Coronavirus cases are on the rise across europe the who says it is speading at an alarming rate. A number of countries have reported a surge in cases in recent weeks. Spain recorded almost 5,000 new infections in 2a hours, up from just over 3,000 the previous day. Almost two thousand were in the madrid region which is planning targeted lockdowns. In the netherlands, the number of new cases has hit a record high for the third consecutive day at 1,753. And in the uk the government announced almost 3,400 new infections on thursday. The World Health Organisation says the situation is very serious as europe has seen the number of cases double in the last two weeks. We know what has to be done. And its tricky. We saw in the first place some countries the best peoples of the class have a very tough time. In that sense, the key issue is to stand together. Amplify a collective effort of implement what we know is working. The uk is no exception to this uptick in cases and because of that almost two Million People in the north east of england will be living under tougher restrictions from midnight. The measures will affect people in newcastle, gateshead, north and south tyneside, sunderland. And the area encompasses all of northumberland and County Durham. The Health Secretary matt hancock told mps the government did not take these decisions lightly, but the data said they must act now. Public health much is being is very, very important. We want to see others modelling what you want to do. What i would say is like we are doing in the hospital, we are Wearing Masks all the time. And you see less and less infection transmitted in hospitals. We are actually seeing much more infection in the community. Sol actually seeing much more infection in the community. So i would say if Public Health messaging is really important we want leaders and people who are role models to be reflecting that with their mask use. Because at the end of the day, this comes down to trust, doesnt a . You can have the best vaccine in the world but if there is no trust that its effective or you think youre not hearing the right things from the cdc, people arent going to take the vaccine. From the air, siberias forest fires looked like armageddon. A heatwave has been fuelling them and they re releasing record amounts of carbon. Its like giving sugar to a kid. It gives them a lot of energy to ramp up. And when theres a lot of warm water and deep warm water gives these storms the potential to keep on aggressively gaining strength. Isnt that not even as they are approaching land. Im really interested in this idea of the gulf stream slowing down. Principally because it when i come back to two from america i get home quicker because its blowing to the uk. What does it actually mean for us over here in europe if it is slowing down . Actually lets talk about the jet stream to at the winds in the high level of the atmosphere. Thats a fact that your flight across thats a fact that your flight across the ocean. When there is not as much of a temperature difference between the arctic and further south, when the arctic is warming you are going to have not as strong ofa you are going to have not as strong of a jetstream. You need more of a temperature difference to really have a very strong jetstream. And so a slower jet stream have a very strong jetstream. And so a slowerjet stream is going to mean a slowerjet stream is going to mean a slowerjet stream is going to mean a Slower Movement a slowerjet stream is going to mean a Slower Movement of these tropical systems. In the case of sally for example, it didnt have anything to do with the jet stream it was stuck ina do with the jet stream it was stuck in a place where there was no jetstream. When they looked back on that one of the problems was that the democrats werent doing enough door to door knocking, they we re enough door to door knocking, they were not on the doorstep face to face and i wonder if this sort of Virtual Campaign thatjoe biden is running whether that is enough when the stakes are so high in those counties that will make all the difference. So although its still 47 days until the official election millions of americans are already able to cast their vote in the president ial election. In three states, wisconsin, North Carolina and kentucky, Election Officials have already sent postal ballots to voters. And by this weekend, 20 more states are expected to have mailed out their ballots. Ive been in North Carolina where the first ballots were sent to voters nearly two weeks ago making people there the first in the nation to vote. Welcome to New Hanover County in wilmington. Knowing that i have a way to vote without being in a crowded place that makes me uncomfortable is very, very encouraging. These mail trucks in wilmington are going to be working overtime this election season. North carolina is one of Many American states that have expanded early voting because of coronavirus. And here in the swing state, hundreds of thousands of people have already requested absentee ballots. The mailbox is becoming a ballot box, and its democrats who are asking for the most absentee ballots over 12,000 so far in this key swing county of new hanover compared to about 4000 republicans. Democratic party chair Richard Allen poole says its a lot to do with President Trump. Republicans see him discouraging people from voting by mail and theyre not doing it. I think there may be certainly the opposite thing with democrats. If he thinks that he doesnt want us to do it then well, gosh, maybe we should do you have any concerns about whether the Us Postal Service will be able to cope with the volume of mail given the worries there have been about this Postal Service . At christmas time every year, they deliver 1 billion christmas cards. You think they cant handle a couple hundred million ballots . I think they can do that. How many would you like . So, republicans are trying to put a dent in their but they havent really caught up. Is it making it hard for you to push republicans to vote early by mail because the president is suggesting there could be a lot of electoral fraud . So, you do get some of that. With all of this voting by mail, are you expecting a record turnout . Absolutely, even going into the election before the pandemic hits, we we re election before the pandemic hits, we were expecting to have record turnout and really the motivating factor here is donald trump. We have just seen the highest turnout rate election for a Midterm Election since 1914 and the 2018 election. And going in, people were already voting. There was a lot of interest expressed in surveys. Im thinking that were looking at perhaps 150 main people in the United States voting which will be the highest turnout rate since 1908. 