Bars in the french capital paris will be closed from tuesday, as part of new restrictions to tackle the spread of the coronavirus. Hello and welcome if youre watching in the uk or around the world and stay with us for the latest news and analysis from here and across the globe. Our top story doctor at the hospital treating donald trump for coronavirus has criticised the president saying, the irresponsibility is outstanding, after he left the hospital briefly to drive past supporters outside. The sudden appearance, which mr trump described on twitter as a surprise for patriots, came amid speculation his condition could be worse than admitted. His doctors say he could be allowed back to the white house today. But other medical professionals have warned its much too early for him to be discharged. Heres david willis. The us governments medical experts have advised coronavirus patients to stay in their room and only venture out if its medically necessary. Not this patient. Accompanied by secret Service Agents in protective gear, President Trump embarked on a slow drive around the Walter Reed Medical Center to wave to supporters whove maintained a vigil there since he was admitted three days ago. Great patriots, in his words, and whilst the president himself was wearing a face mask, few of them were doing the same. I love the job were doing. He teased the trip on twitter after paying tribute to those whove been treating him. So, its been a very interesting journey. I learnt a lot about covid. I learnt it by really going to school. This is the real school. This isnt the lets read the book school. And i get it. And i understand it. But some think he
hasnt learnt enough. An attending physician at walter reed, drjames phillips, described the drive by as an active political theatre that could cost the secret agents involved their lives, that the irresponsibility is astounding. Following several days of confusion and contradiction surrounding the president s condition, further details have emerged. Despite saying his condition continues to improve, his medical team confirmed that his blood oxygen level dropped twice in recent days and that they gave him a steroid typically recommended only for the very sick. Pressed about how their information had conflicted with that from the white house, the president s personal physician acknowledged he painted a deliberately rose tinted picture of his patients condition. I was trying to reflect the upbeat attitude that the team, the president that his course of illness has had. I didnt want to give any information that might steer the course of illness
in another direction. And in doing so, you know, it came off that we were trying to hide something, which wasnt necessarily true. What is true is that the president is being aggressively treated with a cocktail of drugs. These include dexamethasone, a steroid tested in the uk, it works by calming the immune system but is rarely used on patients who are experiencing only mild symptoms of covid i9. And despite being on a five day course of remdesivir, the president s doctors say he could be leaving hospital later today. With the president grounded, his democratic rival remains on the Virtual Campaign trail. Five days after spending 90 minutes on a debate stage with President Trump, joe biden has tested negative for the coronavirus. Senior democrats say they hope the president s diagnosis will change his attitude towards the coronavirus, but that remains to be seen. Davis willis, bbc news, los angeles. So how risky was that decision of donald trump to take a drive by in his motorcade . New york city Epidemiologist Dr syra madad gave this warning. He is absolutely still infectious. He is still early in his clinical course of the disease. Its very mind boggling that he is not even following his own institutions Public Health advice of actually isolating and not exposing additional individuals. He is obviously in a close quarter vehicle, windows are up, with other individuals within the car, so he is potentially exposing others. It is a reckless type of behaviour. Not only does it have health implications, it has epidemiological, clinical and overall Public Health implications, certainly it was a bad idea. It was more of a political stunt than anything, to just really show that he is well. But he isjeopardising the health of many others. This really is a very alarming situation. And while his Clinical Care team says he is doing well, he is clearly not out of the woods. We know that with covid i9, from the symptom onset to icu, it is about ten to 12 days, so he still has some time to see if he is actually out of the woods. Based on the treatment, while there is a lot of ambiguity about his clinical course and what date he is in, based on the current treatments that he is being given, it seems as if he does have a more severe state of the illness. We can speak now to the cbs news correspondent, naomi ruchim, outside mr trumps hospital. So we have heard some reaction. Tell us so we have heard some reaction. Tell us more . Well, we know the president could return back to the white house as soon as today, that is what his doctor said yesterday during a press conference. Whether that will happen, we should find out later
this morning. They usually have some sort of announcement sometime in the morning, in the next couple of hours. We have learned more about the treatment of the president has been receiving. That includes some severity of his symptoms as well. The white house doctor has confirmed the president has experienced two drops in oxygen since the start of his illness, and also he was running a fever earlier but he is now fever free, it seems. He was on an antiviral drug. He has also been on supplemental oxygen at least once, although that was before he got to the hospital. The question now is whether he will return to the white house today. But you have to keep in mind he is not returning home like any of us would return home. The white house has a lot of Medical Equipment available, he will have an entire team there. Just because he is returning home doesnt mean his fight against this virus is over. And of course the election is early
next month. Before he got this virus the polls suggest that his opponent, joe biden, was ahead of him. What are the opinion polls suggesting now since he has been diagnosed . Well, the polls are still showing that biden is ahead of President Trump at this point. But again if you think about four years ago at this point, the polls also showed that Hillary Clinton was ahead of President Trump. The still plenty of time to go in this campaign. The president has been trying to show his strength. He has these massive rallies that his supporters really thrive on. That is why we saw him yesterday doing a bit a little wave to supporters, although it was quite controversial. Thank you. Join us later on the bbc news channel where we will be answering your questions on President Trumps health, and how it might impact the us election. Public Health England say the cases were not entered into the National Computer system. They were added over the weekend, leading to a dramatic spike in the numbers, as Frankie Mccamley reports. The test and trace system has come under intense scrutiny, as ministers try to assess the rate of spread of the virus. This wasnt helped when the government announced a technical issue that meant some cases last week were not recorded at the time. Last monday, just over 4000 uk cases were confirmed. That rose to a then high ofjust over 7000 on tuesday. The following days the daily total remained stable,
varying between just under 7000 to just over. Then over the weekend, Public Health england confirmed nearly 16,000 cases of covid 19 in england had been missed last week. Labour has criticised the government. The Shadow Health secretary wrote, this is shambolic. People across the country will be understandably alarmed. He has called for the Health Secretary matt hancock to come to the house of commons later, to explain what happened. Health officials have said of the it problem has been contained and the issue did not affect people receiving their test results. But it does mean people in contact with those testing positive were not approached when they should have been. The error comes at a tricky time for the government. It wants people to have confidence in track and trace, but this may hamper that. Frankie mccamley, bbc news. Lets talk to our Political Correspondent nick eardley. Is the Health Secretary going to go to the house of commons and explain what is going on . The answer is yes. He will be there at 3 30pm. I suspect he will get a pretty hard time. There are two key things to ta ke time. There are two key things to take away. One is the fact that the figures we have been looking out over the past few days are not necessarily correct. That undermines confidence in them. But it also means that when we look at where the disease is worst, we might not be getting the full picture. Because we think that a number of the tests that have not been added to these figures are from the north west. It will be really interesting to see my once they are added, whether it changes the areas which are seen those extra restrictions, how badly or well they might be doing. The second thing is there are practical implications. As well as not adding those figures to the overall numbers, although people who tested positive were told their contacts
werent necessarily traced, and that creates an issue because some people who could potentially be carrying the virus, or should be self isolating, have not been told to do so. Now this morning, the work and pensions secretary, therese coffey, was asked about this. Here is what he said. For the number of people who have not been through the process of deciding whether they need to be contacted to isolate or not, recognise what you are saying. The error has been picked up and it is being dealt with. I dont think theres anything we can change about history, can only change how we make sure that the sort of errors do not happen again in the future. Later in the morning she did say that she now thinks the majority of people who needed to be traced have been. But it does, as i say, it creates this question over all the stats we are seeing and the government will have a bit ofa seeing and the government will have a bit of a job this afternoon, i think, trying to persuade us all it is on top of this. Yeah. Her saying
later on the majority of people who needed to be traced have been, the point is you have to do it within 2a hours, really, which is when it is most effective . Yeah, that is the key thing. The fact this is potentially be left for a number of days may mean the government and Health Officials are not in total control of this. It was really interesting watching the Prime Minister yesterday on the bbc admitting test and trace wasnt as good as it could be, but if you cast your mind back a few weeks, this was a key pa rt your mind back a few weeks, this was a key part of the governments strategy, this so called world beating test and trace system in england, which they hoped would help the government and Health Officials keep on top of it and really make sure that everybody who potentially could be spreading it was been told to stay at home. This is another example where that is not happening. So asi example where that is not happening. So as i say, when it comes to persuading us all that system is working and the government can get on top of it again, although they are saying they fixed this glitch, i think people will want to know more
about what they are going to do about what they are going to do about avoiding again. Thank you. The headlines on bbc news. Questions over how and why 16,000 coronavirus cases were missed out of the official figures last week. President trump is criticised after taking a ride in a motercade to greet supporters outside the medical centre where hes being treated for coronavirus. In a video posted from hospital, he says he now bars and cafes in paris will be closed for at least 15 days from tomorrow, as the french authorities try to combat a rise in covid 19 cases. Restaurants will be allowed to stay open by introducing further safety measures, while universities in the capital have been told to halve the number of students. The city of marseille closed bars and restaurants last week. David chazan is a reporter based in paris and told me more about the new measures. These new measures are being triggered because paris is now considered to be what the french authorities call in
the maximum alert zone. Thats because the number of cases is more than 250 per 100,000 inhabitants. Over the weekend, we saw that france reported nearly 17,000 new cases on saturday alone, which is the highest its been since mass testing began in july after the lockdown. So theres considerable worry about what could happen over the next few weeks if the number of infections continues to increase. The purpose of these restrictions, really, is to avoid a national shutdown, which the government says france simply cant afford. France has ploughed colossal sums of money into keeping the economy afloat during the lockdown and now trying to revive it. So economically, it would be catastrophic to enforce another lockdown. So the french authorities are trying to find other ways of, as president macron puts it, living with the virus. Yesterday, we saw the interior minister saying that he realised that closing bars and cafes in a city like paris would be a considerable hardship because, as he put it, the french are a people who love to drink and go out and kiss and socialise, but its absolutely necessary if the authorities are to succeed in avoiding shutting down the economy again. The president of the european commission, ursula von der leyen, has confirmed she is self isolating after coming in to contact with someone whos tested positive for coronavirus. In a tweet, ms von der leyen said
rescue teams in france and italy are continuing to search for survivors from the flash floods caused by storm alex. At least four people have died and up to 20 are still missing, including a group of eight people who were seen being swept away. Paul hawkins reports. This was the picturesque town of Breil Sur Roya in the french alps. But four months of rain in just one day meant devastating landslides have cut off the town. Translation all i worry about is my kids down the valley. I cant reach them. I have medicine, i have everything i need to but it is stress, it is anguish. Rescue efforts are concentrated here with roughly 1,000 firefighters backed by helicopters and the army, the french government declaring the wider region a National Disaster zone. Two hours drive from here is the village
of saint martin vesubie, population 1,400 or at least, it was. It is also now cut off by the aftermath of storm alex, so many are leaving. Translation i left with this, a nightgown, and there you go. This is what i have left. What i have on me is not mine. I dont have a car any more. We have anything any more, like half the village. Translation i was on the top floor of the hotel next to the river. I realised it had doubled in volume and then it spread out across the entire width of the hotel. It was scary. We could hear the creaking noises, the shaking because of the rocks hitting the walls, which were falling down, and being in the dark was even worse because we didnt know what was going on. Many are being evacuated by helicopter here to the city of nice, 55km south, where aid is being packed and sent out of villages across the region. Meanwhile, a ito minute drive from here along the coast of italy, the city of ventimiglia is also cleaning up. With shops and restaurants destroyed by the water, many are asking the government to declare a state of emergency. Translation look, its quite a disaster. I had a lot of goods to throw away and for the whole market it is the same. It is a disaster. Translation this is the first time. I have never seen this before. Im 45 years old and i have never seen that. 25 years ive been in the market and i have never seen that. With both france and italys economies hit badly by the pandemic already, this is the last thing they needed. Paul hawkins, bbc news. All 127 of the cineworld and picturehouse venues in the uk will close, temporarily, from thursday. Also closing are the companys 536 us regal cinemas. It comes after another delay
