Thats in dateline in half an hour. Good morning and welcome to bbc news. The chancellor has warned manufacturers that there will not be alignment with the eu after brexit and has insisted that firms must adjust to new regulations. Sajid javid has made the comments in todays financial times, where hes also written that not all businesses will benefit from brexit. He says he added and with less than two weeks to go until the uk leaves the eu, the government has announced that a clock will be projected onto downing street to count down to brexit on the 31st of january. Meanwhile, a campaign to make big ben ring the moment the uk leaves has raised more than £250,000. 0ur Political Correspondent helen catt has more. Its here that the moment of brexit itself will be marked at 11pm on the 31st of january. A light show and countdown will be projected onto the walls of downing street and live streamed on social media. Borisjohnson is planning an address to the nation in the evening. In nearby parliament square, the union flag will fly on every flagpole. Commemoratives 50p coins will come into circulation. But the government says they want this to be a moment to heal divisions and reunite communities. A special Cabinet Meeting will take place in the north of england. Many brexiteers had hoped that this would be the focal point, though. Big ben restored to chime at 11pm. Hundreds of thousands of pounds has been raised by the public towards the estimated £500,000 cost after borisjohnson told breakfast on tuesday he had an idea. Were working up a plan so people can bung a bob for a big ben bong. There are some people who want to. I havent quite worked it out. But downing street stepped back from the idea after the commons authorities said there might be problems accepting the money even if enough was raised. 0ur Political CorrespondentSusana Mendonca is here. We are getting some responses. 0ne said that they welcome the chancellors ambitious plans, and we are right to diversion eu regulation, but which urge the government not to treat this rate as an obligation. Lets talk more now on the responses on what the government is saying here. On what sajid javid is saying here. On what sajid javid is saying, how significant is this statement . I think this is about messaging, showing us where they are on this issue and because theyre going into a phase where theyre going into a phase where theyre going to be negotiating a trade deal with the European Union, so quite tough words there, talking about not being a real taker and making it clear they dont want to be aligned. So setting out their story. In terms of business, it is going to be a challenge for a lot of businesses and, certainly, we had the automotive, food and drink and pharmaceutical sectors all talking about not being aligned on key eu rules potentially being damaging to
their business. What we have heard from the chancellor in this interview is basically an admission that not all businesses are going to benefit from brexit, that there will benefit from brexit, that there will be some who struggle and others who do well. He is saying to these businesses that they they need to prepare, because a lot of these terms of leaving, but what he the terms of leaving, but what he said today, he hasnt outlined the rules today, so some uncertainty yet businesses. We have heard from. Had some responses on this. Be food and drink federation has responded to this and they said that most of the businesses that they deal with have been planning for there to be frictionless trade and actually in terms of suggesting there is no regulatory alignment, that would be the death now for frictionless trade. They are concerned about what they will say will be costly new checks, price rises. We have also had political reaction from labours shadow chancellorjohn mcdonnell, he
said the tory promises of frictionless trade prospects have now been exposed as not being worth the paper they were written on. Those were his words. He is also saying there appears food prices could go up, there is tojob and what have you. The government was my point of view is that very much they see brexit as an opportunity for actually new business and new opportunities Going Forward and what their message seems to be so business is that you need to get ready. He is also saying he wants to double the uks annual Economic Growth to 2. 8 but matt carney said he thought the trend growth rate was much lower between one and i. 5 . This omission from the government that some business are going to suffer. It is a change in tone and if you look at the previous chancellor, sir philip hammond, he was always talking about close regulatory alignment with the European Union, and so we have a new administration now, much more emboldened, because obviously they have a majority, they can be more
important in the way they approach things and this admission that businesses will suffer, that is not something they perhaps felt they could say before a general election, but of course we have had that general election and are at a stage now where, as i say, the government wa nts to now where, as i say, the government wants to go into these trade negotiations. The important thing to know is that although we are leaving the European Union on the 31st of january, the rules dont actually change for that transition period of 11 months. And so nothing will change in the immediate future, however, Going Forward, in terms of that radio, this sets the scene for what kind of trade deal they are perhaps trying to get with the European Union. Lets move on to labour as well because all the candidates for the leadership are presenting at their first public hustings today. What are we expecting