A new task force, will investigate. And saracens are through to the semifinals of rugby unions european champions cup, after beating leinster. Good evening. In a sign of the governments increasing determination to tackle a steep rise in Coronavirus Infections in england, there will now be stiff financial penalties for anyone failing to self isolate after a positive coronavirus test. From september 28th, the fine will be £1,000 and up to £10,000 for repeat offences. But those on low incomes who cannot work from home, will be given a £500 lump sum. The news comes as borisjohnson considers whether to tighten covid 19 restrictions right across england, after saying the uk is now seeing a second wave of coronavirus. Heres our political correspondent, iain watson. Here in preston, households are already banned from meeting other households in their homes, gardens or indoor venues. From tuesday curfews will be imposed and tighter restrictions have already been imposed in other parts of Northern England and in the midlands, covering around one in five of the countrys population. Midlands, covering around one in five of the countrys populationli five of the countrys population. have close family that passed away with covid so i know exactly how this is serious. Something needs to be done but its a shame we will not see our family is as much. And as the Prime Minister warned of a second wave of the virus, restrictions in lancashire could be a glutes of the future across the whole of england. We had to be careful about making sure we can keep the r rate down so were looking at the data, we have a far set of data now and we wont be afraid to use any restrictions necessary. The government introduced its run of six only six days ago yet this weekend, borisjohnson is pouring over the data to find out if it needs to go further. He wants to avoid a full national lockdown, he knows that because shutter a fragile economy so any plans emerging from downing street is likely to keep schools and offices open but the Prime Minister also wants existing restrictions to be more tightly enforced. The government s scientific advisers have suggested that as many as four out of five people could be bending or breaking the rules and self isolation. From the rules and self isolation. From the 28th of september in england anyone with a positive coronavirus test or who has contacted by the track and trace system will have a legal duty to self isolate, those who dont could be fined £1000 initially and up to £10,000 for repeat offenders. But if you are on benefits or in the low income and cant work from home you will receive a £500 lump sum to encourage self isolation. In precedent there was support for the idea of finding those who tested positive and who broke the rules. The people going out of their way to ignore the guidelines its quite fair and proper that they should get punished quite severely. Thats not one for them to be going out and about and they should be fine. But i think the rules now are really, really complex. Labour say they would support moves to control the spread of the virus but they wouldnt have started from here. I had to say i think this could have been avoided if the government had got their testing and tracing system in place and now we are having to look at more extreme measures because the virus is out of control. The cabinet was briefed by the governments medical and scientific officers today. The task now for the Prime Minister is to balance the health of the nation with help for the economy. The latest government figures show the highest daily number of new infections, since the recent surge began with 11,1122 new Coronavirus Infections, recorded in the latest 2a period. That means the average number of new cases reported per day in the last week, is 3,598. And as new infections have climbed, so too have daily hospital numbers, with 227 people being admitted on september 17th. This figure doesn t include scotland. 27 deaths were reported of people who died within 28 days of a positive covid 19 test, and that means on average in the last week, 19 deaths were announced every day, taking the total number, across the uk to 41,759. Well, with Coronavirus Infections in england doubling every 7 8 days, ministers are seriously considering as weve been hearing tighter restrictions right across the country to disrupt the spread of the virus. Our health correspondent, naomi grimley, is here. We know borisjohnson doesnt want we know Boris Johnson doesnt want a full national lockdown, so how is the government characterising any broader National Restrictions that might come in . They have a child it as something called a circuit breaker, because they dont want the blunt instrument of a four lockdown with all the Collateral Damage that brings to society and is aimed at one aspect in particular of our lives which is socialising because thatis lives which is socialising because that isjudged to lives which is socialising because that is judged to be the riskiest area of transmission at the moment. Public Health Experts want this brought in sooner rather than