Are looking at temperatures dropping by m celsius between now and the end of the week and the colder air is on the way at the moment, arriving behind this cold front that will push its way southwards across the uk. Thatll continue to bring rainfora time the uk. Thatll continue to bring rain for a time across scotland and Northern Ireland overnight with skies clearing later on as the wet weather trundles into england and wales. As the skies clear across the north it will be in much colder night, cold enough for a touch of frost on the grass for some areas of scotland and england, and england and wales of the state stilljust about into that mild air. Through wednesday, the cold front will continue to push southward and eastwards so outbreaks of rain all areas. The rain will turn increasingly heavy across the east. Showers follow to western england and wales, scotland and Northern Ireland having the best of the dry weather and sunshine but this is where we will see some of the lower daytime temperatures. Highs of around 12 or 13 degrees. A much cooler feel here. Wednesday evening it could turn quite windy for a time around some of these southern channel coast and the north sea coast from an area of low pressure forms. That low then spins its way toward scandinavia to replace by another area of low pressure quickly arriving to our southwest. So it will be another unsettled day on thursday with heavy outbreaks of rain around, strong winds reaching gale force across parts of southwest england perhaps south wales as well although the strongest winds will probably arrive to thursday night and it could be Strong Enough to bring down some tree branches, some parts of northern scotland and perhaps some areas of Northern Ireland staying drier but it will be cool for all of us. Friday, northerly winds around, showers are longer smell the rain coming down on those northerly winds affecting the north sea coast of you scotland and eastern areas of england. In the wind will feel quite chilly in the top temperatures between 11 and 14 degrees for many of us, that weekend still fairly on saturday but the winds ease down on sunday and it will stay on the chilly side. That is your weather. Hello, this is bbc news. The headlines. The Prime Minister announces new measures to tackle the second wave of coronavirus borisjohnson says the latest restrictions in england are likely to be in place for six months but is prepared to impose additional lockdown measures if necessary. We must do all that we can to avoid going down that road again. But if people do not follow the rules that we have set out then we must reserve the right to go further. Pubs and restaurants will close at 10pm Wedding Guest numbers are halved and those who can should work from home. In scotland, the first minister Nicola Sturgeon goes further from tomorrow people will not be allowed to visit each others homes. Thousands more jobs are to go with the Hospitality Industry once again bearing the brunt. And as plans for fans to return to stadiums are put on hold sports clubs call for emergency funding. Setting out new measures for the coronavirus in an address to the nation, the Prime Minister has warned if people dont follow rules, we must reserve the right to go further. Among the new measures announced, workers in england are now being told they should work from home if possible a change on the policy announced a few weeks ago and the public is being warned that the new measures could well be in place for the next six months. Restaurants, pubs and takeaways are being told to close their doors by 10 oclock at night from thursday. Lets take a look at the main points from that address from the Prime Minister. Penalties for not wearing a Face Covering or gathering in groups of more than six will increase to £200 on the first offence. From thursday all pubs, bars and restaurants must close by 10 oclock and will be restricted to Table Service only. Office workers are being told to work from home if possible. The use of mandatory Face Coverings will be extended to cover shop staff, taxi drivers and passengers. Exemptions to the rule of six will be cut back 15 people will be able to attend a wedding but 30 people will still be able to attend a funeral. And plans to allow fans to return to sporting events from the ist october have been paused. More of your questions answered in just a moment that first summer reaction. Professor devi sridhar chair of Global Public health at Edinburgh University medical school. What is your assessment of the package of measures that weve just heard . Inaudible. Will these measures be enough . It comes down to where they think these clusters are coming from and in scotland theyre coming from households meeting the chatter and also in hospitality. With hospitality if you try to shut it down you need economic support for the sector otherwise you will see mass unemployment and business is not surviving. So the next step would be to get people outside but do not meet in homes given we know that transmission occurs inside households. We have different restrictions in different parts of the uk, were you surprised that in england Boris Johnson did the uk, were you surprised that in england borisjohnson did not announce as we have heard in other parts of the uk, a ban on household mixing . I was surprised because in england the rules that six different hassles can still reach inside and thatis hassles can still reach inside and that is six chances for the virus to move that is six chances for the virus to m ove a cross that is six chances for the virus to move across different homes and then it can spread throughout household. So hopefully in the next couple of weeks the measures that they have put in place will have an impact but if not they may need to go down that same route to try to get a check on it. And with scotland it has gone harder but the idea is to do a review after three weeks and start perhaps trying to have a downward trend. So hopefully restrictions will not need to last as long if you go stronger. Going back to what you are saying to expect the same rules that are in scotland