Observing social distancing and as a people are evacuated from coastal member of the house of commons commission, i was reassured yesterday by the progress being made areas of bangladesh and eastern india as a severe cyclone in making the parliamentary state a is predicted to make landfall covid 19 secure workplace. This work in a few hours time. Has been expertly led by the head of governance and Central Services and the uk government says its in listening mode as at least 11 i particularly meant marianne for English Councils raise serious concerns about the phased reopening her commitment to ensure that staff of schools from the 1st ofjune. Are coming into work in the pavis have the support that they need. Captain tom moore, who raised almost £40 million for the Uks National Health Service is awarded yesterday, mr speaker, you organise a knighthood, to be the test of a new system for bestowed by the queen. Im looking forward to that. Divisions that would ensure that i hope shes not very members can vote whilst remaining heavy handed with the sword. Six feet apart. We will minimise the laughter. Because by then i might be number of other part orders on the a rather poor old weak soul. Estate encouraging mps and staff and others to work from home, and we will continue to work closely together in consultation with members across the house, not least the Procedure Committee on the appropriate next steps. We will need to understand from the house authorities where adaptations can be implemented and the Procedure Committee itself acknowledges this is key without prejudice to the houses ability to carry out its hello and welcome to viewers business effectively. At the same time, we must ensure that any steps taken are in line with the in the uk and around the world. Governments advice to the country at large. I would consider the views rolls royce has announced its of the Procedure Committee very cutting at least 9,000 jobs carefully a nd of the Procedure Committee very carefully and keep these issues globally because of the impact under review, but i would finally of the Coronavirus Crisis on its business. Like to reassure those members with most of the companys Civil Aerospace staff are employed in britain. Underlying health conditions, who have been told to shield or are uk government ministers are under pressure to delay plans to reopen receiving specific government advice some schools in england on the first about their health, that we are ofjune, after at least 11 local working with the house authorities to see how they can continue to councils expressed safety concerns or warnings that they wont be ready. Contribute to proceedings within the house. I will call alistair the British Medical Association the Doctors Union carmichael, who has asked to speak, has said schools should reopen for no more than two minutes. As soon as it is safe to do so adding that a zero risk alistair carmichael. Thank you mr approach is not possible. Speaker and thank you for a living authorities in spain say it will be compulsory for all citizens this urgent question. Mr speaker, i including children over six do not want this debate to be about to wear masks in public spaces from thursday if it is difficult members of parliament only, to socially distance. The announcement forms part of the governments plan to ease the lockdown in the country. Or the orthe number or the number of. Today. The Brazils Health ministry has announced that almost 1,200 people died with coronavirus in the last 2a hours. Its the first time brazils daily death toll exceeded 1,000 people. Governments response to that was to the country has more insist that the tarmac in my case than 270,000 registered cases. And nearly 2 Million People have now almost the entire leg of this been evacuated from coastal areas of bangladesh and india, country to stay in and their homes. As a powerful cyclone approaches. The Mass Evacuation has been complicated by the coronavirus pandemic, as many of those something that is being done by leaving their homes leading government advisers led by are having to socially distance. Invitation. If ever there were a first, lets look in more detail case of this case of doing what i at those globaljob losses say not what i do, this is it. Mr announced by rolls royce. The chief executive is warren east. Speaker, this is also blind to the he told me earlier that this was indeed a terrible time for his employees inadequacies. Like many members, i but that the cuts were necessary to find it stilted and artificial. But protect the future of the company. If this is a choice between that and the safety of members of this house. Then there is no trace at all and the covid 19 pandemic is affecting should only be safe to do so. And so the whole of the global commercial for all members. Not just should only be safe to do so. And so for all members. Notjust those who live within driving distance. As aerospace sector, the whole of the Global Commercial Aerospace sector, and whilst ourselves and other companies have weeks made yesterday, the house of taken ourselves and other companies have ta ken swift ourselves and other companies have taken swift action to deal with the commons has supported local. If the immediate trough that we are seeing at the moment, then its now clear leader is really satisfied that we that its going to take years for the industry as a whole to recover can bring in to the 2nd ofjune while charging a duty of care to the sort of levels that we saw in towards them, are we then able to 2019, and that means that we, like return to work . Without risk to others, have to match our capacity themselves or which they live with. It is widely reported that the to meet that future expected demand, motivation for this is to get the support behind the Prime Minister by and unfortunately that means were going to have to reduce our wednesday afternoon. It is even headcount significantly. You say it reported to be with the leader yesterday, that there is to get more may take years to recover. Do you mps into they should be really have an idea of how many years . Support remembers. Someone has a yeah, well, we are plugged into big receipt told them how things are supposed to be done for some mr speaker, we have demonstrated in aeroplane manufacturers, clearly, and hundreds of airlines around the recent weeks that the business of this house can be done from behind world, and the consensus is emerging the screen, as we do right now. From amongst that ecosystem that, you behind a computer screen. Not from know, its going to be 3 5 years. Behind a computer screen. Not from behind a computer screen. Not from behind a screen a perspex, the only purpose of works is to shield the government was scrutiny and the so, you know, we dont actually Prime Ministerfrom ridicule. The leader of the house must think know. Nobody knows exactly how long thats going to be, but its again. They the point the right going to be of that order that we can be reasonably certain. And honourable gentleman was making parliamentary questions, it was obviously our capacity, just a few therefore trivial and i fault therefore trivial and i fault therefore ignore it. I am very sorry months ago we were looking at a much, much larger market than we are that the right and will gentleman now going to face over the next doesnt think that the government is several years. An essential task in his moxie. I what do you say to your workers here think is an extremely position for in the uk about the prospect of you the government to take. And if the having to cut theirjob . Liberal party does have liberal well, this is a terrible time for figures, to take, the democratic anybody in that position, and its accountability is fundamental to how going to be a very difficult day accountability is fundamental to how a system works. The right and will gentleman from his area in the today for our employees, because we cant tell them exactly today, we Shetland Islands tells us that the remote system doesnt work well enough, and then he says that we have to consult with representatives should also continue with it. I think we have a duty to members of and Union Representatives and so on, parliament to return to doing our about the granular detail of these work thoroughly and properly and job cuts. What we can say is that we are doing effectively. And that is what we would do in line with the government this of course because its advice and the five test and important that we protect the future ensuring a safe working environment of our business. Andl ensuring a safe working environment and i will reshape my thanks to her for what she has done, because people working in the house, the employees of the house, they are able to work safely and the number the British Trade union is expected to come in is not unite has responded to the rolls royce news with calls for government to work with unions thought likely to rise significantly when the house returns at wits end. And industry to guide the sector through the crisis. Im joined by unites assistant general secretary for manufacturing steve turner. We have just lost the next members im going to go to the next one. Good morning. What is your reaction to news of these job losses . Like thank you mr speaker, can i thank yourself, first of all, our thoughts the right honourable memberfor are with these workers, their orkney and shetland is, for granting families and their communities, not this as a question. Ijust want just for rolls royce but in the orkney and shetland is, for granting this as a question. I just want to say to the leader of the house, that extended supply chain, that will be was a fantastic performance last week about democracy in parliament devastated for this. Warren east talks about this devastating use but and sovereignty. Its all style and he is not one of them who will be no substance. If it wasnt so serious i would have nominated them affected, of course. This is a hasty foran award. Mr knee jerk reaction to what we serious i would have nominated them for an award. Mr speaker, serious i would have nominated them foran award. Mr speaker, we serious i would have nominated them for an award. Mr speaker, we had a joint position for the we have had understand to be a very deep crisis right now. We do understand the briefings from health england. Challenges the Aviation Industry faces and aerospace as a direct before his unilateral declaration that the government will not renew the temporary hybrid proceedings consequence, going into the future, and that if we are not going to be that he had a discussion from Public Health england, what was their manufacturing engines as we were advice and will he publish it . Can i then shareholders and others, not correct him again, that he that we just rolls royce, should be looking at plan b. We have a whole range of challenges in front of us including will be expected to go to work, we the Climate Emergency and the need for greenerjobs and a greener are at work at all times and the economy and therefore we need to diversify and think about what sort government own advice as to if you of future we have here in can work from home then do so. That rolls royce and how we defend jobs is still the governments advice and and families, and loyal communities, across all of our nations, when travelling safely. Can he confirm times are hard. You know, they have that he is not conjecture tongue been very happy to take the governments money to furlough projecting government advice and how members are expected to travel than thousands of workers at rolls royce, and were not going to allow them when there is a reduced service . Mr simply tojust and were not going to allow them simply to just walk away when the speaker, everyone knows someone who has been a victim of this disease, going gets tough. We now need to stand together as a nation and think not just a frame, has been a victim of this disease, notjust a frame, but about what sort of economy do we has been a victim of this disease, not just a frame, but actually has been a victim of this disease, notjust a frame, but actually died. This isnt a bounce back virus as want, and what role Companies Like the Prime Minister said, the rolls royce can play in that survival of the fittest. We have a Diverse Workforce and our community economy, and requires the government to stand up, i understand that of course, with Long Term Support for that we encourage, so what Risk Assessment has he asked to be made this industry, Long Term Support for to ensure that members and the extra aviation, until tourism and Business House Staff Required from the time travel returns, and i understand the can return safely . Can at the leader difficulties we are in, the challenges, as ive said, but we that confirm that on returning, that need government supporting the long term good jobs and high value the proceedings and social distancing measures have been worked exports from the uk. I did ask mr out and unsustainable in the chamber and what was the extra waiting time east about the fact he had furloughed workers and yet was now for voting at the practised voting . Going to announce mass redundancies, this is not mr speaker, a battle of which the chancellor said when he was introducing the furlough scheme eve ryo ne was introducing the furlough scheme was to avoid those very this is not mr speaker, a battle of everyone at good versus bad, is redundancies. What do you think of shirkers versus workers, some ministers have said, this is about the fact that they have taken that money and now they are still making parliament in a good model and people redundant . Well, i dont employer. We need a face return, blame them for taking the money. Thats the purpose of the scheme. Not we need a phase return, not to when we negotiated that scheme overpower nhs staff are not to without treasury the whole intent empower public staff. Finally, can was to save thousands and thousands ofjobs and i think it is a great the leader confirm that the parliamentary estate is covert free . Movement and indeed for government and does he agree with the as well to come to terms with the scientific advice that it is about fa ct as well to come to terms with the fact the government had to intervene observed levels of infection and not there. The government needs to move about a fixed date . Elite of the on to thejob there. The government needs to move house. Lead mr speaker, most of on to the Job Retention scheme, to allow flexibility within the scheme to allow employers like rolls royce those questions were actually to allow employers like rolls royce a nswered those questions were actually answered at the commission. We did to bring employees back on short term working, job share and job have this on tuesday, the right rotation programmes. The chancellor under your lady is a member of this. Has done that. There will be flexibility from the end ofjuly. Do u nfortu nately, under your lady is a member of this. Unfortunately, because of a doggy you think it needs to be brought in connection, we could hardly hit her sooner . Absolutely, it needs to be during the proceedings of the brought in right now and it needs to commission, and maybe she couldnt be clear about those flexibilities. Hear all of the points. We had reassurance from the health we have been arguing from day one we authorities that this would be a need to support short time 50 covid 19 secure work they place by working with the state schemes the time we come back. After the subsidising the remainder of those hours, so we continue to pay workers whitsun recess, then a risk but we keep all workers in assessment has been carried out by employment. This is a very skilled, the parliamentary authorities and the parliamentary authorities and the enormous debts are being taken highly knowledgeable workforce, with to help style of entry staff. What thousands of years, practically, of experience, that if we lose will not is the house doing . Where there is return, and it is also about kids, extra cleaning, the same mechanisms its about the next generation that are being used to clean pads as are wa nt its about the next generation that want decentjobs, being used on the london its about the next generation that want decent jobs, apprenticeships into skilled vocations in life, underground. There, the congestion bringing up their own families, charge is being paid by members of buying their home. This is about security for communities. It is not staff that they can drive in and the good enough for rolls royce as a parking under the abbey road gardens is being made available. Consider National Company with responsibilities to the uk economy. All steps are being made by the for all of us, actually, to take the parliaments as the lady knows, to money and now run. We need to sit say it know that it is safe to echo. Back and think with a cool head exactly what is the future for is this in line with government rolls royce and other businesses workspace, because it is. The key across aviation and aerospace are question, for all honourable members right now. Like mike but the truth to ask themselves is, to they think is there will be reduced demand come that the proper scrutiny and in all likelihood, when this crisis legislative processes are essential, if they are, they need to be here. Is over, for air travel yes, but if they are not, they need to be the truth is. For aircraft engines. Had. It seems to me that these that is the reality, isnt it . |j proper processes are essential part of our process and our country understand the challenges. That is a functioning and therefore we cannot reality but doesnt mean. If it is do ourjob properly functioning and therefore we cannot do our job properly from functioning and therefore we cannot do ourjob properly from home, that is therefore aligned with the govans advice. Were going be not engines come in the uk we can produce something else, fuel pumps, another speaker,. Or thank you, i battery packs for the domestic setting. A lot of things, solar, would like to thank my risible friends for the work being done to ensure the eight parliaments is a tidal, all sorts of technologies to create that greener world we are all safe working environment for all moving towards, and we dont want to fast. But does he agree with me