Borisjohnson says it is better to wear one but there is still no official guidance and it is down to the public and shops to work it out for now. But the Prime Minister did say the government would be looking at what tools of enforcement may be necessary and hed be making an announcement in the next few days. Labour says the message is confused and needs to be cleared up. Elsewhere in wales, Face Coverings are to become mandatory in public
transport from the 27th ofjuly. Chris mason reports. And it has been announced today that you will have to wear one on Public Transport in wales but not in shops from two weeks today. It will become mandatory in wales for people to wear a three layer Face Covering while travelling on Public Transport, and that includes taxis. The requirement to wear a Face Covering on Public Transport will come into effect in wales from the 27th ofjuly. I encourage people to see wearing a Face Covering for the foreseeable future when you go to the shops, to become as automatic as putting a seat belt is in a car already. If you wear a Face Covering in a shop, or on you wear a Face Covering in a shop, orona you wear a Face Covering in a shop, or on a bus or train it reduces your chance of passing the virus on to other people, and other people when
they wear a Face Covering reduce their chances of passing the virus oii their chances of passing the virus on to you. The rules around these things are baffling because they va ry things are baffling because they vary around the uk administers in england have appeared to contradict themselves. But the direction of travel is increasingly clear uk ministers. Whatever you are its going to be important to have a Face Covering with you. For now in england it is up to us to decide what we do when we go shopping. Labour so they back wearing a covering becoming mandatory. We have said we would support it and we have been saying that for the last few days. I think the issue here has been the lack of clarity. We have one set of messages around this going back a few weeks. Interesting as i remember back to the beginning of this pandemic listening to the scientists and they really were talking about face masks in a way that they actually thought it might make the situation worse. Their fear was always that people would be wearing a face mask and no longer felt they had to wash their hands or keep their distance. So there was really very mixed science about all of that. And it does appear that that has changed. Besides that, there has been a big problem for the government with its messaging and thats because it was obvious listening to the Prime Minister towards the end of last week that he was going in one direction and there was going in one direction and there was going in one direction and there was going to be a recommendation, and may be to make it mandatory that you would have to wear them in england in shops. And then yesterday michael gove came out and said the opposite. I think by not making this decision more quickly, it is adding to the confusion and that doesnt
really help anybody. I think at this moment lots of people are still a bit unclear about the changes in guidance, there has been an awful lot of it as we have come out of lockdown. I think they are going to have to clarify this pretty quickly and listening to the Prime Minister todayit and listening to the Prime Minister today it was obvious that that is their intention. He is saying that people should wear them in shops, that if you are in an enclosed space there is an advantage to wearing them because you are notjust helping yourself, you are mainly helping yourself, you are mainly helping others, and of course if eve ryo ne we re to helping others, and of course if everyone were to wear them than it does may be cut down on the spread of the virus. We hear this a lot, we will make an announcement in the next few days. If you can make it in the next few days why cant you make it now . Element thats what a lot of people think. I dont get the impression it is a deliberate strategy. Sometimes with communications you put an idea out there to get people used to it because it is something that maybe it is something we are not used to but i dont get the impression that is what is happening here. From listening to the Prime Minister today he said what they are trying today he said what they are trying to think about, the enforcement. We
have seen on Public Transport in england and other parts of the uk that you can be fined. It is a condition of travel, if you like, to do that. The question is, what do you do about shops . Who enforces it . Do you have security people on the door . Is it people working in the shops to have to enforce it . You get the impression that what they are hoping is people just the impression that what they are hoping is peoplejust believe it is the right thing to do, and as with other things with this pandemic, people behave appropriately and maybe they dont have to be forced to do so. It is certainly the case there are many in borisjohnsons government, including him, it is not their natural instinct to tell people what to do and they seem pretty reluctant to do that. I want to pick up on what vicki young said about peoples behaviour, because what we have seen so far as it people know what to do and there is clarity in that message they tend to do it. Yes and the science has changed, it has changed away from initial work, studies that were done looking at the flu virus and it behaves differently from the coronavirus, and over time all of the Scientific Evidence is moving in the Scientific Evidence is moving in the direction of saying if people we re the direction of saying if people were Face Coverings when they are in close proximity with each other, such as when they are in shops or Public Transport, that the person who may not know they are infective, if they were Face Covering they dont pass on the virus in the same way, it reduces the transmission and is protective of people in general. So if everybody wears a face mask there will be less coronavirus in there will be less coronavirus in the population. Obviously facemasks are not the only thing. They need to be seen as part of a package along
