Nobody really knows what this country will look like in 50 years time, but i think it will be a better country of people can easily move around it. If people can. The most important thing that hs2 achieves, the main benefit is not on hs2 but on existing Railway Networks, so when you stand on smaller stations like Hemel Hempstead or some other stations in and around birmingham, at rush hour may be have two trains and maybe 15 trains ways through without stopping because they are on their way towards london or up towards manchester. The challenge, the point with hs2 is to move those trades onto dedicated lice are the existing Railway Network and run much more efficiently, run lots more trains, which means you get more local commuter and indeed Regional Services plus the ability to tra nsfer Services Plus the ability to transfer freight off our roads onto the railway. But if youre welsh and land in birmingham today, you will then go back and have to spend the next two weeks in isolation. This new way of travelling has just become even more complicated. So just how do the uk nations differ on quarantine . If you fly from six greek islands and live in wales you have to self isolate for 1a days. If you live in scotland, now the whole of greece is on the quarantine list. There are no restrictions in england and Northern Ireland. If you arrived from portugal and live in wales you will have to self isolate from today. It is the same for scotland. But the new rules come in tomorrow. Again there are no new restrictions for england and Northern Ireland. Portugal has seen a rise in coronavirus cases in recent days, going just above the uk margin of safety of 20 cases per 100,000 people. But the tourist destinations of the algarve are not the problem. So why are politicians taking such different approaches . We look at the data and then we do speak, but im afraid quite often coming to slightly different outcomes. I wont wait for a larger tide of infections from these parts of europe. This is about keeping the world safe. And all this inevitable, say experts, due to the rising cases across West Yorkshire as a whole, particularly amongst young adults. Independent sage were calling, as were others, for a zero covid strategy over the summer, and that was to push the infection rates down as low as they could be, as has happened in scotland, and to get the test track trace and isolate system fully functional so that you could stamp down on these resurgencies. I think local lockdown can be useful if there is a true increase in the number of cases and Community Transmission in a particular area. They are not perfect as a solution, local lockdown is should certainly not take a one size fits all approach. Localfactors not take a one size fits all approach. Local factors need not take a one size fits all approach. Localfactors need to be taken into account, testing rates, the extent of local measures required and also the potential timeframe and criteria. Clearly they are preferable, most people would ee, are preferable, most people would agree, toa are preferable, most people would agree, to a National Lockdown or a reimposed National Lockdown. What is the evidence in this country so far . We have limited experience in various areas of the country, but what would you say the evidence is . It is often quite hard to say what exactly is the best measure, we are dealing with a fairly unknown entity, but what we know its a local lockdown is likely better than a National Lockdown in terms of the economic and social costs. We need to focus on ensuring the impact of local lockdown is our minimised as much as possible. Who should best decide when they should be a local lockdown . That is the question that is being asked more and more. We had andy burnham recently in manchester saying National Government should but out, it is up to us to decide and administer that local lockdown. I think the main issue with some of the previous lockdown has been perhaps a lack of communication or data sharing between the different local authorities and National Health bodies. That level of communication of data needs to be there and so there has to be local authority and community buying to ensure local lockdown terror successful. Local lockdown, is this the way other countries are going as well . I heard the world health 0rganization commending the uk for the way we are doing it and they see thatis the way we are doing it and they see that is the right way ahead. There are several International Examples of local lockdown is, germany, italy, melbourne is currently under quite a Strict Lockdown as well and they are seeing case numbers drop and Community Transmission decline, so there is evidence of a local lockdown being effective. What is your general view of what is happening with coronavirus in the uk . How do you read it as an ep epidemiologist . What is your sense of how it is going . We have seen an improvement from the peak in march, but recently with restrictions relaxing and pubs and restaurants and hospitality sector opening up, we are seeing an increase in cases that are going slightly above one and case numbers increasing. We have to worry about the onset of winter and universities and schools returning, we need to keep a close eye on the case numbers in Community Transmission in the second half of this year. But i have absolutely no doubt that mass transit, transport infrastructure is going to be crucial for our country, notjust now but in the decades ahead. This incredible project is going to be delivering 22,000 jobs. You mentioned a 22,000 jobs, that is an exaggeration, isnt it, given that some of those probably include people already working on the project, and also the stop hs2 campaign claims it will permanently displace a similar amount of jobs anyway. All the experience i have of mass transit projects is that the compound benefits, Economic Impact is huge, and just in this area in solihull, we are at the heart of a motorway roundabout system, and this will unleash development and Growth Potential in an area that has been totally unrecognised, not used, its potential never exploited or brought forth, and that will generate, i am certain, tens of thousands ofjobs in the decades ahead. Transport connectivity is at the heart of the build back better, build back faster and greener recovery, because hs2, whatever people say, i know environmentalists have their points, but hsz environmentalists have their points, but hs2 is going to be a significantly greener way to travel for everyone than going by plane or car. Freight and haulage firms are warning of a looming crisis in uk border plans when the brexit transition period ends on the 31st of december. The Road Haulage Association says the the supply chain of goods could become a disaster area with rocket boosters on. This is why we are engaging with government and encouraging them to accelerate the process for getting all of these it systems ready so that our members and the businesses that our members and the businesses that use our members to use a good surround can all have time to get up to speed and know how to use them so that goods can flow across the board is easily from the 1st of january. It really is, in the end, a logistical issue . You are saying, when it comes down to it, we are not ready . We are still got four months ago, so lets focus on the positive. We have had good engagement with governments, many of the back Office Systems a re governments, many of the back Office Systems are now developed and we are working closely with our members and the government to make sure that the focus is on how to use them. We have done attention to one particular project which is all about the management of the flow of goods through kent, which is really important, and we would like to see government accelerate the process for that. There is still time, we just need perhaps to focus, prioritise and increase the amount of government top level attention to things like that to make sure there is sufficient time and all works well come the 1st of january.