be importing that technology, those that, while we have had to improvise manufacturing goods. We want to be making them here, we want to be due to the unprecedented situation, we cannot effectively do ourjobs bringing our supply chain home, back to the uk to support the work for from home . We should lead by example seedin when asking the country to return to to the uk to support the work for seed in the uk, rather than bringing it in from around the world. If work and we could improvise further covid identified anything, it in westminster, for example by identified a lack of resilience in taking advantage of workspace before the uk supply chains, whether taking advantage of workspace before personal protective equipment or taking advantage of the workspace too and i was to participate fully components for the aerospace and and safely. Thank you mr speaker. Automotive industries. They have collapsed as a consequence of this. Soido collapsed as a consequence of this. So i do understand the issues and the governments advice is clear to nobody is trivialising the work from ed from home if you can. Challenges we face here but i think but why i and many others have it is rash and premature for realise is that this cannot work rolls royce simply to resort to effectively without meeting sacking and throwing under the bus physically. Last week, for example, thousands of loyal uk workers and theirfamilies when thousands of loyal uk workers and on no bills on public bills their families when we havent yet sat down and discussed what the committees, no delegations. Compare that to a fairly standard and future for uk looks like, that is a discussion with rolls royce and particularly busy physical setting government, and i understand there week, such as the week commencing are difficulties in that discussion, but we need to have it and think the 2nd of march. That week, the about what is in the interest of the wider uk economy, and shareholders commons considered the stages of at rolls royce will be thinking that four bills, instead of one, and nine as well. What is there plan b . If it essay instead of none. In addition to chamber time, the chamber held is five years without building engines at the volume they were for different meetings and. But predicting, what is it . If aircraft are not flying, how are we going to make sure cash is still coming into there are very much welcome and my right and will find valuable point the business . What about impact on is that this is valuable and pension schemes relying on a essential and that we indeed cannot do it from home. One that is jacob profitable rolls royce . There are huge questions, notjust profitable rolls royce . There are huge questions, not just for rolls royce but for uk plc, rees mogg in the commons saying manufacturing and the wider economy that mps should return to comment on that are at stake here, and its not enoughjust to that are at stake here, and its not enough just to make that are at stake here, and its not the 2nd ofjune after the half term enoughjust to make rash, premature decisions to sack thousands of break. That is when a Remote Working people. Thank you very much, mr will end. It is clear that there are some really different views amongst turner. Steve turner, unites general secretary for manufacturing. Mps. And whether that should be so. If you work for rolls royce, wherever you are in the world, do get in touch and let us know your that came of course, after premises own view on the story today questions, and of course we had to be breaking news from the Prime Minister under questioning from the affecting you directly. You can leading opposition, that a track e mail or message me on twitter. Testing and tracing system will be for days, brazil has made headlines for its steady increase in place by the 1st ofjune with in daily deaths and infections. It is now seeing a sharp escalation of the pandemic 25,000 trackers tracing up to 12 new with officials reporting more than a thousand coronavirus related deaths on tuesday cases per day. The first time thats happened. Nearly 18,000 people have died lets cross to houses of in brazil because of the disease. Parliament, jo coburn is there. With more, heres david campanale. My my friends are questioning from jo, graves freshly dug at brazils the wit there is more than there is largest city, sao paulo. But they have been made going to be testing and tracing by ready for a reason. The 1st ofjune. Yes, that is in the past 2a hours, two grim milestones have been passed not only the most number of deaths, confirmed by Boris Johnson. That as but also the highest number of confirmed new infections. You say, that sort of test and with over a quarter of a Million People with the coronavirus, only the United States and russia tracing system will be in place by have recorded higher the 1st ofjune. Of course, that is numbers of cases. Its a disease clearly not under control. Also the day that government the trajectory of recorded deaths is heading sharply upwards, ministers would like to see primary and experts say insufficient testing might mean the real infection rate schools prior primarily reopen, to could be 15 times higher. Allow certain sets of people to go translation we are losing the battle against the virus, back and start again picking up with that is the reality. Their education. It had been one of their education. It had been one of the criteria that have been put forward subtly by the labour party the virus at this moment and also by the unions, that sets is winning the war. These days coming up to the holidays, i dont them had to be not only up and see them as holidays, but i see them as battle days, running, but also embedded. It will the most important days be interesting to see where those in the fight against the virus. Conversations go now in terms of the countrys right wing president , jair bolsonaro, has dismissed that discussion around schools and the risks and compared covid 19 whether or not it is safe for pupils to return. Just, more broadly, on to a little flu. The style of the day put p and q, it was a much punchier performance by the Prime Minister last week, where he appeared a little tenets and a little reluctant, to actually come forward and take on his stammer. To despite the deaths, he still has support for his strategy some extent, he was more bullish, he of opposing lockdowns, including among those outside his president ial palace was more clearly affected, no doubt, by some of the criticism after last chanting chloroquine, weeks Prime Ministers questions. Also that the detailed probing from the name of an antimalarial medication that the brazilian leader claims can be the labour leader. It did seem to be a bit more conservative mps, there used against coronavirus. Will be definitely a feel of boris it now looks like the president will johnsons, when they will be on his finally have his way on the drug, helped by his new interim health own side. Also the whole exchange minister and army general, was less polite. There will be no happy to take orders from his boss. Doubt that there has been an atmosphere of the two men, kids, and borisjohnson, questioning from the president bolsonaro says labour leader, but very politely and a new protocol will be signed which widens the use of the drug asking if they have been successes, beyond just critical patients. This despite there being no evidence that seem to dissipate this week. Yet that it helps treat borisjohnson even or prevent covid 19. That seem to dissipate this week. Boris johnson even deploring that seem to dissipate this week. Borisjohnson even deploring at a sentence around the words of the labour leader feeling ignorance make feeling feeling ignorance around some of the questions and statistics that he was asking for. He isnt the only leader again, what keir starmer was asking in the americas praising its theoretical use, about the situation in care homes but the trend of deaths and infections are facts that and particularly, this issue. About elderly patients being released from cant be argued with. Hospital without having had a negative or positive test. He also donald trump says he is now looking said that that is, in a way, at closing us borders to travellers from brazil. Undermines the Health Secretarys how many english primary schools will welcome back reception, claim that the government had thrown year1 and year 6 pupils from june a protective ring around care homes 1st, as the government wants . A growing number of councils and their patients and their staff. Are saying their schools wont be ready or safe. Borisjohnson said that was not and their patients and their staff. Boris johnson said that was not the case and no elderly patient had been released from hospital without the say so of the clinician. It didnt quite answer what keir starmer was they include labour run calderdale and bury, and conservative run solihull. Actually find out. But he calls on lets get more on this from our assistant Political Editor the labour leaderfor norman smith at westminster. Actually find out. But he calls on the labour leader for more is the government having to accept positivity, for more support, and this tactic is of is the one that he it wont happen across the board is going to deploy when he needs because some schools just wont do keir starmer like when he meets it . Yes, when it comes to primary schools, the ones being asked to keir starmer like when he meets keir starmer like when he meets keir starmer after recess. Just back partially reopen, local authorities to that 1st of june are the key players because two keir starmer after recess. Just back to that 1st ofjune and that tracking and testing app, same as thirds of schools are local the date when the school should go authority run, so that is a big back, with are hearing there from problem. Added to that, its not jacob rees mogg, that he once mps back on the 2nd ofjune, it also obvious to me the government have feels like the beginning ofjune is any obvious to me the government have a ny leavers obvious to me the government have any leavers they can pull to force going to be a date at which a lot of local authorities to open their schools because local authorities have a huge amount of autonomy over things could potentially. They we re things could potentially. They were returned to normal, but things will change quite dramatically. As the education they provide in their you know, joanna, as you watch those burrows, and even where the government to find some mechanism to downing street briefings every day, and the grass that are shown to everybody that is watching and see force local councils to back down, the journalist who asking the that in itself may not be a solution question is, it is all about phases. It is all about from the because if parents are nervous about governments it prospective to coax people back into may be starting in sending their children back into school then they simply wont send school, to make baby as jacob them back even if they are open, so rees mogg was saying, the leader you have to win the argument of house to implore workers to work public opinion, you have to reassure from home if they cannot work in the pa rents public opinion, you have to reassure parents and build confidence, and office. June the 1st, that first what has been interesting this morning is the language we have been week, there is a build up of certain hearing from ministers has been very, very softly, softly, talking momentum, but there is a awful lot about how they are listening, they that the government is going to have are not seeking to dictate to to do in terms of persuading people schools, and i think we are going to see a much more flexible approach to to do in terms of persuading people to feel confident in stepping outside of their homes and returning thisjune see a much more flexible approach to this june the 1st see a much more flexible approach to thisjune the 1st date. Have a to their places of work and School Listen to the justice secretary before that happens. It is not very robert butland, speaking this far away. No, it will be like when we we re far away. No, it will be like when we were heading for the deadline on morning. The testing. There will be the daily countdown as to how close we are for the testing. Borisjohnson did only say 24,000 traces in place and any it really depends on the views of 25,000 by the 1st ofjune. Thank you employers, local authorities are the very muchjo, employers. Im not going to sit here 25,000 by the 1st ofjune. Thank you very much jo, let 25,000 by the 1st ofjune. Thank you very muchjo, let mejust how and see everything on the 1st of 25,000 by the 1st ofjune. Thank you very muchjo, let me just how you we are humanfor june will be uniform. I dont know. Very muchjo, let me just how you we are human for the ministry of defence that it is to scale back its thats my hope. But these conversations need to continue and military covert support force by standing down thousands of troops we need to listen very carefully to who have been placed on high the concerns of employers and staff. Readiness. More than 20,000 armed forces and personnel from all three the reality, vic, is what we are services were put on alert in march to help the government in response heading towards is a sort of partial patchwork of schools in england with to help the government in response to covid 19. But only about 4000 of that number have been deployed, some, yes, opening onjune the 1st, but others deciding they need more fulfilling tasks such as delivering time to open. The one thing which could yet throw a significant spanner in the works is ongoing tasks and testing and building questions about this test, track and hospitals. Other Service Personnel who have not been used will now be trace mechanism because we now have redeployed to resume normal duties. The deputy chief scientific officer the mod is expected to issue and a advisor Angela Maclean yesterday saying that before we ease the statement later on today that the lockdown, in other words before schools start to reopen we really covert force will be reduced to less need to have that up and running, than 10,000 personnel. A statement and so far the government has been also from the governments from the unwilling to give a timetable for rolls royce, that the now thousand when that is likely to happen. Jobs going at rolls royce, because of the impacts of covid 19. A cheers, norman. Thank you. Governments spokesperson watt said that this will be distressing news tim swift is the leader for rolls royce employees and we of the labour run Calderdale Council in west yorkshire, stand ready for those two help those hejoins me now. Hello. What is the reason why your who may be affected. While this is a schools wont be opening . This was commercial decision for those at just touched on there. There are a rolls royce resulting from the lot of practical problems for global pandemic, we will continue to schools getting ready for this, as the timescale was very tight, but work closely with the company to our main concerns and the reason why ensure that it can sustain we have given the advice we have to investment and cutting Edge Aerospace technology here in the uk. Our schools is that we are not yet there has been no confirmation yet. Convinced that the governments five about how many of the job losses tests are met, particularly in terms will actually happen in the uk. The of the following in the rate of government is working with rolls royce to understand the level infections in the community and you will be aware there have been of employment required and then discussion suggesting the infection rate is higher in the north than, provide the necessary systems with those affected. One other piece of say, in london. Secondly, on that breaking news of those to bring you pointjust touched on by norman smith about the track and trace. Our about nas and inari Gary Ratcliffe advice for Public Health is we need about nas and inari Gary Ratcliffe about her present sentence has been to be very clear, if schools are opening we need to guarantee we can that make her stay in jail has been extended. Because of 19. Quickly get testing and tracking, notjust of the that make her stay in jail has been extended. Because of19. Her that make her stay in jail has been quickly get testing and tracking, not just of the children quickly get testing and tracking, notjust of the children in the group but of course of their parents extended. Because of 19. Her husband Richard Radcliffe is clearly and immediate contacts as well, and relieved by this decision after she we are not yet confident that is in received the news and she said that she was quite buoyant when she spoke place. The r rate in yorkshire is i to her this morning. It was better news than we spoke to them too much understand 0. 