Release from prison of the former Us Army Intelligence analyst Chelsea Manning. The leading official dealing with Infectious Diseases in the united states, dr anthony fauci, has described the american system for coronavirus testing as inadequate. President trump has been insisting the set up is tremendous, and that anyone who wants a test can get a test. About 11,000 tests have been carried out in the us. Dr fauci was answering questions at a congressional hearing. He had a very different view from mr trump. The system the system does not is not really geared to what we need right now, what you are asking for. That is failing. It is a failing, and lets admit it. The fact is the way the system was set up is that the Public Health component that dr redfield was talking about was a system where you put it out there in the public, and a physician asks for it, and you get it. The idea of anyone getting it easily, the way people in other countries are doing it, were not set up for that. Do i think we should be . Yes, but were not. However, President Trump described the american testing system for returning travellers as excellent. People coming in have to be tested. If theyre positive and able to get through because frankly, if theyre not, were not putting them on planes, if it shows positive. But if they do come here, they have to have quarantine. It will be a strong enforcement of quarantine. New yorks governor, andrew cuomo, has announced only schools, hospitals, Nursing Homes and mass transit facilities will be allowed gatherings of more than 500 from friday. He also stressed the need for urgent action. What do we have to do today . What do we have to do tomorrow . Plan this Emergency Health management system. More testing, reduce the density, have the hospitals ready. Thats what we have to do. Lets focus on what we have to do, and lets keep the anxiety to a realistic level. Lets stay with the united states. Professor carl bergstrom, professor of biology at the university of washington, told me why he thought the us had failed to prepare enough testing kits for the pandemic. I think there were a whole series of problems in terms of rolling out the tests and scaling up testing here in the united states. There were problems with the original cdc test kits set out, werent functioning properly. And theres been a lot of red tape. So the fda granted an emergency use authorisation only to the cdc initially to produce these diagnostic tests. And as of 29 february, it then extended not a full authorisation, but sort of a statement that they encouraged other Testing Companies and outfits to try to develop to feel free to develop their own tests. There seems to have been a feeling about the speech, from the president 2a hours ago, and then in administrations efforts in general, is geared toward stopping people with the virus from coming into the country and avoiding a financial question, rather than dealing with community spread, that is spread amongst americans infecting each other and beefing up hospitals to deal with more cases. That is definitely whats going on. It feels like President Trump is closing the door to the chicken coop after the horses left the barn. Its really an ill guided effort to be focusing on external transmission of the virus with people coming into the country, and not focusing on the Community Transmission thats ongoing around the country. So what do you think is to come . How bad can it get, and will it be fixed . Well, conceivably it could get very bad. Conceivably it could reach a situation where we have tremendous numbers of people in the community infected with the disease, and our healthcare capacity is overrun. Weve already see these things like that in places and it could be like that here in the united states. We can overcome it with aggressive Public Health authorities, and we have strong state and local authorities taking steps. Schools in washington have been closed, large gatherings have been banned in seattle. 0ur sports leagues are shutting down, and people are working from home. Universities are switching to online classes. And so people are taking a lot of important steps towards social distancing, which is what its going to take to shut down transmission and prevent ourselves from getting in a situation where it runs rampant across the country. Lets turn our attention to the markets. There have been huge falls around the world, and in the past few hours, the markets opened again in asia. Mariko 0i is in singapore. Whats the latest . It is not looking too good at all. It is yet another brutal day here in asia. Markets gcioss day here in asia. Markets across the region are well and truly in the red. It is interesting to point out that mainland Chinese Markets like shanghai and shenzhen, they are not bound by as much, because the situation there seems to have stabilised. But elsewhere, japans mckay was at one point down by as much as 10 japans nikkei. The strong japanese yen are seen as a safe haven currency at a time like this and it doesnt help exporters especially, but also shares in south korea, australia and hong kong are all down. The dow jones australia and hong kong are all down. The dowjones industrial average having its worst day since that market crash in 1987. President trump, of course, has based so much of his appeal to voters on his command of the economy, as he sees it. It does seem, though, that his speech has had a pretty catastrophic effect. I saw one person described it as the most expensive speech in history. India, and when you listen to traders on the new york stock exchange, they have been saying that they have been waiting for clear guidance, clear leadership, from the us president , which they have yet to get. And thats why we continue to see that sharp sell off that we saw overnight. And weve been comparing quite a lot to what happened during the Global Financial crisis of 2008 and 2009. I was just talking to