As you can see, there are still about a foot of water in the middle of the road here, but on wednesday this road was pretty much a river really, water gushing down. Ive seen a number of videos from the residents who live here on their phones, just showing how violent it was at one stage early in the morning around 5am when they got that flood alert through on their phone and early on they knew they had to go to safety, taking their dogs, any positions that meant anything to them upstairs away from the water, as it was all kind of ruined by the storm dennis. So far in the Calder Valley in west yorkshire, it has not been as bad as people feared. It has not really gone up overnight. Its all right at the moment. No panic as of yet, but keep an eye on it. In glasgow, the river clyde was battered by torrential rain. Scotland has borne the brunt of the storm. Three severe Flood Warnings remain in place for the borders. In carlisle, a lucky escape. The Welsh Government is preparing to provide extra funding to councils in response to the damage caused by storm dennis. First minister Mark Drakeford said his government is initially operating in a coordinating role but will sit down with local authorities early in the week in order to make sure that the help that we are able to provide to them gets to them in as timely as way as we can. Well, the extent and the severity of flooding means that a Major Incident has been called. That means that all the Emergency Services across south wales are working together in their response to it. And i just want to thank all of those of the middle of last night have been out in atrocious weather, doing everything they can to help people who find themselves on the sharp end of flooding. And also a fantastic community response, schools being opened, Community Centres open, church halls opened, private businesses turning up, offering to help where they can, too. But the incident is very serious. Today will be a day devoted to getting on top of it, providing an emergency response. What is the Welsh Government in particular doing . Well, the Welsh Government has a coordinating role. So the Emergency Coordinating Centre here in the Welsh Government is open today, getting information from right across wales, feeding information up to those who need it. And then we will have a role sitting down early in the week with our local authority colleagues in particular, seeing what needs to be done. There has been damage to infrastructure as well as individual homes being flooded. There will be flood defences which have stood up to the flooding, but will now need to be stress tested to make sure that they are continuingly fit for the future. And well be there alongside our local authority colleagues, making sure that everything that needs to be done can be done. Has theres been any discussion about the army, for example, getting involved . Not as yet, because weve been able to mobilise all those forces that we already have our fantastic Emergency Services. And as i said, an amazing response from the public and from Community Organisations as well. What about financing . Do you foresee having to, you know, step up those cash for local authorities and the Emergency Service and so on . Yes, i do expect that will be necessary. There is a well worked formula that kicks in in these occasions, well need to talk closely and rapidly with our local authority colleagues to make sure that the help that we are able to provide to them gets to them in as timely a way as we can and as effectively as we can. The Crown Prosecution Service, although they wont discuss this case, they will say that to bring any prosecution, it has to meet two benchmarks. First of all, there has to be a realistic prospect of conviction so they cantjust take a case to court because they think someone should be prosecuted, they have to think there could be a chance that the person who was in court and in the dock could be convicted and the other benchmark is that the case has to be in the public interest. In terms of Caroline Flacks mental state, if this case had got to court, her lawyers would have been able to put evidence before the court about her mental state and that would have been considered by the magistrate who was dealing with the case because it was going to be a magistrate who dealt with this case, it wasnt deemed serious enough that it had to go to crown court. Her boyfriend, lewis burton, has said, i didnt want this case to proceed. What bearing does that have . That really doesnt have any bearing at all because we have seen in a number of Domestic Abuse allegations where cases have got to court where the alleged victim has withdrawn consent to the prosecution and certainly there has been a big focus, a big push on police and prosecutors in recent years to bring more Domestic Abuse cases to court and take them more seriously and when they examine the behaviour of the alleged complainant to look and see, is there a reason that person doesnt want to get the case to court . We dont know what the situation was. That he has said that, really, that cant bear down on prosecutors decision. They must have felt that there was enough evidence for this case to be tested in court. How mindful are prosecutors in the Crown Prosecution Service of the impact on the Mental Health of people who find themselves in the system, particularly defendants . I think, as i say, the cps arent making a particular comment on this particular case but last autumn the director of public prosecutions, max hill, said, i am not suggesting we should stop prosecuting people with Mental Health conditions or disorders but what we need to do is balance our approach and ensure that those with Mental Health conditions, and im including victims and witnesses in this, are treated fairly and proportionately. So that goes back to the point that if Caroline Flack had been in court, all of her Mental Health issues should have been looked at and dealt with and there should have been reports but clearly, there is massive anger amongst those who loved her about what has happened. Hundreds of people were moved from their homes in the village of nantgarw near cardiff, from where tomos morgan sent this report. Here in nantgarw, just north of cardiff, over 100 homes have been ruined by the rain. Rescue services have been here since 5am, taking residents from their home to safety after storm dennis wreaked havoc across south wales. Several other communities in wales, like crickhowell near brecon, have also needed Emergency Services to help them to safety. 40 residents near neath were evacuated in the early hours. This exact same street was hit in 2018 after storm callum. It was clear after the met Office Issued its highest red warning for rain this morning that the welsh valleys would be suffering. Around lunchtime, a Major Incident was declared across south wales. Since midnight last night, we at the fire and rescue service have expressed over 1300 calls, which is unprecedented. In that time we have carried out 76 rescues and we have had a large number of life related calls as well. Around a third of the flood alerts across the uk are in wales, as further warnings for rain and wind remain in place until this evening. Last week, it was storm ciara. The army has already been out distributing hundreds of sandbags, but the Environment Agency says any flooding will not be as severe as it was in 2000. That is what they are expecting. That was when it was at its highest level ever recorded. 33 Flood Warnings in place at the moment in North Yorkshire, ate in and around york itself. So really this evening, its all about preparation. The river behind me is still looking very angry this evening. As we came into hawick earlier, we could see that many of the field surrounding the town were completely saturated and in many of the villages around here, people have been evacuated from their properties and some homes and businesses have been flooded. The council has set up an Emergency Planning bunker and they have been involved in the clear process today, but that is not the end of the weather story here in scotland. As you say, it does look very windy here tonight and there is a yellow weather warning and a yellow wind warning in place for the whole of scotland tonight.
