As a large and angry crowd gathered outside the white house, it emerged at one point at the height of the protests here on friday, President Trump was ushered into an underground bunker by members of the secret service in the interests of his own safety. Dont shoot, dont shoot on several occasions in the last few days, demonstrators here have attempted to scale the walls. Move back and many were reluctant
to conform with a newly imposed overnight curfew. As the president hunkered down, his Presumptive Democratic president ial opponent tweeted a picture of himself at the scene of one of last nights protests. Joe biden promised to listen to the demonstrators and help shape the movement for reform. Many protests have been peaceful and in minneapolis, where all this began a week ago, there was a moment when protesters and a National Guard officer came together. Shaking the hand. Thank you. Coronavirus elbow nonetheless, George Floyds arrest on a minneapolis Street Corner and his frantic pleas for help have given rise to one of the most turbulent periods in recent American History. of murder and manslaughter, but three other officers involved in mr floyds arrest are still at large and there are growing calls for them to be brought to justice as well. Donald trump has described these riots as domestic terrorism and blamed them on far left anarchist groups, but there are those who believe at a potentially Pivotal Moment in the struggle for Racial Justice here that without violence, their voices will not be heard. The president has called on state officials to deploy the National Guard in cities where the violence has grown increasingly out of hand, but such is the extent of the crisis, he is facing growing calls to address the nation from the oval office. The protest this weekend, san diego is really not known for large protests, each city, people enjoy recreation, not a large history of protesting but this weekend, there were two separate protests which ended with teargas and volleys of projectiles from sheriff s deputies. The first one was a city outside san diego, there was a city outside san diego, there was an incident where a Police Officer there had shoved a young black man when he was being arrested under suspicious circumstances, the protest went on peacefully for several hours, blocked a large interstate here and it was only when protesters went back to the police station, saturday night, did the Police Officer, the sheriff s deputies without any warning began to rain down tear gas on protesters, this set of a very long night which endedin this set of a very long night which ended in the familiar scene youre seeing across the country right now,
which is people broke into stores and began taking what they wanted. The same thing happened again tonight, in san diego, much larger city, large, peaceful protests, several hours long, then a confrontation with police, involving teargas and projectiles, people hit by these kind of beanbags, pepper spray, or these teargas canisters. And then following that, people going into stores, breaking windows and taking merchandise. You say there hasnt been much history of these kind of demonstrations there so these kind of demonstrations there so why is this different . This is different because its notjust george floyd, this is fitting a much larger pattern, obviously going back to the beginning of america as a nation but more recently, there was a lady killed in lewisville, a trans
man killed in florida, a matt aubrey, killed much earlier this year, not by a Police Officer but people with connections to the Police Department in georgia, he was just out for a job. This had been building for a while and this has been building for several years going back to baltimore, ferguson, civil unrest, tied to Police Violence against black people has been a feature of recent American History and of course, much longer American History so its been building towards this and on top of that, you have the added extreme of the coronavirus pandemic, people have been inside for the past three months, watching this all play out as their cheques dry up and much larger economic concerns take place. Those curfews that were imposed in about a0 cities across the us, mostly they werent adhered to. What will happen tonight . How will this
end, do you think . Well, the protesters are asking for and you know, before its always been about accountability, we need accountability, we need accountability from police, if they break the law, if they inflict violence upon people of colour, then they need to be held accountable but there is something new happening from these protests which is actually asking for different resources , actually asking for different resources, allocation of resources differently in the us. Right now we are entering a much more austere economic situation, cities in particular are slashing budgets, they are slashing libraries, parks, education, california right now budget wise doesnt even know how its going to open up schools next fall so what people are asking, pretty consistently, is to take money away from Law Enforcement and put it more toward social services, they are asking for a fundamental restructuring of society around things that will help people succeed in life and help realise their
lives, and in san diego in particular they cut some programmes but it still increasing year over year its budget compared to last year its budget compared to last year while every other City Programme is being slashed. And if they dont get those things . Well, you know, this is unprecedented, right . In san diego theyve never seen anything like this, no one i spoke with could remember when they deployed teargas, this is a huge city. This is one that was doing economically fine before the coronavirus pandemic. It has all of the inequity that you find another large cities involving people do not really having Affordable Housing stock none of these problems are going away anytime soon, whether the question becomes whether this unrest will be settled by any steps by the government or by the police, right now, that response to the repression by police in terms of launching teargas and we are seeing in places like new york, hand to hand combat with Police Officers versus
protesters, it doesnt seem like thats going to coat the situation. Many people will tire themselves out but right now, its not seeming as if its going anywhere anytime soon. Max, thank you for talking to us. Now i want to show you some incredible pictures from minneapolis, the city where where george floyd died. A lorry driver has been arrested after breaching a road barrier and driving towards a crowd of protesters marching along a major highway. Footage posted on social media shows dozens of people surrounding the vehicle and pulling the driver out of his cab after it came to a halt. Some protesters then came to the drivers aid before police pulled him out of the crowd. Some police and National Guard members have joined protestors to show solidarity. In the new york borough of queens crowds asked police to kneel to show their respect for calls to end the deaths of
black people in custody. Police cheered officers who took the knee. And in minneapolis a National Guard asked his colleagues to kneel as he appealed for protestors to stay peaceful. He also shook the hand of one demonstrator, although some told him he should have bumped elbows due to the coronavirus. Our correspondent in washington, Aleem Maqbool, was at the protests outside the white house and sent this report. Nojustice, no peace. These were protests against the killing of george floyd, given the location they were also a message to one person in particular. He needs to grow, he needs to be a man, stop with the childless acts, the childish tweets, he needs to be a man. As night fell, the mood got angrier. Here outside the white
