The family of Breonna Taylor, the black medical worker shot dead by police in her home in kentucky, have expressed their anger that no one is to be charged with her killing. Its brought protestors onto the streets of lousiville and other cities this evening and there are reports that a Police Officer has been shot. These are the latest pictures from louisville, where of course the shooting took place back in march. New york, pittsburgh and washington have also seen protestors angry at the decision by the state attorney general to be prosecute one officer for a lesser offence because some of his bullets went into a neighbours property. Two other officers at the scene were not charged because they were returning fire. Breonna taylors boyfriend, who was with her in the flat, had shot at them as they broke through the front door. Our correspondent, aleem maqbool, reports from lousiville. Theyre already starting to express their outrage at the news that police wont be charged with the manslaughter of Breonna Taylor. In march, the 26 year old had been in her own home after midnight when plain clothes Police Officers burst in on a drug raid. Her boyfriend, kenneth walker, a licensed gun owner, says he thought they were intruders and fired his weapon. They fired back at least 20 times, killing breonna. No drugs were found. 911, operator here. What is your emergency . I dont know whats happening. Somebody kicked in the door and shot my girlfriend. Breonna taylor after months of protests, the city of louisville paid a 12 million settlement to Breonna Taylors family, but they wanted the officers charged with manslaughter. A grand jury decided against that. According to kentucky law, the use of force by mattingly and cosgrove was justified to protect themselves. This justification bars us from pursuing criminal charges in miss Breonna Taylors death. Instead, one of the three officers involved was charged with a far lesser count of wanton endangerment. Youve heard the announcement. What do you feel . Angry, very angry, very upset. Basically, everything thats going on right now, im pretty sure a lot of people are let down by hearing what they heard. Ijust hope it doesnt rise into anger within ourselves, and we actually do hold peace. Protesters here feel its the decision not even to send these officers to trial for manslaughter thats made anger, perhaps violence inevitable. For them, in spite of a long summer of protest, little in america has been resolved. Aleem maqbool, bbc news, louisville. Joe biden has said he will review the grand jurys decision in the taylor case before commentating further but also called for the protests against the decision to be peacful. And speaking at a News Conference at the white house, President Trump was asked for his reaction to the events in louisville. A really brilliant Kentucky Attorney general, Daniel Cameron, whos doing a fantasticjob. I think hes a star. And he made a statement illjust read. Justice is not often easy. It does not fit the mould of public opinion, and it does not conform to shifting standards. It answers only to the facts and to the law. If we simply act on emotion or outrage, theres nojustice. Mobjustice is notjustice. Justice sought by violence is not justice. Itjust becomes revenge. I mean, i heard that, i said, write down for me, please, because i think it was a terrific statement. Hes handling it very well. You know who he is, right . I think everyone now knows who he is. I will be speaking to the governor, and we have a call scheduled to make very shortly with the governor. I understand hes called up the national guard, which is a good thing. I think its a very positive thing. And it will all work out. Speak to our washington correspondence stop you think a lot of people picking up here that the president seems relu cta nt to that the president seems reluctant to engage with what actually happened here, very keen to talk about the Kentucky Attorney general but no words really for the taylor family. No, he didnt offer any words of sympathy or empathy, as people might have been expecting, which more than the case with Daniel Cameron the attorney general, he did offer some words of sympathy before he laid out that no officer was going to be charged with offences directly linked to the killing of Breonna Taylor and march and just to let you know we are getting reports that at least two Police Officers have been shot in kentucky, obviously protest have been going on, for more than 100 days straight, people really angry about what happened there. We dont have any official confirmation yet, the police are expecting to hold a press c0 nfe re nce police are expecting to hold a press conference at some point later today and of course we will bring you that update when we get it. We should also just address Something Else from that press conference, President Trump was asked if he is committed to a peaceful tra nsfer of is committed to a peaceful transfer of power after the election. We are going to have to see what happens stop you know that they have been complaining very strongly about the ballots in the ballots are a disaster. The people are rioting, do you commit to making sure there is a peaceful tra nsfer of making sure there is a peaceful transfer of powers. You want to get rid of the