8, so below one, the before she was deep sleep better sort of benchmarks, we are told. Than she did last night we have been that is slightly higher than the for quite answer the last couple of midlands, slightly higher than days. There has been no date as to london, but it is below the one when she has to go back to jail or benchmarks. It certainly appears it whether she may have to go back to is below one and we are trying to jail. There is a possibility that there will be clemency at this get more clarity about that but the point. The answers to those problem with relying on the r rate questions are not known at this is it tends to be slightly historic, point. Her husband has said that it there is a lag in calculating it. We are also not yet seeing whether isa point. Her husband has said that it is a better grade of uncertainty than they were living with before. There will be any impact on transmissions from the easing of one and a half million of the most lockdown over the last few days. Again, you would expect with a time Vulnerable People at the uk have lag that should take about two weeks been shielding and staying at home to show through. We felt rather than let schools go ahead and plan and during the pandemic and isolation. Graham satchell has been hiding away perhaps have to sayjust a couple of because of. Days before the 1st ofjune, no, the one and a half million of the uks time isnt right, that it was more most Vulnerable People have been shielding since the start supportive for both heads and of the pandemic, staying at home parents to give a clear steer at in self isolation and avoiding this point, that we feel this is contact with others. Graham satchell has been catching up with holly, premature. Right. How long do you who is shielding in scotland think it will take schools to be because of her severe asthma. Ready . How long do you think you she has set up an Online Support group, which now has more will leave it in calderdale . We than a thousand members. Lets get started and make some welcome the stance the government is lentil soup and be productive. Holly has been locked down taking around the more flexible approach to this and i think that on her own for almost two months. Things are just starting can give schools a bit more to get quite difficult, confidence they can plan perhaps on just every days the same, the basis of a single year group but its important to try and keep rather than feeling the pressure to some goals or else, you know. Its difficult to just ta ke rather than feeling the pressure to take three your groups at once, so we will work with their heads and get lost in the abyss. Keep this under regular review, because of course we want to see a wee helicopter budgie here. Holly now has a small army of virtual trends who are all helping each other. See you later, keep your spirits up. And the other major concern is the storm surge. Graham satchell, bbc news. The surge of the sea water, because of the storm, could be as high as 16 feet. The fabulous captain tom moore is to and that, accompanied be knighted for his fund raising with heavy rainfall, efforts for nhs charities. Means flooding is a major cause of concern right now. The Second World War veteran walked the response chief has said this is a dual disaster a hundred laps of his garden they are dealing with. Before his 100th birthday last month, raising more than 30 million pounds. They have said shelters that usually the Prime Minister can house about 1,000 people, who nominated him right now they can only use them said captain tom had provided a beacon of light through for 500 people and therefore, in both countries, additional the fog of coronavirus. He gave his reaction to my colleagues louise shelters have to be prepared. Minchin and dan walker. Relief workers in bangladesh have to give me this honour is so told us that what theyre trying outstanding that i cant say how i feel, but i certainly feel that i to do even in the shelters, because there are some covid positive cases have been given a very outstanding and some of these areas, honour by the queen and the Prime Minister, and i thank them all very is to try and use plastic sheets to separate people. Much. I am certainly delighted. I am theyre trying to sanitise the cyclone shelters, distribute masks, soap, overawed by the fact that this has whatever they can. Of course, the priority right now is to ensure that people happened to me. I understand that are somewhere indoors, in structures that are capable of saving them from the winds you knew because a letter arrived at and rainfall that this cyclone is going to bring. Home. When you first saw that letter, what did you think . I thought, this cant be true i always said, this wont happen, and now it appears it actually has. But here in the uk, the inflation rate fell in april i was never anticipating that that to its lowest since august 2016 as the economic fallout letter would arrive for me. Of the first month of the lockdown hit prices. Figures from the office for national ijust wanted an insight statistics show the Consumer Prices index fell to 0. 8 from 1. 5 in march. Falling petrol into family life, hannah, and diesel prices, plus lower energy bills, were the main drivers pushing inflation lower. But the prices of games and toys rose, which the ons said may be due to now its time for a look at the weather with nick miller. People spending more time at home. Hello, it is another warmest day of the year so far out there. More on that in a moment. Temperatures are boosted by the sunshine, here is a view from surrey earlier weve also heard this morning that marks and spencers profits from an aptly named weather watcher. How high were those temperatures . Are down. Well, close to 29 celsius, sounds high, but not a record for may. Lets talk to ben thomson, a and if you say, oh, that business presenter, who has more on this. Willjust be in the london area, temperatures that yes, victoria, youre right, marks high could be recorded spencer, one of the big retailers, and we keep an eye on what they are in parts of yorkshire, doing as it keeps us all informed on the east midlands, east anglia, as her shopping habits. A 20 fall in well as southeast england. Their annual profits up until the High Pressure to the east, low pressure to the west, we have a flow of warm end of march, saw remember only the air coming our way this afternoon first couple of weeks of the impact and we are getting of the lockdown in the uk. We will plenty of sunshine. Zoe salyer afternoon across northern england, Northern Ireland and scotland probably get a better idea of what that we have had recently. Is happening with the next quarters there is some cloud may be coming from the eastern coast figures, but nonetheless this tells of Northern Ireland, us how businesses might want to southwest scotland, and it is grey and misty across shetland holding adapt and change. They have been temperatures down here. Telling us all sorts of things as further west in Northern Ireland, we could get into 22, 24 in pa rt telling us all sorts of things as scotland, higher temperatures still in england and wales. Part of a plan they call never the a temperature is not same again. And there are certain the only thing that is high, things they have done to weather the the uv levels are also high, so that means take care in the strong storm if this downturn expected in sunshine. So a fine, very warm evening out the uk economy continues. Then we will be spending less, may be there, it will mostly be shopping less, and as a business dry and clear overnight, but we do they have got to respond. In this, bring the weather systems through they have got to respond. In this, Northern Ireland into western they were able to cancel some of the scotland, parts of wales and western stock due to be arriving for a late england, with a bit of patchy rain summer. They said to their suppliers as that goes on into the morning. They simply dont want it because we and if you look at that and go, oh, are not buying it. And some of the yes, please, i would like some of that in the garden, earlier spring and summer especially where it has been collections they had in store, as so dry for the south. Far as clothing is concerned, there is not much rain, looks theyve just put that into storage like it moves east across the uk and called it hibernation. They are tomorrow, but a chance late morning going to put it away for a year and bring it out next year in the hope lunchtime midlands, southeast we will buy it then when it is more england, east anglia for some heavy seasonally appropriate. I think in a and thundery showers before that chance diminishes rather telling sign of the times during the afternoon. And most of us in the day with some sunshine. They have said they have sold very it is a bit cooler, but it is very warm. Few suits and the chief executive there is an active wrote this morning saying he can weather system coming count the number of ties he had sold in on thursday night through to friday, very mild night out there, on one hand. So it seems leisurewear and then we see the winds pick up, for being at home is of primary deep area of low pressure and another band of rain pushing across concern for most of us right now. The uk. But again, not much at all. But nonetheless the firm will be following the rain that will be looking at how it manages to get further heavy downpours are northern through the worst of this. This year ireland into scotland, especially in the west, showers for wales and western parts they bought half of the online of england are with some strong winds, gale supermarket and they are pushing through with those plans to make sure if it is difficult the case force winds on friday. Might us to get to the supermarkets these are some of the gusts, for the food outlets we will be able and parts of northwest scotland will be close to 60 or 65 miles to buy that stuff on their online an hour, it is cooler on friday. Make a mental note platform. They say they have plans of friday, saturday is pretty much a repeat performance, and then on sunday we still see and chase to plans in place to a bit of rain into parts of scotland in particular, but some of us are change the fact they have not been a turning dryer on sunday. And into next week, it looks to be turning a strong up until now. And you are bit warmer again. Going to talk about inflation as well, ben . Yes, you touched on it, state on the evidence that it was safer children to return given that those figures suggesting a falloff a member of sage told the house of in inflation, really backed by the Lords Science Committee that the fa ct in inflation, really backed by the fact fuel prices fell really decision hello, is ease and other hello, it is another warmest sharply. It does have implications for the rest of the wider economy. Day of the year so far out there. Temperatures are boosted by the sunshine, here is a view from surrey to talk some more about that we can earlierfrom an sunshine, here is a view from surrey earlier from an aptly named weather speak to the chief economist at g watcher. Hi how were those temperatures . Well, close to 29 celsius, sounds high, but not a record for may. And if you plus at my economics. Good morning. Give your take on these inflation figures. At g economics. What did inflation figures tell us about what the economy is doing at the moment . The big question. The reflection on energy prices, it has taken reflection on energy prices, it has ta ken its toll on reflection on energy prices, it has taken its toll on the uk level, now below 10 . The bank of england writing a letter to the treasury asking why it is not where we would expect it to normal, healthy economic times. We are looking at a period of time, where, whats more, inflation will remain below 1 . It 9,000 jobs are to go is good that ons has published these figures but it is extremely at the engineering giant difficult to take the figures on rolls royce, because of the impact of coronavirus. Face value. One of the reasons is, its plant in derby is likely to be hard hit the firm says itll be several years before the Airline Industry historically, it has calculate it recovers from the pandemic. More than half of that index by may. Its now clear that it is going to take years for the industry as a whole, to recover to the sort secondly, the cpi is meant to of levels that we saw in 2019. Reflect Consumer Spending which has unfortunately, that means we are changed dramatically in the last going to have to reduce our head eight weeks. We have really shifted count significantly. Away from normal spending towards food and necessities. Thirdly, you well be live at the simply need businesses to be open to companys plant in derby. Also this lunchtime be able to record prices and that is councils and teaching unions urge clearly not been the case. I think the government to reconsider the reality here is probably a bit proposals to reopen primary schools in england next month, because of concerns about safety. More sombre. The economic message, what the figures show today. When you take out the energy price the interesting thing for me is that there is a clear shift now with retailers towards expecting a different kind of behaviour due to social distancing and we saw that in the clothing and footwear pricing. Yeah, and, lena, given what we were saying about the likes of Marks Spencer, the expectation that when store is to reopen retailers will have to shift a lot of stock that has been held there which means prices will fall. That, i would imagine, also having a big impact on the overall inflation number. Imagine, also having a big impact on the overall inflation numberlj think this is the key thing. We may actually see negative price behaviour in the months ahead. I think what is key here is that normally when you actually have prices falling it is supposed to be a good thing for consumers, supposed to bea a good thing for consumers, supposed to be a break for consumers, with more money left in our pockets. But here when retailers lose their Pricing Power it means that people become more cost conscious, things become more cost conscious, things become more cost conscious, things become more focused on managing costs. And those increase the risk that some of the furloughed workers we re that some of the furloughed workers were actually not have a job to come back to. That is a worry, particularly more wider that might be on the retail sector. At a time when we have had more than half of uk consumers losing their spending capacity in the last eight weeks we will get some of that back when the lockdown ends, but how much of that is the real question, with social distancing and also the time when unemployment claims are at a record high, this is not really a price cut. The other thing of course to bearin cut. The other thing of course to bear in mind is that we are seeing wages moving at a faster pace than high street prices and that in itself means we are probably in an environment where Consumer Spending is probably going to be in a period of suffering rather than benefiting from a period of low prices. Really interesting. Lena, thank you. Good to talk to you there, from g economics. As lena was establishing there, all of these things interlinked. We cant really look at each of these measures in isolation because there are so many different factors affecting the state of the economy, inflation clearly one of them, but if we avoid about our jobs, spending, the wider state of the economy, it might mean we hold off on some of those big purchases which then has a knock on effect. One small sliver of good news in all of this of course with inflation coming down, even though Interest Rates that we may get on any savings we have in the bank of the Building Society might be at record lows right now, it does mean that gap between what we spend on price is rising, and that gap between what we save on interest is narrowing, so that money may go a little further. More from me later on, victoria. Thank you. Hello, this is bbc news. The headlines the boss of the aircraft engine maker rolls royce has told us that thousands ofjobs are being cut here worldwide due to the effect of the Coronavirus Crisis. Its now clear that it is going to take years for the industry as a whole to recover to the sort of levels that we saw in 2019. Unfortunately, that means we are going to have to reduce our headcount significantly. Brazils daily death toll passes 1,000 its now the third worst hit country for infections in the world. Nearly two Million People are evacuated from coastal areas of bangladesh and eastern india as an extremely severe cyclone is predicted to make landfall in a few hours time. The uk government says its in listening mode as at least 11 English Councils raise serious concerns about the phased reopening of schools from the 1st ofjune. Captain tom moore who raised almost £40 million for the Uks National Health Service is awarded a knighthood, to be bestowed by the queen. Im looking forward to that. I hope she is not very heavy handed with the sword im a poor old, weak soul. Later today, the Spanish Government will Ask Parliament to approve an extension to the countrys state of emergency until the 7th ofjune. The Prime Minister, Pedro Sanchez, initially wanted to extend the lockdown for another month but has reduced the request to two weeks to secure support in parliament. Spains first confirmed case of covid 19 was reported on the first of february. Spains first confirmed case of covid 19 was reported on the first of february. A lockdown was first imposed a month and a half later on march the 14th thats almost 10 weeks a state of emergency was also declared and that is due to expire three days from now on saturday. Spain has been one of the worst affected countries in the world with the virus claiming around 28,000 lives, and infecting more than 230,000 people. But new cases have now fallen to less than three hundred per day and there have been growing calls for the restrictions on movement to be lifted. Thats even involved protests like these with people taking to the streets in cities like madrid and seville, to criticise the way the government has handled the pandemic. Our correspondent in madrid guy hedgecoe told us whats likely to happen. Its quite a complex system of lifting the lockdown. It is a 3 phase system varying from province to province. There are no fixed dates in the calendar for the lifting the lockdown, it depends on circumstances. But the fact that Prime Minister Pedro Sanchez has had to negotiate so intensely over the last few days to try and get the support of other parties in parliament for this fifth extension to the lockdown does reflect the fa ct to the lockdown does reflect the fact that Political Support for him has been slipping and he has been facing increasing criticism of his handling of the crisis, whether it is his alleged lack of communication with other parties or more practical issues like the buying of ppe and other equipment. But he is facing a lot of political hostility at the moment and i think we will see that in todays debate in parliament. The lives of prisoners with Serious Health conditions are being put at risk during the coronavirus outbreak, according to their families. More than 4,000 inmates were identified as eligible for temporary release . Many who were coming towards the end of their sentence, but some on health grounds. So far, less than 100 have been released from prison and only seven have been released on the grounds of being medically extremely vulnerable. Rachel stonehouse reports. Release my son to protect his life, thats what im asking for. Whos not going to ask for that . Angela is a mum who desperately wants to be allowed to care for her son. But 35 year old Dwight Monfries Jones is currently serving a 12 year sentence for drug related offences at guys marsh, a low risk prison. He has sickle cell anaemia, a blood disorder which means he is classed as medically vulnerable. But his application for temporary release was rejected on the basis that he hasnt served enough of his sentence. Some people would say that he is in prison and he should serve his sentence. Why should he be released . Im not asking for dwight to be released permanently, do you understand . We have a pandemic going on that everybody is scared of. And dwight has an illness to deal with, and im asking for him to be temporarily released to me, to keep him safe until it is over. And then he can go back and finish his sentence. Angela says the conditions in prison make it impossible for him to shield safely, and he is appealing the decision on health grounds. It is life threatening because the conditions that he is under now without having much exercise means that his circulation is reduced. The stress levels now, mentally and physically, will affect his body. So he might have not severe crises, but more frequent crises. More than 4. 