later. Thats because they are worried about the spread of the virus from younger groups of society through to the elderly and the more vulnerable and that is something we have seen in france in the last couple of weeks. They also want the government to get its house in order on test and trace and it might give them some breathing space to do that after a truly terrible week of stories on that. We have also been hearing about tougher penalties for those who dont follow the rules and this comes on the day we heard about a case in bolton of a guy who didnt quarantine when he came back from abroad, he then went on a pub crawl and infected several people. Thank you. And the health secretary, matt hancock, along with the labour leader, keir starmer, will be on the Andrew Marr Show tomorrow, thats at 9am, on bbc one. A political battle is shaping up in america, following the death at the age of 87 of the Supreme Courtjudge Ruth Bader Ginsburg, a champion of womens and minority rights. Donald trump says despite the president ial election being less than two months away, he should have the right to choose a conservative nominee to replace her. But his democrat rival, joe biden, insists the decision must wait until after the november poll. Heres our north america editor, jon sopel. No, not the death of a rock star or a movie legend. This spontaneous vigil in washington last night is for a judge. The Supreme Court plays a Critical Role in American Life and Ruth Bader Ginsburg, or rbg, became a cultural icon. It was beyond my wildest imagination that i would one day become the notorious rbg. I, Ruth Bader Ginsburg. She helped define modern america with the force of her legal argument on equal pay, abortion, disabled, health care. And a determination that women should play as big a part in American Public life as men. It contributes to the end of the days when women, at least half the talent pool in our society, appear in high places only as one at a time performers. In herfinal years, despite multiple cancer diagnoses, she never missed a day of oral argument, feisty and formidable to the end. So whats the big deal . Isnt this just another judicial appointment . Well, no. A strong conservative majority now within sight on the Supreme Court will help shape america for decades to come. Rbgs death has electrified the president ial Election Campaign and who should fill her boots and when has become political dynamite. Last night donald trump, who seemed stumped by her death, was playing his cards close to his chest. Whether you agreed or not, she was an amazing woman who led an amazing life. Im actually saddened to hear that, im saddened to hear that. Thank you very much. The flag at the white house may be flying at half mast, but politics goes on. Donald trump making clear he is going to nominate a conservative replacement without delay. Democrats though, led by president ial candidate joe biden, say no decision should be made until after a new president is sworn in. Let me be clear that the voters should pick the president and the president should pick the justice for the senate to consider. Just before Ruth Bader Ginsburg died, she made it clear she felt that her position shouldnt be filled until after the election. It seems unlikely she will get her dying wish. Jhn sopel, bbc news, washington. Us media are reporting that a letter containing the deadly poison ricin and addressed to donald trump, has been intercepted in the us mail. It was discovered before reaching the white house in a facility where post is screened. The fbi and secret service are investigating. Its thought the letter may have come from canada. Police say that 32 people have been arrested at a protest in Central London against a coronavirus vaccine, and measures to prevent the spread of covid 19. Hundreds of people descended on Trafalgar Square a day after londons mayor warned that further restrictive measures may be necessary as the rate of transmission in the capital rises. A new Cancer Task Force set up by nhs england, will meet next week, to support Cancer Services following the coronavirus pandemic and to try and increase the number of referrals. The Charity Cancer research uk estimates there were 350,000 fewer urgent suspected cancer referrals over the summer, and around three Million People were not screened. Now most services are back up and running, but are expected to be much busier than usual, as hospitals try to deal with the backlog. Our health correspondent, dominic hughes, has more from liverpool. In liverpools new Clatterbridge Cancer centre, which opened injune, treatment is up and running. The coronavirus meant face to face contacts with patients like ian were greatly reduced. So his first appointment actually meeting staff comes as a relief. I find consultations face to face a lot more better because you can ask questions. 