this weekend to the release of the nextjames bond movie, no time to die. The company says itjust doesnt have enough films to show potential audiences. More than 5,000 jobs are at risk at the companys uk venues. Experts say the delay of bond is a huge blow. I thought bond would be the saviour, i have to say, that last minute he would defuse the bomb as he normally does, and save the world and save cinema. I still think he could have done it, to be honest. He could have had a good long run, he could have been here over christmas, been the only show in town, but sadly that is not going to happen. What british cinemas need is a british product. The cinemas we have seen successful around the world, in china, korea, they thrive on local product. People want to go and see films that reflect their own culture. Bond was perfect for that, for british screens. A little more about President Trump and the impromptu appearance outside
hospital, which he described as a surprise for patriots. 0ur north america editorjon sopel was outside the Walter Reed Hospital near washington dc. He was leaving hospital but i dont think he was going back to the white house. It was the most extraordinary scene. You can hear the noise. They have closed the road. Police suddenly fanned out and cleared of this huge highway behind us. Im thinking, who would you clear the highway first for . The first lady . Then we see the convoy, familiar if you live in washington, the president s convoy driving incredibly slowly, first down one side of the road, you could suddenly see these people going mad, its obvious it is the president , then he goes down about half a mile, does a u turn and the convoy comes back in this direction. About six feet away from me the president is waving. And waving again. And he goes down the
line very slowly. It was the most unbelievable thing ive seen. Everyone in all the cars were wearing masks. At the president , who was diagnosed positive with coronavirus 36 hours ago, has done a drive past. Who would have thought that . Quite extraordinary, the most unbelievable thing. One of the things thats hugely increased in intensity since donald trump fell ill, is the amount of wild speculation on social media, and conflicting messages from the white house over the weekend have led to yet more conspiracy theories. Im joined by our specialist disinformation correspondent marianna spring. We are going to need you are in absolutely every day. 0ver we are going to need you are in absolutely every day. Over the weekend allsorts of stuff online . Yes, on friday when the news initially broke social media was full of conspiracy theories and this information. Thats where this information. Thats where this information. The conflicting information. The conflicting information from the white house especially on saturday about how it
trump was, when he had initially been diagnosed with coronavirus and what treatment he was receiving, resulted even more conspiracy theories. It is always important when we talk about the story to remember the political backdrop. The us election is approaching. The white house want to put the best spin on this possible and opponents of trump are looking to attack him as well. That results in a lot of disinformation. For example, we have seen suggestion from republicans that the democrats deliberately tried to infect trump with coronavirus at the president ial debate last week. No evidence to support that. We have also seen on the other side those who oppose the president suggesting that he is faking it as part of an attempt to win votes. We also saw suggestions, because people thought perhaps he was ill before we realised he was, that there was a body double used in the clips we saw towards the end of last week, or even the suggestion that he was hooked up to an oxygen tank. No evidence to support this. We now know that trump has received oxygen. 0n the extreme fringes of this, conspiracy theorists have been saying he has been pretending to have coronavirus as part of a secret plan to arrest a lot of the elites. Qanon conspiracy theorist believe he is fighting a secret war against paedophiles. A few of them have been standing outside the hospital where he is. Why is it such a fertile time for conspiracy theorists . We get them all the time, but it is right now, isnt it . Yeah, the situation isa now, isnt it . Yeah, the situation is a perfect storm, although it is a bit of a cliche. Firstly, when there isa bit of a cliche. Firstly, when there is a big event like this, a world leader gets coronavirus, a world leader gets coronavirus, a world leader who is an elevated risk, that causes worry, panic, confusion and so there is the expectation of conspiracy theories and speculation, what with the us election approaching, this whole thing has been politicised. Lots of people have been critical of trump macro. That makes it ten times worse. We have also got extreme groups like qanon who use social media to spread political disinformation. When we have official sources like we saw at the weekend, like his physician admitting that actually hed been upbeat and potentially exaggerated the upbeat nature of President Trumps illness, having to go back on that, when the official sources dont appear to be trustworthy, whats your advice for spotting the disinformation . It makes it a lot harder when those sources that we had hoped might give us clear m essa 9 es had hoped might give us clear messages and straight facts, are not doing that for quite obvious reasons, because there is an election coming up and they might wa nt to election coming up and they might want to make it look a certain way. The first thing to think about here is bias. Think about why a post has been shared or why a statement has been shared or why a statement has been shared. Think about whether they are trying to attack trump or
make the situation look a certain way. So who benefits . Exactly. Think about emotions. You might feel angry, worried, upset. That makes you more inclined to believe things. Haps otherwise you would be sceptical. Also, interrogate the source. If there is no evidence to support the claim, if it is just unconfirmed speculation, it is not worth sharing it. One thing we find difficult to sit with his not knowing the answers but when officials are not necessarily telling us what is going on, sometimes we have to sit with the fa ct we sometimes we have to sit with the fact we dont know what is going on. Thank you very much. In russia, a Village Office cleaner has triumphed over her district mayor boss, in a local election, but without really intending to do so. Initially recruited to run as a technical candidate, to make the election seem democratic, Marina Udgodskaya won by a landslide over the incumbent mayor, who belongs to president putins united russia party. Petr kozlov of the bbcs Russian Service reports
this is the Russian Village of povalikhino, about 400 kilometres north east of moscow. It is fairly quiet, rural and. Oh, my mobile phone does not have a signal. People go about their daily lives and nothing indicates for any political change. But change is here. Povalikhino and surrounding districts recently voted in a new mayor. Her name is Marina Udgodskaya, and she is a bit different from her predecessor. For years Marina Udgodskaya worked as a cleaner in this building, the office of the local authority. She never had any political aspirations. Nikolai loktev represents united russia, the party of power and of president vladimir putin. He has been the mayor of the district for several years. In september he ran for re election. To ensure victory, he picked the opponent himself. Under russian law, there should be at least two candidates on the ballot. Udgodskaya was what is called a technical candidate, a stand in to make the election look real. Translation i asked her and she agreed. Had there been another option for a candidate, i wouldnt have asked her. People backed her. Well done to her. I dont see anything unusual in her victory. I am grateful to herfor accepting. And for the newly elected mayor, how did it feel to win . Translation i feel fine. I was a bit surprised at first. If people elected me, i will work for them. We followed udgodskaya on herfirst mission to a rural village. She met a voter who backs her all the way. Translation of course we believe in her. We are proud of her. Were sure she will do a greatjob. Tactical voting, supporting any candidate other than the ruling united russia party, is the idea promoted by opposition politician alexei navalny, the man who claims his recent poisoning by novichok was orchestrated by president putin. The people of povalikhino may or may not support navalny, but the fact remains that they voted for a new face. Could this be the road other villages and towns will follow . President trump is criticised after taking a ride in a motorcade to greet supporters outside the medical centre where hes being treated for coronavirus. learned i learned a lot about covid 19. I learned it by going to school, the real school. This is not the lets read the book school and i get it andi read the book school and i get it and i understand it. President trump remained in hospital overnight following that drive by of supporters overnight. Lets return to our top story President Trump whos tested positive for covid has remained in hospital overnight
following his controversial drive by past supporters gathered outside. Lets recap what we know early friday morning, the president tweeted that he and the first lady melania had tested positive. His doctors gave him an experimental drug cocktail, regeneron. Later it emerged he also received oxygen. That evening, the president left the white house via helicopter for the walter reed medical centre. On saturday, mr trumps doctor briefed the press saying his symptoms were improving and he was extremely happy with the progress. But a statement from mark meadows, white house chief of staff, differed considerably he said he and the doctor were very concerned. Weve also now been told that the president began taking the steroid dexamethasone after his oxygen levels dipped again on saturday. On sunday, mr trumps doctor gave another briefing and said he now hoped to plan for a discharge as early as monday to the white house. The doctor also called the chief of staffs comments misconstrued. Then, on sunday afternoon, President Trump left the hospital to wave to his supporters in a motorcade a move that has been criticised as insanity by one walter reed doctor. Lets speak now to dr leslie vinjamuri,
director of the us programme at chatham house, which is a think tank analysing Major International issues and current affairs. Good morning to you. What is your assessment of how the president ial election, early next month, will be impacted by whats happened over the last 48 hours or so . I think its still four weeks tomorrow until that vote ta kes still four weeks tomorrow until that vote takes place, we know a lot of americans are already casting their ballots a nd americans are already casting their ballots and remember we know that more than 90 of americans already knew even before the debates on tuesday last week, they knew how they planned to vote and i think my very strong suspicion is that those who have already made up their mind will continue to exercise their vote for the candidate they already choose. There is some polling suggests theres been a bit of a sympathy turn of events for the
president. But we are still several weeks out and i think the messaging over the weekend which was very, very mixed, has led a lot of people to double down on their prior views of the president. Those who see him as having been irresponsible, not encouraging americans to wear face masks, denying the existence of covid, or reading the events of the weekend as a president who is very tragically unwell, everybody wants him to be well but i think when they saw him go out in the motorcade and the feeling that he put the lives of his Staff Members at risk, anybody who would have been in the hospital, of course, would be confronted by the president is very unwell. And remember, he is in a car that is hermetically sealed, weve heard an attending physician tweet, he is in attending physician tweet, he is in a car in which the prospect, the risk of spreading covid 19 is very,
very strong because its sealed. I think people who are suspicious and sceptical its very unlikely at those votes will change but remember, we are several weeks out soa remember, we are several weeks out so a lot has happened. Think back one week to where we were in this race, we have moved so far beyond that in the last seven days. We dont know the answer to this but what do you think, will this illness stopped President Trump holding Campaign Rallies and standing in front of crowds over the next few weeks . I think we would like to hope that it will. I think none of us would have imagined that President Trump, having had struggling with oxygen levels, having taken the kind of therapeutics that hes been administered over the weekend, none of us would have imagined this man would have been in a car waving to his fans. We certainly wouldnt expect that he would be on the
debate stage in person on october the 15th, nor he would be campaigning apart from online but i think at this point the only thing we know is that our expectations, weve been surprised time and time again but the medical advice was certain to be, surely, for the president to self isolate. And also to protect herself. Remember, the effects of covid run for a very long time, certainly, someone in his age category and with his risk factors, so it would be very surprising if he was back out on the campaign trail. We will see. Thank you for talking to us. More now on our top story this morning, that nearly 16,000 people who tested positive for coronavirus in england werent entered into the test and trace system, because of a Technical Glitch. Although the people who tested positive were informed, there was a delay in tracing
their contacts, who may have been exposed to the virus. It also meant the cases were omitted from last weeks daily figures for the uk, leading to dramatic spike in numbers over the weekend. Paul hunter is a professor of medicine at the university of east anglia i started by asking him what his reaction to the news was. Its quite disappointing, really. It would not be unusual to find occasional slip ups and errors in any occasional slip ups and errors in a ny syste m occasional slip ups and errors in any system like this but for one quite so substantial, it is indeed very disappointing. Ok. So what does it tell us about how the system functions . Well, we dont actually really know what went wrong with this system. In theory, any laboratory this system. In theory, any la boratory test this system. In theory, any Laboratory Test that is positive should be automatically bite some computer algorithm, reported to the test, track and trace central database test, track and trace Central Data Base and be test, track and trace central database and be included in the dataset. We dont know why that did
not happen. But as you say, one of the big concerns is individuals who are the big concerns is individuals who a re co nta cts the big concerns is individuals who are contacts of these cases wont necessarily have known that theyve actually been in contact and also, people who get a positive result, although you can fairly easily find out in the media that you should actually come as soon as you have a positive result, self isolate, i think one of the important things about test, track and trace is that when you are contacting people, you are actually also reinforcing the message that people should self isolate and if that reinforcement was not happening because the test, track and trace system was not getting to hear about these results, then its quite plausible that people will have been continuing to expose others as well. Yes. If there are 16,000 positive
tests, imagine how many tens of thousands of contacts that involves . Which means that this glitch, Technical Glitch, which makes it sound almost anodyne, actually, it is leading to the spread of the virus . Indeed. Absolutely. And you are quite right. The number of individual contacts that people have cant be just one or two but it can actually be very many and for that to be delayed, especially when you consider that the disease is most infectious around about the time that people develop symptoms, so the time gap that you have to let people know that they should self isolate, contacts, is quite short. And certainly, a large number of people will have continued to be wandering