000 prisoners have been identified as eligible for temporary release because of the coronavirus outbreak. But only seven have been, on the grounds that theyre extremely vulnerable. Ive spoken to a number of other families of prisoners who have applied for temporary release on health grounds. Many of them say they havent even had a response yet, and their families are concerned that every extra day they spend in prison puts their lives at risk. I think that its even more important that these initial decisions, whether its a yes or no, the initial determination is given within a matter of weeks because the appeal process thereafter has to be followed as well, doesnt it . For people who are vulnerable, were notjust talking about general release of prisoners, were talking about people with serious conditions. In response, the ministry ofjustice is protecting the general public is its First Priority and it makes no apology for doing so. It also says the measures in place in prisons are working. But for angela, every day that goes by, the worry for her son consumes her life. Its just not fair. Hes not an animal, you know . Hes a human being trying to protect himself and save his own life, and i am going to help him to do that. At the start of the year, more than 11 million hectares of bush, forest and parks across australia were burned during the devastating bushfires. The communities affected are still struggling to recover. Our australia correspondent Shaimaa Khalil has been to a town in New South Wales to speak to residents there about the fires. Hurry up this is mogo on new years eve. Oh, my god and this is the voice of Lorena Granados as bushfires tore through her town, destroying the leather business she has owned for almost two decades. Our poor shop these sunk into the ground. Salvaged from the wreckage, these burnt machines are what is left. A temporary building gave lorena and others hope a chance to start trading again but with covid 19 restrictions, barely any customers are passing through this tourist town. It was heartbreaking and soul destroying because when we got these containers and invested all this money in having all the stock and setting it up, we were not expected to be stopped in our tracks so early on in our recovery stage. Nearly five months since the fires, the clean up in mogo continues slowly. Peter williams and his wife, vanessa, lost both their home and their pottery shop. They say the pandemic is making it harder to move on. The virus has meant that everything was delayed. Workers have to be more careful, so this has slowed everything down. This devastation is a reminder every day of what we have lost. We are really looking for a quick clean up so we can psychologically start again afresh and Start Building our lives again. Australia has fared better than many countries when it comes to covid 19 cases and restrictions are gradually being eased, but tourist towns like mogo have suffered a double whammy, first, the bushfires and, now, the virus. There is a great deal of concern here about when visitors will return and whether they will have the money to spend. At mogos wildlife park, there are hundreds of animals but no visitors. It had reopened for less than a month after the bushfires and then coronavirus forced it to close its doors again, and with no International Tourists expected in australia any time soon, the zoos future depends on domestic visitors coming back. We are not going to have those days when the zoo is packed with people and we hold a keeper talk and people are shoulder to shoulder to see what is going on. It will be different and, especially at first, it will be almost like private tours, the numbers are going to be that small. In the charred forests around mogo, there are now many signs of life but for the bushfire affected towns across australia, recovery still feels a long way off. Shaimaa khalil, bbc news, New South Wales. A doctor in new york has received Death Threats after engaging with people on social media who insisted coronavirus was a Conspiracy Theory and fake news. Dr hadi halazun, a cardiologist in an Academic Medical Centre in new york, says dealing with this virus and conspiracy theorists has been one of the scariest things he s dealt with in his career. Lets talk to him. Hi, thank you for having me. Not a problem. Tell us what kinds of things people were writing on social media. Well, this was back in april when we were seeing the largest numbers of patients coming into our hospitals and after a long shift of working with these patients, i get home and i see these people post a video onto my wall saying doctors in new york city are claiming the hospitals are full when they are empty and the doctors are faking death certificates and claiming people are dying from covid 19. That enraged me, obviously. It got me really u pset enraged me, obviously. It got me really upset and i started engaging with them and then the conversation got out of hand and i ended up blocking them from my facebook wall. Ultimately, that resulted in an nbc news article written about this, and that led to some people calling me a telephone, threatening to come where i live. Then you my address, they threaten to kill and my son. It was quite scary. Goodness me. Do you think people believe the conspiracy theories that are out there and if they do, how damaging is that interns are trying to tackle the virus . Well, i have to say first that after the article was written, the majority of the feedback was positive. So i would say the majority of people dont believe in these conspiracy theories, but those who do believe in them quite strongly. And it is damaging, first of all to our morale as front line workers, but it can also be damaging to health. Some of these theories are telling people that Wearing Masks may make the virus worse or may cause harm, or they say to take medications that are not proven. Some people say drinking bleach. All these things are misinformation and conspiracy theories which can be quite harmful. What kind of effect does it have on you and your family when you receive a death threat . This is the first time anyone has given me a death threat. It was quite scary. I did not know how to react. I cried and my wife cried as well. We didnt know what to do. Thankfully, we contacted the authorities and the police and we found who that was pretty quickly. They assured us that we are safe, but for a few days, we were afraid that coming home would pose a danger to us. Do you think social Media Companies should do more to get rid of the fake news . That is a very good question and a tough one. They are put in a very tight spot, the social Media Companies. On the one hand, we need to promote free speech and freedom of expression and i am sure that they want to stick by that. On the other hand, its hard to protect people from this kind of fa ke to protect people from this kind of fake information. And when youtube ta kes fake information. And when youtube takes down these videos, it empowers these groups. It makes these groups feel like the world is against us, look at what they are doing, they are taking these videos down. So it is sort of a catch 22. It is a tough position that they are in. And i dont know what the right answer is because we do need to protect freedom of speech but we also need to protect people from misinformation. We know new york has been badly affected by this. I think more than 20,000 deaths now. Normally, you are a cardiologist. In terms of the work you have been doing during this crisis, tell our audience about that. At the beginning of this pandemic, all physicians were redeployed to work on covid patients. The numbers that we re on covid patients. The numbers that were coming in were like nothing i have ever seen. To give you an example, our hospital had a capacity of about 130 ventilators. At our peak, we had 230 people on ventilators, so you can imagine how many patients we were seeing day to day. We are all trained in some basic types of medicine, and we all went back to that basic training to try to treat these patients. And we did a fantasticjob, to be honest. Everyone stepped up to the plate. Everyone came together. There was no hierarchy between the intern at the bottom and the highest chief of the department. Everyone was in it together. It was a beautiful thing to see on that level. The nurses, the doctors, everyone was working in such camaraderie on the front line. But it was scary. One of the hardest things of this pandemic is that we are dealing with a virus that at the time, we didnt know anything about. Many patients were coming into the hospital alone, separated from their families and dying alone. That was very difficult for many of us including myself to witness. Its not how we practise medicine. We practise medicine by treating the patient and their family, and it is a unified way of doing so. This virus made that impossible. It is one of the many brutal things about this virus, that so many people have died alone. You have children. How old are they . have children. How old are they . have one son. He is seven months old. The reason i ask is because obviously, you are going to work in an area where there are 200 patients ona an area where there are 200 patients on a ventilator and many more being treated for covid, and then you are going back to your partner and your seven month old son. How have you managed to protect them . On the days that i go to work, we made the decision for me to stay somewhere else. So i rented a very small studio separate from them. I would work seven days in a row and we made the decision not to come back home. That adds to the difficulty of this, to be separated from my family, but we felt that that at least create some sort of stopgap between me being at work and me coming home immediately. And on the last day, i would change my clothes and shower immediately and not bring in the clothes that i was in the hospital. So we separated for that period of time. Thank you very much for talking to us. My pleasure. We appreciate it, and all your work. Dr hadi halazun, a cardiologist in new york. Almost a third of people who have died after testing positive for coronavirus in english hospitals had diabetes, new nhs England Research suggests. Diabetics are to be offered more help from the nhs in england, after clinicians found higher blood sugar levels and obesity increase the risk of dying from covid 19. Our Health Correspondent Dominic Hughes reports. Living with diabetes is hard at the best of times, but forjanet carroll, who has type 2 diabetes, coping with the fear of covid 19 is adding an extra level of stress. Not sleeping on a night, restless, and just dare not go out. Its like being in a stephen king novel at the moment. Its frightening, it really, really is. Janets concerns are reflected in a new study indicating diabetics are at increased risk of death from covid 19. This applies to type 1, which most often develops in childhood, and type 2, which affects mostly older people and is associated with weight gain, a poor diet and lack of exercise. But while high blood sugar levels and obesity add to the risk, age is far and away the biggest risk factor. Older people are more likely to die of the infection. As this lockdown eases, more people moving back to work, its important the government looks at this data and continues to use this evidence to drive its guidance and drive its policies around how people with diabetes can stay safe, whether thats at work or at home. And equally, whats important is that people will continue to get all the advice and support they need. The nhs in england is encouraging diabetics to stay on top of their condition, using video consultations with medics, a new nhs helpline and weight loss programmes. Meanwhile, medical experts are looking at whether the risks for who have diabetes are so great they should consider shielding themselves like other vulnerable groups, but the isolation would cause could lead to more harm than good. Dominic hughes, bbc news. In south korea, some students have started to return to schools, as part of a phased reopening, as rich preston reports. The opening of schools has been postponed five times as the authorities tried to keep on top of new coronavirus outbreaks springing up. Now the two month wait to get back to class is finally over. South Koreas School year usually begins in march. Classes started online in april. But now these pupils in the capital, seoul, can finally see their friends again. South korea has been widely praised for its handling of coronavirus, but relaxing the lockdown has not been easy. Nightclubs opened last month, and that led to a spike in new cases. The reopening of schools will be a gradual process over the coming months. These High School Third graders are the first to go back. In a weeks time, four more year groups willjoin them across middle, high and elementary school, as well as all kindergarten. The week after that, four more year groups return and then a week later the remaining students will be back in the classroom. 7000 extra staff will be deployed to help deal with new measures put in place to help prevent the spread of coronavirus, and the new measures are plentiful. Temperatures are checked, and masks must be worn. Motorbikes spray disinfectant, and students have to complete daily online checkups. Translation its really exciting to meet my friends and teachers face to face, but we have to strictly follow the disinfection guidelines in order to prevent the spread of covid 19. Im very worried, but its still nice to see them again. South koreas reported just over 260 deaths out of around 11,000 cases, but the country isnt taking any chances. 66 schools near the capital were closed soon after reopening after two pupils tested positive for coronavirus. Officials say if a new case is detected within any school, it will close immediately. Richard preston, bbc news. World war two veteran captain tom moore is to be knighted for his Fundraising Efforts for nhs charities. He walked 100 laps of his garden before his 100th birthday last month, and raised almost £40 million. To get this honour is so outstanding that i really cant say how different i feel, but i certainly feel that ive been given a very outstanding honour by the queen and the Prime Minister, and i thank them all very much. Im certainly delighted, and i am overawed by the fact that this has happened to me. And i understand that you knew because a letter arrived at home. When you first saw that letter, what did you think . I thought, this cant be true. This wont happen, and now it appears it actually has, but i certainly was never anticipating that letter would arrive for me. I wanted an insight into family life, hannah, because we were speaking about this earlier, speaking to georgie and benji, your grandchildren obviously, and they were saying they still call you grandad but they might have a little joke about saluting you here and there now you are sir as well. So they were talking to benjamin and georgia earlier and saying that. Joking that they have to call you sir sir grandpa now. What do you think . Thatll be the day, wont it . I dont think thats what they will be doing. Its a nice thought, but im sure they wont do that. I know that the money that is raised is going to help lots of people, and well talk about that in a minute, and youre also setting up a foundation. Tell us a little bit about it. One of the things that strikes me that is really necessary at the moment is that so many people i feel throughout the world are feeling lonely. I think they are feeling so much very much on their own, which is rather a shame because there is certainly a Bright Future for everyone, but i think loneliness is something which weve got to look at very carefully. Captain sirtom captain sir tom moore, as he soon will be, and his daughter hannah. Time for a look at the weather with carol. Hello again. If youre looking for rain in todays forecast, theres not much around. In fact, the only place really where were likely to see it is in the far north of scotland. For most of us it will be dry, sunny, and also very warm. High pressure firmly in charge of our weather at the moment, keeping fronts at bay. This is a weatherfront that will make progress later on, but not through daylight hours. Weve also seen some mist and fog through the morning, but most of that is gone now. And were also going to hang on to a little sea fog across parts of the irish sea coastline and parts of scotland. That aside, a lot of dry weather. Theres the chance you might see an shower in east anglia through the afternoon but consider yourself unlucky if you do, depending on your point of view, of course. The highest temperatures from yorkshire down this east coast towards the wash, east anglia and the south east, where we could hit 28 or 29 degrees today, making it the warmest day of the year so far. Through this evening and overnight, we say goodbye to the rain in shetland. Were left with a lot of cloud, and heres our weather front coming in from the