with the keeping your social distance and washing hands and keeping services clean. But facemasks have a role to play. Keeping surfaces clean. So its about reducing the transmission. Sorry to interrupt, but whats different now from march . Because common sense would suggest that if you wear a mask and if you are infected that will be reduced if you wear a mask. It was very strange at the time that the science was not
only saying not necessarily so, but actually saying there is a detriment if you wear a mask. No wonder the public are confused. Exactly. With this disease it is a new disease and the mantra has been we follow the science and if we follow the signs we have to follow science as it changes and assigns changes. The more work you do the more you understand the disease, science changes. And signs changes. All scientists can do is give the information about the latest studies that have been done. This week the president of the Royal Society talked about two new studies and they both show that mask wearing is beneficial to Population Health but the message from the scientists is absolutely clear. It is then up to the politicians to take the clear message and make sure that the legislation or the recommendations they put into place do their best to protect the health of the public. I
would expect to see us seeing some nudging, if not mandatory, guidance on masks in shops. There is another study that is very interesting which shows that in the uk we have been much slower to adopt mask wearing. If you look at italy which doesnt have a history, hong kong has a history of mask wearing post sars so as soon as history of mask wearing post sars so as soon as covid came along everybody wore masks and if you didnt weara everybody wore masks and if you didnt wear a mask you were seen as socially irresponsible. They didnt need to mandate, although they did bring in some mandatory guidance. But in italy 88 of people will wear masks out in shops when asked to do so. Masks out in shops when asked to do so. In the uk it has been around 2596. So. In the uk it has been around 25 . There is a uk behavioural pattern that needs to be addressed here. What i dont know is how scotla nd here. What i dont know is how scotland are faring having introduced mandatory mask wearing in shops. I dont know people who are actually doing it and whether they
have had any problems. I havent heard of any problems about that. So maybe there wouldnt be so many problems if people realised it was protective to wear masks to protect the population. Professor, given what Boris Johnson the population. Professor, given what borisjohnson has said, that they will be a decision in the next few days, which would suggest that it will become mandatory, arent we working on the basis that every day without Wearing Masks you are putting peoples lives at risk . Thats the logic, isnt it . Take a situation in a shop of somebody who is infective who may be asymptomatic, not have any symptoms at the time, is standing next to somebody who isnt wearing a mask, so somebody who isnt wearing a mask, so there is a greater chance that the disease will be passed on than if they were both Wearing Masks. So really, in a way, you could say, do we need the government to tell us how to behave . Or should we look at the evidence ourselves and make sure that we cover our faces when we go into shops . us. More than 100 localised outbreaks of coronavirus are being dealt with swiftly and silently each week, according to the Health Secretary matt hancock. He made the comment in todays Daily Telegraph after 73 Seasonal Workers on a Vegetable Farm in herefordshire tested positive for the virus. 200 staff are now self isolating on the site. Manchester city has overturned a two year ban from european competition. The club won an appeal after uefa imposed the ban for a breach of its rules on financial fair play. The court of arbitration for sport has also reduced a £27 million fine for not co operating with the investigation to £9 million. Andy swiss reports. They are a club that is accustomed to winning but this is Manchester Citys biggest victory yet. They had been facing a european ban after claims that, following their First Premier League title in 2012, the clu B Premier League title in 2012, the club spent more money than they were to by exaggerating the value of
sponsorship deals. But today the court of arbitration for sport in switzerland overturned their ban. Manchester city did not disguise Equity Funding as sponsorship contributions, they said. Their exclusion from participation in uefa clu b exclusion from participation in Uefa Club Competitions is lifted. City a lwa ys Club Competitions is lifted. City always denied the allegations. A ban could have cost them hundreds of millions of pounds and potentially their reputation. The club said they welcomed todays ruling. They always pleaded innocent from day one and its good to see that it has finally come to some conclusion. To have that hanging over your head for so long, the fans, the players, the management staff, its been difficult. And it is now uefas turn to come under scrutiny. They are financial fair play rules are intended to limit Club Spending but gary lineker said it was hard to see how the rules could survive this, adding, in fact, can uefa survive the ramifications . There is huge implications for uefa here in