ballots and you have a very peaceful, there wont be a transfer, frankly. The ballots are out of control and you know who knows better than anybody else . And you know who knows better than anybody else . The democrats know it better than anybody else. I think that has alarmed a lot of people. It has. Mitt romney, the republican senator has tweeted about it just a republican senator has tweeted about itjust a short while ago, but mrtrump about itjust a short while ago, but mr trump has done this before, back in 2016 when he was up against hillary clinton, he refused to commit whether or not he would accept the Election Results back then. Because he won but even the popular vote which he lost, he refused to that that was true, and infact refused to that that was true, and in fact last month mrs clinton did urge joe and in fact last month mrs clinton did urgejoe biden, the democratic roval to not concede under any circumstances after november the third, and she raised this concern that republicans would try messing up republicans would try messing up absentee balloting, but the american constitution is very clear, i should ad. It really spells out how the transfer of power as opposed work and if indeed come november the third mrtrump indeed come november the third mr trump hasnt won, then he will have to leave the white house. Thank you very much indeed for that. Lets take you now to live pictures now from louisville, kentucky where protesters and police have been clashing. There are reports that two Police Officers have been shot in these protests but no details at the moment about the condition of those officers or indeed actual confirmation that the incident has happened. There are the incident has happened. There a re protests the incident has happened. There are protests too and pittsburgh, new york and austin, texas and considerable anger at what has happened. It does seem absurd that a rate like this can go ahead, clearly misconceived, woman is shot deadin misconceived, woman is shot dead in the middle of the night in her own home, 12 million is paid up to the family but no one apparently is legally responsible for the killing . Thats exactly right, and that is unfortunately the reality of a situation like this in which the responsibility for the wrongful death is seen as only a financial responsibility that the city has to follow and make good on, but the moral responsibility, the accountability for firing 32 rounds, think about that, one of the officers, the one whose bullet was responsible for killing her, fired 16 shots, 16 shots it is unimaginable to just think about 16 shots and this is while the other two opposite are firing, or because they say that they announced themselves and Breonna Taylors boyfriend, thinking that they we re boyfriend, thinking that they were being invaded, shot one shot. Let me just say one important thing. The position that was made by the attorney general to not bring charges was based largely on one person saying that he heard the officers announced themselves when all the others said that they didnt hear anything, so thats important because one of the claims here is that the Police Officers were acting in self defence when in fact it was Breonna Taylors boyfriend who thought he was acting in self defence. So it is notjust a tragedy, it is a killing and it isa a tragedy, it is a killing and it is a killing that did not get framed as a killing and no one will be held accountable for it. We are seeing a lot of anger on the streets, we have seen anger on the streets, we have seen a anger on the streets, we have seen a lot of angus and march. There is a problem, isnt there . Im sure a lot of the protesters see the best chance of changing the Way Police Deal with these kind of incidents as a change of precedent, but the protests of course play into mr trumps agenda, dont they . Mr trumps agenda, dont they . Mr trump can paint himself as the law and order candidate and these protests frighten a lot of voters. This is what is really such a critical moment, because law and order is not just about police in our society, it is also about the peaceful tra nsfer of society, it is also about the peaceful transfer of power and these are up for grabs in this republican administration. We already heard about how this president has said clearly that he is not willing to commit to a peaceful transfer of power. He said directly, do away with the ballots. People didnt miss hear what he said. He said, do away with the ballots, so here isa away with the ballots, so here is a law and order situation thatis is a law and order situation that is at the brink and most people who support him are more frightened by what they are seeing on the streets with protests than they are concerned about this man, and let mejust add concerned about this man, and let me just add one concerned about this man, and let mejust add one more thing, because i did here are that two officers were shot. I think many listeners are unaware that other Police Officers who have been shot and protest were not shot by the protesters. They we re shot by the protesters. They were shot by groups that are trying to exacerbate the situation and bring on what they call the race was. So one has to listen to that with deep concern about who is using peaceful