house or the most part it had been a peaceful protest but fires have been lit now. And the police keep firing gas into the crowds. And they fired other projectiles too. In defence of the home of the president. And they we re the home of the president. And they were clearly on edge. But also did little to dispel the impression that the police use unnecessary levels of force. At one point charging our own cameraman. In the streets surrounding the white house with no sense of any attempt at de escalation, there was anarchy, shops and vehicles vandalised at will. Hard to imagine these were scenes playing out in the american capital. Thats probably a white person that on that. Here we go. We got every right to bring it down. This is pain, right here, this is fine. This is the only way we can get it to them, they are not hearing us. Get it to them, they are not hearing us. Its just get it to them, they are not hearing us. And theres no doubt this has now become about much more than the death of one unarmed black man. More than two Million Primary School children in england will be able to return to lessons this morning. Restrictions around businesses which can open are also being eased, along with rules about britons meeting up with friends and family. Some scientists warn that lockdown measures are being lifted too fast. But the uk business secretary alok sharma says the government is taking a very cautious approach. From today, all four uk nations will have guidelines in place allowing more than two people to meet outside. Vulnerable people in england and wales, who have been advised to stay home since the lockdown began, will also be able to go outdoors again. And provided they meet safety
guidelines, open air markets and car showrooms in england can also start to trade again. Our first report is from danjohnson, whos been to meet some families preparing for their first day back at school in ten weeks. So youve got your uniform already, jack . Yes. Time to getjack back to school again. Ready how do you feel about going back to school, jack . Very, very, very, very happy. Ive never known my boy to be so excited. But he has always loved school. He misses his friends and he loves his teacher. So hes really excited to go back, yeah. Im a bit excited. Five year old khadija is almost as enthusiastic. I do like maths and i am quite excited about maths. Im in two minds, but i think its good for the children to interact more with their age group and also, they miss their teachers. They will find the playgrounds been fenced off to keep them apart. Well start with three classes of five children in each and then slowly increase that. Each of the year classrooms will have their own Outdoor Learning area. To create this sense of a bubble. It feels a bit like youre penning them in . Ever so slightly, but i think its more about keeping them safe. And the classrooms have been spaced in the hope of socially distant learning. Their classrooms have changed quite a lot. We are going down from 30 children to five at first, then ten. A lot of children dont understand what a metre is, so telling them to be two metres apart is quite difficult. And it is normalfor them to come up and show you something in their book that they need help with. As social distancing will be difficult in that way. It will be quite challenging, i think. That is why many parents dont share the confidence on show here. They wouldnt let us come back, surely, if it wasnt safe to do so, so im confident this is the right time for them to come back. If it wasnt safe, it
wouldnt be happening, but im happy that the school will be doing things the best way they can. So, if theyve put certain things in place, im happy for it to go ahead. But this is only happening in england and lots of schools wont go ahead. At least, not yet. We think its currently unsafe. We dont think we should be going to this step. We want to see test, track, trace actually running, actually in place so we can see the number of cases are falling. We are also concerned that there isnt good enough advice about vulnerable parents, vulnerable grandparents or about vulnerable staff. But vulnerability can be defined by wealth as much as health. This is a poor part of london where many families have relied on School Support during the lockdown. Were not talking about bringing 700 children back, were taking it slow and steady and at any point with that plan, if it doesnt feel right, we will halt it, we can reverse it. We can be dynamic about the way we bring children back. And it isnt just school rules changing. In england, you can now meet groups of up to six, the same as Northern Ireland. Its already eight in scotland, but im just two households. Wales is expected to make this same move today. Those whove been shielding across england and wales because of Health Conditions are now allowed out. Shielding advice has also changed, allowing more Vulnerable People outdoors for exercise. In scotland, groups of up to eight people from two households have been able to meet outdoors since friday. Advice for schools, shops and people shielding at home
hasnt changed. And in Northern Ireland, theres no change to the rule that groups of six can meet outdoors. Vulnerable people are being asked to keep following existing shielding advice. Big changes for people from today although plenty of pa rents for people from today although plenty of parents not sending their children back to Primary School in england, they dont feel it say. Some schools will open as the government wa nts, schools will open as the government wants, others will partially open, some might delete their opening for a few more days. And i guess the hope in government is that this is the sort of the start of the process , the sort of the start of the process, not expecting a big bang when suddenly all schools start to open reception, year one and year
six but they are hoping, gradually, confidence will begin to build amongst parents and teachers if as hoped, schools do not become sources of infection, children do return, they seem to be enjoying returning to school life and if you like, normality begins to bed in. But clearly, its going to take a bit of time for that confidence to build up and that is actually what happened in other european countries, initially, many, many parents were, like your, very cautious but as they so like your, very cautious but as they so other children returning and it all seemed ok, they felt sufficiently confident to send their children back. I think its going to bea children back. I think its going to be a process, shall be saved. the welfare of children. What you hear ministers arguing for, per example, youngsters have already missed nine weeks of schooling. That is an awful lot of schooling, its frankly not good for them. But in particular, children from disadvantaged backgrounds seem to be losing out more from the lockdown because they havent perhaps receive the support that perhaps children in more affluent families have received and therefore the attainment gap between well of and less well of children which has narrowed over the last ten years or so, risks opening up last ten years or so, risks opening up again so the argument they are making is entirely about the welfare of children. They have two children. The husbands employer did not put him on thejob retention scheme so he has zero income. His wife is still working but her income is less than their household rent. They have leave to remain in the uk but no recourse to public funds. So they cant get any help at all. Isnt it wrong that a hard working law abiding family like that is being forced by the current arrangements into destitution . Hang on, stephen, why arent they eligible for universal credit or employment support allowance or any of the other because they have no recourse to public funds, thats the condition thats attached to their leave to remain. They have been here for years, their children have been born in the uk. But because for a ten year period they had this no recourse to public funds, they are at the moment cant get no help. They are getting no help at all. Where are they actually from . The couple im thinking of are from pakistan but it applies to anyone. 