respect of how they go forwards with financial fair play because its a huge defeat for them. The allegations they made against Manchester City were very severe and city will feel completely vindicated. Relief, then, for a club that has become a dominant force in english football. Vendor broner hits it. And there is the goal kevin de bruyne. They sealed the runners up spot in the premier league at the weekend and with it a Champions League place. Now finally they know they will be able to use it. Andy swiss, bbc news. Our sports editor, dan roan, is at the Manchester City stadium and says that the ruling today will have a huge impact on the club and the laws of the game. I should say that this falls short ofa i should say that this falls short of a total exoneration for Manchester City. Firstly, they were found to have failed to have cooperated with uefas investigation, in fact with obstructing it, and secondly the court of arbitration for sport made clear that some of the alleged breaches were dismissed because they fell outside of a five year limit. Nonetheless, on the principal allegation that city effectively artificially inflated sponsorship deals to help them get round break even rules, were cleared. That will come, make no mistake, is a huge relief to this club. Had that two year ban been upheld it would have had huge ramifications financially in terms of the futures of both some of their biggest stars and the manager pep guardiola, and it would have done untold damage reputation early as well. Now city can look forward and perhaps even win the Champions League this season. But you are right, it raises huge questions instead for those financial rules and indeed for uefa. After all, one wonders if european footballs governing body cant win a case like this when i club has been found to have failed to co operate, a club that, of course, was found in 2014 to have failed to meet those rules. And when they had all the evidence of the leaked e mails, when will they actually win a case . When a club. It would be
no surprise if these financial fair play rules are scrapped in their current guise. That was dan roan. Uefa are now facing the fact they have had two really high profile defeats, Manchester City just today and last year they had, i would city just today and last year they had, iwould not city just today and last year they had, i would not say quite similar, but another financial fair play case against paris st germain, the qatar owned french side, that also ended ina owned french side, that also ended in a defeat in the court of arbitration for sport. So the whole system now has a question mark against it, because what it is supposed to be doing is protecting the rest of european football from people coming in and spending huge amounts of money and then repaying it from sovereign wealth funds or whoever is behind them. Do you agree with gary lineker that it is hard to see how these rules can now survive
and how uefa can survive the ramifications of this . and how uefa can survive the ramifications of this . I dont think u efa ramifications of this . I dont think uefa is under any threat. But i think there financial fair play system is going to have to be overhauled because, for example, one of the things they have is a five year statute of limitations, which was a very sort of vague term which, in the end, they fell foul of because some of these cases were outside of that timescale. The other onejust were outside of that timescale. The other one just were not proven. The leaked e mails that this case was based on, that wasnt enough to condemn Manchester City in the courts eyes. In the courts eyes. What about outside the courts because they havent been exonerated, have they . They havent been completely exonerated. It is probably like the scottish legal system where you have not proven. You cannot say they cheated because the court have said
that in Black And White they have not been found to have cheated. But what they did do was they obstructed u efa what they did do was they obstructed uefa in their investigation. Thats why the find has been imposed. I presume a lot of people think that doesnt look good for the club. They will argue that they were just trying to set a legal principle and not responding to information that had been illegally taken from their computer systems. Fine has been imposed. Does this open the door to other clubs who might be thinking about bending the rules . I will put it no more strongly than that. |j it no more strongly than that. dont think any other clubs will look at this and say, oh, well, Manchester City have got away with this, we are ok to try and do something ourselves to bend the rules. But i think what it is more is that there will probably be a feeling amongst other clubs that the
legal challenges are perhaps the way to go. In terms of Manchester City, this is the best result theyve had for a long, long time. Yes. It is their legal equivalent of Sergio Aguero scoring a last minute winning goal to secure them the league title. But a long list of treatments including facials, makeup application and eyebrow and eyelash work are still banned leaving many businesses unable to open. Katy austin reports. Staff at this beauty salon have been preparing for their first client in three and a half months. Hygiene has always been a priority here, now