west, introducing thicker cloud and also some rain. Its not going to be a cold night. Most of us staying in double figures. Tomorrow, then, this weatherfront moves with this cloud and rain from the west and east. The heaviest rain in its northern flank, and the southern flank producing some heavy, thundery showers for a time across the south eastern quarter before they clear away, and then behind it back into some sunshine, but not quite as warm as its going to be today. Towards the west, we start to see the signs of the next system coming our way in the shape of some cloud. Here it is, an area of low pressure. As it comes in, its going to bring rain from west to east. Again, the heaviest will be on the western edge of it. And look at those isobars. It is going to be windy for Northern Ireland, northern wales and scotland, gusting at 60 and more than that in the hills. Could cause cause some issues because the trees are infull cause some issues because the trees are in full bloom at the moment. Further south, it is drier, brighter, sunnier and also warmer. For saturday, we still have wet and windy conditions in the northern half of the country. Drier and blustery as we can further south with the odd shower. Temperature wise, we are looking at 11 in lerwick to 19 in london. This is bbc news with the latest headlines for viewers in the uk and around the world. The aircraft engine maker rolls royce has announced its cutting at least 9,000 jobs worldwide due to the impact of coronavirus. Most of the companys Civil Aerospace staff are employed in the uk. Its clear that the Aviation Industry is going through unprecedented change. Unfortunately that means were going to have to reduce our headcount significantly. Brazils daily death toll passes 1,000 its now the third worst hit country for infections in the world. The uk government says it is in listening mode as at least 11 English Councils raise serious concerns about the phased re opening of schools from 01 june. Nearly two Million People are evacuated from coastal areas of bangladesh and eastern india as a severe cyclone is predicted to make landfall in a few hours time. Captain tom moore, who raised almost £40 million for the Uks National Health Service, is awarded a knighthood, to be bestowed by the queen. Im looking forward to that. I hope shes not very heavy handed with the sword. Laughter. Because by then i might be a rather poor old weak soul. Hello and welcome if youre watching in the uk or around the world, and stay with us for the latest news and analysis from here and across the globe. But well start with the decision from rolls royce to axe 9,000 jobs amid the Coronavirus Crisis. Most of the companys Civil Aerospace staff are employed in britain. Uk government ministers are under pressure to delay plans to re open some schools in england on the 1st ofjune, after at least 11 local councils expressed safety concerns or warnings that they will not be ready. The British Medical Association the Doctors Union has said schools should reopen as soon as it is safe to do so, adding that a zero risk approach is not possible. Brazils Health Ministry has announced that almost 1200 people died with coronavirus in the last 24 hours. Its the first time brazils daily death toll exceeded 1,000 people. The country has more than 270,000 registered cases. Authorities in spain say it will be compulsory for all citizens including children over six to wear masks in public spaces from thursday if it is difficult to socially distance. The announcement forms part of the governments plan to ease the lockdown in the country. Nearly two Million People have now been evacuated from coastal areas of bangladesh and india, as a powerful cyclone approaches. The Mass Evacuation has been complicated by the coronavirus pandemic, as many of those leaving their homes are having to socially distance. But well start with the decision from rolls royce to axe 9,000 jobs amid the Coronavirus Crisis. Warren east, the chief executive of the company, said the survival of the company was at stake. It is going to be a very difficult day today for our employees because we cannot tell them exactly today. We have to consult with representatives and Union Representatives and so on about the granular detail of these job cuts. What we can say is that we are doing this, of course, because it is important that we protect the future of our business. We employ 50,000 people roughly worldwide. We are going to have to lose about 9,000 people. And that is about protecting the future of our business and therefore protecting the remaining 40,000 plusjobs also. Unfortunately, that is just the reality of the consequence of the virus disruption for our industry as a whole. We will also be pointing employees at the future and let you know, at the future and, you know, why do we want to protect those jobs for the future . We want to protect them so, just as has happened so many times in the past, this company has been through tough times, it has emerged and it has grown and we have provided morejobs as the company has grown. We think this business has some relatively unique expertise. It is an asset for the uk and we need to protect that asset. The unite decision urged the company to find another way through the crisis. For us, this is premature. This is a hasty, knee jerk reaction to what we understand to be a very deep crisis right now. We do understand the challenges the aviation sector faces and aerospace as a direct consequence are going to face into the future. But if we are not going to be manufacturing engines at the sort of volumes that we need to, then i think notjust us, but shareholders and others will be looking for what rolls royce plan b is. We do need to produce in this country. Weve got a whole range of challenges in front of us, including the Climate Emergency and the need to green ourjobs and green our economy. And therefore we need to diversify and think about what sort of future we have here in rolls royce. And how we defend jobs and families and loyal communities across all of our nations when times are hard. And, you know, they have been very happy to take the governments money to furlough thousands of workers at rolls royce. And we are not going to allow them simply to walk away when the going gets tough. Lets turn to some breaking news. We are now hearing that her release from jail has been extended again. She had been due to go back to prison today. Prosecutors have told her that her release is being extended. Her father is due to go back to prosecutors on saturday. So another reprieve for Nazanin Zaghari ratcliffe for now. The release from jail has been extended as she waits for news on what the next stage will be. For days, brazil has made headlines for its steady increase in daily deaths and infections. It is now seeing a sharp escalation of the pandemic with officials reporting more than 1,000 coronavirus related deaths on tuesday the first time thats happened. Nearly 18,000 people have died in brazil because of the disease. With more, heres david campanale. Graves freshly dug at brazils largest city, sao paulo. But they have been made ready for a reason. In the past 24 hours, two grim milestones have been passed not only the most number of deaths, but also the highest number of confirmed new infections. With over a quarter of a Million People with the coronavirus, only the United States and russia have recorded higher numbers of cases. Its a disease clearly not under control. The trajectory of recorded deaths is heading sharply upwards, and experts say insufficient testing might mean the real infection rate could be 15 times higher. Translation we are losing the battle against the virus, that is the reality. The virus at this moment is winning the war. These days coming up, the holidays, i dont see them as holidays, but i see them as battle days, the most important days in the fight against the virus. The countrys right wing president , jair bolsonaro, has dismissed the risks and compared covid 19 to a little flu. Despite the deaths, he still has support for his strategy of opposing lockdowns, including among those outside his president ial palace chanting chloroquine, the name of an antimalarial medication that the brazilian leader claims can be used against coronavirus. It now looks like the president will finally have his way on the drug, helped by his new interim Health Minister and army general, happy to take orders from his boss. President bolsonaro says a new protocol will be signed which widens the use of the drug beyond just critical patients. This despite there being no evidence yet that it helps treat or prevent covid 19. He isnt the only leader in the americas praising its theoretical use, but the trend of deaths and infections are facts that cant be argued with. Donald trump says he is now looking at closing us borders to travellers from brazil. How many english primary schools will welcome back reception, year1 and year 6 pupils from june first, as the government wants . A growing number of councils are saying their schools wont be ready or safe. They include labour run calderdale and bury, and conservative run solihull. Lets get more on this from our assistant Political Editor norman smith at westminster. Norman, how are the government approaching this with so many council saying they are not happy . The brutal truth is that faced with this revolt from local councils, they will have to accept that many primary schools in england will not reopen for reception year one and year six reopen for reception year one and yearsix in reopen for reception year one and year six in june. Thats reopen for reception year one and year six injune. Thats a hard fact because the government doesnt have any because the government doesnt have a ny leavers because the government doesnt have any leavers they can pull to force local councils to open their schools. You have to question what sort of impact it would have on pa rents. Sort of impact it would have on parents. If parents dont feel confident about the security of their schools, local councils are saying they dont think they are safe, they re probably saying they dont think they are safe, theyre probably not going to send their children in any way. To relieve the government have to try and win over public opinion. That is probably the most effective way to get schools to reopen. What is interesting is the language from government ministers this morning. Its definitely been much more softly softly. We heard from Robert Buckland who were saying they would not dictate to schools, they would listen to schools, they are engaging. Have a listen to what he said. I dont know if everything will be uniform. It is my hope. These conversations need to continue and we need to listen carefully to the concerns of employers and staff. The reality is that injune we will see a rather hodgepodge reaction. Many schools will reopen. Others will choose to delay it for a week or longer. It will be a patchwork response. In scotland, wales and Northern Ireland, they have signalled they will not be opening injune. Signalled they will not be opening in june. The one signalled they will not be opening injune. The one sort of significant spanner in that timetable centres on this issue around test, track and trace. This mechanism the government wa nts to trace. This mechanism the government wants to get up and running as a pro you to easing the lockdown. Yesterday, the deputy chief scientific adviser said that before the lockdown could be eased, in other words before schools could go back, the system had to be up and running. And there are some doubts about when that is going to be possible because it seems there are questions remaining about the phone app central to this process. And if the government cannot rule out the testing and tracking process, then it may be that the number of schools refusing to open will increase. What is the view in the government of different nations having a different view . It is just different nations having a different view . It isjust a fact of life. We have a devolved uk. We have different approaches to social distancing, face masks and so on. I think the broad view of government is they have to win over the public and give the people confidence that it is safe to send their children to school. In one comparison that has been put to me is what happened in denmark, which ministers have been watching the example of denmark because they open their schools three orfour because they open their schools three or four weeks because they open their schools three orfour weeks ago, because they open their schools three or four weeks ago, and initially there was a slightly mixed response with a number of parents not sending their children back because you are worried. As schools we re because you are worried. As schools were not being infected, more appearance became sufficiently reassured to send back their children. There was a ruling increase in the number of parents willing to send their children in and now they have close to full attendance. And i think that is the hope, that despite the sort of different positions and parts of the uk, if parents can be convinced that is safe to send their children back, then in times schools will fully reopen. Thank very much, norman. The uks rate of inflation has fallen to its lowest level for nearly four years, due to a slump in fuel costs and energy prices. Data from the office for National Statistics showed inflation at 0. 8 for april, compared with 1. 5 for march. Marks spencer has reported a 21 fall in its annual profits. M s saw an improvement in its food business but profits dropped by more than a third in its clothing and home sectors. The retailer told investors that it had taken a £52 million hit to profits due to coronavirus. Nearly two Million People have now been evacuated from coastal areas of india and bangladesh ahead of a super cyclone which is approaching from the bay of bengal. Cyclone amphan, the first super cyclonic storm in the area for 20 years, is expected to make landfall in the coming hours. Cyclone amphan, the first super cyclonic storm in the area for 20 years, is expected to make landfall in the coming hours. Its been categorised as an extremely Severe Weather system, with winds gusting up to 115 Miles Per Hour the equivalent of a category five hurricane. The Mass Evacuation has been complicated by the battle to curb coronavirus with the authorities trying to limit the number of people in each shelter. To give you an idea of the scale of the storm, look at this satellite picture. The cyclone system is around five hundred kilometres in diameter, carrying a huge amount of water. The storm continues to move in a north eastearly direction, producing significant rain as it pushes inland, bringing a flood risk to much of North Eastern india, bangladesh and bhutan. Our south asia correspondent Yogita Limaye is following developments from mumbai she told me more about whats happening in the areas in the path of the storm. The area that is expected to be worst hit in india is called digha in west bengal. We know that evacuation efforts have been on since yesterday morning and in other coastal areas of west bengal and odisha as well, hundreds of people have been moved to safety. Bangladesh has said that about 2 Million People will be moved to cyclone shelters. They have raised the highest level, the highest danger signal for two seaports, mongla and payra. As you said, the cyclone is expected to make landfall in about five hours from now. Indias Weather Agency says that even though the wind speeds have reduced slightly, they are capable of causing massive destruction to houses, roads, power lines, trees, anything that comes in the way. And the other major concern is the storm surge. The surge of the sea water, because of the storm, could be as high as 16 feet. And that, accompanied with heavy rainfall, means flooding is a major cause of concern right now. The response chief has said this is a dual disaster they are dealing with. They have said shelters that usually can house about 1,000 people, right now they can only use them for 500 people and therefore, in both countries, additional shelters have to be prepared. Relief workers in bangladesh have told us that what theyre trying to do even in the shelters, because there are some covid positive cases and some of these areas, is to try and use plastic sheets to separate people. Theyre trying to sanitise the cyclone shelters, distribute masks, soap, whatever they can. Of course, the priority right now is to ensure that people are somewhere indoors, in structures that are capable of saving them from the winds and rainfall that this cyclone is going to bring. Hossain adib is from the Relief Organisation practical action, in dhaka. Thank you very much forjoining us. How are those preparations now . Are most people in a position now where they will be safe . We are hearing about the intense situation in the coastal pa rt about the intense situation in the coastal part of bangladesh. We are pretty much confident about the situation at the airports. 