an analyst who said that back then there was no virus outbreak. There were no travel restrictions, which of course President Trump has imposed. And that has been hitting a lot of airline shares, for example, as well as a lot of shares of tourism companies. There was no School Closure during the Global Financial crisis, of course, or no themepark like disneyland closure. And with all that Economic Activity being suspended, we are now seeing a real possibility that the world may fall into a global recession, and that is why we are seeing this panic sell off yet again. And part of the panic, i suppose, yet again. And part of the panic, isuppose, is yet again. And part of the panic, i suppose, is that the duration of all of this is com pletely duration of all of this is completely uncertain. There is no end in sight, right now. Indeed, that is the question that everyone keeps asking, all of those experts, and no one seems to know the answer. Of course, as we have been reporting, some experts initially said that when the weather gets warmer it might calm down. A lot of experts have now said that is too optimistic, that it is not something that we should count on. So thats why, as you say, this uncertainty is affecting a lot of industries. We had a report from thailand, for example, where we see a lot of tourism destinations being hit ha rd tourism destinations being hit hard because of the fall in chinese tourist numbers. These places have been really resilient during a lot of political coups, other virus outbreaks, a lot of Global Economic fallout, and at this time around, this uncertainty is definitely affecting a lot of Market Investors sentiment as well as the real business is being operated around the world. Thank you so much for that. Lets get some of the days other news the brazilian president , jair bolsonaro, has said he has been tested for coronavirus and is awaiting the results. He wore a surgical mask for an online broadcast, alongside his doctor. He also urged his supporters to cancel mass demonstrations against congress planned for sunday because of the pandemic. Sophie gregoire trudeau, wife of canadas Prime Minister, has tested positive for the virus. According to a spokesman, Justin Trudeau is in good health, with no symptoms. The two will stay in self isolation for 1h days. Tom hanks has posted a picture of himself and his wife, both of them suffering from covid 19. He said they were taking one day at a time. The two are in self isolation in australia, where he had been shooting a movie. Ajudge in the us has ordered the former Intelligence AnalystChelsea Manning be released immediately from prison. She has been detained since last may after she refused to appear at an inquiry into the wikileaks website. According to her lawyers, she is recovering in hospital from an attempt to take her own life. Naomi lachance is a journalist who has followed the Chelsea Manning story closely from portland, in maine, and she has giving me her reaction. In november, the un special rapporteur on torture said that Chelsea Mannings detention amounted to torture. And i think that, you know, she was incarcerated for seven years under the 0bama administration, then she was let out. Now shes been in prison again. I think its a really positive development that shes been let out, and weve seen so much relentless positivity and optimism from her. She still owes 250,000 in fines to the state, so i think she was absolutely an american hero. What were conditions like for her in detention . Confinement, under the 0bama administration she was in solitary confinement, and unfortunately she ended up in hospital yesterday. So i think that the toll it has taken on her Mental Health is a tragedy, and ijust wish the best to her. And i think that something thats really important to emphasise is that her 2010 disclosures, which were so brave, show killings of unarmed civilians in iraq and afghanistan. So it is important to remember what shes stood for for so long, and continue to Pay Attention to that. Stay with us on bbc news. Still to come one year on, new zealand remembers the victims of the countrys deadliest mass shooting. The numbers of dead and wounded defied belief. This the worst terrorist atrocity on european soil in modern times. In less than 2a hours then the soviet union lost an elderly sick leader and replaced him with a dynamic figure 20 years his junior. We heard these gunshots in the gym. Then he came out through a fire exit and started firing at our huts. God, we were all petrified. James earl ray, aged 41, sentenced to 99 years and due for parole when hes 90, travelled from memphis jail to nashville state prison in an eight car convoy. The latest headlines as cases increase around the world, the american system of testing for coronavirus is described as inadequate by the countrys leading Public Health official. The pandemic has pushed Global Stock Markets into spectacular falls. Injapan the nikkei has already lost 10 . 0rganisers have cancelled this weekends australian grand prix because of the virus. That decision was made just hours before the first practice session was due to get under way in melbourne. On thursday the world champion, lewis hamilton, said he was stunned the race was still going ahead. Ive been speaking to formula 1 correspondentjennie gow in melbourne. They have not covered themselves in glory, that is fair to say. From the moment mclaren said they had a positive result for coronavirus that put the writing on the wall. There was no response from formula 1, we stayed up all night waiting for it and then finally the teams and drivers said enough is enough and they forced the hand of f1 to make a statement and cancel the race. So it has been a strange night and as you can tell, im in a taxi at the moment in melbourne just plotting my escape route. It does look like you are driving but i assume youre not. No. I have a nice man driving me. We will stop for