0k. From outside and they can get furloughed obviously . Im going to have to come back to you on that, stephen. Because, you know, clearly people who have worked hard for this country, who live and work here should have the support of one kind or another. But youve raised a very, very important point and the condition of their leave to remain, they have no recourse to public funds, i will find out how many there are in that position and we will see what we can do to help. I think they need to acknowledge the restrictions of these visas during the covid period. They do need some financial support, especially these people who have to pay their rent and bills and is not possible for them to do that. White like the response from the home office is, we have been clear that no one should find themselves destitute during this crisis due to circumstances beyond their control. We have taken extensive action to support those with no recourse to public funds including protections from affection for renters and mortgage holidays. Helping the employed, self employed and those on zero hours contracts. The government has also allocated more than 5. 2 billion to local authorities to help provide support to the most
vulnerable and migrants with leave under the family and human rights roots can apply to have their no recourse to public funds status lifted. How do you react to that . Well, thats really interesting to know, because outcome they only have so know, because outcome they only have so many families who are saying they are trying to get some sort of financial help from the government and there isnt anything available . Where do they apply to this for this funding from . Because the councils have the funding allocated for various other stuff the covid period. The netherlands is easing its lockdown with Primary Schools returning to normal and reference, bars, cinemas, theatres and museums reopening but with strict conditions to enforce social distancing. Museums are being allowed to open galleries again. The first thing in his the numbers. They are lying fifth of a number of visitors in every day, which of course means it will be a lot quieter. If you can get a space. Because they are not allowing people to just walk because they are not allowing people tojust walk in because they are not allowing people to just walk in off the street any more. You have to book your 15 minutes time in advance. And when you do go inside, the rules are the same as outside, you must keep your distance from other people. Here in
the netherlands, that is 1. 5 metres. The good news is, there is no limit placed on the amount of time you can stand in front of the masters, so rembrandt, vermeer, and of course amsterdam is home to so many cultural attractions, the anne frank house, the hancock museum, but there isnt one policy that fits all, they are essentially trying to allow people to come in in a safe way without restricting their enjoyment. Thank you for talking to us. I think you might have some concerns potentially about all this restrictions that are being eased particularly in england . Yes, i do not think i am alone in that either. I think its interesting to see the sort of timescale around which of these changes are being brought in. Its difficult to understand how in terms of the prevalence of the virus in the number of fatalities we are still seeing, just quite why the rapidity of these changes is quite as it is. The government says they are taking very, very cautious steps, you know, they say we are guided by the science although a
couple of scientists have said that some of the decisions are political but the government have taken scientific advice. The r rate is between 0. 7 and 0. 9, and the number of deaths and confirmed cases is coming down. Does it not feel cautious enough to you . Well, i suppose that depends on what you mean by cautious. Ideally you would have numbers down well below the 1000 mark every day and fatalities far lower than that. I think if you look in other countries where they have started to enact relaxation of lockdown measures, they certainly have had perhaps better control of the infection within the population. And i think itsjust the infection within the population. And i think its just a the infection within the population. And i think itsjust a bit difficult to understand the message when you are urging caution at the same time as saying that there are all these additional liberties to be taken. Dont get me wrong, i think the vast majority of the public will follow the guidelines extremely well, but it is a danger that there isa well, but it is a danger that there is a confusing message out there
are. What do you think is confusing . do not understand the announcement which meant they could go out from today because they had a text from the nhs back in whenever it was saying they had to shield until the end ofjune. Well, quite. My wife is actually in that category and shes very much of the latter opinion. She is uncertain as to what to do. Please understand that i can imagine if youve been locked away in your home, especially in a flat where you cant go out in the fresh air, it must be an extremely difficult situation. But we also must remember these are the people who are likely to, if they catch coronavirus, to develop more serious causes of disease. It is slightly difficult to understand why without a clear guidance in terms of the numbers, why the government feels it is now safe for those people to come out, especially as we are now seeing an increase in freedoms for other population groups in terms of the numbers of people that are likely to be out and about in the street, so
in terms of complying with social distancing, it makes it a slightly harderjob for these distancing, it makes it a slightly harder job for these people distancing, it makes it a slightly harderjob for these people to achieve if they do venture out. Move back and many were reluctant to conform with a newly chanting dont shoot, dont shoot and many were reluctant to conform with a newly imposed overnight curfew. As the president hunkered down, his Presumptive Democratic president ial opponent tweeted a picture of himself at the scene of one of last nights protests. Joe biden promised to listen to the demonstrators and help shape the movement for reform. Many protests have been peaceful. Donald trump has described these riots as domestic terrorism and blamed them on far left anarchist groups, but there are those who believe, at a potentially Pivotal Moment in the struggle for Racial Justice here, that without violence, their voices will not be heard. The president has called on state officials to deploy the National Guard in cities where the violence has grown increasingly out of hand, but such is the extent of the crisis, that he is facing growing calls to address the nation from the oval office. What was the protest like where you are . Well, it was in downtown olympia and when i arrived there, the police were extremely aggressive. Within the couple of minutes of me being there, there was pepper balls and flash bangs and rubber bullets that were being hit at the protesters. Protesters isnt even a great way to encapsulate what, how people are showing up right now. I think rebels and rebellion are much more accurate terms to describe the mood and actions people are taking. We are seeing some footage actually that you shot yourself while i from the