2 Million People have been safely evacuated to nearby cyclone centres. Thats the most important thing. In the last 24 hours, the sea has been very rough. The Stormy Weather has set in already. So the situation is quite intense at the moment. In a couple of seaports, the highest level of warning has been issued, level ten. Others are at level nine. Tell us about the impact of the Stormy Weather so far. It disrupts the evacuation, but at the same time there are long standing practices. People tend to wait long enough until the storm comes. Start evacuating. People have started leaving faster than you would have anticipated otherwise. What about the most vulnerable communities . How are they being helped . Well, the good thing is that any difficult situation is no danger to bangladesh. There have been lots of early preparation and resilience work. Helping elderly and Vulnerable People, pregnant women and children, for example. To that has been taken ca re of for example. To that has been taken care of as much as possible. And how much is covid 19 impacting on the work that can be done . Certainly because this is something unprecedented. Its a very complicated situation for a country like bangladesh. So densely populated. You cant actually have an evacuation and also having the temporary settlement full of people maintaining social distancing, but at least everybody is trying as much as possible. Three new things are highlighted during this. Social distancing as much as possible. More access to hygiene facilities, particularly hand washing. That is probably the best that we could have done at this stage. With the response agencies as a whole. It sounds as though you are as well prepared as you can be. What are your fears once this cyclone hits . Of course there will be some damage, in terms of the magnitude which is going to be there. Going back to normal life is not going to be easy because now the communities will be dealing with the destruction created by the cyclone and the covid reality. So that will be an enormous task for the rehabilitation of the health system. So were looking into added difficulty. Apart from the typical response. For example the setting up of water points, sanitation facilities, reconstruction of schools, agriculture. It will not be easy next time. Thank you forjoining us. Later this morning, the Spanish Government will Ask Parliament to approve an extension to the countrys state of emergency until 7th june. The countrys Prime Minister, Pedro Sanchez, initially wanted to extend the lockdown for another month but has reduced the request to two weeks to secure support in parliament. Spains first confirmed case of covid 19 was reported on 1st february. A lockdown was first imposed a month and a half later on 14th march thats almost ten weeks ago. A state of emergency was also declared and that is due to expire three days from now on saturday. Spain has been one of the worst affected countries in the world, with the virus claiming around 28,000 lives, and infecting more than 230,000 people. But new cases have now fallen to less than 300 per day, and there have been growing calls for the restrictions on movement to be lifted. Thats even involved protests like these with people taking to the streets in cities like madrid and seville, to criticise the way the government has handled the pandemic. Our correspondent in madrid guy hedgecoe told us whats likely to happen. It is quite a complex system of lifting the lockdown. A 3 phase system. It varies from province to province. There are no fixed date in the calendar for the lifting of the lockdown. It all depends on circumstances. But the fact that the Prime Minister has had to negotiate so intensely over the last few days to try to get the support of other parties in parliament for this fifth extension to the lockdown does reflect the fact that Political Support for him has been slipping and he has been facing increasing criticism of his handling of the crisis, whether its his alleged lack of communication with other parties or more practical issues like the buying of ppe and other equipment. But he is facing quite a lot of political hostility at the moment. I think we will see that in todays debate in parliament. The World War Two veteran captain tom moore is to be knighted for his Fundraising Efforts for nhs charities, after a special nomination by the Prime Minister. He walked 100 laps of his garden before his 100th birthday last month, and in the process raised almost £40 million. Borisjohnson said captain tom had provided a beacon of light through the fog of coronavirus. Today could be the hottest day of the year, with temperatures possibly touching 28 degrees. Sarah ransome is in Weston Super Mare for us. It is an absolutely glorious day. At the beach looks quite quiet . Absolutely. The temperature is set to rise. It is currently around 18 or 19. It is set to rise to 22 are 23 this afternoon. And youre quite right. If you look behind me, some of the beach at Weston Super Mare, there are a lot of people around and about, but they are social distancing. Youre probably getting a view at the moment of the beautiful stretches of sand that people come here for. Thousands flock your ordinarily to make the most of this somerset seaside resort. But in common with many other seaside resorts back here in the south west, the local authorities and tourist organisations are seeing, please do not, unless you are local and you can come for the day and go away again. Those restrictions that were eased last wednesday, just a week ago, are still in force. And those are suggesting that by all means come here for the day, make the most of the esplanade and the beaches here. Obviously social distance but please dont stay overnight, dont come if youve got a second home in a tent or camper van or anything like that. Please dont come because there are very few facilities that are open. The world famous grand pier over my shoulder here is absolutely shocked. Completely closed and nobody there. Normally that would teeming with people trying to get to the end to make the most of the views. The esplanade is really busy, i have to say. Loads of people out, young people on their scooters, the odd dog walker because of course dogs restrictions that some authorities have on some beaches through the summer have come into force. All the dogs tend to be here on the esplanade being walk. Bikes, people enjoying the sunshine. Shorts and t shirt, the order of the day. But in the time i have been here, people seem to be observing social distancing. But there really is not much open. The occasional ta keaway is not much open. The occasional takeaway cafe, nothing indoors. A fish and chip shop is open. You can ever ta ke fish and chip shop is open. You can ever take away coffee, but apart from that really there is a much here to do apart from enjoy the view and take in this glorious sea air. Well, i wish i was close enough to come. It looks beautiful. Thank you very much. Now its time for a look at the weather with carol kirkwood. Hello again. Yesterday london reached 26 celsius, making it the warmest day of the year so far. It will be warmer than that for some of us today. A lot of sunshine, still some patchy mist and fog close to the coastlines of Northern Ireland and western scotland, an outside chance you could see a shower in east anglia this afternoon. But apart from the rain in shetland we are all in for a sunny day, temperatures responding. Somewhere in Eastern England down towards the south east, we could get 28 or 29 degrees. Through this evening and overnight, it remains clear in the east, where weatherfront coming in from the west introducing thicker cloud and some rain. Through shetland, a lot of low cloud and mist left in its wake. Its going to be a mild night. Tomorrow that rain moves from the west to the east, and the heaviest will be in the northern half of the country, some thundery showers for a time in the south eastern quarter and they will clear and behind all of that it will be drier and brighter, not quite as warm as its going to be today. Hello, this is bbc news. The headlines. The boss of the aircraft engine maker rolls royce has told us that thousands ofjobs are being cut here worldwide due to the effect of the Coronavirus Crisis. Its now clear that its going to take years for the industry as a whole to recover to the sort of levels that we saw in 2019. Unfortunately, that means were going to have to reduce our headcount significantly. Brazils daily death toll passes 1,000 its now the third worst hit country for infections in the world. The uk government says its in listening mode as at least 11 English Councils raise serious concerns about the phased re opening of schools from the 1st ofjune. Nearly two Million People are evacuated from coastal areas of bangladesh and eastern india as an extremely severe cyclone is predicted to make landfall in a few hours time. Captain tom moore, who raised almost £40 million for the Uks National Health Service, is awarded a knighthood, to be bestowed by the queen. Im looking forward to that. I hope shes not very heavy handed with the sword. Laughter. Because by then i might be a rather poor old weak soul. Boris johnson faces questions from mps injust under half an hours time. My colleaguejo coburn is in the central lobby of the houses of parliament. The third time it has been the keir starmer borisjohnson the third time it has been the Keir Starmer Boris Johnson head to head. Some anticipation around that because it has been pretty gripping the last couple of times. That has been something of a build up because they will be meeting for the third time. I think borisjohnson can expect another round of very detailed questions. Although eve ryo ne detailed questions. Although everyone is essentially distancing here and there are not many mps, they are still definitely sounds like the ringing of the bells in parliament. The questions from keir starmer which follow on from the past few weeks could focus yet again on the situation and carry home is and why it was that satin elderly patients were released from hospital back into care homes without being tested for co that 19 which, in many peoples minds, ceded the academic across the uk covid 19. Also, pressure from hospitals to take back elderly patients before tests were done. Hospitals needed to free up beds for covid 19 patients that were being admitted. This comes amidst a growing row and tensions as to whether or not the government received what it would think was the best scientific advice back in mid march around Community Testing being abandoned. It was a suggestion from the work and pensions secretary. It has been dampened down by number ten, but it was clear yesterday in the downing street briefing that one of the leading scientific advisers said that what drove the policy wasnt necessarily the science but the lack of capacity. In that situation, in the light of that, it was correct to focus on the sickest people in hospital. This whole idea of testing and Contact Trace and tracking has also opened up a bigfoot line, this time between the government and the unions fault line. Lets talk to andrew barry and chi onwurah. Andrew barry and chi onwurah. Andrew bowie. Where it is safe to do so and where agreement can be reached between local authority and teachers, i think it is important that we look at schools getting back open again. Whereas, in lots of situations around the country, teachers have been going out of their way to make shy that children have been receiving continued high level education. Obviously, that is not the case across the country. We need to make sure there is no children left behind by the continued lockdown and closure of schools. Huge concern over vulnerable children. We need to make sure they are being looked after as best as possible as well. The government has said it is possible. Where agreement can be reached, i think it is important that we get schools back as quickly as possible. That phrase when and where it is safe to do so is doing all the heavy lifting. When it comes to vulnerable children, they should be in school already under the agreement between teachers and schools. When it is safe to do so, lets say the Contact Tracing and tracking system, if it is not fully embedded by the 1st ofjune, should schools reopen . Regarding Contact Tracing, we are fully committed to getting that rolled out across the country. In terms of testing, we are now ina country. In terms of testing, we are now in a position when we are testing, looking to do over 200,000 a day by the first week ofjune. Listening to that and actually looking at labours position, it is clear that the most disadvantaged children in society are going to be left behind the longer the lockdown continues in terms of schools. Will labour now firmly say they want those children to go back to school where they can . We absolutely want children to be back in school as soon as it is safe for them to do so. Is that by the 1st ofjune and will you take a stand with the unions on this . A lot of schools are open and the children of key workers are being taught. I think this idea that there is some sort of political stand off is. That there is some sort of political standoff is. But they are very small numbers. They are a small numbers but it shows that local authorities and schools and teachers really wa nt authorities and schools and teachers really want to be able to welcome back students and pupils when it is safe to do so, and we have to have credible guidance and advice in place so that schools can do that. The e mails that i am getting from pa rents the e mails that i am getting from parents who are really concerned that they dont know how the social distancing or transport is going to work, what kind of support is going to be in place for their pupils. For their children. We absolutely recognise that the most disadvantaged. There needs to be support in place to make sure that that learning gap is closed. But it has to be when it is a safe and we need to see the evidence published. We need to see the scientific advice so we can understand when it is a safe and we need to make sure that testing, tracking and also is in place to support that. Lets talk about the scientific advice. Do you think the government received the best scientific advice back in march . The government is under no doubt that the advice it receives from world renowned scientists, doubt that the advice it receives from world renowned scientists, and we are lucky for them to be working in this country, the best advice possible. The government listened to them and act accordingly. That has been the position of the government. This is a new disease. Scientists around the world are grappling to understand it and working round the clock to come up with the best advice to advise governments what to do. Whilst we receive the best advice, it is up to the politicians and they are the ones who are going to be held accountable for the decisions. We are lucky to have such high quality and world renowned have such high quality and world renowned scientists working for our government, advising us what to do as we fight this deadly disease. There has been an admission that what drove the policy to abandon Community Testing back in mid march was a lack of Testing Capacity. On the basis of that, professor Angela Maclean said they then gave advice on the government took a decision. What would labour have done differently . took a decision. What would labour have done differently . I am glad to hear that andrew is notjoining in on the criticism of scientists because scientists are providing clear advice, it is important they are providing clear advice and treated with respect. I think what we would have done differently and we would have done differently and we have said this is to have the resilience in the system so that we have been Testing Capacity. How would you have done that at that point in mid march . How would that have happened . Point in mid march . How would that have happened . We needed to put in place that there is local Testing Capacity as well as national Testing Capacity as well as national Testing Capacity and bringing that together in order to build up Testing Capacity as soon as possible. We needed to have in place the support for isolation where Testing Capacity wasnt there,. I was talking to care homes at this time back in march. They should have been clearly support so that those who could not be tested were being isolated and had the support in the care homes. The advice is changing all the time. So that they could be isolated effectively and that there was testing for those care home residents as well. We needed to put in place the Testing Capacity and then we need to have the resources, then we need to have the resources, the ppe, and get our local and Community Resources there to support that. We should have been using local Testing Facilities as well as building up the national capacity. Thank you both very much. Pm cues will be starting very shortly, and you can bet that keir starmer will wa nt to you can bet that keir starmer will want to investigate the reasons behind the decisions the government have made. Pmqs. There will be an urgent question after this. Ayah able to gauge what the appetite is for mps to come back are you able to. It is easier and more effective to. It is easier and more effective to hold the government to account if mps are physically here. Equally, there is a huge amount of resistance you feel that the hybrid parliament has worked relatively well, they should give it a longer, that it is too soon to come back and still be able to abide by those social distancing rules particularly in the chamber. The number they have now is probably the maximum that they can have in order to keep the two metre will let you see behind me and central lobby. Thank you very much. The uks inflation rate fell in april to its lowest since august 2016 as the economic fallout of the first month of the lockdown hit prices. Figures from the office for National Statistics show the Consumer Prices index fell to 0. 8 from 1. 