to see . Theyre all up in liverpool, five of them, it starts at 1130 and will be live streamed, so at 1130 and will be live streamed, so people will be able to watch it if they would like to. It is labour members, an opportunity for them to grill the candidates and asked them about why they should be leader. This is one of a number of hustings that will be held in different parts of the country. This first one in liverpool, a labour stronghold in pa rt liverpool, a labour stronghold in part of the country in the north where of course they lost a loss of seats. So, for those candidates, it is an opportunity to set the stalls, to put the point of view across and get their support. At the moment, pretty five candidates in the running, they have a key challenge which is to try and get enough support from the constituency labour parties and from the unions in order to go to the next stage. You got this period of about a month where we will be watching hustings like this one and we will be hearing from the candidates, but unless they get that support, they got the next age when the ballot opens and they get to be out and of course the result is of how the next leader is, it is not until the 11th of april. Is of how the next leader is, it is not until the 4th of april. We are a long way out but there is one more leadership grassroots paul in the time putting kier starmer ahead. We
dont know how fully reliable these polls are. Kier starmer currently heading up the new couple, but rebecca long bailey also one of the frontrunners. Long bailey is seen as being the closer camp today to the Jeremy Corbyn leadership in terms of where she stands politically and has had the backing of momentum, the grassroots route that supported Jeremy Corbyns rise to leadership when he became leader. She has got that support. Whether or not this poll reflects the wider goal they only ask a certain number of people which were their boating, so still a long way to go in terms of the actual contest. But yes, kier starmer and rebecca long bailey are the frontrunners, but anything can change between now and the end result. Scientists say the number of people infected by the new respiratory virus that has emerged in the chinese city of wuhan is likely to be far higher
than official figures suggest. There are nearly 50 Laboratory Confirmed cases of the virus which is related to sars but experts in london estimate the true number is closer to 1,000 700. The alarm has prompted screening at airports across asia and in the us. Gareth barlow reports this is wuhan, the chinese city where the mystery virus was first identified. An outbreak that has since turned deadly. Scores of infections have been confirmed but now a team at Imperial College in london estimates the true figure is around 1700 cases. While the outbreak is centred in china, there have been two cases in thailand and one injapan. We are not able to. To prohibit people from travelling so what we can do is detecting and bring any suspected to receive treatment from our service facility. Airports in asia and the United States have begun screening travellers arriving from wuhan. Uk team behind the study said that, while theyre concerned, it was too early to be alarmist. The virus is similar to sars, which killed almost 800 people and infected over 8000 in 2002. It looks like the virus is closely related to sars, which you mentioned previously. Since sars emerged, people have been developing vaccines and drugs to see if they work against sars. The problem is this virus is different. We do not know yet if those drugs and those vaccines work. Chinese Scientists Says there has been no cases of the virus spreading between humans and that it came about from infected animals at a seafood and wildlife market. But the team at Imperial College argues the possibility of substantial human to human tranmission should be considered more seriously. Identifying how the virus is spread will be crucial to understanding its threat and how best to react. Gareth barlow, bbc news. Earlier i spoke to professorjohn 0xford is a virologist at queen mary, university of london. He says a lot is known about the coronavirus family which could help halt its spread out of china. We know a lot about the family and that gives a lot of information. One thing we know about the viruses they are not global, theyre not pandemic. If anyone thinks this is going to develop into a bass pandemic, sweep around the world and affect millions of people, that is a wrong interpretation. These viruses dont act like this, theyre much more circumspect. As you said, the sars outbreak, the biggest very bright tarmac outbreak we have had, there is only eight thousandths. 8000 in the world. We are dealing with one here that is not hugely
global. We may get one coming to england on a plane, or a couple of cases, that is whats happening around the world. The case here and decays there. Based on the knowledge of the family from the past, we can project this will be contained without vaccines and without antiviral drugs. But we are seeing it already spread outside china. And the numbers of those infected does not seem certain yet, does it . No it doesnt. This is a mathematical analysis coming out and that is fair enough, you better of a guess. I know everyone thinks the mass is very precise, if you bring up the figure 1700 it is going to mean something, but i think it is guessing myself, with a little bit of extra stock on it. I think personally there will be more than 40. Personally there will be more than a0. There must be because i think one of the persons arriving in thailand had not been to the marketplace. So where did they get the virus from . Possibly from a person who had been. Nevertheless, i dont think the insinuation from