a second. What does it say to you about the way the sport has dealt with this . I think its we are in unprecedented territory, arentt we, at the moment. No one has gone through this before and the world as a whole is struggling to cope and i think sport had to make a decision on what they were going to do and you are talking about a lot of rights holders, commercial agreements, there is all sorts of financial and political things that come into play, so thats i think why it was such a difficult decision to be made. You would have to think it is notjust going to be melbourne. Absolutely. We are due in bahrain next weekend and then a few weeks after that it is hard to see where the season is going to head. A utah jazz a utahjazz player tested positive for the coronavirus. When you Start Talking about sports in america, this is a huge time of the year. The ncaa tournament, march madness, along with the nba season, i think it started to hit americans that this is something to take seriously up with these organisations with so much money to lose by cancelling the season when they realised it is heading home for them with their players testing positive, i think it really hit home in america. It is amazing to see the player touching the mics and recorders in front of him in hindsight. What are the players and fans making of all of this . In an instagram post, he apologised for that behaviour. Apologised he was putting himself in a position where he could have been threatening other people. He said he didnt realise how he was infected at the time, but also how not seriously people we re also how not seriously people were taking the coronavirus. He hopes to be an example of people taking it more seriously going forward. If it can happen to me, it could happen to anyone. So hes using himself as an example to say dont make my mistakes, take this more seriously than i did. What does it mean to lose the rest of the season like this . It means a lot of money right now, the commissioner came on american tv and wrote a letter to fans as well to say this suspension will last for 30 days. So it will last for 30 days. So it will be at least a month. Whether the nba resumes its season where that offer go straight to the play offs or councils this is an altogether, i think all of those things are so up in the air. The nba is hoping it will get back to work ina hoping it will get back to work in a month or six weeks but that much is still very unclear and the commissioner knows that. The priorities for the players. They want to get more testing for players in the nba. Of course in america there are a lot of people who dont have adequate testing, a lot of states and counties and that is no different for the nba players who would like to be tested. And for them to know if they came in contact with the virus while playing basketball as well. Nick doing the talking, me doing the coughing, im afraid. New yorks ban on gatherings of more than 500 people has forced the closure of broadway shows, the backbone of american theatre. 31 plays and musicals have been cancelled, including hamilton and the lion king. Tourists expressed their disappointment. I think its a little bit extreme. And i hope that all the staff and cast and crew are all paid during this time that they are forced to be off. I think its not as bad as they say, but i guess you got to stop it somehow. I think a little bit too fast to cut off. Announced in the morning and now we stop shows give us a couple of days or one week to implement these policies. I think that would be better. Its too abrupt. Disappointment on broadway. In other news, hundreds of people in new zealand have attended a prayer meeting ahead of the First Anniversary of the christchurch mosque shootings. 51 people were killed when a gunman opened fire at the al noor and linwood mosques, during friday prayers. 0ur correspondent Danny Vincent has been speaking to some of the survivors of the attack. For many survivors, the pain will never go away. This mans operation has seen fears he will never recover. That is a bullet entry through here. Bullet entry through here. Bullet entry through here. He was with his five year old daughter when a gunman stormed their mosque during friday prayers. He left 51 dead and injured many more in the countrys first major terror attack. It was feared allen would suffer permanent brain damage. He met my daughter suffer a lot and she is still suffering. She cant walk properly, im not going to play the hearers and told you i forgiven him, i havent hero and say ive forgiven him. Commemorations led by Jacinda Ardern, new zealand by minister. Thejudge ardern, new zealand by minister. The judge today that rain down on this mostly immigrant community gave ralph toa immigrant community gave ralph to a new sense of unity, but many months on the people say that unity has now very fragile. The bbc has been told the mosque has been victims of a number of islamophobic incidents since the attack. This footage was captured by the mosques security cameras after friday prayers. When they come and they have either the sign of the way power white poet will do something suspicious, they send messages. Suspicious, they send messages. He insists of the community is keen to move on. Do you feel the pain . We, altogether was the men and women in this country but we are working closely together with each other, sending the message to the enemies of peace that we will never give up. They are beginning to rebuild their lives. Im walking my daughter. But he says it will ta ke daughter. But he says it will take more than this rhetoric of goodwill for survivors like him to believe this could never happen again. Thanks old affairs. Danny vincent, bbc news, christchurch thank you for all the prayers. You saw Jacinda Ardern you sanacinda ardern in Danny Vincents report. Earlier she spoke to reporters. A year on, i believe new zealand and its people have fundamentally