The number of people in the uk who have died from covid 19 has risen by 216 to 1,128. 111,128. The Prime Minister borisjohnson has announced a further easing of some lockdown restrictions for some in england, including the setting up of what he called social bubbles. Lets look at what that could mean in practice. From this saturday, single adult households in england can form a support bubble with one other household of any size. They can go into each others houses, stay the night and dont have to maintain social distancing. Some examples of who this applies to a grandparent who lives alone would be able to form a support bubble with one of their children, which means they could go to see them, interact with their grandchildren as normal. A single parent could form a support bubble with a parent or friend so they can interact as normal, or two single people who each live alone can now form a support bubble. The Prime Minister added that the measure is specifically targeted at single adults, and its not possible for those who do not qualify to start meeting inside other peoples homes. That remains against the law. Our Political Correspondent nick eardley is in westminster and we can speak to him now. Quite a lot to digest amongst the school s announcement this week. How do you assess it all . We are in that position where a lot of children in england arent going to be going back to school until september now, despite some hopes they would be going back sooner. But as of the start of next week, they will be able to go to zoos and two safari parks. Ithink will be able to go to zoos and two safari parks. I think this will be a frustrating time for parents in england two safari parks. It wa nted england two safari parks. It wanted to move forward and it not been able to, but the broader approach from the government at the moment is dipping a tentative toe into the waters when it comes to easing restrictions so that is what is behind that limited bubble idea. That support bubble that allows people who live alone in england to join up with one of their household. The government wants to see whether that will work one other household. It thinks it does it in a managed way that allows people who are perhaps the most lonely in society, because theyve been on their own for a while, to alleviate some of that loneliness. More broadly, apart from things that government are doing, there are increasing questions about the approach. Keir starmer has renewed calls for a National Taskforce to get schools in england up and running again. Speaking in the commons the labour leader said the governments own plans now lie in tatters. It makes me feel a little bit worried because i know that if i was at school, id be getting, like, the most out of my education, to be able to technically pass my gcses and get good grades, because i have my teachers there to support me. At least we still have the help at home and im still trying my best to do the work. So i know that im not going to miss out on as much as i would do if i didnt do the work. Morning hi. Chelseas school already checking visitors. Year ten, first back. Two metres apart, wherever possible. Thats the current government advice. When we measured our classrooms, we could get a maximum of 12 students per classroom if we maintained a two metre social distance. If thats been reduced to one metre, we can only take an additional three. So at any time, the school can only operate at a maximum of 50 capacity if it was removed to one metre. Today, the pm challenged over plans for englands schools. Parents have lost confidence in the governments approach. Millions of children will miss six months worth of schooling, and inequality will now go up. Several weeks ago, i suggested to the Prime Minister that we set up a National Task force, so everybody could put their shoulder to the wheel. Its not too late. Will the Prime Minister take me up on this . Prime minister. Er, mr speaker, as i told the house before, ive been in contact with the right honourable gentleman by a modern device called the telephone, in which weve tried to agree a way forward, which hes then seemed to deviate from later on. To get all of englands children back into existing School Buildings by september would take either some pretty big changes to the governments advice or very part time schooling, so no easy choices. In wales today, more advice for schools on theirjune reopening, with teachers unions warning its too soon. The rest of the uk waiting until august to welcome more pupils back. For parents like darren, its important risks are managed, but he is keen for his son ethan to be back in school. You cant beat the teacher student interaction. And the thing about it as well, the teachers that ive spoken to, at his school, i think they are missing the children as much as the children are missing them, because it really isnt the same. So like i said, if everythings safe, im. You know, the sooner that they can get back in, the better, really. Schools are just about keeping up with current plans. Health experts in england are warning that the number of people on nhs waiting lists could more than double to 10 million by the end of january. The nhs confederation, which speaks for health and care leaders, is concerned that while hospitals plan to restart many treatments that had been put on hold during the peak of the coronavirus outbreak, several challenges remain. His family were hoping he would have the surgery before he turned five. So his operation was cancelled pretty much the day before surgery, and it was just before lockdown. The news for us was really, really devastating. Every week, every month that goes by, he is getting older and the outcomes will not be as good. The nhs braced itself for coronavirus, partly by cancelling routine surgery. Now, a prediction that four Million People on waiting lists in england could turn to ten million by early next year. Assuming there is no serious second wave. The nhs is a big, complicated machine and it quickly changed gears to deal with the coronavirus pandemic. Now, it is time to get things up and running again, but Health Bosses are warning