some people that the chinese are covering up. I dont see that at all. I see science these days in china, high quality science, interacting well with the world health organization, and have done ever since the sars outbreak. It is not a bad place to be working with at all. A pretty high powered scientific community. There there any bit of a scramble and we are all ina any bit of a scramble and we are all in a scramble and we are all inevitably scramble, but nevertheless, i dont see this virus developing to anything huge, but it still needs attention at this stage. Better to give attention at this stage while the numbers are exceedingly low and to just wait around for them to increase. Heavy rain and thunderstorms have lashed parts of eastern australia dousing some long burning bushfires, but bringing a new threat of flooding. There have been downpours in the states of queensland, victoria and New South Wales, where wildfires have scorched millions of hectares of land since september. Its been described as a once in 100 year event. Earlier i spoke to our correspondent, phil mercer whos in sydney. Australia is a land well used to natures extremes, but this is a country being confronted by fires that continue to burn, very significant storms bringing large amounts of rain to parts of eastern australia. And there have been parts of this country that remain dry. So this is a country that, in queensland, for example, parts of queensland experienced three times the monthly rainfall average in just one night. That brought flooding to many areas. And of course, this rainfall is a blessing and a curse. Its a blessing because some of that rain has fallen on fire grounds on bushfires, aiding the emergency effort that stretches all the way back to september. So significant rainfall here in New South Wales and in the state of victoria, too. But of course, with the rain comes
the risk of flooding and also the risk of contamination. There are fears that ash from some charred areas of bushland could leach into rivers and water systems, affecting the drinking supplies of australians. We havent seen any evidence of that yet, but that does remain a factor in this rain that is continuing here in eastern australia. And, of course, significantly the psychological boost. Australians in the last couple of days, waking up to grey skies full of rain, that is lifting the spirits of a beleaguered country thats battling, as we say, dozens of bushfires, a longstanding drought. So what we need is more rain. And the authorities do caution that the heavens do need to still continue to open and give us flooding rain, if this bushfire crisis is to come, finally, to any sort of conclusion. And weve just had these pictures come in of a a baby kangaroo, called louise, who was rescued with horrific burns to her legs and paws as fires ravaged australia s south east coast two weeks ago. Her volunteer carer pays thousands of dollars from his own pocket and juggles a full time job to take care of injured animals like louise purchasing medicine and changing her bandages daily at his homemade care centre. Great to see animals like her on the mend. The headlines on bbc news. The chancellor warns Business Leaders that there will not be alignment with eu rules in any post brexit trade agreement and that some businesses will benefit while some wont. A clock projected on the walls of downing street one of a series of events announced to mark the moment the uk leaves the eu. British Scientists Say the number of people already infected by a new virus emerging in china is far greater than official figures suggest. A mans due to appear at Sheffield Magistrates Court this morning charged with the attempted murder of a 12 year old boy who was injured in a shooting last weekend. The boy, who police say was an innocent bystander, was hit in the leg after the incident in the arbourthorne area of the city. Stephen dunford whos 25 has also been charged with possession of a firearm with intent to endanger life. Free sanitary products are to be made available to all schools and colleges in england, to support students who struggle to afford them. The government funded scheme starts on monday and has been welcomed by campaigners. Our education and family correspondent, Frankie Mccamley reports. Just over two years ago outside downing street, campaigners gather, calling for an end to so called period poverty. The shame of our periods needs to go. Everyone has it. Not the first time that concerns have been raised about the affordability of sanitary
product, specifically for girls from lower income families. Research has found nearly one third of teenage girls in school or college have or know someone who has been impacted by period poverty with more than half admitting they missed lessons because of their period for things like cramps, embarrassment or affordability. Ultimately, if you are facing impossible decisions and struggling to make ends meet, trying to decide whether to pay your rent or heat your house then actually the question of purchasing menstrual product, although they are completely essential, becomes a second tier priority. From monday, all Primary Schools, secondary schools and colleges in england will be provided with free period products for their students. The move follows scotlands announcement last year to spend £a million on a Similar Initiative and in wales, just over £3 million was announced earlier this month to supply girls in primary and secondary schools with sanitary products. Four teachers in los angeles are suing the us carrier, Delta Airlines, for negligence after a pilot dumped fuel over their Primary School playground earlier this week. The teachers say the fuel burned their skin, eyes and throats and sent children screaming for cover. Donna larsen reports this is the moment thousands of litres of Aviation Fuel rained down on los angeles. Delta Airlines Flight 89 dumped the fuel on tuesday, before making an Emergency Landing shortly after take off. Dozens of children and teachers outside in playgrounds, a plane flew overhead, required medical treatment for skin irritation and breathing difficulties. I began feeling a light drizzle on my hair, my face, my body. I thought it was rain and then i caught the scent of fuel. I started yelling for my students