there are extra safety measures. When the clients arrive, they will see us with our masks on. Its advanced bookings only, however, you cant yet book a facial. Its half of our business. Not being able to do facial and facial treatments. For example, we cant do any eyebrow waxing, any tinting, any lip waxing. So its more thanjust the facials we cant do, so were just manicures, pedicures and massages. Hairdressers in england could reopen on the 4th ofjuly, but beauty salons couldnt. Now they can start resuming some treatments but the government says others, where therapists need to spend a long time near someones face like eyelash treatments are still too high risk. 1,000 self employed beauticians take bookings for at Home Services through the blow ltd app. Not all of them can start earning again today. About a quarter of them cant work cos they specialise in services that involve the face. So thats make up, lashes, brows, facials. Theyre the ones who we still have no open date for either. So that means 250 professionals, freelancers, are not allowed to work, and they havent worked since march. I found it very difficult to understand how a lash treatment, when you actually could have a mask on to have that done, is different to a beard treatment. Fiona feels its unfair, but the government says only very basic beard trimming is allowed if done away from the front of the face. The industry membership body says its talking to the government about the desperate situation for beauticians who still cant work. We need tojust get them as much support as we can. We need to get an answer of when potentially were going to get opening, and it is the Financial Support that we are really, really working on as well. Salons in Northern Ireland reopened earlier this month. In scotland, they can reopen from 22nd july and in wales from 27th. Many beauticians in england will be celebrating a return to work today. Was it busy . Its been an interesting morning, pretty calm, it isa interesting morning, pretty calm, it is a calm environment given social distancing. We have lots of space but it it is busy and we have lots of clients really wanting to get back to grooming. What is it people are desperate for after this period of lockdown . Manicures and pedicures. The most requested treatment tends to be browse so we are turning away hundreds of clients for eyebrows because thats what we are most popularfor for eyebrows because thats what we are most popular for but manicures and pedicures are heavily requested
given it is summer, many clients are going on vacation. But eyebrows have been massively hit because thats the most requested service in here. And in terms of the safety precautions you are now having to ta ke precautions you are now having to take obviously you are wearing a visor and you have a mask as well, i saw, yeah. But what else will customers notice that is different . At the minute our customers arrive in the boutique, they are invited to go straight to the bathroom to wash their hands. We also insist that our customers were in mask as well as ourteam. Ourteam have all customers were in mask as well as our team. Our team have all been covid tested as well to ensure peace of mind for our clients and our team members. The social distancing measures mean the boutique is much calmer, quieter, and we dont allow clients to walk in and try and be fitted in so everything is really well managed. We also wear gloves for certain treatments. And hygiene
and health and Safety Standards have really been stepped up quite a lot more. Our industry is already known about high standards of hygiene but given we are going through the pandemic we have looked at health and safety risk assessments and look at areas that we can improve more following the governments guidelines. When you have had your nails done, normally there is a drying period, im told. What happens with that . Thats right. U nfortu nately happens with that . Thats right. Unfortunately our clients, when the treatments are finished, we politely ask our clients to leave because we dont allow waiting area given that we need to maintain social distancing. So it is essentially a one income one out. If a client arrives earlier, unfortunately we have to finish and the other client has to wait outside until the client we are currently looking after has finished their treatment and they are escorted from the building and it gives us an opportunity to sanitise the area, the utensils and

But anecdotally it really didnt seem to bea anecdotally it really didnt seem to be a huge uptake on the face masks in shops in scotland. That changed on friday and the first minister at her briefing today said she was very pleased to see a big increase in compliance with that. We dont have official data on the uptake but it
does appear anecdotally to really have been taken seriously by a lot of people in shops and supermarkets across scotland wearing face masks, and even a lot of shops in offering them to people on entrance to shops. Nicola sturgeon quite simply saying today that she thinks that was the correct decision because, simply put, it did increase compliance. For the fifth day in a row, no new deaths reported. No new deaths in scotla nd deaths reported. No new deaths in scotland for the fifth day in a row and also a slight uptick yesterday in the number of cases. 19 cases, which was a three week high in scotland. Those cases have gone back down to six today so the first minister saying she is not going to get alarmed by spikes because Going Forward with the number is quite low in scotland, those are the sort of things we can expect to see. Obviously this week in scotland there is a big easing of lockdown, probably the most significant easing we have had. As of today indoor Shopping Centres are open, masks

