Im not sure what impact that will have on the rest of the year. In this time of coronavirus, croatia had been seen as one of the safer European Countries for tourists. But infection rates have been rising, not least as a result of foreigners travelling in and out of the country. Croatian officials, though, are frustrated that the uk government now requires british tourists who have travelled anywhere in the country to go into quarantine when they get back home. We regret it that its not possible for the uk government to consider a regional approach,
because in croatia we have, as i said, witnessed spikes in certain areas, for example in zagreb, the capital, mainly amongst the young population, but in dubrovnik, the surroundings and its islands, there are very few cases. And it seems they will not be any good news from the uk for the croatian Tourism Industry anytime soon. Where there are islands i think that something where we have said we will look at and we are looking at. Then you get down to how good a detailed level of information you have got on individual islands which might be part of the country with a landmass somewhere else. But there is criticism from tourism experts at the steps taken by the government for british tourists holidaying in croatia. Its also about how much confidence the Government House in the Testing Programme in the countries, about the Health Service in the countries. The government has. We have asked the government several times to be more transparent about these numbers so people can keep an eye on it, people want to know and have a bit more notice. But it has refused to do that so far. And its not just croatia for which the government now requires a two week quarantine. Austria and trinidad and tobago have also been added to the lengthening list. It already includes spain and france. The one country for which there is good news today is portugal. No longer will uk tourists have to self isolate on their return home. The country is now on the uk governments official list of travel corridors. Richard galpin, bbc news. just the uk but germany, italy, austria and slovenia as well, all in the last few days putting restrictions in place, and now they are specifically lobbying the uk saying, we can sort this situation out, please dont kill whats left of our Tourism Industry. Lets speak now to our news correspondent, vishala sri pathma. We are here at gatwick at the north terminal where in the last few hours, we have had two flights arrive from split. should offer alternatives, so its worth getting in touch with them to see what your options are. Not very many flights today, which may be one of the reason that last minute, passengers have seen such significant increases in the amount they have to pay. We heard one traveller telling us that he and his partner have pay between £700 to get back single flights only, having to return unexpectedly because they we re return unexpectedly because they were not able to stay and enjoy the two weeks quarantine for reasons of employment. The department of health and social care has given its latest statistics on covid i9 deaths. The number of people in hospitals going down, the number of people dying with covid going down. We have a slightly mixed picture. When you put that altogether, you get something that altogether, you get something that says probably around one,
probably flat, not going away but not out of control. The number being above one was this fear the rate of transmission, you dont just translate transmittal one other person. I can quickly become exponential. That can. Is it partly that people appear to be getting it with less severe effects than we saw, and certainly not as large numbers of really serious infections and potentially the need ofa infections and potentially the need of a ventilator . Thats what we were worried about what we think about those very scary days in march and april. That number was about three and a half, doubling every couple of days. A number of deaths was doubling every couple days. A serious situation, but we look at the number of people going in the hospital or the number of people dying, those figures are both falling consistently. Kept on falling consistently. Kept on falling for a long time. Maybe not as quickly as they did on the past,
but they have continued to move down. So there is indication that we are moving to those terrifying 3. 5 days. We are talking about one, maybe a little bit all above or below. Fewer families going through this experience at the moment. Hopefully it stays that way. These local lockdown get quite complicated when you talk about all the different areas. Can you explain what the thinking is here, because birmingham is the biggest city in england . We have three Different Levels that
public Health England published every week. Areas of enhanced support, birmingham has moved there and then areas of intervention where theyre actually doing something now. Birmingham has been seeing a rise over recent weeks. Its up to about 13 infections per hundred thousand people. Thats a lot of infections in a city that size, but nowhere near the levels we see elsewhere. So its not up at those levels, but it has been moving in the wrong direction for a little while, and thats why its moving gradually through the years on the watchlist. So theres a watch was for birmingham. Northampton is linked to a factory outbreak. It having an effect in the community because people live and work, and if they are affected, they might infect other people. But they know the sort. We seek varies in different measures in each area. We have very different stories across all of the uk and aberdeen and scotland and in
different parts of england. In northampton, its people working in the factory, isolate for two weeks and that will be enforced by law. There could be fined for people if they leave isolation before the two weeks are over. Thats just restricted very tight action on that factory and we even see in tyndale, in darwin and in blackburn that its not the action taken across the whole of the authority pendle and darwin. Some measures are staying on the watchlist. The government is moving tighter and tighter, which follows the data. Its just harder to keep track of. The attorney general has referred the sentences handed down to the three teenagers who killed pc Andrew Harper to the court of appeal to consider whether theyre too lenient. The officer, who was 28, died last year in berkshire, when he was dragged along a road by a getaway car, for more than a mile. Our Home Affairs Correspondent danny shaw has more. There will be a full Court Hearing at the court of appeal to determine whether or not the sentences were unduly lenient. That is the phrase that is used. The sentences handed down were 16 years to henry long and 13 years both to Albert Bowers and jessie cole. The decision to refer these cases the court of appeal has been made by the attorney general, suella braverman. She says that these were horrific crime and she had personally considered the details of the cases. She said offenders should be punished with the greatest severity for such heinous crimes. Now, the decision to refer the cases to the court of appeal has been welcomed by lissie harper, Andrew Harpers widow. She said this was great news. She said the sentences did not match their crimes, it was notjustice. Now, in terms of whether or not the court of appeal will raise the sentences, in about two thirds of cases that is what they do. In two thirds of cases which make it to the court of appeal for referral they are increased by the court, but the bar is quite high. The court has to consider whether thejudge in sentencing made a gross error or whether the sentenc is outside the range of reasonable sentences available. Now, we should remember that bowers and cole have this week launched their own appeals both against their convictions and sentences. They have lodged those appeals in that case will be heard on the 28th of october by the most seniorjudge in england and wales,