it wont be as simple as flicking a switch and getting back to business as usual. We need to have a grown up conversation with the public about what the Health Service, and indeed social care, can do over the months and years ahead, because it will be restricted, and we will be desperately trying to make good some of the damage that has been done over the months of the pandemic. He says that conversation needs to explain that staff who have been has been done over the months of the pandemic. Working flat out during the pandemic now need to turn to the backlog. Hospitals will have to stick to social distancing too, which wont help get back to capacity. Irenes hip replacement surgery was supposed to happen today. Im really depressed today because i was supposed to have my operation and it hasnt happened. And ive got no idea of when they will do the operation. The pains constant, it is there day and night. I am on very, very strong painkillers at the moment. I have regular assessments for a heart transplant, and unfortunately that has been cancelled indefinitely. And i cant help but be concerned about that, because without a heart transplant i wont survive. There is a call for more funding, but also to extend a deal where private hospitals have helped support the nhs. The government, though, says the Health Service doesnt need that to carry on. If you look around the world, it is, you know, seen as, you know, the best of the best, in the world, and it will continue do that, as we come out of the covid challenge. Meanwhile, there is no word yet on whenjock or many others will get the surgery they need. Catherine burns, bbc news. Now, lets take a listen back now to more from Prime MinisterBoris Johnson at that downing street News Conference earlier. Good evening. Two weeks ago i set out the progress we as a country have made against our five tests for adjusting the lockdown and the measures we could introduce as a result. And today i want to update you again on those five tests and set out some further changes we can now make. Can i have the first slide, please . Thank you. The five tests are designed, as you know, to ensure that any changes to the lockdown are careful and proportionate and safe. They have assessments of how well we are placed to meet the operational challenges posed by the virus. We must do everything in your power to avoid a second peak of infection that overwhelms the nhs, because that would lead to more lives lost, more families in mourning and more disruption to our economy and way of life. Next slide, please. Our fist test is to protect the nhss ability to cope so we are confident and are available provide sufficient Specialist Care across the uk. It is thanks to the efforts of those working in the nhs that we can still be confident the nhs can cope. On 7thjune, 443 people were admitted to hospital with coronavirus in england and wales and Northern Ireland, down from 628 two weeks earlier and down from a peak of 3,431 on 1st april. On 9 thjune 492 were in mechanicalical beds, down from a peek in april. So we are still meeting the first test. Next slide, please. Our second test is to see a sustained and consistent fall in the daily death rates from covid 19, so we are confident we have moved beyond the peak. And of those who have tested positive for coronavirus across all settings, im sad to say that 41,128 have now died. That is an increase of 245 fatalities since yesterday. As measured by a seven day average, the uk daily death rate now stands at 200, down from 300 two weeks ago and down from a peak of 943 in april. The death rate has continued to fall and so the second test is still being met. Next slide, please. Our third test is to receive reliable data from sage showing the rate of infection, the number of people catching covid is decreasing to manageable levels. 290,143 people have now tested positive for coronavirus, which is an increase of 1,003 cases since yesterday. The seven day rolling average of new positive cases found through testing is now 1,419, down from 2,416 two weeks ago and down from a peak of 5,195 in the first week of may. In a moment, sir patrick will talk us through sages latest assessment of the r and other evidence on infection rates. Based on the various data available, the government is satisfied that the third test is being met. Next slide, please. Our fourth test is that we must be confident that the range of operational challenges, including on Testing Capacity and personal protective equipment are in hand, with supply able to meet future demand. Yesterday, 170,379 tests were carried out, or posted out across the uk, compared to around 12,000 at the start of april. The total now stands at 6 million 42, 622. The Health Secretary will provide an update on test, track and trace. On ppe we have secured over 150 deals with new suppliers around the world and procured 2. 2 billion items of ppe to be manufactured domestically. Despite the difficulties we have faced with ppe and testing in the past, this progress means we are now satisfied that the fourth test is being met. Though of course, we remain vigilant. Next slide, please. Our fifth and final test is that we must be confident that any adjustments to the current measures will not risk a second peak of infections that overwhelms the nhs. And im grateful to the chief scientific advisor and the chief medical officer for their advice on the measures that im about to set out. And on this basis i can confirm that the government subjects we have met the fifth test. Therefore, the government is satisfied that all five tests are met or still being met and we can proceed with the following further adjustments to the lockdown in england. A month ago, i set out our road map to recovery and that explained the steps we would take to ease the lockdown as the data and the evidence allows. The measures in contained were all conditional and conditional on continued progress in tackling the virus. We are continuing to follow our road map, while adjusting our approach as we need to, as we always said we would. Although we are tackling this virus as one united kingdom, it remains the case that the