0n the phone theres no eye contact, which i find it unusual. Here in liverpool and right across the uk, Cancer Services are now gradually coming back up to speed. That means a lot of thought is now being put into how to resume those services safely and also what happens if the coronavirus comes surging back. Infection control and social distancing also means it now takes longer to treat people safely. Take a small breath in and hold your breath. And there are concerns about how much capacity there is to reduce the backlog of patients. We still are dealing with the pandemic and the knock on effects of that. Were also approaching winter pressures, so thats been why it is so important that this hospital opened on time when it did so that we are in a good position to offer that additional capacity and support our patients. At the start of this year, Hattie Gaynor was celebrating success on the tv show the greatest dancer. Im here today for my cat ct scan. Now shes under undergoing treatment for recently diagnosed breast cancer. Her initial concerns over a lump were missed. During lockdown, she could only get a telephone consultation with her gp. Im a young girl, im 28. Im not a hypochondriac. I dontjust ring up about nothing, you know . I know that they dont know that necessarily but i think i should have been seen and i think i should have been examined. A task force set up by nhs england will start work next week, aiming to get more people checked and tested. Were working to try and match the capacity that weve got, whether it is across the nhs or indeed the independent sector to the demand that we can see coming through and we are expecting during september, october, that were probably going to see more than the usual number of people. The next few months at cancer centres like clatterbridge will be crucial in reducing the backlog of people waiting for life saving treatment. Dominic hughes, bbc news, liverpool. Now, with the days sports news, heres karthi gna nasegaram, at the bbc sport centre. Good evening, clive. The continents dominant force in recent years condemned to the wilderness from next season, punishment for breaching financial rules. If these are the final throes, they were unexpected as they were impressive, kicking themselves into a 12 point lead against leinster. All before alex goode found a gap and set off for the line. A side with little to lose still hungry. Somewhere in there, leinster had their try. Somewhere in their leinster had their try. The comeback . The Housing Charity, shelter, estimates that more than 300,000 People Living in rented accomodation in england, who werent in arrears before the pandemic, have now fallen behind on their rent. A ban on evictions in england and wales, ends tomorrow. The government says other measures will protect tenants. Heres our business correspondent, katy austin. Itjust seems like so long ago now that i last did Something Like this. For sussex dj ian, the music stopped in march. Coronavirus Restrictions Mean theres still no work and he owes £3000 in rent. They were happy for me to pay 50 untiljuly, when they contacted me to start asking if i could pay any more. Can you . No. He will now get a payment from the local council to help, but will still owe his landlord. My future here is certainly in the balance and it is worrying. It does. Its a big strain on your mental health, absolutely. A temporary ban on evictions in england and wales is now coming to an end, so possession hearings will be able to start again in the courts. Cases that are really serious, like those involving anti social behaviour or rent arrears that go back a really long way, will be prioritised and the notice period has been extended to six months. Evictions still cant take place in areas under local lockdowns, where gatherings in homes are restricted. The Housing Charity shelter says emergency measures have stopped an immediate wave of homelessness but more support is needed. If the government wants to actually solve the problem, instead of continually buying time, build social housing. And it does need, in the short term as well, to help people with this level of debt that has built up during the pandemic. 0ne Landlords Group says its members have supported struggling tenants wherever possible but they cant afford to lose income for ever. It also wants the government to help people in england pay back missed rent, similar to measures announced in scotland and wales. Wed like to see the government step in as furloughs withdrawn and actually support those households to pay back some of the arrears theyve built up and secure the tenancies that nobody wants to see fail but, inevitably, if debts continue to increase, will. The government says the six month notice period and a so called truce on evictions over christmas will help keep people in their homes over the winter. Ian fears he cant afford to stay in his for long. Katy austin, bbc news. A former british diplomat is under investigation in belgium, for allegedly spying on behalf of china. Fraser cameron, who previously worked for the European Commission and the foreign office, is suspected of selling Sensitive Information about the eu, to undercover chinese intelligence officers. Mr cameron has dismissed the allegations, calling them ridiculous. A rare edition of shakespeares last play has been found in a scottish