Thats got to be the key thing. Where businesses have made a
huge effort to make the workplace safe, i think people should start to think about getting back to work, but provided we all continue to follow the precautions, number one of which is washing your hands. And you government has made two brexit connected announcements, today you as the government are warning people about insurance when you go abroad and that every friction at ports and you are asking people to prepare for that. You are admitting that things will get more expensive with one hand and saying they get cheaper with the other. The amazing thing about the last few months, about the whole covid crisis, it has put all of those questions very much into perspective and, actually, i never have thought that the so called
project fear with brexit would ever materialise in quite the way that some people did. I think there are big opportunities for this country to do things differently and do things better but obviously, we have to get ready for the end of the transition period in december, january, and get it done. We have come out of the eu, we have delivered on that, and we are going to deliver on coming out of the transition period as well, by the end of the year, and all we are saying is that there will be changes, people should get ready, but there will also be great opportunities for this country. In his daily coronavirus news update, the wales first minister Mark Drakeford said that wearing a face mask would become mandatory on Public Transport. Can i turn to the issue of Face Coverings . A matter which has a lot of public interest, but ijust want to say again in terms of the measures that can be taken, they are at the bottom, not the top end of things that can be done with effectiveness. Today we are announcing changes that have consequences for Public Transport, including taxis. Bus and train operators have already introduced a wide range of measures to reduce the risk of coronavirus for passengers. As more people return to work and our economy reopens, there will be times when it is not always possible to maintain a two metre distance when travelling on Public Transport. The amount of physical space on buses and trains is inevitably limited. That means it is harder for people to stay two metres apart, harder than in other public places. Often, people can be spending periods of time travelling, without the option of leaving the vehicle. We have published guidance setting out the reasonable measures
all operators will need to put in place when it is not possible for two metre social distancing to be met. That guidance was developed with stakeholders. We expect all operators will have these measures in place by the 27th ofjuly, and we are assured that some will be ready sooner than that. Now, Public Transport moves across our porous border with england. There, the use of Face Coverings is mandatory on Public Transport. And for the sake of simplicity and consistency, as well as being part of our plan to reduce the risk of transmission while on public a two metre physical distance, it will become mandatory in wales for people to wear a three layer Face Covering while travelling on Public Transport,
and that includes taxis. The requirement to wear a Face Covering on Public Transport will come into effect in wales from the 27th ofjuly. Now, the changes in our regulations in relation to two metre social distancing also has consequences for other premises including shops, and we will be writing to all major supermarkets this week, to make sure that they are aware of the changes in the Regulatory Regime in wales. Now, the Retail Sector has made huge efforts to introduce measures to maintain physical distancing, putting one way systems in place, limiting the number of people who can enter a shop at any one time, and putting up screens at checkouts. These measures become even more important as lockdown eases. At this point in time,
when the prevalence of coronavirus is low, we are not mandating the use of Face Coverings in other public places. But many people of course choose to wear them and there is nothing to stop that from happening in wales. Our advice may change if cases of coronavirus begin to increase again and, where it is not possible to maintain a two metre social distance, some businesses may ask people to wear a Face Covering before they enter those premises. Wearing Face Coverings in shops in scotland is mandatory and the first minister Nicola Sturgeon says theyre an important way of helping to protect each other. But it is also worth remembering that they can be useful in other indoor enclosed spaces too so if you are somewhere where it is not easy to maintain physical distancing, it is a good idea to have a Face Covering on, then, as well. Indoor shopping malls opened today, and you should wear your Face Covering notjust in the shops, but also inside the shared spaces in the shopping malls. So, my thanks to everyone who is now wearing a Face Covering. It is a really important way in which all of us can help to protect each other. That basic measure, that message of solidarity, of protecting each other, is the note i want to end on. Today sees some more steps in our emergence from lockdown, and later this week, we will see some of the most significant steps yet, with the opening of more indoor premises. As ive mentioned today, indoor shopping malls have opened up, organised outdoor sport and play areas for children, and some routine dental treatment has restarted. As these services reopen, and as we all leave the house a bit more than has been the case, in the past few months, it becomes ever more important that we take the basic steps to avoid the virus spreading again. So, i would ask you to remember the facts that we are asking everybody to abide by.