streets. Joining those protests. What was it that made you decide to join this process . Growing up in the United States, you start to get really. You see the pattern that policing happens in this United States and obviously i am white and soa states and obviously i am white and so a lot of that hasnt come down on you personally, but eventually, i have had enough interaction with the police doing political engagements in the past that i really kind of see the ways and modes in which they operate and that submission and violence is the only languages they speak and those of the only things that they know how to do. And at the end of the day, i refuse to engage in this kind of system where a p pa re ntly in this kind of system where apparently black, murdering black
people is necessary to the functioning of the system. That is like. If we havent learned that lesson after the whole history of the United States, then i dont know how many more times we need to learn it. The United States police force was organised and formalised around catching slaves. So theres not a lot has changed. Donald trump has described the riots as domestic terrorism. Whats your response to the way he has been handling this . First of all, i think it was just a day or two ago was the anniversary of Donald Trumps father being arrested at a ku klux klan rally. So it is like. The apple hasnt fallen very farfrom it is like. The apple hasnt fallen very far from the tree. I think that donald trump is irreleva nt think that donald trump is irrelevant right now. I think the really interesting thing that ive noticed about this political moment
is that people dont care what the politicians have to say. People dont care what the mayors have to say, people dont care. They are not waiting any longerfor say, people dont care. They are not waiting any longer for things to change. You know . They are making it happen right now. And i think that when. The thing a lot of people have been starting to focus on is the good protester, the bad protest, the good protester, the bad protest, the instigator, the looting, the violence, but the thing that people first of all my response to that is that the outside agitator again this type of rhetoric goes all the way back to when slavery was more prevalent in the United States. When slavery vaults were happening, they would say that it was northern agitators who came to the south and agitated the slaves to rise up because they just couldnt agitated the slaves to rise up because theyjust couldnt believe that black folks would revolt on their own will. And so its just continuing this hundreds of years old rhetoric that is extremely
racist. People dont care any more. They are gonna make it happen and also talking about minneapolis, the violence in the looting and the destruction that happened, it is not just random. The target that was looted, when that was built people we re looted, when that was built people were already frustrated and angry about that and to rent its 2500 a month to be able to live in those and so its like the world around us and so its like the world around us and black folks especially, its just not being built for people. Sorry to enter up but obviously what youre describing as you see this as a lot of history that is bubbling up and is now come to this point. Do you believe this is going to be a defining moment where things do change . Yeah, totally. I think that
we all thought that covid 19, i mean it is still really present in everything but everyone thought that the political era we are going to live in is the x covid 19 era and thatis live in is the x covid 19 era and that is up in question. I think its possible a political moment and that depends on what we do and if we continue to show up and push for the defunding and disarmament of police. So will you continue to protest and d efy so will you continue to protest and defy the curfew is . Oh, yeah, absolutely. I think that we are going to keep on pushing. And again, it is like how many waves of this have we had to endure . See this kind of violence playing out over and over and over . And thats the thing that we need to realise. People from other parts of the world, this is our police force reformed. This is after the civil rights year of the
60s. Then there started being plaque Police Officers. This is after the extra training, this is after the body cams. Black Police Officers. And this is what we see, this is what we get. I watched someone get arrested and the cops use the same kneein arrested and the cops use the same knee in the back of the neck manoeuvre that killed george floyd. And there are these images of. I mean, it is almost like, it is hard to say really. Its almost like a police riot is what happening and we are defending and responding that from our communities and that is why Police Precincts are getting burnt down because we are trying to stop their ability to be able to continue doing their violence. As we mentioned curfews are in force in nearly a0 cities across the United States folllowing the demonstrations, our correspondent Aleem Maqbool, was at the protests outside
outside the white house and sent this report. Chanting nojustice, no peace. These were protests against the killing of george floyd, given the location they were also a message to one person in particular. He needs to grow, he needs to be a man, stop with the childish acts, the childish tweets, he needs to be a man. As night fell, the mood got angrier. Here outside the white house for the most part it had been a peaceful protest but fires have been lit now. And the police keep firing gas into the crowds. And they fired other projectiles too. In defence of the home of the president. And they were clearly on edge. But also did little to dispel the impression that the police use unnecessary levels of force. At one point charging our own cameraman. In the streets surrounding the white house, with no sense of any attempt at de escalation, there was anarchy. With shops and vehicles vandalised at will. Hard to imagine these were scenes playing out in the american capital. Thats probably a white person that on that. There gonna cover, insurance. Here we go. We got every right to bring it down. This is pain, right here, this is fine. Here, this is pain. This is the only way we can get it to them, they are not hearing us. Its just words to them. They dont feel anything. And theres no doubt this has now become about much more than the brutal death of one unarmed black man. The protests have placed Race Relations in the us firmly in the headlines and the governor of new york state, andrew cuomo has warned of chronic, institutionalised racism. In atlanta, two Police Officers who used tasers on two young black