around, potentially infecting other people during the last few days. Do you think it leads to a loss of trust in the whole system . you think it leads to a loss of trust in the whole system . I think it certainly will do. One of the issues as many people have said on your programme, that when you are expecting a large group of people like the uk population to make major changes to their lifestyles, they have to have trust in that what is being told to them is actually the case and anything like this, that undermines trust, will have a negative impact on peoples behaviour and preparedness to do the right thing. One of the cruellest effects of coronavirus has been its impact on the residents of care homes. An estimated 18,000 of them died according to Amnesty International and those who survived were cut off from their loved ones
for weeks or even months. Those are figures for the uk. With positive cases on the rise, many care homes are once again bringing down the shutters but this time a growing number of relatives are demanding the right to visit. Jayne mccubbin has been to meet some of them. Life is not worth living, really. She just cries and she isjust saying, take me home. What do you tell your mum in those moments . Um. Youve been broken by this, havent you . Yes, yeah. Well, sometimes, ill. I will write to her. I will say to her that im going to bring her home. With new restrictions across the uk,
hundreds of thousands of people are once again separated, isolated and heartbroken. Her care home locked down at the beginning of march. Seven months later, they are still locked down. In six months, nicola has seen her mother only twice on a garden visit. Now, even they are again banned. She said to me the other day, i would rather die than be locked up. My mums brother died in april. She says to me, how is louis . He was her best friend. As well as her brother. He died six months ago. I cant tell her that. Theres nobody there to comfort her. And how long is this going to go on for . But, with a quarter of all covid deaths in care homes, Officials Say this is necessary to protect people like maggie. I dont really want protection, thank you very much. She has survived covid but now faces isolation. Maggie has ms, and in window visits with her daughter, she has been able to articulate what many feel. What do you feel about these window visits . They are inhuman. And last week, emma broke the news that even these visits have to stop. Ijust feel like crying. Covid is going in the back door, and the front door is being shut to families. How long is that going to go on with my mum . I dont know how long maybe a few months, a few weeks, ten years. But the average Life Expectancy in a nursing home is two years. Its a difficult line for care homes to walk. This home has had no covid deaths and no visitors, because its in an area that has had constant restrictions. We didnt lose anybody. But are you concerned that in protecting people so fully, so brilliantly, from covid, that there is another risk moving forward, that they might lose hope . There is a risk, and its scary, because weve done everything we can to replace the affection
given by the family, but we are not family. Until we are certain that nobody has got it, its too risky. Have you got a photo or Picture Frame or anything . After six months facing down the threat of covid. Jayne, this is a picture of mum. This is teresa. Care home residents are now fighting a new battle to maintain hope. She looks like you. A lot of people say that. Is this 0k . A threat as deadly as the virus itself. Perfect. This is when you are still able to go out walking. He was still steve then. Visits are now banned across much of the uk. In england, the government says its priority is infection control, and its invested in technology for care homes to keep people like sally and steve connected. Im sure he must feel abandoned. But technology, she says, cant replace touch. I see it in his eyes when we are skyping. Its just heartbreaking. Steve is in there somewhere, but, without being able to look, hold his hand, hes not really understanding. Theres got to be a middle ground, a way of managing the risk. 0k, mum. I will see tomorrow, i love you. This is the last time phil said goodnight to his mum before lockdown. They said we cant let you in unless its end of life. Well, a few weeks later, that happened. I got that call. He and his sister sat with alywn for 48 hours. She rallied to such an extent that she was considered no longer to be close to death. And because of that, their visitation rights were once again stopped. A week later, she died. It was taken away, it was taken away. And its cruel, itsjust so cruel. Theres no words that can
express it other than that. As we approached and waved, she just literally broke down. She just kept saying, its been too long, and im too sad. We drove home that day and we said to ourselves, why are we all accepting this situation, why . Its enough. We must do something. Jeny and diane started a petition to give key relatives the same access to tests as careers. as carers. Today it has over 130,000 signatures. We kept thinking, its going to get better soon, its going to get better soon, and suddenly people have reached the end of absolute tolerance. Canada has guaranteed that safe visits would be allowed, even during a care home outbreak. They have taken the last thing in life he had left, which was love. Scotland is due to make an announcement on this within days. Shes not able to express herself no more. Ive lost the best of her. Pressure is growing across the rest of the uk to do the same. Jayne mccubbin, bbc news. Lets bring you this news, justin. The winners of the nobel prize for medicine have been announced. Three men. Two americans and a british man. Harvey alter and charles rice. Along with the british man michael horton. For the discovery of the hepatitis c vaccine. The jury said the three were honoured for their contribution to the fight against blood borne hepatitis, a major problem that causes cirrhosis and liver cancer in people around the world. Many countries are currently experiencing a rise in covid 19 cases but one region is going in the opposite direction. According to the world health organisation, confirmed cases in africa have been decreasing for the past couple of months. One of the countries which has been Getting International praise for the way its handling the disease is senegal. Since the first case was confirmed in early march, it has managed to contain the pandemic. Mayeni jones looks at how. Friday prayers in west africas largest mosque. In the era of covid 19, some places of worship have been hotspots for the disease, but not here. Senegals experience of previous outbreaks including zika, dengue fever and ebola has been crucial. I think the experience of senegal dealing with disease has been key to its current success, as the structure, the ecosystem for the disease has been reused and re adapted to covid 19. There have only been 15,000 confirmed cases here, and around 300 deaths. Just 26 patients are on ventilators and infection rates are decreasing. Rapid testing is the cornerstone of the countrys containment strategy. Lab capacity has been beefed up and results come within eight hours. Senegal has seen some
small outbreaks. Ibrahima caught the virus along with 60 of his colleagues back in april. Initially, the Emergency Call Centre thought he had malaria. Translation they thought i wasnt sick. I told them my temperature wasnt particularly high but i had lost my sense of taste and smell. They thought i was just scared because my colleagues had tested positive. Raising awareness of the disease has united musicians and policymakers. A global index by Foreign Policy magazine gave the country the highest possible score for its communication strategy. Whether it is on the streets, through music or in the countrys mosques, the messaging is clear. African countries like senegal have successfully avoided the doom and gloom predictions made at the beginning of the pandemic. The entire continent has only had about one million cases. Numbers peaked in july, and although the Africa Centre for Disease Control says more testing is needed, the continent hasnt had the levels of coronavirus seen in other parts of the world. Now, senegal is keen to maintain the progress made so far. At the height of the pandemic, temperature checks were widespread, but these have largely been relaxed. But with four Million People expected to attend a religious pilgrimage this week, authorities here will have to remain vigilant. Research by a charity suggests more than 670 Homeless People died in the uk in 2019. The study by the museum of homelessness found almost 40 were living in some form of temporary accommodation. Rachel stonehouse reports. What was george like as a brother . He was everything that you would want in a big brother. Loyal, he was funny. I know some people dont really get on with their siblings
but i was always very, very close to george. I adored him. George died while staying in a hostel called wick house in bristol which claimed to offer support for addiction and mental health. George was very intent on getting over his addiction and to that end, not for the first time, he stopped drinking completely and there was ultimately no alcohol in his system when he died. But he appears to have had a seizure during the night that he died. George was found in a pool of blood, with injuries to his face and neck. The police initially thought he might have been murdered but a postmortem recorded his death as sudden, unexpected death and alcohol misuse. But almost four years on, his family are still searching for answers. There wasnt any support, largely, these people are left to their own devices. Weve been to a certain extent in limbo as well over the
years because we didnt have the closure. To me, it feels in that area, Vulnerable People with alcohol addiction, it is a bit of a grey area and people are exploiting that. In response the charity told us the number of deaths was comparatively low and people with addictions live a precarious existence. They also said they could not have monitored residents over time. All all the time. Following a Charity Commission investigation, wick house is now run by a new organisation but ive discovered similar stories across the country like the shuttleworth hostel in london, which has more than 100 rooms. In 2019, there were three deaths here in the space ofjust two months and like wick house in bristol, concerns have been raised about the conditions inside. John and nigel, two former residents, wanted to share their experience of living there butjohn did not want to show his face. My room was a bathroom. In as much as what had happened, they took the bath out and
stuck a bed in it. It was not a home at all. It was somewhere to put your head at the end of the day. If you could sleep. When nigel was there, a decomposing body was found. Three or four days, it had been rotting there, there was a guy in the room next to it, he could smell it, there has to be something done, an investigation. In response, the management of the shuttleworth hostel told us it meets all laws governing temporary accommodation and does not tolerate violence or aggression among residents. A project called the museum of homelessness has been recording the number of deaths of People Living on the street and in hostels. 40 of those who died were living in temporary accommodation. There is a great deal of variety in the kind of support that people are receiving, some places are commissioned through local Authority Funding but some are kind of privately run, particularly in cities where there is not so much accommodation available. People are very often
warehoused together and that can lead to all sorts of problems and theres been huge cuts to Homelessness Services over the last ten years and that has created a real issue and we are seeing, sadly, rising numbers of people dying in temporary accommodation, thats what we found with our research. I think the government really needs to get to grips with it because theyre not, at the moment. Councils in england spent more than £1 billion on temporary accommodation last year and concerns have also been raised about the lack of regulation in parliament. For the families affected, they say they wont give up. As long as i havent got the answers, i havent got the inquest, the answers about the death of my brother that i need, ive got no intention of ever stopping. Rachel stonehouse, bbc news. Well the ministry of Housing Communities and local government has issued a statement, it says we are clear that all supported housing must be of good quality and meet the needs of the vulnerable
people it supports. We are working closely with councils and relevant partners to develop a range of measures to help ensure that oversight is strengthened. Youre watching bbc news. Now its time for a look at the weather with susan powell hello. After a weekend of relentless rain, something drier to take us into the start of the new week. A little drier, it wont be completely dry, further showers on the way but they should at least be interspersed with dry intervals and hopefully a bit of brightness. This swirl of cloud is the remnant of storm alex, the same low and heavy rain, devastating rain in parts of france and northern italy through the weekend, many parts of southern britain saw a months worth of rainfall in just a few days. Rain to come for wales and Northern Ireland into the afternoon, solid cloud, the remnants of a weakening weather front, the centre of the low
pulling into the north sea, showers slipping into eastern scotland and across eastern counties of england through the afternoon but at least, some drier interludes. The front continues its journey eastwards into the small hours of tuesday, wetter weather for western scotland and across Northern England and into east anglia for a time. With clear skies across northern scotland, perhaps a little chillier here but overall a mild night, temperatures in high single figures, low double figures. For tuesday, the low centre is out in the north sea. The chance of gusting winds to the south of the uk, particularly close to the channel, through the north, the wind is lighter, for scotland, quite a lot of fine weather, showers in the west, dry and bright in the east but i think showers through the course of the day will affect Northern Ireland, for england and wales, particularly heavy, with the risk of thunder as well. Wednesday, the low Pressure Centre drifting a little bit closer to scotland, and the isobars tighten. I think generally a more blustery day across the board on wednesday. Drier for many parts of england, wales, Northern Ireland,
the risk of showers in exposed western regions but for northern scotland, a chance of persistent rain and the reason its quiet to the south on wednesday is because we are looking at this building and ahead of it, there will be a little bit of a ridge of High Pressure but through thursday and friday, at the moment our model is picking up the possibility of another deep area of low pressure at some stage, developing to the south of the uk. A bit like what has just gone but pinning down the detail is proving difficult at the moment but we are keeping a close eye on it. Expect a more accurate forecast towards the end of the week. This is bbc news, im joanna gosling. The headlines at 11. Questions over how 16,000 covid 19 cases were missed out of official figures last week, and what impact the mistake could have. It has been picked up and it is being dealt with. I dont think theres anything we can change about history, we can only change how we make sure these sort of errors do not happen again in the future. President trump is criticised after taking a ride in a motercade to greet supporters outside the medical centre where hes being treated for coronavirus. In a video posted from hospital, he says he now understands the virus. I learned a lot about the covid. I learned it by really going to school. This is the real school. This isnt the lets read the book school. And i get it and i understand it. Cineworld confirm they are to close 127 cinemas in the uk, putting thousands ofjobs at risk. Rescue operations are stepped up in france and italy after storm alex brings torrential rain and flash floods. Bars in the french capital paris will be closed from tuesday as part of new restrictions to tackle the spread of the coronavirus. The number of people with covid 19 in england is nearly 16,000 higher than was previously reported because of a Technical Glitch. The following days the daily total remained stable, varying between just under 7000 to just over. Health officials have said the it problem has been contained and the issue did not affect people receiving their test results. But it does mean people in contact with those testing positive were not approached when they should have been. The error comes at a tricky time for the government. It wants people to have confidence in track and trace, but this may hamper that. Frankie mccamley, bbc news. Lets talk to our Political Correspondent nick eardley. The statistics today, the error with what happened to the reporting of them and rishi sunak speaking later about the economy really underlines the two very difficult aspects of this whole situation that the government has to balance. That is right and there are a couple of things worth looking at when it comes to those test and trace figures. The first is what this does for confidence in the system. We get those figures every day, they are
