for all those in the Labour Party Think everything can be funded by uncle sugar, the
taxpayer. It isnt the state that produces the new drugs and therapies we are now using, it isnt the state that will held the intellectual property of a vaccine if we win, and it wasnt a state that made the gloves and the masks and the ventilators that we needed at such speed. It was the private sector. With its rational interest in innovation and competition and market share and, yes, sales. We must not draw the wrong economic conclusion from this crisis. Rishi sunak, the chancellor, has come up with some brilliant expedients to help business to protectjobs and livelihoods, but lets face it, hes done things that no conservative chancellor would have wanted to do exceptin chancellor would have wanted to do except in times of war or disaster. This government has been forced by the pandemic into erosions of
liberty. That we deeply regret. And to an expansion in the role of the state for lockdown enforcement and the many bailouts and subsidies. It goes against our instincts, but we accept them because there is simply no reasonable alternative. And yet, on the left, in the labour party, there are many who regard this state expansion as progress and who want to keep the state supporting furlough forever, keep people in suspended animation, and to keep the state spending almost half our national income. We conservatives believe that is a disaster and we must build back better by becoming more competitive both in tax and regulations. We need to make this the best place to start a business, the best place to start a business, the best place to start a business, the best place to invest, and we need to unleash the urge notjust to build, but to own. We need to fix
our broken housing market. When covid struck, there were millions of people, often young people, who found themselves locked down in rented accommodation without private space, without a garden, forced to use ironing boards for desks and bedrooms for offices, and i know there are many people who are very happy with renting and the flexibility that it offers. But for most people, it is still true the overwhelming instinct is to buy. And many of them simply cant, not because they cant afford the mortgage, but because they cant afford the deposit and the disgraceful truth is levels of owner occupation for the under 40s have plummeted in this country and millions of people are forced to pay through the nose to rent a home they cant truly love or make their own. Because they cant add a knob or a knocker to the front door and in
some cases they cant even hang a picture let alone pass it on to their children. Yes, we will transform this Planning System and make it faster and easier to build beautiful new homes without destroying the green belt or desecrating our countryside. These reforms will take time and are not enough on their own. We need now to ta ke forward enough on their own. We need now to take forward one of the key proposals of our manifesto of 2019. Giving young First Time Buyers the chance to take out a long term fixed Rate Mortgage of up to 95 of the value of the home vastly reducing the size of the deposit and giving the chance of homeownership and thejoy giving the chance of homeownership and the joy and the pride that goes with it to millions who currently feel excluded. We believe that this policy could create 2 million more
owner occupiers, the biggest expansion of homeownership since the 19805. Expansion of homeownership since the 1980s. We will help tone generation rent into generation by. We will fix the long term problems of his country not by endlessly expanding the state, but by giving power back to people. The fundamental life affirming power of homeownership and the power to decide what colour to paint your own front door. We believe in Global Britain is a proud independent and outward looking country and next
year we will lead the world at the g7 and 26 summit in glasgow with three campaigns to bring the world together, to heal the world, tackling the virus, tackling Climate Change, and championing globalfree trade. We have confidence in our values and our diplomacy and to be in no doubt that they are secretly scheming to overturn brexit and take us back into the eu.