people driving in a car on saturday night have been fired. The students, aged 20 and 22, were detained shortly after the nine were detained shortly after the 9pm curfew came into force. A cbs news crew was filming at the time the incident began, this is what happened, and we should warn you, you might find this footage disturbing. Ok, sojust to give you a bit background, we were here on the scene, we turn around and we see several officers go up to the car and start breaking the glass. Were not sure what led up to this. There was a woman in the front passenger seat and a gentleman in the driver seat. They are pulling him out now. A lot of commotion. Now, of course, the crowd has caught on to what is happening. We have no idea what led to this. They flattened the tyre, broke the glass to car and i hear what i believe to be a taser. So you can see this young women is being arrested, was taken out of the car and then on the other side, weve got the driver who is also being arrested and several officers around him. I have no idea what exactly led up to this. The two officers were fired
by atlantas mayor, keisha lance bottoms, after she reviewed their bodycam footage. Three other officers are being investigated. But the two young students, who were tasered, 22 year old messiah young, and 20 year old teniyah pilgrim, who say they were driving home from taking part in protests, have both been released from custody and will not face any charges. Some police and National Guard members havejoined protestors to show solidarity. In the new york borough of queens, crowds asked police to kneel to show their respect for calls to end the deaths of black people in custody. Police cheered officers who took the knee. And in minneapolis a National Guard asked his colleagues to kneel as he appealed for protestors to stay peaceful. He also shook the hand of one demonstrator, although some told him he should have bumped elbows due to the coronavirus. Outbreaks of looting have been reported in a number of us cities, including new york and santa monica in california. And these pictures have just come in from a Furniture Store near chicago. A hammer was used to smash a window, before people made off with items including tvs and rugs. Civil rights leaders have urged an end to the looting, saying it has nothing to do with george floyd, whose death sparked the nationwide unrest. His family have also called for the looting to stop, saying they want his legacy to be one of minneapolis uniting. More than two Million Primary School children in england are able to return to lessons this morning. But will they . Restrictions around businesses which can open are also being eased, along with rules about britons meeting up with friends and family. Some scientists warn that lockdown measures are being lifted too fast. But the uk business secretary alok sharma says the government is taking a very cautious approach. From today, all four uk nations will have guidelines in place allowing more than two people to meet outside. Vulnerable people in england and wales, who have been advised
to stay home since the lockdown began, will also be able to go outdoors again. And, provided they meet safety guidelines, open air markets and car showrooms in england can also start to trade again. They will find the playgrounds been fenced off to keep them apart. Well start with three classes of five children in each and then slowly increase that. Each of the year1 classrooms will have their own Outdoor Learning area. To create this sense of a bubble. Does it feels a bit like youre penning them in . Ever so slightly, but i think its more about keeping them safe. And the classrooms have been spaced in the hope of socially distant learning. Their classrooms have changed quite a lot. We are going from 30 children to five at first, then ten. A lot of children dont have the concept of what a metre is, so telling them to be two metres apart is quite difficult. And it is normalfor them to come up and show you something in their book that they need help with. To be social distanced that way will be difficult in that way. Itll be strange for them. That is why many parents dont share the confidence on show here. They wouldnt let us come back, surely, if it wasnt safe to do so, so i have ever confidence this is the right time for them to come back. If it wasnt safe, it wouldnt be happening, but im happy that the school will be doing things the best way they can. So, if theyve put certain things in place, im happy for it to go ahead. But this is only happening in england and lots of schools wont go ahead. At least, not yet. We think its currently unsafe. We dont think we should be going to this step. We want to see test, track, trace actually running, actually in place, so we can see the number of cases are falling. We are also concerned that there isnt good enough advice about vulnerable parents, vulnerable grandparents or about vulnerable staff. But vulnerability can be defined by wealth as much as health. This is a poor part of london, where many families have relied on School Support during the lockdown. Were not talking about bringing 700 children back, were taking it slow and steady and at any point with that plan, if it doesnt feel right, we will halt it, we can reverse it. We can be dynamic about the way we bring children back. And it isnt just a school rules changing. In england, you can now meet groups of up to six,
the same as Northern Ireland. It is already eight in scotland, but from just two households. Wales is expected to make this same move today. Those whove been shielding across england and wales because of Health Conditions are now allowed out. They absolutely want to avoid having to impose a National Lockdown again which is where test entries comes in so you can hopefully identify where there is sudden pick up of virus and then close down that particular area. The government seem to be talking about very localised lockdown, not talking about regions, they are talking about areas in towns or even individual housing
estates, to try and focus exactly where the primary sense and clamp down on it immediately but that doesnt course depend on having a very swift effective track and trace scheme up and running and at the moment, were still sort of in the foothills here, still waiting for this to be brought in to the system and of course we have also got to speed up the rate at which tests are completed, the aspiration to be an apt place where tests are done and dusted in 2a hours so there is a way to go yet before we beat this so called world beating test entry system. footprints for the children, self distancing with parents so we have been working incredibly hard over the past nine weeks to get ready for opening because i did feel that we possibly would be opening injune, albeit we are doing a very phased entry. Did they understand social distancing and how to actually do that . No. Its impossible. And weve been speaking to my colleagues in norway, new zealand, australia, and you cannot social distance with young children. But weve created our special hot which is this. explaining all the different entrances, how they come in, the ways they pick up in the evening, we are doing packed lunches as well. And we have been taking ever families through very, very carefully through this whole process by creating a blog for them so that the children still see us every day. Albeit by zoom calls but we do story time and drama and french and last week we sent out a huge piece of information for parents going through the health and safety aspect of what were doing now. A survey of 1200 School Leaders suggest a6 of families will be keeping children at home, going up to 50 in disadvantaged areas. Carly sabaj is in ascot and will be sending her children back to school when it reopens next monday. And alexandra sharp is in east sussex who wont be sending her daughter back. She is not due back yet, but i feel like if i have the opportunity where ican like if i have the opportunity where i can keep a home for that bit longer, that is something i want to