Weve got this nuisance front thats spilling down from the northwest and its going to continue to bring some rain with it as it does so. Behind the winds picking up, a case of sunny spells and scattered showers. So we can really split the country into three. You can see where the best of the sunshine is for the remainder of the afternoon across that southeast corner. Theres our weather front. And then to the north and west of that, its not a write off by any means. There will be some sunny spells coming through, and away from that brisk wind from the west coast you might see some warmth as well. So we could see highs of 21 degrees in parts of aberdeenshire, but highest values this afternoon of 25, 77 in the southeast corner. I do think that in shops it is very important to wear a Face Covering if you are going to be in a confined space and you want to protect other people and to receive protection in turn. Yes, Face Coverings, i think people should be wearing them in shops. And in terms of how we do that, whether we make it mandatory or not, we will be looking at the guidance, we will be saying a little bit more in the next few days. Here are the rules for now at least around the uk. In england and Northern Ireland you have to wear a Face Covering on Public Transport but not in shops. In scotland they are mandatory on Public Transport and in shops. And it has been announced today that you will have to wear one on Public Transport in wales but not in shops from two weeks today. It will become mandatory in wales for people to wear a three layer Face Covering while travelling on Public Transport, and that includes taxis. The requirement to wear a Face Covering on Public Transport will come into effect in wales from 27th july. Face coverings are mandatory in shops and on Public Transport but they can be useful in other places, if you are in somewhere and it is not easy to maintain a physical distance it is a good idea to have a Face Covering on them as well. Indoor shopping malls opened today and you should wear your Face Covering, not just and you should wear your Face Covering, notjust in the shops but also inside the shared spaces inside the shopping malls. The rules around these things are baffling because they vary around the uk and ministers in england have appeared to contradict themselves. But the direction of travel is increasingly clear. Wherever you are its going to be important to have a Face Covering with you. For now in england it is up to us to decide what we do when we go shopping. Labour say they back wearing a covering becoming mandatory. We have said we would support it and we have been saying that for the last few days. I think the issue here has been the lack of clarity. We have had one set of messages around this going back a few weeks. The Prime Minister then said on friday that he was in favour of it, and then yesterday ministers were put out on the sunday shows to say the opposite. And if you think you have seen and heard quite a bit already about covering up, theres more covering up to come. Chris mason, bbc news. I remember at the beginning of the pandemic listening to the chief medical officer and chief scientific adviser and they we re chief scientific adviser and they were saying the problem with facemasks was that they were
concerned it gave people a false sense of security, that they might then not socially distance, they might not continue to wash their hands. So the science was mixed, if you like. But since then dozens of other countries have introduced facemasks in enclosed spaces. In england at the moment it is compulsory on Public Transport but the suggestion here, and i think it is pretty clear this is the direction we are going on, is that that will be introduced in shops as well. Boris johnson that will be introduced in shops as well. Borisjohnson talked about how you enforce this. I think their wish really is that people decide that they are going to do it, really come out of civic duty. Thats what they felt with a lot of these measures they brought in. There were guidelines but they wanted people to follow them because they think it can makea follow them because they think it can make a difference. The difficulty is this confusion from government, different messages over the last few days alone. Yeah, i think so. As we come out of lockdown, of course, all of the guidance has become much more
confusing. In some ways it was bound to be, wasnt it . It was much easier when people just said stay at home and thats it. But now with all these different areas there are different guidelines and of course it doesnt help if that messaging is a little bit confusing. I dont get the government have done this deliberately to prepare people for it, ijust dont deliberately to prepare people for it, i just dont think they have nailed down the details and they havent told michael gove what their view was on all of this. I think they are going to try and clarify, i would imagine, as soon as possible, because they do need to make sure that the public understands what the guidance is, otherwise of course, we cant follow it. publics psyche . Confusion, what does that do to the publics psyche . Well, i think obviously if you put out mixed messaging, then you are going to get problems with adherence to the messaging. To some degree it is understandable because the scientists themselves are divided on this and the reason is that the evidence is still accumulating. I myself had felt until recently that the evidence wasnt Strong Enough to mandate use of Face Coverings in indoor enclosed areas. But there has been a couple of studies published recently but have pushed me come on balance, to think this would be the right thing to do. But not as a pa na cea right thing to do. But not as a panacea or instead of other measures, such panacea or instead of other measures, such as panacea or instead of other measures, such as social distancing and so on. We also have to recognise pa rt and so on. We also have to recognise part of the reason people have been concerned about this is that you see it all around you when people are