devolved administrations are responsible for lockdown in scotland, wales and Northern Ireland and it is right that they should move at the right pace for them according to their circumstances and so for that reason, the specific measures im about to set out apply in england only. First, on retail. Shops. This has been the most challenging period for shops and high streets in our history. Never before have all shops been ordered to shut in this way. It has been 82 days since we asked these shops to close their doors and i know the toll this has taken. Which is why i am so pleased that, as the business secretary confirmed yesterday, we can now allow all shops to re open from monday. It is vital that establishments should ensure theyre meeting covid guidelines before they re open. That way we can keep staff and customers safe, while we get retail going. Second, on social contact, i know how difficult the past months have been for people cut off from their friends and family. Last monday, we relaxed the rules on meeting outdoors, so that groups of up to six could gather, provided they are socially distant. We did so in in knowledge that trands transmission of the virus is slowing outdoor. There are too many people still too many people, particularly those who live by themselves, who are lonely, and struggling with being unable to see friends and family. So from this weekend, we will allow single adult households, adults living alone or Single Parents with children under 18, to form a support bubble, a support bubble, with one other household. All those in a supports bubble will be able to act as if they live all those in a support bubble will be able to act as if they live in the same household, meaning they can spend time together inside each others homes and do not need to stay two metres apart. I want to stress that support bubbles must be exclusive, meaning you cant switch the household you are in a bubble with or connect with multiple households. And if any member of the support bubble develops symptoms, all members the bubble will need to follow the normal advice on household isolation. Were making this change to support those who are particularly lonely as a result of lockdown measures. It is a targeted intervention to limit the most harmful effects of the current social restrictions. It is not designed for people who dont qualify to start meeting inside other peoples homes, because that remains against the law. Unfortunately we cannot advise anyone who is shielding to form a support bubble at this stage, given their particular vulnerability to the virus. However, i want to say, i know how hard it is for those of you who are shielding and we will say more next week about the arrangements that will be in place for you beyond the end ofjune. Third on Outdoor Attractions, because the risk of transmission is lower outdoors, we can open up some more Outdoor Attractions for people to enjoy this summer. So from monday, we will allow Outdoor Attractions, where people can stay in their cars, such as safari parks and drive in cinemas, to open. Im grateful to the zoo industry for their co operation and forebearance and im happy to confirm that they too can re open from monday, provided visitor numbers are managed and safeguards put in place. That includes keeping indoor areas, such as reptile houses, closed and facilitating social distancing. Finally, we will allow places of worship to open for individual prayer this weekend. I hope that will be of some comfort to those of faith who have been unable to go to their place of worship. As set out in our road map, the next set of stages, step 3, will not begin until the 4thjuly at the earliest, as the evidence allows. I know that these changes are only incremental and many of you may be hoping and waiting for more. I also know that people will again find anomalies or apparent anomalies in what people can and cannot do and as i have said before, im afraid that is just inevitable, when we are only able to give people a small amount of the freedoms that they usually enjoy. We will continue to remain cautious and measure the effect of the changes that we make and as i have said, we wont hesitate to apply the brakes if that is the situation requires. That has meant moving slower than we would have liked in some areas. It is because the rate of infection is not yet quite low enough and because we are not as able to change our social distancing advice, including smaller class sizes in schools, that we are not proceeding with our ambition to bring back all primary pupils, at least for some weeks, before the summer holidays. Instead, we are working with teachers to bring back as many pupils as we can within those smaller class sizes. We do intend to bring back all children back to school in september, provided the progress we are making continues, as i hope it will. That is our focus and it is consistent with the approach that has been taken by many other countries in europe. In the meantime, we must stick to our road map. I urge everyone to continue to show restraint and respect the rules, which are designed to keep us all safe. It is only because of the restraint you have all shown so far that we are able to move gradually out of this lockdown. So to repeat what you have heard so many times before, stay alert, maintain social distancing, keep washing your hands. Help control the virus by getting tested if you have symptoms, and isolating if you are contacted by nhs test and chase. Test and trace. If we all do that together, we will save lives and begin to rebuild our country. Hello. Yes, we are desperate for some much needed rain, but we also want some warm, settled weather to go and visit friends and family outside. The next few days, unfortunately, its going to give us yet more rain and some gusty winds, but ive got some more optimistic news coming up shortly. However, were under this influence of low pressure at the moment, and its continued to bring some outbreaks of rain on thursday. Clearing slowly away from the southwest, but with a northeasterly breeze behind it, driving in some sharper showers to come. So its not a write off by any means.