do. Especially when everything seems so very unknown. I know the government revised plans to start a school a1 times since may. Also my area peers that we have not even reached the peak yet. And ijust file ina reached the peak yet. And ijust file in a position where i live in a beautiful area. I dont see why i would risk taking her and letting her go to school because its not practicalfor her go to school because its not practical for children to be able to maintain two metres at all times. Any other virus and bagh spread through Primary Schools like wildfire. Children are always touching each Others Services and things like that and ijust touching each Others Services and things like that and i just feel that i have the opportunity to keep her safe along then that is the choice that i have come to. you feeling about sending your kids back . I am doing this tentatively. This is not an easy decision that i have come to that i feel that my reasons for sending her back on my personal reason specific to my area and my family and i understand that everybody is different, for me, our area isa everybody is different, for me, our area is a reasonably low rate as far as im aware. She is going back to quite a small school. The school have done a very phased return, i do have done a very phased return, i do have trust in the school that they will be doing everything they can to maintain the standards that they need. But i think thats keeping my daughter off of school, it is just something that i feel very strongly about because of the fact that i had a young child and if she was to bring
something home to my younger daughter, my husband, who could then bring it home to his work colleagues, some people think that i ama colleagues, some people think that i am a little bit overcautious but i think, as cally said, your children, you just want to do their best by them, and for me, this is what i see is the best by my daughter because i am able to do that and i think that although people do disagree with me, at the same time that is my decision and it is up to them what decision they want to make. We have all been on adjourning in the last ten weeks in terms of what we have got used to, what we now find acceptable. For you, alexandra, how would you describe that journey . been able to work fortunately, home schooling is going very well, the school is taking up well and being a supportive, and it is the harder option to keep a home because you are having to maintain that focus for the school work and you are having to discipline yourself and your child to make sure that she does that work, but ijust and your child to make sure that she does that work, but i just think and your child to make sure that she does that work, but ijust think it is just the best outcome for my daughter at the moment and everyone has a different opinion but that is my opinion and as she is my daughter i feel this is my my opinion and as she is my daughter ifeel this is my role my opinion and as she is my daughter i feel this is my role to my opinion and as she is my daughter ifeel this is my role to protect her and that is how i feel i can do thatis her and that is how i feel i can do that is for as long as possible. I do think it is better for them that they can go and see their friends at school and then come back after we had in our work. The netherlands is easing its lockdown with Primary Schools returning to normal, and restaurants, bars, cinemas, theatres and museums allowed to re open but with strict new conditions to enforce social distancing. Museums are also being allowed to open their galleries once more
the first thing is the numbers. They are allowing a fifth of the number of visitors in every day, which of course means it will be a lot quieter if you can get a space. They arent allowing people to just walk in off the street any more you have to book your 15 minute time slot in advance. Her family have been shielding since march because her 17 year old daughter has a rare condition, but she is wondering whether its safe to send her 6 year old daughter back to school. Also im joined by rebecca ruddy who is in skelmanthorpe in west yorkshire. She is shielding with her
children and her parents. Welcome both of you. It sounds like you have a lot going on there to juggle you have a lot going on there to juggle in terms of different needs of yourfamily. Juggle in terms of different needs of your family. How are you feeling today . Exhausted i think is the word that sums it up. It has been a very ha rd that sums it up. It has been a very hard time with five children, trying to do the home schooling, look after them with special needs and obviously shielding as well. It is impossible in the house to keep the children away from my daughter, the guidelines say we should keep a two metre distance from her but she is a wheelchair user, she needs help to do everything, but obviously little children are not able to keep away from her, so we have all had to shield, we have all had to stay in for the last it seems like eternity. That mustve been really tough, what is it been like . Luckily we have a big garden and the weather has been really kind to us so the three of us have been in the garden a lot. My
teenage daughter keeps herself to herself, in her bedroom, doing her school route schoolwork online, so she is not a big drain on resources, she is not a big drain on resources, she pops into the kitchen for food every now and again as teenagers do and then my daughter who we are skilled shielding to try and keep the home occupied so she goes to a special needs school so her schooling isnt formal, it is more life skills, it is just trying to keep some kind of routine to the day as well which does help. But we have been going out of the house, i have taken my daughter on a walk every day. We live in a very rural area, we go places where we know we are not going to meet anybody else. We got a punpy not going to meet anybody else. We got a puppy injanuary so the dog needs a walk as well so we have been doing a forcing minute walk every day. Myself, my daughter in a wheelchair, sometimes one or two of the other children can come with us, but we know where we live, we arent going to bump into anybody and
obviously staying out in the fresh air. Rebecca, how have you managed their period of shielding, have you been able to get out much . Well, we have got shielding in this household we have three people and two who are shielding along with us so we havent actually been outside at all except in the garden until yesterday when we went for a walk yesterday and seeing their new guidelines that we could go out. How did that feel . The weather has been fantastic and getting out in the garden has been nice but it was so nice to get a change of scenery and see something else. The children were so excited to be also climb some trees and see some plants and have a look at things that are grown and changed since we have been out. The advice chain saturday evening so all of a sudden things have changed dramatically for you. Did you feel confident when you heard that that it is ok . I think it is a decision
you take based on where you live. I live in a rural area also so i was very aware that there are places we know we can go to without seeing other people. I think if i lived in a very densely populated area didnt have a loss of countryside around me imight have a loss of countryside around me i might have made a different choice because the ad number is still quite high, | because the ad number is still quite high, i think. My 15 year old has a few full days of school planned, she is year ten so gcses next year, again, whether or not we will send her for