for example about households not mixing, do you expect that to come into force in england at some stage . expect that to come into force in england at some stage . I cannot predict the future but my guess would be that yes we will see that coming in the next few weeks. Weve seen coming in the next few weeks. Weve seen this with other measures, investing in local chasing capacity, building nhs Testing Capacity and Face Coverings so it is just i think a question of time. What is the evidence pointing to, what are the key areas where we are seeing spread, for example Public Transport or households . The evidence points to indoor crowded, unventilated settings so think of things like pubs, restaurants, house parties, where many people are together without Face Coverings for a considerable length of time. I think it is safe to be on Public Transport and in shops and even outdoor hospitality especially if you are wearing a Face Covering indoors and just in and out. But i think what is risky if you are inside someones home for a long length of time, you should ask yourself if someone in this setting whether a shop, house party pad, if someone is infected with the virus than how likely would ibe to with the virus than how likely would i be to get it and in some of these settings that would be much higher. People have been asking why there is cut off point for ten oclock for closing pubs and restaurants, what difference will that make to the virus . You have to see these restrictions is trying to minimise the harm on the economy and trying to keep some kind of Economic Activity going. It would be better of course took until the virus to shut completely but of course you have to try to find a balance and the idea of the curfew is that people start drinking later in the night and then with alcohol involved social distancing those. It is trying to see how much this can do. The question is will it be enough or not to stop the spread that we are seeing. Thank you very much. And now on bbc news its time for your questions answered. With me is dr sarah jarvis, whos a gp and clinical director of Patient Access dot com. Also im joined by peter drobac, whos an Infectious Disease and Global Health expert at the university of oxford. Thank you both forjoining me and being with us. Lots of questions coming in. Sarah, a question from alan williams, why has there been no mention of those previously shielding and why are we not been asked to shield again because of the increasing cases . Well i would like the answer to those questions shielding was paused back injune and july with the idea being it was to protect people while the pandemic was at its peak in the first wave and then as the numbers of cases reduced it became less dangerous for people to go outside but you are right that if you were previously shielding given the right and which cases are going up and it is not because more people are getting tested but because more people have got it as we discovered from our pilot study. It has gone to 6000 people a day last week. So we know that more people are getting it and so it is more dangerous but be sure we have is when we started off we thought that this was a respiratory virus and mostly dangerous for people whose immune systems were affected. But were increasingly seeing that people with multiple complications which may not on their own have meant they needed to shield could be at higher risk of instanced people with a combination of perhaps high blood pressure, diabetes, being particularly seriously obese, being older or of bame origin increases your risk so there was an algorithm produced to decide who would be at higher risk but as gps weve heard nothing about that and i think that we need to. Thank you for that. Peter, Jack Docherty asks why heavy restrictions are being placed in again when deaths are lower than the where at the height of the virus . When cases are rising as quickly as they are now hospitalisations will follow and after that increases in deaths. Weve already seen hospitalisations dabbling in the past fortnight and deaths have already begun to increase. We know from our experience in march how quickly this can get away from us and overwhelm the Health System so these measures have been put in place to prevent that. Death is not the only bad outcome from covid infection, with more evidence now of a numberof infection, with more evidence now of a number of people who have re cove red a number of people who have recovered from infection partially only to have long lasting symptoms of fatigue, cardiac problems, neurological problems put some estimates are as many as one in ten people may suffer the effects of what we call long covid including young and Healthy People and we do not want to take that risk. Dennis clara asks how many hassles can out meet indoors . The fishery in england it is still six but i think that is wrong. In scotland there is no meeting between hassles and the fewer hassles missing the lower the risk will be because you take on the risk will be because you take on the risk of the person from that household and the whole of their household. Peter, Anthony Lewis asks with the 10pm curfew already in place in leicester and cases rising there why are we making this a national policy when we know it is not working . The ten oclock curfew announced today is just one of a numberof announced today is just one of a number of measures of course that are being put in place that were to be followed. And as your previous guest said the goal is to try to balance measures that can control the virus by limiting our interactions and contact while still allowing some Economic Activity to continue. I think that is right to be concerned as to whether the measures announced today will be enough. Time will tell and of course the government reserves the right to review and tighten restrictions if necessary. The question, may we have clarification on the wearing of face masks in Public Interest spaces, thatis masks in Public Interest spaces, that is from patricia baxter. So Going Forward they will be mandatory for staff in retail outlets in taxes and indoor