to come back inside the building. In a Statement Released on wednesday, the airline said. I was scared. Yeah, i was scared too. We were all scared. Despite the airline saying that normal procedure was followed, the teacherss lawsuit alleges the Delta Airline pilot did not inform air Traffic Control of the need to jettison the fuel. Had the delta pilot notified air traffic personnel of the need to dump fuel, the flight would have been directed by air Traffic Control to a location and to an altitude from which fuel
could be released without danger to the teachers, the students and others at the school. More teachers and students families mayjoin the law suit, amid concerns about the Long Term Health impacts from the exposure to toxins. Donna larson, bbc news. Bingham will face David Gilbert this afternoon, after shaun murphy takes on ali carter both matches are live across the bbc. Thats all the sport for now. Now for the weather with darren bett. Hello there. We have been used to mild wet and windy weather, so things this weekend are going to be very different. Instead of low pressure, we actually have an area of High Pressure building in, settling things down. That means for most of us this weekend it is going to be dry. The sunshine will be out, the winds could be strong, but it will be cold. We have already had a frost this morning. There will be another one this morning as well. Tomorrow morning as well. This weather watcher picture gives a flavour of how it has been. Down to 2, 3 or so. There have also been some showers of a wintry flavour in scotland already. Those showers will start to become fewer through the rest of the day
as the winds ease a bit and it should then turn dry for Northern Ireland and north west england. More cloud coming in here spilling into wales in the south west, otherwise blue skies and sunshine and lighter winds. Maximum temperature around 6 8 degrees. That is near normal for this time of year. With clear skies, light winds and showers fading away from scotland, we are going to get a frost developing widely, and even in some towns and cities temperatures could be down to 2 or 3. The exception could be the highlands and islands of scotland. Here we have a milder wind coming in from the atlantic around the top of the area of High Pressure. Follow the lines all around and into the southern part of the north sea and there could be some showers flirting with some of these coastal areas early in the morning. Apart from that, and the cloud that is coming in and the stronger wind into the north west of scotland, we have got light winds, plenty of blue skies, a cold crisp winters day tomorrow. And again, temperatures typically 7 8 degrees. It will be milder where it is cloudier towards the highlands and islands. That milder atlantic air
will eventually push its way south through next week as the High Pressure gets squeezed southwards, but as we move into monday, quite a contrast across the uk. Milder where it is cloudier and breezier further north, colder further south where it is clearer. There may be some mist and fog around in the morning, slowly lifting. Then the sunshine develops once again. More of a breeze, though, for Northern Ireland, scotland, bringing in some more cloud, especially western scotland. Pretty mild, though, for the north east of scotland. Further south, after a frosty start, again 7 8 degrees. Into next week, you will notice, well, where does the sun go . It looks like it is going to cloud over more. There could be some mist and fog patches, but with the cloud around it wont be as cold at night. Hello, and welcome to dateline london. Im carrie gracie. This week in difficult days, and with more to come, irans Supreme Leader invokes gods help. But how much will that help . It was a perfect phone call, protested the us president in an all caps tweet as his trial began. But his more significant move to drown out the impeachment story was to sign a trade deal with china. We assess both the trial and the trade deal. And its now life or death for the planet says a famous natural historian but will his Climate Change warning shift the political dial where others have failed . My guests this week greg katz of Us News Agency associated press, italian film maker annalisa piras, iranian
writer amir taheri, and ned temko of the observer. With god on our side we slap the face of the United States. So said irans Supreme Leader ali khamenei when he led friday prayers this week for the first time in eight years. He warned Anti Government protestors not to serve as stooges for enemies seeking to capitalise on the tragedy of the downed airliner. How compelling is this campaign for the hearts and minds of the iranian public . In, lets start with you. It has provoked a big yawn because he had nothing new to say, he repeated old themes about enemies and so on. But themes about enemies and so on. But the focus now is on the incompetence of his regime. They couldnt even handle the funeral is the general soleimani, 80 people were killed and
the crowds in care man, and yesterday it turned out they