those days we need to make their decision the time. How do you feel being ina decision the time. How do you feel being in a position where, obviously, you are in a vulnerable category, so therefore Going Forward the decisions for your family are much harder and it does potentially mean that the changes that you are having to make, the sacrifices will go on for longer than for other families . It is hard, particularly yesterday, when it seems like source of the end of shielding was originally the 30th ofjune. Now it seems like that is going to be extended from the briefing, what was said yesterday, it looks like that is going to continue. It is difficult keeping ourselves to ourselves, having the shopping delivered, luckily we have a good support network, i have a neighbour, every time he is in tesco, he will text me, do i need anything, so it is just getting used to actually relying on other people and other services for a lot longer and it is that lack of being able to choose we
do things for ourselves, you know, we are going to be sitting tight in this house for it could be months to come, even if schools go back in september, if the shielding guidelines havent changed all the guidance is to still stay there is a second wave then we will still be sitting here at home. How do you feel about that, rebecca . It is the same here obviously. My little boy is a newer one so he could go back to school but its obviously had to socially distance. And i work in a school myself that has been very hard seeing all the plans to go back and knowing that i cant go back myself yet. You have tojust take cant go back myself yet. You have to just take it a week at a time instead of thinking mentally that youre going to be here for a really long time because that would not be very good to dwell on. so i have ever confidence this is the right time for them to come back. If it wasnt safe, it wouldnt be happening, but im happy that the school will be doing things the best way they can. So, if theyve put certain things in place, im happy for it to go ahead. But this is only happening in england and lots of schools wont go ahead. At least, not yet. We think its currently unsafe. We dont think we should be going to this step. We want to see test, track, trace actually running, actually in place, so we can see the number of cases are falling. We are also concerned that there isnt good enough advice about vulnerable parents, vulnerable grandparents or about vulnerable staff. But vulnerability can be defined by wealth as much as health. This is a poor part of london, where many families have relied on School Support during the lockdown. Were not talking about bringing 700 children back, were taking it slow and steady and at any point with that plan, if it doesnt feel right, we will halt it, we can reverse it. U nless control and suppress the virus. Unless the government puts that into place children are much higher risk going to school. Sorry to interrupted, you have said you have done modelling on this. When you look at denmark for instance it is had five weeks of kids being back at school since the schools reopened in april. And the modelling there would indicate that the virus hasnt spread. Finland which went back in the middle of may has said the same. Whats your modelling indicating . Its deceiving because first of all our model shows that if you wait for just two weeks and put the test and Trace Programme into place, then the risk for children would be have. The difference between us and denmark and other countries and this is something the government has not highlighted, is first of all, those countries have put a test, trace and isolate programme into place. Theyve put a programme into place to make sure that they can identify the coronavirus quickly, amongst the population and quickly suppress it. We dont have that in place. Theres no confidence that is in place. Secondly, in those countries, the daily cases coronavirus are just in their hundreds. Here it is over 8000 daily. Now that is an enormous difference. There is no point opening schools if in your local area for instance talking about east london and we know there are very high cases of coronavirus in east london as well as deaths with
coronavirus, east london is very high. Now unless you bring those numbers down, and the local area, you cannot open schools safely because children will be bringing coronavirus into schools and there are vulnerable teachers and children will be taking it back home where there are vulnerable adults. So you need to think about the whole context. Schools dont operate in a vacuum, they dont operate in a social vacuum. They are embedded in communities. Thats an interesting phrase because we have been told repeatedly since the start of it that the evidence is that schools are not effectively a breeding ground for covid 19 and that children are obviously in the least at risk category and therefore its one of the areas where we need to least worry about transmission of the virus. But as i said, while its true that children. We dont know quite clearly the evidence and children transmitting the disease. We know that children experience coronavirus much less severely than adults. But we dont know because we need to wait longer, the evidence, Scientific Evidence is mixed. But we need to understand its notjust children in schools. We have an entire school workforce, notjust teachers but all the other support staff and the other thing is that children are going to go back home. We know in particular south asian communities that there are multi generational households, we know in many deprived communities there are overcrowded households. Now when children take the virus back to those communities which they will unless we have a test and trace and isolate programme, then that virus will spread. We will have a second pandemic. We will have Coronavirus Crisis all over again. So the important thing is for the government, the government should have waited a bit longer, should have waited a bit longer, should have put that test trace isolate programme into place and should have also thought about those children
who are not going to school. At the moment, it is only resection, year one and year six going into school but what about the other children going to school . Education and learning is important to them but so is social, emotional and psychological support. The first guy that was climbing across the top of the ridge, everyone at the beach started watching him. The whole crowd was egging him on tojump. It takes awhile to get to the top. Of where he actually jumped, so awhile to get to the top. Of where he actuallyjumped, so was there with a friend, paddle boarding. We we re with a friend, paddle boarding. We were on the beach chilling, in wet suits. I decided to chuck my wet suits. I decided to chuck my wet suit up, do it up and swim out underneath the doorjust as there was no one else in the water in case something bad happened to him. And sure enough the firstjumper again just no protective equipmentjust in
a pairof just no protective equipmentjust in a pair of shorts, he kicked his fli p flo ps a pair of shorts, he kicked his flip flops offer the top and they landed in the water. And leapt himself off the top of the cliff. He hit the water on his side completely, came up, shouted for help, said he couldnt move his arms, igrabbed help, said he couldnt move his arms, i grabbed him and shouted at a couple of nearby people on floats to come near and dragged him back to shore. I dont know how he survived, i dont know how he stood up survived, i dont know how he stood up afterwards and he managed to walk away in that moment. I think the adrenaline was keeping him going but after that, after the incident where i also pulled a young person out i saw the guide being taken away on a board into an ambulance. We bothjumped off the board, trying to search for him, trying to find him, took us a few minutes, there were more people swimming out trying to help out, i managed to finally locate the body after maybe. To three minutes of searching, we could see a white figure deep in the water. Again, there were about ten other people trying to dive down but none of us could get to him. I dont know how i did it, maybe took about