protests to exacerbate the situation and potentially bring on much more bloodshed in moment. You very much indeed for that. Get more detail on that from a press c0 nfe re nce get more detail on that from a press conference in louisville. How concerned am i about the opposite safety . I am very concerned, obviously we have had two of the shot tonight, and its very serious, very dangerous condition. I think the safety of our offices and the safety of our offices and the community we serve is of utmost importance. Reporter inaudible to my knowledge they are both not life threatening, thats about as deep as they can go. Reporter inaudible we are not releasing the names of the officers. Thank you guys, thank you guys, we appreciate you. Thats just guys, thank you guys, we appreciate you. Thatsjust a little bit of the polices side of this, obviously we are chasing more details that we can confirm of what has happened in louisville and elsewhere. There is no surprise for everybody that this inauguration took place in secret, because they realise that Mr Lukashenko is afraid of bela rusian people. They dont trust him. They dont believe him. People will never forgive him for the crimes and they will never forget the crimes. Despite the sweeping motorcade, this was not a normal inauguration. It was unannounced for a leader so unwelcome. In front of several hundred bused in local officials, the russian backed leader praised the military for defending the countrys sovereignty and independence, with foreign dignitaries seemingly absent. Together, he told them, they had prevented catastrophe, thwarted a revolution that had sought to shatter the foundations of belarusian statehood. But on the streets protests continued into the night as a barrage of International Condemnation undermined president lukashenkos claims to office. And as opposition calls for dialogue continue, the president seems intent on not listening. Mark lobel, bbc news. Family members and former colleagues have been paying their respects to the late Supreme CourtJustice Ruth Bader ginsburg. After a brief ceremony at the court in washington, her casket went on display for the public. 0ur north america editor jon sopel reports. There was something almost dystopian about the image as former clerks of Ruth Bader Ginsburg lined the steps of the Supreme Court. Six feet apart, black facemasks instead of black armbands, mourning in a time of covid. Her death a source of genuine pain for millions of americans. There is much more for you, at any time on the bbc news website and on our twitter feeds. Hello there. Another autumnal feeling day ahead for most of us. Even in the sunshine, itll be a cooler day than weve become used to. We had plenty of showers, though, through the day yesterday. That was whitby in north yorkshire. Plenty of sunshine, that said, for parts of Northern Ireland and scotland. And so, where weve had the clear skies, the starry skies through the night, temperatures will start the day close to freezing in the glens. But across eastern england, weve had a bout of heavy rain and strong winds. Those are starting to clear out into the north sea, but hot on their heels another area of low pressure which will cross england through the day. So, again, a spell of heavier rain sweeping its way northwards, Gale Force Winds picking up following to push in or usher in clusters of heavy showers with hail and thunder in their midst. And this rain could get stuck in some areas. And even to the south of it, given that therell be stronger winds, gusts up to 60 mph in exposed coastal areas that could cause some local damage, with gusty winds inland as well. Only 15, i think, the high, compared with the 21 that we had yesterday, and some real downpours around. And cold if youre stuck under this rain band in the north east, possibly southern scotland, even parts of Northern Ireland, although the majority here having dry and sunny weather and so, too, for the north and west of scotland. But only 11 12 degrees, a far cry from what weve become used to in the last week or so. Therell be plenty more showers following as we go through the night, and again itll turn chilly under the clearer skies further north. But i think friday will feel chillier still for many of us, and thats because of a change in wind direction. Weve pulled the low pressure away into the north sea and the low countries, and instead we get this northerly wind. Weve got High Pressure starting to move in from the west, which will quieten the shower activity down. It wont be dry altogether. Well still see some in western areas. We could have almost Gale Force Winds down the north sea coasts, bringing in rain to lincolnshire, east anglia and the south east as well. So, it will feel chillier, distinct wind chill in this part of the world as well. But some sunnier skies prevailing further west eventually, and those will prevail through the weekend potentially with that area of High Pressure continuing. Although near the north sea coasts, theres always the chance of brisker winds ushering showers, possibly even longer spells of rain at times through saturday and sunday. So, the detail is going be difficult at this stage, but, as ever, well keep you updated and theres more of course on our website. Bye bye. This is bbc news.