150 Million People voting. But the president tweeted today that because of the new and unprecedented massive amount of unsolicited ballots which will be sent to voters or wherever, this year at the november three election result may never be accurately determined. Is he right . Hes wrong. Male balloting is a secure method of voting, and states that do all mail ballot questions run the cleanest and was fraudulent elections in the country. I suspect things are be fine but i there are always going to be isight incidents of people legally voting when you have over 150 main people voting for support widespread fraud that may affect the outcome is not in cards. With the exit poll results be of any use to us on Election Night . I consult with the exit poll organisation. And i know them really well and we dont really use the exit polls to forecast election outcomes. We use actual results and we will monitor them as they come in for some if we feel confident a call can be made we would do so. I think we would know who the president is on Election Night. I think that is the most natural aspiration for those countries that dont have a monarchy. And we have been talking about it for over 20 years and we just believe that the time is right for us to bring together these things so that we can literally com plete things so that we can literally complete the process of independence. Is this a decision that you wanted to take as a government before charles became king . Absolutely not, this has nothing to do with Prince Charles or her majesty. Let me put it in context for you. That has discriminate against people in the past but what is more, the government is resolute that marriage is a function of the church and to that extent, a referendum will be held allowing all parties to determine whether they will speak on the church are not on the marriage or not, but with respect to civil unions, we believe that is a function of civil rights and to that extent, there shall be no discrimination against any person weathered gay, straight, black, white, short, tall, for any reason in this country and that is the position of our government. Hello. We are over two weeks now into meteorological autumn, but the weather is very much still in summer mode. Your weather watcher pictures from thursday showing a huge amount of sunshine across the uk, just a bit more cloud at times into parts of Northern Ireland and northern scotland. And the reason why things are so sunny and settled, you wont be surprised to find High Pressure on the big picture here. But as we go into the weekend, low pressure close to iberia will start to feed a weather front closer to southernmost areas of the uk, so an increasing chance of seeing some showers as the weekend gets under way. But for friday, still very much looking dry, with the exception of the very far north of scotland. Were talking the northern and western isles, with cloudy skies here, and you could see a bit of rain at times. That easterly wind, though, across england and wales, getting very noticeable now, getting stronger as well. These are average speeds during friday. May well find some gusts around 30, some exposed spots getting close to 40 mph. But for temperatures, 21 in glasgow, so were at or above normal for the time of year. Just some north sea coasts with the onshore Breeze Holding on towards the mid teens. Big picture again, and going into the weekend, heres the system feeding up from the south. Theres a lot of uncertainty, though, and we dont really know how far north any showers are going to get, so keep watching the forecast. The greater chance is through southern england, perhaps into south wales. If you catch a shower, could be heavy and possibly thundery, and those brisk easterly winds as well. But with the exception of some thicker cloud hanging around the far north of scotland, across much of the uk, itll be another sunny day, with temperatures generally towards the high teens and a few spots into the low 20s. Looks like this system, by sunday, begins to retreat southwards, as High Pressure holds on. There will be some areas of low cloud to start the day, but the sun will eventually come through. Still more cloud in the far north and northwest of scotland. In the far south of england, though, any early showers will tend to retreat and more of us will see the drier weather. And temperatures, if anything, maybe just creeping up a couple of degrees. That takes us into monday. Dont need to focus on this system as it fizzles away. This area of low pressure, though, beginning to feed a weather front closer to northern scotland as we go on through monday, so most of the uk again will have another dry and sunny day, we will see, i think, some rainjust pushing in towards at least the northwest of scotland, may be quite late on, reaching to the west of Northern Ireland. And temperatures may be a degree or so higher towards southeast england in the sunshine. Things in the sunshine. So if you are enjoying the late summer sunshine, make the most of it. If you want a taste of autumn, you dont have long to wait. Thats your forecast. Tonight at 10 tough new restrictions are about to come into force across most of the north east of england amid a sharp rise in coronavirus infections. From midnight almost two Million People will be unable to socialise with other households. Pubs, bars and restaurants will have to shut at 10pm. Its spreading, really, isnt it, so if it saves it getting worse. Because people cant come out with their friends, only people from their household, pubs wont survive.