supposed to give us a rough idea of how the virus are spreading. There are others but these are the ones the government puts out and it seems for a large part of last week, they we re for a large part of last week, they were incorrect. They are being changed, we are going to find out about the actual number of cases but when it comes to analysing where the virus is prevalent, where the numbers are going up, we didnt have the right figures when we were discussing that last week and opposition parties, i think when they get matt hancock in the commons later, will raise those questions about confidence. The second is about confidence. The second is about test and trace because although we know all those people who got positive results were contacted who got positive results were co nta cted to who got positive results were contacted to be told that, their contacts were not subsequently chased and although the system is now catching up with that and getting in touch with those people, the problem is that is supposed to happen as quickly as possible. Clearly in many cases associated with this technical flaw, that hasnt happened. We have heard in
the last couple of minutes from the Prime Minister who has been asked questions about this and the economic picture. We hope to reduce, to keep the numbers of people who lose theirjobs down as much as we can, but clearly there are going to be tough times ahead. That is why we have invested hundred and 90 billion in supporting jobs and livelihoods around the country. Supporting local cinemas, i think we have already put 30 million in. What i would say to people is local cinemas, the cinemas do have ways of letting their shows go on any covid 19 secure way and i would encourage people to go out to the cinema, enjoy themselves and support those businesses. Around 16,000 positive cases have gone missing from the test and trace data. Why should people have confidence in your ability to track the virus if you cant even track the virus if you cant even track the data . What happened here was
there. Some of the data got truncated and it was lost, but what they have done now is not only contacted the people who were identified as having the disease, that was done in the first place but they are now working through all the contacts as well. The key thing i would say, and it goes for everybody, is if you are contacted by nhs test and trace, then you must self isolate, if you have been told you are in contact with somebody who has the virus. There is a point £500 for doing so and a £10,000 fine if you dont. Does the government had any idea how people should have been traced to havent been trace because of this data mix up . Traced to havent been trace because of this data mixup . I cannot give you those figures. All those people are being contacted and the key thing is, as i say, that everybody, whether in this group or generally, should self isolate. That is the way
to make it work. £500 if you do per week and a £10,000 fine if you dont. What that does is it creates a firebreak around the incident and helps us to fight the virus. Really interesting, the government still doesnt know how people should have been traced as a result of this Technical Glitch. It is saying it is now getting in touch with them, but we do not know how many were missed out. At the start of that clip, borisjohnson was talking about the decision of city bowl to mothball many of its cinemas and to close them in the coming weeks because it is worried about the lack of new films coming out. That economic picture is going to be one of the big stories over the next few months. We are going to hear more of that in an hours time, the chancellor rishi sunak will be giving a speech to the virtual tory conference. No real competition this year because of the pandemic. We will hear more from him just before
12 oclock on his plans, likely to involve things like job coaches. 0ne of the things the government thinks might be an answer as in those industries where people are losing their jobs, industries where people are losing theirjobs, rather than trying to keep those jobs artificially, you wa nt to keep those jobs artificially, you want to give the new skills to push them into newjobs. That plan has come under a lot of scrutiny. Some dont think it goes far enough. Thank you. A doctor at the hospital treating donald trump for coronavirus has criticised the president saying the irresponsibility is outstanding after he left the hospital briefly to drive past supporters outside. The sudden appearance which mr trump described on twitter as a surprise for patriots came amid speculation his condition could be worse than admitted. His doctors say he could be allowed back to the white house today. But other medical professionals have warned its much too early for him to be discharged. Heres david willis. The us governments medical experts have advised coronavirus patients to stay in their room and only venture out if its
medically necessary. But some think he hasnt learnt enough. An attending physician at walter reed, drjames phillips, described the drive by as an active political theatre that could cost the secret agents involved their lives, that the irresponsibility is astounding. Following several days of confusion
and contradiction surrounding the president s condition, further details have emerged. I didnt want to give any information that might steer the course of illness in another direction. And in doing so, you know, it came off that we were trying to hide something, which wasnt necessarily true. What is true is that the president is being aggressively treated with a cocktail of drugs. These include dexamethasone, a steroid tested in the uk, it works by calming the immune system but is rarely used on patients who are experiencing only mild symptoms of covid 19. Lets speak now to david wenner, whos a reporter covering the election for the news site pennlive based in pennsylvania. Thank you forjoining us. What is the latest on the president s condition and whether he may go back
to the white house today . We are still hearing that it is possible he will return to the white house today. As of late yesterday, as your reports summarise, he was up and about, he wrote in that motorcade outside walter beat and he put out a video where he doesnt look 100 but he looks very close. He seemed like he looks very close. He seemed like he is doing pretty well. That the deal and the drive by indicates how much he wants to get out there and to be seen looking strong that video. It is in his character anyway. But what will be calculations that his team are making right now, bearing in mind how close we are to the election . guess we will see who has more sway here, the Campaign People or the medical people. Based on the way
things have played out in the past, it seems like the scientists might not have the final say on this. He has made it clear that, at least his campaign has made it clear, that he is looking to get out there and start campaigning again as soon as possible so one of the things i will be curious about is the quarantine. When did it begin . And where he fully abide by it . I am expecting he will abide by that, but we will see. What impact could it potentially have on the election . You expect he would abide by the quarantine, but even going on this drive through indicates that the rules that the white house says everyone else should follow are not being followed here. How about go down . Again, with
President Trump, we do not know. We know there will be a desire to get back out on the campaign trail and everybody knows, he pushes it. I really m ea nt everybody knows, he pushes it. I really meant it when i said i am curious to see, one of the things i am most curious about is regarding the campaign. Excusing, regarding the campaign. Excusing, regarding the quarantine. Again, we will learn a lot in the next couple of days. He has a tremendous need and desire to get out there and camping. I think it is very likely he will use this misfortune, he will try to turn it into an opportunity to show his strength, to show perhaps that the coronavirus isnt as bad as some
people say. On that, he says he gets it. He says he has been to school on this and he says not the book kind of school but the experience kind of school. When he talks like that, what does that mean . Does that indicate he didnt get it before and he acknowledges it . Is there going to bea he acknowledges it . Is there going to be a change in strategy . That is one of those statements that it is ha rd to really one of those statements that it is hard to really understand what he means by that. It sounds like she is saying perhaps he is preparing to be able to argue that he knows more now, he knew something about this disease the others do not know. He is more of an authority on it than the people who read the books perhaps. But when you think about that statement, i find perhaps. But when you think about that statement, ifind it perhaps. But when you think about that statement, i find it hard to predict where he is going with that. We are talking on the basis of him getting better, wanting to get back
out there. If things do turn, what potentially could happen . Could mike pence step in . Could the election be delayed . What are the possibilities and who makes the decisions . That is one of the things we willjust have to wait to see. Everything that is coming from the campaign now is that he expects to be out there again. You probably know they didnt do anything regarding transfer of power. In a lot of ways, government is going on as normal and everybody expects that this selection is going to ta ke expects that this selection is going to take place as scheduled. Best election thank you forjoining us. Three scientists who discovered the virus hepatitis c have won the 2020 nobel prize in medicine or physiology. The winners are british scientist Michael Houghton and us researchers harvey alter and charles rice. Hepatitis c is often a silent infection, which infects 70 Million People at year and kills around 400,000. The headlines on bbc news. Questions over how and why 16,000 coronavirus cases were missed out of the official figures last week. President trump is criticised after taking a ride in a motercade to greet supporters outside the medical centre where hes being treated for coronavirus. Cineworld confirm they are to close 127 cinemas in the uk, putting thousands ofjobs at risk. Rescue teams in france and italy are continuing to search for survivors from the flash floods caused by storm alex. At least four people have died and up to 20 are still missing
including a group of eight people who were seen being swept away. Two hours drive from here is the village of saint martin vesubie, population 1,400 or at least, it was. It is also now cut off by the aftermath of storm alex, so many are leaving. Translation i left with this, a nightgown, and there you go. This is what i have left. What i have on me is not mine. I dont have a car any more. We dont have anything any more, like half the village. Meanwhile, a 40 minute drive from here along the coast of italy, the city of ventimiglia is also cleaning up. With shops and restaurants destroyed by the water, many are asking the government to declare a state of emergency. Translation look,
its quite a disaster. Bars and cafes in paris will be closed for at least 15 days from tomorrow as the french authorities try to combat a rise in covid 19 cases. Restaurants will be allowed to stay open by introducing further safety measures, while universities in the capital have been told to halve the number of students. The city of marseille closed bars and restaurants last week. David chazan is a reporter based in paris and told me more about the new measures. These new measures are being triggered because paris is now considered to be what the french authorities call in the maximum alert zone. In a tweet, ms von der leyen said ive been informed that i participated in a meeting last tuesday attended by a person who yesterday tested positive for covid 19. In accordance with regulations in force, im therefore self isolating until tomorrow morning. Ive tested negative on thursday and am tested again today. As our Political Correspondent mentioned earlier all 127 of the cineworld and picturehouse venues in the uk will close temporarily from thursday. Also closing are the companys 536 us regal cinemas. It comes after another delay this weekend to the release of the nextjames bond movie no time to die. The company says itjust doesnt have enough films to show potential audiences. More than 5000 jobs are at risk at the companys uk venues. Experts say the delay of bond is a huge blow. I thought bond would be the saviour,
i have to say, that last minute he would defuse the bomb as he normally does, and save the world and save cinema. More now on the condition of the us president , who remains in hospital with coronavirus, but has been criticised for leaving his secure ward to wave to his supporters outside. Lets have a recap on what happpened, when early friday morning, the president tweeted that he and the first lady melania had tested positive. Joining me now is doctor emeka 0korocha, a frontline emergency doctor, working in london. You spent months on covid 19 on the wards. Thank you forjoining us. Your reaction to that drive that he took . Honestly, as a doctor it is concerning because when you have tested positive with coronavirus, we have specific rules. I think in terms of self isolation, when you are bending the rules because you are bending the rules because you are the president of the united states, it allows me wait for others to possibly do the same leeway. It increases the chance of exposure and transmission, even if you are not actually next to anybody. You should socially isolate the minute you find out you are positive and anyone in your circle and bubble should do so as well. We can only work with the guidelines we have based our research and that goes against it. In terms of trying to assess how he is now, he was diagnosed thursday evening,
hospitalised friday, he has had experimental antibody treatment, he had a steroid injection typically given only to the very sick. He had two oxyg e n given only to the very sick. He had two oxygen dips, anti retroviral treatment and now we are told he might go back to the white house. Treatment and now we are told he might go back to the white housem is interesting, especially being a doctor who is not there. From the sounds of the treatment, these are treatments we used a lot back in april when i was working specifically on a coronavirus ward and since then we have done a recovery trial and found that in some severe cases with patients needing supplemental oxygen and dexamethasone, which is a steroid they presume to give the President Trump, is beneficial, but usually if you have got to the stage where you need this, normally we do take a day or two to monitor these patients in hospital before discharging them. It would be out of practice generally for us to discharge them so soon. 0bviously for us to discharge them so soon. Obviously i am not there to see his vital signs. However, i obviously i am not there to see his
vitalsigns. However, ithink obviously i am not there to see his vital signs. However, i think you could probably do with more monitoring in the hospital. He is running a new campaign and he has to get back to his affairs in the white house, but i think his health should ta ke house, but i think his health should take priority before anything. I dont want them to discharge him prematurely knowing how patients can deteriorate with this disease even when they look like they are getting better. Tell us more about that, there have been cases where people have felt like and said they felt like they were fine and then they went into hospital very quickly. They were on oxygen and being ventilated. We have seen him looking and sounding fine. Yeah, hundred percent. That is one of the things with this virus. It is hard to predict, especially with his age and demographic and his weight and a number of risk factors we may have. You may have. We dont know how the disease will progress but we pray he will get better and is fine,