hospitality areas you will need to wear than in a pub, cafe or restaurant unless you are sitting at a table and your order has been brought to you and a passenger will you will need to wear them ina passenger will you will need to wear them in a taxi. They are already mandatory in hospitals and pretty much underrated in general practices although it is not official. But i believe you should wear them in a general practice. Basically whenever you are in indoor space where you cannot socially distance and there are many other people around particularly if you are there any length of time you should be a Face Covering. Peter, a question from mark walker, the Prime Minister said today that weddings should not be any more than 15 people but funerals may have 30. How can this be right . I cannot give you a satisfactory answer for any of you in the process of planning weddings, it is i think particularly painful because they have been restricted to 30 people la st have been restricted to 30 people last month and now again to 15. From the standpoint of virus can chill all these gatherings are quite risky andl all these gatherings are quite risky and i think it isjust a matter of a balancing act in terms of where to set those restrictions i cannot speak to exactly why those cut offs we re speak to exactly why those cut offs were set. The reality is unfortunately for these type of events we need to plan scaled back events we need to plan scaled back events and hopefully you can have a wonderful big one Year Anniversary reception. Thank you for that. Sarah, highfield asks can we still move freely around the uk for leisure and visiting family . You cannot move around wales any more, the recommendation is to stay as close to home as possible although officially there are no restrictions on travel within england but i think we all need to think seriously about whether should be travelling. We know there are some parts of the country which are higher risk than others and i would recommend that in the same way ive been saying for months we should not have started to go back to officers i would say the same thing would apply to family as much as you can. Peter, a question from donna brown, following the announcement regarding new measures to be imposed could summon advise how the boarders are being protected, there are people entering the uk without any checks being done asi the uk without any checks being done as i understand it . The policies around border restrictions remain in place and those of the list of countries for which you are required to quarantine for 14 days when you enter the to quarantine for 14 days when you enterthe uk. Of course to quarantine for 14 days when you enter the uk. Of course weve seen reports about varying levels of enforcement of these policies and people reporting very little follow up or information at airports and of course that is of concern. In reality this kind of measures around Border Control are more important when levels of Community Transmission of covid are low. Unfortunately now theres so much transmission around the country that actually Border Control, stricter measures at this moment would not actually have as big an impact as the measures that we had announced today. One more question each and brief answers please. Is it possible that those who have been advised to isolate as a result of the virus could still be infectious after self isolation . It is, particularly if you still have a fever. If you still have a cough or loss of sense of smell or much less likely to be infectious if youve done the ten days. They still strip a small risk but the majority of the risk is in the first week after you become infectious. Peter, as a worker in a large retail unit will it be mandatory to wear a mask throughout the store . That is my understanding and my advice, any time your in an enclosed indoor space with others it is in all of your interest to wear a mask. Thank you all for sending in your questions and thank you to you as well. Earlier we heard from the leaders of wales and scotland. Speaking after the Prime Minister addressed the uk about further coronavirus measures, Northern Irelands first minister said the virus had crept into communities in every county in the region. Arlene foster added that tougher covid 19 restrictions being imposed in Northern Ireland should act as a wake up call. We need to act. But i do want to reassure you that despite all the headlines this is not a second lockdown. This is a wake up call, a reminder that we are not out of the woods. As an executive we have agreed that your school, your shop, agreed that your school, your shop, a factory, your business, your college, your local hotel or restau ra nt college, your local hotel or restaurant will remain open because they have all taken steps to stop they have all taken steps to stop the spread of the virus. The track and trace system also points to limited spread in those facilities. As you enter those places you hands will be sanitised, you will stay apart, and you may even wear ppe. We have however from six oclock this evening restricted how many people you can gather in your home. As weve heard, the restrictions call for all pubs, bars and restaurants to close at 10pm, throwing up the possibility of another 6 months of Economic Hardship for the industry. The new measures include a compulsory closing time of 10pm for pubs, bars and restaurants as well as being restricted by law to Table Service only, except for takeaways. Businesses could also be fined up to £10,000 if they take reservations of more than six, do not enforce social distancing, or do not take customers contact details. Tom stainer is the chief executive of camra the campaign for real ale. Andy lennox is the founder of zim braai resturatants in dorset he also runs a forum representing more than 500 hospitality businesses across the south coast. Thank you forjoining us. Lets start with tom, this ten oclock compulsory closing time, what is your reaction to that . Important thing to say is that pub customers wa nt to thing to say is that pub customers want to stop the spread of virus