the lord chief justice. It is possible that these appeals will be held at the same time. No confirmation of that, but it is possible. What the government is doing in addition to this one month extension is saying if any landlord wa nt to extension is saying if any landlord want to evict a tenant before the 3ist want to evict a tenant before the 31st of march next year, they will have to get six months notice for doing so and wales as well. Some of those Housing Charities like shelter want to see specific legislation to prevent evictions in september, solely because of the covid prices. The Crisis Charity said the one month extension to the extension ban is unsatisfactory, and
quite simply isnt long enough. Landlords have criticised them too. Example, anti social behaviour. The government has said that they would make a priority of allowing people to evict for anti social behaviour. Labours position is they are not welcoming something they called for, they have criticised the manner and timing of the announcement. The shadow secretary has accused the government lacking competence. Thank you very much for that. In the past however, in the past half hour, the doctors at the russian hospital where the opposition activist Alexei Navalny is being kept have said he can be transported to germany for treatment. Mr navalny is in an induced coma after being taken ill on a plane yesterday. His supporters suspect
he was poisoned, and accuse the authorities of trying to cover upa crime. The doctors who had until now been saying it would be impossible to move him from the hospital in siberia say he will be taken to the airport where a medically equipped german plane is waiting. Lets speak to our moscow correspondent sergei goryashko. This is a bit of a change of heart by the doctors. Can you explain what you think is going on . It is. They finally got that call, they were talking about from the kremlin because Opposition Leaders, friends and family were urging political officials to give a call to those doctor is inside siberia and let navalny fly to germany to be treated. Some sort of probable reasons why he was they were not
letting him out for the first one, is that navalny was poisoned and doctors were keeping him therejust to not let other foreign doctors trace this poison and realise which tocsin has poison mr navalny. We and lots of other organisations have been working very hard with the government to prepare for the reopening of court and to be told less than 48 hours after he expected it to be lifted, they needed four more weeks. It was a bit of a surprise, and im waiting to see what the government thinks it can accomplish in the next four weeks that it couldnt accomplish in the la st that it couldnt accomplish in the last 20 weeks. In terms of our reaction to the actual announcement, of course its very disappointing. We have members who have been waiting for legally into to find out that they have to wait another month and then if they havent noticed yet, to wait six months before they can even start the court
process, is going to create a lot of financial issues. No landlord wants to choose to evict people. This is an unusual situation because many people would have gotten into real serious difficulties. Unable to pay their rent because of what is happened in the pandemic. On one hand, you have sympathy for people in those situations, but what is the knock on effect on landlords in a lot of cases who will be dependent on that income themselves . Of course, on that income themselves . Of course , you on that income themselves . Of course, you have to have sympathy for people in very damaging times. But you are right, this extends beyond that. This is the landlords as well. I would point out is that household have recalled a lot of schemes and benefits put in place know place. The furlough scheme,
even universal credit. All of these are about the income being disrupted. None of them are available to landlords, which is what we want the government to acknowledge. Its all very well to say what a perfect society, we accepted that have to happen . To protect society. But the cost do not go away. They now will be extended for quite some months if landlords have to wait to get the court and wait even longer. Would it have been more helpful to you if you have the kind of. You may not like the timetable but perhaps the planning certainty that comes from example in scotla nd certainty that comes from example in scotland that it wont be until now. The spring of next year that landlords can start again, the eviction process. I think we had ample time and when this was put
in place. When it was announced in march, we expected there to be a lot of ha rd march, we expected there to be a lot of hard work to go into the process injune, when it shouldve restarted again. There were Public Health arguments injune to extend it. We didnt like that, but we expected it. We dont see the same thing now and really not sure what additional planning is required if we accept that the pandemic isnt going to go away for another four weeks, what difference is that going to make . Thats the message we are getting from the government now. |j thats the message we are getting from the government now. I suppose the difficulty is not only the uncertainty, but also the fact that you dont want everybody whos affected in this way to all be going through the processes exactly at the same time. Whether its about the courts being overwhelmed or really basic, if you have a large number of evictions all at once, that creates a housing problem of its own, whether its a housing problem of its own, whether its emergency accommodation and shelter of people who cant find
anything else or whether its just the strength or practicality of eve ryo ne the strength or practicality of everyone trying to search for a move at the same time. Its inevitable theres going to be a backlog. I do think theres a difference between a backlog in the kind of spike or wave of evictions that some commentators have put it. Weve polled independent household, tenants, landlords of this period and all the evidence weve seen suggest that there is a backlog because the courts have been close, but the overwhelming majority of private tenants and landlords have worked together to find ways to sustain their tendencies. If you look at the data that come out today, charities are jesting to mike suggesting and assuming it leads to a pension, nothing can be further from the truth leads to eviction. In many
areas, it doesnt match whats being paid, but it does pay some of the re nt paid, but it does pay some of the rent and it allows for an amicable solution. We see those of the kind of agreement being come to. We dont expect everyone whos fallen a bit behind to suddenly receive notice that they should leave. Now, it is not clear at this stage what part maguire played in all of this, but it is understood he is one of the three individuals. As for the question of character, numerous Public Opinion polls have confirmed that the American People themselves have formed a very negative judgement of mr trumps character, and so politically speaking, mr biden would
seem to be on solid ground emphasising that particular dimension of competition. Is it possible that biden can do a kind of a reagan in the selection, as reagan did in1980 a reagan in the selection, as reagan did in 1980 after a period of instability, a view ofjimmy carter not an effective president and he kind of comes in as almost a figure above partisan donna ash mac partisanship .