but precautions need to be made because i have seen cases in patients who are his age who have gotten a lot worse after seeing them better and we had a couple of readmissions where patients we thought were 0k to go home and south isolate, ended up coming back in. There were severe high temperatures and needed supplemental oxygen. This isnt the norm for every patient but we are hoping this isnt the case for President Trump as well. Those around him talk about his mindset and determination to fight this and get back to work. To those things have any impact as far as you have seen on an outcome . Yes, i think so. I think when you keep a positive mindset, it is something we try to tell all the patients on the word, although as difficult as it was with the number of deaths people were seeing and people did see the fellow patients next to them leaving the hospital in body bags essentially when they didnt make it. This has a
big impact on morale and one of the things we try to do at the forefront was improve morale because when you mindset is of a good one, you do generally have a better play prognosis. I feel like in generally have a better play prognosis. Ifeel like in theory, it leaves you to a worst prognosis and the virus beats you from your mind wet set mindset. I think giving a positive mindset is a positive and optimistic sign that he possibly will get better. He knows how he is feeling, we dont know how he is feeling, we dont know how he is feeling, whether he is putting on a front or actually feeling very positive and getting much better which is what we hoped for. It is ha rd to which is what we hoped for. It is hard to say, i think him having a positive mindset, saying he is going to beat this, his doctors are doing very well and he is using miracle working medication can only be a good thing, hopefully. Thank you very much forjoining us. And injust a moment, were going to be answering your questions on President Trumps health and how it might affect the us election. Well be joined by dr thomas gift, associate professor of Political Science at University College london, and martin landray, professor of medicine at oxford university, at 11. 30 this morning. You can send in your questions by emailing yourquestions bbc. Co. Uk i would say you can still send your questions but i think we have gone past the cut off time. Stay in touch and tell us your thoughts. Always welcome. Let me bring you some breaking news, we are hearing about those at just breaking news, we are hearing about those atjust under 16,000 cases that were not added to the official statistics recorded last week because of an error at. The bbc has now been told by senior Public Health officials in the north west of england that a significant proportion of those unreported cases are from the area. City such as liverpool and manchester already have among the highest infection
rate in the country, around ten times the national average. So if it is true, it would have major implications for those areas which are already under extra restrictions and obviously also questions as to why it is that those areas are still seeing such significant rises when they have been under those restrictions. We will keep you updated on the latest on that. Now its time for a look at the weather with susan powell. After what had been a weekend of basically relentless rain for some, a little bit of a breatherfor the next few days. Cannot promise you an entirely dry story, there will still be some showers around the same area of low pressure that brought all the rain this weekend, still with us, but the centre is pulling off to the north sea. For today, but the centre is pulling off to the north sea. Fortoday, in but the centre is pulling off to the north sea. For today, in front in the west will bring cloud and some rain through the afternoon for Northern Ireland, wales and the south west of england. Improving as the afternoon goes on, that wetter weather drifts further eastwards for the evening. Showers further eastwards, but interspersed with
sunshine. 0vernight, the weather front will eventually contract awards southern scotland, to Northern England virtues day. A mild enough nights, temperatures in double figures. Tutor, best of the sunshine across north east england. For tuesday. In the south of england and wales, could tone quite blustery. Could turn. Hello, this is bbc news. Im joanna gosling. The headlines. The government admit almost 16,000 coronavirus cases went unreported due to an it error. The Prime Minister said efforts were being made to trace the contacts of those who had tested positive. The bbc has learned most of those cases were in the north west of england. Those people are obviously being contacted and the key thing is, asi being contacted and the key thing is, as i say, that everybody, whether in this group or more
generally, should itself isolate. That is the way to make it work. President trump is criticised after taking a ride in a motercade to greet supporters outside the medical centre where hes being treated for coronavirus. In a video posted from hospital, he says he now understands the virus. I learned a lot about covid. I learned it by really going to school. This is the real school. This isnt the lets read the book school. And i get it and i understand it. Rescue operations are stepped up in france and italy after storm alex brings torrential rain and flash floods. President trumps doctors say he could be allowed back to the white house today, after going to hospital on friday, having tested positive for coronavirus. Hes been criticised for greeting
supporters in a drive by outside the hospital where hes being treated. You have been sending your questions with me to answer your questions on the implications for the upcoming election is thomas gift, associate professor of Political Science at University College london. And to answer your questions on President Trumps health is martin landray, professor of medicine and epidemiology at oxford university, and co lead of the recovery trial, which aims to identify potential coronavirus treatments. Welcome, thank you both forjoining. First question to you, thomas, i mean, talking about the worst case scenario, butjohn asks, if trump dies, who picks the placement republican candidate . First, lets hope that the president is on his way to recovery. The us has had a number of president ial fatalities in office. Many have not served out
their presidencies due to death, the most their presidencies due to death, the m ost rece nt their presidencies due to death, the most recent is john their presidencies due to death, the most recent isjohn f kennedy. Who ta kes most recent isjohn f kennedy. Who takes over after death is clear, it is the Vice President. Although on the ballot, it becomes a lot more comic coded. Technically, it would be left up to the party to decide. Furtrump, it be left up to the party to decide. Fur trump, it would be left up to the party to decide. Furtrump, it would be be left up to the party to decide. Fur trump, it would be leaders of the Republican National committee. At this stage, you might think that is lightly scenario would be that they would simply replace trump with mike pence, but there are no rules formally stipulating that must be the case. It is even possible we might seea the case. It is even possible we might see a number of high profile republicans vying for that position. What is clear is that it is likely to create considerable confusion and properly a mad dash for who would be the next nominee. As things stand, it is looking like he could go back to the white house today. He has had lots of treatments. Martin, felicity
wa nt to lots of treatments. Martin, felicity want to know more about those treatments donald trump is having and asks do they work . Thank you very much. From the reports we have heard, i suppose that the three key treatments are remdesivir. That is an antiviral drug. It has been shown in Clinical Trials to improve the time it takes for people to recover. We do not know whether it improves survival, chances of survival, but it is certainly a treatment quite widely used, particularly in the us. The second treatment that we had about was a drug called dexamethasone. A steroid drug widely available which we demonstrated here in the uk back in the summer, we devastated because of the recovery trial, that that drug is very effective in patients with the severest forms of the disease. Those who need oxygen, those who need ventilators, but it does not work in people with milder problems with the disease. So we do not use it in those, but we do use it, place in
people who have some form of log problems as a result of covid 19. Lung problems. And the third of interest is the antibody developed by regeneron and. It sticks outside of the virus and prevents the virus from entering the cells, multiplying and causing damage. There has been some information from a few hundred patients in Clinical Trials elsewhere around the world showing that actually it is quite effective against the virus. What we do not know is whether it is actually good for the patients. It is bad for the virus, is it good for the patients . Does it shorten time in hospital . Just like in the first wave of the epidemic here, we discovered that dexamethasone works, we also discovered number of other things didnt work, particularly
hydroxychloroquine, and now in the second wave of the epidemic we can discover whether this new, really quite exciting treatment, but unproven, is of clinical benefit. Did quickly, before we get back to viewers questions come up all of those treatments, as you say, some are experimental, they are used in differing seriousness of the illness, how do you square what he is getting with what we are seeing, which is a president who walked to the helicopter when he went to hospital, who has done that little video, and went out on the drive by and looks and sounds 0k . M video, and went out on the drive by and looks and sounds ok . It is of course hard to know from the outside. None of us are close enough to really know, but a man who can go ona to really know, but a man who can go on a cavalcade tour does not appear to bea on a cavalcade tour does not appear to be a man who is close to needing a ventilator at. But lets remember, as has been said before on this programme and others, that the National History for this disease is that typically patients for the
first five or seven days may have fever and a viral infection and many people just then get better, but those people who deteriorate tend to do so between about day seven and ten. That is when most people in the uk have to come into hospital and it is beyond day seven to ten at that then people deteriorate to the point they needed more permanent oxygen and support for the respiratory system, so ventilators and so on. As i say, a man who can go in a cavalcade is not a man who looks like he needs ventilation, but this is an evolving clinical picture which im not close enough and nor are any of the rest of us to comment on. Tom wants to know if trump was to become too ill to continue campaigning, can he declare the election null and void . He may be tempted to call the action null and void but does not have the power. All he can do is make the best of the situation. Even though trump
himself is not going to be on the campaign trail for at least 14 days, does not mean that his Campaign Team will not be working round the clock. They will be bombarded still with advertisements, the photos. There will still be Virtual Events and you can be ensured that the presents twitter account will not go dormant is much that he has already tweeted quite a bit since he has been at walter reed medical centre. In terms of the integrity of the elections and efforts to collect null and void, i think what is more worrisome is his other accusations about widespread fraud in the election where he has questioned the legitimacy of ballots for example. That is a challenge to us to moxie and has many worried about what might happen in the event of a close election results. Back to the medical side, they stream as you are talking about, graham wants to know, can everyone access those treatments . Lets focus in the uk,
for starters. Remdesivir is able to be used for certainly emergency use for mild regulator, but it is in relatively short supply and fit very specific types of patients. It improves times of recovery, but we do not know if it affects survival. Dexamethasone is about £5 per course of treatment here in the uk, perhaps a dollar in many parts of the world, it is very widely available, very well established and so for those patients who get to the point where they need oxygen or a ventilator, dexamethasone is very widely used all around the world. The final one, which is this regeneron antibody, the short answer is no, that is in development. It is going to exactly the phases of developed and you would want and expect a drug to do, starting with the reports we have
had so far as a few hundred patients, and now in the recovery trial in the uk it will go to a few thousand patients alongside clinical ca re thousand patients alongside Clinical Care to understand is this really a valuable treatment . Does it help patients to get better . And that is what we all want to know. Back to you, thomas. A question linked to what were talking about a moment to go about possibly trump wanting to declare the election null and void, one question is could he postpone it . It will happen on november the 3rd, irrespective of his condition. Changing the date would require the passing of the law by the house of representatives in the senate given the political situation at the moment and how close we are to november three, there is no plausible possibility of that occurring. The election is notjust any president , other seats will be on the ballot, including in the senate, house of representatives and state and local races across the country. So i think we can all look forward to an exciting evening on
november three where we will know shortly afterwards whetherjoe biden will be given the keys to the white house or another four years of donald trump. Do we think we will see another debate, because the debate last week was meant to be the first of three . That is great, we are going to the Vice President ial debate which is coming up very soon. That is correct. I think the third debate is up in the air. Donald trump might not want another debate, because his pole dropped after the first one, which many would argue was a disastrous performance. Martin, ruth asks, as trump has code 19, is it safe for him to go on a drive by rallies rather than isolating . Has covid 19. The advice is clear, those
who are suspected of having covid 19 or have covid 19 should isolate. There is a quite clear for everyone, whoever you are, wherever you are around the world. Thomas, what happens if trump is re elected bit too ill to be president . That is a question from ian. Us constitution has a 25th amendment and that details at the line of succession in case a president dies. The 25th amendment also provides the possibility that the president becomes incapacitated. In that case, the Vice President would take over Donald Trumps response abilities. The Vice President would have full powers of the presidency in that insta nce powers of the presidency in that instance and then when the president becomes a well enough to serve again, then he would be able to take possession back. So they could be this period when the Vice President ta kes this period when the Vice President takes over and then the president ta kes takes over and then the president takes it back. Martin, ithink
takes over and then the president takes it back. Martin, i think you have already probably answered this, butjason have already probably answered this, but jason wants to know, could trumps illness get worse . Well, again, none of us are close enough to really know what the situation is that and when he started getting symptoms and what his Current Health is actually like. But i think. We have to wait for a few days to see what the answer to that is. Yes, in theory it could get worse. Hopefully it will get much better. Im a doctor and i want every patient to re cove r, doctor and i want every patient to recover, but lets remember it is disease that has killed a Million People around the world, that is a million of tragedies, and that is why i am so keen that we find treatments to avoid more. Does have conspiracy theories micro lots of conspiracy theories micro lots of conspiracy theories micro lots of conspiracy theories going round, one question is how can we be sure that