Your mind does crazy things in those situations, i managed to get into the surface and he was completely purple, there was blood coming out of his mouth, myself and dylan he was close by, we both grabbed him and swung back to shore with the help of a couple of other people in the water. Dragged him back onto the beach and he was dead. There was no heart rate, he wasnt moving. And the sheer amazement there were four female, i dont know if they were doctors or nurses but they took over and just bash away at cpr on him and managed to bring him back to life after ten or 15 minutes. Its an
actual miracle that he is still alive because the eye was beating myself up thinking we hadnt got to him sooner. You did an amazing job, you absolutely went beyond doing yourjob and doing what many people would happen capable capable of so you are an absolute hero on that day. Do you know how he has now . No, i dont know how he is. I know that he is still alive. Thats all i know. Id love to know. Ijust want to get the image that i have out of my head and i want to see the individual talking or alive. Ijust wa nt to individual talking or alive. Ijust want to see him in colour and that goes for myself and dylan. Weve got some pretty harrowing images in our head that we have. And theres nothing wrong with a little bit of cliffjumping, nothing wrong with a little bit of cliff jumping, but taking nothing wrong with a little bit of cliffjumping, but taking simple precautions like wearing a wet suit so precautions like wearing a wet suit so your body can float, if you do not yourself unconscious and not jumping from a ridiculous height when it is barriers off anyway, there is a reason they are there and saturday proved that. We were looking at pictures of what happened on the beach when the Emergency Services came and everybody was basically herded together. Yes. In covid 19 times. Basically herded together. Yes. To do Something Like that and in terms of us getting hoarded together it
wasnt by choice. People didnt want to spectate, we were pushed into those small spaces by coastguard and police. We didnt have a choice. Everyone had to wait there until the helicopters left. So yeah, especially in these times, like you said. There was no way people would be able to keep the two metre distance. So again it isjust putting everyones lives in danger because not only did he almost kill himself and potentially harm one of us in the water saving him, he has actually put everyone else at risk as well, these people put people at risk by jumping because as well, these people put people at risk byjumping because nobody was able to keep two metres distance. Overall, transport yesterday was 70 up from the previous saturday and transport on saturday were 60 up from the
week before. In some places, loch lomond and glencoe for example, the increase was even more dramatic than that. On saturday on the a82 on loch lomond traffic was around eight times higher than it was on the previous saturday and we saw similar figure in glencoe. Im going to be very blunt here. It is hard to see how all of that can be caused by local residents and people travelling a reasonable distance to meet loved ones so we will be considering all of this as we considering all of this as we consider assessing the impact of the phase one changes. Last week, we deliberately allowed some flexibility when we change the lockdown restrictions, we recommended that people dont travel more than five miles for recreation but we left room for some discretion so but we left room for some discretion so that you can go further to visit family. It would not take too much for that to happen rather than continuing to decrease and if that happens that will result in more loss of life. If all of that happens, restrictions will have to be reimposed rather than being further relaxed. None of us want that to happen, but the only way of avoiding it is for all of us to comply with the rules. The fact is, u nless comply with the rules. The fact is, unless you are an essential worker or working one of the categories now permitted to be at work you should still be spending the majority of your time at home, you should still be seeing far fewer people than you might normally do and those meetings you are able now to have all your life more generally, all of our lives more generally should still
not be feeling normal, and that basic point applies to everyone across the population. I know from my own experience that young people, for example, are firstly hugely frustrated after week indoors and desperate to spend more time with wrens in the park at the friends in the park or at the beach, and they are all so more likely to think that they are not at risk, but i would also like to say directly to young people that this virus is still can be harmful to you, you can still can be harmful to you, you can still pass it on to your friends evenif still pass it on to your friends even if it isnt averse to yourself, you can pass it onto your friends and they can then pass under their pa rents and they can then pass under their parents or grandparents who are at risk of becoming seriously ill so please consider that when considering your own behaviour in the days and weeks to come. The fact is, all of us want to live more
restrictions so we can meet friends and family in much more normal circumstances. We want to be able to restart n h s circumstances. We want to be able to restart nhs services, as the Health Secretary talked about yesterday, and to allow people more generally to get back to work, school, or study, but we can only do this if we keep driving down the overall level of covid infections and we continue to suppress the spread of the virus and we will only do that if all of us continue to stick to the rule so please, if i can conclude again by reminding you of what asking everybody to the rules so please, if ican everybody to the rules so please, if i can conclude again by reminding you of what we are asking everybody today. Only meet people from other households outside because the risk of transmission outside, while not zero, is lower than the risk of transmission indoors. I have said little all along that there is always a risk when we start to move out of lockdown, it is self evident we cant stay in lockdown forever, so this moment has to come along and we have to be prepared to do it slowly, carefully, cautiously, so that is what were doing and that is why we
are focusing so much an outdoor transmission but i have to continue to make you, the public, understand why this is important. I take no pleasure in standing here day in, day out, you to the stricture all lives, i take no pleasure whatsoever, i take no pleasure in having to live under these restrictions myself, but i know the alternatives that is a potentially deadly virus running out of control again leading to more deaths and leading to all others living with restrictions for longer so i know what i prefer and i think actually the vast majority of people across the vast majority of people across the country get that i know that it is the right thing to do as well.