Catholic College in spain. The two noble kinsmen, written by shakespeare withjohn fletcher, was found by a researcher investigating the work of the scots economist adam smith. The 163a volume could be the oldest shakespearean work in the country. Earlier i spoke to, drjohn stone from the university of barcelona who made the discovery. I was looking to find things about smith and i came across this poem by accident. It stood out because the binding was totally different from the binding of all the other books in the same section of the library. I pulled it off the shelf and opened it and saw what it was. Did you immediately realise how significant it was . I did, i knew it was the oldest shakespeare in spain, i didnt know it was the first shakespeare to reach spain. That took about 30 minutes of googling. What have you discovered about how it might have found its way into this college . I think it was brought to the college at the behest of the man who was principal at the time. He had other plays in his library, he was in contact with diplomats and politicians and wanted to have a veneer of high culture that he could use in trying to become a diplomat. He was also a jesuit and thejesuits were interested in theatre and used it in their teaching so it made perfect sense for him to want to collect early modern plays and in fact there are 19 of them, notjust shakespeare. When you started to say what you had found, presumably there was quite some buzz around this . There was a huge buzz in spain in the last two days or so. Until this time, it was thought the earliest shakespeare in spain had been sold off to an american collector about a hundred years ago and thats a volume now in washington, dc. So this means that spain has identified an early modern english book that came to the country very early on, not quite in shakespeares lifetime but about 20 years later and it has been in the same collection ever since. How easy is it to gauge the kind of condition its in . Its in relatively poor condition, missing the title page, and the binding is quite beat up. I dont think anyone really knows what it was or gave much thought its condition for about 200 years. I guess they are giving it a lot of thought now. What are they telling you about what they hope to do with it . Im in contact daily with tom kilbride, the principal director of the college, his phone is ringing off the hook, i dont know what they will do, they might put it on display. The weather now with ben rich. Hello. The first half of the weekend was dry, sunny and warm for many of us and the sunday promises more of the same. More dry weather, more warm sunshine, but there will be some exceptions come down towards the south still the potential for one or two showers. You can see on our early satellite image this world of cloud, low pressure across western europe, and asked on a few showers to the Channel Islands in the south of england and it could be wa nted the south of england and it could be wanted more those around to the day ahead. Also a lot of cloud across a good part of scotland, the northern and eastern coasts and the central belt and then down the eastern side of england. That low cloud of mist will turn the limit retreat towards the coast at the day wears on so many spots will brighten up with sunshine but for the northern coast of scotla nd sunshine but for the northern coast of scotland and certainly 0akley and shetland it was a likely quite great to the day for many other parts of scotla nd to the day for many other parts of scotland it will brighten up though with sunshine. A fine day for Northern Ireland, 17 degrees in belfast and north sea coast of england staying dry, cloudy and cool england staying dry, cloudy and cool, still a bit breezy for the south but with quite a lot of sunshine and getting up to 23,20 425 degrees. That breeze will be using all the time and the winds falling light through sunday night into monday. That will allow some patches of fog to develop across some parts of england and wales. Not as much fought for the north where it will be a rather chilly night and temperatures for some spots down single digits. So monday morning will dine with areas of cloud and fog across some parts of england and wales, that will clear fairly quickly and then we see lots of sunshine from a bit more cloud rolling into Northern Ireland in western scotland to the day, where alfredsson ran into the northern and western isles. Another warm day with temperatures getting up to the 20s but from tuesday and into the middle pa rt but from tuesday and into the middle part of the week, things begin to change quite dramatically. Low pressure will take control, frontal systems bringing topics of rain and brisk winds at times and also we will start to tap into some much cooler air, temperatures are going to ta ke cooler air, temperatures are going to take quite a tumble. A bit of uncertainty about how long that cooler spell will last but you can see the temperatures dropping as we move through the coming week and we will start to see some outbreaks of rain and some brisk winds at times.