this is not a Campaign Strategy . Trumps repeated lying on many issues, including the severity of coronavirus, has some second guessing. Recently, journalists reported that trump deliberately downplayed the virus to the mac and people to avoid panic. Even when he knew the coronavirus was much more serious than the common flu. At the same time it does not seem plausible that his condition could be fabricated, given the amount of officials involved and the amount of officials involved and the amount of steps that would require. While trump hasnt given the American People reason to trust him,i the American People reason to trust him, ithink the American People reason to trust him, i think we can be confident that he has covid 19. Him, i think we can be confident that he has covid19. You very much. Thank you very much. The headlines on bbc news. Cineworld confirm they are to close 127 cinemas in the uk, putting thousands ofjobs at risk. In russia, a Village Office cleaner has triumphed over her district mayor boss, in a local election, but without really intending to. Initially recruited to run
as a technical candidate, to make the election seem democratic, Marina Udgodskaya won by a landslide over the incumbent mayor, who belongs to president putins united russia party. Petr kozlov of the bbcs Russian Service reports, in russias kostroma region. Nikolai loktev represents
united russia, the party of power and of president vladimir putin. We followed udgodskaya on herfirst mission
to a rural village. An incredible story. We are going to
be hearing soon from rishi sunak. He is addressing the first all digital Tory Party Conference and we will bring that to you as soon as it happens. It is due any minute. Wildfires in the us state of california have now burned more than 1. 6 million hectares this year, more than twice the previous record. The California Department of forestry and Fire Protection said the state had so far seen more than 8,200 fires, resulting in 31 deaths and the destruction of over 8000 buildings. Many countries are currently experiencing a rise in covid 19 cases but one region is going in the opposite direction. According to the world health organisation, confirmed cases in africa have been decreasing for the past couple of months. One of the countries which has been Getting International praise for the way its handling
the disease is senegal. Senegal has seen some small outbreaks. Ibrahima caught the virus along
with 60 of his colleagues back in april. Numbers peaked in july, and although the Africa Centre for Disease Control says
more testing is needed, the continent hasnt had the levels of coronavirus seen in other parts of the world. Now, senegal is keen to maintain the progress made so far. At the height of the pandemic, temperature checks were widespread, but these have largely been relaxed. But with four Million People expected to attend a religious pilgrimage this week, authorities here will have to remain vigilant. American and british fighter jets have been flying off the royal navys new Aircraft Carrier for the first time. It is the largest number of f 35 stealth jets on any carrier in the world today. We are still waiting for rishi sunak. He is going to be addressing
the first all digital Tory Party Conference. It is of course his first Conference Speech as chancellor and there is a bit of movement there, so it looks like they may be preparing for him to pop up they may be preparing for him to pop up on the monitors. Im not sure what is going to be happening, we will stay with it may be for. They are going to sterilise and clean that area first. I think lets go to the weather and as soon as rishi sunak appears and starts to speak, we will of course go straight back to him at. In the meantime, lets catch up with the weather. After a weekend of relentless rain, something a little drier to get us into the early part of the new week. Asi into the early part of the new week. As i say, a little drier, it might not be completely dry, sometimes on the way but should be interspersed with some drier intervals and hopefully a bit of brightness. The cloud is the remnants of storm alex,
the same low that had devastating parts of rain in france and northern italy through the weekend. Many parts of southern britain saw a months worth of rainfall in the space ofjust a few days. Furthering to come for the south west, wales and Northern Ireland well into the afternoon at. Some solid cloud here, to. This line is the remnants of a weakening weather front backed up the scent of the lowest pulling off into the north sea, somehow escaping into the north sea, somehow escaping into eastern scotland and across eastern counties of england through the afternoon. But at least some dry interludes as well. The front continues asjenny interludes as well. The front continues as jenny eastwards interludes as well. Showers through the day. The drifts m, showers through the day. The drifts in, dryfur showers through the day. The drifts in, dry fur many parts of england, just the rest of showers and exposed western readers, but the northern scotland, the chance or persistent rain. The reason it quiets down to the south on wednesday is because we are looking at this building and ahead of its there will be a ridge of High Pressure, but through thursday and friday, at the moment our model is picking up the possibility of another deep area of low pressure at some stage developing to the south of the uk. A bit like what has just gone, pinning down the detail is proving somewhat difficult at the moment much that we will keep a close eye, but expect something tricky in the forecast towards the end of the week. This is bbc news. The headlines. The government admit almost 16,000 coronavirus cases went unreported due to an it error. appointed chancellor in february this year was an immense honour even though my first Conference Speech isnt quite how i expected it to be, it remains a privilege to talk to you today. I am here today because of so many different people, my family, whose lover sustains me, my collea g u es family, whose lover sustains me, my colleagues in government and parliament who backing has never wavered, my association in Richmond North yorkshire, who have placed their trust in me and gave me their loyalty, support and this opportunity to serve, and by party whose members, councillors and activists worked tirelessly to deliver a conservative government in december last year. Politics is a tea m december last year. Politics is a team sport and there is always a multitude of ha rd working team sport and there is always a multitude of hard working people behind every effort, so i would like to thank my ministerial team, steve, jesse, john, kenny, seal, claire and james. I would also like to thank my
predecessors, george, philip and sajid. It is only because of. Well, that is unfortunate. It is the First DigitalTory Party Conference and there is a glitch. Rishi sunak just started speaking. He is going to be talking about his priority, which is doing what he can to protect jobs. There was which is doing what he can to protectjobs. There was the furlough scheme, the Financial Support changing. He is expected to say that his single priority is to create support and extend opportunity to as many people as i can, at the same time saying, the pain of knowing he cannot protect any job time saying, the pain of knowing he cannot protect anyjob on the gross with each passing day. He is also expected to talk about the difficult trade offs and decisions. There you 90, trade offs and decisions. There you go, the line is back. The concern
and care he feels for people every day. For the well being of every person in our country. Yes, it has been difficult, challenges are part of thejobs, but been difficult, challenges are part of the jobs, but on the big cars, been difficult, challenges are part of thejobs, but on the big cars, on the big moments, borisjohnson has got it right and that is the leadership that we need. We are on the part way through this crisis. What began in march as a Health Emergency has grown and now reaches deep into our society and economy. Not only does it endanger lives butjobs and education, it separates friends and family. This government has never been blind to the difficult trade offs and decisions coronavirus has forced upon us. If we had, we would never have deployed one of the most comprehensive and generous packages of support in the world. But more than the measures themselves, it is the values behind
themselves, it is the values behind them that i want to impress upon you. Conservatives believe in the importance of community and belonging, we believe in personal responsibility and pragmatism, we believe in the mobility of work and free enterprise, and we believe in the unbreakable bond of union that unites the four nations of our united kingdom. 0ur unites the four nations of our united kingdom. Our values unites the four nations of our united kingdom. 0urvalues are unites the four nations of our united kingdom. Our values are old and true and have withstood tests of strength, of terror and even more. Strife. They are timeless because they are a wisdom and other generations and they are universal, because they are rooted in the fundamental belief that individual freedom enables both the greatest achievement and the gentlest kindness. People looked at us last december and sort this conservative party. They saw a party whose values
and priorities were aligned with those of the british people. They saw a party prepared to act at a scale commensurate with the challenges our country faces and they were not wrong. The self employed support scheme, eat out to help out, our plan forjobs, thejob support out to help out, our plan forjobs, the job support scheme, a vat cut with tourism and hospitality sector, the pay as you go scheme, a stamp duty holiday, a £2 billion green homes grant programme, the £2 billion kick start scheme, nearly a million business grants, a 12 month Business Rates holiday, a £38 billion bounce back a Loan Programme to over a million Small Businesses, over 66,000 Coronavirus Business interruption loans. The future fund, tax deferrals, support for our brilliant charities, billions of pounds of extra funding to support our most vulnerable, a six month mortgage holiday and yes, the furlough scheme. The first of its
kind intervention in uk political history, delivered at scale, devised in rapid time, that protected millions of british families at the most acute stage of this crisis. I could go on. All these measures and more delivered by a conservative government as part of our plan to supportjobs government as part of our plan to support jobs and livelihoods. Government as part of our plan to supportjobs and livelihoods. Whilst we would not have wished for this burden, it has been for many, for the first time in their lives, a moment in which government ceased to be distant and abstract, but became real and felt and something of which people could be proud. Action met words. This conservative government stood between the people and the danger and we always will. But we havent done it alone, you, the people, have been with us. Wherever
i look, i see acts of decency and bravery. Barbara and Richard Wilson in cumbria who furloughed their staff in the butchers shop but topped up their wages so they didnt have any extra worries about bills. Kevin butler he is the self employed support scheme to help meet the cost of living whilst his partner worked so he can home school their daughter. John, norma and richard king who run an initial option did the right thing when we asked, made their pub covid 19 compliant and reopened using it up to help out in august. Thank you to all those businesses, small and large, who are making the right decisions in difficult circumstances for workers and customers. We are now seeing our economy go through changes as a result of coronavirus that cannot be ignored. I have always said i cannot protect every job ignored. I have always said i cannot
protect everyjob and every business. No chancellor could, and even though i have said it, the pain of knowing it only grows with each passing day. I am committing myself toa passing day. I am committing myself to a single priority, to create support and extend opportunity to as many people as i can. Even if this moment is more difficult than any you have ever faced, moment is more difficult than any you have everfaced, even if it feels like there is no hope, i am telling you there is and that the overwhelming might of the British State will be placed at your service. We will not let talent whether no waste, we will help all who want it find new opportunity and develop new skills. Three more apprenticeships, more training and a lifetime skilled guaranty, our kick start scheme will help hundreds of thousands of young people into
good quality work and we will help Small Businesses adapt. That is why we have delivered government loans, tax deferrals and tax cuts. In a free market economy, it is the entrepreneur who is critical and we will make it easier for those with the ambition and appetite to take risks and be bold, to do what they do best and createjobs risks and be bold, to do what they do best and create jobs and risks and be bold, to do what they do best and createjobs and growth. And we will protect the public finances. 0ver and we will protect the public finances. Over the medium term, getting our borrowing and debt back under control. We have a sacred responsibility to future generations to lead to the public finances are strong and through careful management of our economy, this conservative government will always balance the books. It instead, we argue there is no limit on what we can spend, that we can simply borrow
our way out of any hall, what is the point in us . I have never pretended there is an easy cost free and so. Hard choices are everywhere. I will not stop trying to find ways to support people and businesses. I will always be pragmatic. The winter economy plan, announced on the two weeks ago, is but the latest stage of our planned economic response. I will keep listening, keep striving to be creative in response to the challenges our economy faces, and where i can, i will act. I will not give up, no matter how difficult it is. The british people and british businesses wont give up. I know this. Because of what i said at the beginning. We share the same values, the conservative party and the
country. And these values are not devoid of meaning to people, they are about protecting that which is meaningful to them. Their family, their home, theirjob, their ability to choose for themselves what is best for them and those they love, to create a second chances, to see potential met and to extend the awesome power of opportunity to all who seek it. To answer questions of character with action, not rhetoric, to put the people first, their hopes and their aspirations and above all, to beware the of the great trust they have placed in us. To be worthy of the great trust they have placed in us. That was the speech from the chancellor rishi sunak, his first speech to the tory party
conference as chancellor. It is not the conference as normal, it is the First DigitalTory Party Conference. The message today is that he is committing himself to a single priority, to create support and extend opportunity to as many people as i can. 0ur Political Correspondent, nick eardley is in westminster. It was quite short. Not the normal Conference Speech where you get a raft of what the government is planning, but i think we got a defence of the way government has approached things so far, a very clear message from the chancellor is that the economy he believes is going to change, clear that some people are going to lose theirjobs and that the Government Strategy is to retrain them and to find new skills to try and make sure that they can find newjobs as the economy changes as a result of the pandemic. Thank you very much. That
was the chancellors speech to the Tory Party Conference. Coming up, are the very latest on covid 19 and the latest on Donald Trumps diagnosis. He has been tweeting. We will bring you all the details. The number of people with covid 19 in england is nearly 16,000 higher than was previously reported because of a Technical Glitch.