but there is no evidence that pubs are disproportionately contributing to infections or that these measures will be effective in combating this. And businesses are not offered any Additional Support at the moment and there is already pressure on already fragile pubs which are now at risk of permanent closure. And the curfew potentially will cut several hours of high trading times which these businesses need when theyre struggling to get back on their feet and pay off debts. Andy, what kind of impact will this have on restaurants . Basically we have just lost 30 of the evening revenue overnight. It will be difficult for us, we will rise to the occasion as we always do. The rule of six is already in place and track and trace in the ten oclock curfew this is a 30 of revenue so we will have to pivot and try to find another way of getting through it but i think the big thing now is what kind of support there will be. We will need some kind of flexible scheme brought in and the vat is going to have to be here to say, that 5 is massively needed. But more important is the night time economy i think and the Events Industry which isjust decimated and theyve onlyjust got back on their feet. They have had no support are whatsoever so i think there is a key package needed. The eat out to help out scheme has been fantastic but it hasjust made back the losses weve already had and now were going back into this other potentially months of restrictions and it is frustrating in dorset where we have a very low infection rate. It could have been much more localised viewpoint in this. Hopefully that will change over time but right now as an industry we will figure it out and make sure that basically we continue to serve customers as we have done safely. And to pick up on some points and he made about what kind of help is needed now, what ideas do you have . As was mentioned the furlough scheme is to be extended now. The government needs to show that they are supporting hospitality and one way to do that is to look at the duty rates which are some of the most expensive in europe on the. You could offer a cheaper rate of duty on draft beer in pubs. I hope the government is not suggesting that pubs are not a safe place to be because the majority have made massive investment in protecting their customers and staff. It is far safer to be in a pub than mixing a term or going to unregulated gatherings and in fact the curfew potentially could push people from the safe environment of pubs into unregulated gatherings, house parties are drinking in parks where there is no distancing under control. An interesting thought because im sure we need to open schools and businesses but that must be balanced out by closing other areas and hospitality is the one that theyve chosen, can you understand that from a government viewpoint . It is a difficult one, i have kids and schools need to be open, we understand that and it is our duty to help it to happen. It is very difficult, weve just come out of eat out to help out schemes, we we re of eat out to help out schemes, we were told to go to restaurants and were told to go to restaurants and we told go a little bit less. What will happen is at ten oclock you will happen is at ten oclock you will have every Single Person leaving the restaurants and pubs and bars and where are they going to go . Is it going to be carnage on the streets . You talk about the police and the army, potentially it could get very bad. The great thing about the Restaurant Industry and the Hospitality Industry is that we are very good at self controlling, very good at controlling people. It may be short sighted but i do totally understand that it is our civic duty and is an industry our duty to make sure that our kids go back to school. That is the most important thing but what needs to happen now is there needs to be a very in depth and localised look at this and go 0k, theres that kind of shock and awe tactics that has happened and i do get that but now we need to sit and go right, is the infection rate that high, no it is not. Ill be controlling our areas, two people into a set go to beaches when half a Million People descended on bournemouth . No, they did not so we need to look at a localised approach, definitely get the kids back to school and bring the infection rate down but is not the Hospitality Industry that has created this. And the idea of a localised approach, i think that message has come through loud and clear. Tom, just wanted to get your thoughts, if this goes on for six months which is the potential that weve been warned about and also more restrictive measures coming in could pubs and restaurants are vied for that long . I think we will see sadly a lot of closures, pubs and restau ra nts, ma ny sadly a lot of closures, pubs and restaurants, many have barely survived the first lockdown and now they are opening burdened by debts, theyve got to pay off rent in the next 20 months and all this adds to the pressure and anything to make it more expensive or difficult and more strict to trade is going to see permanent closures. People will see their Community Local closing for good, very sadly. We wish all the very best and thank you for coming on and talking to us. Now its time for a look at the weather with chris fawkes. For many it turned out cloudy on tuesday but with sunshine across the midlands and east of england it became very warm, 26 degrees recorded in suffolk. But it is going to get colder in the next few days for all of us, a drop of 14 degrees in suffolk between now and then. The colder air arriving behind this area of rain which is a cold front. It will get much colder, cold enough for some grass frost in the north of scotla nd for some grass frost in the north of scotland but still relatively mild across england and wales for the time being. On wednesday the rain turning increasingly heavy and persistent across eastern areas. Further north west a few showers around. And across these North Western areas we have some of the lower daytime temperatures and feeling a lot colder. This is bbc news. New restrictions in the uk. 200,000 dead in america.