5 in march. Falling petrol and diesel prices, plus lower energy bills, were the main drivers pushing inflation lower. But the prices of games and toys rose, which the ons said may be due to people spending more time at home. And as weve been hearing Marks Spencer has reported a 21 fall in its annual profits. M s saw an improvement in its food business but profits dropped by more than a third in its clothing and home sectors. Lets pick up on both of those stories with our business present ben thompson. Marks spencer, that is a very big drop in annual profits. What impact will that have on the company . M drop in annual profits. What impact will that have on the company . It is worth bearing in mind that thisjust ta kes worth bearing in mind that thisjust takes us to the end of march, these annualfigures for marks takes us to the end of march, these annual figures for Marks Spencer is. It isjust an initial snapshot of what it means for the retailer. We will get further impact when we get figures for april and may and beyond. What the firm have said is that they are dealing with the lockdown and the closure of stores pretty well given the circumstances. It has launched what it calls a never the same again strategy, an idea to shore up its finances and make sure that the business can weather the downturn. A big fall in sales includes an homeware because their stories were closed. It was able to keep open some of its Marks Spencer is food outlets. They have been able to boost sales overall, but nonetheless a tough time for the retailer. It is going to put about £200 million worth of stock in hold for next year, spring stuff and early summer stuff that it is not selling because the stores are closed. It is hoping to hold onto that and sell it to us at the same time next year. For a sales and orders that produce a pun in and out now, it says it has deferred those were due to come in. The lack of online presence, it has felt that more than most and has struggled because it doesnt have a great website to orderfrom, because it doesnt have a great website to order from, particularly when it comes to food. This was the year when it bought 50 stake in an online retailer, so it wants to ramp up online retailer, so it wants to ramp up plans to make sure you can buy clothes, homeware and food from that site for delivery at home. It hopes that that can be one of the ways that that can be one of the ways that it can fight back if we are still not able to get to the supermarket as normal. It is worth bearing in mind that the boss of Marks Spencer is this morning speaking saying it had barely sold any seats at all and could count the number of ties that it had sold on one hand, because we are all wearing lounge where it now. You do have a suit on in your home this morning broadcasting to us. Inflation, the figures are obviously down and the lowest since august 2016. But that figure only reflecting the first month of the lockdown. Exactly. When we talk about Economic Statistics like inflation, we cant really judge them in isolation because so many things will determine what our economy looks like. Yesterday having the unemployment figures. Last week, we had the Economic Growth figures. They give us a sense of what could be happening next. Inflation falling, that is how quickly prices are rising and it means they are rising less quickly. Prices of fuel came down significantly and that is a well documented problem for the Global Oil Market and demand isnt therefore fuel. There were some increases across the board. It really starts to give us an indication of what we are buying and how the economy will look. To talk some more about it, lets speak to the senior economist. Good morning to you. Give us a sense of what the figures tell us about the current state of the economy and, crucially, what could happen next. To put this in context, the slump in inflation was the biggest drop since the financial crisis and it did leave inflation at its lowest since august 2016. We do think it will fall further, perhaps to just above zero pretty soon and remain well above the 2 that the bank is targeting. You need a pick up in demand to cause inflation to rise. Some demand will return once business as we open and consumers are able to purchase a wider range of goods, but the pace of reopening is likely to be slow. People may exercise more caution for some time. Many people have already lost theirjobs and may still do so once the government furlough scheme ends. It could be a while before the economy recove rs from ends. It could be a while before the economy recovers from this hit. The bank of england will probably need to do more to support the economy. touched on that idea of all of these things happening and in conjunction. Given what we are seeing from Marks Spencer is, they said they would have to sell off stock more cheaply, surprises kids for when theres stories we open. There will be stocks wil fall when stores reopen. Inflation could go into negative territory later in the year and into negative territory later in the yearandl into negative territory later in the yearand i think into negative territory later in the year and i think the big thing for the bank of england is what will happen to inflation in the next few years. That is what matters for its inflation target. I think if demand takes a long time to recover and the economy takes a long time to recover, inflation will remain low for a long time and that suggests that Interest Rates will remain low for longer as well. Give us your sense of what does happen next because, quite clearly, there are so many variables in this. We still dont have clarity about things like the hospitality industry. We know the hospitality industry. We know the Service Sector accounts for three quarters of our economy. It is very ha rd to three quarters of our economy. It is very hard to predict what will happen, isnt it . There is a huge amount of uncertainty about when businesses will start to reopen and when demand will start to recover. That really will depend on the figures, the rates of infection and so on. A huge amount of uncertainty, but i think the chances are that it will take quite a long time for the economy to recover. Will take quite a long time for the economy to recover. I think thats the big picture there. Thank you. Its good to get your thoughts. Senior economist at capital economics. We have heard a lot about v shaped, u shaped and l shaped recoveries. Many will be hoping that a downturn is coming, that is pretty certain, but itjust depends how businesses respond and whether they can be nimble and flexible enough to try and keep those jobs that are at risk and also try to adapt businesses to cope with the new way of working, so whether that is restau ra nts of working, so whether that is restaurants dealing with social distancing, factories and warehouses coping with production lines. Many businesses i have been speaking to recently saying they are nimble and can adapt but need a little bit of clarity and then they can get back on with business as close to normal as is possible right now. The Organ Donation system in england changes today so its presumed that people consent to be donors, unless they choose to opt out. The new rule, known as max and keiras law, brings england into line with wales where the system was changed five years ago. Rogerjohnson reports. Keira ball was nine when she was killed in a car crash in devon in 2017. With her mum and brother seriously injured in hospital, keiras father, joe, took the decision to donate his daughters organs. Meanwhile, almost 400 miles away in newcastle, another 9 year old, max johnson, my nephew, had been waiting in a hospital bed for more than six months in critical need of a heart transplant. Max had developed dilated cardiomyopathy after contracting a virus. His heart was failing. After a few months, you almost stop expecting or hoping for a call because you feel like youve just got to focus on the here and now and if you think too much about, will the phone ring today . Each day ends in disappointment. I love you, mum. I love you too. The documentary crew was filming the work of the transplant teams at the Freeman Hospital when maxs operation took place. Thankful, very thankful. Thank you, people out there, thank you. Keiras dads decision was the gift maxs parents had prayed for. I think he is the most brave, generous. The humanity he has, it took a very courageous person and a very caring person so, you know, we are indebted to him for having the strength and the love and the generosity of doing that. Coronavirus has cut the number of donors across the uk and many operations have been put on hold. But prior to the pandemic, consent rates for donations had risen in wales since an opt out system was adopted there in 2015. Scotland is following suit. Todays change in england followed a Newspaper Campaign for which max became the poster boy. The public and the government were able to latch onto a personal story and a personal progression that made the topic of Organ Donation very human and it allowed people to really empathise and imagine what it would be like waiting for an organ. Its not usual for recipients and donorfamilies to meet, but amid all the publicity, the balls and thejohnsons came together. Both now hope the new legislation, known as max and keiras law, will encourage other families to share their wishes if the unthinkable should happen. Rogerjohnson, bbc news. Rolls royce, which has factories in derby, bristol, glasgow and lancashire said it was. Act because of the impact of the Coronavirus Crisis likely to last several years. Around 15,000 people are employed by rolls royce in derby. What is your reaction to this news . Im disappointed, of course, and really strong anxiety for the workforce in the city and across the united kingdom. A recognition that. Announcing reduction in their production levels, this was bound to have implications for rolls royce. It isa have implications for rolls royce. It is a pity, perhaps, that the talks with the unions about the detail and what sites will be effective have not begun yet. I hope very much there will be strong cooperation between the company in the workforce to train deal with it as best as we can max affected. Do you think there was a way around it . I think everybody recognises, whether it is in rolls royce or across the economy that we are likely to face a very sharp recession and there will be real implications for the whole economy. We cant expect to be exempt from that. These are very skilled people with very good jobs which we want to secure and retain for the future. That, i think, secure and retain for the future. That, ithink, must secure and retain for the future. That, i think, must be the focus for everybody involved. A large number of the workers were furloughed but there will be many workers around there will be many workers around the country who have been furloughed who are wrecking wondering if the same is coming their way. That is one of the things which is very worrying for everyone. We have had problems in the past where there has been redundancies, but the environment in which that was taking place. Well, we dont know what the environment is going to be. All we know is that we are going into a very severe we know is that we are going into a very severe recession we know is that we are going into a very severe recession and, post covid 19, these are going to be very difficult. So we do need to focus on what the shape of the economy is for the future and how we can retain and secure jobs as good as the ones that we had in rolls royce in the future. Its a problem that isnt going away, and it is a problem where there could be the same kind of high value added high level employment high skill level needs but we see at rolls royce, it needs to be worked through. Lets talk to the bbc political assistant editor norman. There are some anticipation about the head to head clash between these two. There is, although this may be the last time when we have the virtual clash where there are not rows and rows of mps around them because next time, certainly if the leader of the house gets his way, mps will be back in the chamber and that might significantly help Boris Johnson who seems to have struggled more in this slightly quieter chamber which definitely seems to have benefited keir starmer because it just feels like have benefited keir starmer because itjust feels like a sort of courtroom which is his natural environment. We have had these very detailed into packets questions from circular stammer. Sir keir starmer. Some hoping that the house of commons can go back to the usual environment where they can rely on mps around them. We can expect sir keir starmer to focus on one area of the government handling of coronavirus which has been his approach throughout this crisis. We have seen him tackle the government over ppe, care homes, testing, he sort of pics on these little areas and focuses on a particular area. He could shift a bit and move on to the situation surrounding schools. A lot of . So over whether the government is effectively going to have to back off over the attempts to try and get schools to be open on the 1st of june. Similarly, . Schools to be open on the 1st of june. Similarly, . Said schools to be open on the 1st of june. Similarly, . Said about whats on earth is happening to test, track and trace, the key scheme which the government once to get in place with no signs so far of that running out. 131 nhs and no signs so far of that running out. 131nhs and 131 care no signs so far of that running out. 131 nhs and 131 care workers deaths have reportedly been involved in covid 19. I know that part of the whole house are with their families and friends. Mr speaker, this morning i had meetings with ministerial colleagues, and addition to my duties in the house, i will have further meetings later. Thank you. The government keeps saying that this virus does not discriminate, but that is not true. The ons figures show that black people, african, and our people are more likely to die from this disease. The same for pakistani and indie communities, what is a Prime Minister going to do about this, and will he act now to ensure that african, asian and minority ethnic communities and lesser east and across the community are supported in the next phase of this virus . Yes, as the honourable lady may know, we are looking at all the statistics associated with coronavirus, all the reasons why people may be disproportionately affected, and a rapid review is now being conducted and will be reported on at the end of the month about particularly vulnerable groups and what steps we can do to protect them when that is appropriate. Today i submitted a formal expression of interest for a new rail service connecting my constituency to the heart of newcastle. Can answer Prime Minister for his support in this scheme as my constituents have supported him . Can i congratulate my honourable friend on his imagination and his plan for a new railway and it is entirely keeping with our infrastructure and we will be getting back to him. I noticed that there have already been several possible extensions identified for the metro scheme, mr speaker, which may be to an advantage for these constituents. We now come to sir keir starmer. Thank you. Last friday, the Health Secretary said that right from the start we have tried to throw a protective rim around our care homes, that caused quite a reaction. Yesterday was flatly contradicted by the chief executive of care england, he was giving evidence the hell select Community Help select community, and said we should have been focusing on care homes from the start. This is evident that despite what is being said, there were cases of people who did not have a covid status, but were symptomatic, that word discharge into the care homes. From the 15th of april, i quote, negative tests are not required prior to transfers or missions into ca re prior to transfers or missions into care homes. What is protective about that . As he knows full well, of course he is right to draw attention to what has happened in our care homes and we mourn the loss of every victim, but no one was discharged into a care home this year without the express authorisation of a clinician. And as i put it to him, who have the interest of those patients at hard, and as i said to him last week, which he does not seem to have remembered, actually, the number of patients discharged from hospitals into care homes was 40 down in march onjanuary. The guidance was changed to reflect the change in the epidemic and that guidance was made available to care homes, and of course, since they ca re homes, and of course, since they care homes action began we have seen a sharp reduction in the number of deaths in care homes. Since i last stood before they spouse, the number has come down by 31 , and i think you should pay tribute to all those who have helped to fight that epidemic across the nhs and across the local services. Keir starmer. I think a Prime Minister missed the point, the question was people being tested going into care homes, and the chief executive of care england said that because they were not, people who had no covid status and we re people who had no covid status and were symptomatic were discharged into their homes. That requires an a nswer yesterday into their homes. That requires an answer yesterday the chief executive of care england without when routine testing would start in england. This is the answer he gave yesterday. I think the short answer is that we have had the announcement, but what we have not had his delivery, and we are not we have not had his delivery, and we a re not really we have not had his delivery, and we are not really clear when that will arrive. This is a chief executive of care england. Even the governments command paper, published last week and introduced by the Prime Minister to this house, says within it, i am quoting now, quoting the governments paper, every ca re quoting the governments paper, every care home for the over 65 will have been offered testing for residents and staff by the 6th of june. That is from the Prime Ministers command paper. That is over two weeks away, what is causing the continued delay and routine testing and our care homes . the continued delay and routine testing and our care homes . I think thatis testing and our care homes . I think that is just ignorance of the facts, because the reality is that 125,000 ca re because the reality is that 125,000 care home staff have been tested, 118,000. Perhaps care home staff have been tested, 118,000. Perhaps he care home staff have been tested, 118,000. Perhaps he did not know that, 118,000 care home workers have been tested and we are absolutely confident that we will be able to increase our testing, notjust an ca re increase our testing, notjust an care homes, but across the whole of the community. Thanks to the hard work of my right honourable friend and his teams, we will get up to 200,000 test in this country by the end of this month. Perhaps it is one of those statistics with the International Comparisons that he hesitates to make, but actually this country is now testing more than virtually any other country in europe. Keir starmer. The question again was when routine question would when routine testing would start. We were talking about it yesterday, but it hasnt happened, if you are disputing the testing. Ido if you are disputing the testing. I do not mind advising the Prime Minister, but you do not need to buzz the opposition during this. Keirstarmerto buzz the opposition during this. Keir starmer to assure the Prime Minister. I am putting forward the information from experts from yesterday. That is obviously not enough, when is needed is testing, tracing and isolation. Yesterdays press co nfe re nce , tracing and isolation. Yesterdays press conference, it was said that we could draw particular lessons from germany and south korea, which have both had intensive testing and tracing. The number of covid 19 deaths in germany sense at around 8000. In south korea, it is under 300. In contrast, in the united kingdom, despite 2 million test having been carried out, there has been no effective tracing in place since march the 12th when tracing with abandon. That is nearly ten weeks any critical period without effective tracing. That is a huge hole in our defences, is it not, Prime Minister . Mr speaker, i must say i find it peculiar, because i have given the right honourable gentleman repeated briefings on this matter and he is perfectly aware of the situation in the uk as regards to testing and tracing an early march, it has been explain many times to him. What i can tell him, andi times to him. What i can tell him, and i think his fame to ignore ends does not come very well, but what i can tell him his fake ignore ends. I can tell him that i am confident that we will have a test and trace operation that will enable us, if the other conditions are satisfied, this will and he blessed to make progress, and i can tell them also, that by the 1st ofjune, already we have recruited 24,000 trackers and by the 1st ofjune we will have 25,000. They will be capable of tracking the contact of 10,000 new cases per day. To understand the importance of that statistic, i should just remind him that today the new cases stand at 2400, so were making fast progress in and tracing, and i have great confidence that by june in and tracing, and i have great confidence that byjune the 1st we will have a system that will enable us, oral health help us vary greatly, to defeat this disease and move the country forward. And i hope that he will abandon his slightly negative tone unsupported. Keir starmer. 