Lets talk to our political
correspondent nick eardley. Lets talk now about this test and trace issue. It is an embarrassment for the government, also an uncomfortable position because it is now unclear exactly what the situation is in some areas. now unclear exactly what the situation is in some areas. I think thatis situation is in some areas. I think that is right, there are two elements. 0ne that is right, there are two elements. One is the damage this does to faith in the track and trace system. Remember, this was a key pa rt system. Remember, this was a key part of the Government Strategy to control the virus, telling everybody it was going to be a world beating system. This will only add to questions over how well it is working it 15, 16,000 cases are not recorded properly, the Prime Minister was asked this morning if he knew how many people that was affecting and he didnt know that answer. There is a real world consequences to that because although people who have tested positive have been told about it, not all of their contacts have been
traced and that is one of the consequences of this. Have a listen to the Prime Minister when he was asked whether or not that the government knew how the people that affected. Some of the data got truncated and it was lost, but what they have done now is not only contacted all the people who were identified as having the disease, that was done in the first place, but they are now working through all the contacts as well. The key thing i would say is, and it was for everybody, is if you are contacted by nhs testing trace, then you must self isolate, if you are told you have been in contact with somebody who has the virus, you must self isolate. There is support of the £500 for doing so and a £10,000 fine if you do not. Does the government have any idea how many people should have been traced who havent been traced because of this
mix up . Havent been traced because of this mixup . I cannot give you these figures but i can say all those people are obviously being contacted and the key thing is, as i say, is that everybody, whether in this group generally, should self isolate. That is the way to make it work. £500 if you do per week and a £10,000 fine if you do not. What that does is it creates a firebreak around the incident and helps us to fight the virus. So, the Prime Minister saying everybody who needed to be contacted was now being contacted. The problem is we dont know how the people that is and it is taking a while. Ideally, under the System People should be contacted within a day to make sure they are not spreading the virus potentially further. That hasnt happened here and it creates questions over how well that system is working. Ican i can tell you he is back on twitter with a vengeance. He has sent 18 tweets in the last hour, the first of which is about voting, saying get out and vote. There has been lots of speculation around what will happen with the election campaign, whether this will have an impact on the election itself. Well, an hour ago he sent the first of a flurry of tweets. Courting one union worker at saint he is voting for donald trump and he said next year will be the best ever, vote, vote, vote. All
capitals, exclamation marks, his signature style of tweeting. If you wa nt signature style of tweeting. If you want a massive tax increase, the biggest in the history of our country and one that will shut our economy and jobs down, vote are cracked. So, it goes on. Stock markets high, strongest ever military, and going through the divisions he is saying americans need to vote for him. The election a month away. He remains in hospital for now. There is some speculation he may go back to the white house later, he has had various treatments, some experimental. He has said he is doing fine and we have seen him. We have heard from him, notjust on twitter but that drive by where he went out of the hospital in a motorcade to greet his supporters. 0ur north america correspondent david willis reports. The us governments medical experts have advised coronavirus patients to stay in their room and only venture out if its
medically necessary. But some think he hasnt learnt enough. An attending physician at walter reed, drjames phillips, described the drive by as an active political theatre that could cost the secret agents involved their lives, that the irresponsibility is astounding. Following several days of confusion and contradiction surrounding the president s condition,
further details have emerged. I didnt want to give any information that might steer the course of illness in another direction. And in doing so, you know, it came off that we were trying to hide something, which wasnt necessarily true. What is true is that the president is being aggressively treated with a cocktail of drugs. These include dexamethasone, a steroid tested in the uk, it works by calming the immune
system but is rarely used on patients who are experiencing only mild symptoms of covid 19. I spoke to us reporter david wenner who works for the news site pennlive a little earlier about the impact trumps illness might have on the election. We are still hearing that it is possible he will return to the white house today. As of late yesterday, as your reports summarise,
he was up and about, he wrote in that motorcade outside walter reed and he put out a video where he doesnt look 100 but he looks very close. He seemed like he is doing pretty well. That video and the drive by indicates how much he wants to get out there and to be seen looking strong. It is in his character anyway. But what will be the calculations that his team are making right now, bearing in mind how close we are to the election . I guess we will see who has more sway here, the Campaign People or the medical people. Based on the way things have played out in the past, it seems like the scientists might not have the final say on this. He has made it clear that,
at least his campaign has made it clear, that he is looking to get out there and start campaigning again as soon as possible so one of the things i will be curious about is the quarantine. When did it begin . And will he fully abide by it . I am expecting he will abide by that, but we will see. Some breaking news to bring you about those unreported covid 19 stats, 16,000 positive tests not added to the official tally last week because of a Technical Glitch. There is a breakdown out of where those tests were. According to this breakdown, the north west had the most missed cases added to its testing figures over the weekend, its figures for the last week rose by 93 from 9012 to 17,360. The
north east, the south west, yorkshire and the humber and the east midlands also saw their testing figures for the last week more than double and yorkshire and humber had more than 3000 extra cases, in fact 4444 was the difference. It was an increase of a hundred and 13 . Looking at the breakdown, it is quite dramatic when you look at it region by region. The highest proportion in impact was the east midlands which went from 1695 confirmed cases prior to the new cases coming to light, after that it has gone up to 3683, which is a rise of the hundred so it goes through. South west up 824 cases. A bigger
rise in the north east and in london, there was a big rise. 2295 cases, just under 100 increase. These figures very uncomfortable for the government, how that glitch happened and also what it means because when you look at the statistics showing that the highest number of missed cases was in areas that are already under strict lockdown, it is going to lead to questions as to why that has been so and whether there will need to be a new strategy to get those cases under control. This breakdown just through and it is indicating that the north west has the largest number, 16,000 cases of those 60,000 cases that were not added to the official tallies last week. Demand for new cars has
fallen to a 21 year low. Industry figures for last month show thatjust over 328,000 were registered in the uk in september down four point four on the same month last year. It is the weakest september performance since 1999, when the system of releasing two number plates per year was introduced. Manufacturers and traders have warned that the short term future could be very challenging if the pandemic continues and Economic Confidence isnt rebuilt. The chief executive of cinema chain cineworld has said he had no choice but to close sites because the company bleeds cash by keeping them open when consumer demand is at such a low level. All 127 of the cineworld and picturehouse venues in the uk will close temporarily from thursday. It comes after another delay this weekend to the release of the nextjames bond movie no time to die. The company says itjust doesnt have enough films to show potential audiences. More than 5000 jobs are at risk at the companys uk venues. Experts say the delay
of bond is a huge blow. American and british fighter jets have been flying off the royal navys new Aircraft Carrier for the first time. Hms Queen Elizabeth is on herfinal exercise in british waters before she sets sail early next year for her first operational deployment. It is the largest number of f 35 stealth jets on any carrier in the world today. Now its time for a look at the weather with louise
after a thoroughly miserable weekend, today in some ways is an improvement. We are under an influence of low pressure but it is a case of sunny spells and scattered showers, most of the showers have been close to the weather front out to the west, that is going to continue to be the case for the rest of the day. Further inland, we will have less showers, a little more sunshine coming through and as a result, temperatures will be up on yesterday. The showers to the west, they will drifted steadily eastwards overnight, less showers across north east england ever parts of scotland. We are likely to see clearer skies and temperatures dipping into single figures. But elsewhere, likely to see ten or 11 degrees to start our day on tuesday. Tuesday, another day of sunny spells and scattered showers. Showers should be few and further between on wednesday, potentially the best day
of the week. Take care. Hello, this is bbc news with joanna gosling. The headlines. The government admits almost 16,000 coronavirus cases went unreported due to an it error. The Prime Minister said efforts were being made to trace the contacts of those who had tested positive. All those people are obviously being contacted and the key thing is, as i say, that everybody, whether in this group or more generally, should self isolate. Bars in the french capital, paris, will be closed from tuesday as part of new restrictions to tackle the spread of the coronavirus. As weve been hearing, three scientists who discovered the virus hepatitis c have won the 2020 nobel prize in medicine or physiology. The winners are british scientist Michael Houghton and us researchers harvey alter and charles rice. Hepatitis c is often a silent infection, which infects 70 Million People at year and kills around 400,000. 0ur health correspondent, james gallagher, is with me now. So, james gallagher, is with me now. They discovered so, they discovered this only 1989, i have just been so, they discovered this only 1989, i havejust been reading up on hepatitis c as a result of this, i did not realise there is such a lag between hepatitis a and b and c
being discovered. Tell us more. It is very hard to imagine now, but go back to the 90s it is, we knew at hepatitis a and b were, but patience after having a blood transfusion we re after having a blood transfusion were still getting seriously ill, their livers were becoming highly inflamed, generously so. Nobody knew what was going on at. It was the work of these scientists. Dangerously so. This work chipped away and showed there was a mystery virus are, eventually identifying hepatitis c and showing that it was hepatitis c and showing that it was hepatitis c and showing that it was hepatitis c causing the problem is stop an extraordinary achievement, what impact has that discovery had . Ina bar what impact has that discovery had . In a bar Prize Committee says quite simply they have saved millions of lives. The nobel Prize Committee. That is the power of really fundamental research. Really effective tests have been developed so you can test blood before a transfusion to see if it contains hepatitis c. That has been the real biggie, so in lots of countries around the world, now you do not get hepatitis c being transferred from one person to another during blood
transfusion, but there are now also antiviral drugs which can be used to clear an infection if somebody has it. As you mentioned at the beginning, there is a huge discrepancy. Rich countries have access to these kinds of tests, poor ones dont, so 400,000 people a year are still dying from hepatitis c and it is still a big problem globally, despite the huge amount of work that have been done. What is the process by which it is decided who gets the prize . It is sometime after the discovery. Some nobel prizes happen relatively soon at. If your member when the higgs boson on one, when that was making headlines rather than coronavirus. That happened relatively quickly, but a lot of the time the nobel Prize Committee as a tea m time the nobel Prize Committee as a team of jewelry that time the nobel Prize Committee as a team ofjewelry that make the decisions i make to sit on things and make sure it has had a really big impact around the world. Team of the jewellery. Because at the mere scientific discovery which does not seem to be what you thought it was five tenures later, so you allow
the dust to settle a little. There isa the dust to settle a little. There is a little controversy that another three white men have won the nobel prize for medicine and there will be criticism around that. The fact that three people have been picked out of large teams that made this discovery, so there continues to be controversy around the idea of the nobel prize as well as there being a celebration of the science. Thank you very much, james. Rescue teams in france and italy are continuing to search for survivors from the flash floods caused by storm alex. At least four people have died and up to 20 are still missing including a group of eight people who were seen being swept away. Rescue efforts are concentrated
here with roughly 1,000 firefighters backed by helicopters and the army, the french government declaring the wider region a National Disaster zone. Translation i was on the top floor of the hotel next to the river. I realised it had doubled in volume and then it spread out across the entire width of the hotel. It was scary. We could hear the creaking noises, the shaking because of the rocks hitting the walls, which were falling down, and being in the dark was even worse because we didnt know
what was going on. Many are being evacuated by helicopter here to the city of nice, 55km south, where aid is being packed and sent out of villages across the region. Meanwhile, a 40 minute drive from here along the coast of italy, the city of ventimiglia is also cleaning up. With shops and restaurants destroyed by the water, many are asking the government to declare a state of emergency. Let mejust bring let me just bring you some news from scotlands first minister talking about the possibility of new restrictions being brought in in scotla nd restrictions being brought in in scotland after an increase in cases of covid 19. She has given her daily news briefing and said a decision on whether more restrictions will be brought in will be made in the next few days. 697 new cases have been reported in scotland since yesterday. Nicola sturgeon says there is a rise in transmission of covid 19 among Older Age Group in scotla nd covid 19 among Older Age Group in scotland as she says that will inform decisions being made about the governments response to the virus in the coming days. Thats because the number of cases is more than 250 per 100,000 inhabitants. Over the weekend we saw that france reported nearly 17,000 new cases on saturday alone, which is the highest its been since mass testing began in july after the lockdown. So there is considerable worry about what could happen over the next few weeks if the number of infections continues to increase. President trump has been tweeting again this morning hes sent out a volley of more than a dozen campaign
slogans internet from his hospital rooms, ranging from. He has sent a lot with his Signature Capital and acclamation marks over the last couple of hours. Lets talk to our washington correspondent gary 0donoghue. Is quite quiet on twitter for a while but he is back, notjust on twitter, but we have seen him out as well. Yes, last hour or so there has been a real flurry of effectively campaign tweets. I think in an attempt to demonstrate that these kind of he is fighting fit and raring to go, even though he is still in the hospital behind me here at. I think in a sense also trying to change the discussion away from the extent to which he was ill or