changed. I cant see how you could have an event like these could not. But the challenge for us will be in ensuring that in our everyday actions and every opportunity where we see bullying, harassment, racism, discrimination, calling it out as a nation, that is when we will show that we each individually have a role to play in making sure new zealand has fundamentally changed for the better. And that is what we must do. 0ur correspondent Shaimaa Khalil has the latest from christchurch. This attack of course devastated the Muslim Community and devastated this peaceful city of christchurch but really shocked new zealand. Weve been seeing a steady stream of worshippers from the al noor and linwood mosque to this arena behind me, we are expecting large numbers to attend friday prayers today, notjust from here in christchurch. We understand from the Muslim Community across the country coming together, and remembering this difficult day but of course in solidarity with the rest of the people here. Weve seen families, mothers, Young Children but again, it was on a friday during friday prayers a year ago that a gunman killed 51 people and injured dozens more. This has had a devastating effect. Ive been speaking to some young people who say the remembering of it is almost as difficult as living through it because you go through these emotions. The Prime Minister herself has spoken about the kind of support that the government has been affording and offering the community, mainly of course on Mental Health and trying to support the Muslim Community. She spoke a lot about standing up against racism, standing up to bullying and making sure that all of new zealand is united against, and she spoke about the steps the government has taken since that event, mainly on gun reform and the fact that after the banning of semiautomatic weapons, military grade style weapons, more than 60,000 weapons have now been taken off circulation. She says there are more phases on that to come but of course, it is a very difficult time. It is going to be difficult for families who have lost loved ones to be here today and remember what happened that day. 0ur correspondent in christchurch. Stock markets are once again plunging in response to the coronavirus pandemic. At one point, the nikkei index in japan was down 10 . There have been polls in australia, falls in australia, new zealand and south korea. The brazilian president , jair bolsonaro, has said he has been tested for coronavirus and is awaiting the results. He wore a surgical mask for an online broadcast, alongside his doctor. Sophie gregoire trudeau, wife of canadas Prime Minister, has tested positive for the virus. According to a spokesman, Justin Trudeau is in good health, with no symptoms. Sports events around the world are being disrupted. Well, the weathers been quite unsettled really, often quite windy with a number of showers around. We certainly have plenty of these on thursday and this was one of those shower clouds spotted in the skies around the wolverhampton area. Now, the satellite picture shows showers swirling around an area of low pressure thats just moving out to the north sea at the moment but thats not the last of the lows. We have another couple of swirls of cloud, one coming in late on friday and another one working in just in time for the weekend. Now, if youre out and about for the next few hours, across northern areas, there will be further showers and at times, those will be falling as snow over the hills of scotland. Elsewhere, its going to stay quite windy. Temperatures of the most part keeping above freezing but with a nip of frost in scotland, perhaps Northern England, where we could see if few icy stretches where we see those showers fall. The rest of friday morning, showers get driven down the north sea by these cold northerly winds and we could see cloud thicken and outbreaks of rain across wales and south west england. In these two areas, well see areas of sunshine that is when moves across wales combined with winds coming across the north sea, we will get this line of moisture which will generate showers, more from merseyside down through the midlands to the Greater London area. It could be quite slow moving and could turn cloudy for a time as well. We got rains on the day across wales and south west england. The aim becomes more extensive overnight and for the weekend, slow moving weather front pushes its way eastwards across the uk so we will see rain at times across this weekend. The rain will be followed by showers. So it is an unsettled looking weekend and often its going to be pretty windy as well. Well take a look at more detailed forecasts and on saturday, a strip of cloud, the rain quite heavy in scotland, easing off later in the day but thats only because the next weather system will be racing its way in, bringing more rain across Northern Ireland and the return of wet weather for western scotland, north west england and wales across the day. The rain could turn quite heavy across the hills across Northern England overnight. And on into sunday as well. With some fairly large rainfall totals. Given how what its been recently, this could provide a risk of some further localised flooding. As it moves into east anglia and south east england, it will then be followed by showers and eventually, we will start to drag in some cool air across north west areas as well. Looking beyond that, we could see some High Pressure develop towards the south, so it could become drier in london but it will become rather unsettled further north. This is bbc news. The headlines as cases increase around the world, the system of testing for coronavirus in the unites states has been described as inadequate by the leading american Public Health official, dr anthony fauci. That is in sharp contrast with President Trumps assertions that the country has a tremendous testing set up, and that anyone who wants a test gets a test.