wearing face masks, they are not necessarily doing it in a way thats going to maximise the benefit, and in some ways may be counter productive. For example they can act as contaminated objects, if you touch them, take them off, put them in your pocket, they are contaminated and then touch surfaces, and they themselves can be a route of transmission. It is difficult but i think myself that the evidence now supports the careful extension of the mandate into shops with the kind of light touch enforcement that scotla nd light touch enforcement that scotland are using. Youve been critical of the westminster government in the past. In a way they are damned if they do and damned if they dont, given that there is no yes and no answer to this. I think there will always be people who are critical of what they are doing command as you rightly say, i have been critical. Although to be fair, when the whole thing started i was pleasantly surprised. I thought they were doing quite a
good job and then things started to good job and then things started to goa good job and then things started to go a bit pear shaped later on. But i think the key here is to explain what you are doing. What we are doing, or my colleagues are doing, on independent sage, publishing a report which has just been released today, and hopefully tomorrow they will be a consultation on it, is to lay out the evidence and give your reasoning. I think if people can see why the government is proposing this and not that, how are you going to address some of the complex issues around equity, enforcement, making sure that you dont disadvantage certain groups. These are contacts issues. If the government was really up issues. If the government was really up front with it, as with many of the other decisions, i think people would have, first of all, be more supportive, they would be more adherent, but they would also say fairdos, i may adherent, but they would also say fair dos, i may not agree with the government, but i can see why you are doing it. How does the government make it a different
approach, make it socially unacceptable, like drink done other things with peer pressure, you see it on the streets, people giving looks to people not wearing a mask. Is that the most of his way forward with this . It can be counter productive because remember that not everyone can wear a mask. You dont necessarily know who they are. You cant tell by looking at someone are. You cant tell by looking at someone whether they have chronic obstructive pulmonary disease were wearing a mask might be a problem for them, or asthma or Something Like that. We really dont want to do this in a way that will stigmatise people or cause disruption. Or conflict. One of the things that i think mandating it will do is to, i hope, empower people in situations like shops who are having customers coming in on a regular basis, to say, well, look, it is not just regular basis, to say, well, look, it is notjust me saying this, would you mind wearing a mask . But actually it is the law. And so in a
way just gives them actually it is the law. And so in a wayjust gives them additional power to their elbow, as it were. But it all has to be done in a way, i think i mention scotland before, but i think they are probably doing it about right, they are doing it in a way that is not draconian and is supportive. And also, you do need a public Information Campaign to go along with this because there is a lot of misinformation about masks, do they protect . Do they protect you or do they predict other people . The evidence actually is probably a bit of both. You said empowers those in shops to confront customers who are not Wearing Masks, perhaps. But i dont think we are going to be fining people and sending people to prison or Community Service if they break it. But it will increase. They are a club thats accustomed to winning but this is Manchester Citys biggest victory yet. They had been facing a european ban after claims that, following their First Premier League title in 2012, the club spent more the club spent more money than they were allowed to by exaggerating the value of sponsorship deals. But today the court of arbitration for sport in switzerland overturned their ban. Manchester city did not disguise Equity Funding as sponsorship
contributions, they said. Their exclusion from participation in Uefa Club Competitions is lifted. City always denied the allegations. A ban could have cost them hundreds of millions of pounds and potentially their reputation. The club said they welcomed todays ruling. They always pleaded innocent from day one and its good to see that it has finally come to some sort of conclusion. To have that hanging over your head for so long, the fans, the players, the management staff, its been difficult. And it is now uefas turn to come under scrutiny. Their financial fair play rules are intended to limit Club Spending but gary lineker said it was hard to see how the rules could survive this, adding, infact, can uefa survive the ramifications . Theres huge implications for uefa here in respect of how they go forwards with financial fair play because its a huge defeat for them. The allegations they made against Manchester City were very severe and city will feel completely vindicated. Relief, then, for a club that has become a dominant force in english football. No, look, this is going to be quite a flexible system coming in, it is a points based system which has reference to salary, to skill set, and of course also to shortage occupations. The minimum wage requirement has been reduced from what it was originally looking to be. We will now have control of our immigration policy and it will be up to the British Government advised by the committee, as well as others, as to what specialist shortage skill we need to adapt to each year to make sure we have the right people coming in with the right skill