34,000 deaths is not positive, it is negative, of course iam going positive, it is negative, of course i am going to ask about that, i am quite right to. The Prime Minister knows that for ten weeks there has been no tracing, unlike germany and south korea, and tracing is critical. There is no getting away from that, there is no getting away from that, there is no getting away from that. The Prime Minister knows it is absolutely vital, he made a great deal of it in his speech to the nation, sunday one week ago, he said we cannot move forward unless we satisfy the test that he set. One of these will be the test and trace system, leaving aside the rhetoric, there now appears to be some doubt about when this is actually going to be ready. This is the last pmq for two weeks, can the Prime Minister indicate that an effective test, trace and isolate system will be in place by the 1st ofjune . Right honourable gentlemen seems to be in the unhappy position having reservist his question without having listened to my previous answer. A brilliant forensic mind, what he has heard is that we have a grilling competence that we will have a test, track and trace operation will be world beating and it will be in place byjune the 1st. To repeat the figure, since he is in my to me to do so, there will be 25,000 trackers, they will be able to cope with 10,000 new cases a day. That is very very important, because currently cases are running out to and a half thousand cases a day, they will be able to tracing contacts they will be able to tracing co nta cts of they will be able to tracing contacts of those new cases and to stop the disease spreading. And what i hope very much is that, notwithstanding the occasional difficulty of these interactions, andi difficulty of these interactions, and i appreciate the role he has to fill, but i hope you will support us Going Forward about the test, track and trace operation and that we can Work Together to use that to take our country forward. Because that is what i think the people of this country want to see. Keir starmer. I am very happy to work with the Prime Minister on that, he knows that for my previous exchanges stop every thursday we go out and klapper are carers, many of them are risking our lives for the sake of. They are on the front line, they should. Mr speaker, i thought a great deal about this, and i do understand the difficulty that is faced by our amazing nhs staff, and and the cares of come from abroad and save my life, so no exactly the importance of where you want to go. On the other hand, we must look at the realities, this is a national service, national institution, it needs funding, and those contributions actually help us to raise about £900 million. And it is very difficult in the current circumstances to find alternative sources, so with Great Respect to the point that he makes, i do think that that is the right way forward. Mr speaker, that that is the right way forward. Mrspeaker, i that that is the right way forward. Mrspeaker, lam that that is the right way forward. Mr speaker, i am disappointed because the Prime Ministerjust knows how wrong the essays, the question about the Immigration Health care surcharge is currently a £400 a year, from october that goes up £400 a year, from october that goes up to £624 a year, for a care worker on the National Living wage, that will require working for 70 hours to pay off the fee. Was written to the Health Secretary this week, and they said it out this way, at a time when we are morning colleagues, your steadfast refusal to reconsider the deeply unfair Health Care Surcharge isa deeply unfair Health Care Surcharge is a gross insult to all of us that are sobering our country at this of greatest need. We are trying to get an agreement to exempt the nhs care workers from this surcharge, can i get the Prime Minister zero on this . Mr speaker, i have given my answer, but i will say that it is important that we support our nhs and that we invest massively in our nhs, this nation, this government, is determined to invest more in our nhs and any time in modern mentoring, we have artie begun that and we want to see them paid properly. And i think thatis see them paid properly. And i think that is the best way forward i want to see them paid properly, i want to see them supportive, i want to continue our programme, notjust tilting 40 more hospitals in recruiting 50,000 more nurses and investing hugely in our nhs, and i believe that would be warmly welcomed across the whole of our establishment of our fantastic nhs. Thank you, mr speaker. Looking at the economic Recovery Process im sure the Prime Minister willjoin me in thanking sell wrap for opening the skipton Tacoma Railway line and its been confirmed plans will move forward. Its also forward. Its. Business and transport links that we need. Indeed i can, and im grateful to my honourable friend and an i say they will continue to receive funding. The task force will be increasing that support in addition to 118 kilometres of green new cycleways, thanks to the Lancashire Local Growth Fund for which i know she has also campaigned. The leader of the snp, ian black. Thank you, mr speaker. Ourthoughts this morning are with communities in india and bangladesh in dealing with the landfill from the super cyclone. Im sure the government will be monitoring the situation and will seek to give necessary support. As to speak, every week members of this government applaud our truly heroic nhs and care staff. They have been on the front line of this pandemic, regardless of whether they were born here or elsewhere and indeed, the Prime Minister has thanked the nurses who cared for him who were from new zealand and portugal. Mr speaker, the uk has the highest number of deaths in europe and without their sacrifice, we will be facing something much, much worse. I know the leader of the opposition has already asked the Prime Minister about overseas ca re has already asked the Prime Minister about overseas care workers. On monday, the Prime Minister ordered his mps to vote for an immigration bill that defines many in the nhs and care sector as low skilled workers. Given their sacrifice, Prime Minister, is it not an embarrassment that this is how his government chooses to treat nhs and ca re government chooses to treat nhs and care workers . Mr speaker, this is a government that values immensely the work of everybody in our National Health service, in our care workers and across the whole community, and ican and across the whole community, and i can tell him that the reason for having an immigration bill of the kind that we are is not to keep out people who can help in our nhs. On the contrary, we want an immigration system that works for the people of this country and for our nhs and what the people of this country want to see is an immigration system where we control it and we understand it, and we are able to direct it according to the needs of our nhs and the needs of our economy and that is what we are putting in place. I know its rejected by the right honourable gentleman opposite and himself, but it is the right way forward. Mr speaker, the harsh reality is that the Prime Minister doesnt even pay nhs and care staff the real living wage and he wants to block many of them from working here at all. We need an immigration system that is fit for purpose. The home secretary and the Prime Minister seem hell bent on implementing a purely ideological immigration policy with no basis in fairness or economics. This government has talked about giving back to our nhs and care staff. Well, its time for the Prime Minister to deliver. People migrating to these nations and choosing to work in our nhs in our ca re choosing to work in our nhs in our care sector must have this governments krul nhs surcharge removed and removed immediately. Well the Prime Minister make that pledge today, or will he clap on thursday, hoping no one really notices that hes giving with one hand and raking it in with the other . First of all, mr speaker, he mentions the living wage and this is the party of government that instituted the living wage and has just increased it by a massive amount. Secondly, this is the party thatis amount. Secondly, this is the party that is putting more in the nhs, £34 billion, the biggest investment in modern times and believe me we will continue with that investment and he talks about discriminatory policies at the border and the logic of his policy is that the border would end at berwick. The Defence Select Committee said recently that france is conducting a root and branch review of its defence apply change following concern china is buying up defence related Companies Going bust during the pandemic. Does my right honourable surrender think it might be wise to consider doing the same thing here in addition to rowing back from his plans to allow huawei to roll out 5g . Back from his plans to allow huawei to roll out sg . Im sure there is a legal term for the imputing of a policy to mean that i have not yet announced, but what i will say is he is absolutely right to be concerned about investment and buying up of Uk Technology by countries that may not a lwa ys technology by countries that may not always have best interest and might have ulterior motives and we are certainly bringing forward measures to protect our Technological Base and im happy that he will be hearing a lot more about that in the next few weeks. Thank you, mr speaker. In ireland, both jurisdictions are working hard to organise Contact Tracing on a north and south basis, but the Prime Ministers obsession with avoiding a brexit transition extension means we are risking crashing out without a data sharing framework. This will critically undermine our ability to protect people from covid 19. When will he put a delay and our community above his petty, narrow brexit politics question mark i must respectfully disagree with the honourable gentleman. We are working closely not just with honourable gentleman. We are working closely notjust with our colleagues in the government in Northern Ireland but also with colleagues in dublin. I had a good conversation with lee over radtke the and we saw eye to eye on the way forward and there was a huge amount of sharing between the uk and ireland and it will continue to be so. Thank you, mr speaker. As a stunning coastal destination built on hospitality and tourism sectors hard hit by the impact of the virus, eastbourne is nonetheless looking to bounce back when it is safe to do so and is working on a covid 19 kitemark to inspire public confidence. Does my right honourable friend see merit in this, and when the coast is clear, will he visit . am sure the coast is always clear at eastbourne. I will do my utmost to get there as soon as i can within the social distancing rules that we must all observe, but her idea, we will look at that kitemark idea and the best i can say is she is a fantastic champion for eastbourne and its attractions and i look forward to supporting her in any way ican. Forward to supporting her in any way i can. Women make up the vast majority of the workforce in our nhs, social care sector and our schools. However, there is only a handful of women on the Sage Committee and only one woman in the cabinet has led the downing street briefing on the last eight weeks on a few occasions. Does the Prime Minister agreed with me as the chair of the Largest Group of female mps in this house, that we need a change of tone and more female voices at the top of government to reflect the majority of the uk population, almost 52 of whom are in fact women. And if not, why not . Actually i think she has an extremely important point and ive taken dramatic action even before a reshuffle so the two most important appointments we have made recently after the ppe issue, and one of the reasons we are making so much progress on test and tracing that dido harding has come on board and kate bingham is leading the National Effort to coordinate our search for a vaccine with other countries. Im very grateful for my right honourable friends hard work and in particular his commitment to do whatever it takes to help people make ends meet during this pandemic. Print in west dorset i have many constituents who but in west dorset i have many constituents who we re dorset i have many constituents who were employed before the 19th of march but cannot be furloughed under theJob Retention march but cannot be furloughed under the Job Retention scheme, particularly those who have changed jobs. So can i ask my right honourable friend to look at this area again and to see, please, what he can do to help those who have slipped through the net and those who have no Financial Support at this time. Yes, mr speaker, and we have pushed back the cut off date in order to help people but we are also looking to support people who are in difficulties with some temporary measures on welfare, as he knows, the significant £140 increase in standard universal credit allowance and working tax credit basic elements, but if there are particularly ha rd elements, but if there are particularly hard cases, and there will be hard cases, can i say what i said before to the house that i am happy to take them up on his behalf. Will the Prime Minister condemn or condone the reckless behaviour of the secretary of state for scotland in making a round trip of almost 700 miles to be physically in the chamber today in clear breach of the guidance from the Scottish Government to stay home, protect the nhs and save lives, taking part in proceedings away from the safety of his own. Condemn or condone . All i can say is no, i wont and i think the secretary of state for scotland does an admirable job. My constituent elizabeth has proposed the creation of a medal for nhs workers and others to recognise their distinguished service in their work against coronavirus. I think this idea has merit. Would my right honourable friend consider a medal or some other accolade for those who have gone above and beyond in the last few months . Im sure the whole house would imagine that we are indeed looking at the excellent suggestion made by my right honourable friends constituent, elizabeth, and we are thinking about how to recognise the work of health ca re how to recognise the work of Health Care Staff and carers and many others and we are engaging with staff and employers at the present time. A senior government figure told the sunday times that the uk government will end the Job Retention scheme even if the Scottish Government decides to continue with the lockdown to save lives in scotland. This would be an act from the uk government to undermine devolution and the Scottish Parliament by slashing incomes to force scottish people back to work when it is potentially u nsafe. Back to work when it is potentially unsafe. Will the Prime Minister agreed to extend the Job Retention scheme in scotland for the length of time that the Scottish Government and parliament deem a lockdown necessary . Perhaps i can say that i continue to be very happy with the level of cooperation, in spite of what you sometimes hear in the chamber, between the governments of all four nations, particularly scotla nd all four nations, particularly scotland and i would remind her that scotla nd scotland and i would remind her that scotland has benefited from around £1 billion of coronavirus funding in the last period and will get around £3 billion overall which is a material consideration that you might wish to reflect. Unemployment in the under 24 age group has already doubled in telford compared to this time last year and it is clear that the aftermath of the pandemic will hit our young people ha rd est pandemic will hit our young people hardest with disruption to education, training, as well asjob losses. I know that my right honourable friend is passionate about opportunities for young people, particularly in areas such as telford which has suffered disproportionately in previous recessions. Will he ensure that the recovery strategy focuses on young people and equipping them with the skills they need to survive in a post pandemic economy and indeed 02 30 15,461 2147483052 51 54,535 thrive in the longer term .