not hill and the confusion over that and of course that controversial drive by he did here yesterday in his car to meet and greet his supporters who were outside the hospital at. A sort of drive by that has caused a lot of controversy here, not least because of the potential risk he was putting those in the carat potential risk he was putting those in the car at when he chose to do that. And there has been speculation that. And there has been speculation that he will leave at the hospital today and go back to the white has. What is the latest on that . Yes, there has been no official confirmation about that. That has been some of the discussion. Clearly he wants to get out as soon as possible and some of the treatments he is on, like ram and the antibody treatment, remdesivir, a lot of that has to be given intravenously. It does appear that the white house has that capacity and that some of these treatments were given before he first came here. I think what they will want to do though is to
assure themselves they are not going to be put in a situation where they have to drive him down the road here into dc and then all the way back again if his situation were to deteriorate. And of course, the parabola of this disease is that it can get very bad in days seven to ten, we are not entirely sure are still at this stage when he was specifically diagnosed, but he may not be passed that Crucial Point where things can take a turn for the worst. What impact potentially could this have on at the election . He had slept in the polls after that debate last week. Slipped in the polls. Things have busily changed with him being in hospital, but will it impact on the polls potentially . Out there have been a couple of polls since his announcement that he had the virus. They do not appear to have changed things very much, to be honest. He did take a bit of a dip
after the debate last week. Some of the polls, particularly once they scrutinised very carefully in the swing states, Battle Ground states, places like pennsylvania, started to look pretty bad for the president. There is a place as he really has to narrow the gap if he is to stand any chance, but i think they will be looking very carefully and also they will want to have him out there as quickly as possible, particularly because, you know, there is a debate coming up next week. Will he be able to do that . But they need to change the narrative of the election otherwise they are going to get beaten. Gary, thank you. Early i wasjoined by two experts to answer some of the questions you have been wondering about in your questions answered. President trumps doctors say he could be allowed back
to the white house today, after going to hospital on friday, having tested positive for covid 19. Hes been criticised for greeting supporters in a drive by outside the hospital where hes being treated. You have been sending your questions in. With me to answer your questions on the implications for the upcoming election on top of all of the medical implications, of course, is dr thomas gift, associate professor of Political Science at University College london. And to answer your questions on President Trumps health is martin landray, professor of medicine and epidemiology at oxford university, and co lead of the recovery trial, which aims to identify potential coronavirus treatments. Welcome, thank you both forjoining us. First question to you, thomas. I mean, talking about the worst case scenario, butjohn asks, if trump dies, who picks the placement republican candidate . First of all, lets hope that the president is on his way to recovery. The us however has had a number of president ial fatalities in office. In fact, eight of 44
president s have not served out the full term due to death. The most recent wasjohn f kennedy who was assassinated in 1963. The line of succession for who takes over after the president s death is clear. That is the Vice President. However, if a president ial candidate who was scheduled to be on the ballot dies, or becomes incapacitated, who replaces that candidate becomes a lot more complicated. Technically, it would be left up to the party to decide. In this instance, with trump, it would be leaders of the Republican National committee. At this late stage, you might think that the most likely scenario is that the party would simply replace trump with mike pence, who of course is Donald TrumpsVice President , but there are no rules formally stipulating that must be the case. It is even possible that we could see a number of high profile republicans vying for that position. What is clear is that it would likely create considerable confusion and properly a mad dash for who would be the next nominee. As things stand, it is looking like he could go back to the white house today. He has had lots of treatments. Martin, felicity wants to know more about those treatments donald trump is having and she asks do they work . Thank you very much. From the reports we have heard, i suppose the three key treatments are remdesivir. Remdesivir is an antiviral drug. It has been shown in Clinical Trials to improve the time it takes for people to recover. We do not know whether it improves survival, chances of surviving the disease, but it is certainly a treatment quite widely used, particularly in the us. The second treatment that we heard about was a drug called dexamethasone. A steroid drug widely available which we demonstrated here in the uk back in the summer, we demonstrated, because of the recovery trial, that that drug is very effective in patients with the severest forms of the disease. Those who need oxygen, those who need ventilators, but it does not work in people does not work in people with milder forms of the disease. So we do not use it in those, but we do use it commonplace in people who have some form of lung problems as a result of covid. And the third treatment that i think is of interest is the antibody drug developed by regeneron, an american company. This is an antibody that sticks on the outside of the virus and prevents the virus from entering the cells, multiplying and causing damage. There has been some information from a few hundred patients in Clinical Trials elsewhere around the world showing that actually it is quite effective against the virus. But what we do not know is whether it is actually good for the patients. We know it is bad for the virus, is it good for the patients . Does it shorten time getting out of in hospital . Reduce the need for ventilation . Improve survival . And that is why actuallyjust this week we are rolling out that treatment across the nhs as part of the recovery trial. Just like in the first wave of the epidemic here, we discovered that dexamethasone works, we also discovered a number of other things didnt work, particularly hydroxychloroquine, and now we can try and discover
in the second wave of the epidemic whether this new, really quite exciting treatment, but unproven, is of clinical benefit. Just quickly, before we get back to viewers questions, martin, all of those treatments, as you say, some are experimental, they are used in differing seriousness of the illness, how do you square what he is getting with what we are seeing, which is a president who walked to the helicopter when he went to hospital, who has done that little video, and went out on the drive by and looks and sounds 0k . It is of course hard to know from the outside. None of us are close enough to really know, but a man who can go on a cavalcade tour does not appear to be a man who is close to needing a ventilator. But lets remember, as has been said before on this programme and others, that the Natural History for this disease is that typically patients
for the first five or seven days may have fever and a viral infection and many people then just get better, but those people who deteriorate tend to do so between about day seven and ten. That is when most people in the uk have to come into hospital and it is beyond day seven to ten that then people deteriorate to the point they need more permanent oxygen and support for the respiratory system, so ventilators and so on. As i say, a man who can go in a cavalcade is not a man who looks like hes near ventilation, but this is an evolving clinical picture which im not close enough and nor are any of the rest of us to comment on. Thomas, tom wants to know if trump was to become too ill to continue campaigning, can he declare the election null and void . Who would make decisions . Trump may be tempted to call the election null and void but he does not have the power to do that. All he can do is make the best of the situation. Even though trump himself is not going to be on the campaign trail for at least 14 days, this does not mean that his Campaign Team will not be working round the clock. Voters will be bombarded still with advertisements. Campaign surrogates will be crisscrossing the country. There will still be Virtual Events and you can be ensured that the president s twitter account will not go dormant. In fact, he has already tweeted quite a bit since he has been at walter reed medical centre. In terms of the integrity of the elections and efforts to call it null and void, i think what is more worrisome is trumps other accusations the possibility of widespread fraud in the election where he has questioned the legitimacy of mail in ballots for exa m ple. That is a signifcant challenge to us democracy and has many worried about what might happen in the event of a close election result that is contested in courts. Martin, back to the medical side, those treatments you were talking about, graham wants to know, can everyone access those treatments . Lets focus here in the uk. For starters, remdesivir is able to be used for certainly emergency use authorisation for mild regulator, but it is in relatively short supply and is for very specific types of patients. It improves times of recovery, but we do not know if it affects survival. Dexamethasone is about £5 for a course of treatment here in the uk, perhaps a dollar in many parts of the world. It is very widely available, very well established and so for those patients who get to the point where they need oxygen or a ventilator, dexamethasone is very widely used all around the world. The final one, which is this regeneron antibody, the short answer is no, that is in development. It is going through exactly the phases of development you
would want and expect a drug to do, starting with the reports we have had so far of a few hundred patients, and now in the recovery trial in the uk it will go to a few thousand patients alongside Clinical Care to understand is this really a valuable treatment . Does it help patients to get better . And that is what we all want to know. Back to you, thomas. A question linked to what were talking about a moment ago about possibly trump wanting to declare the election null and void, james asks could he postpone the election . Well, the election is going happen on november the 3rd, irrespective of the president s condition. Changing the date would require the passing require the passing of a law by the house of representatives and the senate. Given the political situation at the moment and how close we are to november 3rd, there is no plausible possibility of that occurring. Remember also the election is not just for the president , other seats will be on the ballot, including in the senate, house of representatives and state and local races across the
country. So i think we can all look forward to an exciting evening on november 3rd where we will know shortly afterwards whetherjoe biden will be given the keys to the white house or whether were in for anotherfour years of donald trump. Do you think we will see another debate, because the debate last week was meant to be the first of three . That is correct, we are going to see a Vice President ial debate which is coming up very soon. I think it is definitely unlikely that the second debate will happen. I think the third debate is very much up in the air. Donald trump might not want another debate, given that his poll dropped after the first one, which many critics argued was a disastrous performance. Martin, ruth asks, as trump has covid 19, is it safe for
him to go on a drive by rallies rather than isolating . The advice is clear, those who are suspected of having covid 19 or have covid 19 should isolate. Those ruls are quite clear for everyone, whoever you are, wherever you are around the world. Thomas, what happens if trump is re elected but too ill to be president . That is a question from ian. The Us Constitution has a 25th amendment and that details the line of succession in case a president dies. The 25th amendment also provides the possibility that the president becomes incapacitated. In that case, the Vice President would take over Donald Trumps response abilities. The Vice President would have full powers of the presidency in that instance and then when the president becomes well enough to serve again, then he would be able to take the position back. So there could be this period
when the Vice President takes over and then the president takes it back. Martin, i think you have already probably answered this, but jason wants to know, could trumps illness get worse . Well, again, none of us are close enough to really know what the situation is there and when he started getting symptoms and what his Current Health is actually like. But i think. We have to wait for a few days to see what the answer to that is. Yes, in theory it could get worse. Hopefully it will get much better. Im a doctor and i want every patient to recover, but lets remember it is a disease that has killed a Million People around the world, that is a million tragedies, and that is why i am so keen that we find treatments to avoid the worst. Lots of conspiracy theories going round, one question is how can we be sure
that this is not a Campaign Strategy . Trumps repeated lying on many issues, including the severity of coronavirus, has some critics second guessing. It is documented that he is told 20,000 lies during his presidency. Recently, journalists reported that trump deliberately downplayed the virus to the American People to avoid panic. Even when he knew the coronavirus was much more serious than the common flu. At the same time it does not seem plausible that his condition could be fabricated, given the amount of officials involved and the amount of steps that would require. While trump hasnt given the American People a good reason to trust him, i think we can be confident that he has covid 19. Thank you both very much. There is a chance you could encounter a few showers of the next couple of days, but in comparison to the weekend just past, that is an improving picture. We also started today with some blue sky and sunshine, as you can see in highland scotland. But the soggy cloud feels a legacy of the weekend just past and we are still under n area of low pressure which will drive the story for monday and tuesday. Weather front and the west enhancing showers through Northern Ireland, wales and South West England at times. As we go through the day, winds are likely to strengthen as well. Further east isa to strengthen as well. Further east is a case of sunny spells and fewer showers and certainly it is an improvement on what we had at the weekend. If you dodge showers with a little more sunshine coming through, it should feel a bit more pleasant out there, particularly if you are taking an afternoon walk. Temperatures peaking between 13 and
17 degrees, 63 fahrenheit. Through the night, so as to the west are going to droop steadily eastwards, so we will see a line of more showers for a time, warm band moving through being replaced by another, particularly across england and wales must look further north, clearer skies here and we will see in single figures, but temperatures generally sitting at around ten or 11 degrees. Starting tomorrow it will be a case of sunny spells and scattered showers again, but the further east you are, perhaps fewer showers and particularly across scotla nd showers and particularly across scotland it will be dry, settled and are sunny for most. Top temperatures of 12 to 16 degrees, 61 fahrenheit. Low pressure continues to drift off towards scandinavia on wednesday at. Here we could see a more enhanced showers and a stronger winter for scotland, but they dry out, settled story across england and wales, not for long as the cloud is expected to gatherfor for long as the cloud is expected to gather for the end of the day and turned the south west. Enjoy wednesday, not a bad day for many. Looking around ten to 16 degrees the
hyatt. As we move into their day, another area of low pressure which will bring some rain around. Still an area of uncertainty as to where the heaviest of the rain is going to sit, but it looks likely there will be another part of a very wet weather across england and wales. That is to end the working week. Thursday and friday look wet, but the rest of the dry weather perhaps the rest of the dry weather perhaps the further north you art. That is it, take care. Nearly 16,000 positive coronavirus cases in england were unreported last week because of an it error. Everyone who tested positive was informed, but others in close contact with them were not. Those people are obviously being contacted and the key thing is, as i say, that everybody, whether in this group or generally, should self isolate. That is the way to make it work. Figures show around half of the unreported cases are from the north west of england. Also this lunchtime.