set. social care . It seems to have been overlooked at this point. No, there is the fast track system for health and social care that is going to be brought in. We have already had, and many others lobbied for, the Health Charge and visa extension for those already here. It is going to be a flexible system but with particular allowa nces for flexible system but with particular allowances for those in social care and the education sectors. Certainly in the Health Service where we continue in our reliance on foreign skills in particular. Given the vote was years ago and we are now months away from that deadline, we have technically left the eu already, isnt this awfully late to be putting this out there in terms of whats possible and what isnt . professions, advisory committees, as to what our migration policy should look like. From now on in we can decide the skill set, the mix of people coming to this country, who can offer us the very best for the uk economy and settle down, live and contribute to the uk as much as possible in the future. But a long list of treatments including facials, make up application and eyebrow and eyelash work are still banned leaving many businesses unable to open. Katy austin reports. Staff at this beauty salon have been preparing for their first
client in three and a half months. Hygiene has always been a priority here, now there are extra safety measures. When the clients arrive, they will see us with our masks on. Its advanced bookings only, however, you cant yet book a facial. Its half of our business. Not being able to do facial and facial treatments, for example, we cant do any eyebrow waxing, any tinting, any lip waxing. So its more thanjust the facials that we cant do so were just manicures, pedicures and massages. Hairdressers in england could reopen on 4thjuly, but beauty salons couldnt. Now they can start resuming some treatments but the government says others where therapists need to spend a long time near someones face, like eyelash treatments, are still too high risk. 1,000 self employed beauticians take bookings for at Home Services through the blow ltd app. Not all of them can start earning again today. About a quarter of them
cant work cos cause they specialise in services that involve the face. So thats make up, lashes, browse, facials. Theyre the ones who we still have no open date for, either. So that means 250 professionals, freelancers, are not allowed to work and they havent worked since march. I found it very difficult to understand how a lash treatment, when you actually could have a mask on to have that done, is different to a beard treatment. Fiona feels its unfair but the government says only very basic beard trimming is allowed if done away from the front of the face. The industry membership body says its talking to the government about the desperate situation for beauticians who still cant work. We need to just get them as much support as we can. We need to get an answer of when potentially were going to get opening and it is Financial Support that we are really working on as well. Salons in Northern Ireland re opened earlier this month. In scotland, they can open from 22nd july and in wales from 27th. Many beauticians in england will be celebrating a return to work today. For others, the financially painful wait goes on. Earlier on the programme i spoke to our reporter, David Wallace lockhart. The Face Coverings came in on friday is mandatory in scotland. The first minister herself conceded that u pta ke minister herself conceded that uptake had been patchy. They have for a long time been strongly advised to be worn by everyone, but anecdotally it didnt seem to a huge u pta ke anecdotally it didnt seem to a huge uptake on masks in scotland. That changed on friday and the first minister today said she was very pleased to see a big increase in compliance with that. We dont have official data on the uptake but it does appear anecdotally to really have been taken seriously by a lot of people in shops and supermarkets across scotland wearing face masks, and even a lot of shops offering them to people on entrance to shops. Nicola sturgeon quite simply saying today she thinks that was the correct decision because simply put it did increase compliance. And for the fifth day in a row, no deaths
reported. Thats correct, and there was a slight uptake yesterday in the number of cases, 19 cases which was a three week high. Obviously, weve tried to make it as safe as possible for you for having the two metre distance and things like that, so youll be able to still talk to the visitors. Im not particularly concerned, no. I think weve all got to take responsibility for our own decisions in this situation and im fairly confident that there have been a lot of decisions taken, a lot of discussion, and the fact that we are doing it as a pilot basis and whatever happens will be fed back,
i think its very good. So the Lessons Learned here in the coming days will help to inform the rest of the National Trusts estate. So weve had to think about how many people we can get in the house at once in a safe way, and how many people per room, so it is even going down to smaller situations like that. Locking away its valuables, safe from footfall and sunlight, would be easy, but it is not what the trust is for its job is to connect those treasures with people. Were looking at £200 million losses this year. That is going to affect the way were going to operate. We are still committed on our strategy, we are still committed about our core purpose, about providing these great places for the nation. But they are worth nothing if people dont see them, so it is all about providing access, managing that conservation, but also now the safety of both our staff, volunteers and, ultimately, our visitors.
